The government session will commence at 10:00 AM. Ministers – as we reported yesterday on 300POLITYKA – are expected to adopt a bill lowering the personal income tax (PIT) from 18% to 17%. The government will thus implement the last announcement from the so-called "Kaczyński's Fifth," although the proposal will still need to undergo parliamentary proceedings.

The new President of Lithuania will be on an official visit to Poland. At 11:30 AM, Gitanas Nauseda will be received at the Presidential Palace by President Andrzej Duda. At 1:05 PM, the presidents will meet with journalists. Following this, Nauseda will meet with Marshal Marek Kuchciński (3:40 PM), Marshal Stanisław Karczewski (4:15 PM), and Prime Minister Mateusz Morawiecki (5:55 PM).

At 5:00 PM, the Sejm commission on constitutional responsibility will, in a session closed to the media, assess the evidence gathered in proceedings concerning the preliminary motion to hold NIK (Supreme Audit Office) President Krzysztof Kwiatkowski constitutionally accountable before the State Tribunal.

At 7:30 PM, the Sejm commission for environment, natural resources, and forestry will consider and provide an opinion on the parliamentary motion submitted by the Civic Platform-Modern (PO-KO) for a vote of no confidence in the Minister of Environment, Henryk Kowalczyk. The date for the Sejm's consideration of the motion is not yet known.

56% of respondents believe that central authorities (the government) are primarily responsible for problems with youth recruitment into high schools, according to a Kantar poll conducted for Fakty TVN. 25% of respondents believe that local authorities (self-government) are primarily responsible, while 19% chose the option "I don't know / difficult to say."

Objectively, education is a major challenge, and education requires reforms. Some of these reforms we managed to implement during this past term. I would like to remind you that we gave parents the choice of whether to send their child to school at the age of 6 or 7, and we carried out the reform of abolishing junior high schools – the one we promised in the 2015 campaign. Today, it is true that some local governments have not prepared a sufficient number of places in schools, hence the situation you are talking about, parental emotions, but we as a government are determined and will ensure that every child has a place in high school - stated Michał Dworczyk in an interview with Krzysztof Skórzyński on TVN24's "Jeden na jeden".

- The responsibility for creating places in schools lies with the local government. The responsibility for preparing a larger or smaller number of places, depending on the potential number of candidates, lies with the local government - emphasized the head of the Chancellery of the Prime Minister. In his opinion, it turns out that the local government is not coping with this reform, because this part of the reform was delegated to the local government, in accordance with their competencies.

- There were insufficient reactions from various circles and associations. The justice system also struggled somewhat with this problem. It turned out that a registry of pedophiles is not enough, beyond just recording the whereabouts of pedophiles living in the vicinity so people can protect themselves. - We believe that Prime Minister [Beata Szydło] is a very competent and experienced politician who would effectively fulfill her mission in this position [Chair of the EMPL Committee]. Unfortunately, agreements and understandings previously made were broken, and in a certain, one must call it now, ideological war, Ms. Szydło was not elected. This is due to the fact that there is a large group of MEPs in the current European Parliament who react allergically to politicians whose programs are built on the foundation of Christian values. As the head of the Prime Minister's Chancellery emphasized, the ministry has launched a special helpline, and additionally, extra medicines are being brought into Poland, with some of these medicines already reaching pharmacies, so the situation should be improving.

- Today, the Council of Ministers should adopt the bill [on the pedophilia commission], which will be immediately sent to the Sejm, and of course, these are already decisions of the Marshal and the Presidium. „From the perspective of Polish politics, what path Grzegorz Schetyna chooses, whether he will bring the broadly understood left from the SLD and further into the Civic Coalition, is, of course, important, as it will position the Polish political scene. For us, the matter was closed on Friday. We are not joining this coalition. We are a few days ahead and are implementing our own project. I don't understand where this belief among some commentators and probably Schetyna himself comes from, that talks with the PSL are ongoing. They were of a nominal nature. We announced our offer on June 1, and reiterated on July 6, that we are building the Polish Coalition” - said Marek Sawicki from the PSL on "Polityczny Kwadrans" on TVP1.

“I know they have been talking [Deputy Speaker Tyszka and Piotr Zgorzelski]. There haven't been consultations yet. We will be agreeing on further joint steps soon. In my assessment, there are very many chances [for a joint bloc with Kukiz]” – said Marek Sawicki from the PSL on TVP1’s “Political Quarter Hour”.

“Local governments are responsible for recruitment in their areas. They decide how many places are available in individual types of schools. The Ministry of National Education (MEN) only collects data through curators. The Minister of Education never said that local governments are forbidden from creating new schools and classes” – said Minister Dariusz Piontkowski in an interview with Wojciech Dąbrowski on Polsat News.

“Perhaps it would have been worthwhile to convert more middle schools into high schools, and in this way, there would have been more places available in this recruitment for students finishing primary or middle school” – he added.

„I don't know why the Mayor of Warsaw, Rafał Trzaskowski, agreed to students applying to multiple schools" - said Minister Dariusz Piontkowski in an interview with Wojciech Dąbrowski on Polsat News.

„If there were fewer places to choose from, then the number of those who did not get accepted in the first recruitment stage would probably be smaller. If the recruitment procedure from last year had been decided upon, perhaps the problem would be smaller" - he added.

Ryszard Terlecki, the Deputy Marshal of the Sejm and a prominent figure in the Law and Justice (PiS) party, announced on his Twitter account that the PiS Political Committee will convene on July 23rd. The primary agenda item for this meeting will be the approval of the party's electoral lists for the upcoming parliamentary elections.

The announcement, made via a tweet, signals a crucial step in the Law and Justice party's preparations for the elections. The selection and formalization of candidates on these lists are a critical process that will define the party's representation and strategy in the electoral campaign.

“PiS politicians place themselves above the law, denying the public knowledge of who supported the current nominees to the KRS. Are they legal authorities, or subordinates of Zbigniew Ziobro, or perhaps these signatures never existed, or they were signatures of support from current KRS members. Due to the fact that Marshal Kuchciński and the Sejm Chancellery have still not complied with final and legally binding court rulings, today we have decided to help them and are submitting two motions. The first of these motions is an official reminder to the head of the Chancellery to execute the ruling of the Provincial Administrative Court from August 2018, and this will open the way to filing a complaint for inaction, and consequently, for imposing a fine on the Sejm Chancellery. Additionally, to further facilitate and accelerate this process, we are also submitting a request to the court for an official confirmation of the final and legally binding nature of the Provincial Administrative Court ruling from August 2018,” stated Kamila Gasiuk-Pihowicz from PO-KO at a press conference in the Sejm.

“Through these two motions, we are telling the Sejm Chancellery and Marshal Kuchciński ‘we are checking’. The final and legally binding ruling of the Supreme Administrative Court regarding lists of support for political nominees to the KRS exists,” she added.

“We appeal to Marshal Kuchciński not to be afraid. Don’t be afraid, show those lists. You are responsible for this. Open your drawers, safes, find those lists and show them to the public, because we all have the right to know who supported the nominees to the KRS,” said Robert Kropiwnicki.

- From October 1, 2019, PIT reduced from 18% to 17% and higher revenue-generating costs - another element of real tax reductions. This means at least several hundred zlotys more annually in Poles' wallets - Government Spokesperson Piotr Müller announced on Twitter.

As 300POLITYKA has learned, an additional session of the Sejm is planned for August 30th concerning the election of the President of the Supreme Audit Office (NIK). We wrote about such a scenario a month ago on 300POLITYKA. It is possible that during this one-day session, MPs will also address other draft legislation.

The deadline for submitting applications for the new President of the Supreme Audit Office to the Marshal of the Sejm expires on July 28th, according to a document seen by 300POLITYKA. It would be difficult to shorten this deadline, as the regulations clearly state that the aforementioned applications must be submitted within 30 days before the end of the term.

Krzysztof Kwiatkowski, after being sworn in at the Sejm, began his six-year term as President of the Supreme Audit Office on August 27, 2013. According to current law, the President of NIK serves until the new president takes office.

„It’s not as if it’s a foregone conclusion that [Beata Szydło] will lose. We made an attempt. Our representatives tried to secure support for this candidacy. It didn't succeed. The idea of retaliating for Timmermans is still relevant and, unfortunately, results in exactly this kind of outcome. „Certainly, some participants in the vote do not feel favorably towards us. We are aware of this. We don’t feel particular affection for them either. This is a tough, difficult political game that is ongoing” – he added.

“On July 23rd, the Political Committee will approve the lists that the party leadership will prepare beforehand. This is a time when we need to not just slowly, but intensively get started with the campaign. Our candidates should know what positions they are in, in which constituencies, etc. This is what we want to ensure next week,” said Deputy Marshal Ryszard Terlecki in an interview with journalists in the Sejm.

“In Poland this year, there are over 725,000 students finishing primary school or gimnazjum. They are applying to secondary schools, and the number of places prepared in secondary schools is over 830,000. It is clear that there are over 103,000 more places prepared than there are primary school and gimnazjum graduates. It is worth clearly emphasizing that gimnazjum and primary school graduates participate in two separate recruitment processes,” Minister Dariusz Piontkowski stated at a press conference.

“This project will cause a net increase for all several million employees, including pensioners, because they also pay PIT, so they will receive another small, but significant financial boost this year,” said Prime Minister Mateusz Morawiecki in Ozorków.

“All tax changes will result in several hundred zlotys more per year left in the pocket of every taxpayer in Poland, with this one move alone, which we are implementing from October 1st, resulting in more money annually, depending on how much each person earns,” he added.

„In the case of the votes that took place in the European Union, a principle that has been in effect for years was violated. The principle states that when certain committees in the European Parliament are assigned to a particular parliamentary group, and in the case of the Committee on Employment, it was assigned to the European Conservatives group, of which the PiS parliamentarians are a part, it has always been the case for the previous decades that this group presented a candidate. Our candidate was Prime Minister Szydło. This candidate was approved. Meanwhile, today there are certain centers, mainly, it must be said, left-wing ones, that aim to rock our European boat, to bring about confusion and chaos, to prevent groups from differing in their views, but for the good of the member states, for the good of Europe, they can also cooperate. On Wednesday at 8:30 PM, the Sejm will consider the opposition's motion of no confidence against the Minister of Environment, Henryk Kowalczyk, according to the current schedule of proceedings. The vote is expected to take place at 10:00 PM.

Concurrently, the Sejm will only address the government's anti-usury bill on Friday, after first-reading votes. This change is likely due to the need for notification to the European Commission. Considering the current Sejm session calendar, it remains uncertain whether the work can be completed within this term.

Furthermore, on Wednesday at 10:00 AM, there will be a first reading of the bill concerning the so-called "500+" program for the disabled. Theoretically, the Sejm could also consider the reduction of Personal Income Tax (PIT) to 17% and the establishment of a commission on pedophilia, but these government projects have not yet been submitted to the Sejm.

If we are talking about Civic Platform, which promises a great deal, it is worth appealing today to Grzegorz Schetyna and PO politicians to present black on white where they will get the funds to fulfill their commitments, their promises, one might say empty electoral promises - said Jarosław Krajewski during a press conference in the Sejm. If we know where these funds will come from, then we will be able to say whether Civic Platform intends to raise taxes, or intends to limit the 500+ program, or intends to reach into the pockets of Poles with other levies - added Krajewski.

"If Angela Merkel called to apologize, then I understand she must have told Jarosław Kaczyński that Mrs. Szydło was not chosen because she represents a Catholic country. Consequently, this raises the question of what anti-Catholic declarations were made by PiS MPs who were elected as vice-chairs of committees," said Michał Kamiński in an interview with Karolina Lewicka on TOK FM's "Political Interview."

If my person is any problem in forming a coalition, I will not run. I said that at the outset and I can do no more. I will support a joint list. I am convinced that the problem with Polish democracy is not Mr. Czarzasty, nor Mr. Schetyna, nor Władysław Kosiniak-Kamysz.
