Tuesday's Political Agenda: EC President Vote, Government on PIT Cut, Lithuanian President's Visit, Piontkowski on High School Recruitment, Civic Coalition at Vistula Spit Canal

The government session will commence at 10:00 AM. Ministers – as we reported yesterday on 300POLITYKA – are expected to adopt a bill lowering the personal income tax (PIT) from 18% to 17%. The government will thus implement the last announcement from the so-called "Kaczyński's Fifth," although the proposal will still need to undergo parliamentary proceedings.

The new President of Lithuania will be on an official visit to Poland. At 11:30 AM, Gitanas Nauseda will be received at the Presidential Palace by President Andrzej Duda. At 1:05 PM, the presidents will meet with journalists. Following this, Nauseda will meet with Marshal Marek Kuchciński (3:40 PM), Marshal Stanisław Karczewski (4:15 PM), and Prime Minister Mateusz Morawiecki (5:55 PM).

At 12:30 PM, the verification committee for the capital's reprivatization will convene for a closed session. An hour later, committee members will present any potential decision regarding the properties at Bartoszewicza and Nowogrodzka streets during a press conference.

At 1:30 PM, Prime Minister Mateusz Morawiecki will visit the Ceramika Tubądzin II production facility. At 2:00 PM, Minister Dariusz Piontkowski will summarize the recruitment process for upper secondary and post-secondary schools during a press conference.

The European Parliament will vote on the candidacy of Ursula von der Leyen for the position of President of the European Commission. A statement by the candidate is scheduled for 9:00 AM, followed by a debate until 12:30 PM. The vote itself is planned for 6:00 PM.

Civic Coalition politicians, as part of the #TwójSztab (Your HQ) campaign, will visit Skowronki and the construction site of the Vistula Spit canal. A press conference will be held there at 9:00 AM, organized by: Barbara Nowacka, Małgorzata Chmiel, Józef Sarnowski, and Krzysztof Swat.

At 5:00 PM, the Sejm commission on constitutional responsibility will, in a session closed to the media, assess the evidence gathered in proceedings concerning the preliminary motion to hold NIK (Supreme Audit Office) President Krzysztof Kwiatkowski constitutionally accountable before the State Tribunal.

At 7:30 PM, the Sejm commission for environment, natural resources, and forestry will consider and provide an opinion on the parliamentary motion submitted by the Civic Platform-Modern (PO-KO) for a vote of no confidence in the Minister of Environment, Henryk Kowalczyk. The date for the Sejm's consideration of the motion is not yet known.

- The responsibility for creating places in schools lies with the local government. The responsibility for preparing a larger or smaller number of places, depending on the potential number of candidates, lies with the local government - emphasized the head of the Chancellery of the Prime Minister. In his opinion, it turns out that the local government is not coping with this reform, because this part of the reform was delegated to the local government, in accordance with their competencies.

Additional Sejm Session Scheduled for August 30th

As 300POLITYKA has learned, an additional session of the Sejm is planned for August 30th concerning the election of the President of the Supreme Audit Office (NIK). We wrote about such a scenario a month ago on 300POLITYKA. It is possible that during this one-day session, MPs will also address other draft legislation.

The deadline for submitting applications for the new President of the Supreme Audit Office to the Marshal of the Sejm expires on July 28th, according to a document seen by 300POLITYKA. It would be difficult to shorten this deadline, as the regulations clearly state that the aforementioned applications must be submitted within 30 days before the end of the term.

Krzysztof Kwiatkowski, after being sworn in at the Sejm, began his six-year term as President of the Supreme Audit Office on August 27, 2013. According to current law, the President of NIK serves until the new president takes office.

Sejm to Address Motion to Dismiss Minister of Environment on Wednesday Evening

On Wednesday at 8:30 PM, the Sejm will consider the opposition's motion of no confidence against the Minister of Environment, Henryk Kowalczyk, according to the current schedule of proceedings. The vote is expected to take place at 10:00 PM.

Concurrently, the Sejm will only address the government's anti-usury bill on Friday, after first-reading votes. This change is likely due to the need for notification to the European Commission. Considering the current Sejm session calendar, it remains uncertain whether the work can be completed within this term.

Furthermore, on Wednesday at 10:00 AM, there will be a first reading of the bill concerning the so-called "500+" program for the disabled. Theoretically, the Sejm could also consider the reduction of Personal Income Tax (PIT) to 17% and the establishment of a commission on pedophilia, but these government projects have not yet been submitted to the Sejm.
