Kierwiński on alternative scenarios regarding Constitutional Tribunal judges:

Meets constitutional requirements if the President abdicates.

- I believe that each of the models discussed, whether it's an oath before the Marshal of the Sejm, or before the National Assembly, or sending an oath taken before a notary public to the President, meets the requirements of the Polish constitution, if the President has abdicated and abandoned his constitutional duties - stated Marcin Kierwiński in the "Piasecki's Interview" on TVN24.

07:35

Kierwiński:

It's a sad fact that we have a president who breaks Polish law

- President Nawrocki admitted that the choice of these judges is legal and compliant with the law. Therefore, not accepting the remaining four means that Mr. President is breaking the law. So I wouldn't talk about whether someone outplayed someone here, but rather about the sad fact that we have a president who breaks Polish law - stated Marcin Kierwiński in "Piasecki's Conversation" on TVN24.

07:38

Kierwiński:

The Oath of the Remaining 4 Constitutional Tribunal Judges Will Be Taken Soon

- These judges, this quartet, should enter the Constitutional Tribunal and take their oath in a different way, and they will do so. You are asking me if they will do it – yes, this quartet will do it and they should be allowed to work in the tribunal. At least several scenarios in this regard were analyzed even before the President’s decision, and each of these scenarios is still relevant now – stated Marcin Kierwiński in the "Piasecki's Talk" program on TVN24.

- Soon, the oath of this entire quartet will be taken, and Mr. Bogucki's scolding will not impress anyone. He can lecture and threaten, I don't know, his employees, but not other constitutional organs of the state – he continued.

07:41

Kierwiński on the swearing-in of Constitutional Tribunal judges:

There is a script, written and prepared, which will be activated.

- Only because I won't reveal it obviously, this is a script that is written and prepared, and which will be activated. However, I will not tell you when, because I am not authorized to do so - stated Marcin Kierwiński in "Rozmowa Piaseckiego" on TVN24.

07:44

Kierwiński on the possible entry of police or prosecution into the Constitutional Tribunal:

I can imagine such a scenario.

- Yes, I can imagine such a scenario, I don't want to prejudge whether it will be the police or the prosecution, but that individuals breaking the law, in this case those who prevent these judges from undertaking their normal work, will have to yield to the majesty of the state - stated Marcin Kierwiński in "Rozmowa Piaseckiego" on TVN24.

- I hope not, that regardless of how low I rate Mr. Święczkowski, he will not allow such a blatant violation of Polish law - continued the head of the Ministry of Interior and Administration.

07:52

Kierwiński on the "PiS Bunch of Maniacs"

- I 100% blame the Morawiecki government, because they led to this [regarding uncollected vaccines during the Covid pandemic]. Is Morawiecki solely to blame, or is Niedzielski and that whole PiS bunch of maniacs also complicit? I don't know - stated Marcin Kierwiński in "Rozmowa Piaseckiego" on TVN24.

08:41

Siemoniak:

We're Continuing the Fight Against the President's Unconstitutional Expansion of Powers

- An absurd argument - said Tomasz Siemoniak in an interview with Renata Grochal on "Bez uników" on Trójka, when asked about Zbigniew Bogucki's statement that the president swore in two Constitutional Tribunal judges because two vacancies arose during the president's term.

- The world didn't just begin, perhaps Minister Bogucki thinks so, but the world didn't begin with the start of President Nawrocki's term, so this explanation is clearly acting in bad faith - he continued.

- It is the Sejm that elects judges of the Constitutional Tribunal, it is the Sejm that decides who they are, and the president has a role described as completing the formalities, and that's it, and he has no power over who becomes a judge and who does not - he went on to say.

- We are continuing the fight to expand the powers, an unconstitutional expansion of President Nawrocki's powers, and if this were the only area, one might wonder if there's really something to it, but no, we have blocked ambassadorial appointments, we have blocked officer appointments in the Internal Security Agency, there are problems with judges, professors - he added.

- This is an attempt to provoke another war, and Mr. Minister Bogucki appears as a kind of defender who will justify anything and doesn't even consider the level of his argumentation - he stressed.

08:42

Zgorzelski on the PSL’s SAFE 0% bill:

At the next Sejm session, we want to assign a print number and begin proceedings.

- I will speak with Marshal Czarzasty, who, in my opinion, is showing a great deal of goodwill in this matter, and we may be able – I am not entirely convinced – to assign a Sejm print number to this project [SAFE 0% authored by PSL] and begin proceedings at the next Sejm session. This is so obvious to me that I don’t see any problem with it – said Piotr Zgorzelski in an interview with Karolina Lewicka on Poranek TOK FM.

08:52

Zgorzelski on abolishing term limits in local government:

Our coalition partners largely support this project.

- Our coalition partners largely support this project, our project, meaning the removal of this gag of term limits. Civic Platform, in my opinion, entirely. The Left, for the most part. In the two other clubs of our coalition partners, Poland 2050 and Centrum, the situation is not as clear-cut - said Piotr Zgorzelski on TOK FM Morning.

- Of course, we are counting [on their support], because we don't want to risk, by putting this project to a vote, to find out that it failed by two or three votes - he indicated.

- We are also approaching Mr. Morawiecki's declarations very cautiously, because I listened carefully to that statement, and firstly, I heard that when it came to term limits, he used the singular. He said that he - not they, meaning PiS - is in favor of abolishing term limits - he continued.

08:54

Siemoniak:

Kaczyński feared the President might pursue his own policy

- I think Jarosław Kaczyński simply got scared that President Nawrocki might pursue some independent policy. That National Security Council meeting, which took place after the drone incident, showed that the president can talk normally with the prime minister, the president with the government about Poland - said Tomasz Siemoniak in Trójka, when asked what happened that "the president decided to go for such total war with the government".

- Jarosław Kaczyński saw this, and I believe he restrained the hotheads in the president's entourage. We've gotten to know them over the past few months, these few politicians who are essentially proponents of constant political brawling. There hasn't been a president like this before, where, I don't know, his Chief of Staff is some leading political fighter who attacks, who speaks out - he continued.

09:12

Zgorzelski:

PiS has shifted right, leaving the political center open. PSL aims to occupy this space.

- The idea is certainly in the minds of many members of the Polish People's Party (PSL) for the party to seize the opportunity presented by the shift of all center-right parties to the right, due to the emergence of Putin's Confederation and Mentzen and Bosak's Confederation - said Piotr Zgorzelski on TOK FM's Morning Show.

- PiS has done this, and naturally, the political center has been freed up - in my opinion, no longer mythical - and PSL, with its supporters, friends, entrepreneurs, artisans, and local government officials, is naturally occupying this space - he stated.

He continued: - In my opinion, this is manifesting - although perhaps not yet in a spectacular way - in certain polling upticks. [...] One must have a very skeptical attitude towards them, looking more at trends than at one-off 3% or 6% increases, as those have also occurred.

- The center of the political stage has been freed up. It simply needs to be occupied, clearly marked, and we need to show that there is a political party that doesn't have to fit into this duopoly that has been devouring Polish democracy for 20 years, led by politicians who periodically share power - he indicated.

10:43

Tusk:

This All Looks Like Putin's Dream Scenario

"The threat of NATO's collapse, easing sanctions against Russia, a severe energy crisis in Europe, the halting of aid for Ukraine, and Orbán blocking a loan for Kyiv – all of this looks like Putin's dream scenario," wrote Prime Minister Donald Tusk on X.

A Test for Parties Claiming No Involvement in Limiting Access to Healthcare Benefits: Razem Calls for Health Minister's Dismissal

- We have coalition partners who say: this is not our [health] ministry, we don't have a minister there, we don't have deputy ministers there, these are not our decisions. Ladies and gentlemen, these are your decisions, because this is your government and you are responsible just as much as Minister Sobierańska-Grenda, just as much as Minister Domański - said Marcelina Zawisza at a press conference.

- We, as the Razem party, are preparing a motion of no confidence against Minister Sobierańska-Grenda. There is no consent for this type of activity, which cuts access to the healthcare system, to be carried out by the government. Nothing that was given was supposed to be taken away, and we are talking here about introducing a limit on diagnostics - she continued.

- This motion will be sent for signatures not only to all opposition parties but also to the governing coalition parties, and we will see if the parties that claim to have nothing to do with the minister will genuinely contribute to this minister losing her position - she further stated.

- This is a test for those parties that say they do not endorse limiting access to diagnostics, limiting access to benefits. Respected New Left, respected Poland 2050, if you do not endorse these pathological decisions [...] then we await your signatures on the motion for the dismissal of the Minister of Health - said Adrian Zandberg.

State Labour Inspectorate Act: The President's Decision

- The President of the Republic of Poland, Andrzej Duda, signed 7 acts today - informed Rafał Leśkiewicz.

As he informed, in the case of the amendment to the State Labour Inspectorate Act, as well as the amendment to the Public Collective Transport Act, the President decided to refer the motions to the Constitutional Tribunal, under ex-post review.

- I continue to have serious doubts about some of the provisions - especially those that grant very broad powers to the State Labour Inspectorate concerning entrepreneurs. The state must be strong - but it cannot be excessively intrusive - the President stated in a recording published on social media.

He admitted that the State Labour Inspectorate Act touches upon the very foundation of the relationship between the state, the employee, and the employer.

- However, I had serious doubts from the very beginning of this law's proceedings. They primarily concerned the lack of proper social dialogue at the governmental work stage. The state cannot disregard social partners - this is the foundation of a healthy democracy - he emphasized.

Andrzej Duda stressed that the act enables the release of funds from the National Recovery Plan, combats labour market pathologies, and practices that we are all familiar with: forced sham contracts, fictitious self-employment, lack of stability, towards which the state cannot be indifferent. - Work is not just money; it is also dignity. It is stability. It is the foundation for the decision to start a family - he continued.

13:09

Domański on Court Ruling Regarding Vaccines:

A Consequence of Incompetence and Botched Work by the PiS Government,

- This decision to terminate the contract [for Pfizer vaccines] was not made by the European Commission, by Brussels. This decision was made by the PiS government, by Mateusz Morawiecki. As a result, Poland will be presented with a bill of almost PLN 6 billion. This bill will potentially be paid by every Polish family, every Polish retiree. This situation is not a consequence of decisions made by our government or by the EC. It is a consequence of incompetence and botched work by the PiS government - stated Andrzej Domański at a press conference.

13:17

Sobierańska-Grenda:

6 billion PLN also means 64 million doses of vaccine to be disposed of

- Since yesterday, we have been unable to reconcile ourselves with how this money will be spent. 6 billion PLN also represents 64 million doses of vaccine that we will be obliged to accept and which will be disposed of - Jolanta Sobierańska-Grenda stated at a press conference.

- For us, 6 billion PLN is the annual cost of medication for cancer patients. 6 billion PLN is the cost of resident training annually - she continued.

13:32

Bogucki:

Swearing-in Before the President Means in the President's Presence – Not the Mayor of Warsaw, Sejm Marshal, or a Notary

"For over a year and 3 months, the 13th of December coalition consciously failed to fulfill its constitutional obligation to appoint Constitutional Tribunal judges, breaking the law in order to destroy the Tribunal and paralyze its work, so that it could not effectively counteract the government's ostentatious violation of the Constitution," wrote Zbigniew Bogucki on social media.

"Today, Minister Marcin Kierwiński will announce about 'taking an oath in a different way' than before the President of the Republic of Poland, and then the police will escort individuals who have not sworn allegiance before the President into the Constitutional Tribunal," he continued, referring to the morning statement by the head of the Ministry of Interior and Administration.

We quoted it here.

"Mr. Minister Kierwiński, Article 4, paragraph 1 of the Act on the Status of Judges of the Constitutional Tribunal unequivocally stipulates that there is no legal basis for swearing an oath in any way other than before the President of the Republic of Poland. Since it is 'before,' it means in the presence of the President of the Republic, not, for example, before the Mayor of Warsaw (though you probably dreamed of that), the Marshal of the Sejm, or a notary," Bogucki pointed out.

The Head of the President's Chancellery attached a dictionary definition of the word "wobec" (before/in the presence of) to his post.

"Furthermore, this provision does not set any deadline for the President of the Republic of Poland to accept the oath. Therefore, any attempts to enforce lawlessness by force will constitute both a constitutional offense and a serious crime," he stated.

"I am informing you to cool down the heads heated by yesterday's oath-taking within the ranks of the fighting democracy, and to spare the police, law enforcement agencies, and courts work in the near future," Bogucki concluded.

13:57

Tusk:

Fuel Prices in Poland are the Lowest in Europe

- The war in the Middle East has led to a radical increase in fuel prices worldwide, in Europe, and also in Poland, which is why we introduced the Fuel Prices Lower package – said Prime Minister Donald Tusk in a recording published on X.

- We managed to achieve one effect, I know it's still expensive, but one effect: fuel prices are the lowest in Europe precisely in Poland. We act, we don't just talk – he continued.

"Some people fundamentally confuse the constitution with a setup." Żurek: Our "guardian of the constitution" is probably still on the gate

"For some, the fundamental law is fundamentally confused with a setup. Today, on the 29th anniversary of the adoption of the Constitution of the Republic of Poland of April 2, 1997, it is worth recalling an elementary fact: the rule of law does not operate selectively. Our 'guardian of the constitution' is probably still on the gate. It's just a pity that he's not guarding the rights of citizens." - wrote Waldemar Żurek on X.

Will Facilities Limit Patient Admissions Due to Changes in Over-Quota Reimbursement? Health Minister: I Have No Such Concerns

- I have no such concerns - said Jolanta Sobierańska-Grenda at a press conference, when asked about a situation where the National Health Fund (NFZ) will pay 60% for gastroscopy and colonoscopy, and 50% for MRI and CT scans performed above the quota, what this means for patients, and whether there is a concern that medical facilities will limit patient admissions.

- We analyzed this in depth, and you know that as a result of negotiations, we increased [...] the amount, meaning the percentage that will be paid for services exceeding the performed quota - she continued.

- Let us recall the time when unlimited services or the liberalization of diagnostics were intended to truly increase patient access to diagnostics, but unfortunately, this had a negative impact on the access of oncological patients - she continued.

- This does not concern oncological patients and children, therefore, in this regard, a 100% payment will apply. And here's a bit of a comparison that is already circulating in the public sphere: if we all buy the fast track, there will be a queue for the fast track. Therefore, let's take care of oncological patients, and in this way, we want them to truly be a priority - she added.

16:03

Mentzen Criticizes Nawrocki's Decision on PIP Reform:

A Step in a Very Bad Direction.

"It's a great pity that, to the delight of the Left, the President signed the bill on PIP reform. This is a step in a very bad direction, it's another obstacle to doing business, it's another increase in uncertainty and instability" - Sławomir Mentzen wrote on social media.

"It was supposed to be different this time, but it turned out as always. A pity," - stated the leader of Nowa Nadzieja.

16:30

PiS Spokesperson: Kaczyński's Meeting with Morawiecki Concluded

"The meeting between the party leader Jarosław Kaczyński and former Prime Minister Mateusz Morawiecki has concluded," informed Rafał Bochenek.

"Among the many topics discussed during the conversation, they addressed, among other things, the current political situation in Poland, the situation within our party, and the path to victory in the upcoming parliamentary elections," the PiS spokesperson conveyed.

"Recent days have shown that by acting together, in an integrated manner, we can achieve successes and fulfill our set goals," he concluded.

18:21

President's Doubts Raised by Provisions Regarding Inspectors' Decisions. Leśkiewicz on the PIP Act

- We know very well that there are necessary solutions in this act, for example, pro-demographic ones, those concerning women who, under specific contracts, would not be able to take maternity leave after giving birth [...] the President was aware that in many aspects this act is a good solution - said Rafał Leśkiewicz in an interview with Beata Lubecka on Radio ZET's "Three Questions at the End of the Day."

- Certain doubts of the President were raised by the solutions concerning decisions made by State Labour Inspectorate officers, i.e., the moment when an inspector decides through an administrative decision to change a contract [...] into an employment contract - he continued.

18:54

Leśkiewicz:

Parliament Did Not Specify Which Vacancies the Constitutional Tribunal Judges Would Fill, or Whose Positions They Would Succeed

- The President decided to appoint Dr. Magdalena Bentkowska and Professor Dariusz Szostek [...] taking into account their academic achievements, legal background, and professional experience - said Rafał Leśkiewicz on Radio ZET, when asked why the president chose these two specific judges of the Constitutional Tribunal and not others from the 6 selected by the Sejm.

- The ruling party, by choosing 6 judges as a package, or rather candidates for judges, because they only become judges after taking the oath [...] parliament did not specify which vacancies these judges would be elected to, or whose positions they would succeed as judges of the Constitutional Tribunal - he continued.

19:02

Leśkiewicz on the Arguments for Choosing Bentkowska and Szostek:

Never in Their Careers Have They Questioned the Legal Order.

- This is nothing new, as Zbigniew Bogucki also said so yesterday - Rafał Leśkiewicz said on Radio ZET, when asked about the thesis that the president administered the oath of office precisely to those judges who are not associated with protests against the changes introduced by PiS, which were "incompatible with the Constitution" and "repeatedly negatively assessed by European courts".

- He said that this pair of judges [...] [Magdalena Bentkowska] and Professor Szostek have never in their professional careers questioned the existing legal order - he continued.

19:10

Leśkiewicz on the so-called Plan B for Constitutional Tribunal Judges:

This is a breach of law.

"They could not do it, they cannot do it, this is a breach of law" - said Rafał Leśkiewicz on Radio ZET, when asked about a "plan B" according to which the remaining 4 judges would submit a written oath in the presence of the Marshal of the Sejm and a notary, and this would later be sent to the president.

"Before the president" means in the presence of Mr. President, in physical presence - he continued.

19:14

Leśkiewicz on Sikorski's Joke:

It Was Lacking Seriousness.

- Not every country celebrates April Fool's Day, and it turned out that Minister Sikorski's post caused significant confusion in those countries where chargé d'affaires operate - Rafał Leśkiewicz said on Radio ZET.

- Unfortunately, Mr. Sikorski did not apologize for this joke, because it was indeed lacking seriousness - he continued.

19:17

If Minister Sikorski Comes with the Agreed-Upon Solutions, the Issue Will Be Resolved. Leśkiewicz on the Ambassadorial Appointments

- Minister Sikorski agreed with the President on certain solutions [...] which he was supposed to present to the President. So far, he hasn't brought these solutions, hence the stalemate - said Rafał Leśkiewicz on Radio ZET.

- Therefore, if Minister Sikorski comes with the solutions he agreed upon with the President several months ago, stops politically attacking solely the President, and focuses on preparing the solution that the President and Mr. Sikorski discussed, then this matter will be resolved - he continued.

- Of course. From the very beginning, it has been and remains on the side of the Ministry of Foreign Affairs - he went on, when asked if the "ball is now in the MFA's court."

19:23

Signals from Trump on potential US withdrawal from NATO? Leśkiewicz: We are analyzing this very deeply; the government should also take some action.

- We are analyzing this very deeply, thoroughly [...] we are closely examining this situation, we are assessing it - said Rafał Leśkiewicz on Radio ZET, when asked whether signals from Donald Trump, that he is considering withdrawing the US from NATO, are causing concern in the Presidential Palace and whether the President should talk to the US President.

- The Polish government, the Ministry of Foreign Affairs, should also take some action and react in this matter - he continued.

19:27

Leśkiewicz:

The Annex to the WSI Liquidation Report Will Be Revealed

- Yes, the annex to the WSI liquidation will be revealed. At this moment, we have completed the substantive analysis of what is contained in this report [...] and now formal-legal analyses are being conducted at the National Security Bureau - said Rafał Leśkiewicz on Radio ZET.

- We are concluding this analysis, and soon there will likely be information from the National Security Bureau, a decision regarding the disclosure of the annex to the report on the liquidation of WSI - he continued.

20:16

Sikorski on Trump's NATO Remarks:

All Political Forces in Poland Should Take This Seriously.

- We should consider this [Trump's words about considering leaving NATO] as a possibility, seriously. We in Poland, especially on the eastern flank, and we – all political forces – said Radosław Sikorski in an interview with Piotr Kraśko on TVN24's "Fakty po Faktach" (Facts After Facts).

- Because I remind you, when I said in my exposé in the Sejm just a few weeks ago that Poland needs two insurance policies, and not put all our eggs in one basket, some were surprised. And today it turns out that alternatives need to be considered - he indicated.

As he emphasized: - Of course, NATO is the cornerstone of our security. Of course, we want to be a good, loyal ally of the United States. But we cannot pretend that the President of the United States isn't saying what he is saying.

20:27

Sikorski:

The Nationalist Side Convinces Us That As a Viceroy of the MAGA Movement, They Have Special Influence on Trump. Now, in Our Hour of Need, I Would Like to See Some Results.

"The nationalist side convinces us that as viceroys of the MAGA movement, they have special influence, whether on Orbán or even on President Trump. Now, in our hour of need, I would like to see some results of this alleged influence," said Radosław Sikorski on TVN24's "Fakty po Faktach" (Facts After Facts).

20:35

Sikorski:

Our Nationalist Opposition Dreams of a Europe with More Orbans

- Our nationalist opposition [...] dreams of a Europe where there will be more Orbans. That they will rule in France or Germany - said Radosław Sikorski in "Fakty po Faktach" on TVN24.

- I want to ask our opposition, because we know they have a very critical attitude towards Germany, today's democratic, pro-European Germany. Do you really think that Germany, ruled by Ms. Weidel, who refers to the GDR as central Germany, or by Mr. Chrupalla - I'm talking about the AfD - who demands the withdrawal of American soldiers from Germany - what kind of Germany: the pro-European one or the nationalist one will make some kind of deal with Putin over our heads? - he asked.

20:39

Sikorski on Article 7 against Hungary:

If any abuse occurs in connection with the elections, I do not rule out that this procedure will be expedited.

- Article Seven [of the EU Treaty] has already been invoked against Hungary. And if any abuse occurs in connection with the elections, I do not rule out that this procedure will be expedited - said Radosław Sikorski on TVN24's "Fakty po Faktach" (Facts after Facts).

20:46

Sikorski:

Poland Lacks Ambassadors in Almost Half the World's Countries. Does Not a Single Nomination Deserve a Signature?

- Poland does not have fully accredited ambassadors in 88 countries, which is almost half the world's nations. Because I recall: we don't have embassies everywhere, and in many places, a Polish ambassador is accredited to other countries as well - stated Radosław Sikorski on TVN24's "Fakty po Faktach" (Facts after Facts).

- The constitution states: the president appoints and dismisses. The law states: upon the motion of the Minister of Foreign Affairs. All these motions have been submitted in accordance with the law. The only thing they lack is the president's signature - he stated.

- I ask again: does not a single one of the 44 Polish diplomats, most of whom are professionals who also served under the PiS government, truly deserve a signature? - he inquired.

20:54

Sikorski on the Veto Regarding SAFE:

It Ends the Presumption of Patriotism.

- I always try to think of people better rather than worse. But for me - I will say personally - vetoing a major armament program for the Polish Army, on which we would have saved tens of billions of zlotys compared to market conditions, for me, it ends the presumption of patriotism - said Radosław Sikorski on TVN24's “Fakty po Faktach” (Facts After Facts).

20:59

Sikorski:

I considered myself a conservative. I believe the Polish right has simply gone mad

- I considered myself a conservative. I believe the Polish right has simply gone mad. And this is not my isolated opinion. Please read the articles by the former minister in the Morawiecki government, Mr. Konrad Szymański, who openly states that the Polish right-wing opposition has embarked on the path to Polexit, and that would be a catastrophe for our country - said Radosław Sikorski in "Fakty po Faktach" on TVN24.

21:03

Sikorski:

Had PiS Invested 100 Billion from ETS in Renewables, We'd Be More Independent of the Strait of Hormuz Today

- The PiS government has already squeezed perhaps 100 billion zlotys from the ETS. Had they invested it in renewable energy sources, we would today be more independent of the Strait of Hormuz and this war than we are – Radosław Sikorski said on TVN24's "Fakty po Faktach" (Facts after Facts).

- As energy, coal, gas, and crude oil prices rise, in traditional logic, should we have more renewable energy sources in Poland, from Polish sources, or less? - he asked.

21:11

Sikorski:

President Compromised His and Poland's Authority Supporting Europe's Most Pro-Russian and Corrupt Politician

- Prime Minister Orbán is blackmailing Ukraine and the Union because he still wants to buy Russian oil, even though he has an alternative pipeline to Croatia. None of the vetos have been lifted. And the President has committed his and Poland's authority to supporting the most pro-Russian and most corrupt politician in Europe. I consider [this] a serious mistake against Poland's interests - Radosław Sikorski said on TVN24's "Fakty po Faktach".
