Such a decision by the European Parliament and the Council of the European Union was made in March of this year and came into effect on May 15th of this year. As the Prosecutor General and Minister of Justice, I have consistently opposed the madness of European Union policy, which strikes at the fundamental interests and rights of Poles, which limits the freedom of Poles regarding their mobility decisions and leads to transport exclusion - said Zbigniew Ziobro in a statement. - Poland faces a great catastrophe, an Armageddon. We cannot agree to this. And that is why I have decided, as Prosecutor General and Minister of Justice, to file a motion with the Polish Constitutional Tribunal, which is the court of last resort, which has the duty to defend the provisions of the Polish Constitution, but also to defend the interests of Poles, including Polish drivers, Polish families, Polish companies, and Polish entrepreneurs, to assess whether this regulation of the Council of the European Union and the European Parliament is consistent with the Polish Constitution. Two More LNG Carriers in ORLEN's Fleet – The Concern Strengthens its Position on the Global Liquefied Gas Market

„Święta Barbara” and „Ignacy Łukasiewicz” are two more liquefied natural gas (LNG) carriers that will soon join the ORLEN Group's fleet. The naming ceremony for these vessels took place at the Hyundai Samho Heavy Industries shipyard in Mokpo, South Korea. The ships will begin their maritime service later this year, increasing the concern's capacity to procure natural gas and thereby contributing to strengthening the country's energy security. The engines of both ships, among the first in the world, incorporate innovative fueling technologies that reduce emissions and fuel consumption by approximately 5% compared to previously used vessels.

– The ORLEN Group's new gas carriers are another step in building Poland's energy independence and developing the concern's business on the global liquefied natural gas market. The strategy of diversifying blue fuel imports based on LNG supplies, implemented for several years, has proven effective and allowed for a complete renunciation of Russian raw material during an extremely difficult period of the European energy crisis. During this time, we have built competencies that we will use for further diversification of gas procurement sources to meet the demand of our customers in Poland and other countries in the region. Natural gas remains a strategic raw material, essential not only for households and the chemical industry but also enabling an efficient and safe energy transformation. Our own LNG carriers expand the ORLEN Group's logistical capabilities, thereby strengthening supply certainty while lowering transport costs – says Daniel Obajtek, President of the ORLEN Management Board.

The new gas carriers have been named: „Święta Barbara” („Saint Barbara”), in honor of the patron saint of miners, oilmen, and gas workers, and „Ignacy Łukasiewicz” – in tribute to the pioneer of the global oil industry, an outstanding inventor, industrialist, and independence activist. The ships were built by the South Korean company Hyundai Samho Heavy Industries and will be operated under a long-term charter agreement with the shipowner Knutsen OAS Shipping.

The gas carriers will be used for both long-term agreements and spot contracts on a free-on-board (FOB) basis, under which the buyer, i.e., the ORLEN Group, is responsible for the reception and transport of the cargo.

The fleet being built for the concern will effectively support the handling of LNG cargoes delivered to Poland. The outbreak of war in Ukraine and the cessation of gas supplies to Europe from the East have significantly increased the demand for LNG in this part of the world. In the first half of 2022, liquefied natural gas imports to European Union countries amounted to 54.6 billion cubic meters, compared to 34.3 billion cubic meters in the corresponding period of 2021. The upward trend continues this year as well. LNG supplies to the EU in the first half of 2023 amounted to 61.3 billion cubic meters (an increase of about 79% compared to the corresponding period in 2021). The high demand for LNG has led to lower availability of gas carriers on the market and an increase in freight costs. Therefore, entities that, like the ORLEN Group, have their own transport infrastructure have gained an advantage.

Ultimately, the ORLEN Group's fleet will consist of 8 units. Each ship has a capacity of approximately 70,000 tons of LNG, which corresponds to about 100 million cubic meters of natural gas in its gaseous state. The size of the gas carriers has been chosen so that the units can enter almost any LNG terminal in the world. All ships are equipped with solutions that increase their energy efficiency and reduce their impact on the natural environment. These include integrated electricity consumption management and a reliquefaction system, which allows for the recovery of gas that naturally evaporates during transport.

Two gas carriers from the ORLEN fleet – „Lech Kaczyński” and „Grażyna Gęsicka” – have already commenced operational activities this year, delivering their first LNG cargoes to Poland in March and June, respectively. Another transport – by the gas carrier „Grażyna Gęsicka” – is expected around October and November of this year.

LNG is one of the pillars of the ORLEN Group's strategy to diversify directions and sources for procuring blue fuel for Poland. The share of raw material delivered by sea in the concern's imports is systematically growing. In 2021, it was only 24%, with a volume reaching 3.94 billion cubic meters. The following year, LNG already accounted for 43% of total imports, and its volume reached 6.04 billion cubic meters. This is an increase of over 50%, confirming that liquefied natural gas has become the primary source of raw material procurement from abroad by the ORLEN Group.

The concern receives LNG primarily at the President Lech Kaczyński Terminal in Świnoujście. So far, there have been 254 deliveries with a volume of approximately 20 million tons of LNG. The largest number of cargoes arrived from Qatar (127) and the USA (106). Deliveries to Poland also came from Norway (13), Nigeria (3), Trinidad and Tobago (3), Egypt (1), and Equatorial Guinea (1).

Since May 2022, the concern has also been using the terminal in Klaipėda, Lithuania. A total of 10 cargoes with a combined volume of nearly 655,000 tons of liquefied natural gas have been delivered here for the ORLEN Group. After regasification, the raw material is transported to Poland via the Poland-Lithuania gas pipeline. Part of the fuel is also directed to the markets of the Baltic countries.

In addition to building its own fleet, ORLEN is also expanding its capacity to receive liquefied gas at domestic terminals. In August of this year, the concern signed an agreement with GAZ-SYSTEM to reserve regasification capacity in the Floating Storage Regasification Unit (FSRU) terminal, which is being built in the Bay of Gdańsk. The development of this infrastructure will allow for an increase in the number of liquefied natural gas deliveries received by the Group by up to 58 per year.
