Sejm Debates No-Confidence Vote for Kierwiński

Wednesday marks the second day of the Sejm session. The proceedings will resume at 9:00 AM. Initially, current affairs questions and a report on the application of efficiency indicators in KAS and their impact on actions towards entrepreneurs are scheduled.

At 12:45 PM, the Sejm will consider the motion for a vote of no confidence in the Minister of the Interior and Administration, Marcin Kierwiński. A vote on this matter is scheduled for 2:30 PM.

At 2:45 PM, the second reading of parliamentary bills amending the Penal Code will take place. These concern the criminalization of the phenomenon of patostreaming.

Later in the session, MPs will address, among other things, projects concerning artificial intelligence and animal protection.

At 8:30 PM, a report from the committee regarding the request of the Commander-in-Chief of the Police to grant consent for the prosecution of MP Sławomir Mentzen for a misdemeanor is scheduled.

Senate Session Begins

The two-day Senate session will commence at 11:00 AM. Earlier, at 10:50 AM, a press briefing by Marshal Małgorzata Kidawa-Błońska is planned.

- She is not a candidate for Poland 2050, which we have informed about. I must also say honestly that it's astonishing. She is not our candidate, so they are promoting their candidate, of course, as they see fit. Nevertheless, I think that in Krakow, it is expected that candidates for the mayor of Krakow will present themselves in Krakow - said Katarzyna Pełczyńska-Nałęcz in an interview with Marcin Fijołek on Polsat News' "Graffiti," when asked if Poland 2050 would support Monika Piątkowska.

"A candidate for mayor of Kraków in Warsaw, in a government location, unfortunate, unfortunate. That's why we unequivocally said: this is unfortunate, this is not our candidate, this is not our place to present candidates from two parties" – said Katarzyna Pełczyńska-Nałęcz in an interview with Polsat News.

- Yes, we are in daily contact with the Pentagon. Following this declaration, I have also submitted a request to the Secretary of War for the establishment of a permanent US military base in Poland. We are discussing the preparations for creating such a base, so this decision-making process, the making of this decision in the Pentagon, and what units will be involved, is ongoing - stated Władysław Kosiniak-Kamysz in "Rozmowa Piaseckiego" on TVN24.

- This is, in my opinion, a moment where the president and the chapter made a thoughtful decision. What happened on Monday was thoughtful. I don’t know if [the decision] was made, it is thoughtful that we are giving Ukraine time to revise its stance - stated Władysław Kosiniak-Kamysz in “Rozmowa Piaseckiego” on TVN24.

- We will make a decision in the near future; we have a very good person who could run - said Katarzyna Pełczyńska-Nałęcz on Polsat News, when asked if Poland 2050 would have its own candidate in the Krakow elections.

- There is Paweł Śliz, and he is indeed from Krakow - she continued.

- There is no good future without any memory, respect for our emotions, our tradition, and the commemoration of genocide victims. All of this was stated directly: if Ukraine does not want to understand this, it means it is choosing a path of confrontation, not one of seeking friendship and cooperation - stated Władysław Kosiniak-Kamysz on TVN24's "Piasecki's Conversation".

- The middle class are those people who carry Poland the most, they earn average incomes, they work hard [...] suddenly it turns out they fall into the tax bracket for the wealthy, paying 32% as early as October, November, December - said Katarzyna Pełczyńska-Nałęcz on Polsat News.

- There's a feeling that we're actually starting to murder our middle class in Poland, and the middle class is democracy, it's the free market, it's a truly ambitious national entity - she continued.

- That's how I would interpret it - she added, when asked if Kraków was a yellow card for the government from the middle class.

- Raising the second tax bracket is the very first thing that should be done - she added.

- It's probably hard to imagine such a situation [that the Prime Minister would not sign a counter-signature on the request to revoke the order from President Zelensky]. We know how we feel, so it's no longer about public opinion, about our... - stated Władysław Kosiniak-Kamysz in "Rozmowa Piaseckiego" on TVN24.

- No - Katarzyna Pełczyńska-Nałęcz stated on Polsat News when asked if Poland 2050 would support the government's bill on short-term rentals.

- We will support this government bill if two necessary changes are introduced, because as it stands, this bill does not provide the most important things - she continued, when pressed for the reason why.

- What is the problem with short-term rentals? That people have owned apartments that they live in, and suddenly, right next door, they have a hotel or an even worse establishment - she elaborated.

- In Poland 2050's bill, and this comes after very many conversations with people, specifically residents, apartment owners, and cooperative members, they want the right to decide whether they have such a hotel or a public house next to them in their building, in their cooperative, in their housing community, and local governments should be able to decide - she added.

- The government's law does not provide for this; it grants residents no rights, and the rights of local governments it postpones indefinitely - she emphasized.

- In my opinion, regarding the role Mateusz Morawiecki wants to play, he wants to become the head of PiS, not leave it. Sometimes public debate with representatives of parties that are antagonistic towards each other can also support such actions in building one's position and negotiations - stated Władysław Kosiniak-Kamysz in "Rozmowa Piaseckiego" on TVN24.

- If this support were to go in that direction, it would be for the poorest artists, and let's not pretend it's for some celebrities, for some rich people. This is for the poorest artists, for those young, local talents, also in local Poland - said Katarzyna Pełczyńska-Nałęcz on Polsat News.

- Minister Szeptycki is obviously staying in the government. Minister Szeptycki is a minister who is a patriot, he is a very good minister who admits to having Ukrainian roots, and suddenly it turns out that some MPs, truly in a neo-fascist style, think that in Poland you are simply no longer allowed to admit to any roots. It's a nightmare – Katarzyna Pełczyńska-Nałęcz said on Polsat News.

- I actually think he should be more cautious on such a delicate issue, but the context in which he spoke, he said that Ukrainians today do not understand what role, the masses, mass Ukrainians, what the historical truth is and what crimes the UPA committed – she continued.

- Yes, I think the Presidential Palace is not approaching this as a spectacle or a play. Absolutely [I felt no disappointment], quite the contrary. I think it's very good that the President of our country has given such a moment for reflection and consideration. I think nothing will come of it anyway, meaning the President of Ukraine will not change his decision. However, this is also a signal, essentially: "turn back," and that was needed - stated Grzegorz Płaczek in an interview with Łukasz Jankowski on Radio Wnet.

- However, I wouldn't expect the President to delay this decision for very long, because of course there is an analysis now and the situation generally looks like this: the President said he wants to revoke this order, the chapter has convened, we don't know what it decided. And now the President would look, I think, unprofessional, speaking very generally, if he delayed this final decision. Let's wait, I think this decision should not be made quickly - he continued.

- I wouldn't be surprised if we even learned this information today or tomorrow - he added.

- They are escalating, escalating, and escalating again. They are escalating because they must defend indefensible things. The crime of Putin, the crime of Russia, and his Polish collaborators – that is the truth about the Smoleńsk disaster, about the Smoleńsk attack – said Jarosław Kaczyński in a statement.

"Those who are here, regardless of their immediate motivations, because perhaps there are also fools here, complete fools, who believe all these stories, serve Russia, serve all those who want to harm Poland, who are waging a hybrid war against Poland. "The fact that the Police are defending them is the best proof that the current government is also on this front. This is fatal, but we can change it. Great mobilization is needed, the unity of the right is needed, and then victory will come. Then these people will not be here, and it will be precisely explained what motivated them, who they are connected with, who paid them, and what penalties they will have to bear as a result" - he continued.

- The last hours have seen an intensification of disinformation concerning, in particular, the security of the Polish state, the SAFE program, the most important tasks for modernizing the Polish army, armament, re-equipping, and building a strong Europe, which also means strengthening our alliances – said Władysław Kosiniak-Kamysz at a press conference.

- All these manipulations and lies are appearing more and more frequently; it is evident that the activity of our adversaries from the East has been increased in recent days and hours, and they are likely preparing further hybrid attacks – he continued.

- We must counteract this, which is why I have decided that all the forces and capabilities of the Ministry of National Defence will fight disinformation and manipulation – he went on to say.

- The phrase often repeated is "SAFE is disarming Poland". [...] One can like or dislike SAFE, one can agree or disagree with it, but it's hard to say that when we are buying equipment for 120 billion [currency, implied Zloty], which has been contracted [...] that this is disarming Poland - said Władysław Kosiniak-Kamysz at a press conference.

- "Equipment is going to Ukraine" and some politicians have already latched onto this, and I would like to warn them against being used, after all, I don't believe they are doing this out of their own volition - said Władysław Kosiniak-Kamysz at a press conference.

- Equipment from SAFE is not going to Ukraine. Money from SAFE cannot be transferred to Ukraine and will not be transferred to Ukraine. No equipment purchased through the SAFE mechanism will go to the Ukrainian army - he continued.

- "Poland is being dragged into war," this is also appearing more and more often, this narrative is being picked up by various circles. Poland is not participating in hostilities, it is a state that supports good and is always against evil, therefore we are helping Ukraine - said Władysław Kosiniak-Kamysz at a press conference.

- "Poland is losing sovereignty," show me where Poland lost sovereignty by buying more armaments. One tangible point where Poland lost sovereignty. What couldn't we decide on, that we are buying Borsuk, that we are buying Krab, Rosomak, Baobab? That we are buying Polish drones? Is this a loss of sovereignty, that we are investing in Polish industry? - said Władysław Kosiniak-Kamysz at a press conference.

- The latest slogan is "Germany or the European Union controls Poland's decisions." [...] We had a large conference where [...] all the most important commanders in the state stated to which units this equipment is going, what kind of equipment it is, when it will arrive, what it will be used for, and nowhere was German equipment indicated. Not a single piece of German equipment was indicated in this project - said Władysław Kosiniak-Kamysz at a press conference.

- Nonsense. And I will elaborate on the rest during my speech in the Sejm - said Władysław Kosiniak-Kamysz at a press conference, when asked what he thought of the motion of no confidence in Marcin Kierwiński.

- This motion [for a vote of no confidence against the head of the Ministry of Interior and Administration] is a test for the entire December 13 coalition, a test whether there are still people there who care about the internal security of the Polish state and, in connection with that, and with recent events, and those that have taken place over the past 2.5 years, will want to make a decision to replace the official most important from the perspective of internal security - stated Przemysław Czarnek at a press briefing.

- Minister Kierwiński is a very good, effective minister, and this vote of no confidence, I consider it to be exceptional. That is, we know that there were incidents at Mr. Sakiewicz's place without trousers, then in a few other places, and without any evidence, the government was accused of it being some deliberate government actions against the opposition - stated Radosław Sikorski in a conversation with journalists in the Sejm.

- It turned out that these were staged happenings by provocateurs, provocateurs, suspected criminals. The services supervised by Minister Kierwiński apprehended them and brought them before the prosecutor. So, in a normal process of connecting facts with their consequences, I would expect the opposition to say – damn, we got carried away, it wasn't a government provocation against the opposition, but a crime by some pseudo-pranksters. What the opposition should do is apologize to the government and Minister Kierwiński for their insinuations - he continued.

- He is the only Polish politician [Jarosław Kaczyński] who, while being in politics, simultaneously tried to be a big developer. At the same time, an internal family discussion arose about who owes whom what. We also don't know what the role of an envelope with 50,000 PLN in cash was. I would also like to know why, when the affair broke out, President Kaczyński visited the prosecutor general, who was subordinate to him. This matter stinks from a kilometer away and should be clarified - stated Radosław Sikorski in a conversation with journalists in the Sejm.

- Service and dedication are the most important things. Unfortunately, you are proving that not only do you not control yourself when you get caught up in rumors, but worse, you control nothing within your government responsibilities - said Andrzej Śliwka during a Sejm session.

- The motion for a vote of no confidence, contrary to what the December 13 coalition says, is not political theater. [...] For Minister Kierwiński, we have conducted an examination of conscience, and his actions in government can be described in one word: chaos. Minister Kierwiński is a man of chaos. Chaos in management, chaos in the services, and most outrageously, chaos in the spending of public money - he continued.

- Your presence in this role has become a symbol of the degradation of institutions that should be havens of professionalism, not arenas for party games and uncontrolled crises. Your presence in the ministerial seat is a denial of the word 'service' - he went on to say.

- No minister in years has done as much to weaken the authority of the services, the Police, as Minister Kierwiński has in recent months. The beginning of this year has seen scandal after scandal in the Police. Alcohol parties, serious crimes, rape allegations, the cover-up of Commander Boron's accident, the cover-up of other investigations - he added.

- When it was necessary to deal with the security of Poland, the security of Polish families, you, contrary to Polish law, contrary to the Polish Constitution, introduced a worldview revolution and same-sex unions through the back door - he stressed.

- You still don't know who is behind these false alarms that have paralyzed state institutions - he stated.

- You have done absolutely nothing, you are hypocrites squared on the issue of civil defense, you wanted to liquidate the RCB (Government Security Centre), and we are building a real civil defense fit for the 21st century - stated Władysław Kosiniak-Kamysz in the Sejm.

- Do you know what betraying the uniform means? Betraying the uniform was when you voted against SAFE funds for the police, the border guard, and the Government Protection Service. Betraying the uniform was President Nawrocki's veto against the border guard, the police, and the SOP, while Marcin Kierwiński walked around from dawn till dusk saying – I won't let go of this money, this money must go to the border guard - stated Władysław Kosiniak-Kamysz in the Sejm.

- For almost 3 years, we have been rescuing the Polish police, pulling it out of the swamp into which you plunged the Polish police. The numerical strength of the police at the end of your government was 93,000 officers, which was the lowest number of officers since the 1990s, with 16,500 vacancies. Today, we have over 102,000 police officers. The vacancy level is 8,000, the highest number of police officers in history. Do you realize that? - stated Marcin Kierwiński in the Sejm.

- Today, police officers don't have to fear being Mr. MP Kaczyński's security agency, today no one is making them cut confetti, because today no one will force them into political machinations, because today they can work normally - stated Marcin Kierwiński in the Sejm.

- In all services subordinate to the Ministry of Interior and Administration, staffing levels are the highest in history and higher than during your time - he continued.

- Yes, the times of adhering to the law have returned. I know you don’t like it, I know you’re afraid of it, I know you think that if Polish law is applied, many of you will end up in prison, but yes, the times of adhering to Polish law have returned, and you will have to live with it - stated Marcin Kierwiński in the Sejm.

- In this case [of false alarms], 5 people have already been detained, 4 people have been sentenced to arrest, and in the coming days, you will see that there will be more of these people. The state acted as it should have. That is, it reacted very firmly and decisively, and it is a lie that we did not react - stated Marcin Kierwiński in the Sejm.

- Your activities for 8 years in the Ministry of Interior and Administration were one big threat to state security. And today you are continuing down that path. You are a real threat to Polish security, unfortunately, because it is very, very sad news for Poland that the largest opposition party's sole focus is undermining Polish security - stated Marcin Kierwiński in the Sejm.

- Things are happening, words are being said, ideas are emerging that are a humiliation for every patriot. Words are spoken in this chamber, words are spoken in the media, in public debates, which increasingly indicate that from isolated incidents, from isolated insults, from isolated media outbursts, a wave is beginning to form [...] which is becoming dangerous from the perspective of the essence of the Republic - Prime Minister Donald Tusk said in the Sejm.

- I am talking here about a kind of hunt, a hunt which we have witnessed here in Europe many times over the last 150 years, and this hunt usually ended in catastrophe. [...] I am talking about words such as, and I quote, "I wonder how it is possible that a person of Ukrainian origin is a deputy minister in the Polish government" - he continued.

- I remember words about Jews, about Germans, and now primarily about people of Ukrainian origin; it all adds up to one, increasingly disturbing whole. No one can remain indifferent to what we increasingly hear not just from the mouths of political hooligans, but from the mouths of opposition political leaders - he went on to say.

- Today you are fueling this wave, but you will fall victim to this wave yourselves if you do not stop. [...] It is not I who am scaring you; you must start to fear those people from your ranks who, with this hysteria, this wave of animosity towards others, towards foreigners, towards those who are not like you or not like some of you, they will turn on you in a moment - he added.

"You know very well that I highly appreciate the work of the Minister of the Interior and Administration. You probably can't understand this, perhaps because, for example, you don't understand the difference between Marcin Kierwiński and you" - Prime Minister Donald Tusk said in the Sejm.

"Many of you, when the time for responsibility comes, run away from responsibility, to the European Parliament, to Hungary, to the United States. Minister Kierwiński, when he became a Member of the European Parliament, was called by his homeland in need and after a few months, without looking at the privileges that are the main incentive and motivation for public action for you, he returned without a moment's hesitation to help those affected by the floods" - he continued.

"You can't wrap your heads around it, I know, but believe me, this is a model, a model citizen of the Republic of Poland, and it wasn't just in this matter that he acted in a way that some politicians from PiS or Konfederacja truly cannot comprehend" - he went on to say.

- This sabotage has taken on a particularly spectacular dimension when, together with President Nawrocki, you attempted to block funds, further funds, this time European funds for the defense of the Polish border and the safety of citizens – Prime Minister Donald Tusk said in the Sejm.

- You will not succeed. Just as I am convinced, if you do not stop, Kierwiński will stop you, and I will help him in this, in this wave, this brown wave of hatred and contempt, and we will also stop you in this sabotage against the Polish Police, the Polish Border Guard, the Polish Army. You will not manage – he continued.

202 MPs supported the motion of no confidence against the head of the Ministry of Interior and Administration, Marcin Kierwiński. 232 voted against it, and 1 abstained. The motion was supported by the Law and Justice (PiS) and Confederation party clubs, as well as some independent MPs and smaller parliamentary circles.

- It is deeply concerning to me how PiS politicians are submitting a motion that is essentially a grand indictment of their own government, because over these 3 years, alongside Minister Siemoniak, who was also the head of the Ministry of Interior and Administration, we have been cleaning up the mess we found in this ministry and its subordinate services, addressing the personnel crisis in the police, effectively defending our border at last, and developing civil defense, which was abolished by PiS - stated Marcin Kierwiński at a press briefing in the Sejm. 

- We want to present to you a motion, another motion for the resignation of Donald Tusk's disastrous government [...]. We believe that the next minister who should be dismissed, who is a disastrous minister, is Ms. Marta Cienkowska, who is the Minister of Culture and National Heritage - said Mariusz Błaszczak at a press conference.

- We have prepared a motion of no confidence against the Minister of Culture, this motion will be available to all parliamentarians, we encourage them to sign this motion - he continued.

"President Karol Nawrocki is traveling to Washington. On Sunday, June 14th, at the invitation of President Donald Trump, who is celebrating his birthday on that day, he will participate in the UFC Freedom 250 gala organized at the White House." - wrote Marcin Przydacz on X.

"This year, the United States is celebrating the 250th anniversary of the signing of the Declaration of Independence. The visit will be an opportunity for discussions on security and bilateral relations." - he continued in his post.

"Poland and the United States are connected by long-standing relations based on shared history, values, and a strategic partnership, which today is reflected in allied political, economic, and defense cooperation." - he emphasized.

- I have such a hope [that this is the beginning of the end of the justice crisis]. For many reasons, because this is a symbolic moment, namely because these 15 judges, members of the National Council of the Judiciary, whose roles as chairman of the council, then the entire presidium, two chairmen and the presidium, will end tomorrow after the election of the chairman first, my role in this regard, will begin to operate substantively - stated Zbigniew Kapiński in "Gość Wydarzeń" on Polsat News.

- I want to emphasize that these 15 judges were chosen based on the identical, the same law that has been in effect since 2012, with amendments, in the same procedure, meaning they were chosen by MPs. Therefore, like the two previous councils, there are no reasons to question the choice of these 15 judges, as well as those judges who were chosen earlier - stated Zbigniew Kapiński in "Gość Wydarzeń" on Polsat News.

- The Supreme Court clearly stated its position on this matter in a resolution from September 2024. I was the rapporteur and presiding judge, and we have an unambiguous opinion.
