Sejm on OKI and Senior Vouchers

On Tuesday at 10:00 AM, a three-day session of the Sejm will begin.

At 2:00 PM, the second reading of the government's draft law on the coordination of long-term care and the elderly is scheduled. This concerns the introduction of the senior voucher.

At 3:30 PM, the first reading of the government's draft law on personal investment accounts (OKI) is scheduled.

At 5:00 PM, the first reading of an MP's draft amendment to the Labor Code and the law on cash benefits from social insurance in case of illness and maternity will commence. The aim is for an employee to receive sickness benefit from the Social Insurance Fund instead of sickness pay from the employer from the first day of inability to work during pregnancy.

Committees on Ziobro and the Constitutional Tribunal

At 8:30 AM, the Sejm's Constitutional Accountability Committee will – in a closed session – discuss the opinion for the Marshal of the Sejm regarding the legal conditions for the preliminary motion to bring the former Minister of Justice, Zbigniew Ziobro, to constitutional and criminal accountability before the State Tribunal.

At 3:00 PM, the Sejm's Justice and Human Rights Committee will provide an opinion on the motion concerning the appointment of a judge to the Constitutional Tribunal.

Government on Minimum Wage and Pension Indexation

At 12:00 PM, a meeting of the Council of Ministers will begin. The agenda will primarily include the draft proposal for the minimum wage and minimum hourly rate for 2027, as well as a proposal to increase the indexation rate for pensions and annuities in 2027.

Ministers will also address the draft proposal for average annual wage growth rates in the state budget sector for 2027 and information on projected macroeconomic figures for 2027.

“This is a serious problem, looking from the perspective of the functioning of the most important court in Poland, the Supreme Court. I am counting on these issues being resolved positively in the near future,” Zbigniew Kapiński said in RMF FM’s “Morning Conversation,” when asked about the situation where there are 91 judges out of 125, and the heads of 3 out of 5 chambers are vacant.

“I am referring to two chambers, where the President will likely make a decision without a counter-signature, I am referring to the Criminal Chamber and the Chamber of Professional Responsibility. Candidates have been presented to the President, three people for each, and I believe the President will make decisions in this regard in the near future,” he continued.

“Yes, after receiving the nomination, I spoke with the President, I presented the situation as it is. The President understands it, and I believe these matters will be resolved as soon as possible,” he added, when asked if he had spoken with the President.

"The problem lies with the Chamber of Labour and Social Insurance, as the then outgoing president did not convene a meeting to select a shortlist of three candidates for the position of president, and the consequence is that for two years there has been no president heading the Chamber of Labour and Social Insurance, because convening the meeting that would select the candidates [...] requires counter-signature," Zbigniew Kapiński stated on RMF FM.

"The problem lies precisely with the Prime Minister, who, so to speak, has the authority to grant this counter-signature, and from what I know, this counter-signature is not forthcoming," he continued.

- Neither the case law of European courts nor the Venice Commission's stance contradicts my assertions, as no European court ruling suggests that these courts have questioned the status of judges based on their appointment procedures - said Zbigniew Kapiński on RMF FM.

- The fact that some lawyers and politicians are overinterpreting these rulings, I know in whose interest and for what reasons, and in media reports claim, in my opinion contrary to the actual state of affairs, that this is what follows from these rulings, that is the problem - he continued.

- Some strange connection has been made between the resolution issued by the National Council of the Judiciary and judicial independence. I completely fail to understand that - he continued.

- If all judges participated based on a regulated, clear legal basis, and for example, 30 candidates were selected for the National Council of the Judiciary, and from those 30, Parliament, for instance, by a qualified majority, appointed 15, I believe that in my opinion, the situation would be appropriate - said Zbigniew Kapiński in RMF FM.

- If I weren't a moderate optimist, I wouldn't undertake the task of leading [...] the Supreme Court either. I believe in the reason and composure of politicians - he continued, when asked if he believes in such a decision given the current polarization and whether it's possible to validate all decisions regarding judicial appointments made since 1990.

"Today in the Sejm, the first reading of our bill, which guarantees pregnant women that ZUS (the Social Insurance Institution) will pay their sick pay from the first day (not their employer, as is the case today)" – wrote Katarzyna Pełczyńska-Nałęcz on X.

"The data is appalling. Almost one in ten expectant mothers has been fired due to being pregnant. In small towns – 13 percent, in medium-sized companies – 15 percent. Over 21 percent of Poles personally know such a woman. This means one in five of us knows what discrimination looks like in its pure, Polish version." – she continued in her post.

"These numbers are an indictment of the entire system, which on paper proclaims a pro-family policy, but in practice punishes women for daring to become pregnant. It's time to end the fiction. It's time to start truly protecting mothers – not just on campaign billboards. We count on 100% support across party lines." – she emphasized.

[...] I believe these solutions will bring transparency concerning mileage allowances and will very sensibly and rationally limit, in general, the possibility of spending funds in a way that will be questioned by public opinion - stated Włodzimierz Czarzasty at a press conference.

"I have made the decision that I will run for the position of Mayor of Krakow. A city where I have spent my entire adult life. A city where I completed my studies. A city where I gave birth to my son," said Monika Piątkowska at a press conference.
