The ORLEN Group and Northland Power have signed credit agreements to finance their joint project, Baltic Power, the first wind farm to be built in Polish waters of the Baltic Sea. The agreement, reached with a consortium of 25 Polish and international financial institutions, is one of the key elements in the investment preparation process.
– We are finalizing the preparation of a large-scale project that will significantly impact the transformation of Poland's energy mix. Stable financial foundations and extensive international experience in executing major investments enable us to effectively manage this process. Despite a dynamically changing environment, the Baltic Power project is being prepared according to schedule, and we aim for it to power 1.5 million households with clean energy as early as 2026. Securing financing for this project confirms that financial markets also view key investments in ORLEN's 2030 strategy positively – says Daniel Obajtek, President of the ORLEN Management Board.
The total project budget is estimated at approximately EUR 4.73 billion, including investment expenditures with insurance of around EUR 4.05 billion, as well as financing costs and a contingency reserve. Construction of the farm is planned to commence in 2023, its offshore component in 2024, and the investment is expected to be operational in 2026. In the initial 5 years of operation, the Baltic Power project may generate additional average annual free cash flow of approximately EUR 140 million. The loan repayment will be based on future financial surpluses generated by the project. The investment financing will be structured using Project Finance, which is particularly beneficial for investments requiring significant capital outlay and time to reach full operational capacity. The consortium of 25 financial institutions supporting the project includes Polish (including PKO Bank Polski) and international commercial banks, export credit agencies (ECAs), and multilateral institutions, such as the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD), Euler Hermes, the Export and Investment Fund of Denmark, and Export Development Canada. The project financing covers 80% of the projected total capital costs. The remaining capital will be contributed by the project partners.– PKO Bank Polski actively participates in financing Poland's energy transformation. The development of offshore wind energy, a crucial element of this transformation, requires appropriate financial resources. As Poland's largest bank, we are ready to support such projects by offering attractive financing in PLN and EUR with long tenors. In this case, PKO Bank Polski's financing amounts to EUR 88 million and PLN 47 million. We thank the investors for their trust. The construction of the Baltic Power offshore farm will significantly contribute to increasing the share of clean energy from renewable sources in the national energy mix – emphasizes Dariusz Szwed, President of the Management Board of PKO Bank Polski.

"This is a milestone that demonstrates the trust of the international financial community, reflecting their confidence in Northland and our ability to develop, procure, construct, and finance large and complex offshore wind projects. Despite challenges in the offshore wind sector in some markets, Northland continues to find ways to deliver large offshore wind farm projects with attractive economics." The Baltic Power project is the most advanced offshore wind project in Poland. It has secured agreements for all key components – including turbines, offshore and onshore substations, cables, and foundations – along with their production, transportation, and installation. It also holds permits for the construction of the onshore part of the investment and a permit for the construction of the offshore power transmission connection, which will channel energy from the farm to the land. The construction of the Baltic Power offshore wind farm is one of the ORLEN Group's key projects for achieving the strategic goal of 9 GW of installed renewable energy capacity by 2030. The farm will be located approximately 23 km from the coast, off the shores of Łeba and Choczewo, and will consist of 76 state-of-the-art wind turbines, each with a capacity of 15 MW. Upon completion of construction in 2026, the Baltic Power farm will begin producing energy, sufficient to power over 1.5 million households.
