Monday's Political Agenda: Duda in Canada, Kamiński Faces Investigation Committee

At 10:00 AM, the investigative committee dealing with the visa scandal will hear testimony from Aleksander Dańda, Consul General of the Republic of Poland in Mumbai, and acting Consul General of the Republic of Poland in Hong Kong during the period relevant to the committee's work. Following Dańda, former Minister of the Interior and Administration Mariusz Kamiński will be questioned.

President Andrzej Duda continues his visit to Canada. Today's schedule includes participation in an economic seminar with networking elements for Polish and Canadian companies titled "Polish–Canadian Hydrogen – collaboration and seeking opportunities," a briefing for Polish media – at 7:30 PM Polish time – and meetings with the Speaker of the Legislative Assembly of Alberta, the Lieutenant Governor of Alberta, and the Premier of Alberta.

Mastalerek:

Everyone Won by Claiming Victory, but Democracy Lost Due to Low Turnout

- Everyone won because everyone is claiming victory, but democracy lost because the turnout is unfortunately lower. People did not engage in these elections, which is a shame. Meanwhile, everyone is claiming victory. I think the style in which Donald Tusk governs is also somewhat discouraging. I think one only needs to look at historical data to see that whenever Donald Tusk and PO are in power, turnout is lower - stated Marcin Mastalerek on RMF FM.

08:12

Mastalerek:

PiS Has No Chance of Winning in Big Cities Because They Haven't Been Cultivating Candidates for Years

- Of course, these second rounds showed that it was a victory for PO. I would have preferred to see independent local government officials there, but Platforma's people are winning. This is normal in the world. Just look at America: even in Texas, which is very Republican, Republicans don't win in big cities. It's hard for PiS to win; this is the situation, not only in Poland but worldwide, that left-liberal parties simply win in cities. But PiS is also built in such a way, the party has been built for years in such a way, that it has no chance of winning in big cities because it hasn't been cultivating its candidates for years - stated Marcin Mastalerek on RMF FM.

08:14

Leszczyna on Voter Turnout: When Two People from the Democratic Opposition Fight Each Other Until October 15th, There's No Motivation
- As Prime Minister Tusk said, when "a bit of Platforma", and of course that’s in quotes, but still, two people from the democratic opposition are fighting each other until October 15th, there’s no such motivation, meaning there was no need to defend Wrocław in the sense of defending the autonomy of local government, defending independence, and so on – said Izabela Leszczyna on "TVP Info Morning."

08:16

Mastalerek:

Johnson Presented Many Arguments He Heard from President Duda

- Of course, President Duda's meeting with Mike Johnson a month ago in Washington was also crucial, at the time when President Duda met with Prime Minister Tusk and President Biden. President Duda also addressed both the House of Representatives and the Senate - stated Marcin Mastalerek on RMF FM.

- It was a very important meeting because when I watched the press conference or Mike Johnson's speech, he presented many arguments that he heard from President Duda precisely a month ago at their meeting - he continued.

08:18

Bodnar:

Investigation into the Justice Fund Continues, Further Requests for Immunity Revocation to Be Prepared

- What I can say is that the investigation into the Justice Fund is still ongoing, and as was announced by the spokesperson for the National Prosecutor's Office, further requests for immunity revocation will be prepared. The plural was used, so it will be more than one request. The prosecution, this investigation team led by Ms. Marzena Kowalska, is currently in the process of analyzing all the information carriers that have been secured - said Adam Bodnar in the program "Poranek radia TOK FM".

08:21

Mastalerek:

The President's Approach to America Differs Sharply from Tusk's

- The President's actions concerning America are clearly very different from Prime Minister Tusk's. On one hand, we have the President, who says: we must talk to both Republicans and Democrats, we must convince them, and that's why he meets with Democrats, Republicans, and former President Trump. On the other hand, we have Prime Minister Tusk, who prefers to conduct American policy on Twitter, insulting Republicans – stated Marcin Mastalerek on RMF FM.

08:23

Leszczyna Asked About Running for European Parliament: I'm Not Going to Brussels, I Had No Such Intention
- I am a serious politician. I made an agreement with my Prime Minister that I would take responsibility for a very serious sector, for healthcare, and I cannot imagine myself, after even four or five months, saying to my voters, our citizens, "I apologize, I am going to Brussels." No, I am not going, I had no such intention - Izabela Leszczyna stated on TVP Info when asked about a potential run in the European Parliament elections.

08:24

Mastalerek:

Discussions Underway Regarding Kolarski's Candidacy for European Parliament. It Would Significantly Strengthen PiS's Electoral Lists
- As far as I know, discussions are underway regarding Minister Kolarski's candidacy for the European Parliament. He is one of the closest associates, perhaps the closest friend of President Duda. He has participated in many of the President's international meetings, has vast experience after almost 9 years in the Chancellery of the President of the Republic of Poland, and I am convinced that this would significantly strengthen PiS's electoral lists - stated Marcin Mastalerek on RMF FM. - I believe he would have the full support of President Duda, Wojciech Kolarski, in these elections, and it is in PiS's interest for Kolarski to be [on PiS's lists] - he added.

08:31

Mastalerek:

PiS or the United Right could return to power if they act the opposite of Kurski

- It seems to me that PiS, or the United Right in general, could return to power if they behave the opposite of how Jacek Kurski is behaving. If someone believed in their own propaganda and the propaganda that Jacek Kurski's propaganda is good, then it is partly for this reason that PiS lost power. What's more, there are people who believe that Kurski won the presidential elections in 2015. Please ask President Duda, there was no such person in the campaign then - stated Marcin Mastalerek on RMF FM.

08:32

Bodnar:

There will be time for all procedural actions regarding Pegasus surveillance

- I think there will be time for all these procedural actions [concerning Pegasus surveillance]. Let's give it time, let's let the prosecution work; it is truly my responsibility and goal to properly clarify the matter from the prosecution's side - said Adam Bodnar on the program "Morning on TOK FM radio".

08:33

Leszczyna:

I Don't See Any Cracks That Could Threaten the Coalition
- I don't see any cracks that could threaten the coalition, that's for sure. The fact that The Left is The Left, and Third Way is decidedly more conservative, and Civic Platform or Civic Coalition as the largest party, situated precisely in the middle of this coalition, must sometimes act as a buffer – that is natural, and Prime Minister Tusk is fulfilling this role perfectly, and we are also trying to help him – said Izabela Leszczyna on TVP Info.

08:39

Bodnar on Grodzki: The history of supporting the Foundation may be morally questionable, but it doesn't provide grounds for criminal liability

- The prosecutor analyzed all the collected evidence and concluded that while this whole story related to supporting the Foundation may be morally questionable, it does not provide grounds for criminal liability - said Adam Bodnar in the program "Morning of TOK FM radio".

08:40

Leszczyna:

For me, Trzaskowski is the natural presidential candidate
- I don't think the Prime Minister would want to leave the government; it doesn't seem to me [that Donald Tusk would be KO's candidate for president]. A year is a lot of time, for me, Rafał Trzaskowski is the natural candidate today, and I think it will be that way - said Izabela Leszczyna on TVP Info. - I still see in the Prime Minister a desire for real influence on the government, Rafał has already run for president once, and actually, if the elections had taken place under normal conditions, if public television had been normal, he would probably be president today - she continued.

08:49

Leszczyna:

We will definitely discuss EP lists at today's PO board meeting; fundamental issues will likely be settled
- We will definitely be discussing the European Parliament lists at the [Civic Platform] board meeting today. It is always the case, regardless of the election, that we pass a resolution stating that in places where a final decision has not yet been made, where candidates have not fully committed, we give the party leader, Donald Tusk, a free hand to make such a decision. This is usually how it works, though sometimes, and most often, the board, the Prime Minister, the Civic Platform leader, will informally ask us whether such a resolution can be adopted by us or not - said Izabela Leszczyna on TVP Info. - Today, probably the most important, fundamental issues will be settled, and then we have the National Council, because it is the National Council that is the ultimate body that must say: yes, these people can represent us - she continued.

09:19

Hennig-Kloska on Bodnar's Wrocław Result: Her Reaching the Second Round is a Huge Personal Success
- This is a very good result for Izabela [Bodnar]. Izabela is a young politician, she achieved this result with our party's result of 14.2%, she got 31%, 32%, which is a really very good result, she is just starting her journey. Perhaps more could have been done, but I believe that the fact that she really reached the second round and faced the incumbent president, which is never an easy thing, is her huge personal success – stated Paulina Hennig-Kloska in the program "Rozmowa Piaseckiego" on TVN24.

09:22

Hennig-Kloska:

I Never Planned, Nor Do I Plan, to Run in European Parliament Elections
- No, I never planned, nor do I plan, to run in the European Parliament elections. At the moment, I represent our country there on energy councils and environmental councils, and that is my task for the coming months. [...]. As I said, everything is in the hands of the Prime Minister and the Speaker of the Sejm, but at the moment I am fulfilling my role and I believe we are working very well in the ministry – said Paulina Hennig-Kloska on TVN24.

09:26

Hennig-Kloska on Energy Price Freezing: Government to Decide by End of Month
- The government will make a decision; at this moment, the bill is being processed at the standing committee level of the Council of Ministers, and the government will make a decision by the end of the month, as this is approximately the timeframe within which it needs to be made. [...] Primarily, our goal is to shape energy prices in such a way that they are acceptable for households and that this situation develops as stably as possible – stated Paulina Hennig-Kloska on TVN24.

12:39

Siemoniak:

Tusk's Government is Aware That Corruption in Poland Has Increased Over the Last 8 Years and Conclusions Must Be Drawn

- I want to assure you that Prime Minister Donald Tusk's government, all ministers, all services, the prosecution, are aware of how important and how high a priority this is. We are also aware that over the last 8 years, and I'm not speaking here from the position of a recent opposition politician, but based on objective indicators and corruption rankings in Poland, Poland's position has significantly worsened. So, these indicators show that things are not good and conclusions must be drawn from this situation – stated Tomasz Siemoniak at a press conference in Warsaw.

12:41

Siemoniak:

We Will Create a New Institution within the Police to Combat Corruption – the Central Bureau for Combating Corruption

- We have concluded that the fight against corruption in the state can and should be organized differently, that we will create a new institution within the police – the Central Bureau for Combating Corruption, entrusting a large part of the fight against corruption specifically to the police. If you follow, for example, the actions of the Central Anti-Corruption Bureau (CBA) in recent years, you will notice how many cases there are that are exclusively local in nature. Fighting corruption is, of course, necessary at every level, but is a strong special service needed to combat low-level corruption in a small municipal office or a small hospital? For this, a different structure is needed, namely the police – stated Tomasz Siemoniak at a press conference in Warsaw.

12:53

Tusk:

If we compare the results of the two main political forces, Civic Platform and Law and Justice, then I indeed have reasons for satisfaction

- It is very difficult to definitively say who won and who lost (...) but if we compare these results, especially in the most attractive places, on these attractive battlegrounds, if we compare the results of the two main political forces, namely Civic Platform and Law and Justice, then I indeed have reasons for satisfaction. Law and Justice has simply disappeared in many places - Donald Tusk said at a press conference.

12:56

Tusk:

I Don't Believe Low Turnout Was a Yellow Card for the Government

- I hope that now, after this second round, the obvious commentary on who won the local elections in the second round will somehow go down easier. And that's why I don't believe that the low turnout was a yellow card for the government. It's always a warning signal, but there's no alarm here. It would have been better if more people had gone to the polling stations, but this isn't some dramatic heart failure. I will do everything to ensure that the turnout is as high as possible – stated Prime Minister Donald Tusk at a press conference.

12:56

Tusk on European Parliament Elections: I Will Use All Available Means to Mobilize People

- I am counting on and will use all available means to mobilize people, so that everyone, without exception, politicians understand that sometimes seemingly abstract elections will actually decide our lives, the lives of our children, and grandchildren in the context of security, geopolitics, but also civilizational changes that are transforming our reality before our very eyes in Europe - stated Prime Minister Donald Tusk at a press conference.

12:57

Tusk:

Second part of Civic Platform board meeting on Wednesday, final EP lists to be decided then

- Today we had the first part of the Civic Platform board meeting, we assessed what happened in the local government elections, and we made an initial attempt at drawing up the lists for the European Parliament. There will certainly be surprises, but I will talk about them when a decision is made. That decision will be made on Wednesday, at 8:30 AM, there is the second part of the Civic Platform board meeting, and there we will have the final version of the lists for the European Parliament - stated Prime Minister Donald Tusk at a press conference.

13:04

Tusk:

I Released Kamiński from Confidentiality to Enable Effective Interrogation

- The interrogation of Mr. Kamiński before the investigative committee promises to be interesting. Having learned from experience, I have released him from confidentiality. As Prime Minister, I have the right and the duty to do so, primarily to enable an effective interrogation of Mr. Kamiński. That's just by the way - said Donald Tusk at a press conference.

13:08

Tusk:

Tomorrow Visit of UK Prime Minister and NATO Secretary General

- Tomorrow's visit by the UK Prime Minister and the NATO Secretary General, our brief meeting with British soldiers, and later talks at my chancellery with the Prime Minister, as well as with the Secretary General, are essentially a continuation of my mission to rebuild, and even expand, Poland's position on security policy. I care greatly about ensuring that our allies, particularly those with whom we practically work, the British, the Scandinavians, have increasingly well-coordinated cooperation - stated Prime Minister Donald Tusk at a press conference.

13:18

Kamiński:

I Was the First to Obtain Information on Possible Abuses, and I Personally Tasked the CBA to Investigate

- I was the first person to obtain information about possible abuses in this regard concerning the Ministry of Foreign Affairs, and I personally tasked the Central Anticorruption Bureau (CBA) with taking up this matter and fully clarifying it. In the second half of July 2022, an informant approached me and provided the following information. Namely, an entrepreneur known to her in a professional capacity made her a de facto corrupt offer to gain access to the Ministry of Foreign Affairs and participate in the illegal granting of visas to foreigners. The entrepreneur ran a company employing foreigners. Additionally, he stated that he already had access to the Ministry of Foreign Affairs, but it was expensive access, and he was looking for a cheaper way to get in. The informant refused, was outraged by such a proposition, and brought this information to me. After obtaining this information, I personally called the head of the CBA, Andrzej Stróżny, informed him about the information, and asked him to arrange a meeting at the CBA with this person so she could convey what she knew to the officers – stated Mariusz Kamiński at the investigative committee for the visa affair.

13:18

Tusk:

The Tricity Has Become a Woman Politically
- The Tricity has become a woman in a political sense, as Gdańsk, Sopot, and Gdynia elected female presidents in the second round. Generally, by the sea, in places like Kołobrzeg and Świnoujście, women are indeed taking matters into their own hands. My experience in politics, especially in local government, suggests this could be a very good trend. In local government, women often perform better than men due to their responsibility, sometimes patience, and a lesser tendency to quarrel – Donald Tusk said at a press conference.

13:29

Kamiński on Visa Scandal: Procedure Uncovered, Guilty Charged

- In a short period of time, the procedure was uncovered, the guilty have been charged and will face criminal responsibility, and the person who enabled criminal activities within the Ministry of Foreign Affairs, namely Deputy Minister Wawrzyk, has been dismissed from his position and will also face criminal consequences. Moreover, I want to state that this matter was treated with extreme seriousness by myself and by other ministers - stated Mariusz Kamiński at the parliamentary investigation committee on the visa scandal.

13:33

Kamiński:

Everything Possible Was Done to Clarify This Scandal and Punish Those Responsible

- Everything possible was done to clarify this scandal, punish those responsible, and ensure all involved individuals face all types of consequences, both legal-criminal and political - stated Mariusz Kamiński at the parliamentary committee investigating the visa scandal.

19:51

Duda on Poland's Participation in Nuclear Sharing: 'It Would Strengthen Our Security, That's Why We're Discussing It, But No Decisions Have Been Made'
- This issue, indeed our potential participation in Nuclear Sharing, concerns NATO. [...] This is not a new matter; we have spoken about it many times, and I have also spoken about it many times with representatives of our greatest ally, in short, with the Presidents of the United States. Nuclear Sharing as a certain idea and a certain way of building a sphere of security is primarily implemented by the United States within the North Atlantic Alliance. Nuclear weapons have been and are being deployed as part of Nuclear Sharing, for instance, in European countries belonging to NATO, at least some in Western Europe. This primarily happened during the Cold War when there was a real threat of Soviet imperialism - said President Andrzej Duda at a press conference. - Today, Russian imperialism is returning [...]. We must react to this, which is why we have been saying for years that we are open to discussions with our allies. If our allies see justification and need to deploy nuclear weapons on our territory on the principle of Nuclear Sharing, then we are ready to take up this conversation, to undertake this discussion - he continued. - We have no doubt that the presence of nuclear weapons, in terms of installations and their protection, which is always an absolutely necessary element, carried out by NATO countries, enormously strengthens the security of the state in which these installations are located. Therefore, we are fully aware that as part of defending ourselves against any aggression, not defending in a literal sense, but defending in the sense of deterrence, our potential participation in Nuclear Sharing would certainly strengthen our position and strengthen our security. That is why we are taking up this topic, but I want to emphasize very strongly here, so that there are no doubts, that no decisions have been made in this regard - he went on to say. - Russian authorities are pursuing a hostile, aggressive policy which has for years involved violating all international agreements, militarizing the Kaliningrad Oblast, where nuclear installations are most likely located [...] so it is Russia that is actually pursuing a policy of nuclear expansion and bringing its nuclear weapons closer to the borders of the North Atlantic Alliance. And if Nuclear Sharing comes about, it will truly be a response to Russia's aggressive policy and aggressive actions - he added.

19:56

Duda:

PO Politicians Aim to Cripple the Fight Against Corruption in Poland by Abolishing the CBA
- This is very specific, because PO politicians, if I remember correctly, years ago voted en masse for the establishment of the Central Anticorruption Bureau [...] but evidently the CBA has greatly offended them over the years, and today they want to abolish this service, they want to ensure the fight against corruption in Poland is crippled by abolishing the CBA, evidently they have an interest in this - said President Andrzej Duda at a press conference, when asked about the announced abolition of the CBA and its replacement by a Central Bureau for Combating Corruption within the police structures.

20:23

Grabiec:

This week we will register lists for the EP, likely on Wednesday we will make them public
- The lists [for the European Parliament], we will register them this week, probably on Wednesday after the National Council, we will make them public. Right after the long weekend, we will launch the election campaign with momentum, which will last 4 weeks. On the one hand, it's short, but on the other hand, I have the impression that Poles are a bit tired of the number of elections in recent months – said Jan Grabiec in an interview with Katarzyna Kolenda-Zaleska on TVN24's "Fakty po Faktach".

20:27

Grabiec Asked How Many Ministers Will Run for the EP: Not Too Many, But There Will Be a Few
- Not too many, but there will be a few - said Jan Grabiec on TVN24's 'Fakty po Faktach' when asked how many government members would run for the European Parliament.

- I won't confirm the names, as the National Council and the Board will decide in a few dozen hours. But it's no secret that indeed some ministers will be among the candidates. There will also be many MPs - he continued.

20:40

Grabiec on Duda's Nuclear Sharing Remarks: It Would Be Better to Meet Before Such Declarations Than After
- This is a declaration that goes a bit too far. Such important matters as the deployment of nuclear weapons in Poland, if it were to happen at all, should first be decided upon, and then communicated, not the other way around. There is no decision on this matter, there are no agreements on this matter - said Jan Grabiec in TVN24's "Fakty po Faktach" (Facts After Facts), when asked about President Andrzej Duda's words regarding Poland's participation in Nuclear Sharing. - Very different options concerning Polish security are being considered, but under no circumstances has the government approved this kind of stance, neither the Ministry of National Defence nor the Ministry of Foreign Affairs - he continued. - Perhaps it would be better to meet before such declarations than after, because for Poles this is a very important issue. We live in a special time, Poles feel that the prospect of our security requires strengthening. And such far-reaching declarations concerning Poland's involvement, for example, in the presence of nuclear weapons here, I think stir public opinion - he stated. - Today, public discussion on this topic by individuals holding such serious positions as the presidential office, to put it mildly, does not serve our security - he assessed.

21:12

Kidawa-Błońska:

This is just the beginning of the journey, but Poles know they want democratic elections
We know this is just the beginning of the journey, because we have very important elections ahead of us, so we are mobilized, but I must admit that Sunday, that Sunday night, and Monday were very pleasant. One can always improve something, but we know one thing: that Poles know they want democratic elections, they want to choose people they trust, they did not believe in a coup d'état, and they believe in local government politicians who want to unite – stated Małgorzata Kidawa-Błońska in the program "Pytanie dnia" on TVP Info.

21:12

Kidawa-Błońska:

Poles After October 15th Had Expectations for Quicker Changes, But They Know Our Situation

- It is true that Poles after October 15th had expectations that the changes would be much faster, but let's not deceive ourselves, they also know perfectly well the situation we are in, what we can do and what we cannot. They know that a lot depends on whether the president signs the bill or not, whether he refers it to the Constitutional Tribunal, so Poles are aware of this, but they would certainly want one thing decidedly faster. The settlement of all irregularities committed by PiS, all the thefts and all those things that have devastated our social life – said Małgorzata Kidawa-Błońska on TVP Info.

21:13

Kidawa-Błońska:

Manowska is Blocking the Tribunal of State's Operation
Currently, Ms. Manowska is blocking the operation of the Tribunal of State altogether; she is not allowing it to convene, which should have happened at the beginning of May. The meeting of all members should have been called by April 20th. It cannot be the case that in a democratic state, one person makes all decisions regarding such an important institution – stated Małgorzata Kidawa-Błońska on TVP Info.

21:43

Kierwiński:

Initiating Such a Complex Discussion as Nuclear Weapons in Poland Through the Media is the Height of Political Immaturity

- Initiating such a complex discussion as nuclear weapons in Poland through the media is the height of political immaturity... - wrote the head of the Ministry of Interior and Administration, Marcin Kierwiński, on Twitter.
