Thursday's Political Agenda: Sejm on Investigative Committees and Energy Prices, Glapiński's Press Conference, Senate on In Vitro

At 8:30 AM, a press conference by Dariusz Joński and Michał Szczerba will take place in the Sejm. Topic: Gliński's recent agreements.

The Sejm will resume its proceedings at 9:00 AM with the second reading of a draft resolution on the establishment of an investigative committee to examine the legality, correctness, and expediency of actions taken to prepare and conduct the 2020 presidential elections in Poland through postal voting. At 12:00 PM, the legislative committee will convene to consider amendments submitted during the aforementioned second reading.

At 11:30 AM, the second reading of a draft amendment to laws supporting recipients of electricity, gas fuels, and heat will begin. A voting block is planned for 1:30 PM, during which, among other things, the chairperson of the state commission for preventing the sexual exploitation of minors under 15 years of age will be elected – Karolina Bućko is the candidate for this position.

At 11:00 AM, the Sejm's Committee for State Control will provide an opinion to the Marshal of the Sejm regarding the President of the Supreme Audit Office's motion to dismiss Małgorzata Motyl from the position of Vice-President of the Supreme Audit Office.

At 3:00 PM, a press conference by NBP President Adam Glapiński will be held, focusing on the assessment of the current economic situation in Poland.

Fogiel on the Wind Turbine Act: A Swarm of MPs from the Parliamentary Majority Praised the Act So Much That a 69-Page Amendment Removed Wind Turbine Issues from It

- The act, which was supposedly going to be the best in the world and which we debated yesterday, was praised so highly by a swarm of MPs from the parliamentary majority, led by Ms. Hennig-Kloska, that it turned out to be so brilliant that a 69-page amendment removed wind turbine issues from it. This only proves that something was wrong with it from the start. Thanks to journalists, activists, and also PiS politicians raising this issue and sounding the alarm, it was possible to halt a very bad addition, which under the guise of freezing energy prices, would have led to the expropriation of people for wind turbines – stated Radosław Fogiel on PR1's "Sygnały dnia" (Signals of the Day).

07:55

Belka:

I Have No Sympathy for Morawiecki

- I have no sympathy [for Prime Minister Morawiecki], I believe he deserved this chance and a complete, final political disgrace - stated Marek Belka in "Rozmowa Piaseckiego" on TVN24.

- This is just a waste of time, but perhaps worse than a waste of time. It is an opportunity for the outgoing government to further entrench its control over institutions, to steal more money. In short, to hinder the normalization of the economy and society - he continued.

07:58

Fogiel:

It's untrue that we halted the development of wind farms

- It is untrue [that we halted the development of wind farms]. Wind energy has been civilized so that the welfare of citizens is preserved, not that of wind turbine producers. This is natural in a civilized country, and it is precisely what the parliamentary majority attempted to attack with this wind turbine amendment. They wanted to drastically reduce the distance of wind turbines from buildings. Interestingly, throughout the justification, they spoke of 500 meters, while the law states 300 meters. This suggests the law was written for lobbyists - stated Radosław Fogiel in "Sygnały dnia" on PR1.

08:05

Belka:

We Must Start with Salary Increases for Teachers and Public Sector Employees. The Raise in the Tax-Free Amount Can Be Spread Over Several Years

- We definitely need to start with salary increases for teachers, for public sector employees. Absolutely [we must fulfill this commitment]. However, I think that raising the tax-free amount can be spread over several years - stated Marek Belka in the "Piasecki Interview" on TVN24.

08:06

Fogiel:

We Demand a Parliamentary Inquiry into the Wind Turbine Act Because We Still Don't Know Who Brought It

- We are demanding a parliamentary inquiry into the wind turbine act because we are faced with a situation where, to this day, we don't know who brought this act. First, MP Hennig-Kloska boasted on social media, publishing photos of how hard she was working on this act. When it turned out that the matter had gone awry, she recently explained on one of the television stations that she basically doesn't know where it came from, that Borys Budka brought her this act - stated Radosław Fogiel in "Sygnały dnia" on PR1.

08:07

Belka:

The Red Carpet for Retirees Should Not Be Further Extended

- I believe we should not continue, at least in my opinion, to roll out the red carpet for retirees. I think raising the tax-free allowance is already a sufficient relief, a sufficient privilege for this segment of society - stated Marek Belka on TVN24's "Rozmowa Piaseckiego".

08:17

Belka on the State Tribunal for Glapiński: As a former NBP head, I am at least skeptical about it

- On the one hand, there is social pressure to do something about it, sharp criticism of the actions of President [Adam Glapiński], and it's not even about the interest rate policy he pursued, because people are more or less accepting of it in the context of inflation. However, his statements, his demonstrative bond with the government, all of this makes for social pressure to do something about Glapiński. But on the other hand, his constitutional position is very strong. If we have reservations about his monetary policy or the way he speaks about monetary policy, that is not a reason for any proceedings before the State Tribunal. If there are any reasons to bring him before a common court, then fine. I don't have any special information or particular knowledge on this matter - stated Marek Belka in "Rozmowa Piaseckiego" on TVN24.

- There is a dilemma here. On the one hand, there is social pressure for this State Tribunal for Glapiński, and on the other hand, as a former head of the NBP, I am at least skeptical about it - he continued.

08:20

Sawicki:

The Wind Turbine Bill in its Current Form is Undefined and Imperfect

- At the stage when the [wind turbine] bill enters the Sejm, all solutions are possible and this is what needs to be discussed. If a group of MPs introduces a bill, they have the right to do so; 15 signatures are enough and the bill can be submitted to the Sejm. However, what has changed compared to the previous term is that there is no forceful pushing through by the parliamentary majority, but rather reflection. If a bill is undefined, if it does not meet specific criteria, and the other coalition partners do not fully support it, it simply needs to be improved. Of course, yes [this wind turbine bill was underdeveloped and imperfect] – stated Marek Sawicki on RMF24.

08:21

Sawicki:

Energy Price Freeze in Draft Bill Extended Until June Due to Unknown State of State Finances

- That is why [the energy price freeze in the draft bill is extended until June] because we do not know the state of the state's finances. The budget bill submitted by the previous government in September provides for a deficit of over PLN 160 billion in the budget and approximately PLN 400-20 billion in off-budget deficit. How it truly is, we don't know, what the commitments are, how many new contracts and new commitments have been signed in these last eleven days of this government, so to speak, we don't know – said Marek Sawicki in RMF24.

08:22

Sawicki:

We've Lost 4 Months Due to PiS Delaying Sejm Work, and Today We Can't Make It Up in 2 Weeks

- Indeed, the parliamentary mode, still operating under transitional conditions due to the change of Sejm term, is not the best mode. First, the President delayed the inauguration of this Sejm's work by a whole month. Now, a month-long game with the Morawiecki government. We've lost two months, and let's add to that the 2 months where the parliamentary majority didn't work at all, as all ministers were involved in the election campaign. So, we have 4 lost months, and today we cannot make up for it in 3 weeks, or the 2 weeks of Christmas. Because, in reality, this majority will only start functioning from December 15th - stated Marek Sawicki on RMF24.

Hetman on Whether He Will Become Minister of Development and Technology: I Do Not Deny That Such a Possibility Exists
- I was there, I met with colleagues from Civic Coalition, I was at the Civic Platform headquarters. A very good, substantive conversation, concerning, among other things, price freezes for entrepreneurs [...]. We discussed current matters - Krzysztof Hetman said in an interview with Bogdan Rymanowski on the program "Gość Radia ZET". - I do not deny that there is such a possibility [that I will become Minister of Development and Technology] - he continued.

08:55

Hetman:

I won't criticize Soboń just because he's a politician representing a group I fundamentally disagree with on most issues
- Minister Soboń has gained a lot of experience, I must say, over the last eight years, because it's hard to count the ministries he's worked in. [...] I hope that the knowledge he has gained over the last eight years will be put to good use at the National Bank of Poland - said Krzysztof Hetman on Radio ZET. - Yes, I know Minister Soboń and I can't say I dislike him. [...] I won't criticize Minister Soboń just because he's a politician and represents a group that I fundamentally disagree with on most issues - he continued.

09:03

Hetman:

We would definitely read the wind turbine bill very carefully in PSL. We would point out that the 300m rule is absolutely unacceptable.
- Perhaps a lack of experience failed, and perhaps such a huge desire to do something already. We all talked about these renewable energy sources, that they need to be unblocked, and we would like to start fulfilling our promises. It's difficult because we have the situation we have, there's the facade government of Prime Minister Morawiecki, which will end on Monday - said Krzysztof Hetman on Radio ZET. - We in the PSL would definitely read this project very carefully. We would pay attention to the fact that the provision regarding the 300-meter distance of a wind turbine from a household is absolutely unacceptable. [...] 500 meters is okay, or if the acoustic conditions require it to be even further, then it should be further - he continued.

09:06

Pasławska on Soboń's New Position: PiS's Most Loyal Comrades Are Finding Spots on the Raft Alongside Their Other Colleagues

- This is a historic time for the National Bank of Poland, a historic disgrace. A historic time for Law and Justice politicians, because that's where the survival raft is, perhaps a historian is needed to describe it somewhere in golden letters. And speaking quite seriously, it shows that the most loyal comrades of Law and Justice, who were for special tasks such as Mr. Minister Soboń, who implemented the "New Deal," are finding a place on the raft next to their other colleagues from Law and Justice - stated Urszula Pasławska in an interview with Grzegorz Kępka on the program "Graffiti" on Polsat News.

09:07

Pasławska:

I am in favour of Glapiński explaining his decisions
I am in favour of President Glapiński explaining his decisions regarding the financing of the deficit and debt, which he should not have undertaken. This is a constitutional offense. The Constitution states that this cannot be done. It's about explaining, perhaps before a committee for constitutional responsibility – stated Urszula Pasławska on Polsat News.

09:07

Pasławska:

Constitutional Tribunal Has Executed Every Order from Nowogrodzka Street
- I am convinced that the Constitutional Tribunal has executed every order from Nowogrodzka Street today, but this cannot stop us from taking the actions we committed to during the election campaign - stated Urszula Pasławska on Polsat News.

09:08

Pasławska on the Wind Turbine Act: We Must Act Unconventionally Due to PiS's Inaction

- I have the conviction that we must act unconventionally, because the inaction of Law and Justice would cause bills to significantly increase on January 1st. Therefore, we are proceeding, and our intentions are clear and unambiguous - stated Urszula Pasławska on Polsat News.

09:08

Hetman on Energy Price Freezing: 'I Want to Reassure All Entrepreneurs, We Have Submitted the Appropriate Amendment'
- I would like to reassure all entrepreneurs, as well as farm owners and agricultural producers, because yesterday, on behalf of the PSL - Third Way parliamentary club, MP Jacek Tomczak submitted the appropriate amendment [on freezing energy prices for entrepreneurs as well], which has also been consulted with our coalition partners, and today this amendment will be continued, its discussion in the second reading at the plenary session of the Sejm - said Krzysztof Hetman in an interview with Radio ZET.

09:09

Pasławska on Hennig-Kloska: She is a competent person, I believe she will be an excellent minister

- It is certainly worth talking to the authors of this act, many MPs signed it. Today we will need bold decisions that will very quickly introduce the law enabling energy transformation. Ms. Hennig-Kloska is a competent person, I believe she will be an excellent minister - stated Urszula Pasławska on Polsat News.

09:10

Gawkowski:

Tusk's exposé will offer something for every party; a good sign for Poland

- This has been happening, I think, since our second meeting with Donald Tusk, if I remember correctly. Both the coalition framework agreement and how reality is described – which is important for all of us. And for The Left, it constitutes programmatic DNA. Social policy, care for women, and for example, when it comes to exclusion and the wage gap that existed. Leading to a situation where more housing is built, but for rent, so that those who don't have a down payment or can't afford a mortgage can manage. This was included in the exposé and the framework agreement, and I think this is also a basis to say yes. In Donald Tusk's exposé, all parties will find something for themselves, and I believe this is good news for Poland – stated Krzysztof Gawkowski in the program "Kwadrans Polityczny" on TVP1.

09:11

Gawkowski:

The Left Cannot Be Divided
- Not because the Together party supports us in the parliamentary club; we cooperate together. And what's more, we are also allies when it comes to future elections. We are working towards elections for local government and for the European Parliament. And members of the Together party say it directly, meaning they want to support what New Left will do, but at the same time they also want even greater guarantees, pressure, for instance, for there to be even more money for healthcare, to relieve hospitals of debt, and we have to fight for that too – Krzysztof Gawkowski said on TVP1. - If someone thinks that today the Left can be divided, I can tell everyone this. The Left is wise; it was divided once before and didn't enter Parliament. It cannot be divided – he added.

09:13

Hetman:

I Would Consider a Ministry of Equality. Support for the Civil Partnerships Act? Yes.
- It could be established, there are really a lot of equality issues today. [...] The Ministry of Labour, Social Policy, or Family [...] of course must remain, a Ministry of Equality - I would have to see what the scope of competence of such a ministry would be. That we have a problem with equality today, yes, but does it require a ministry? I would consider it - said Krzysztof Hetman on Radio ZET. - Yes - he continued, when asked if he would support the civil partnerships act.

09:18

Hetman on the joint bid of PSL and Poland 2050 in local elections: I am deeply convinced it will happen
- There is no formal decision, but I am deeply convinced that it will happen. This coalition has proven itself, the brand 'Third Way' has been promoted, and it would be a shame to move away from it and a shame to waste it. Moreover, we cooperate very well - said Krzysztof Hetman in Radio ZET, when asked about the joint bid of PSL and Poland 2050 in the local elections. - In the case of local elections, certainly not - he continued, when asked about a potential joint bid of the Third Way, Civic Coalition, and The Left.

09:42

Suski:

At the committee meeting, the rapporteur MP asked for answers from the founder of a law firm representing major energy companies

- Mr. Speaker, esteemed chamber, I would like to submit a motion for a recess and to convene the Convention. You probably don't know what happened yesterday at the joint meeting of the finance and energy committee. Because the rapporteur MP, authorized on behalf of the club to present, asked some mysterious gentleman for answers to questions, because he did not know the project – said Marek Suski in the Sejm.

- So, ladies and gentlemen, we asked who this mysterious man was. After a longer period of reluctance to provide information, we received information that he is a representative of the Civic Institute, Mr. Adam Romanowski. After checking, we did not find this gentleman on the Institute's website. However, he is a co-owner, the founder of a law firm that represents major energy companies – he continued.

09:59

Czarnek to Hołownia: What Lobby Was Behind the Wind Turbine Act? Don't Pretend to be Crazy, You Know Everything

- Esteemed Marshal Hołownia, who is not present, but I believe can hear us, enough jokes. We are responding, we have prepared legislative projects, and PiS MPs and the government are heading towards fulfilling the duties of the Polish state by conducting presidential elections. I ask you, Mr. Marshal Hołownia, you are the head of a club with a mere 33 MPs, you fit in a small coach, and there are still empty seats. Do you know everyone who wrote the wind turbine act? What lobby was behind the wind turbine act? Don't pretend to be crazy, you know everything, which lobbyist was behind which Poland 2050 MP? - stated Przemysław Czarnek in the Sejm.

10:00

Brejza:

Committee Approves Amendments Regarding the Electoral Investigation Commission
- In the assessment of the proponents, the investigative commission should aim to examine whether the actions aimed at organizing the elections could have brought danger to the lives or health of many by causing an epidemiological threat or the spread of infectious disease. Importantly, as indicated by the proponents of the resolution, the actions of the government administration were taken despite many negative opinions from virologists and outstanding specialists in infectious diseases. These actions were taken at the peak of the coronavirus epidemic - stated Krzysztof Brejza in the Sejm. - During the committee session, representatives and lawyers from the Sejm Analysis Bureau and the Legislative Bureau presented a series of their doubts, which concerned the subject and object scope of this draft resolution. During the committee meeting, MP Arkadiusz Myrcha, on behalf of the proponents, submitted a series of amendments that addressed the concerns of the experts from the BAS and the Legislative Bureau. All these amendments were adopted by the legislative committee by a significant majority - he continued. - These amendments concerned the clarification of the subject circle, i.e., narrowing the scope of the commission to government administration bodies, in particular to the actions of Prime Minister Mateusz Morawiecki and Deputy Prime Minister Jacek Sasin, and public officials subordinate to them. Within the scope of the commission's work, it remains to examine whether the government administration bodies were aware that holding elections during the COVID pandemic could pose a danger to the lives and health of many people [...]. Within the scope of the commission's work, it remains to examine whether the actions related to the preparation of the elections led to the unfavorable disposal of public funds, other means, or the unfavorable management of state treasury property, or property of other legal persons - he added.

10:00

Czarnek:

We Taught You Four Stanzas of the Anthem, You Had No Idea They Even Existed

- The PiS club will invariably vote in favour of establishing this committee. You have learned a lot from us. We taught you four stanzas of the anthem; you had no idea they even existed, you had no idea what a feminine name appears in the anthem, and Mr. Budka probably still doesn't know. You were squawking here four years ago, but you must have been reading from a mobile phone because you don't know the anthem. We taught you that at demonstrations and gatherings we hold Polish flags, not rainbow ones, not any others, only Polish flags – stated Przemysław Czarnek in the Sejm.

10:03

Tomczyk on Czarnek: Icon of the Third Republic's Integrity. The Prosecutor's Office Will Deal With Him in the Future

- Przemysław Czarnek, an icon of the Third Republic's integrity, has just spoken. A man who handed over villas for PLN 5 to his friends and PiS members. He is an icon of integrity, and such a man is an ideal example, because the prosecutor's office will deal with you in the future - stated Cezary Tomczyk in the Sejm.

10:03

Tomczyk:

I have important news for Poles. Just over 4 days remain until the end of the PiS government

- I have very important news for you, for Poles. Just over 4 days remain until the end of the PiS government – stated Cezary Tomczyk in the Sejm.

12:18

Kolarski:

The Earliest Possible Date for Government Swearing-in is December 13th. And if the Newly Appointed Prime Minister Wished, December 14th is Also an Option
- The President has made a decision on who his candidate for Prime Minister is, and incidentally, he stated this in one of his interviews. In response to Donald Tusk's question, he answered in accordance with a certain constitutional doctrine: the first step is to indicate a person and to make a presidential nomination. The President clearly stated - Donald Tusk is not my candidate, and he nominated Prime Minister Mateusz Morawiecki – stated Wojciech Kolarski in an interview with Marcin Fijołek on Poranek Siódma9. - If Prime Minister Morawiecki does not receive a vote of confidence, then the decision on when this second constitutional step will take place is in the hands of the Marshal of the Sejm. Whether it's the 11th or the 12th – the President is ready – he added. - We have the first possible date [for the swearing-in], which is December 13th. And if the newly appointed Prime Minister wished, December 14th is also an option, of course. Morning hours are possible, considering that the European Council begins in the evening. I also wanted to emphasize that this entire discussion about the calendar, from my perspective, has one purpose: that the President adheres to all constitutional deadlines and, as he declared, will promptly swear in the government – he continued.

12:32

Bosacki to PiS MPs: We will teach you that you cannot spend tens of millions of zlotys left and right without legal grounds
- You are afraid of the truth about your scandals, I am addressing the PiS MPs. And that is why you are afraid of the establishment of investigative committees in the Sejm. [...] That is why you are also afraid of the establishment of this investigative committee concerning the envelope elections. You were afraid then when Minister Ziobro took the investigation of this matter away from Prosecutor Ewa Wrzosek three hours after it was initiated, and you are afraid today, as evidenced by the hysterical performance of MP Przemysław "willa plus" Czarnek - said Marcin Bosacki during a Sejm session. - You are right to be afraid, because this time, by the verdict of voters, millions of Polish women and men, we will teach you that you cannot spend tens of millions of zlotys left and right, often thievishly, without legal grounds. This is the simple message from our voters. You cannot spend 40 million on "willa plus", Mr. Czarnek, you cannot spend 55 million from NCBiR on a company that was established a week earlier, Mr. Bielan - he continued.

13:14

Buda:

We Demand Work on Mortgage Holidays

- We demand work on mortgage holidays and a third matter, VAT on food. Today, the candidate for Minister of Finance says that VAT on food should increase to 5%. This is a scandalous decision, we must act on this matter - stated Waldemar Buda in the Sejm.

14:16

Hołownia:

Today, after the investigative committee is passed, the Sejm Presidium can convene and approve the parity

- We have a problem with the limited number of members assigned to the investigative committee by law. It cannot exceed 11, and at the same time, the law requires representativeness, meaning that all those represented in the Convention of Seniors should have their place, and on the other hand, it requires proportionality, because it is stated that it should be in accordance with the numbers, and parliamentary mathematics is very difficult here. It is very difficult with the current proportions to arrange this parity well, so we are working very intensively on this today, and we will make decisions on this matter today, after the Sejm passes this investigative committee; only then can the Sejm Presidium convene and approve this parity - stated Szymon Hołownia in the Sejm.

14:17

Hołownia on Wind Turbine Law: 'It's been cleaned of those questionable elements and will be submitted as a government bill'
- That was also part of Law and Justice's strategy, to give us enough time so that, firstly, we'd try to argue amongst ourselves, secondly, to divide us, and thirdly, so that we'd constantly feel mentally like we are the opposition and they are the government, when in fact, since October 15th, the reality is different - stated Szymon Hołownia in the Sejm.

- All this mimicry also led to a situation where, at a certain point, opportunities for making mistakes opened up. I believe I've spoken about this many times regarding the communication of this law, the work on this law; communication errors were made, substantive errors, and now people are looking for some conspiracies. This is, after all, a Civic Platform Senate bill that has been around for 2 years, ours has probably been online for 2 years or more, anyone could have familiarized themselves with it. What kind of insertions? This is simply an attempt to combine two projects - he continued.

- The law has been cleaned of those questionable elements and will be submitted as a government bill, because we will certainly not abandon the postulate of energy produced from wind, it will simply be given a different procedure - he added.

14:19

Hołownia on Hennig-Kloska in the New Government: The Situation Remains Unchanged

- She is on this list, nothing has changed in this matter [the list of ministers in Donald Tusk's new government]. No correction has been made and I don't think there's any reason for it to be made going forward. We, as Polska 2050, have also very clearly stated what we think, how we see it, and we had no doubts about it. I spoke with Hennig-Kloska, and Chairman Suchoń spoke with Mr. Tusk; we had many conversations in recent days on this matter. The situation remains unchanged, and if any of our cordial friends from the other side of the political scene have any doubts, I ask them to start sharing them concretely, rather than just on the basis of free associations - stated Szymon Hołownia in the Sejm.

15:12

Glapiński:

Inflation is Falling and is on a Path Towards Our Target

- Of course, we are very pleased with the progressing decrease in inflation. Inflation is falling and is on a path towards our inflation target. You can see on the chart how rapid this decline is, incredibly rapid, but in line with NBP projections - stated Adam Glapiński at a press conference.

15:16

Glapiński:

All Future Decisions Will Depend on Incoming Data

- We suspect, we surmise, we hope that in March, when the next inflation report is released, when we present a new projection, all these plans will be known to us, and we will be able to present something more concrete. And in March, the Monetary Policy Council will also intensely consider this; further decisions are possible - stated Adam Glapiński at a press conference.

- All future decisions will depend on incoming data. Even next month's - he continued.

15:29

Glapiński:

We Will Cooperate Well With Every Government, Just Like With the Previous One
- I said that the National Bank of Poland cooperates the same way with every government. It's so obvious it's almost silly to say. It cooperated the same way, it cooperates, and it will continue to cooperate. I mentioned that we, the NBP President included, would cooperate just as well with Mr. Mentzen's government, with Mr. Zandberg's government, to show some extremes. Of course, such a government isn't preparing, but some other one, but we will cooperate well with every government, just as with the previous one - said Adam Glapiński at a press conference.

15:31

Glapiński:

I Declare Full Cooperation with a New Finance Minister, if there is one, and a New Government, no worse and no better than with the previous one

- One of the fundamental strengths of our state is the acceptance of pluralism and cooperation within pluralism. Good, solidary cooperation. We can have different opinions on various topics; therein lies our strength, that is what democracy is about. About exchanging opinions and achieving goals. For my part, I declare full cooperation with a new finance minister, if there is one, and a new government, no worse and no better than with the previous government. Exactly the same, because please remember that the NBP is independent - stated Adam Glapiński at a press conference.

15:33

Glapiński:

NBP Was, Is, and Always Will Be Apolitical

- The National Bank of Poland was always apolitical, even though its leadership included prime ministers, party leaders, transitioning almost directly from one function to another. It was apolitical, it is apolitical, and it will always be apolitical, and that is why it commands respect and recognition on the international stage - stated Adam Glapiński at a press conference.

15:36

Glapiński:

NBP is an Independent Institution. If It Weren't, Any Parliamentary Majority Could Replace the NBP President on a Whim

- The National Bank of Poland (NBP) is an independent institution; its independence is enshrined in the constitution, in the law, and in European treaty regulations. The President of the NBP also serves as governor in the General Council of the European Central Bank and within the European system of central banks. All these banks are primarily independent of governments, but not only that, they are independent of the parliaments of the countries in which they operate. If this were not the case, any parliamentary majority that formed could, at any moment, replace the President of the NBP on a whim. What kind of country would we be living in then? It wouldn't be Western civilization, nor a Western financial system – stated Adam Glapiński at a press conference.

17:13

PSL and Poland 2050 Clubs Sign Parliamentary Cooperation Agreement
- As the parliamentary club of the Polish People's Party (PSL) and the parliamentary club of Poland 2050, we are signing an agreement on parliamentary cooperation. This agreement will unite our clubs and the Senate club with provisions that will form the basis for cooperation in implementing the program postulates we presented during the election campaign. This agreement will be the foundation for cooperation on substantive, expert matters - said Mirosław Suchoń at a press conference in the Sejm. - This is a moment when we are fulfilling the promise that resonated so clearly in our slogan: enough arguing, moving forward. Citizens expect positive changes, changes that will positively impact their lives. The goal of the Third Way is the implementation of such projects and changes. These changes will serve to improve the quality of public services and the stability of business operations - continued the chairman of the Poland 2050 club. - During the election campaign, when we entered into an agreement to form a coalition, we said that both Poland 2050 and PSL would be separate clubs. Nothing has changed in this regard, but at the same time, we already indicated then that we were agreeing on very close cooperation. Today, this cooperation becomes a fact - said Krzysztof Paszyk. The head of the PSL club informed that the agreement provides, among other things, for close, ongoing cooperation between the club leaders, consultations during work on draft laws, joint meetings of both parliamentary clubs, and the coordination of common stances.

17:52

Morawiecki:

Who Wrote the Klose Law?
Who wrote this law? Who wrote the Klose law? This is the fundamental question. It would be worthwhile for the investigative committee to also find answers to this question. This is a real, big scandal, the wind turbine scandal, which needs to be not only condemned - stated Prime Minister Mateusz Morawiecki in the Sejm. - This embarrassment should become the primary reason to legislate better - he continued.

17:56

Morawiecki:

Dear Compatriots, Let's Demand an Energy Shield for the Entirety of 2024

- Dear compatriots, let's demand an energy shield, a heating shield for the entirety of 2024 - stated Prime Minister Mateusz Morawiecki in the Sejm.

17:56

Morawiecki Announces Zero VAT on Food Decree

- I have decided that indeed tomorrow or the day after, we will work until the very end and sign a decree on zero VAT on food. Just in case you happen to want to back out of this - stated Prime Minister Mateusz Morawiecki in the Sejm.

17:56

Morawiecki:

Hennig-Kloska's Former Assistant Sits on the Boards of Dozens of Energy and Wind Companies
- How many company boards do you think he is on, the CEO of how many companies is a former or recent assistant to MP Hennig-Kloska? I'll give you a hint: he is on the boards of dozens of energy and wind companies - stated Prime Minister Mateusz Morawiecki in the Sejm. - Do you think that a person who is on the board or is the CEO of dozens of wind and energy companies did not know what was in the lex Kloska act, if they were recently an assistant to MP Hennig-Kloska? - he continued to ask.

Morawiecki on Loan Holidays: Over a Million Polish Families Worry About Inflation, While the Marshal and Today's Opposition Block This Project

- About three weeks ago, we submitted three very important projects to the high chamber, projects that Poles are certainly discussing and deeply concerned about. I believe it's important for Poles to know what is happening with these three projects at this stage. The first is loan holidays, the second is the energy shield, and the third is zero VAT on food - stated Mateusz Morawiecki in the Sejm.

- Over a million Polish families are worried about inflation, worried about high loan installments. Meanwhile, the Marshal and today's opposition, which perhaps has a majority in this chamber, are blocking this project. They are blocking this project, and because one issue has become prominent, they have proposed their own project. This so-called 'poverty project' for loan holidays, proposed by Civic Platform, covers 50-60 thousand Polish families - he added.

Hołownia to Morawiecki: Where is the Budget Act?
- Credit holidays, as you well know, Mr. Prime Minister, have been sent to committee. There was no freeze. The committee informed us that it would wait for the new government on this matter, meaning approximately 100 hours from now. Regarding your project on freezing energy prices – it was rejected by the high chamber, which you are aware of, and a parliamentary bill is currently being processed, so it is not the case that danger in this matter threatens us, because the MPs are dealing with this project – stated Szymon Hołownia in the Sejm. - Thirdly, Mr. Prime Minister, as the Marshal of the Sejm, please allow me to ask this question, which I have already asked three times: where is the budget? [...] You are Prime Minister for about another 100 hours. Mr. Prime Minister, why did you not submit the budget to the chamber, but instead are submitting, for example, a supplementary budget act? – he asked.

Hennig-Kloska to Buda: A Few Days to Apologize, or Face Court

- I wanted to inform the esteemed chamber that MP Buda received a notice today to cease and desist from violating my personal rights. He has a few days to apologize, or we will resolve the issue of him calling me a "Rywin in a skirt" in court. I will pursue my rights, as I am entitled to do - stated Paulina Hennig-Kloska in the Sejm.

Buda to Hennig-Kloski: Rywin Wanted Two Words in the Law, You Want Dozens – That's How You Differ from Him

- Mr. Speaker, I must apologize, I see the lady MP is wearing trousers today, so this is Rywin in the trousers of this term. This last week in this parliament will be the story of the biggest legislative swindle you have attempted since the 1990s. Rywin wanted two words in the law, and you want dozens – that's how you indeed differ from Rywin. You wanted to either expropriate or place wind turbines 300 meters from residential buildings. All of Poland was outraged – stated Waldemar Buda in the Sejm.

- Your project does not include a fundamental element; it does not concern entrepreneurs, it does not protect entrepreneurs. Withdraw this project, support the solutions that were in the government's project – he added.

Pełczyńska-Nałęcz:

I am Poland 2050's Candidate for Minister of Funds and Regional Policy
- At this moment, I am the candidate from Poland 2050, the Third Way, for the position of Minister of Funds and Regional Policy - stated Katarzyna Pełczyńska-Nałęcz in an interview with Marek Tejchman on RMF FM.

Sejm Approves Energy Consumer Protection Act for H1 2024

A total of 247 MPs supported the bill. The largest club - Law and Justice (PiS) - abstained from voting, as did almost the entire Confederation club.

Czarnek:

We Will Vote 'For' the Resolution on a Parliamentary Inquiry Committee Regarding the May 10, 2020 Elections, But Conditionally

- We will vote for the resolution on a parliamentary inquiry committee regarding the May 10, 2020 elections. This is because we want to demonstrate your complete helplessness in a situation where your candidate was plummeting in the polls and you simply wanted to overthrow the state, solely to prevent the elections - stated Przemysław Czarnek in the Sejm.

- This will be a vote in favor, but conditionally. Because today we are adopting the resolution to establish the committee. We don't know what you will conspire to do next week. Article 2 of the Act on Parliamentary Inquiry Committees stipulates that the PiS parliamentary club must have the largest number of committee members. If that is the case, we will participate in it - he continued.

Sejm Unanimously Adopts Resolution to Establish Investigative Committee

446 deputies voted in favour of establishing an investigative committee to examine the legality, correctness, and expediency of actions taken to prepare and conduct the 2020 Presidential elections of the Republic of Poland through postal voting. No one voted against, and no one abstained. The next step is to appoint the committee's members – possibly next week.

MP on "Registered Lobbyist in the Sejm Hall," Hołownia: I Will Take Appropriate Action

- Mr. Speaker, esteemed chamber, the gentleman who stood here a moment ago, Mr. Marek Wójcik, is registered as a lobbyist. I ask what this gentleman was doing here in the hall, Mr. Speaker – said Mariusz Gosek in the Sejm.

- Mr. MP, immediately after the signal I received from you, I asked the Marshal's Guard to intervene in this matter. Officers of the Marshal's Guard have verified the identity of this individual, and immediately after the Sejm session, I will take appropriate action regarding this issue. Ladies and gentlemen, I will present you with information on this matter. I understand this is concerning, and it is for me as well, as soon as I obtain credible information from the Marshal's Guard officers – replied Szymon Hołownia.

Sejm Presidium Adopts Parity for Seat Allocation in Electoral Commission on "Envelope Elections"
The Presidium of the Sejm has just unanimously adopted the parity for seat allocation in the investigative commission concerning "envelope elections" in a manner that takes proportionality into account and simultaneously gives all parliamentary clubs the opportunity to sit on the commission: 4-3-1-1-1-1 - Krzysztof Bosak wrote on Twitter.

19:45

Szczucki:

Sejm Rejected Government Bill, Adopting a Significantly Worse One Influenced by Lobbyists, Limiting Price Freezing to June 2024
- Here, Poles have fundamental reasons for sadness, because the Sejm, instead of enacting the government's bill which proposed freezing energy prices for the entire year and did not contain lobbying provisions concerning wind turbines, rejected the government's bill. In its place, it adopted a significantly worse bill, tainted primarily by the influence of lobbyists and limiting the price freezing effect only until the end of June 2024 – said Krzysztof Szczucki in an interview with Bogdan Rymanowski on Polsat News' "Gość Wydarzeń".

19:57

Szczucki:

Hennig-Kloska Should Apologize to Poles for Attempting to Pass Legislation Against Their Interests
- The Member of Parliament [Hennig-Kloska], and Polska 2050, Civic Coalition, should apologize to all Poles for attempting to pass legislation that is directly contrary to the interests of Poles - said Krzysztof Szczucki on "Gość Wydarzeń" on Polsat News. - Yesterday, during the joint committee meeting, the draft bill was justified and explained by a person who is not a Member of Parliament, and who – as it turned out – works and provides services for companies involved in wind energy. How else can these actions be described, if not as a massive lobbying effort? - he continued. - It is a certain specificity of parliamentary debate that vivid terms are used - he added, referring to the description "Rywin in a skirt".

20:05

Szczucki:

We Will Pressure Every Future Finance Minister on Zero VAT for Food
- The law guarantees that the next minister of finance will not withdraw the zero VAT on food. But since there is no political will, even though the draft law has been sent to the Marshal's desk [...], Prime Minister Mateusz Morawiecki assumes that a regulation will be issued to assure Poles that such a decision will be made, that VAT on food will not increase - Krzysztof Szczucki said on Polsat News's "Gość Wydarzeń" (Guest of Events). - We will, of course, exert pressure on every subsequent minister of finance so that they do not withdraw from such a decision, at least until the situation in the area of food prices significantly improves, [...] - he added.

20:19

Szczucki on the Envelope Elections Committee: We Have Nothing to Fear
- I believe there is nothing for this committee [on envelope elections] to investigate. During its deliberations, we will point out that it was Civic Platform [PO] that exploited the entire confusion surrounding COVID and the elections to change its candidate, to avoid losing the presidential election - said Krzysztof Szczucki in "Gość Wydarzeń" on Polsat News. - We have nothing to fear. Our task, the government's task, was to ensure that the elections took place within the constitutional deadline. And anyone who accuses us of trying, wanting, or attempting to adhere to the constitution at that time, while simultaneously ensuring that Polish citizens were not exposed to the risk of infection, is a hypocrite - he continued.

20:32

Nowacka:

Kamiński's Abstention Was Not Accidental
- Firstly, I am shocked that Mr. Kamiński did not vote, because I have a pretty good view of him, and I have the impression that he was present throughout the evening vote in the Sejm, so Mr. Kamiński's abstention was not accidental. A parliamentary inquiry committee will be established and will reveal the full scale of the government's disgrace – stated Barbara Nowacka in an interview with Monika Olejnik on the program “Kropka nad i” on TVN24.

20:33

Trela on the Investigative Committee for Envelope Elections: Kaczyński, Morawiecki, Sasin, and Kamiński Must Appear Before It
- We have fulfilled our first demand regarding accountability; we have established one of the first committees that will hold the eight-year rule of Law and Justice accountable, specifically the year 2020 in this case, and Law and Justice can no longer come out and say this is a political stunt, because they themselves voted for it. They will work on this committee [...] they will have their representatives, they will not have a majority, because the parliamentary majority is shaped – said Tomasz Trela on TVN24. - Jarosław Kaczyński, Mateusz Morawiecki, Jacek Sasin, Mariusz Kamiński, all those who participated in this procedure of throwing 70 million down the drain, urging, forcing local government officials to disclose personal data, must appear before this committee – he continued.

20:35

Nowacka:

Those Summoned Before the Committee Should Not Be Its Members
- It's hard to imagine Jacek Sasin, Jarosław Kaczyński, or Mateusz Morawiecki sitting on an investigative committee. It's obvious that those who will be summoned before it should not be members of that very committee, because it will be about their matters and they will be the ones testifying - stated Barbara Nowacka on TVN24. - I also count on PiS to start behaving normally. That is, that they understand they have full rights to the Deputy Marshal of the Sejm, to committee members, but that they should, at least by their name, after all, they should be righteous and just, so let them not put forward people against whom serious accusations and serious charges are hanging - she added.

20:45

Trela:

Czarnek Might Be Suitable for the Envelope Election Commission, Sasin Wouldn't
- We will likely know the composition of this first commission either at the joint session on December 11-12, or at the next session before the holidays. We have already delegated a Member of Parliament to work on this commission; it is MP Anita Kucharska-Dziedzic - said Tomasz Trela on TVN24. - I think that when it comes to envelope elections, perhaps he [Czarnek] could be involved, because I haven't encountered any indication that the Ministry of Education, and I don't think Mr. Czarnek was even a constitutional minister then, why he shouldn't participate on behalf of Law and Justice. But I want to say that there are several names that should not sit on commissions [...]. I cannot imagine, for example, Mr. Jacek Sasin being nominated to the commission on envelope elections and being a judge in his own case - he continued.

20:47

Nowacka:

They Are Constantly Fighting Windmills
- They [PiS] are constantly fighting these windmills with a persistence truly worthy of a better cause, they don't want to take care of energy security, and that's the first reason why they are pouncing on this bill. Second, they are distracting attention from their own wrongdoings, from how they failed to secure Poland's energy sector, and in fact, they found something that, one could say, wasn't ideal, although they latched onto a project that hadn't even begun to be processed - stated Barbara Nowacka on TVN24.

20:50

Trela:

Every Decision by the Morawiecki Administration Made After October 15th Will Be Reviewed
- Every decision by Mr. Mateusz Morawiecki's administration made after October 15th will be meticulously reviewed and examined, and decisions that are harmful, flawed, or made in violation of legal regulations will be reversed by the new administration - said Tomasz Trela on TVN24.

20:51

Nowacka:

Glapiński is known for his poor sense of humor, and he proves it to us again by claiming to be apolitical
- Mr. Glapiński is known for his poor sense of humor, and he proves it to us once again by claiming to be apolitical. He acted directly on PiS's orders, in accordance with PiS's party interest, to the detriment of public finances and to the detriment of Poland - stated Barbara Nowacka on TVN24. - He will face consequences for this. Today they are making nervous moves, but I would like everyone watching us today to know that such things as the politicization of the NBP simply cannot be let go and forgotten for the sake of the purity of public life. Let him simply not make us laugh - she added.

20:54

Trela:

I am a staunch supporter of a motion against Glapiński to the State Tribunal
- I am a staunch supporter and advocate for a motion against Adam Glapiński to be prepared for the State Tribunal - said Tomasz Trela on TVN24. - When Adam Glapiński saw that the ground might be shifting beneath his feet, the conference lasted 20 minutes, not two hours. No, such tricks won't work with us - he continued.
