Monday's Political Agenda: President in Silesia, Błaszczak on Wind Turbine Act

On Saint Barbara's Day, President Andrzej Duda will visit Jaworzno and Gliwice. At 1:00 PM, a wreath-laying ceremony is scheduled before the monument to Saint Barbara, and at 1:15 PM, a meeting with mining rescuers who participated in last week's rescue operation. Following the meeting, PAD is expected to make a statement to the media.

At 3:00 PM, the President will participate in a ceremony celebrating Saint Barbara's Day and the 30th anniversary of Jastrzębska Spółka Węglowa S.A.

At 2:30 PM, near a wind farm in the vicinity of Grajewo, Mariusz Błaszczak will hold a press conference with local government representatives on the draft bill by Civic Coalition and Poland 2050, which, according to its organizers, involves "expropriating residents for the construction of wind turbines."

Klimczak on Tusk's Government: We Want It to Happen as Soon as Possible
We want it to happen as soon as possible. There has been so much wasted time, so many urgent projects. We are directly moving to the election of a prime minister and a government, we hope it will happen on the same day, immediately after the vote of confidence for Prime Minister Morawiecki. Directly after that, we want to elect a prime minister and a government - stated Dariusz Klimczak in the program "Rozmowa Piaseckiego" on TVN24.

08:18

Macierewicz:

Dissolving the Russian Influence Commission Shows PO's Fear and Actions Detrimental to Poland. They are Fulfilling Their Leaders' Obligations.

- This is a decision [to dissolve the commission for investigating Russian influence] which is truly driven by the fear of PO and the entire formation of revealing the truth. About the actions of people like Mr. Donald Tusk, but also other ministers of national defence from PO, who approved the actions of special services. And even some of them decided on these actions of special services in cooperation with Russia to the detriment of Poland – stated Antoni Macierewicz in the program "Sygnały dnia" on PR1.

- Formally speaking, they fear liquidation, therefore they have only eliminated the personnel. This is to prevent the commission from continuing its work. But the report, which was prepared over these two months, is so precise and so competent that it unequivocally shows the detrimental actions towards Poland by these people – he continued.

- Why did PO members vote like this. Well, because, I repeat once again, they are fulfilling their leaders' obligations. They are not engaged in analysis, they do not read texts, they are simply afraid that the revelation of the truth will lead to these people being unable to hold positions of state leadership, and indeed that should be the case. Because their actions pose a threat to Poland – he went on to say.

08:19

Macierewicz:

Our Commission's Report Aligns with Prof. Cenkiewicz and Gen. Kowalski's Report on Russian Services' Cooperation Starting After the Smolensk Disaster

- A large part of the materials that were referenced by this report were already referenced two years earlier by the report on the Smolensk disaster and its annexes, which revealed the anti-Polish activities of the special services, SKW. In this regard, the report by Professor Cenkiewicz and General Kowalski agrees because it rightly formulates the thesis that cooperation with the Russian services began precisely after the Smolensk disaster – Antoni Macierewicz said on PR1.

- Yes, in my opinion, there is no doubt that it [the commission] should have been established earlier and that the report should have been disseminated much earlier, so that awareness, so that public opinion, would have full knowledge of the threat to Poland's security posed by the actions of these people – he added.

08:19

Klimczak:

So Many Unfinished, Unrealized Projects – The New Government Must Deal With Matters As Quickly As Possible

- There are so many unfinished, unrealized projects that in order to function normally in Poland in the economic sphere, to get a standard electricity connection, one has to wait so long. The new government must deal with these matters as quickly as possible and not look back at issues of 'giving' [referring to the previous government's promises], which I hope will be associated with something completely different from now on – stated Dariusz Klimczak in the program 'Rozmowa Piaseckiego' on TVN24.

08:30

Klimczak:

Everyone Entrusted with the Most Important State Functions is Preparing Rigorously

- I don't think I'll reveal any great secret by saying that everyone entrusted with the most important state functions is preparing rigorously. Issues that have a certain dynamic in our country are being discussed and analyzed. Of course, none of these ministerial candidates has their own direct expert backing, such as a specific ministry or its institutes. However, this work is already very deeply engaged - stated Dariusz Klimczak in the TVN24 program "Rozmowa Piaseckiego".

08:38

Hennig-Kloska on the Wind Farm Act: The PO was the Author of the Regulations. We Received the Draft for Consultation

- The initial author of the regulations was Civic Platform. We received this draft for consultation. I consulted on it, submitted a whole series of amendments, and absolutely, as I said, I identify with this project. I was personally asked by Borys Budka to consult on it, but usually, MPs, legislators, and lawyers employed by the caucus work on such a draft. Please, really, do not look for a hidden agenda here - stated Paulina Hennig-Kloska in an interview with Marcin Fijołek on Polsat News' "Graffti".

08:39

Bielan:

A Government Not Yet in Power Already Involved in a Very Serious Scandal
- A government that has not yet taken office, but already has a very serious scandal to its name, involving billions of zlotys in losses, potential losses for a concern like Orlen, and above all, fatal social consequences for people near whom wind turbines will be built, this scandal must certainly be investigated to the end - said Adam Bielan on TVP1's 'Political Quarter Hour' program. - The very fact that no one is taking ultimate responsibility for this law indicates that there must be something very, very wrong in the background. A Member of Parliament from Poland 2050, although social media is already calling it Siemens 2050 [...] blames Mr. Budka, while Mr. Budka's colleagues from Civic Platform blame her, lobbyists lurk in the background [...] and in reality, we are introducing as a parliamentary project solutions that destroy existing arrangements, a social compromise between the necessity of developing wind energy and the rights of people living near these wind turbines [...] simultaneously, the possibility of expropriating these people is being introduced - he continued.

08:41

Hennig-Kloska:

It's Impossible to Dispossess People Based on This Law. It Will Be Clarified

- There is no scandal. I could throw the ball back and say who was preparing a year ago in the Ministry of Development and Technology a law, as part of the United Right government, of course, to erect small wind turbines without a building permit. If we look at this law, I also wanted to reassure, because there are many lies surrounding this law. We have a legal opinion, and we will also amend these regulations to calm public opinion. It is impossible to dispossess people based on this law. It will be clarified because our intention was not to dispossess people, but the regulations being discussed in this context are meant to facilitate the connection of power plants to the grid – stated Paulina Hennig-Kloska in Polsat News's “Graffiti”.

08:45

Bielan:

Hołownia Halts Government Energy Price Project, Mortgage Subsidy Extension Also Frozen
- There is a very good government bill in the Sejm that ensures Poles are protected from high energy prices, which Szymon Hołownia is blocking. Despite saying there would be no 'freezer' this term, this particular project, as well as the project extending the validity of the 2% mortgage subsidy [...] these projects are in the freezer - Adam Bielan said on TVP1.

08:55

Bielan:

We Established Our First Committee of Inquiry 7-8 Months After Taking Power; This New Coalition is Already Forming Committees Before Even Governing
- We have a political reality show that is making Sejm proceedings more watched than in previous terms, but these games won't put more bread on the table. We have a series of very important solutions that the Sejm should address, such as energy issues, mortgage credits, and of course, credit holidays. The Marshal of the Sejm isn't dealing with these matters, but is instead fast-tracking applications for the establishment of further committees of inquiry. There will be time to establish such committees. We established our first committee of inquiry 7-8 months after taking power, concerning Amber Gold, whereas this new coalition hasn't even taken power yet and is already forming committees of inquiry - said Adam Bielan on TVP1.

Paprocka on Russian Influence Commission's Recommendations: It's Up to MPs How They Vote on Tusk's Candidacy. In the Second Step, the President's Role is to Appoint a Government Elected by the Sejm
- Moving on to the recommendations [of the commission for the examination of Russian influence] - these are recommendations based on documents, the authenticity or signatures of which I have not heard anyone indicated person deny, or claim to be false documents - said Małgorzata Paprocka in an interview with Katarzyna Gójska on "Sygnały dnia" PR1. - Looking formally, with a cool eye - the so-called first constitutional step is currently underway. The government, led by Prime Minister Mateusz Morawiecki, has until next Monday to present its exposé and request a vote of confidence from the Sejm. If this fails, we move to the second constitutional step, and then it is not the president who designates a candidate for prime minister, but the MPs, […] and the Sejm makes the choice of both the prime minister and the government. So, today the question is not about the president's decision [whether he will consider the commission's recommendations], but at this moment it is a question for the MPs, for whom they will raise their hands. In the second constitutional step, the president's role is reduced to appointing a government elected by the Sejm - she continued. - No one has distanced themselves from these documents, […] no one has factually contested this report […]. It is a question for the MPs how they will vote for the candidacy in this situation, because as I understand it, all three electoral committees have indicated chairman Donald Tusk here - the presidential minister added.

09:16

Paprocka:

Resolutions Have No Generally Binding Force. They Cannot Shorten the Terms of Constitutional Bodies
- I understand the discussion and debate ongoing during the election campaign, sometimes extremely strong declarations intended to motivate the electorate or demonstrate decisiveness. However, the situation is entirely different when someone aspires to the highest offices in the state and continues to talk about wanting to circumvent the constitution and break laws - said Małgorzata Paprocka in "Sygnały dnia" PR1. - One can change the law, including the constitution [...], but it must be done using the formats agreed upon by the authorities with society. Resolutions have no generally binding force, and it is obvious that the terms of constitutional bodies cannot be shortened by resolutions - she continued. - If one wants to change the rules, it should be done in accordance with the constitution, by changing legislation, with an appropriate vacatio legis, and by allowing constitutional terms to be completed - she added.

PKO BP Analysts: S&P Agency Maintains Poland's Credit Rating at A- with a Stable Outlook. S&P Assumes the New Government Will Fulfill Election Promises, Slowing and Extending Fiscal Consolidation
The rating agency S&P has maintained Poland's credit rating at A- with a stable outlook. The main risks to Poland's rating identified were a slower-than-forecast decline in inflation, loss of credibility in monetary policy, a deterioration in economic competitiveness, and a slowdown in economic growth dynamics. Prerequisites for a rating upgrade could include a sustained improvement in institutional quality and governance, leading to consistent inflows of funds from the EU and FDI, as well as a faster fiscal consolidation process. In its commentary on the decision, it was stated, among other things, that Poland's GDP growth in 2024 will accelerate to 3.1%, driven by a rebound in private consumption, which neutralizes the negative impact of external demand. The agency expects a new government to be formed in December this year, which will unblock the flow of EU funds to Poland, thereby improving prospects for economic growth, particularly for investments. S&P also assumes that the new government will fulfill its election promises, which will slow down and extend the fiscal consolidation process, but at the same time will further support GDP dynamics – state PKO BP analysts.

09:21

Szynkowski vel Sęk: If the matter isn't decided by a vote, we must fight to prevent Poland from falling into the hands of Tusk and his colleagues
- I believe until the very end, if the matter is not decided by a vote, we must fight to prevent Poland from falling into the hands of Donald Tusk and his colleagues, because it is incredibly dangerous - stated Szymon Szynkowski vel Sęk in an interview with Bogdan Rymanowski on the program "Gość Radia Zet".

09:24

Szynkowski vel Sęk: Our partners are being made aware of how dangerous the upcoming treaty changes are
- I myself have also visited 6 European capitals in recent days, and will visit more this week, on important matters concerning treaty changes, so we are certainly not idle - stated Szymon Szynkowski vel Sęk on Radio Zet. - What we are succeeding in making our partners aware of is the fact of how dangerous these upcoming treaty changes are. There is a group of states at the moment that is decidedly sceptical about opening the treaties, about their changes, and there is a decision that this matter will not be the subject of deliberations at the upcoming European Council. It will most likely be in the spring at the earliest - he added.

09:28

Szynkowski vel Sęk on Resolution Regarding EU Treaties: I'm Astonished Why Hołownia Doesn't Want to Proceed With It
- Certainly [a Sejm resolution on EU treaty changes would help], and it is a great astonishment why the Sejm is not speaking out on such an important matter. I will say honestly, I cannot understand it. This is a two-page draft resolution, and it seems there is support for it in the Sejm. Why does Marshal Hołownia and Chairman Kobosko, the head of the EU committee, believe it cannot be proceeded with? I am astonished by this – stated Szymon Szynkowski vel Sęk on Radio Zet. - If the resolution speaks of threats to statehood, specifically identifying them, and it seems that the majority in the Sejm – at least according to declarations – supports this kind of perspective, perhaps it's because Róża Thun, by voting in the European Parliament, expresses the voice of Poland 2050, and that is why Poland 2050 and Marshal Hołownia do not want to proceed with it. Well, I don't know, I'm trying to explain it to myself somehow – he added. - They changed their minds because we brought up this topic in Poland, in fact, we cornered Donald Tusk and his MEPs. It's good that they changed their minds, to be clear, I am glad that the Platform deputies voted against in the plenary vote – he emphasized.

09:29

Szynkowski vel Sęk: Morawiecki Continues Talks on Vote of Confidence
- As far as I know, he is constantly holding such talks [Mateusz Morawiecki regarding the vote of confidence], and incidentally, he is also meeting with representatives of ministries. One or two ministries every day – stated Szymon Szynkowski vel Sęk on Radio Zet.

09:31

Szynkowski vel Sęk: Ministers are not entitled to severance pay
- Firstly, ministers are not entitled to severance pay. This is compensation after their term of office. Secondly, this only applies to ministers who are not members of parliament. I am a member of parliament, so I will receive my parliamentary salary after my term of office ends - stated Szymon Szynkowski vel Sęk on Radio Zet.

- There is no such thing as severance pay. There is compensation for a period of time – for long-serving ministers, it is 3 months. For those who held office for a short period, it is for one month, in addition to their salary. It's a small amount - he added.

09:35

Szynkowski vel Sęk on Sikorski: If Someone Has Such Outbursts in a Short Period and is Now to Be Head of Polish Diplomacy, I Am Terrified
- This would be a fatal choice, because in recent years Radosław Sikorski has become known, among other things, for his inability to transparently disclose contacts resulting from official trips, including the so-called Qatari affair in the European Parliament – stated Szymon Szynkowski vel Sęk on Radio Zet.

- Later it turned out that his tweets were shown by the Russian ambassador to the UN. That famous tweet "thank you USA", used by Russian propaganda – he continued.

- It was probably at your station that it was said that PiS at one time considered the partition of Ukraine – such words were spoken by Radosław Sikorski shortly after the Russian aggression. Something unimaginable. If someone has such outbursts in a short period of time and is now to be head of Polish diplomacy, then I am terrified – he added.

KGHM Academy Summarizes Jump in CSR Activities in 2023

PARTNER CONTENT

The KGHM Academy initiative aims to promote pro-social programs and training for residents, non-governmental organizations, and schools in the Copper Belt region. Since 2020, nearly 200 initiatives and programs have been implemented, such as "Parent and Educator School," "Leader 100," "Archipelago of Treasures," and "Star of Strength." To date, over 45,000 people have benefited from these projects. In 2023 alone, as many as 8,000 people participated in the programs.

– This year, we have already completed 75 pro-social activities and reached 8,000 participants. The data shows how important the KGHM Academy is for the Copper Belt and beyond. We thank the local governments and non-governmental organizations for their cooperation. Collaboration yields tangible results and allows for the improvement and development of skills, whether parental or student-related – said Sylwia Jurgiel, spokesperson for KGHM Polska Miedź S.A.

– As a non-governmental organization, we implement a range of projects important for the residents of the entire region, which would not be possible without successful partnerships with local governments and businesses. Thanks to KGHM's support, residents of the region, including a large group of your company's employees, benefit from various forms of support and development, for which I sincerely thank you on my behalf and theirs – said Anna Mazurkiewicz from the Głogów Association Open Door.

This year's activities under the KGHM Academy covered cities in the Copper Belt, as well as Chojnów, Chocianów, Krotoszyce, and towns in the Lubuskie Voivodeship, including Sulechów, Wschowa, and Szlichtyngowa.

We have completed dozens of editions, including the very popular "School for Parents and Educators." This is a nationwide program aimed at counteracting problematic behaviors in children and youth and improving the educational competencies of parents and teachers. KGHM collaborates with the Głogów Association Open Door, the Imelda Association, and the 3+ Large Families Union in Legnica for the workshops. A valuable educational element is the exchange of parental experiences among participants and the so-called homework, which involves the practical application at home and outside the home, in relationships with children, of skills acquired during the classes.

The KGHM Academy also includes the "Archipelago of Treasures" project, a universal prevention program addressed to primary and secondary school students, aimed at reducing problematic behaviors such as alcohol and drug use, peer violence, etc. Parents of participating students and school teaching staff also take part in the program.

As part of the KGHM Academy, projects were also implemented to strengthen self-esteem among the youngest residents of the Copper Belt ("Star of Strength") and initiatives related to discovering and developing potential among students ("Leader100").

Partnership with local communities is the result of KGHM's commitment to local development. The copper company has been building good relations with residents, local authorities, and non-governmental organizations for years. The company continuously invites participation in the KGHM Academy activities.

The copper giant supports local social and cultural initiatives, as well as those aimed at improving the quality of life. To act effectively, KGHM incorporates social, cultural, and economic elements into its projects.

In its activities, KGHM focuses on charity work, health prevention, sports popularization, and supporting culture and science. KGHM employees are also highly involved in the implementation of social programs, participating in numerous volunteer actions.

16% of Small Businesses Already Use AI Solutions, PKO BP Study Reveals. Services Sector Most Frequent Adopters.
PARTNER CONTENT

It diagnoses and aids in treatment, robotizes industrial processes, drives vehicles autonomously, and detects cyber threats. It even helped complete a 1970s Beatles song, which premiered in early November 2023. These are just a few examples of artificial intelligence's capabilities, with its application areas constantly expanding. AI is currently recognized as a key technology for building competitive advantage in business. According to IDC forecasts, global spending on AI is projected to grow from USD 188 billion in 2022 to USD 300 billion in 2026. How can the potential of artificial intelligence be leveraged for the operation and development of a small business? Is it an opportunity, a threat, or perhaps a necessity? PKO Bank Polski has investigated how small businesses perceive AI.

According to a study commissioned by PKO Bank Polski, 16% of small and medium-sized enterprises in the Polish market are already using artificial intelligence. AI-based solutions are most frequently utilized by companies in the services sector (22%), and least by those in construction (9%). In trade, AI is used by 15% of companies. A similar percentage of manufacturing firms – 12% – declare the use of artificial intelligence. This and subsequent charts (png) can be downloaded in a zip file. Click here click here Interestingly, when asked about specific tools they use in their operations, many respondents provided general answers – programs, systems, software (20%). The same percentage chose messengers, slightly less ChatGPT (15%), graphic applications (8%), and text applications (8%). Such a high proportion of general responses may indicate a lack of awareness among respondents about the specific tools their companies are using. A significant 79% of companies that do not currently use AI-based solutions do not plan to do so in the future. The most skeptical in this regard are companies in the construction industry (89%). Why does a small business need AI? Companies that are considering using AI in their operations most often plan to deploy it in communication (18%), marketing, advertising, and e-commerce (15%), and production and services (11%). According to the study, respondents perceive its potential in content and graphic creation (4%) or website optimization (1%) for more effective customer acquisition to a very limited extent.

Artificial intelligence is no longer a technology reserved for the biggest players. AI can help small businesses increase efficiency, reduce costs, and improve customer service quality. There are many applications, and companies should choose solutions tailored to their needs. It is worth considering, among others, generative artificial intelligence (ChatGPT, DALL-E, and others) because this technology is relatively easy to use and can yield interesting results in various areas.

– says Dawid Kin, Director of the Artificial Intelligence Development Office at PKO Bank Polski.

AI can assist small businesses with tasks such as:
  • Customer service – sometimes a simple chatbot is enough to answer frequently asked questions, help schedule appointments, and provide more information about our products and services. Generative AI can assist companies in handling customer messages, for example, by generating email content, which speeds up the process.
  • Marketing – "ChatGPT" can help create marketing content, such as social media posts, website content, product descriptions, and promotional graphics and texts. Companies can save time and resources needed for content creation and increase the creativity of their messaging.
  • Analysis and business decision-making – support in market analysis and developing business strategies based on provided data, analyzing data, and drawing conclusions.

These are just a few selected applications, but there are many more, so almost every company can find something for itself. It's possible that employees of companies that participated in the survey are already using generative AI to improve their efficiency, as this technology has become very popular. However, it's worth emphasizing that ChatGPT is not infallible, so in matters crucial to a company's operations, its results should be verified – meaning it should serve as a support for humans.

– emphasizes Dawid Kin, Director of the Artificial Intelligence Development Office at PKO Bank Polski.

Opportunity or Threat When asked to assess the risk of using AI in their companies, most entrepreneurs perceive it as an opportunity (42%). Every fourth entrepreneur (26%) sees it as a threat, but one-third of companies (32%) cannot comment on such a question. In light of the other research results, it is not surprising that the sector least recognizing AI's potential is construction.

Small companies are considering how to optimize their operations with AI support, while simultaneously avoiding unnecessary costs and achieving a return on investment. The main barriers limiting the implementation of AI-based solutions are likely the lack of a diagnosed need, as well as financial considerations. I believe that over time, as knowledge about AI applications grows, more entrepreneurs will be convinced of its value. Our role as a bank is to help businesses finance development and investments that build competitive advantage.

– says Radosław Hutnik, Director of the Corporate and Enterprise Banking Transformation Division at PKO Bank Polski.

About the Study The study was conducted using the CATI (Computer-Assisted Telephone Interviewing) technique in August 2023 by the research agency PBS Sp. z o.o. on behalf of PKO Bank Polski, with 1005 interviews with companies employing up to 9 people. The sample was quota-sampled by sector: services, n=402; trade, n=201; production, n=201; construction, n=201. The sample was weighted analytically, allowing the overall results to be interpreted as representative of the population of companies employing up to 9 people. Banaś Seeks Removal of NIK Deputy Head

Marian Banaś has submitted a motion to dismiss Małgorzata Motylow from her position as Deputy President of the Supreme Audit Office (NIK). The Sejm (Polish Parliament) committee for state control will convene on Thursday to consider this matter, providing its opinion on the motion for the Marshal of the Sejm, in accordance with the law.

12:31

Morawiecki:

'Lex Kloska' Wasn't Written in the Polish Parliament. Who Wrote It? I'm Asking Loudly, This is One of the Biggest Scandals of the Last 30 Years

- Many Poles who voted for the opposition may feel let down today. Because, ironically, the wind turbine law is not a mistake; as we can clearly see, it's the result of lobbying, and this is becoming the rule for how the opposition will operate. We've been through this before, after all. Is the opposition already backtracking on its election promises, on all those presented earlier? And on the other hand, will it push harder for those that weren't made? We saw how it was in the previous election cycle; we saw promises that the retirement age wouldn't be raised, and it was raised right after the elections. So, they remained silent about what wasn't supposed to happen but did, and here too, we see this lobbying of foreign interests, designed to drain the pockets of Poles - stated Prime Minister Mateusz Morawiecki at a press conference in the Chancellery of the Prime Minister (KPRM).

- It's exactly the same with the wind turbine law, 'lex Kloska', which was not written in the Polish parliament. This law was written, well, precisely, where, Mr. Marshal, Mr. Chairman Tusk, where was the wind turbine law written? Who wrote the 'lex Kloska' law? I am asking this question loudly because Polish society, Poles, must and want to know. This is one of the biggest scandals of the last 30 years - he continued.

12:35

Morawiecki:

20 Years Ago Someone Added 'or magazines'. Who Changed the 300-Meter Rule in the Wind Turbine Act?

- You probably remember 20 years ago, during the Rywin affair, Michnik's 'or magazines,' such an addition has become a classic. Someone added 'or magazines.' Here, it's unknown who changed the 500 meters, which is in the justification of the act, to 300 meters. Who changed the rule to 300 meters? I'm asking clearly. They haven't even taken office yet, and we already have a preview of what awaits us. Lack of social consultations, but instead, acting at the dictate of various foreign institutions, acting at the dictate of foreign investors and business lobbies - stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister (KPRM).

12:37

Morawiecki:

PO and Poland 2050 Project Allows for Expropriation
Ms. Hennig-Kloska, like the entire Third Way and PO, are currently trying to deceive Poles. They say there will be no expropriations. That's what they say. So let's look at these regulations, let's check what the truth is. The 'lex Kloska' project, a project I'm no longer sure if it's PO's or Poland 2050's, because PL2050 is shifting this project to PO, PO says it's a Poland 2050 project. Let's say it's a joint project of PO and Poland 2050. This project provides for the possibility of expropriation - stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister.

12:45

Morawiecki:

Opposition Wants to Force Poles to Live in the Shadow of Giant Wind Turbines

- The opposition wants to force Poles to live in the shadow of giant wind turbines. Placing windmills 300 meters from homes is not energy transformation; it's landscape devastation - stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister (KPRM).

- This is one of the biggest legal blunders produced in the last 30 years. It is an evident legislative scam. That is why we demand a parliamentary inquiry to truly check where these regulations came from, who included these regulations in the so-called "lex Kloska" act - he continued.

12:55

Morawiecki Offers Opposition a 'Nord Stream 3' Solution: 'Just Lay a Cable to Germany'

- I also have a proposal for the opposition. Many elements of this act indicate for whom and in whose interest it is, and for whom you wanted to prepare it. So perhaps you should simply lay a cable to Germany, call it Nord Stream 3, and then everything will be clear, and Poles will also have a very simply drawn diagram of your coalition's interests - stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister (KPRM).

13:18

Morawiecki:

This Law is One of the Biggest Legislative Scams of the Third Polish Republic; It Should Be Thrown in the Bin
- I am drawing the attention of all small and medium-sized Polish entrepreneurs, I am drawing the attention especially of sole proprietorships, that in this law by Civic Platform and Poland 2050, i.e. lex Kloska, proposals for freezing energy prices for you were not included. [...] This law is a major legal blunder, one of the biggest legislative scams of the Third Polish Republic, it should immediately be thrown in the bin, and the Speaker can quickly make use of the law that we have prepared for freezing electricity prices – said Prime Minister Mateusz Morawiecki at a press conference.

13:28

Morawiecki on the Coalition of Polish Affairs: We Separate Damages from the 'Lex Kloska' Act from Talks with Poland 2050 Politicians
- We are separating the substance here, meaning the damages caused to Polish citizens by this act, from conducting talks [with Poland 2050 politicians about the Coalition of Polish Affairs]. If this act had been proposed by someone from any other grouping, we would have exactly the same opinion. Today, the back-and-forth between Poland 2050 and Civic Platform regarding who is the actual creator of this act shows how hot this potato is - Prime Minister Mateusz Morawiecki said at a press conference. - I ask, who put the provision about 300 meters into this act? I think it should depend on whether this coalition is formed or not. I suspect that many parliamentarians from Poland 2050 are also asking themselves this question today. After all, it wasn't the entire Poland 2050 that wrote this lobbyist act; rather, as we know perfectly well, Ms. Hennig-Kloska presented this act, which is why it is 'lex Kloska'. And I cannot imagine that Mr. Szymon Hołownia was not aware of it at all, because he is the leader of this grouping - he continued.

13:33

Morawiecki:

If the ruling party repeatedly tried to impeach the NBP President before the Tribunal of State, where would the constitutional provision on independence be then?
- If, after each election, the ruling coalition or the ruling party wanted to change the President of the National Bank of Poland, they would simply put him before the Tribunal of State, because according to the regulations, the President of the National Bank of Poland can be brought before the Tribunal of State by an ordinary majority of votes. This means it would be very easy for a coalition forming a government, which by definition has over 231 votes, to bring him before the Tribunal of State. Then, where would the constitutional provision on the independence of the President of the National Bank of Poland and the entire National Bank of Poland be? How could the constitutional principle of the central bank's independence from political influence be implemented? I think everyone can answer this question for themselves – stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister.

13:35

Morawiecki on TVN: Worthy Successors to Jerzy Urban
- A very interesting debate between the editor and the spokesperson. The spokesperson rightly noted that the TVN editorial team has no questions regarding the Kloska law, no questions regarding the wind farm scandal. Indeed, TVN will certainly cut it out, as they are masters of censorship, but I want to say, as I have been informed, that when the wind farm scandal broke, TVN's "Fakty" didn't notice it at all. These are truly worthy successors to Jerzy Urban – stated Prime Minister Mateusz Morawiecki at a press conference in the Chancellery of the Prime Minister.

Morawiecki:

My Faith in the Creation of a Coalition for Polish Affairs Has Grown Due to the Wind Turbine Law
- Primarily, my faith today stems from the topic of today's conference, because if the Left and the PSL truly want to endorse such projects, such lobbyist-driven projects that are very dangerous for Poles, then I believe individual parliamentarians from these groups will consider whether it's not worth it for a Coalition for Polish Affairs to be formed, rather than for the foreign affairs of the wind turbine law. And my faith has grown in this regard over the last few days as a result of the wind turbine law. It's not huge, maybe 20-30%, but my faith is still there – stated Prime Minister Mateusz Morawiecki at a press conference at the Chancellery of the Prime Minister.

- Everyone I speak with asks for confidentiality, and I keep my word and will not reveal names - he added.

Duda:

15 Miners Have Died in Mining Accidents This Year; Support for Families Will Be Provided in All Aspects

- Less than a week ago, an accident occurred here in which four miners from this mine died. Unfortunately, this is the largest group fatal accident in Polish mining this year. In the other accidents, which were individual, single persons were involved. So far, 11 people have died in mines this year; unfortunately, here four miners, so that makes 15 people who have died in accidents in our mining industry - stated President Andrzej Duda at a press conference in Jaworzno.

- I stand with the entire community of the Sobieski mine, with the entire community of the Jaworzna company, I connect with you spiritually. This is also a special place for me personally, because my godfather, who is now retired, my mother's brother, used to work in this mine. My mother's colleagues from school worked here, she grew up in Jaworzno. You could say that in a sense, I feel like a part of this community, which is why this is a particularly sad time. Work in mining, especially in hard coal mining, everyone knows, unfortunately has the specificity that fatal accidents happen. It is difficult, dangerous work - he added.

- Support in all aspects, psychological support, as well as financial support, is a very important element, and I asked about it; I have no doubt that all these matters will be taken care of. Everyone who needs this help will receive it within the company. I thank the company and mine authorities for this - he continued.

Błaszczak:

I Appeal to Voters to Support Those Opposing the Wind Turbine Act in Local Elections
- Donald Tusk's coalition hasn't even taken power in Poland yet, and it's already proving that it will be guided not by the good of citizens, but by lobbyists and their own wallets. They disregard people, which is why, alongside local government officials, those responsible for the safety of their communities' residents, we organized a press conference today to protest the wind turbine scandal. Regarding the act, which instead of protecting Poles, the residents of individual municipalities, creates a real threat in the form of expropriation of properties for the benefit of companies, usually foreign companies, and which poses a threat due to the turbines being placed too close to places of residence, too close to properties, to homes – stated Mariusz Błaszczak in Grajewo. - We want local government representatives to clearly and openly express their opposition in this matter. Through the adoption of resolutions. I also appeal to all voters in the local government elections to cast their votes for those who unequivocally oppose this project – he continued.

Szynkowski vel Sęk: I spoke with Szijjártó about treaty changes, and here the awareness of the dangers stemming from these changes is indeed high
The European Parliament, with a narrow margin of votes, raises significant doubts in many European capitals, and this is what I discuss during my visits. I also discussed this here in Budapest; here, the awareness of the dangers stemming from these changes is indeed high. Minister Szijjártó indeed shared these concerns with me, which we discussed today. In very specific areas, we agreed to exchange analyses and experiences regarding the dangers these proposed changes might pose to citizens, but we also discussed what can be done together on international forums, as well as within the European Union on this matter. I also informed him about the results of consultations in previous capitals - stated Szymon Szynkowski vel Sęk in Budapest. This exchange has undoubtedly already yielded the effect that these proposals have been postponed. We already know that they will not be discussed at the General Affairs Council, and there is strong indication that they will not be discussed at the upcoming European Council. This is already the first positive effect of these ongoing talks, however, we cannot allow them to be further pushed through in silence, and that is the idea today. Minister Szijjártó shares this opinion; we will loudly raise public awareness on this issue so that these harmful changes cannot come into effect - he added.

15:39

Szynkowski vel Sęk: I Warned Hungary About Russia

- We do not avoid these issues [of conflicting matters]. I also spoke with Minister Szijjártó today, stating that I consider his meeting with Russian Foreign Minister Sergey Lavrov on the sidelines of the OSCE summit to be a mistake, and I believe that Russia cannot be treated as a normal partner, as a partner one can rely on, because Russia will simply do everything to utilize the tools it possesses, including economic ones, those energy ties; sooner or later, it will use them against the country with which it enters into such ties or agreements - stated Szymon Szynkowski vel Sęk in Budapest.

- I told Minister Szijjártó that we have such experiences, and as a close partner of Hungarians, we warn them that sooner or later, if Russia establishes a way to make a country dependent, whether energetically or economically, it will also use it politically for aggression. They do not hesitate to use them - he added.

15:40

Szynkowski vel Sęk: I Told Szijjártó Hungary Cannot Block EU Enlargement Process
What we discussed was the issue of the European Union's enlargement. I clearly stated here that regardless of bilateral relations, which can divide different countries in various areas. We also have a number of issues with Ukraine at the moment where we have differences and sometimes even tensions and differing perspectives, the issue of Ukraine's, Moldova's, and the Western Balkan countries' membership in the European Union should be something that unites us. I tried to persuade the Hungarian minister, as we know, the Hungarians' stance on this matter is reserved, to put it mildly, that this is a matter of strategic security interests of the European Union and as such, Hungary cannot block the EU's enlargement process - stated Szymon Szynkowski vel Sęk in Budapest.

Lubnauer on Limiting the 'Belka Tax': Not All Coalition Partners Agree, Lewica is Against It
- What we are proposing is to abolish [the so-called Belka tax] up to a certain amount. [...] KO's proposal was to abolish it for savings held for over a year and up to 100,000 zlotys, which can be said to be for the smaller or medium saver. However, everything indicates that because it is not in the coalition agreement, not all partners agree, so there will be a problem with it [...]. As far as I know, Lewica [is against it] - said Katarzyna Lubnauer in an interview with Grzegorz Sroczyński on RMF FM's "Popołudniowa rozmowa" (Afternoon Conversation).

18:57

Lubnauer:

Raising the Tax-Free Allowance to PLN 60,000 in 2024 is Practically Unrealistic – The President Did Everything to Delay Our Taking Office, Making Such Changes Impossible
- In 2024 [the year], it is practically unrealistic [to raise the tax-free allowance to PLN 60,000], because President Andrzej Duda did everything to ensure that we took office as late as possible and that Morawiecki's caretaker government lasted as long as possible. Consequently, there is no possibility of making such tax changes. However, I hope that in the coming years we will significantly increase this tax-free allowance - said Katarzyna Lubnauer in RMF FM's "Popołudniowa rozmowa" (Afternoon Interview). - This is also a matter of coalition agreements. Let's note that there are also conflicting opinions here; the Third Way, I believe, was against this solution - she added.

Pekao Analysts: Investor Sentiment Towards Poland Very Positive After Elections. Poland Also Seen as Top Investment Opportunity

Hot off the press. A few thoughts after a series of meetings with American investors (in the USA):

  • Fund sentiment towards Poland is very positive after the elections. Yes, there was a lot about politics.
  • They perceive Poland as a relatively large country with a diversified economy, motivated...

Hołownia:

There are 30, 40, 50 MPs with rather complicated expressions. They shout at each other, insult each other, and wave their fists.
- I think there are 30, 40, 50 MPs in the Sejm with, I would say, rather complicated expressions, that's how I would put it. Relatively easily agitated and also expressing without any, as the youth would say, embarrassment whatever comes to their mind in the stream of consciousness at a given moment. They shout at each other, insult each other, stand up, wave their fists, comment in real-time, as if they were sitting in front of the TV, had that infamous popcorn with them, watching a match. The rest of the several hundred MPs sometimes observe this with embarrassment, sometimes with applause, but silent, for one side or the other, and sometimes with the conviction that maybe we should start dealing with these important matters - said Szymon Hołownia in a conversation with Bogdan Rymanowski on the program "Gość Wydarzeń" Polsat News.

Hennig-Kloska on Wind Turbine Act: We've Prepared Amendments to Resolve All Doubts. We Want to Submit a Good Bill Before the First Reading

- The Morawiecki government has put us in a situation where for 1.5 months we haven't had the tools we should have to process such types of bills, so we are working through parliamentary initiatives to solve citizens' problems. We have prepared amendments to resolve all doubts. We want to submit a good, unquestionable bill before the first reading, which is intended to ensure cheap and clean energy for citizens - stated Paulina Hennig-Kloska on TVN24's program “Fakty po faktach”.

20:09

Hołownia:

What Morawiecki is doing today is harmful to Poland. President Duda allowed him to do so
- Morawiecki should have enough shame and political strength to stop fighting windmills, both literally and metaphorically, and finally step down for a government that has a majority in this parliament, instead of simulating that he is the government and commenting on the actions of political opponents - said Szymon Hołownia in Polsat News. - What Mateusz Morawiecki is doing today – unfortunately, President Andrzej Duda has allowed him to – is harmful to the state, harmful to Poland - he stated.

20:10

Hołownia:

Hennig-Kloska is considered for the Climate Ministry, and nothing has changed
- Regarding these speculations and the distribution of ministries, I would still wait for Donald Tusk's announcement, because I know that ministers have been named in the media for a long time, but this is ultimately his competence [...]. I admit that Paulina Hennig-Kloska was indeed considered, is being considered for this [climate] ministry, and nothing has changed in this matter. I believe she is a good candidate. I believe she is prepared for this role, I believe she is very well prepared - said Szymon Hołownia on Polsat News.

20:13

Hołownia:

The Wind Turbine Act Will Be Re-examined This Week. In My Opinion, There Are Two Possibilities
- The issue of this act, referred to as the wind turbine act, will be re-examined in the Sejm this week. In my opinion, there are two possibilities. The first is that these two issues will be separated. We absolutely stand, and will continue to stand, on the position that wind energy in Poland needs to be unleashed. Why? So that in another year, two, or three, we don't have to freeze prices [...]. The second option is that this act, in its current form, will undergo self-amendments, such that no one will have any doubts about the intention of the proposers - said Szymon Hołownia on Polsat News. - They [the people working on the act] most likely made communication errors, in explaining what exactly they meant, they didn't add one table, another table [...] but these are not errors for which people should lose their heads, but rather errors that should be allowed to be corrected - he continued.

20:16

Hołownia:

Morawiecki's Government Isn't Governing, Just Tweeting – An Interim Cabinet with a Very Defined Expiration Date
- Now it's clear why they reached an agreement with President Duda for these 2 months of delaying the realization of voters' will – to catch us on every possible issue, to try to play us against each other, to sow discord. This is so unserious, this is so outrageous to the principles. […] On October 15th, there were elections, and we will have a government resulting from these elections around December 15th. Can you imagine a bigger nudge, a bigger display of an unpleasant gesture to Poles who made their choice? - said Szymon Hołownia on Polsat News. - I believe this is something that doesn't fit within the standards of democracy and ends up exactly as we see today: the government isn't governing, it's just sitting on Twitter. This interim government, which has a very defined expiration date - he continued.

20:17

Hennig-Kloska:

Expropriation is a Misrepresentation. There is no possibility to expropriate people based on these regulations

- Expropriation is a misrepresentation. I see that you have an opinion which clearly states that there is no possibility to expropriate people based on these regulations - stated Paulina Hennig-Kloska on the TVN24 program „Fakty po faktach” (Facts After Facts).

- There is no legal possibility for a private company in Poland to remove people from their homes. Based on these regulations, there is no possibility for anyone to lose their home or a piece of land. However, we have also abandoned these provisions to eliminate any interpretational doubts - she added.

20:17

Hołownia:

No Scrapping, No Expropriation, and Anyone Who Can Read This Bill Knows It
- There will be no scrapping and no expropriations, and anyone who can read this bill knows it well. However, I understand that this has not been explained clearly enough, it should be explained because people are entitled to it, because people have the right to a safe change - said Szymon Hołownia on Polsat News.

Szczucki on the Wind Turbine Act: Much Indicates the Project Was Funded by Lobbyists

We actually filed two notifications. One addressed to the Central Anticorruption Bureau, the other to the regional prosecutor's office in Warsaw. We want these state institutions to examine whether the process preceding the creation of this project, or accompanying its creation, was legal. Because much indicates that this project was drafted by lobbyists, for people who want to profit from the introduction of regulations regarding wind turbines, to make a lot of money, and that they benefited from good cooperation with MPs from Civic Platform and Poland 2050 – stated Krzysztof Szczucki in an interview with Edyta Lewandowska on TVP Info's "Gość Wiadomości".

20:21

Hołownia on Potential Replacement of Hennig-Kloska with Gramatyka: 'I Haven't Heard Anything About It'
- I haven't heard anything about it, it's some sort of humbug – said Szymon Hołownia in Polsat News when asked if Michał Gramatyka would replace Paulina Hennig-Kloska as Minister of Climate.

20:23

Hołownia:

Will I Run in the Presidential Election? I'll Answer in a Year, Because That's When the Decision Will Need to Be Made
- I ran in 2020 with a very specific vision to calm the situation in Poland somewhat, to dampen this Polish-Polish war a bit […]. There are many tools that a president has, with which very good things can be done, but whether I will run – I will answer you in November of next year, in about a year, because then the decision will need to be made, whether we are running or not running – said Szymon Hołownia in Polsat News.

20:24

Lubnauer:

Windmills have always been a political issue for PiS

- Windmills have always been a political issue for PiS. They don't mention it at the moment, but I will recall that in 2015, apart from Ms. Zalewska's strange, heightened fear that a propeller the size of a bus might fall on her head, there were quite clear announcements that the point was that windmills would finish off Polish coal. Now it's known that after a few years, the investments that PiS proposed, including Tchórzewski and Ostrołęka, turned out to be a major blunder; we lost PLN 1.5 billion, and it turned out that the coal-based power plants had to be demolished – stated Katarzyna Lubnauer in the TVN24 program "Fakty po faktach".

20:27

Hołownia:

The Current Regulation of Wind Turbines is a Result of Superstition
- The fact that the issue of onshore wind turbines is regulated in this way is a result of superstitions repeated over the years by those who do not understand what wind energy production is today. It can be done safely for people, for the landscape, with benefits for local communities that could buy cheap electricity, without harming anyone's life, and no one has such a plan – said Szymon Hołownia in Polsat News. - These are no longer the old wind turbines we remember, which perhaps raised some doubts for some people. Besides, we have many types of these wind turbines. We need to ensure that a farmer who wants to install a small turbine on their land [...] doesn't get bogged down in some unknown distance regulations related to it – he continued.

20:30

Szczucki:

Glapiński Did Nothing to Justify Bringing Him Before the State Tribunal. It's a Smoke Screen

There are no legal grounds. NBP President Adam Glapiński did nothing that would justify bringing him to trial before the State Tribunal. This is another installment in the 'smoke screen, PO and its coalition partners are covering up their incompetence' series. We're already hearing that the PLN 60,000 tax-free amount will definitely not happen in 2024, maybe someday. This narrative will emerge in relation to many promises that were meant to be concrete. Instead, they are trying to offer Poles spectacles instead – stated Krzysztof Szczucki on TVP Info's "Gość Wiadomości".

21:08

Kosiniak-Kamysz:

Contracts Should Be Continued in Two Areas

- I believe, and we stated this clearly before the elections, that contracts should be continued in two areas. These are energy security and the modernization of the army, but this does not mean unconditional acceptance of all decisions that have been made. Especially decisions made after October 15th certainly require full reports. Of course, we do not know all the elements of the contracts that have been concluded. So the first task will be to check what is needed, how it was concluded, and why such procedures were used – stated Władysław Kosiniak-Kamysz in the program ,,Kropka nad i" on TVN24.

21:10

Kosiniak-Kamysz:

If Hennig-Kloska's idea is adopted, there will be a change in the bill; the distance will not be 300m

- If one can back down and if we can fix it and take advantage of social consultations. That's also how we differ: before, a project was just thrown in. A project was thrown in and adopted after 12 hours (...). There is a fundamental difference because this project was not adopted, it was submitted, that's a fundamental difference. So here there will be a change regarding [Paulina Hennig-Kloska's idea on the distance of wind turbines from houses] – said Władysław Kosiniak-Kamysz on TVN24.

21:12

Kosiniak-Kamysz:

I'm in favor of a parliamentary inquiry first, then referrals to the prosecutor's office or impeachment, so I think this scenario is more likely

- First, we need to start work in three parliamentary inquiry committees, because that's what we agreed on and we are determined to do it. This work should begin soon. There are areas concerning envelope elections, wiretaps, and the omissions of the current ruling team, which we need to investigate. I am in favor of a parliamentary inquiry committee first, followed by referrals to the prosecutor's office or impeachment, so I think this scenario is more likely. It is very important that we hold accountable those who have committed crimes, who have abused power, who have exceeded their authority. This is also an obligation towards our voters, but this process must be very carefully prepared. So, first parliamentary inquiry committees, and then referrals to specific state bodies – stated Władysław Kosiniak-Kamysz on TVN24.
