Friday's Political Agenda: Hołownia in Białystok, Duda with Podkarpacie Entrepreneurs, Morawiecki's Press Conference

Sejm Marshal Szymon Hołownia will be visiting Białystok. A press conference will be held at 14:45.

At 10:00 in Jasionka, President Andrzej Duda will attend a meeting with Podkarpacie entrepreneurs titled "How to Support the Polish Knowledge-Based Economy". Later, at 15:30 in Krakow, PAD will participate in the Plenary Session of the Social Committee for the Renovation of Krakow's Monuments on the occasion of the Committee's 45th anniversary.

At 11:30 in Warsaw, a press conference with Prime Minister Mateusz Morawiecki will take place.

07:56

Leszczyna:

Prime Minister Morawiecki Has a Chance at the Next Sejm Session to End His Own Torment, and That of His Voters

- I understand that at the upcoming Tuesday Sejm session, there is an opportunity for Prime Minister Morawiecki to shorten his own torment. And, most importantly, the torment of PiS voters. Because I believe that PiS voters do not deserve such a grotesque, such a cabaret. Yesterday, Morawiecki at the Prime Minister's office did something that can be described as waiting for Godot. And it ended like in Beckett's play – nobody came (...) They will not form a government. This needs to be said clearly, unequivocally, and they are endangering Poland truly every day of waiting for EU funds – stated Izabela Leszczyna on RMF24.

07:58

Leszczyna:

Healthcare is a priority for the future government

- The fact that healthcare is a priority for the future government is evidenced by the fact that the first two bills we submitted, or that the Marshal submitted to the Sejm, concern healthcare. The first one is on financing in vitro fertilization from public funds. And the second, which we will be processing on Tuesday or Wednesday, concerns amendments to the act on the method of determining the minimum remuneration for medical employees, specifically nurses – said Izabela Leszczyna on RMF24.

- First and foremost, we will not deceive Poles by saying that we are allocating X% to healthcare, that we are allocating 6% [to healthcare], and soon it will be 7%, when in reality we are still allocating 5% and a bit. Above all, one must be honest – she added.

07:58

Leszczyna on Czarnek's Declaration: It Doesn't Seem to Me That Those Who Will Stand Before the Commission Could Sit on It

- It doesn't seem to me that those who will stand before the commission, for example, could sit on it. I don't know what Mr. Czarnek's role was in the envelope elections, but it seems that members of the Council of Ministers, and Mr. Czarnek was likely there then, well, they shouldn't really sit on these commissions because they actively participated in breaking the law or neglecting their duties – stated Izabela Leszczyna on RMF24.

07:59

Leszczyna:

Borrowers struggling with mortgage payments should be helped

- Mortgage holidays were granted until the end of this year. I don't recall PiS introducing mortgage holidays for next year, so we won't be taking anything away. We might possibly introduce them [for next year] as a new government – said Izabela Leszczyna on RMF24.

- Again, I'm speaking for myself. Because it will be a decision of the future government, the minister of finance. In my opinion, since WIBOR is still high and we still have high interest rates, we should help those borrowers for whom paying the installment is too much of a burden. For whom paying the installment constitutes a significant portion of their income. Yes, such people need to be helped – she continued.

08:03

Buzek:

Everything PiS Representatives Do is Preparing the Foundation for Survival in Opposition
- All of this [attempts by Mateusz Morawiecki to form a government] is embarrassing. I don't even know how to talk about it, because it is primarily detrimental to Poland, but at the same time, I am convinced that everything that the representatives of the until recently Polish authorities, i.e. Law and Justice, are doing is preparing the foundation for survival in opposition. They are doing this, they need every week to provide additional funding for places to which PiS members have access, so that this funding can be used in the coming years, and they also need to appoint the appropriate number of people wherever possible, so that they can survive - said Jerzy Buzek in an interview with Agata Adamek on TVN24's "Jeden na jeden". - We need to look closely, in accordance with the law, where this activity violates the principles of law, and even revoke some decisions that are currently being made - he continued.

08:09

Buzek:

If Public Media Are Seized Again As PiS Did, It Could Lead to Tragedy, Poland's Exit from the EU
- If we allow for the public television and public radio to be seized once again in the way PiS seized them, it could truly lead to a tragedy. The most important tragedy I see, and one that is clearly outlined, setting aside the issue of the rule of law, as those are like details, is Poland's exit from the European Union. That would be the tragedy that could befall us if people with the attitude of at least the leadership of Law and Justice take power again - said Jerzy Buzek on TVN24.

08:16

Buzek on EP Vote: This is Not the Time to Amend the Treaty
- This is not the time to amend the treaty. Absolutely not the time. We have a war, recently we still had COVID [...]. The Lisbon Treaty, which is in force, has not yet utilized all its possibilities. Please remember, the duo that is often invoked, France and Germany, they want to move forward, but they are rather not talking about changing the treaty, they are talking about utilizing the treaty that exists, let's do it - said Jerzy Buzek on TVN24. - This is talking nonsense [that those voting in the European Parliament for changes committed an act of treason against Polish interests]. I believe there were no reasons to vote in favour this time - he continued.

08:25

Buzek on Possible KPO Payouts for Poland: A Vote of Confidence for the New Government, Reflects Well on the EU
- There is definitely [a realistic scenario that at the European Council summit in December, there will be a "green light" for the disbursement of KPO funds to Poland], and I will tell you why. This is because the previous government agreed very precisely twice with the Commission, with European institutions, on what changes needed to be made in the Polish justice system to enable payouts, almost immediately. [...] This is a vote of confidence for the new government; it reflects very well on the European Union, on the European Commission, that it is naturally opening up to those who assure [...] that we are moving in this direction - said Jerzy Buzek on TVN24. - We must meet the next conditions that are there; it's not that this is an unconditional decision, it's only an encouragement - he continued.

08:28

Buzek:

I believe the president won't commit a dramatic folly this time by swearing in a new government on December 13th
- I believe that the president, who does not show responsibility for the country and is not an advocate for the national interest of Poland [...] will not commit this dramatic folly this time, by swearing in a new Polish government on December 13th. [...] I know that in any circumstances a new government will start its work, but I also know why Law and Justice is aiming for December 13th - said Jerzy Buzek on TVN24.

08:43

Kropiwnicki on KNF Head Selection: PiS is Still Trying to Push its Way into Various Institutions
- This is undoubtedly an attempt by Mateusz Morawiecki and PiS to extend their power beyond their term. They are trying to fill one more position, then the Audit Committee, then the KNF, they are trying to push their way into various institutions. This undoubtedly serves to hinder the new government, because here they will be compliant, and with the new government they will suddenly show toughness and say: no, no, we cannot agree to various things – stated Robert Kropiwnicki in an interview with Grzegorz Kępka on Polsat News's Graffiti program. - This is already a government that no longer has the authority. It should wait for the new government, because custom dictates it at this moment. As it departs, it should not make decisions that have consequences for the duration of the new term. He is now merely an administrator, in reality, Prime Minister Morawiecki, only a titular Prime Minister – he added.

08:48

Kropiwnicki:

Morawiecki Should Submit the Budget Bill to Parliament, But He's Busy Writing Letters and Desperate Media Statements

- Mateusz Morawiecki is currently a petitioner; he is leaving and could actually do one decent thing instead of writing such desperate letters or giving directives to the new parliamentary majority. He should do what is expected of him – submit the state budget to parliament. I remind you that he submitted the budget during the previous term, and it simply naturally fell through due to the end of the term, and now the budget needs to be submitted again - stated Robert Kropiwnicki on Polsat News.

- More than 10 days have passed since the new term began, and Prime Minister Morawiecki could submit this budget so that parliament could deal with it. He is consciously not doing this in order to shorten the time for working on the budget and to hinder the new government's functioning. He is desperately trying to save himself, but he is not doing what is important for the Polish state, because submitting the budget bill to the Sejm is the duty of every Council of Ministers, and he is not fulfilling this duty, but is busy writing letters or making desperate statements in the media - he added.

08:53

Kropiwnicki on Patkowski: I believe the new Finance Minister has ample grounds to dismiss him
- He should primarily be an experienced, proficient authority in the industry, not a young person who was briefly a deputy minister and essentially has no experience [Piotr Patkowski, President of the Polish Audit Supervision Authority]. I don't even know if he's a certified auditor; he has no experience in what he's supposed to oversee, so this is also an attempt to extend one's position, to get a few more months of salary. The state cannot function this way, but this is PiS in a nutshell – to staff as many institutions as possible with their people and see if they can perhaps pilfer something – stated Robert Kropiwnicki in an interview with Polsat News. - I think the new Finance Minister will make a decision in this matter and has many arguments to decide on his dismissal – he added.

08:57

Suski:

For now, PO will probably change its name to 'Civic V Column' as they serve German interests

- For now, the Civic Platform will probably change its name to 'Civic V Column'. Why? Because they serve German interests. There used to be such a 'V Column', today there's a new one, as you can see. And in the Sejm, we have a new PZPR, the United Polish Party of Dismemberment, rotating - stated Marek Suski in an interview with Bogdan Rymanowski on the program 'Guest of Radio Zet'.

09:00

Suski:

There's a coalition reminiscent of the PRL, with a leading party and satellite organizations

- The voters showed that PiS won the elections and should continue to defend Polish interests. And those who are already demonstrating today how they are breaking democratic rules have at least come to power in the Sejm. There is a coalition that is reminiscent of the PRL exactly, a leading party and satellite organizations. This is the best evidence of how discussions about parliamentary committees took place, where parity indicated that PiS would have had leadership of 12 committees based on that parity - stated Marek Suski on the program "Gość Radia Zet".

09:03

Suski:

I Fear for the State of Democracy in Poland

- I fear for the state of democracy in Poland. Just investigative commissions, a topic that is supposed to be examined, some alleged, major visa scandal. They claimed during the campaign that the government was selling 250,000 visas at market stalls. If a commission is formed and it truly investigates, it will turn out that it was one big lie - stated Marek Suski on the program 'Gość Radia Zet'.

09:12

Suski:

Today, there is preventive censorship implemented by Marshal Hołownia, who judges what a minister will say before they speak

- We were not supposed to introduce the Democratic Package, but normal rules for the Sejm's functioning. Today, there is preventive censorship implemented by Marshal Hołownia, who judges before a minister speaks what they will say, and whether it will be on topic or off topic. If he deems it off-topic, he doesn't allow them to speak - stated Marek Suski on the program “Gość Radia Zet”.

09:20

Suski:

Confederation is in a quiet conspiracy with Civic Platform today

- [The Confederation] Today they are in a quiet conspiracy with Civic Platform. Talks about seats in the Sejm, the Confederation wants to push us out of the seats we have held so far. And who supports them? Civic Platform. A Konfederacja member came out and disgustingly attacked the Marshal. They are using their hands to settle their dirty business - stated Marek Suski on the program "Guest of Radio Zet".

Duda:

This is How a Knowledge-Based Economy is Built – Through Young People Creating Innovative Companies

- How to support a knowledge-based economy? Among other ways, precisely like this, by creating, by building places like the Ignacy Łukasiewicz Subcarpathian Science Centre. Where, for a year now, young people, children, and adolescents have been coming, on the one hand, to see scientific achievements, but on the other hand, to see what the world looks like and how it functions. Above all, they come to, through this opportunity to encounter various modern technical innovations, to encounter the possibilities of conducting experiments, working in laboratories, and seeing achievements in different fields, to awaken their interests, test themselves, see what fascinates them, what puzzles them, where perhaps in the future they would like to direct their life interests, their professional interests – stated Andrzej Duda during a meeting with entrepreneurs from the Subcarpathian region.

- So, if we talk about a knowledge-based economy, this is how it is created: through young people coming here who will build innovative companies, inspired by what they see here. I am tremendously pleased that the second day of my presence here in the Subcarpathian Voivodeship, associated with this annual event of awarding the President of the Republic's economic awards, is precisely about where these economic awards come from, or more precisely, where those who receive these awards come from. Well, precisely from what has been awakened in them, stimulated in various ways – this desire to develop, this desire to discover the world – he added.

Morawiecki:

Many Poles, voting for the Third Way for instance, did not wish for a third term for Tusk

- We do not want the new government, whatever it may be, to focus on any investigative commissions, on the past, on revenge. We want to look solely into the future, because that is what Poles primarily want. I think that also, very many Poles, when voting for the Third Way for instance, did not wish for it to be a third term for Tusk, and for the parties that formed part of the Third Way to lose their subjectivity. That is why we offer a very subjective proposal for real, concrete changes that can lead to a real improvement in the lives of Poles - stated Prime Minister Mateusz Morawiecki at a press conference.

12:17

Morawiecki:

New Government's Composition to be Presented Monday. I Want to Discuss the Exposition Date with Marshal Hołownia

- The composition of the new government will be presented on Monday. I want to discuss the date of the exposition with Marshal Hołownia - stated Mateusz Morawiecki at a press conference.

12:17

Morawiecki:

We Have a Unique Opportunity to Build a Coalition of Polish Affairs

- We have a unique opportunity to build a Coalition of Polish Affairs, beyond divisions, non-partisan, and our entire programmatic presentation serves this purpose, as do all the conversations we are having – stated Prime Minister Mateusz Morawiecki at a press conference.

- This Decalogue of Polish Affairs is not a program of the United Right, not a program of PiS, it is a political offer, a common denominator of the most important topics that we have also taken from the programs of other political parties, those that resonate the same, just as what we have planned for Poles before the elections – he continued.

12:25

Morawiecki:

We are talking with parliamentarians from several groups, dozens of MPs. We promised confidentiality
- We are talking with parliamentarians from several groups - stated Mateusz Morawiecki at a press conference. - I and my colleagues have spoken with several dozen MPs from various political formations, but of course, we have promised confidentiality in these negotiations because it is known that our political competitors will try to blackmail and intimidate in such cases. This is already happening, and we want to ensure the safety of our interlocutors - he continued.

12:30

Jastrzębski Heads KNF for Another Term. Morawiecki: Hard to Find a Better Specialist
- I have signed the nomination of Professor Jacek Jastrzębski [for the position of Chairman of the Financial Supervision Authority]. The Professor has handled very serious market disruptions exceptionally well over the past 5 years. […] It would be hard to find a better specialist, which is why I decided to extend the Professor's mission – stated Mateusz Morawiecki at a press conference.

12:46

Morawiecki:

If We Don't Secure a Vote of Confidence from the Parliamentary Majority, Who Attends the European Council Will Depend on When the President Swears in a New Government
This question is primarily for Mr. President. If we do not obtain a vote of confidence from the parliamentary majority, then who attends the European Council will depend on when Mr. President decides to swear in a new government. I would like to remind you that the principle of continuity of the Polish state's functioning means that, for example, the government that is currently resigning is still working, still operating until a new government is sworn in – stated Mateusz Morawiecki at a press conference.

12:51

Morawiecki Presents Further Proposals within the Framework of the so-called Decalogue of Polish Affairs:

There Are Many Common Points with the Polish People's Party

- The sixth pillar, a canon from the Decalogue of Polish Affairs, is precisely security, meaning a strong army, strong services for a secure Poland, for the security of Poles. This is the continuation of the modernization of the Polish army, it is the allocation of 4% of GDP to defense, which, I would like to remind you, we want the EU to exclude from the excessive deficit procedure, because states cannot be punished for investing in their own security and also that of others - stated Prime Minister Mateusz Morawiecki at a press conference.

Another proposal is 50% of expenditures on army modernization in Polish arms factories. The seventh canon is strong and strengthened alliances, and above all, NATO and the Polish-American alliance. The eighth point is the Polish countryside, Polish agriculture. Among the proposals are the introduction of a stabilization fund for farmers, covering losses caused by dishonest intermediaries, and the simplification of building law for agricultural farms.

- I think there are many common points with the Polish People's Party here, which is why it's worth for the Polish People's Party to consider with whom in a coalition they will be able to propose the implementation of their program - he added.

The ninth canon is a beautiful and clean Poland, which focuses on ensuring clean air, clean water, and an end to excessive concrete development. The tenth point is our heritage and culture - the continuation of the monument renovation program in all parts of Poland or the program of recovering cultural goods looted from Poles by Germans and Russians.

13:05

Morawiecki:

They Know They Will Have to Break Their Promises, They Fear It, So They Want to Offer Spectacle

The Ten Commandments of Polish Affairs is the direction Poland should take. For it to be able to proceed peacefully, political agreement is needed, I would say cross-party agreement. We are proposing such an agreement. We do not want the parliament to deal with, which is unfortunately symbolic and has already entered the history of this parliament, the new term of the Sejm, instead of three most important acts for Poles – credit holidays, energy price freezes, and further extension of zero VAT on food – three investigative commissions. We remember what the ancient Romans used to say – bread and circuses. The new coalition, not yet formed, fortunately, there is still time to stop and reconsider, knows that bread will be difficult because they promised a lot, they know they will have to break their promises, they fear it, so they want to offer spectacle,” stated Prime Minister Mateusz Morawiecki at a press conference.

13:06

Kierwiński:

Poland Has Become Europe's Dumping Ground, This Shows the Direction of PiS Governance

- The last few years have seen a process of bringing a large, gigantic number of waste into Poland. Poland has become Europe's dumping ground, and this also shows the direction of PiS governance. They have poisoned Poland's air, poisoned Poland's land, poisoned Poland's waters. Everything concerning environmental protection, the quality of the natural environment we live in, has deteriorated under PiS rule. Today's change of government is a guarantee that normality will finally return, that ecology, clean air, and a clean climate will finally become a priority. A priority for the Polish government – stated Marcin Kierwiński in a conversation with Małgorzata Mielcarek on TVN24.

13:07

Kierwiński:

We Will Block the Import of Hazardous Waste into Poland

- We will definitely block the import of hazardous waste into Poland, and we will do it effectively. Please note that in recent months alone, we learned that near Piaseczno we have an illegal dump of hazardous waste, and it's waste from a state-owned company. We know there is such a dump in the vicinity of Wołomin. One could say that during the PiS government, it became very, very dangerous. There were no controls, and vaguely defined criminal groups made gigantic profits from this. Someone allowed this garbage mafia to operate, and today this must be stopped, and those who allowed it must be held accountable – said Marcin Kierwiński on TVN24.

13:09

Ziobro:

I Have Asked the Constitutional Tribunal to Declare European CO2 Emission Allowance Regulations in the ETS System Incompatible with the Constitution
- I have submitted a motion to the Constitutional Tribunal aiming for Poles to pay half the price for electricity, because Poles pay that much more for electricity due to the solutions imposed on our country by the European Union within the ETS system [...]. I have requested a declaration of incompatibility with the Constitution of European regulations governing CO2 emission allowances in the ETS system, which was introduced in violation of the unanimity principle, which guaranteed every state, including Poland, the right to veto in situations where solutions directly concern the energy mix and the state's energy security - said Zbigniew Ziobro at a press conference. - The Polish economy, as everyone knows, draws a significant portion of its electricity from burning coal, and the entire ETS system is designed to eliminate coal as a source for generating electricity. [...] The ETS is a quasi-taxation system, one might even say a taxation system, as it leads to the taxation of all those who emit CO2 [...]. This translates into energy prices [...] I am submitting this motion to the Constitutional Tribunal in the conviction that, on the one hand, I am acting in defense of the rule of law, about which the European Commission speaks so much, yet so flagrantly violates it [...] and on the other hand, I am acting in defense of the fundamental interests of Polish families, all Polish citizens - he continued.

13:10

Wójcik on EU Treaty Changes: Everything Will Change to the Detriment of Poles
- What the Minister of Justice, Prosecutor General Zbigniew Ziobro, demands is the protection of the interests of Polish citizens. Even today, some reports indicate that up to 20% of Polish society, even within the next few years, may be threatened by energy poverty, and we need to fight various kinds of EU pathologies today, because the ETS system is simply an EU pathology. No one will convince us that we profit from this - said Michał Wójcik at a press conference. - We are talking about something broader, even [...] touching upon the issue of sovereignty. In recent days, there has been a lot of talk around the issue of changing the treaties concerning the European Union. There is the issue of abolishing the veto, there is the issue of changing the number of members of the European Commission, but there is also the issue concerning the exclusive competences of the European Union, and shared competences. Everything is set to change to the detriment of Poles - he continued.

13:12

Ziobro on establishing parliamentary inquiry committees: I expect circuses instead of bread, fireworks are sure to happen
- I expect circuses instead of bread. This is something politicians have known since Roman times; when they don't want to deliver what is important to people, they try to capture their attention with theatre and fireworks. That's what this is about, so I don't expect anything in particular - stated Zbigniew Ziobro during a press conference. - I assure you that there will certainly be fireworks, and incidentally, there might be an opportunity to educate Polish society that those who attack our government in the context of fighting crime actually want to protect criminals. In various senses of the word, and there will likely be an opportunity to clearly demonstrate this before these committees - he added.

13:35

Bosak:

We are coming to a meeting with Morawiecki, but we do not intend to form a government or vote for his government
- We are entering the Chancellery of the Prime Minister at the Prime Minister's invitation for talks. We do not intend to form a government, we do not intend to vote for Mateusz Morawiecki's government. We have a very critical opinion of the way PiS has been governing, personally about Prime Minister Morawiecki. We believe that Poles deserve a right-wing government, a pro-Polish government, a conservative, liberal, and national government, and Mateusz Morawiecki's government was not such a government – stated Krzysztof Bosak at a press conference.

13:36

Bosak:

We Want to Remind Morawiecki That He Is Still the Prime Minister of a Government with Power and Has an Obligation to Make Decisions Beneficial to Poles
- We are not just coming with a negative message, we are also coming to remind the Prime Minister that beyond the theatrical process of forming a new government that will not obtain a vote of confidence, he is still the Prime Minister of the Polish government with power and has an obligation to make decisions beneficial to Poles, and we want to remind him of these matters – said Krzysztof Bosak at a press conference. - That is why Rafał Mekler, one of the leaders of the carriers' protest, is in our delegation. Polish entrepreneurs who, as a result of the thoughtless, stupid, harmful policy of both the government and the EU, are losing the Polish market. A market that brings in 6% of GDP, which we are currently losing to foreign companies – he continued.

15:34

Hołownia:

We Must Endure Two More Weeks of This Political Theatre
- You are well aware that there is one political group that has been simulating the formation of a government of the Republic of Poland for a long time, and a coalition of groups ready to form this government essentially from today, immediately, if only the possibility existed. We must endure these two more weeks of this political theatre [...] so that Poland has a government that will begin to implement the real change that people voted for on October 15th - said Szymon Hołownia at a press conference. - Look at what PiS is leading to, unfortunately, one must say it directly, with President Duda. People made a decision on October 15th, and only around December 15th will those who still hold control over some spheres of the state allow the will of Polish women and men to be fulfilled - he continued.

15:40

Hołownia Responds to Morawiecki:

You are the Prime Minister.
- I love listening to how Prime Minister Morawiecki, undeterred by anything, be it the weather, reality, election results, or anything else, keeps telling the same wonderful tales from moss and ferns - said Szymon Hołownia at a press conference.

- Ladies and gentlemen, dear Prime Minister Mateusz Morawiecki. Zero percent VAT on food? You can do it with a single decree from the Minister of Finance. So, if you ask me why I'm not implementing zero VAT on food, I answer: because you are the Prime Minister. [...] If you are so passionately eager today to introduce this solution, which is needed by Poles, then why didn't you include it in the state budget that you submitted to the Sejm? [...] The decision on such an important matter for Poles, since this incompetent Law and Justice government and this theatrical prime minister [...] did not act, and the next government, which we are waiting for and which should be working already, will resolve and undertake the matter that has been neglected - he continued.

- Credit holidays, another point that the Prime Minister talks about, asking when I will finally enable credit holidays for Poles for the next year. And where were you when this bill needed to be submitted and processed in the Sejm [...]. Yes, you submitted it now, in a panic, in a hurry, a draft bill on credit holidays. I did with it what every Marshal of the Polish Sejm should do. First, I sent it for analysis [...]. These consultations have now concluded, I will assign a print number to this project and send it to the committee - he went on to say.

- Regarding the freezing of energy prices [...] we know how effective your solutions are. That is why the politicians of the new coalition, the democratic coalition, are already working today on solutions that we will implement as soon as possible after the real takeover of power [...]. [...] We know how to do it. The idea is concrete, but today, while Mateusz Morawiecki's metaphysical-political cabaret is still ongoing, forgive me ladies and gentlemen, but we will not trust or cooperate with people who lied to us that they would do something or wanted to do something, and only when they have a political knife to their throat, they suddenly rushed to submit bills, to do things for which they had no time, inclination, or idea when power was still truly in their hands - he added.

Hołownia to Morawiecki: One Would Like to Say, 'End it, Lord, Spare Us Shame.' Fewer Videos, More Work
- Dear Prime Minister Mateusz Morawiecki, whom I hope to meet next week: one would like to say, 'End it, Lord, spare us shame,' but it seems I will not find a particularly receptive recipient of these words in you. Therefore, of course, I invite you to a meeting next week, once your status is clarified and we know if you are indeed the outgoing prime minister, or a candidate for prime minister, or already a prime minister who will have a two-week government, and then we will talk with full openness [...] about how to solve, realistically and not in last-minute videos [...] the problems that trouble Poles today. [...] Fewer videos, Mr. Prime Minister Morawiecki, more work – said Szymon Hołownia at a press conference.

Hołownia:

I Don't Know the Names of the MPs the Prime Minister Says He's Talking To. I Bet He Doesn't Know Them Either
- I don't know the names of those MPs that Prime Minister Morawiecki says he's talking to. I bet he doesn't know them either. But what more can be done when someone comes and says they are talking to people who don't know they were talking to that particular person - said Szymon Hołownia at a press conference in Białystok. - This is already a phenomenon that eludes even some criteria of political cabaret. No one is talking to him. The truth is painfully simple – no one is talking to him. And regardless of how long and how often he repeats that someone is talking to him, it will still be the case that no one is talking to him. This is happening in Mateusz Morawiecki's head, in his dreams, wishes, imaginings, but this world does not exist - he continued. - Unfortunately, we have to confront the sad truth that for another 2 weeks, someone who talks to people who do not exist will be the Prime Minister of the Republic of Poland - he added.

15:45

Hołownia:

I am absolutely certain there were no contacts with Morawiecki regarding Third Way MPs
- I am absolutely certain that as far as Third Way MPs are concerned, such contacts [with Mateusz Morawiecki] neither happened nor were they treated in any way other than with a smile of pity - said Szymon Hołownia at a press conference in Białystok. - I have the impression, and I will also say this clearly and explicitly, that on that side, on the PiS side, there are more and more politicians and MPs who will soon start wanting to talk to us, because they can no longer stand how their political formation is being compromised by what is happening now - he stated.

15:52

Hołownia on Tusk's Government Composition: All Names Are Finalized
- Yes, all the names are finalized. Areas of responsibility are divided [...]. The division of responsibilities, the ministers' names are agreed upon, and I do not foresee any changes here – said Szymon Hołownia at a press conference.

16:01

Hołownia:

I will insist that Morawiecki deliver his exposé as soon as possible
- Immediately after the formal status of Mateusz Morawiecki becomes clear – I understand this will likely happen on Monday, as he announced today that he would present his government on Monday […], on Monday, the President will most likely appoint Mateusz Morawiecki's government. If this happens, I will immediately extend an invitation to the Prime Minister – Szymon Hołownia said at a press conference in Białystok. - On Tuesday and Wednesday, we have a difficult Sejm, perhaps on Wednesday we will manage to meet. If not, we will certainly find a convenient date next week […], because we have to meet. We have to talk about how the Prime Minister envisions the process of delivering the exposé. I will suggest to him – he has been working on this for quite some time […], so perhaps it is already a finished text? Perhaps there is no need to wait 14 days, but one can already go to the Sejm and submit to the verification of the parliamentary majority? So I will insist that the Prime Minister deliver his exposé as soon as possible – he declared. - However, if the Prime Minister informs me that he needs the full 14 days to prepare for the exposé, I will set him the earliest possible date, also from the Sejm's perspective, on that 14th day, so that he can come and present himself before the chamber. I believe there is no time to wait and we should indeed start getting things done seriously – he continued.

16:13

Hołownia:

I expect the Tusk government to emerge from the Sejm on the evening of December 11th or during the day on the 12th, ready for presidential appointment
- Perhaps the vote [on the vote of confidence for Donald Tusk's government] will be on the 11th [of December], if we manage to deal with the exposé, perhaps after midnight on the 12th, or in the morning of the 12th. We will certainly do everything we can to shorten this period of lawlessness, without a government in Poland. […] Therefore, immediately after we vote on the vote of confidence – rather, as I believe, its lack of confidence – for Mateusz Morawiecki's government, at the earliest possible hour […] the Sejm will proceed to vote on the second step – on Donald Tusk's exposé and government – said Szymon Hołownia at a press conference in Białystok. - This is a lengthy procedure, it's a vote using paper ballots cast into ballot boxes, by name, by all MPs. This will take some time, much like the exposé itself. But we must be prepared so as not to give the President any reason to delay the appointment of this government – he continued. - So I expect the government to emerge from the Sejm on the evening of the 11th or during the day on the 12th, ready for presidential appointment – declared the Marshal of the Sejm.

Bosak After Meeting with Morawiecki: The Government Issue Was Brief, There's No Chance of a Joint Government
- The issue of the government was brief, we reiterated our declaration that there's no chance of a joint government. There is no majority. Furthermore, we critically assess Mateusz Morawiecki's government: concessions on matters fundamental to Polish sovereignty, towards the EU, we critically assess the government's economic policy, we did not discuss that. Everyone, both the government side and Konfederacja, knows our arguments perfectly well. There is a fundamental difference between us in perceiving what the right wing is and what a right-wing government should look like – stated Krzysztof Bosak at a press conference. - First and foremost, the transport issue dominated this meeting. The vast majority of the meeting concerned us explaining to the Prime Minister how the transport industry in Poland operates, what the consequences are of EU and government regulations, and their policies for the loss of profitability in the Polish transport industry and the takeover of the Polish transport market by Ukrainian companies – he continued. - If we manage to continue our pressure, perhaps even at the finish line of PiS's rule, it will be possible to push through some action related to the defense of Polish economic interests. We have set this as our goal – he continued.

Pasławska on How the New Government Plans to Fight Inflation: One of the First Moves Will Be to Launch Investments and European Funds
- The first move that will be made, or one of the first moves, will be to launch investments and launch European funds, which will simply start earning. Every euro invested in the Polish economy is meant to bring a certain rate of return – said Urszula Pasławska in an interview with Adrian Klarenbach on "Rozmowa PR24", when asked about how the future ruling coalition intends to fight inflation.

18:00

Pasławska:

We Can Only Postulate That the Prime Minister, Instead of Waiting for Coalition Partners, Should Go to the Border and Do the Job the Polish State Pays Him For
- The permit limits have been effectively abolished, opening up to Ukrainian carriers. This in turn caused protests from Polish entrepreneurs because they became uncompetitive. They had the same rights as Ukrainian carriers, but different obligations, because a Polish carrier meets very high European standards. Hence the protest - said Urszula Pasławska in PR24. - By agreeing to the Council of Europe agreement with Ukraine, without securing the interests of Polish entrepreneurs, as was the case with grain, we, as a state, exposed Polish entrepreneurs to losses. The new minister will not only investigate but will very quickly propose solutions for Polish carriers that will help them recover and be beneficial for them. Today, we can only postulate that Mr. Prime Minister Morawiecki, instead of waiting for theoretical future coalition partners, should simply go to the border and do the job the Polish state pays him for - she continued.

Bodnar on KPO Funds: First and Foremost, We Must Show the European Commission in Various Ways That Poland is Genuinely Thinking About Restoring the Rule of Law

- I believe that the most important thing is to take all possible actions that will serve to regain the rule of law in Poland. And above all, in this initial stage, it is very important to take such actions to unblock funds from the KPO. This is absolutely fundamental for Poland's future and in the short-term reckoning, it is absolutely the most important thing – stated Adam Bodnar on Radio Zet.

- I think that first and foremost, we must show the European Commission in various ways that Poland is genuinely thinking about restoring the rule of law, that we are serious about it, that we are ready to support judges in the independent execution of their duties, but also that we are taking action regarding the National Council of the Judiciary (KRS), the system of common courts, and the prosecution service. However, there is one decision that I believe could be made without amending legislation. Poland could join the European Public Prosecutor's Office – he continued.

18:06

Bodnar:

The Functions of Minister of Justice and Prosecutor General Should Be Separated During Duda's Presidency

- I am of the opinion that yes [that the functions of the minister of justice and prosecutor general will be separated]. I think absolutely yes [that this will happen during Andrzej Duda's presidency], meaning, firstly, we in the legal community have been talking about this for years, for months (...) Moreover, a draft law has been prepared by the Lex super omnia association, which advocates for this, and I believe we should strive for it – said Adam Bodnar on Radio Zet.

18:26

Mastalerek on December EU Summit Delegate: Whoever is Prime Minister Then
The one who will be Prime Minister then [will go to the December EU summit]. Today, we know only one thing – that a vote of confidence for Prime Minister Morawiecki must take place by December 11, and if Prime Minister Morawiecki fails to secure a vote of confidence, 231 votes, then we move to the so-called second step, and we don't know when the Marshal of the Sejm will schedule this vote – stated Marcin Mastalerek in an interview with Antoni Dudek for Super Express.

18:29

Mastalerek:

The President is on a visit to Switzerland – he will be away from the late evening of December 11th to the late evening of December 12th

- We know one thing: for many months the President has had a visit to Switzerland related to one of the UN agencies, and he will be away from the late evening of December 11th until the late evening of December 12th. But I would like to reassure you – no one here will be malicious in any way. The European Council summit, it seems, only begins with a dinner on December 14th – stated Marcin Mastalerek in an interview with Antoni Dudek for Super Express.

18:30

Mastalerek:

The President Could Have Waited 14 Days to Designate, He Waited Not a Single Day

- President Duda's actions were such - he could have waited 14 days to designate, he waited not a single day. And I think he will continue to behave this way - stated Marcin Mastalerek in Super Express.

18:42

Wipler:

We will vote for parliamentary inquiry committees. We still lack at least a committee on abuses of power during lockdown
- We will vote for [parliamentary inquiry committees] and we will nominate our representatives to all these committees. I hope there will be a place for Konfederacja there, because we want to hold this departing government accountable like few others - said Przemysław Wipler in an interview with Piotr Salak on RMF FM. - We are still missing a committee at least concerning the settlement of exceeding powers and abuses of authority during the lockdowns, when the economy was closed, and how the government reacted to the pandemic - he continued.

18:43

Mastalerek:

Parliament's majority can vote on anything, but one becomes a Constitutional Tribunal judge only when the President appoints and the swearing-in ceremony takes place

- Parliament's majority can vote on anything, but we must remember that one becomes a Constitutional Tribunal judge only when the President appoints and the swearing-in ceremony takes place. According to the Constitution, one does not become a judge after the resolution is voted on; the President must receive the oath. That's when one becomes a judge - stated Marcin Mastalerek in Super Express.

18:46

Mastalerek on words about Kaczyński: I don't regret my answer, I've never been afraid to speak my mind
Of course I don't regret it. Firstly, I said it even before I became head of the cabinet, and it was an answer of yes or no, and only later could it be justified. On the one hand, I don't regret my answer, I've never been afraid to say what I think. I've sometimes paid a high political price for it, but you have to have your own opinion, you have to fight for it - stated Marcin Mastalerek in an interview with Antoni Dudek for Super Express. The media, of course, find this very attractive, they try to exploit it and ask me only about that, and I want to focus on the future. I work for President Duda, I have tasks there, and I really don't want to come across as someone, because I'm not, who dwells on the past - he added.

18:49

Mastalerek:

PiS is Kaczyński's Personal Party

- Jarosław Kaczyński will decide when he retires, for a simple reason. The Law and Justice party is Jarosław Kaczyński's personal party, which he built on the great success and authority of his late brother, and on one hand, he can do with it as he wishes. He can designate a future leader and carry out the succession as he sees fit; no one else has the slightest chance. This party cannot be taken over in any way, which is why I say it is Jarosław Kaczyński's personal party - stated Marcin Mastalerek in Super Express.

- Of course, there are dangers associated with this and great responsibility that rests on Jarosław Kaczyński, because if Jarosław Kaczyński, the leader of Law and Justice, designates the future leader incorrectly, if he carries out this succession poorly, then this party simply will not survive, just like many parties in Western Europe - he added.

19:09

Wipler:

If Anyone is Reckless Enough to Initiate Proceedings Before the State Tribunal Against the President, the Polish State Will Be Paralyzed for the Next Two Years
- I don’t know what Andrzej Duda would have to stand trial for before the State Tribunal. […] Regarding these two specific cases [pardon of Mariusz Kamiński and Maciej Wąsik, and the refusal to swear in three Constitutional Tribunal judges], let's be honest: the president has very specific competencies, and in my opinion, he did not abuse them in either of these cases; he neither failed to fulfill his duties nor exceeded his authority. If anyone is currently reckless enough to initiate proceedings against the president, the Polish state will most likely be paralyzed for the next two years – said Przemysław Wipler in the 'Afternoon Conversation' on RMF FM.

19:18

Wipler:

We Will Defend the Constitutional Tribunal's Ruling on Abortion in Parliament
- This is the view of Mateusz Morawiecki [that submitting a motion to the Constitutional Tribunal concerning abortion regulations was a mistake]. We discussed this topic with our colleagues, and we will defend this ruling by the Constitutional Tribunal in parliament, said Przemysław Wipler in the 'Afternoon Conversation' on RMF FM. - For us, issues related to the protection of life are important, and this is not something we have decreed in any way. These are absolutely the personal views of almost all Confederation MPs. I practically don't know of any exceptions, just as all Confederation MPs signed the motion back then, if I recall correctly, he continued.

19:49

Petru:

Everything Indicates We Have a Government Lined Up

- For now, everything indicates that we have a government lined up, and I will be working as the head of the economy committee - stated Ryszard Petru in an interview with Piotr Witwicki on Polsat News' "Gość Wydarzeń".

19:53

Petru on Bringing Glapiński Before the State Tribunal: It Is Highly Probable Such a Motion Will Emerge

- It is highly probable that such a motion will emerge. There need to be 115 MPs who sign the motion, and there are a number of charges, including for violating the Act on the National Bank of Poland and its regulations. However, these preparations are underway. Once such a motion is formally submitted and sees the light of day, it will be announced. Today, I can say that there is a high probability of this happening - stated Ryszard Petru on Polsat News's "Gość Wydarzeń".

20:26

Petru:

I am a proponent of liquidating TVP

- I am generally a proponent of liquidating TVP. I have been saying this openly for a long time, I wrote about it in a book. This is my private opinion. I am in favour of establishing a public mission fund, financed from the state budget, and that individual television channels, radio stations, and the internet would simply compete in tenders to receive funding for educational, informational, historical, and other content. - stated Ryszard Petru on Polsat News' 'Gość Wydarzeń'.
