ORLEN and GAZ-SYSTEM to Cooperate on Carbon Dioxide Utilization Projects

ORLEN and GAZ-SYSTEM Transmission Pipeline Operator S.A. have signed a letter of intent regarding actions to prepare the conditions for implementing CO2 capture, transport, and sequestration technologies. This includes, among other things, the pipeline transport of carbon dioxide from industrial plants to storage sites. Managing greenhouse gas emissions presents an opportunity to maintain competitiveness in industries such as fertilizers, metallurgy, and cement. It also constitutes a significant element in the pursuit of climate neutrality.

The letter of intent signed by ORLEN and GAZ-SYSTEM Transmission Pipeline Operator S.A. foresees cooperation in coordinating actions related to, among other things, developing and implementing technical solutions enabling the effective deployment of carbon dioxide capture, transport, and storage technologies in Poland. A key aspect of this process will be defining the principles for conducting such activities and, in the future, creating conditions for the pipeline transport of carbon dioxide from its production and capture sites to storage locations.

– The implementation of carbon dioxide capture, storage, and utilization technologies is an essential element of the transformation of the national economy. For companies that, for technological reasons, are unable to eliminate CO2 emissions, this is the only way to reduce their carbon footprint. Therefore, ORLEN is building strong competencies that will allow it to offer services related to carbon dioxide utilization within a few years, including for the chemical industry, cement plants, and steel mills. The agreement between ORLEN and GAZ-SYSTEM is an important step towards developing solutions that support the growth of this activity in Poland – says Daniel Obajtek, CEO of ORLEN.

The cooperation between ORLEN and GAZ-SYSTEM is an expression of the joint efforts of State Treasury companies towards the energy transformation of Poland and Europe.

PKO Analysts: Large Companies' Investments Grew Very Rapidly
Investments by large companies (50+ employees) in Q3 2023 grew very rapidly – we estimate that in Q3 2023 they grew by 13.7% year-on-year compared to 13.6% year-on-year in Q2 2023. The data is in constant prices, thus excluding the impact of price increases. The driving forces are investments in machinery and equipment (19.5% y/y) and means of transport (21.2% y/y). We link this to the necessity of rapid adjustments in the area of energy infrastructure on the companies' side (effect of energy price shock) and the unblocking of supply chains in the automotive industry. Construction production data also signals that companies are significantly more interested in investment works than repair works compared to before. Expenditures on buildings and structures also grew in Q3 2023 (4.4% y/y), but significantly slower than in the other two categories – this is the effect of the expiration of the pandemic-driven wave of warehouse investments and the rise in interest rates, according to PKO BP analysts.

- A final decision has not yet been made, but together with my colleagues, we have prepared a plan for the Sejm's agenda for next week as part of this first session. It will be a very intensive week, two intensive days. In the week following this upcoming week, I expect even a three-day session so that we can accomplish all the things we want to tackle - stated Szymon Hołownia at a press conference in the Sejm.

- On the first day of the session, on Tuesday, parliamentary committee meetings will be held. As you know, most of them have been constituted, with perhaps four remaining, if my memory serves me correctly, that are still awaiting their first meeting and the election of their presidiums. This will happen on an ongoing basis. In one committee, there are issues such as part of the committee's members simply falling ill with COVID and being unable to convene on that day. In others, there are other organizational cases, but we will strive to ensure they are established as quickly as possible - the Marshal of the Sejm continued.

- I hope that at the plenary session, which will begin at 12:00 PM, we will appoint the Children's Ombudsman, and also a member of the National Commission for Combating Sexual Exploitation of Minors under 15 years of age, sometimes colloquially referred to as the commission against pedophilia. Currently, the applications for these positions are with the committees and are being reviewed by the committees - he added.

- These ardent desires of Prime Minister Morawiecki, which reach me from all sides, though not directly – not bold, rather hidden, that he'd like to meet, but still won't call directly, won't send a letter, won't contact the club, will just say good day in the parliamentary corridor passing by, nothing more, have led to the well-known song by Zbigniew Wodecki, "Opowiadaj mi tak" (Tell me like this), echoing in my head for hours. Today, with it constantly in my mind, I reached for the lyrics to refresh them. The lyrics are very fitting - stated Szymon Hołownia in the Sejm.

- I think this is precisely the mood I find myself in today thanks to Prime Minister Morawiecki, and to be completely serious, there are limits even in politics, limits to seriousness and lack thereof. If someone knows they won't form a government, why bother people by calling them to be ministers for 14 days, if that's all the time they intend to use? Why tell Polish women and men that this is a Polish government, what will he do in 14 days other than collect severance pay when he will cease to be that government in 14 days? - he continued.

- If we take ourselves seriously, then I simply don't know what to do anymore. I simply have no idea, even though I'm 47 years old, studied psychology for 5 years, and have quite some experience in interpersonal relationships. I still don't know how to reject Prime Minister Morawiecki so he'll understand that no one wants to form a government with him, that nothing will come of it, that it's a definite no, that unfortunately it has been rejected, but he stubbornly keeps coming with flowers, keeps trying to woo, and keeps convincing himself that something will come of this union - he added.

- It won't happen, Mr. Prime Minister. Please, end this farce and as quickly as possible allow a government to be formed in Poland that will deal with real issues based on a real parliamentary majority and end this charade - Hołownia emphasized.
