- Yesterday I heard that Morawiecki is preparing for the Polish presidency of the EU, which is scheduled for... the first half of 2025. Mr. Mateusz, it's not necessary. Really. Because by then you will be the prime minister of the parliamentary team for the reasons of PiS's defeat - wrote Marcin Kierwiński on Twitter.

- Błaszczak would give a lot to make the video I'm about to show you disappear from the internet. But since nothing ever truly disappears from the internet, just watch. Here is Minister Błaszczak, explaining why the PSL cannot have its own Deputy Speaker of the Sejm - says Cezary Tomczyk in a recording published on social media.
- Today, the situation is drastically different, because PiS should have its own Deputy Speaker of the Sejm. But should it be Ms. Marshal Witek? Who, well, precisely. See for yourselves. A person who breaks the law, the Constitution, and the spirits of other people, should never hold such a high office. I think we all agree on that - adds the KO politician.

- The alliance between Poland and the United States since '89 is strong, regardless of who governs in PL and the USA, precisely because of the stance presented by President Andrzej Duda, and not because of the stance you presented before 1989 as a comrade in the PZPR - wrote Marcin Mastalerek on Twitter, responding to Marek Belka's post.

Zandberg:
This Government Will Have Our Support, But We Will Not Hold Ministries
- We support the formation of this government, this government will have our support, but we will not take ministries because we did not manage to convince the other parties that will form this majority to guarantee the implementation of our programs. We support it, and this will be visible in the upcoming vote. I am answering you very simply: we have an assurance from the other parties forming this majority that when it comes to decisions adopted by this government, they will be adopted by cross-party consensus. This means that projects will become government projects only if there is agreement from everyone. I take these assurances seriously - stated Adrian Zandberg in an interview with Jacek Prusinowski on the program "Sedno sprawy" on Radio Plus.
10:23
Zandberg:
Guarantees Were Crucial for Us in Several Key Areas. We Were Ready to Take Responsibility for a Specific Ministry
- We are people who take our declarations of willingness to cooperate very seriously. Marcelina Zawisza, as you know, spent weeks negotiating the shape of the coalition agreement. We must honestly say that for us, guarantees were absolutely essential in these few key areas. We were ready to take responsibility for a specific ministry, for example, one that would deal with housing policy, or the Ministry of Health. To be clear, these are ministries that many parties are not eager to take on, but we had a condition, and that condition was a guarantee of financial resources – stated Adrian Zandberg in the program “Sedno sprawy” on Radio Plus.
- The coalition agreement is important for these smaller partners because it provides a guarantee. It is natural that in a government, the largest and strongest party takes over the Ministry of Finance. Subsequently, the fate of one ministry or another, one institution or another taken over by minority partners, largely depends on the free decision of the Ministry of Finance, whether it will provide or not provide funds for program implementation – he added.

Hołownia:
I am certain Morawiecki will not have a majority
- I am certain that [Mateusz Morawiecki] will not have a majority, but if he wants to present [his government] and exercise his constitutional right, which the president has granted him, then so be it. We will adhere to the laws in this parliament, even if it costs a little more time, and this time is necessary. Look at how many things could be done, how many government projects could be passed today, I would hope, such as a reduction in energy prices, many other things, but we must wait a little longer. We will wait – stated Szymon Hołownia at a press briefing in the Sejm.
11:16
Hołownia:
I will show the President perspectives indicating the need to speed up forming a functional government for Poland
- First and foremost, [I am going to the President] to familiarize myself with my new role, new function, to see what the possibilities are, how Mr. President envisions our cooperation, his cooperation, the President's cooperation with the parliament, with the Sejm. I will also show Mr. President perspectives that, in my opinion, and in the opinion of many people in this chamber, indicate that we need to speed up the process of giving Poland a well-functioning government. I don't know if the President will accept it, but we will certainly discuss it as well - stated Szymon Hołownia at a press briefing in the Sejm.

Morawiecki:
It will certainly be a completely different government. I interpret the election results in the following way.
- I have received a mission from the President to try to form a government, despite the significant fragmentation of votes, a completely different distribution of votes in this Sejm compared to previous Sejms. Precisely because such a commitment is of the highest value to me, I will present a proposal for a new government within 7-8 days. It will certainly be a completely different government than the one that has been in office continuously until now. Why? First and foremost, because I interpret the election results in the following way. The voters decided: "We want to end the Polish-Polish war, we want a non-partisan, above-party government, we want a government of balance" - stated Prime Minister Mateusz Morawiecki at a press conference.
12:58
- I am addressing Marshal Hołownia here, there is no threat to the swift implementation of good laws. If the Marshal suggests, or someone from the Third Way suggests, any solutions, please report them urgently. We will immediately try to process them; the government continues to function normally - stated Prime Minister Mateusz Morawiecki at a press conference.
13:03
Hołownia:
The President Assured Me He Will Adhere to All Constitutional Deadlines for Forming a New Government
- As you know, we met with President Duda a moment ago. The meeting lasted 1.5 hours, and we discussed a great many issues, covering numerous topics. The President assured me that he will adhere to all constitutional deadlines related to the formation of a new government in Poland, and that he will perform all actions foreseen by the Constitution for the President in this regard without any delay. He also assured me that these processes will proceed quickly, efficiently, and with a sense of responsibility for the state, and with the gravity befitting the situation we find ourselves in, Szymon Hołownia stated at a press briefing.
13:03
Morawiecki:
We Want to Have Proposals Ready Within 8 Days
- Within 8 days, we want to have a complete set of proposals ready. Earlier, I also want to agree on them with the President, because the first step in this government formation procedure was taken by the President. The President acted like a statesman; without that, we wouldn't have a government today - Prime Minister Mateusz Morawiecki stated at a press conference.
13:06
Hołownia:
The President told me about a bill he will soon introduce to the Sejm
- The President told me about a bill he will soon introduce to the Sejm, a bill concerning the functioning of state organs in a situation of external threat. This is a proposal that has already been discussed for some time in the Presidential Chancellery and the National Security Bureau, introducing, in a sense, one could say, new elements alongside old systems of managing responsibility in a situation of threat, which God forbid, but may it never happen, but could befall the Republic of Poland - stated Szymon Hołownia at a press briefing.
13:07
Morawiecki:
We Drew from Various Programs, Taking the Most Valuable Elements to Create a Decalogue of Polish Affairs
- Therefore, we approached the formation of this government from the perspective that is most appropriate from the citizens' point of view, from Poland's point of view, meaning from the perspective of the program. Since citizens, since Poles decided on various parties, very different groupings, we have drawn the most valuable elements from their various programs and are building a decalogue of Polish affairs from them. We are building program pillars from them for the near future, for the next 4 years, which can very positively change the lives of Poles – stated Prime Minister Mateusz Morawiecki at a press conference.
13:08
Morawiecki:
These proposals are also an offer to MPs from all other formations who care about the realization of their demands
- These proposals are also an offer to MPs from all other formations, which is as open as possible. An offer that simultaneously means something good for Poland, an offer for MPs from other groups who care about the realization of their programs as well – Prime Minister Mateusz Morawiecki said at a press conference.
13:09
Hołownia:
We Also Discussed Prospects
- We also discussed the prospects that a new government might have on issues we have already discussed with the President during the consultations he invited us to. The President acquainted me with his stance on these matters. It concerns continuing various things that were initiated during the previous government, and he also asked about my perspective and that of my political group on these issues - stated Szymon Hołownia at a press briefing.
13:32
13:37
Morawiecki:
Next Points of the Decalogue of Polish Affairs Will Concern Education, Health, Security, Among Others. They Are Drawn from Other Parties' Programs
- The next points [of the decalogue of Polish affairs] will concern education, health, security, and many other very important areas. And there too, we have analyzed the programs of Poland 2050, the Polish People's Party, The Left, and Confederation, and we are trying to combine them with our points, or draw inspiration from them. We will present them as part of the decalogue of Polish affairs within the coalition of Polish affairs – stated Prime Minister Mateusz Morawiecki at a press conference.

I will protest strongly if there are again political attempts to control public media
- We are returning to what is most important. I, at least, will protest strongly if there are again political attempts to control public media. The only chance to save them and bring them back to life, in short, is like providing oxygen to a seriously ill person, providing them with the possibility of living. Today, to provide oxygen to public media, politicians must stay as far away from them as possible - stated Tomasz Zimoch in the "Afternoon conversation" on RMF FM.

I will vote for both Left projects on abortion
- I will vote [for both Left projects on abortion]. These are projects that I think will gain support in the Sejm. I don't know if all MPs from Third Way will [support them], because I understand we are talking about Third Way, Poland 2050, and PSL. I think the majority of Third Way MPs will support them - stated Tomasz Zimoch in the 'Afternoon Conversation' on RMF FM.
19:08
Zimoch:
I Had a Conversation with the President of the KRS, It Wasn't an Easy One
- Today I had my first meeting, a working, introductory one, at the National Council of the Judiciary. I also had a conversation with the President of the KRS, it wasn't an easy conversation. It was a conversation that I would even describe as difficult. I urged the President to reappear at the earliest possible time at a session of the parliamentary justice committee, because I believe that several months ago we did not conclude the debate in the Sejm on the National Council's report for the past year - stated Tomasz Zimoch in the "Afternoon Conversation" on RMF FM.

- Granting consent, refusal to grant consent, or the President of the Republic of Poland's failure to take a stance on the dismissal of the National Prosecutor has no legal significance. The act of dismissing the National Prosecutor will be effective upon its adoption by the Prime Minister - stated in the legal opinion of Marek Chmaj, which was submitted to the Chancellery of the Senate.
- The Constitution of the Republic of Poland does not grant the President any powers in shaping the appointments of either the Prosecutor General or the National Prosecutor. The Council of Ministers, however, bears responsibility for the actions of the prosecution service, which is a consequence of the powers vested in it by Article 146(4)(7) of the Constitution of the Republic of Poland to ensure the internal security of the state and public order. It is impermissible to grant the President of the Republic of Poland, through an ordinary statute, the authority to unilaterally (decisively) influence appointments in cases other than those explicitly listed in Article 144(3) of the Constitution of the Republic of Poland.
- Article 14 § 1 of the Act - Law on the Prosecution Service conditions the dismissal of the National Prosecutor by the Prime Minister on the consent of the President of the Republic of Poland. Given the content of the aforementioned constitutional provisions, the act of granting or refusing consent, for its effectiveness, would have to be subject to the counter-signature of the Prime Minister. The provision is therefore burdened with a logical flaw (a loop) that prevents its correct and rational application. For the above reasons, Article 14 § 1 of the Law on the Prosecution Service, to the extent that it makes the dismissal of the National Prosecutor conditional on the President of the Republic of Poland granting consent, is contrary to the principle of proper legislation and legal certainty (Article 2 of the Constitution of the Republic of Poland).
- Public authorities, including the Prime Minister, are authorized to directly apply the Constitution of the Republic of Poland, which is a consequence of Article 8(2) of the Constitution. Article 14 § 1 of the Law on the Prosecution Service, to the extent that it introduces the condition of obtaining the President of the Republic of Poland's consent for the effectiveness of the dismissal of the National Prosecutor by the Prime Minister, is in direct conflict with the aforementioned higher-ranking norms. For this reason, this condition should be considered non-existent (non-binding).
- Consequently, the dismissal of the National Prosecutor, in light of Article 14 § 1 of the Law on the Prosecution Service applied to the extent not conflicting with the Constitution of the Republic of Poland, occurs as a result of the act of dismissal, carried out by the Prime Minister, at the request of the Prosecutor General.
- Granting consent, refusal to grant consent, or the President of the Republic of Poland's failure to take a stance on the dismissal of the National Prosecutor has no legal significance. The act of dismissing the National Prosecutor will be effective upon its adoption by the Prime Minister.

It Seems to Me that the December 11th/12th Deadline for the Formation of a New Government is Too Late
- It seems to me that this December 11th, 12th deadline for the formation of a new government is too late, and here I apologize profusely, but Prime Minister Mateusz Morawiecki is unnecessarily delaying this entire procedure, because I want to clearly emphasize that we have the truly urgent adoption of the budget ahead of us, and already the submission of laws and projects related to functioning for the entire term, not for two weeks - stated Marek Sawicki on Polsat News.
21:02
Sawicki:
The President Realizes the PO-PiS Divide is Not Constructive for Poland
- The President is nearing the end of his second term and knows that the division of the political scene into PO-PiS since 2005 has not been constructive for Poland. He understands that this conflict, this dispute that has been escalating and shows no signs of subsiding before the presidential elections, does not serve Poland well. The President also realizes that he has participated in all of this for the past 8 years. Therefore, seeing the proposals from Trzecia Droga, both from Poland 2050 and the Polish People's Party, aimed at calming the political scene, with a clear slogan of 'enough fighting, let's move forward', and an attempt to build this center and rebuild community, which Szymon Hołownia also spoke about in his speech. Perhaps the President expects, or sees Trzecia Droga, encompassing both Poland 2050 and the Polish People's Party, as the future seed for building national consensus – stated Marek Sawicki on Polsat News.
21:03
Sawicki:
PiS aimed to emerge as martyrs of the new parliamentary term in these elections
- We must clearly state that Law and Justice has worked very consistently for 8 years to ensure that certain individuals, including Marshal Terlecki and Marshal Witek, and I could name a few other MPs who have led not only in parliamentary brawls but also in breaking parliamentary regulations. A democratic parliament has the right to assess, and we have recognized that each club has its representation in the Sejm's presidium, but at the same time, we have the right to assess the individuals being nominated. Law and Justice also did not give us recommendations regarding candidates, such as Piotr Zgorzelski, with only 2 MPs abstaining from voting, or even candidates nominated by Civic Coalition or The Left - stated Marek Sawicki on Polsat News.
- If there had been a desire from their side to elect their representatives, I will honestly say that I expected or suggested to some Law and Justice politicians that they should at least have a conversation with Third Way about the election of the Sejm's presidium and their candidates. However, there was no clear offer from their side to us. It seems to me that Law and Justice wanted to emerge as martyrs of the new parliamentary term in these elections rather than genuinely put forward individuals to work in the presidium - he added.
21:03
Sawicki:
When I voted, I hesitated greatly, but after Kaczyński's statement, I had no doubt I made the right decision
- When I voted, I hesitated greatly, but after Jarosław Kaczyński's statement, I had no doubt that I had not made a mistake, because if Jarosław Kaczyński, after this vote, once again says that I am not a person of equal category, that I am not a person of the level that he, Elżbieta Witek, and his entire political environment are, then I apologize, who am I then – stated Marek Sawicki in Polsat News.
