Friday's Political Agenda: Coalition Agreement Signing, PiS Celebrations

As informed by the co-leader of New Left, Włodzimierz Czarzasty, the coalition agreement will be initialed at 12:00 PM in the Sejm building. "We have everything agreed upon," he said.

Today – on the eve of Independence Day – social celebrations organized by PiS will take place. The program includes, among other things, a Holy Mass for the victims of the Smolensk catastrophe at 8:00 AM, and in the evening – the Memory March at 8:30 PM, laying flowers before the monument of Marshal Piłsudski, and an address by PiS leader Jarosław Kaczyński at 9:00 PM.

07:30

Gawkowski:

Coalition Talks Concluded Successfully Last Night
- Coalition talks are going very well, they concluded successfully last night and this is good news for Poland. [...] The leaders will be announcing a concrete plan for Poland today at 12 PM in Warsaw. There will be very specific solutions, [...] but there will also be directional solutions [...]. What is most important is that this agreement is for four years [...] it's not an agreement for the moment, but for four solid years of joint work - said Krzysztof Gawkowski in "Rozmowa o 7:00" on RMF24.

07:42

Gawkowski on Legal Abortion Up to 12 Weeks: There's a Majority in the Sejm That Believes We Shouldn't Do It
- We have a minority stake in this coalition today; Platforma won, and in reality, Trzecia Droga has a package today that allows them to say they disagree with something [...]. It's the case that someone won these elections. The Left will not set aside human rights issues, but today Czarzasty told the truth. There is a majority in the Sejm where the majority believes we should not do this [legalize abortion up to 12 weeks] - said Krzysztof Gawkowski on RMF24. - Yes [the choice is this: either the issue of abortion, or removing PiS from power], it has come to this strongly. The Left was uncompromising on this matter. I think there are no stronger declarations than those the Left made yesterday at the meeting, than you have ever heard at a rally - he continued. - We will say this at the first Sejm session, but it does not mean that our partners from Trzecia Droga will change their horizon on human rights, their thinking about the state, or their worldview - he went on to say.

07:45

Gawkowski:

Housing Policy Has Been Regulated. The Left's Demands Are Incorporated
- Matters concerning housing policy have been regulated. And we are satisfied because the demands that the Left proposed have been incorporated. So it's not the case that today I can say that something the Left proposed will not be implemented. It will be implemented - said Krzysztof Gawkowski in RMF24.

07:49

Gawkowski:

The Left Has Achieved Many Successes in This Agreement, We Have Included Many Strong Slogans
- The Left has achieved many successes in this agreement, and I am truly satisfied with it. I believe that in social policies, as well as in human rights policies, to be clear, the Left has included many strong slogans that couldn't even appear in any atmosphere for the last 8 years, and here they will be - said Krzysztof Gawkowski in RMF24.

07:52

Gawkowski:

There's No Chance Anyone Will Break the Coalition Majority That Will Be Announced Today
- From the very beginning, I have believed that what the president is doing by nominating Mr. Morawiecki as prime minister is a political stunt. There is no chance that anyone will break the coalition majority that will be announced today. There is no chance that anyone will leave this coalition - said Krzysztof Gawkowski on RMF24.

07:56

Gawkowski on the State Tribunal for Glapiński: I'm For It
- I am for it [the State Tribunal for Adam Glapiński]. [...] This is a long process, burdened, for instance, by the need to verify everything that the minister, today Mr. President Mucha, has spoken about. To be aware of what happened in the NBP management boards, what actual management looked like. Whether we are dealing with a breach of law - said Krzysztof Gawkowski in RMF24.

08:05

Kobosko:

Our leaders will sign a programmatic agreement and present personnel decisions regarding the Sejm and Senate presidiums
- Our leaders, the leaders of the three groupings forming the future coalition, will present and sign a programmatic agreement, a coalition agreement, concerning the most important points that the future government will want to address, and will also present personnel decisions regarding the most important positions, particularly concerning the presidiums of the Sejm and Senate - said Michał Kobosko in an interview with Grzegorz Kępka on Polsat News' "Graffiti".

08:18

Kobosko:

Hołownia Will Be a Very Good Speaker of the Sejm. I Hope He Takes This Position
- I cannot officially say this, because officially only leaders can say it. We have discussed this, and I personally hope, as the deputy leader of Poland 2050, that it will happen, that Szymon Hołownia will become the Speaker of the Sejm. I believe he will be a very good Speaker of the Sejm in times that require, first and foremost [...] the restoration of the quality of the Sejm's functioning after 8 years of devastation, of destroying the values of legislation, the values of parliamentarism - said Michał Kobosko on Polsat News' "Graffiti".

08:25

Kobosko:

As the Third Way, we believe that if there is a parliamentary club, it should have representation in the Sejm's presidium.
- We are currently discussing the composition of the presidium. It is no secret that we are talking, among other things, about deputy marshal positions for PiS and Konfederacja – said Michał Kobosko in “Graffiti” Polsat News. - We, as the Third Way, operate under the assumption that if there is a parliamentary club in the Sejm, it should have its representation in the presidium, it should have a deputy marshal - stated the First Deputy Chairman of Poland 2050. - We, and this is no secret, disagree with many things in Konfederacja's program, they do not appeal to us, and we did not like what Konfederacja's leaders said, both the main leaders and those slightly less main but louder, like Janusz Korwin-Mikke or Grzegorz Braun […]. But this is a million votes, even more, it is serious support, and these voters must also be respected – he continued.

08:35

Wąsik:

PiS has always had a 'total' opposition that now wants to transform into 'total' power
PiS has always had a 'total' opposition that now wants to transform into 'total' power. I recall that yesterday there were some ludicrous declarations about bringing to justice, about putting the head of the NBP before the State Tribunal – said Maciej Wąsik in "Signals of the Day" on PR1. - It is simply embarrassing that if the opposition… if you want to hit a dog, you will always find a stick. This is an old Polish proverb which is applicable in this case – he added.

08:35

Wąsik:

Platforma's Leadership Claims Karpiński's Case is Political. I See No Such Evidence

It seems to me that the leadership of Platforma has never commented loudly on this [Karpiński's] case. I don't even recall President Trzaskowski distinctly addressing this matter. He said, he distanced himself. He said that if there are irregularities, they must be prosecuted. Various declarations were made here about it being a political matter. About it being a politicized affair. I don't see such evidence – stated Maciej Wąsik on PR1.

08:36

Wąsik:

The Main Problem for the New Government is Currently Forming a Coalition Agreement

- The main problem is creating a coalition agreement. I'm curious about this coalition agreement. Because on my way here, I was reading that the 'grandma's benefit' won't be available from January 1st. Several other projects won't be realized. There won't be a 60,000 PLN tax-free amount in the coming year – Maciej Wąsik said on PR1.

08:36

Wąsik:

Before PiS rule, election promises were just that; we taught politicians to fulfill them

- Before PiS, election promises were just election promises. When PiS came to power, we taught politicians that they must be fulfilled. We said so, and it was so, and we fulfilled a vast majority of our promises. I think society is mature enough to demand the same solutions from the current opposition if they take power, and they must reckon with this. Will they do it? I don't think so, because they can't. They are a chaotic rabble – stated Maciej Wąsik on PR1.

08:41

Kobosko Asked if He Would Vote for Witek's Candidacy for Deputy Speaker: I Have No Conviction to Support Her on Any Matter
- Regarding Ms. Marshal Witek - it's a glaring obviousness that Ms. Witek evokes gigantic emotions and controversy. She participated in and bears co-responsibility for spoiling the functioning of the Sejm, I'm speaking very delicately, for the corruption of parliamentary principles, legislation, topped by the infamous reassumption of a vote, which has gone down in the blackest history of Polish democracy - Michał Kobosko stated on Polsat News' "Graffiti". Asked if he would vote for Elżbieta Witek's candidacy for the position of Deputy Speaker of the Sejm, he replied: My hand would tremble significantly, and to put it plainly: I have no conviction within me to vote on any matter supporting Marshal Witek.

08:55

Kobosko:

No Disagreement Protocol in Today's Agreement
- There will be no form of disagreement protocol included in this agreement. There is no reason why, when we begin our cooperation... - said Michał Kobosko on Polsat News's "Graffiti". Responding to the host's opening question, "So, what won't be happening today?", he replied: That will be the subject of further discussions.

08:59

Sawicki:

I'm Not Retiring Yet and, as I Declared During the Election Campaign, I Am Fully Available to Parliament

- I consider it a great honor to receive a nomination from the President. It's an acknowledgment of my political career. Of course, I'm not retiring yet, and just as I declared during the election campaign, I confirm now that I am fully available to Parliament, and I still have plenty of ideas – stated Marek Sawicki in the TVP1 program „Kwadrans polityczny” (Political Quarter Hour).

09:02

Sawicki on the Ministry of Agriculture: I suggested Kosiniak-Kamysz entrust this role to younger individuals. I won't say publicly, but at least 4 people are being considered.

- I'll say this, I have the experience, but I also understand the weight associated with the office of Minister of Agriculture. I'm also aware of the current situation in Polish agriculture. I am convinced that there are several younger, more capable individuals than myself who would perform this role better. I suggested to Władysław Kosiniak-Kamysz that this role be entrusted to younger people. I won't say this publicly, but at least 4 individuals are being considered. I am convinced that Władysław Kosiniak-Kamysz will make a good decision - stated Marek Sawicki on TVP1's "Political Quarter of an Hour" program.

-The Ministry of Defense requires good civilian oversight. Respect for soldiers and the uniform needs to be restored, and it seems that Władysław Kosiniak-Kamysz will not be holding press conferences and dressing in uniforms, pretending to be a soldier. At the same time, he will have a group of good advisors who, by cooperating with the president, because President Andrzej Duda is the Commander-in-Chief, will manage the army well - he added.

09:03

Sawicki:

The President Expects Me to Conduct the Proceedings in Accordance with the Constitution, Parliamentary Custom, and with Dignity. I Have Given Such an Assurance
- What President Andrzej Duda expects, when he entrusted me with this function, both when we discussed it on Monday and yesterday during the solemn presentation of the appointment. The President expects me to conduct the proceedings in accordance with the Constitution, parliamentary custom, and with dignity. This is what the President cares about, and I have given such an assurance - stated Marek Sawicki on TVP1's program “Political Fifteen Minutes.”

09:10

Sawicki:

The Most Certain Information from Coalition Talks is that Hołownia Will Be the Candidate for Marshal of the Sejm

- The most certain information from coalition talks is that Szymon Hołownia will be the candidate for Marshal of the Sejm. Sometimes debutants perform better than seniors, so I repeat once again that the world belongs to the youth, and therefore we must hand over the reins of governing the country to younger people – stated Marek Sawicki in the "Political Quarter Hour" program on TVP1.

09:17

Sawicki:

EU Federalization Like 2020's Financial Move Won't Happen in the Next 5 Years

- Certainly, in the next 5 years, there will be no federalization of the European Union akin to what happened in 2020, meaning financial federalization. We have common taxes, common debt. Today, we are not receiving the KPO (National Reconstruction Plan), but we are already servicing it, both in the grant and loan components – stated Marek Sawicki on the TVP1 program "Kwadrans polityczny" (Political Quarter Hour).

09:46

Jaki on the EU: They're Looking for Any Way to Get Rid of Me
- This is a foretaste of what this new state, which is currently being created, is supposed to look like, because that is the main reason why we are being persecuted. That is, I belong to the biggest critics of this treaty, and that infuriates them. They are looking for any way to get rid of me, and a conviction in this case will mean I won't be able to run for office, and they are playing on that - stated Patryk Jaki in a conversation with Michał Rykowski on the program "Salon Polityczny Trójki". - This treaty, which I am talking about, refers to Spinelli's communist manifesto on its very first page. This new European state is obviously a utopia, and to maintain any utopia, what was previously needed in communism is required, meaning the restriction of freedom, censorship, persecution for criticizing this system, and this is precisely why people are to end up in prison for liking something on the internet - he added.

09:50

Jaki:

Congratulations on your vote in the recent elections. We will soon wake up in an Orwellian state and nothing will be reversible.
- We say that the camp, which calls itself the democratic camp, is organizing all of this for us, and in reality, over the past few weeks, they have already managed to withdraw from all the most important elements of their program, the tax ones and so on, but the only thing they have left and what unites them, and this is their true program, is the 3x V program, meaning vengeance, vengeance, and once again vengeance. In the near future, besides, of course, what the EU wants, which is adopting this new treaty that deprives us of competencies, adopting the migration pact - stated Patryk Jaki in PR3. - There will be a hunt for PiS members and for all people who supported the previous government. If someone thinks this is democracy and that democracy should consist of closing down the system, intimidating journalists, imprisoning people for liking a post by politicians they dislike, then I congratulate them on their vote in the recent elections. We will soon wake up in an Orwellian state and nothing will be reversible - he added.

BGK:

Nearly a Billion PLN to Support Entrepreneurs in the Łódzkie Voivodeship
PARTNER CONTENT

How can entrepreneurs benefit from the European Funds for Łódzkie 2021-2027? Through loans, including those with partial write-offs. Over 208 million euros are available for distribution.

"As part of the European Funds for Łódzkie 2021-2027 program, record-breaking funds will reach our voivodeship. Support for entrepreneurs will also be record-breaking. In business, you sometimes have to take risks, but not everyone succeeds. However, you can significantly increase your chances on the market. How? European Funds are here to help," says Grzegorz Schreiber, Marshal of the Łódzkie Voivodeship.
Significant increases in the amount allocated from FEŁ2027 for investments in the form of revolving instruments (loans) allow for the expansion of supported areas. In the 2014-2020 financial perspective, revolving instruments were primarily focused on increasing the competitiveness of small and medium-sized enterprises, building thermal modernization, and starting business activities. In the case of FEŁ2027, they will be allocated to: investments in SMEs, energy efficiency, renewable energy sources, the circular economy, and culture and tourism. The group of support recipients has also been significantly expanded, meaning that in addition to entrepreneurs, other entities operating in the region will also be eligible for financing.
"Thanks to many years of experience, Bank Gospodarstwa Krajowego continues to implement projects with European funds. As a result, the Management Board of the Łódzkie Voivodeship has entrusted the Bank with PLN 966.4 million for the financing, in a revolving form, of key projects for the Łódzkie Voivodeship. European Funds will once again contribute to the growth of the economy's competitiveness, as well as to increasing the investment attractiveness of the Łódzkie region," says Paweł Chorąży, Managing Director of the European Funds Division at BGK.
The Entrepreneur Service Centre, as an intermediary institution in the implementation of FEŁ2027, has already signed an agreement with Bank Gospodarstwa Krajowego for the implementation of this undertaking. It is BGK that will act as the Trustee Fund Manager and will be responsible for implementing financial instruments within the FEŁ2027 framework. The agreement is for over PLN 966 million in eligible expenditures, of which PLN 821 million comes from the European Regional Development Fund. Now, BGK will select financing partners through open tenders, who will then provide preferential loans (including those with partial write-offs) to entrepreneurs, housing communities and cooperatives, local government units, and other entities operating within the Łódzkie Voivodeship. Support will be available as early as the first half of 2024.

ORLEN Group Integrates Transport Operations

ORLEN Transport has taken over the fuel transportation division from ORLEN Paliwa. This move consolidates the concern's entire road transport operations within a single company. The integration will enable further optimization of transport services and strengthen the ORLEN Group's logistical capabilities.

– When we bought back 100% of the shares in ORLEN Transport in 2021, bringing the company back into the Group, we announced not only the rebuilding of our own transport capacities but also the integration of road logistics within the ORLEN Capital Group. Concentrating all transport activities under one entity will improve the efficiency of managing this segment, streamline procurement processes related to the development and servicing of the machinery fleet, facilitate modernization, and contribute to raising the level of services provided to customers. In the near future, we plan, among other things, to equip all vehicles with intelligent safety systems and to take actions aimed at increasing the energy efficiency of ORLEN Transport. The result of the integration will be a strengthened position of the concern on the fuel road transport market – says Michał Róg, Member of the Management Board for Trade and Logistics at ORLEN.

As part of the integration, ORLEN Transport has acquired an additional 135 transport units and 225 drivers. Thanks to this merger, the company now boasts a modern fleet of over 330 sets for the transport of dangerous goods classified under ADR classes II and III, which includes liquid fuels, including gas. It employs over 1,000 people, including more than 900 drivers. ORLEN Transport has already begun fulfilling contracts for the transportation of liquid fuels for ORLEN Paliwa and its clients throughout Poland.

– The years of experience and high transport competencies acquired from ORLEN Paliwa will allow us not only to strengthen internal logistics processes within the Group but also to expand the scale of our operations. This will give us the opportunity to offer liquid fuel transport services beyond our country's borders. The merger will also allow us to increase the scale of investments, including in our fleet. Next year, we will spend over PLN 140 million on this – says Mirosław Zubek, President of the Management Board of ORLEN Transport.

ORLEN Transport is one of the largest road transport service providers in Poland. In 2022, the company transported over 7.1 million cubic meters of liquid fuels. The company's revenues, generated based on long-term agreements with the ORLEN Group and other fuel concerns, amounted to PLN 193.6 million in 2022. In 2015, a decision was made to sell ORLEN Transport to a private carrier. Due to the growing logistical needs of the dynamically developing concern, in 2021, the ORLEN Management Board decided to reincorporate the company into the Capital Group.

Tusk on Coalition Agreement: Swiftly and Harmoniously, We Have Completed Work on This Important and Binding Document
It is a great satisfaction for those gathered here today that on the eve of the anniversary of independence, we can share good news, imbued with responsibility for our homeland. We are ready to initial the text of the coalition agreement shortly, which will serve as a set of signposts and recommendations for our work once we receive the opportunity from the President – stated Donald Tusk in the Senate. - This was not a race against time; as you know, President Duda decided to gain some time for himself, for the party that has been governing until now. We will not comment on this today, but I would like to clearly emphasize on behalf of all of us that although we were not acting under time pressure, we swiftly and harmoniously completed the work on this important and binding document – he continued. - The anniversary of independence obliges us greatly. To show that for Poland, one can act harmoniously and swiftly, in concert, despite occasional differences in views, or sometimes interests, as is known. But it was very important to us that Poles, who went to vote with such hope, see on the eve of Independence Day that things are moving in a good direction – emphasized the leader of Civic Coalition (KO).

12:19

Tusk:

We are ready from today to take responsibility for our homeland

- We are ready from today to take responsibility for our homeland and for the coming years. Once again, I wanted to thank everyone who put in a lot of positive energy, a lot of such good, patriotic determination, and I have many years of political and public activity behind me. I have never experienced negotiations, because these were also negotiations that were conducted with such mutual trust and a positive approach – stated Donald Tusk in the Senate.

12:24

Hołownia:

I Hope All Those Aspiring to be Prime Minister Are as Advanced in Coalition Building. We Invite Them to Show Their Agreements; We Are Ready
- We are on the eve of November 11th, you all know from history lessons how divided Poland was then, as it regained independence. After all, these parties, from left to right, were deeply entrenched in their positions, attached to their programs, to their values, and yet they succeeded. [...] Today we want to repeat that. [...] To propose an agreement, which is an agreement where none of us gives up their own identity, but together we create something more than a collection of parties standing next to each other - said Szymon Hołownia. - You might feel a bit unsatisfied at times, a sense that something could have been specified more, said more directly. That's what the parliamentary chamber is for, that's what Council of Ministers sessions are for, that's what our discussions will be for. Today we are setting the direction. [...] We want to show everyone [...] that a safe change is coming [...] for everyone, regardless of their beliefs, who they voted for, or what they want to do with their lives. We want to give people freedom, not do things for them. This document is about that - he continued. - This is the first public coalition agreement of Polish governments. [...] Today we are presenting both the substantive part, the government's program for the next four years, the signposts we have set for ourselves, and the political part, which will tell you how we have divided the work [...] in the Sejm presidium, in the Senate presidium, in the Council of Ministers [...]. I hope that all those who want to be Prime Minister, because it seems this is not a one-person group in Poland, are as advanced in their coalition-building efforts. We cordially invite them to show their coalition agreements [...] we are ready - he went on to say.

12:30

Czarzasty:

We are joining forces to change how Poland is perceived and thought about
This is the moment when one must rise above divisions; this is a moment of responsibility. This agreement is an agreement of broad compromise. In compromise, usually, nobody is entirely satisfied and nobody is entirely dissatisfied. There are the most important things in Poland right now: creating a perspective and realizing a Poland that will be tolerant, open, law-abiding, responsible, and which will have its strong place, as it deserves, within the structures of the European Union, a serious player on the world stage. Therefore, we are entering this compromise; as the Left, we acknowledge this compromise. We know that many things will need to be defined more precisely in the future, but we have won this, together. We are joining forces to change the way Poland is perceived and the way of thinking in Poland – stated Włodzimierz Czarzasty. I want to say that this coalition agreement, as far as the Left is concerned, just like other parties, will also require acceptance from our statutory authorities, which I have convened together with my friend, Robert Biedroń, for Sunday. I also want to say that I personally have great satisfaction, not only from cooperating with great people, with the Prime Minister, with the leaders of other parties. No one will take this satisfaction away from the Left's term; after 18 years, we have a chance to implement parts of our program, not all of it, because a compromise is a compromise, but after 18 years in government, we have a chance for the dreams that were entrusted to us by the people who voted for us to come true. We are not giving up on any of our program postulates; we will continue to fight for all those matters that are most important to us – he added.

12:32

Tusk on Government Composition: Those Deciding in a Vote and the President Shouldn't Read Leaks. Please Be Patient
As we agreed, because we want to raise these standards to as high a level as possible again. The list of the future government should be presented in the Sejm, and those who are to decide on it in a vote of confidence, and the President, who will later make a decision, should not, in my opinion, read various leaks in newspapers or watch them on television. So, please be patient, but I can confirm that practically all the decisions that have built harmony between the parties, yes, that is behind us. Literally, some cosmetic adjustments will still be needed, but if we had to today, if President Duda decided otherwise, but if we had to or could present the government today, we would be ready without a moment's delay – stated Donald Tusk at a press briefing in the Sejm.

12:33

Biedroń:

Today We Send an Important Signal to Europe and the World – Poland is Returning to the Democratic, Rule-of-Law Map
- Today we send an important signal to Europe and to the entire world – Poland is returning to the democratic, rule-of-law, human rights-respecting map of Europe and the world. This is not only an important signal for Polish women and men, but for all people of good will around the world who have been waiting for this news, that we are ready to take co-responsibility not only for Poland, but also for the future of the European Union – said Robert Biedroń in the Senate.

12:36

Biedroń on issues included in the document:

In the coalition agreement, we emphasize things important to the ordinary person.
- For us as the Left, it is very important that we do not lose the sensitivity that the Left will bring to this coalition. That is why I thank both the Prime Minister and the fellow leaders for emphasizing in this coalition agreement the things that are important to the ordinary person - said Robert Biedroń in the Senate. - Matters concerning fair wages in the public sector, housing issues, fair pensions, as well as issues related to civil rights and human rights. I am talking here primarily, of course, about women's rights. […] 11,600,000 people today look at us with hope that we, as this coalition, will also solve these matters that today, in 2023, should be solved - he listed. - This also includes the issue of the real separation of church and state, and the issue of equality. These are matters that have been included in this coalition agreement. […] These were not easy conversations, but they are important decisions for millions of Polish women and men - he added.

12:41

Tusk:

We're Not Signing This Agreement in the Senate by Accident. For 4 Years, It Was a Bastion of Polish Democracy
- Thank you. A strong thank you to the Senate. Senator Speaker Tomasz Grodzki is with us. It is not by accident that we are announcing this good news precisely here. On the eve of [the holiday of] Independence. For the last 4 years, despite a very fragile majority, the Senate has been a bastion of Polish democracy. In a sense, the hope we are crowning today with our decision was born within these walls. I wanted to thank everyone very much and say that this is a very good prognosis for the coming years – said Donald Tusk at a press conference in the Senate.

12:42

Biedroń Announces: One of the First Bills We Will Create Will Be on Abortion
- As The Left, I would like to declare here that from the first session of the Sejm, we will, together with you, be submitting the bills we agreed upon, both as The Left and in this coalition agreement. One of the first bills we will create will be a bill concerning abortion. This is our duty to the millions of Polish women who entrusted us with this mandate, who gave us their confidence - said Robert Biedroń in the Senate.

12:43

Kosiniak-Kamysz:

This is the First Step in Fulfilling Our Commitment
This is the first step in fulfilling our commitment. Over the past weeks and days since the election, everywhere we went, to every meeting, we heard: 'Reach an agreement, don't quarrel, make a deal, form a coalition, we believe in you strongly.' This is the first commitment we set for ourselves, which we made to you during the election campaign, running as different electoral committees, and which we are now realizing. We have a plan, we have a program for Poland, we have an idea to hand over a better Poland to our children than we found it. This is our sacred commitment, this is our great determination, and we will keep it - stated Władysław Kosiniak-Kamysz. - This is the first step, but without this agreement, where much more unites us than could divide us, there will be no further stages. And these further stages concern Poland's security, the security of every Polish family, prosperity, and living in the most beautiful country in the world, in our beloved Republic. This is what unites us, regardless of where we come from, who we are, or what our worldviews and opinions are. Not everything can be reduced to a single denominator, but we have created a very broad common denominator of issues that we want to address and realize. They concern entrepreneurs and employees, education and healthcare, rural areas and agriculture, and large metropolises. They concern women's rights, family prosperity, and all the ambitious goals that Poland faces today. And we, on your behalf, not our own, on behalf of our voters, but from today as those capable of forming a coalition, on behalf of all Poles, because a government is not responsible for its voters, parliament is not solely responsible for those who voted for you as a Member of Parliament - he continued. - We are taking full responsibility for the fate of Poland, for the fate of our homeland and for each of you. Every woman and every man in Poland can feel safe. Let us do everything to implement the provisions of the coalition agreement, so that these ambitions and dreams become a reality - he added.

12:43

Tusk:

We Promise Everyone That as One Strong Team We Will Manage Polish Affairs for the Entire Term
- If they, having a one-vote majority, managed to hold this bastion of democracy for four years, then we can today promise everyone with full certainty that, in agreement, as one strong team, we will manage Polish affairs for the entire term. For four years – stated Donald Tusk in the Senate.

13:04

The coalition parties confirm the urgent need for pay raises for teachers, public service employees, including administration, courts, and the prosecution service.

The coalition announces a amendment to the Penal Code so that hate speech based on sexual orientation and gender will be prosecuted ex officio. According to the announcement, courts are to be free from political pressure, and the prosecution service will be independent and apolitical.

Zandberg:

Several Issues Were Crucial for the Together Party. We Failed to Convince Partners to Include Them in the Coalition Agreement
- We sat down for these negotiations ready for compromise solutions, because the arithmetic in this Sejm is obvious. However, several issues were crucial for us. It was a matter of financial guarantees for the implementation, firstly, of a public housing program. Secondly, an increase in spending on healthcare. Thirdly, an increase in spending on science, research, and development. Finally, obtaining political consent for the compromise solution we proposed, i.e., a rescue bill, a decriminalization bill, Senator Biejat's bill - stated Adrian Zandberg in a conversation with journalists in the Sejm.

- Unfortunately, we did not manage to convince our partners to include such solutions in this agreement. They are crucial for us, because to take responsibility for ministries, we must have the means to effectively implement these programs - he emphasized.

13:34

Zandberg:

Razem Will Not Join New Government, But Will Support Its Formation
- Razem will vote for a vote of confidence for this government [the current opposition], because we believe that this is the obvious thing to do at this moment. The second matter is as follows: The National Council of Razem - these decisions were made by an overwhelming majority of votes - decided that in connection with the shape of the coalition agreement and the fact that these guarantees, namely 1% of GDP for public construction, 8% of GDP for public healthcare, and 3% of GDP for research, science, and development, were not included in this agreement, we cannot take responsibility for these ministries, which are crucial for us. Therefore, Razem will not send its politicians to the Council of Ministers. Razem will not join this government, but will support its formation, will support the vote of confidence, because we believe that this change should happen as soon as possible and there is no point in postponing it - stated Adrian Zandberg in a conversation with journalists in the Sejm.

14:04

Bochenek:

There was supposed to be a detailed coalition agreement, but there are neither details nor 100 specific points

- There was supposed to be a detailed coalition agreement, but there are neither details nor 100 specific points - wrote PiS spokesperson Rafał Bochenek on Twitter.

Hołownia Announces Removal of Barriers in Front of the Sejm
- I would like to send a very clear signal by 'unbarricading' the Sejm as quickly as possible, subsequently showing that this Sejm should immediately become a place for conversations, not a place for political rallies. I would very much like this Sejm to stop being an arena of contempt for those who think differently - said Szymon Hołownia in a conversation with journalists in the Sejm, when asked about his first decisions as Speaker of the Sejm. - We will sort out the issue of [...] formal motions. This will probably need to be civilized, by simply proposing statements from club leaders at the beginning of each Sejm session, because these formal motions that you hear today are not formal motions at all, they are parliamentary statements. [...] If there is a need for publicistic commentary at the beginning of each session, we will also give MPs the space for that - he continued. - Regulations regarding journalists in the Sejm will also need to be changed. I cannot promise you the opening of the backrooms, these are also issues related to security, but I don't understand why the activity of journalists should be limited in the Marshal's corridor or in other places - the leader of Poland 2050 continued.

15:23

Czarzasty on Razem Party's Decision: This is Not New Information, We've Known It for 2 Months
- This is not new information for us [that the Razem party will not join the coalition government]. The Razem party is forming a coalition, the Razem party is recommending a candidate for the Deputy Marshal of the Senate, the Razem party supports the government, but it has decided that it will not participate in the Council of Ministers - Włodzimierz Czarzasty told journalists in the Sejm. - Absolutely no [issue], because we have known about this for 2 months - he added.

15:24

Glapiński:

In NBP's History, There Has Never Been a Serious Case of Procedure Violations, Document Integrity Issues, or Legal Breaches

- In the history of the NBP, there has never been a single serious case of procedure violations, issues with the circulation and credibility of documents, or breaches of the law. No such cases or proceedings have ever been initiated, let alone violations of the constitution or statutes. That is why these public skirmishes, with which we have nothing to do, and which damage the NBP's interests, its image, and prestige, are very painful for us. Please remember that anyone who baselessly attacks the NBP, damages its prestige, directly strikes at the good of Poland, at the good of our homeland - stated Adam Glapiński at a press conference.

15:25

Glapiński:

We Can Consider Joining the Eurozone When We Reach the Economic Development Level of Western European Countries

- We have often said – we can consider joining the euro area when we reach the economic development level of Western European countries. Then it makes some economic sense. I'm not discussing whether it makes other kinds of sense – that's not our job – stated Adam Glapiński at a press conference.

15:34

Czarzasty:

We Will Likely Submit Bill on Abortion Law Liberalization to 12th Week of Pregnancy on Monday
- Regarding women's rights, because I understand that many circles expected this matter to be very precisely described [in the coalition agreement], concerning a woman's right to decide about her pregnancy up to the 12th week - we did not manage to include it because both PSL and Mr. Szymon Hołownia did not agree to this provision - Włodzimierz Czarzasty told journalists in the Sejm. - We will continue to fight for it. What we will do, we will do, we will likely submit a bill on the 12th week on Monday, concerning a woman's ability to decide in these matters. We will see who will vote for it - announced the co-chairman of New Left. - There is one conclusion, and I say this with great and calm distance - as long as the Left does not have greater influence in the Sejm, one should not expect that abortion law in the sense we dream of and will fight for will be introduced. But we will continuously introduce this bill - he continued. - If the situation arises where this bill we propose does not pass, the next step will be the decriminalization of the abortion process - he noted.

15:40

Glapiński:

The barrage of insults and lies in the media and public sphere damages the NBP's prestige

- We are among the top prestigious banks in the world. Moreover, Poland's tremendous economic successes in the last few decades, and particularly in the last 15, 8, or 10 years. During my term, I can say in any case. They are causing us to be viewed with growing admiration. We are witnessing a miracle of the Polish economy, and undoubtedly, the correct policy of the central bank contributes to this in some way. What is happening is completely incomprehensible to us – stated Adam Glapiński at an NBP conference.

- A barrage of insults, lies, demeaning jokes, and threats that have been broadcast on several stations. It is simply stunning. If this continues and is further transformed into some concrete pseudo-legal or political actions, then we will no longer be among the most prestigious banks in the world. Instead, we will be grouped with some Latin American countries. Those that do not enjoy such prestige and are subjects of concern – he continued.

15:43

Glapiński:

"I Heard Laughter on the Radio Today About Allegations the MPC Isn't Receiving Reliable Documents. Lies, Lies, Lies"

- It's unbelievable what's happening today. I heard laughter on the radio today about allegations that the Monetary Policy Council (RPP) allegedly isn't receiving reliable documents it should be receiving, and that this prevents them from working properly. Lies, lies, lies - stated Adam Glapiński at a press conference.

15:44

Glapiński on Conflict with Mucha: Perhaps Some Issues Were Raised Too Loudly, Perhaps Something Was Unnecessarily Written
- The conflict with President Paweł Mucha, publicly amplified by politicians, has been highlighted. I am in close contact, we are holding talks, and seeking an agreement. Perhaps some issues were raised too loudly, perhaps something was unnecessarily written. We are striving through joint effort to quietly resolve this problem together, so that the management board, in the face of threats that Poland is generally facing, can act together as a board. President Mucha and President Glapiński want the same thing: the good of the National Bank of Poland. The management board is united by common convictions that the prestige of the National Bank of Poland is of very high importance – stated Adam Glapiński at an NBP press conference.

17:16

Bosak:

In my assessment, this is not a coalition agreement. It's a vague programmatic declaration mixed with a few personnel arrangements

- In my assessment, this is not a coalition agreement. It's a vague programmatic declaration mixed with a few personnel arrangements. First and foremost, from a coalition agreement, we should know who is taking which ministry. This is the most basic matter when forming a government, and that is not evident from this - stated Krzysztof Bosak in an interview with Beata Lubecka on the program "Gość Radia Zet".

17:18

Bosak:

On Monday We Will Vote on the Sejm Presidium, and We Don't Even Know What It Should Look Like

- What's more. On Monday, we will vote on the composition of the Sejm presidium, and we don't even know what that composition should be. We only know who these parties will propose - stated Krzysztof Bosak on the program "Gość Radia Zet".

- Believe me, this agreement does not regulate this, and it is not a matter of my interpretation. Today, after the presentation of the coalition agreement, I spoke with politicians of the coalition, and they themselves state that this agreement does not react [to this issue]. There is a difference of opinion between them, and this is not the only difference - he added.

17:27

Bosak:

We Wouldn't Want to Verify the Implementation of Laws We Oppose, Even If It Meant Exposing Our Rivals' Hypocrisy

- Only those that align with our program. We wouldn't want to verify the implementation of laws we oppose, even if it meant exposing our rivals' hypocrisy – stated Krzysztof Bosak on the program 'Gość Radia Zet'.

17:42

Bosak:

Mentzen and Wipler Shine in the Media, and That's Probably the Right Way to Put It

- Frankly speaking, in my opinion, Sławomir Mentzen and Przemysław Wipler are shining in the media, and that's probably the right way to put it. I wouldn't want to comment on that, these are matters of our coalition partners - stated Krzysztof Bosak on the program 'Guest of Radio Zet'.

18:17

Borys:

I'm Stepping Down as PFR President at Year-End
- My mission as President of the Polish Development Fund (PFR) is coming to an end. I have decided to return to the private financial market in 2024. I will announce my new role in January - Paweł Borys wrote on Twitter. - The term of office for the entire PFR management board expires in 2023. I will not be seeking re-election and will conclude my term as PFR President at the end of this year. At the same time, I will also resign from the position of Chairman of the Supervisory Board of BGK - he added.

18:57

Morawiecki:

Promised 100 Specifics, Ended Up with 24 Generalities. Civic Platform Puts the Others in Their Place

- It was supposed to be 100 specifics, but it ended up with 24 generalities. Civic Platform is putting the others in their place. This is not the announcement of a coalition of equal partners who have a vision and know how to respond to the challenges facing Poland - wrote Prime Minister Mateusz Morawiecki on Twitter.

Lubnauer on Razem's Absence from Government: "Ms. Zawisza Participated in Some Coalition Talks, So This is a Certain Surprise"

- Let us note that one of their [Razem's] MPs, Ms. Zawisza, participated in some of the programmatic talks, so this is a certain surprise, but I think it will be fine – stated Katarzyna Lubnauer in the "Afternoon conversation" on RMF FM.

- I am convinced that on very many issues [we will agree with the Razem party], e.g., those you called worldview issues. And I would call them human rights issues. In parties that might have a problem with this, i.e., either Hołownia's or in PSL, there is no discipline. However, when it comes to the issue of women's rights, we are entirely in favour – she continued.

19:01

Lubnauer:

We Will Invalidate the Constitutional Tribunal's Ruling on Abortion as It Was Issued Flawed and Unlawfully

- Certainly, within 100 days, there will be solutions aimed at making women safer during pregnancy. This is a matter of regulations that the Minister of Health can issue. It's about certain solutions that don't necessarily require a direct change in law – Katarzyna Lubnauer stated on RMF FM.

- Yes [we will invalidate the ruling of the CT] because it was issued with a flaw, namely the participation of substitute judges, and there is no doubt about that. And a resolution is also announced which speaks of recalling the substitute judges. Because they were chosen, actually the substitutes of substitutes, in violation of the rules – she continued.

- There are more [rulings in the CT] that raise significant doubts. Because let's recall that this Tribunal issues rulings 'on demand,' for example, those related to EU rights. Therefore, I think there may be more such rulings [that we will invalidate] – she added.

19:03

Lubnauer:

No Civil Partnerships for LGBT People in Poland Until Institutional Hate is Eliminated

- Recently, LGBT communities met, their representatives of course. They met with representatives from Civic Platform (KO), The Left (Lewica), Poland 2050, and the Polish People's Party (PSL) in the Sejm and stated that the most important things for them are those stipulated in the coalition agreement, such as combating hate speech. Because there will be no civil partnerships until such institutional hate towards LGBT individuals is eradicated – stated Katarzyna Lubnauer on RMF FM.

19:03

Lubnauer:

We have no doubts that the previous government also violated the constitution regarding state-church relations

- First of all, we have no doubts that the previous government also violated the constitution regarding state-church relations. Because these ties went far beyond what we would call a secular state – stated Katarzyna Lubnauer on RMF24.

19:03

Lubnauer:

We Want Evolution in Schools, Not Revolution. We Will Abolish HiT and Give Teachers More Autonomy

- This is exactly what we are promising teachers. That it will be an evolution, not a revolution. So, what do we mean by that. We want to streamline the core curricula, but also in line with educational cycles, not for all classes simultaneously. We truly want to abolish HiT, but in order to return to the solutions that existed before HiT, and we want to bring about a situation where teachers have greater autonomy – said Katarzyna Lubnauer on RMF FM.

19:52

Biedroń on Civil Partnerships: Hołownia and Kosiniak-Kamysz Disagree, Poland is a Relic in This Matter and The Left Wants to Change It
- It [in the coalition agreement] mentions full equality [...] it is a matter of guaranteeing civil partnerships in the first stage, we will fight for it, just as we declared, we will convince our coalition partners to this [...] that's why [we didn't explicitly include it in the coalition agreement], because Third Way, both Szymon Hołownia and Władysław Kosiniak-Kamysz, do not agree with this demand [...] there was no agreement on civil partnerships - said Robert Biedroń in an interview with Piotr Witwicki on the program "Gość Wydarzeń" Polsat News. - It is 2023, there is really no reason why civil partnerships should not be in effect in Poland. [...] I believe that in Szymon Hołownia's club there are many people who want to vote for civil partnerships. I can declare immediately: we, as The Left, will submit a bill on civil partnerships, with the aim of convincing not society, because society is convinced, but above all those unconvinced parliamentarians, to vote - he continued. - Poland is a relic in this matter and The Left wants to change it, that's why we entered this government. [...] I also believe that this is the minimum and it needs to be pushed through - he went on to say.

19:57

Biedroń:

No Return to the Abortion Compromise, It Was Women's Hell. On Monday, the Left Will Submit a Bill on Termination of Pregnancy
- On Monday, at the first Sejm session, the Left will submit a bill concerning the termination of pregnancy. [...] There will be no return to the abortion compromise; this so-called abortion compromise was in fact women's hell. Women terminated pregnancies in unsafe and illegal ways, and we want women to be able to do so safely, legally, and in a manner that guarantees basic healthcare standards. [...] An end to women's hell, and therefore, on the first Sejm session, due to its symbolism, the Left wants to submit this bill - said Robert Biedroń in Polsat News.

20:04

Biedroń:

"Tusk lacks credibility on worldview issues" - I would repeat that even today
- Looking at it today, I would still sign under it [that Tusk lacks credibility on worldview issues]. I would repeat that even today. These governments will be a test for Donald Tusk, to prove that certain matters will be delivered, to put it colloquially, that Poland will finally catch up to some European standard when it comes to human rights - said Robert Biedroń in Polsat News. - Donald Tusk, precisely during negotiations concerning both partnership unions and abortion, stood on our side, on the side of Lewica, very consistently demanding that it be included in the coalition agreement, but the Poles gave a strong mandate to Trzecia Droga - he continued.

20:07

Biedroń:

The Church will have to understand it will be treated the same as other entities, and this doesn't require denouncing the Concordat
- I believe that we will sort this out in such a way that the Church will have to understand that it will be treated the same as any other entity, and this does not require denouncing the Concordat. It can simply be resolved through negotiations with the Church - Robert Biedroń said on Polsat News.

20:11

Biedroń on The Left Together: I Would Have Preferred Them to Co-Create This Government, Perhaps They Are Not Ready, Perhaps They Want to Observe What Will Happen
- They made that decision [politicians of The Left Together about not joining the government]; they will support this government, they will cooperate. I would have preferred them to co-create this government because they are very wise, reasonable people, but if they do not want to take co-responsibility yet, perhaps they are not ready, perhaps they want to observe what will happen - said Robert Biedroń on Polsat News.

20:19

Patryk Jaki on the United Right's Coalition Agreement: It's Not Necessary for Us
- It's not necessary for us because all previous coalition agreements referred to a program that is common, and that's the fundamental difference, because we wrote this program together, and that's the fundamental difference between us and this entire conglomerate of parties that have different programs, which is why they need a coalition agreement – stated Patryk Jaki on Polsat News.

20:20

On Whether Kaczyński Should Step Down: Absolutely Not
- Absolutely not. He is the glue, the most important person. I believe Jarosław Kaczyński created the conditions for a party to win eight elections in a row for the first time, and this is the ninth, this time not with the result we would have wanted, but still, and this is primarily his merit - stated Patryk Jaki on Polsat News.

20:21

Jaki:

Poland Has Never Seen Anything Like It, Such a Scandal as This Coalition Agreement
- Poland has never seen such a curiosity, to officially boast that their program includes the principle of breaking the law, the constitution, and restricting and regulating freedom of speech. Poland has never seen anything like it, such a scandal as this coalition agreement - stated Patryk Jaki on Polsat News. - On the third page, it is mentioned that we will invalidate the ruling of the Constitutional Tribunal, specifically in point six. When politicians from that side were asked today how they intend to do this, they claim it will be through a Sejm resolution. In the constitution, firstly, there is a hierarchy of sources of law, and this hierarchy of sources of law in Article 87 states that it is as follows - the constitution, statutes, ratified international agreements, regulations. How on earth can a Sejm resolution be higher than a constitutional provision, where it is explicitly stated in Article 189 that rulings of the Constitutional Tribunal have universally binding force and are final - he added.

20:23

On Stripping Immunity: 'I Will Like Even More'
- I will like even more. Sitting here before me was another sadist, who together with his colleagues, forged this coalition agreement. These are the same people who built a totalitarian system in Poland during the PRL era, and they have exactly the same habits [...] For them, showing the truth is hate speech. Therefore, I want to kindly inform them that they will not silence me, nor will they silence Poles. We will continue to publish real scenes of migrant violence – stated Patryk Jaki on Polsat News.

21:24

Kaczyński:

A Concrete Plan Exists in the EU. We Would Become a Territory for Poles to Inhabit, Ruled from Outside

- A plan has already been prepared, a concrete plan, the implementation of which by the EU would lead not only to the deprivation of our independence, the deprivation of our sovereignty, but even to the annihilation of the Polish state. We would become a territory for Poles to inhabit, ruled from outside, because such a plan has been adopted by the constitutional committee of the EP. Of course, there are still a few steps to be taken, they may take longer or shorter, there have already been several treaties, the preparation of some lasted 2 years, others only a year. These works have been ongoing since 2021 - stated Jarosław Kaczyński during the November 10th commemorations.

[The plan] can be briefly described as the liquidation of our independence. Our independence is to be just a historical incident once more. The previous one lasted a little over 20 years, this one is meant to last a little over 30. But it is to end in a year, two years, three years - he continued.

21:25

Kaczyński:

A Great Effort, a Great Consolidation of Our Nation is Necessary. We Want to Be Free, Independent
What I must talk about today is the necessity of a great effort, a great consolidation of our nation to stop this process. Other nations can decide as they wish. We Poles want to be free, independent – stated Jarosław Kaczyński during the November 10th commemorations.

21:25

Kaczyński:

We Don't Want to Be Subordinate to Germany

- We do not want to be subordinate to Germany, because this is essentially a German plan contained in the coalition agreement of the German government, presented in essence directly as a pursuit of German hegemony by Chancellor Scholz - stated Jarosław Kaczyński during the celebrations on November 10th.

21:25

Kaczyński:

A Tough Fight Awaits Us. This Coalition is Led by a Non-Polish, German Party. An External Party
We cannot be a generation that capitulates. A tough fight surely awaits us, because those who want to seize power today, who have just reached an agreement, although they did not dare to include this point in the agreement, even though they supported it in the European Parliament, these people will certainly strive to realize this plan. This coalition is led by a non-Polish, German party. An external party - stated Jarosław Kaczyński during the November 10th celebrations. - We must fight, fight, and fight again. We cannot repeat the disgrace of over 200 years ago - he added. - We must win this fight and we can win it. We will only win it if we are determined, if we know what it is about, what the hierarchy of values is, that freedom, independence, sovereignty are at the top of political values and that they must be defended at all costs - he emphasized.

21:27

Kaczyński:

There is a prospect, though not yet a certainty, of power being seized by a camp that wants to restore high pensions for SB officers
- When we met here in previous years [...], I always spoke about that time, about the unity of those who, despite their differences, fought for independence, although they were often in sharp conflict before, about the necessity of combining thought and action, about everything that led to this miracle, because it was often said and is still said today about the 'miracle of independence'. But at the same time, like millions of Poles, I was convinced that we were independent, that there were various limitations, sometimes far-reaching ones, those resulting from our membership in the EU, but these are voluntarily accepted limitations - said Jarosław Kaczyński in Warsaw. - Today, 105 years after those magnificent events and merely a year, two, three, or five after those speeches, when I could only speak about the past, I must speak about today, about our present. I will not speak about everything connected with October 15th. With the prospect - though not yet a certainty - of power being seized by a camp that - and this can be treated as a certain symbol - wants to restore high pensions for SB officers, meaning to grant privileges to those who terrorized Poland, who maintained the semi-colonial status of our country, and at times even colonial, who persecuted all those who desired freedom - he continued.
