Wednesday marks the second day of the Monetary Policy Council's (RPP) meeting, during which a decision on a further interest rate cut may be made. According to Pekao's forecast, the November session will bring an interest rate cut of 25 basis points. A press conference with NBP President Adam Glapiński is planned for tomorrow.

"These [including the issue of the Sejm presidium's size] will be the subject of club consultations, which we are commencing on Wednesday at noon," stated Marek Sawicki at a press briefing in the Sejm.

When asked if all parliamentary clubs should have representation in this process, he replied: - "We will agree on that. I am not a dictatorial marshal; I am the senior marshal. I am here to organize the Sejm's work for this first, inaugural session, not to impose my own will."

At 11:00 AM, a press conference will be held at the Dorohusk border crossing with the participation of Krzysztof Bosak. The topic: Konfederacja supports the Carrier Strike.

Today, the head of the National Security Bureau (BBN), Jacek Siewiera, will meet with former heads of the bureau. The meeting's objective includes exchanging opinions on the cooperation of state organs regarding security matters in the new parliamentary term, as well as discussing the modernization of the army and the reform of the command and control system of the Polish Armed Forces. This is the second meeting of this kind. A press briefing is planned for approximately 1:30 PM.

At 11:00 AM, a Constitutional Tribunal hearing is scheduled concerning the freezing of judges' salaries in 2023.

- 'Either the Third Way, or PiS's third term' – that was the slogan that mobilized many of our voters. Poles voted for change, they stood in queues until 3 AM at polling stations because they wanted a change of government, not a continuation – stated Władysław Kosiniak-Kamysz in the "Piasecki Conversation" on TVN24.

- We did not discuss forming a government, creating a government with PiS. No one from PiS called me about this matter. There were discussions with some MPs, calls to some MPs, but everyone answers unequivocally. I think less than five. - All the best is ahead of us. There will be a division of responsibilities, I cannot speak about things that are not yet fully settled. I want to take responsibility for Poland - he added.

- I believe that we will succeed in building a good coalition that will serve Poland and Polish matters, because today, naturally, the politicians of the current opposition, who did not win the elections – and I want to remind you that PiS won the elections – and in accordance with the Constitution, and also with a certain tradition that applies in the Polish Sejm, the President entrusted the mission of forming a government to the representative of the group that won, which is PiS, and we are starting to work on building this majority – stated Beata Szydło in an interview with Beata Michniewicz in "Trójka Political Salon".

- Tusk has once again lost parliamentary elections. He has lost elections for the third time in a row. In 2015, 2019, and 2023. Along the way, they lost presidential elections. Various things were said and promised during this election campaign. These opposition parties, which today want to form a common government, competed with each other during the election campaign and very often presented opposing ideas on various issues - stated Beata Szydło in "Trójka Political Salon".

- In their opinion [things are great], but this is a mistaken diagnosis, and one only needs to look at the materials from the World Bank, which Mr. Piotrkowski represents, because we have the worst economic situation after PiS and in the final years of PiS, namely we have record inflation [...] Therefore, this letter, which I have commented on, is an expression of either ignorance or aberration – stated Leszek Balcerowicz in an interview with Robert Mazurek on the program “Morning Conversation” on RMF FM.

- This is, in my opinion, an intellectual, if not moral, disgrace, because again, if you look at the data, you see that we are currently paying record-high interest rates for public debt being incurred. We have, as I already mentioned, more than twice as high inflation and we have the prospect of very slow, if any, economic growth – he added.

- When we hear from Tusk that nothing will be taken away, it means that a lot will continue to be taken from people's private pockets, and this ignores a fundamental fact that is evident in publications from the International Monetary Fund, the World Bank, and so on. Namely, with the continuation of PiS's economic policy, the most probable scenario is taxflation - stated Leszek Balcerowicz on RMF FM.

- If you want to reduce the commonly and rightly criticized influence of politics on the economy, you have to depoliticize it, and the only effective way is to transfer power to private hands. I find it amusing when I hear from opposition circles that we'll replace PiS's Obajtek with our better Obajtek. It's a mockery - stated Leszek Balcerowicz on RMF FM.

- I don't believe in this scenario [that Mateusz Morawiecki will announce on November 13th that he will not form a government]. I think that on the 13th, President Andrzej Duda will formally entrust Mateusz Morawiecki with the mission of forming a new government, because for now, it is only and exclusively a public declaration, and for two weeks Morawiecki will pretend, simulate, that he is forming this government. And all this in order to appoint the head of KNF, place a few more colleagues in state treasury companies, and destroy some documents - stated Marcin Kierwiński in an interview with Marcin Zawada on the program “Onet Rano”.

- I am surprised, truly surprised by the President, that he wants to participate in this PiS shredder operation - he added.

- Today, the most important issue is to finalize the coalition agreement, that's what I would say, and that's what we are working on; these are the last things remaining for us. Regarding the ministerial appointments, I can say that Prime Minister Donald Tusk, after consultations with the leaders, already has the composition of his cabinet prepared - stated Marcin Kierwiński in Onet.

The Norwegian subsidiary of ORLEN, along with its concession partners, has discovered gas reserves near the already operational Gina Krog field. The estimated volume is between 0.8 to 2.6 million cubic meters of oil equivalent (mboe). Thanks to the utilization of existing extraction infrastructure, the exploitation of these new reserves will be possible later this year.

"The discovery of a new field in direct proximity to Gina Krog will not only allow the ORLEN Group to increase natural gas production but will also improve profitability metrics and extend the operational life of the Gina Krog assets. We have modern and well-developed extraction infrastructure here, which is why launching operations for the new reserves will be possible with minimal investment and in a very short timeframe. By connecting the Gina Krog platform to the onshore electricity grid, powered almost entirely by hydroelectricity, production from the field will not result in additional carbon dioxide emissions. This discovery is an example of the successful implementation of our development strategy on the Norwegian Continental Shelf, which is a key foreign market for the ORLEN Group in terms of oil and natural gas extraction development. By 2030, we plan to increase our gas production to 12 billion cubic meters annually, with half of that originating from Norway. We aim to achieve this goal while simultaneously reducing CO2 emissions per barrel or cubic meter of extracted raw material. Increasing the efficiency of using existing infrastructure, as is the case with Gina Krog, contributes to this," says Daniel Obajtek, President of the ORLEN Management Board.

The discovery of new gas reserves was made at the Dougal field, located approximately 1.5 km south of the Gina Krog field. The exploration well is being prepared for exploitation, which is scheduled to commence within 2023. The extracted raw material, with an estimated volume of 0.8-2.6 million cubic meters of oil equivalent, will be transferred to the Gina Krog production platform. Including Dougal, the estimated remaining reserves of Gina Krog amount to 13 million barrels of oil equivalent. To date, 17 million cubic meters of oil equivalent have already been extracted from the Gina Krog field.

Gina Krog is one of the 19 fields currently operated by PGNiG Upstream Norway, part of the ORLEN Group. The company holds stakes in 90 concessions, positioning it as the sixth-largest company operating on the Norwegian Continental Shelf. Currently, PGNiG Upstream Norway's oil and gas reserves exceed 55 million barrels of oil equivalent. In terms of held reserves and oil and gas production, the company ranks among the top ten active firms in Norway, and specifically for natural gas reserves and production, it holds the 8th position.

In 2022, the ORLEN Group produced 3.5 billion cubic meters of natural gas from its Norwegian fields, which accounted for over 20% of Poland's demand for this commodity last year.

Equinor Energy AS is the operator of Gina Krog, holding a 58.7% stake. The remaining shares are held by KUFPEC Norway AS (30%) and PGNiG Upstream Norway AS (11.3%).

Generally, we respect the principle of autonomy regarding candidate nominations. - This will also be a joint decision [whether all clubs will have their representative in the Sejm Presidium], it hasn't been made yet. The leaders will decide. I am in favor of such a decision, however, one must remember that the Sejm Presidium and the Senate Presidium must also reflect the majority present in the given Sejm. I will remind you that in the outgoing term, which is still ongoing, PiS had a Speaker of the Sejm and two Deputy Speakers in order to have a majority – said Borys Budka in the Sejm.

- It is obvious that the government must introduce a new budget act. Just as all acts that will be introduced in the new term will be new acts. There is a discontinuity, and here I am truly surprised by the narrative of some experts, because one only needs to look back to 2015. A new budget act and completed work in March 2016, because that was the calendar and it resulted from the swearing-in of the new government. The budget must be the budget of Donald Tusk's government, not the outgoing government of Mateusz Morawiecki – stated Borys Budka in the Sejm.

- A meeting of all former and current heads of the National Security Bureau (BBN), representing the periods when they served advising previous presidents, the commanders-in-chief of the armed forces during Poland's accession to NATO and the European Union. The meeting concluded with an opportunity, after such a difficult year of events on our eastern border, to gain some distance, a degree of reflection, and also consider the strategic challenges awaiting our state in the coming decades.
