Wednesday's Political Agenda: Club Consultations Begin, RPP Session Continues, Bosak on Carrier Strike, Siewiera Meets Former National Security Bureau Heads

Wednesday marks the second day of the Monetary Policy Council's (RPP) meeting, during which a decision on a further interest rate cut may be made. According to Pekao's forecast, the November session will bring an interest rate cut of 25 basis points. A press conference with NBP President Adam Glapiński is planned for tomorrow.

"These [including the issue of the Sejm presidium's size] will be the subject of club consultations, which we are commencing on Wednesday at noon," stated Marek Sawicki at a press briefing in the Sejm.

When asked if all parliamentary clubs should have representation in this process, he replied: - "We will agree on that. I am not a dictatorial marshal; I am the senior marshal. I am here to organize the Sejm's work for this first, inaugural session, not to impose my own will."

At 11:00 AM, a press conference will be held at the Dorohusk border crossing with the participation of Krzysztof Bosak. The topic: Konfederacja supports the Carrier Strike.

Today, the head of the National Security Bureau (BBN), Jacek Siewiera, will meet with former heads of the bureau. The meeting's objective includes exchanging opinions on the cooperation of state organs regarding security matters in the new parliamentary term, as well as discussing the modernization of the army and the reform of the command and control system of the Polish Armed Forces. This is the second meeting of this kind. A press briefing is planned for approximately 1:30 PM.

At 11:00 AM, a Constitutional Tribunal hearing is scheduled concerning the freezing of judges' salaries in 2023.

ORLEN Group to Increase Oil and Gas Extraction in Norway

The Norwegian subsidiary of ORLEN, along with its concession partners, has discovered gas reserves near the already operational Gina Krog field. The estimated volume is between 0.8 to 2.6 million cubic meters of oil equivalent (mboe). Thanks to the utilization of existing extraction infrastructure, the exploitation of these new reserves will be possible later this year.

"The discovery of a new field in direct proximity to Gina Krog will not only allow the ORLEN Group to increase natural gas production but will also improve profitability metrics and extend the operational life of the Gina Krog assets. We have modern and well-developed extraction infrastructure here, which is why launching operations for the new reserves will be possible with minimal investment and in a very short timeframe. By connecting the Gina Krog platform to the onshore electricity grid, powered almost entirely by hydroelectricity, production from the field will not result in additional carbon dioxide emissions. This discovery is an example of the successful implementation of our development strategy on the Norwegian Continental Shelf, which is a key foreign market for the ORLEN Group in terms of oil and natural gas extraction development. By 2030, we plan to increase our gas production to 12 billion cubic meters annually, with half of that originating from Norway. We aim to achieve this goal while simultaneously reducing CO2 emissions per barrel or cubic meter of extracted raw material. Increasing the efficiency of using existing infrastructure, as is the case with Gina Krog, contributes to this," says Daniel Obajtek, President of the ORLEN Management Board.

The discovery of new gas reserves was made at the Dougal field, located approximately 1.5 km south of the Gina Krog field. The exploration well is being prepared for exploitation, which is scheduled to commence within 2023. The extracted raw material, with an estimated volume of 0.8-2.6 million cubic meters of oil equivalent, will be transferred to the Gina Krog production platform. Including Dougal, the estimated remaining reserves of Gina Krog amount to 13 million barrels of oil equivalent. To date, 17 million cubic meters of oil equivalent have already been extracted from the Gina Krog field.

Gina Krog is one of the 19 fields currently operated by PGNiG Upstream Norway, part of the ORLEN Group. The company holds stakes in 90 concessions, positioning it as the sixth-largest company operating on the Norwegian Continental Shelf. Currently, PGNiG Upstream Norway's oil and gas reserves exceed 55 million barrels of oil equivalent. In terms of held reserves and oil and gas production, the company ranks among the top ten active firms in Norway, and specifically for natural gas reserves and production, it holds the 8th position.

In 2022, the ORLEN Group produced 3.5 billion cubic meters of natural gas from its Norwegian fields, which accounted for over 20% of Poland's demand for this commodity last year.

Equinor Energy AS is the operator of Gina Krog, holding a 58.7% stake. The remaining shares are held by KUFPEC Norway AS (30%) and PGNiG Upstream Norway AS (11.3%).

For over 10 years, de minimis guarantees have been supporting Polish entrepreneurs in the micro, small, and medium-sized enterprise sector. They assist them during both crises and stable economic conditions. SMEs highlight improved financial liquidity, the creation and preservation of jobs, as well as innovative investments as key advantages of these guarantees. By the end of September, 263,000 companies had secured their loans totaling over PLN 294.3 billion.

De Minimis Guarantees – Entrepreneur Opinions Entrepreneurs particularly rate de minimis guarantees highly in terms of financial liquidity, turnover, market position, and employment. They consider the product easy to obtain and responsive to their needs. According to a BGK report on the effects of de minimis guarantees, half of the entrepreneurs who secured this support in 2022 stated they would not have obtained financing without the guarantee. 91% of entrepreneurs declare their willingness to recommend de minimis guarantees to other SMEs.
"Entrepreneurship is the driving force behind innovation and technological progress, and it is a key element in increasing the economy's competitiveness. New products and services energize the market, thus stimulating economic growth, which translates into new jobs and social welfare. Bank Gospodarstwa Krajowego supports entrepreneurs on many levels. Thanks to de minimis guarantees, companies can develop and strengthen their competitiveness. The effectiveness of these guarantees is confirmed by the results of annual surveys, figures, and entrepreneurs' opinions – over 10 years, 263,000 companies have secured their loans amounting to PLN 294.3 billion," says Mateusz Olszak, Director of the Entrepreneurship Development Program at Bank Gospodarstwa Krajowego.
De Minimis Guarantees – Economic Benefits Every fourth zloty of credit for the SME sector is secured by de minimis guarantees. Due to their scale and reach, they are unrivaled in the Polish market. Over the last decade, nearly 630,000 jobs have been preserved and created thanks to this program. Recipients of BGK guarantees have invested more frequently than other companies in the SME sector. They allocated funds towards the purchase of buildings or land, intangible and legal assets, and invested in projects related to, among others, digitalization.
"De minimis guarantees bring tangible benefits to the entire economy. This is confirmed by the results of the 'Effects of the De Minimis Guarantee Program' study, which we have been conducting in the BGK Research and Analysis Department since the program's inception. The increased percentage of guarantee recipients we observed in 2022 continues to this day. These are entrepreneurs who would not have received financing without our support, or would have received it on worse terms. This growing popularity of guarantees is partly due to the preferential terms for issuing guarantees, which will remain in effect until the end of 2023," says Mateusz Walewski, Chief Economist at BGK.
