Monday's Political Agenda: Tusk in Wrocław's Jagodno, PiS MPs Meet

At 18:00, an open meeting with the leader of Civic Coalition, Donald Tusk, will take place in Wrocław's Jagodno. This will be the first meeting of the future Prime Minister following the recent parliamentary elections.

Today – as informed on Twitter by PiS spokesperson Rafał Bochenek – a meeting of PiS parliamentarians will be held. The meeting, scheduled for 16:00, is to be informal in nature and is related to the upcoming first session of the Sejm.

08:07

Schetyna:

Everything Indicates There Will Be Three Deputy Prime Ministers

- Everything indicates that there will be three of them [Deputy Prime Ministers], that the coalition nature of this government will be emphasized. There are such indications [that Władysław Kosiniak-Kamysz will be Deputy Prime Minister and Minister of Defence] and it is being spoken about very loudly in Warsaw, and I believe it is a very interesting formula. It strongly emphasizes the coalition aspect of this government. It must be based on trust, and it is very important for leaders to be involved in building this governmental-parliamentary project. We must all be on the front line to emphasize that this government truly has no alternative in parliament today – stated Grzegorz Schetyna in the "Morning Interview" on RMF24.

- Well, that is such a proposal [that Krzysztof Gawkowski would be Deputy Prime Minister and Minister of Digital Affairs], and I also consider that to be good. Because it also emphasizes that we are all here, that everyone is involved in the same way, that everyone is working at 100%, and that everyone is keen on establishing this government – he continued.

- Well, then in my opinion, if we are talking about a third Deputy Prime Minister, then Civic Platform [KO] should make the nomination – he added.

08:09

Schetyna:

There Will Never Be Another Reset with Russia After What Happened on February 24, 2022

- Of course not [I would agree to the abolition of the veto right in the EU on matters of defense or the adoption of the euro]. However, I would want Polish representatives, the representative of the Polish government, to sit at that table, to present the necessary agenda of issues that need to be implemented, so that they co-decide on whom we should admit to the European community, so that they can speak with the voice of Georgia, Moldova, or Ukraine – said Grzegorz Schetyna in RMF24.

- There will be no return to a reset ever again. Because after what happened on February 24 last year, that is, after the start of the war of aggression against Ukraine, this matter is closed today – he added.

Mastalerek Announces Presidential Address:

The Decision is Final.

- After consultations and deep reflection, President Andrzej Duda has already made a decision regarding the so-called first step. The decision is final, so I recommend those rushing with appeals to the President to calmly watch the evening address - informed the head of the Presidential Cabinet, Marcin Mastalerek, on Twitter.

08:20

Domański:

If Tusk Sees a Place for Me in the New Government, I Will Naturally Approach the Matter with Full Responsibility

- There has been no such conversation [about Andrzej Domański becoming Minister of Finance]. If Prime Minister Tusk sees a place for me in the administration, somewhere more broadly in the new government, I will naturally approach the matter with full responsibility - stated Andrzej Domański in an interview with Marcin Fijołek on the program “Graffiti” on Polsat News.

08:21

Domański:

Funds for Fulfilling Promises and Proposals Are Certainly Available and Will Be

- All electoral proposals that we presented during the campaign are still very much relevant. We will implement them together with our coalition partners. The funds for fulfilling these promises, these proposals, are certainly available and will continue to be – stated Andrzej Domański in Polsat News.

08:22

Domański on Duda's Conduct: We Would Like Decisions in Other Areas of State Governance to Be Made This Way

- It seems natural to me, but okay [Andrzej Duda's move regarding the appointment of new military commanders]. A good step by the President. We would like decisions in other areas of state governance to be made in this very way, for instance, when it comes to the head of the KNF, so that Prime Minister Morawiecki, whose mission is clearly ending, does not appoint a new head of financial supervision - stated Andrzej Domański to Polsat News.

08:30

Konieczny:

As The Left Together Party, We Have Specific Expectations Regarding the Coalition Agreement, Such as a Minimum 20% Raise for Public Sector Employees

- As the Left, as The Left Together party, we have specific expectations regarding the coalition agreement. They concern the public sector, which was not only our promise but also Donald Tusk's promise, such as a minimum 20% increase. We hope that these fundamental matters will be included in the coalition agreement. This, of course, also applies to social benefits, which must be maintained and should be regularly indexed. It also concerns funding for healthcare – stated Maciej Konieczny on PR24.

08:31

Konieczny:

Our Priority is Fighting Social Inequalities and Restoring Social Justice

- Our priority is fighting social inequalities and restoring social justice, and in this new Sejm, in relation to the new government, we will find a way to most effectively achieve these goals. We are gaining votes, we currently have 9 seats in the Sejm, so our effectiveness is limited for now - stated Maciej Konieczny on PR24.

08:37

Miller:

Duda is eyeing Kaczyński's succession
I have the impression that President Duda is thinking about taking over Jarosław Kaczyński's succession. He will probably want to be the head of PiS, but for that to happen, he cannot hand over the nomination to Donald Tusk, because then he loses everything in the eyes of his allies. So, he will entrust the function of forming the government to Morawiecki or someone from PiS. This will not succeed, Tusk will be chosen by the Sejm in the second step, and Duda will say to his colleagues: I tried, I did everything I could, and it's not my fault that you couldn't secure a majority – stated Leszek Miller in "Rozmowa Piaseckiego" on TVN24.

08:39

Konieczny on the Abortion Law: "It's Impossible to Hide from This. It's Clearly a Bit Advantageous for Civic Coalition that Third Way is Blocking It So Firmly."

- It's impossible to hide from this. It's clearly a bit advantageous for Civic Coalition that Third Way is blocking it so firmly, allowing them to make excuses and hide behind it. For us, it's clear that women achieved much better results than men on our lists. This stemmed from our commitment to fighting for the liberalization of the abortion law. We realize that with the Polish People's Party in government, it will be difficult to achieve our optimal goal, which we will consistently fight for, namely legal abortion up to the 12th week – stated Maciej Konieczny in PR24.

08:39

Miller:

Kaczyński Will Create the Myth of a Stolen Victory
Kaczyński's silence doesn't come out of nowhere. He is currently working on his favorite card trick, which is to create a new myth. He has already created several myths. The first myth - betrayal at the Round Table. The second myth - betrayal of the best prime minister, Jan Olszewski. The third myth - the Smoleńsk crime. Now there will be a fourth myth - a stolen victory, and this myth will reign supreme in both the local elections and then the presidential elections - stated Leszek Miller in the "Piasecki Conversation" on TVN24.

08:50

Kierwiński on Rotation of Positions: Sejm and Senate Marshals Yes, Executive Functions No
- Regarding the Marshal of the Sejm and Senate, yes [positions should be rotational], regarding executive functions, no. [...] This is a very probable scenario [Hołownia and Czarzasty for two years each as Marshals of the Sejm], but the final decision rests with the leaders - said Marcin Kierwiński in an interview with Bogdan Rymanowski on the program "Gość Radia ZET". - I have my thoughts on rotation in executive positions, and it's not good. However, solutions concerning rotation in these most important elected positions are solutions that have worked excellently in the European Parliament. These are solutions that allow for the participation of all coalition partners in the exercise of power. This participation always translates into greater responsibility, and this greater responsibility into better governance quality - he continued. - Mrs. Witek, she was not rotational, she was there for the entire term, she replaced Kuchciński, who departed in disgrace, and led to Poland having no debate whatsoever. The Polish parliament became a dead space for debate. Personalities like Mrs. Witek, actions like those of PiS, lower the authority of the Sejm. A rotational marshal or a shared term can only strengthen the prestige of the Polish parliament - he added further.

08:55

Kierwiński:

I have 100% confidence in Kosiniak-Kamysz. What Morawiecki is doing is a pathetic spectacle
- Yes, I have 100% confidence in Mr. President Kosiniak-Kamysz, however, I must say that what Morawiecki is doing is a pathetic spectacle. Truly, you need to have some shred of honor, Mr. Morawiecki, you really need to think about what you are doing. This is frankly absurd, to know that you don't have a majority, and to beg, to whimper, for someone to want to meet with you - said Marcin Kierwiński on Radio ZET.

08:59

Kierwiński on Presenting the Coalition Agreement by November 13: 'That's the Plan'
- We are heading towards having all these substantive issues finalized this week, so that the leaders can present and announce this [coalition] agreement. Ultimately, it will always be the decision of the coalition party leaders. Yes, that's the plan [to present the coalition agreement and the division of government influence by November 13] - said Marcin Kierwiński on Radio ZET.

09:03

Kierwiński:

It's Natural for Kosiniak-Kamysz to Be Deputy Prime Minister
- I think it's natural for Mr. Kosiniak-Kamysz to be Deputy Prime Minister, because he is the leader of one of the parties and he expressed such a desire, he said it very clearly. However, what the final arrangements will be, how many deputy prime ministers there will be, that will be Prime Minister Donald Tusk's decision - said Marcin Kierwiński on Radio ZET.

09:08

Miller:

New Sejm Composition Could Vote for a Constructive Vote of No Confidence

- Morawiecki submits his resignation at the first Sejm session, which is accepted by the president, but the president continues to entrust him with the duties of office, because, after all, there must be some government until a new one is appointed. And then the Sejm, in its new composition, submits a constructive vote of no confidence. They vote it through, and Mr. Morawiecki's government is no more, and then the president is sidelined from the entire process, so that's one way to do it - stated Leszek Miller in "Rozmowa Piaseckiego" on TVN24.

09:09

Kierwiński on the Future Foreign Minister: Tusk Will Look for Someone Connected to Civic Coalition
- Donald Tusk is an incredibly flexible politician, but frankly speaking, considering the importance of foreign affairs, especially at the beginning of this term, it seems to me that Donald Tusk will be looking for someone who simply knows international matters exceptionally well, someone who can guide Poland through this difficult post-PiS period [...]. You asked if it would be someone associated with Civic Coalition, I think Donald Tusk will be looking for someone like that - said Marcin Kierwiński on Radio ZET.

09:10

Miller on the Rotating Sejm Marshal: A Freaky Idea

- For me, it's a freaky idea [the rotating Sejm marshal concept], and what's even more of a super freaky idea is that the creators of this concept refer to the EP. In the EP, the term is 5 years, but the term for all elected positions is 2.5 years, and this is written into the rules and has long been accepted – stated Leszek Miller in the "Rozmowa Piaseckiego" program on TVN24.

09:16

Kierwiński on the First Constitutional Step: It's Good the President Accelerated His Decision, I Hope It Will Be Based on the Rules of Mathematics
- We are waiting calmly [for the president's evening address]. I don't think anyone is rushing; it's rather the president himself who is creating some great mystery out of a rather natural issue arising from simple parliamentary arithmetic. [...] It's good that the president has accelerated this decision; I hope it will be a decision based on the rules of mathematics, that 248 is more than 194 – said Marcin Kierwiński on Radio ZET. - This mission [to form a government] will end in 14 days at the latest [if Morawiecki receives it], because that is the deadline for delivering an exposé and obtaining a vote of confidence, and Morawiecki will not receive that vote of confidence in the new parliament – he continued.

09:19

Miller:

I'm Ending My Term in the European Parliament Next Year and Retiring

- Now I'm moving to the position of a benevolent critic. Because the government and administration must be criticized if they make mistakes. From the position of a retired politician, because I confirm to you that I am ending my term in the European Parliament next year and retiring. And no politician or political force can dissuade me from this intention - stated Leszek Miller in the "Piasecki Conversation" on TVN24.

10:15

Tomczyk on the President's Address: I Don't Know What We'll Hear, But I Know What We Should Hear
- I don't know what we'll hear, because I'm not a fortune-teller, but I know what we should hear. The arithmetic in the Sejm is clear; 248 mandates belong to the opposition, 194 to PiS, so I would simply expect a logical conclusion from the President. The conclusion is that Prime Minister Donald Tusk should head the government as soon as possible and get to work, because that is the public's expectation - stated Cezary Tomczyk in an interview with TVN24. - I remember President Andrzej Duda, who very often referred to the sovereign, referred to the nation and the decision of the citizens. This decision is clear; almost 12 million people in Poland voted for the opposition, and soon for the governing coalition. The sooner all of us can get to work as the parliamentary majority, the better - he added.

Polskanatle.pl Data: Poland's Highest Ever Position in the Soft Power Ranking

The "Global Soft Power Index 2023" ranking measures a country's influence and significance based on political, economic, and social factors. Compared to the previous year, we improved our score by 7 positions, landing in 33rd place. This is our country's highest position in the history of this ranking - according to data from Polskanatle.pl.

The "Global Soft Power Index" ranking is based on research conducted among over 100,000 respondents from more than 100 countries. It is compiled by the consulting firm Brand Finance. When developing the results, analysts consider a country's recognition, reputation, and international influence. For this purpose, 8 pillars of “soft power” have been defined, which are: culture and heritage, international relations, governance, business and trade, media and communication, education and science, people and values, and sustainable future.

In the latest edition of the Global Soft Power Index, the top three places, as in 2022, were taken by the United States, the United Kingdom, and Germany. Japan ranked fourth, overtaking China. Our country's historically highest, 33rd position, as indicated in the report discussing the ranking, is largely due to the assistance we are providing to Ukraine during the war with Russia. The report highlighted the record number of refugees we have accepted, as well as our role as a diplomatic, economic, and military advocate for our eastern neighbor on the world stage. Our country's national brand is valued at $790 billion, an increase of 11% compared to 2020.

Russia has fallen out of the top ten (dropping from 9th to 13th place). It is noteworthy that Russia is the only country in the ranking that has achieved a worse point score compared to the previous edition. The justification indicated that the main reason for Russia's decline is its initiation of the war against Ukraine, which in turn has significantly improved its position. Ukraine has moved up from 51st to 37th place. Ukraine's result would have been even better if not for issues that are a negative consequence of Russian aggression. In the subcategories of "security" and "a good place to visit," our eastern neighbor has fallen to a distant 118th position.

Arłukowicz:

I appeal to the President not to play any political games
- I don't know [how the President will behave], but I would like him to behave seriously. As the situation demands. These matters are very serious, and this is not the place for any political games or attempts that will end in defeat, because we have a war on our eastern border, we have a restless time in Israel, and therefore Poland needs stabilization, and as soon as possible we should appoint a government, appoint a prime minister, state authorities, and simply start fixing everything that PiS has devastated in Poland – stated Bartosz Arłukowicz on RMF24. - I would like to appeal to the President not to engage in any political games. The majority was chosen by millions of Poles, with extraordinary turnout. This majority is clear, obvious, confirmed – he added.

13:00

Arłukowicz on Potential Three Deputy Prime Ministers: Please Wait for the Leaders' Conference and Presentation of the Coalition Agreement
- Please refrain [from speculating on the number of deputy prime ministers]. I know this is of great interest to our listeners and to you, Mr. Editor, but we must maintain the seriousness of discussions on such important matters. Therefore, please wait for the leaders' conference, the presentation of the coalition agreement, and the presentation of the government's composition – said Bartosz Arłukowicz on RMF24.

15:30

Bochenek:

I Witnessed PSL Politicians Saying They'd Prefer to Cooperate With Us
- We strongly believe that the President will designate Prime Minister Mateusz Morawiecki, who is conducting behind-the-scenes talks, from what I know and, moreover, he himself has repeatedly spoken about it, with politicians from, among others, the PSL. There are also many other politicians who openly say in the corridors that they would prefer to work in this Sejm [...] alongside Law and Justice - said Rafał Bochenek on Radio Kraków. - I know these talks are ongoing, I myself have even witnessed how PSL politicians openly stated that they would prefer to cooperate with us after all, because they see the leftist tendencies of the Left, often very crazy ideological ones. Similarly, the Civic Platform is also very strongly ideologized. Therefore, many MPs, especially from the PSL, and also more conservative MPs from the Civic Platform, are rebelling against this - he continued.

15:34

Bochenek:

There is no Law and Justice without Kaczyński
- There is no Law and Justice without Prime Minister Jarosław Kaczyński. He is the person who unites our political environment, he is the person who is the creator of the main political currents, the political thought of our party, he sets the directions of our actions, the key reforms, the changes we should undertake. He is the person who has led us for many years, he is the author of many successes of our political formation. He is the person who guarantees that Law and Justice [...] will continue to function in politics - said Rafał Bochenek on Radio Kraków.

Pekao Analysts: Economy Entering Recovery with a Tight Labor Market, but Nominal Wage Growth to Slow

The economy is entering a recovery with a tight labor market, but nominal wage growth will slow – this is how Bank Pekao analysts interpret the NBP's publication.

16:56

Sawicki:

From What I Hear, the Ministry of Agriculture Will Be Managed by Someone from PSL
- I have publicly stated many times that I believe 40-50 year olds should be in charge of governing, taking responsibility for the future of Poland, because it is also in their interest and the interest of their children. [...] In my opinion, to work 16-18 hours a day, you need to have real stamina and robust health, and I no longer feel like such a hotshot to take on such difficult challenges - Marek Sawicki said in an interview with Adrian Klarenbach on PR24. - I think so [someone from PSL will take over the Ministry of Agriculture], although for me it was not and is not that obvious. But in these negotiations, from what I hear, [it is] so - it will be a ministry managed by someone from PSL - he added.

17:04

Sawicki:

Kosiniak-Kamysz is Fully Qualified to Lead the Ministry of National Defence
- I believe that when it comes to Kosiniak-Kamysz, he is fully qualified to also be the Minister of National Defence. Firstly, he already has significant management experience, having served as a minister for an entire term - Marek Sawicki stated in an interview with PR24. - Regarding purely substantive matters, there are specialists and experts for that. I cannot imagine him going there without military personnel and people who are thoroughly knowledgeable on the subject; he will simply have a team to support him - he continued. - It seems to me that he would perform the function of civilian oversight over the army well, with great respect for the military, military personnel, and the uniform - he added.

17:20

Sawicki:

The President May Only Decide Who to Designate as Prime Minister on November 13th. It's Possible We'll Only Learn the Name of the Senior Marshal Today
- If we get the President's decision today, it's more likely to be Morawiecki, not Tusk. However, there could also be a Solomon-like solution where the President says that the Sejm will convene on the 13th [of November], and if the Sejm's presidium is constituted and a marshal is elected, then the President will announce whom [he designates] after the official resignation of Mateusz Morawiecki's government - Marek Sawicki said on PR24. - Perhaps on the 13th [of November], on Monday, he will finally make the decision on whom to designate as Prime Minister. It is possible [that today we will only learn the name of the senior marshal] - he stated.

18:37

Tusk:

October 15th Witnessed a Miracle Similar to August 1980
- It seems to me that this breakthrough, this upheaval, this great moral revolution that occurred on October 15th, and I say this to you, especially to the youngest voters, whom we saw in such strength that night right here in Lower Silesia. As someone who was part of that first Solidarity, who experienced the rebirth of the Polish nation in 1980, I want to tell you that before our very eyes – and not everyone is aware of it yet – but on October 15th, a miracle similar to that of August 1980 happened – stated Donald Tusk in Wrocław's Jagodno.

18:44

Tusk:

Coalition is Finalized Down to the Last Detail
- The coalition, and I hope the President will also hear this, the coalition is finalized down to the last detail – stated Donald Tusk in Wrocław's Jagodno. - These talks were also very comfortable for me and were surprisingly harmonious. No one deceived anyone there; at every second of these talks between the leaders of the democratic parties that won the elections, it was confirmed that everyone took what they said during the campaign very seriously. If there are clear differences today on some issues, let's take the issue of women's rights or specifically abortion, everyone knew how they voted. What position does Kosiniak-Kamysz, Hołownia, meaning Trzecia Droga, Lewica, and KO have. And I must say, and this impressed me – on all matters, including those discussed very openly during the campaign. And during these talks, we are not pretending that something has changed in the few days after the elections. So, we are looking for ways, methods, to move things forward in those areas where we don't always have identical views – he added.

18:51

Tusk:

Issues We Don't Even Need to Agree On Come to the Forefront: Rule of Law and Poland's Grand Return to the EU
- Clearly, the first actions will focus on issues we don't even need to agree on, because all these parties have stated very firmly from the beginning that they want the restoration of the rule of law, they want Poland's grand return to the European Union, the real one. Poland today has a chance to truly become a leader of Europe, and that's thanks to you - said Donald Tusk in Jagodno, Wrocław.

18:52

Tusk:

Many of the decisions they've made recently will be legally reversible

- We are also trying to make it very clear to them that what they have been doing in recent days will not go unpunished. That many of the decisions they have made recently will be legally reversible - stated Donald Tusk in Wrocław's Jagodno.

18:57

Tusk:

I will appeal for patience more than once, as this will not be a simple coalition

- I will appeal for patience more than once, as this will not be a simple coalition. I am listening to Mr. Czarzasty and Mr. Hołownia. Sometimes I see differences that we won't bury in 5 minutes - stated Donald Tusk in Wrocław's Jagodno.

19:01

Tusk on PiS: They'll Play for Another Week or Two. But Believe Me - They Are Already Gone
- They will play for another week. They will go all in and extend for two weeks. But this is, in the political sense of course, the best signal that could have come from here: from Jagodno, Wojszyce, Wrocław, from all over Poland. Believe me, it is so - they are already gone - stated Donald Tusk in Jagodno, Wrocław.

19:03

Tusk:

We'll be ready to initial the coalition agreement before Independence Day
- We'll be ready to initial the coalition agreement even before Independence Day [...] I think that on Friday, the leaders who have been conducting this work, these talks, will be able to publicly confirm that the coalition is a fact, that it has been agreed upon, of course preliminarily, because later on Sunday we will have to convene our bodies. We are trying to seriously treat the people who were involved in this, to obtain the acceptance of all circles, because I want everyone to also feel responsible for it [...] so that as quickly as possible, the largest group of Polish women and men will see that things are moving forward - said Donald Tusk in Wrocław's Jagodno.

19:22

Tusk:

I'm Almost Certain the New Government's Prime Minister Will Announce Secured Funds, PiS Accountability Committees, and Public Media & Prosecution Reclaimed by Society Before Christmas Eve
- They might cause a little more damage, perhaps in the last few days they will appoint someone somewhere, steal something somewhere. Maybe the President will give them another week or two, within the bounds of the Constitution, so they can finish some deals. But I am almost certain that the Prime Minister of the new government will arrive before Christmas Eve and speak about secured funds, the establishment of investigative committees to hold PiS accountable, and the reclaiming of public media and the prosecution by society. I would even be willing to bet my bottom dollar that before Christmas Eve, you will meet with the person responsible for this, and they will give you such a report again. It's not out of the question that it will be me, but I prefer to err on the side of caution - said Donald Tusk in Jagodno, Wrocław.

19:30

Tusk:

Ministry of Education Became Subject of Toughest Negotiations, Everyone Wanted to Tackle It
- One ministry became the subject of the toughest negotiations, because everyone, without exception, said "I want to tackle this." And this is not a ministry with big money, where there are big privileges, this is precisely the Ministry of Education. [...] This showed how seriously we are treating it, because as I mentioned, this is not a place for easy successes - said Donald Tusk in Jagodno, Wrocław.

19:39

Tusk on the Address: I Don't Understand Why President Duda Exposes Morawiecki and the Entire PiS to Such Unpleasant Humiliation
- Here some people have phones in their hands and want to tell me something. I know, the President said he would nominate Morawiecki, and the senior marshal will be Mr. Marek Sawicki from PSL. As I said, they will want to steal a few more days, 2-3 weeks. It's a shame, it will take a bit longer. I honestly don't understand why Mr. President Duda is exposing Mr. Morawiecki, Mr. Kaczyński, and the entire PiS to such an unpleasant humiliation - stated Donald Tusk in Wrocław's Jagodno. - The loss of every day is a loss for our homeland. It is a loss for all Polish women and men. […] But I will repeat to you again – it will change nothing. And in the end, in my opinion, they will greatly regret extending this humiliating moment for all of them a bit longer. Because it will be evident not only that they have lost, not only that they are weak, but it must also be unpleasant when they suddenly feel that no one wants to have anything to do with them anymore - he continued.

19:55

Gawkowski:

I don't believe Duda will shed PiS colors. He's playing for his political future in PiS, which is why he's designating Morawiecki as Prime Minister

- The President won't step out of his party shoes, he'll put on even sturdier ones, I mean, he'll put on those wellington boots. The President should look at the election results: seven and a half million votes for PiS, eleven and a half million for the opposition. The opposition got 248 seats, PiS got 194 seats. If he had a modicum of sense, if he wanted to listen to the will of the voters, then today Donald Tusk should be the candidate for Prime Minister, and we should be forming a government – stated Krzysztof Gawkowski on the program "Gość Wydarzeń" on Polsat News.

- I don't believe Andrzej Duda will shed PiS colors. He is dressed in them, he has put on strong shoes, and he is playing for his political future within PiS, and that's why Morawiecki will be designated, and this is an insult to society – he added.

20:00

President's Address: If the PiS Representative's Mission Fails, Parliament Will Select the Prime Minister Candidate, and I Will Appoint Them Immediately
After calm analysis and consultations, I have decided to entrust the mission of forming a government to Prime Minister Mateusz Morawiecki. Thus, I have decided to continue the good parliamentary tradition whereby the winning party is given the first chance to form a government. As I announced during the election campaign, and as has always been the case since the adoption of the current Constitution of the Republic of Poland - informed President Andrzej Duda in a televised address. - It is the Constitution that precisely regulates the subsequent steps for appointing a government. If the mission of the Law and Justice representative fails, then in the next step, the Sejm will elect the candidate for Prime Minister, and I will immediately appoint them to that position! All constitutional principles and deadlines will be observed - added PAD. Furthermore, the president decided to entrust the function of the senior marshal to Marek Sawicki from PSL. Below is the full text of the address. ***** On October 15th, we elected our representatives to the Sejm and Senate of the Republic of Poland. This year's parliamentary elections were marked by record turnout. Over 74% of eligible voters participated in the vote. This is an excellent result! The record voter turnout confirmed that democracy in Poland is stronger today than ever before! This is a great commitment for all parliamentarians, regardless of the political option they represent. I appealed before the elections for a large turnout. I am proud that together we have shown how much we care about the fate of our Homeland and that we, as citizens, want to decide on the most important matters for Poland. I would like to thank you all warmly once again for this. Thank you to all voters! In a week, on November 13th, the new parliament will convene for the first time. Members of parliament and senators will then be sworn in. The new authorities of the Sejm and Senate will also be elected. This is an extremely important and solemn day for our democracy. As the President of the Republic, I have the honor to appoint the senior marshal who will lead the first session of the Sejm. I have decided to entrust this important and prestigious function to Mr. Marek Sawicki, a member of parliament from the Polish People's Party, who was elected from the electoral committee of the Third Way. Mr. Marek Sawicki has the longest parliamentary tenure. He has represented his voters in the Sejm continuously for 30 years! As a member of parliament, and also as Minister of Agriculture, he has proven to be a man of dialogue and cooperation. Therefore, I am convinced that he will worthily represent MPs from all groupings on this special day, and the first session of the new Sejm will proceed efficiently and in a solemn atmosphere! As a result of the parliamentary elections, no committee won an independent majority. Therefore, immediately after the official announcement of the results by the National Electoral Commission, I held consultations with all groupings that will have their representatives in parliament. These were good, substantive discussions. Both the representatives of Law and Justice, which achieved the best result in the elections, and Civic Coalition, which came in second place, presented their candidates for prime minister and expressed their willingness to form a government. During the consultations, each party expressed the conviction that it would gather the necessary majority in the new Sejm to support its candidate and the future government in its entirety. In the following days, new declarations and various ideas regarding the appointment of the most important state positions also emerged. These issues therefore remain open. Therefore, after calm analysis and consultations, I have decided to entrust the mission of forming a government to Prime Minister Mateusz Morawiecki. Thus, I have decided to continue the good parliamentary tradition whereby the winning party is given the first chance to form a government. As I announced during the election campaign, and as has always been the case since the adoption of the current Constitution of the Republic of Poland! It is the Constitution that precisely regulates the subsequent steps for appointing a government. If the mission of the Law and Justice representative fails, then in the next step, the Sejm will elect the candidate for Prime Minister, and I will immediately appoint them to that position! All constitutional principles and deadlines will be observed! I am committed to good cooperation with the new parliament and the Council of Ministers. Regardless of which parliamentary majority is ultimately formed and who forms the government. Good cooperation is especially needed in areas of broadly understood security and international affairs. The doors of the Presidential Palace have been and will always be open to all who wish to cooperate on the most important matters for Poland! We have the Independence Day ahead of us. I hope we will celebrate it in a spirit of cooperation. Let us remember that when Poland regained independence after 123 years of partitions, there was no shortage of differences and heated political disputes. However, on the most important matters, the fathers of our independence knew how to cooperate with each other. They were united by Poland! Fot. KPRP

Gawkowski:

The address was supposed to be next week; the President promised to wait until the coalition agreement was presented

- The address was supposed to be next week. It was moved up by a week, why? Because the opposition planned to present the coalition agreement this week, at the end of this week, and show that they have 248 signed mandates. Why then did he not keep his word, because he said it in meetings, that he would wait until the coalition agreement was ready. The coalition agreement is ready. The majority has formed, and the President is accelerating his address, talking about Mateusz Morawiecki, for what reason? To have the space to say, 'well, I've already said it, I've already chosen' – said Krzysztof Gawkowski on Polsat News.

Gawkowski:

Digitalization is My Forte

- I've always said that digitalization is of interest to me, technology, development, and that part of security policy. Because I've been professionally involved with it for 20, 17 years. I worked, I taught at university, I wrote papers, and this is my forte – stated Krzysztof Gawkowski on Polsat News.

- We place Poland's interests at the very top, but we also want the party to take responsibility for it – he added.

Bochenek Announces Official Talks on Government Formation
- The decision of President Andrzej Duda to entrust the mission of forming a government to Prime Minister Mateusz Morawiecki confirms a long-standing constitutional tradition in our country. PiS is the winner of this year's parliamentary elections, and thanks to this designation, we will be able to officially commence discussions regarding the formation of a government for the next term - wrote Rafał Bochenek on Twitter. - In the face of the challenges facing Poland, especially in the context of emerging trends in the EU and dangerous treaty changes, it is important that the new government be formed by individuals who prioritize Polish interests, Polish sovereignty, and independence. To victory - added the PiS spokesperson.

Zgorzelski:

From the President's Address, I Infer We Have Two Pieces of News, One Good and One Bad

- From this presidential address, I infer that we have two pieces of news, one good and one bad. The bad news is that Poles will unnecessarily have to wait another 4-5 weeks for the true majority, which has existed since October 15th and will not change, to be able to function as a parliamentary majority with a designated Prime Minister and government. This is the bad news – that Poles are being unnecessarily subjected to further weeks of various kinds of discord on PiS-affiliated television channels, various kinds of incitement, because they are specialists in this. There is also good news: a very experienced MP, Marek Sawicki, with the longest parliamentary tenure, will become the senior marshal - stated Piotr Zgorzelski in an interview with Monika Olejnik on the TVN24 program 'Kropka nad I'.

Grabiec on the President's Address: Hard to Be Surprised

- It's hard to be surprised, President Andrzej Duda has accustomed us to this. It's already the eighth year of the president's term, and he usually acts as the mother party dictates, as President Kaczyński instructs, that's how President Andrzej Duda acts, so this time he probably didn't surprise us either. We know that PiS is using the last weeks, the last days of governance to transfer a bit more money, to seat a few more people in various strange places, in order to extract, to milk some public funds, and it seems that the president has decided that he will cooperate with PiS and Morawiecki's government in this regard and give them a little more time to plunder Poland - stated Jan Grabiec in an interview with Monika Olejnik on the program “Kropka nad i” on TVN24.

21:11

Grabiec:

The President Could Say Anything if He Were a True President

- I don't think the President is that naive [that Mateusz Morawiecki would form a government], although perhaps I don't know President Duda well enough. It seems he is over 50, a man with some life experience, and after 8 years in office as President, he probably shouldn't be taken in by the tales of Prime Minister Morawiecki, who, by the way, has already been convicted by a court for spreading falsehoods, so even more so, President Duda wouldn't believe what Morawiecki is saying. It's more of a nod towards his party, from which he originates, and with which, as it turns out, the President is still associated. This is his second term, and he continues to act in the party's interest - stated Jan Grabiec on TVN24.

- The President could say anything if he were a true president. If he felt himself to be the head of state, and not an emanation of his political party. Andrzej Duda has had problems with this from the very beginning of his term, he is more of a spokesperson for his party than the actual head of state, the president. As can be seen, he wants to start cooperation with the new parliamentary majority with conflict, with what is essentially a defeat and a failure, because Andrzej Duda will be co-responsible for this failure of Mateusz Morawiecki. If he truly believes there is some majority, it will soon turn out there isn't one, which means the President has suffered a defeat. This is not the best prognosis for cooperation with the new government - he added.

21:12

Grabiec:

Coalition Talks Are Nearing Completion, a Delay of a Week or Two Holds No Political Significance

- Coalition talks are actually nearing completion. Leaders are meeting, talking, but in reality, they are already programming the work of the future government, and from a political standpoint, a delay of a week or two in this decision holds no significance - stated Jan Grabiec on TVN24.

- The coalition agreement will certainly be ready before the first Sejm session. This is what the leaders declare, this is what Donald Tusk declares. The leaders with whom Donald Tusk is in constant contact. Talks took place over the weekends, they even took place this morning - he added.

21:13

Grabiec on Duda: He Probably Couldn't Handle the Pressure Anymore

- It's characteristic that when Andrzej Duda and his chancellery heard that the agreement was practically finalized, that there was an understanding, that everything was about to be announced, and that there were essentially no matters dividing the coalition partners left, that's when he decided to accelerate. He probably couldn't handle the pressure anymore - stated Jan Grabiec on TVN24.

21:14

Grabiec:

PiS's Defeat Will Be an Orphan

- The President has lost a chance to show himself in a new role, precisely as someone who wants to be a partner to the government elected in democratic elections, who has his own agenda, his own idea for fulfilling the office of president. He is starting very badly, meaning it is very clearly visible that he will represent the interests of the party that lost the elections, the outgoing, collapsing government, although we know in advance that PiS's defeat will be an orphan. I assume that in a dozen or so days, when it turns out that Morawiecki cannot form a government, will not even come to the Sejm to ask for a vote of confidence, because that vote would be a disgrace for PiS, he will quietly come to the Presidential Palace and quietly, even without TV cameras, announce that he has failed. Inside the office, they will talk, but it will be a defeat for both President Andrzej Duda, Mateusz Morawiecki, and Jarosław Kaczyński, because please note that no president in Poland has been as humiliated by Jarosław Kaczyński as Andrzej Duda - stated Jan Grabiec on TVN24.

21:22

Sawicki:

I Accept the Role of Elder Marshal with Satisfaction
- I admit, I was surprised by President Andrzej Duda's proposal. I am extremely pleased and thank you for your trust - Marek Sawicki wrote on Facebook. - I accept the entrusted role with satisfaction. I will act in accordance with the Constitution and the Sejm's rules of procedure - added the elder marshal of the new term of the Sejm.

21:26

Zgorzelski on the Coalition Agreement: We will be fully ready for the first Sejm session

- Not how many deputy prime ministers there will be, madam editor, and there certainly won't be three, from what I know, the leaders will announce that. They will announce this division regarding the ministries assigned according to the law. Of course, it's not for us to communicate today, because as we said earlier, these talks are ongoing in leader formats, as well as in formats in which we participate. We want to do this by November 11th, and certainly for the first Sejm session, as far as we are concerned, we will be fully ready - stated Piotr Zgorzelski on TVN24's program "Kropka nad I".

21:27

Trzaskowski:

President Duda Consistently Serves PiS. An Extremely Irresponsible Stance
- President Andrzej Duda is consistently serving PiS. At a time when the parliamentary majority is on the side of the democratic coalition, the nomination of Mateusz Morawiecki is not just playing for time and wishful thinking. It is also a deliberate manipulation of the emotions of all voters. An extremely irresponsible stance by the President of the Republic of Poland - Rafał Trzaskowski wrote on Twitter.

22:17

Morawiecki:

I thank the President for his trust. I invite cooperation from all who put Poland first
- On October 15th, our compatriots voted for a parliament not dominated by a single party, but one where cooperation should prevail. The mission entrusted to me by President Andrzej Duda is a great honor, but also a challenge - wrote Mateusz Morawiecki on Twitter. - I thank the President for his trust. I invite cooperation from all parliamentarians who put Poland first - he added.
