Only the PiS Government Will Realize This Ambitious Project. Health Minister Presents Second Programmatic Proposal

- Health is paramount. That is why we have significantly increased healthcare funding, introduced digital prescriptions, and improved access to healthcare. But health also means good nutrition during treatment. I am no stranger to the daily realities of hospitals, especially district ones. Patients are often dissatisfied with the quality of meals served there. We must change this, I know this problem. In recent years, we have introduced a pilot program for good nutrition for patients. It yielded excellent results - announced Katarzyna Sójka in a recording published on social media.

- Therefore, we are introducing our new program 'Good Meal' for all patients in Polish hospitals. This means not only access to tasty, healthy diets but also the opportunity for dietary advice. Hospitals will receive additional funds for this, and the National Health Fund (NFZ) will ensure that the quality of nutrition is significantly improved by seeking patient feedback. A high standard of nutrition is a chance for a faster recovery. Only the PiS government will realize this ambitious project - informed the Health Minister.

Investments Rebound Strongly, But Local Governments Remain Under Pressure - PKO BP Report on LGU Finances
  • The financial situation of Local Government Units (LGUs) continues to be influenced by changes introduced in 2022 by the Polish Deal, which resulted in a decline in PIT revenues for the central budget and, consequently, a decrease in LGU income from their share in this tax. This was particularly felt by municipalities where PIT tax holds significant importance in their own revenue structure.
  • Total LGU sector revenues in H1 2023 grew more slowly than expenditures (0.8% and 6.9% year-on-year, respectively), leading to a significant (66% year-on-year) reduction in the budget surplus to PLN 4.9 billion. Investments in municipalities rebounded strongly – in H1 2023, they increased by 55.9% year-on-year, and for the entirety of 2023, they are expected to be almost twice as large as in 2022, partly due to numerous government programs.
  • And although LGUs closed H1 2023 with a surplus, balancing budgets in 2023 may be difficult for many units, especially urban ones. Despite a positive operating result for the entire LGU sector (PLN 14.9 billion), as many as 18% of LGUs (i.e., 519 units) reported a current deficit in H1 2023, which is significantly more than in H1 2022 and in 2022 (3%). By the end of 2023, the share of LGUs with a negative result will likely be smaller, aided by additional funds of PLN 14.3 billion to be transferred to LGUs in 2023. However, for many LGUs, these may prove insufficient.
  • We wrote more about the current problems of LGUs and short-term prospects in the 2022 Annual Report. The recently published draft budget for 2024 assumes an increase in LGU revenues from PIT and CIT and subsidies by 27% in 2024. Simultaneously, work is underway on a reform of LGU finances, which is intended to stabilize the sector's income on a multi-year basis.

This is very clear; the KPO is solely for the purpose of supporting the opposition in Poland – he emphasized.

- From yesterday, we have been presenting very concrete, very tangible solutions that will impact the lives of many people and will be included in our program. We will present the program itself on September 9th, and we will be presenting individual proposals in this way for several days. Yesterday, we presented the 'Friendly Estate' program, aimed at all residents of large panel buildings that were constructed at least 30 years ago. - Today, another concrete issue, one that has long been a thorn in the side of many patients and has primarily been the responsibility of hospitals, something not all of them have been able to resolve. Let's remember that 90%, probably more, of hospitals in Poland are managed by local governments, and some local governments manage them better, while others manage them worse. Today, we want a high standard of hospital meals to be available to everyone, and hence this proposal - he added.

Today, as we see danger emerging on our eastern border, as we see resurgent imperialism, which we experienced in 1939 and for decades afterward, which attacked us then and enslaved us later. We know perfectly well, history and experience have taught us, that there is no price too high to pay for Poland to be free, sovereign, independent, and for Poles to live safely, so that, as we say, the Polish soldier does not have to fight. To not have to fight, he must be excellently armed. I am pleased that these meetings, particularly the ones in Kielce, also contribute to strengthening the potential of the Polish army, the purchases we are making, to the Polish defense industry, and to establishing new contracts and contacts – stated President Andrzej Duda during the inauguration of the XXXI International Defence Industry Exhibition. We plan to spend 137 billion zlotys from the Republic of Poland's budget on defense next year. This also includes the National Defense Fund, but this is an amount that makes an impression worldwide because it is over 4% of our GDP. In relation to GDP, this is absolutely one of the largest sums being spent in NATO countries. This truly allows us for very dynamic modernization of the Polish army in many sectors simultaneously. This process is underway, it is being implemented. It seemed chaotic at first, but today we are seeing its initial effects – he continued.

Healthcare Collapse is a Top Campaign Issue
- The situation in healthcare is tragic. Patients are dying in queues to see doctors. We are not here by accident, in front of the headquarters of the National Health Fund (NFZ), which, for example, is responsible for contracting medical services, and many procedures are completely underfunded. There are many poorly assessed, unfunded procedures. The Supreme Medical Chamber writes to us about this, but patients talk about it at every turn. The situation is dramatic to the extent that wards in Poland are being closed. Today, it's not just about waiting in line for a specialist, but you can't even get to a family doctor. In some municipalities, there is a complete lack of primary healthcare doctors. This situation is unacceptable, it threatens the health security of Poles and is a threat to state security, because health security contributes to state security. Health really must be a priority for those in power - stated Władysław Kosiniak-Kamysz during a press conference. - Last year, 10 billion zlotys were transferred from the health budget, from health contributions, to purchase coal. This is simply daylight robbery. Entrepreneurs were charged higher contributions, and were not allowed to deduct health contributions from taxes. Revenues to the NFZ budget increased, but instead of saving lives and health, instead of better meals, this money was spent on purchasing coal from Colombia [...]. The collapse in healthcare is one of the most important problems this campaign should address. We will raise this issue - he emphasized. - We want, firstly, for patients not to die in hospital queues, and we want them to have the best possible care, both medical and related to food. What have [those in power] done in 8 years? In 2018, there was a report from the Supreme Audit Office stating the dire condition of hospital nutrition. What have they done since 2018? They had more than a term to implement the recommendations of the Supreme Audit Office. In March 2022, the Ministry of Health published a regulation on better nutrition quality, they boasted about it, announced it.
