Bank Pekao S.A. Partners with ARiMR: Liquidity Loans with Subsidies for Farmers Available from August 10

PARTNERSHIP CONTENT

Bank Pekao has signed a cooperation agreement with the Agricultural Property Agency of the State Treasury (ARiMR), which will enable comprehensive support for farmers. This includes, among other things, the application of interest subsidies on loans and the provision of guarantees or surety for the repayment of loans granted to finance part of the investment costs. Based on this agreement, starting August 10, agricultural producers will be able to apply for liquidity loans with ARiMR subsidies at Pekao. The annual interest rate will be only 2 percent.

The cooperation between Bank Pekao S.A. and ARiMR will allow for the provision of financial assistance to agricultural producers who need funds to, among other things, purchase seeds of selected cereals, vegetables, fruits, and grasses, as well as seedlings for nursery farms, which are at risk of losing financial liquidity due to market restrictions caused by the war in Ukraine. Support will also extend to enterprises engaged in grain trading, grain procurement, as well as the procurement and freezing of soft fruits.

"Strategic cooperation between Bank Pekao and the Agricultural Property Agency of the State Treasury will enable effective support for the agricultural sector in Poland. Our goal is to create conditions conducive to the development of this industry, and this partnership will ensure a wide range of financial services tailored to the needs of farmers. Together with the Agricultural Property Agency of the State Treasury, we aim to provide effective and efficient support while promoting the sustainable development of rural Poland," said Leszek Skiba, CEO of Bank Pekao.

Liquidity Loans for Farmers with ARiMR Subsidies

The first product introduced under the signed agreement is a liquidity loan for agricultural producers with ARiMR subsidies. It is intended for farmers who are at risk of losing financial liquidity due to agricultural market restrictions caused by the Russian Federation's aggression against Ukraine. Agricultural producers operating in the areas of crop cultivation, perennial plants, plant propagation and seed processing, as well as animal husbandry and breeding, can apply for it.

The obtained funds can be used to settle financial obligations related to conducting agricultural activities on a farm and to ensure current expenditures contributing to maintaining liquidity by purchasing, among other things, seed and nursery material, fertilizers, plant protection products, fuels for agricultural purposes, heating materials for greenhouses and tunnels, as well as live inventory, feed for livestock, and queen bees.

The borrower is not required to make a down payment. The loan amount cannot exceed:


  • PLN 100,000 for an agricultural producer operating a farm with an area of no more than 50 hectares of agricultural land;

  • PLN 200,000 for an agricultural producer operating a farm with an area of more than 50 hectares and not more than 100 hectares of agricultural land;

  • PLN 400,000 for an agricultural producer operating a farm with an area of more than 100 hectares of agricultural land.


The annual interest rate for the farmer is only 2% of the borrowed amount. The remaining amount is covered by ARiMR. Interest subsidies on the loan can be applied during the loan period, starting from the loan agreement date, for a period not exceeding 60 months.

Financing Investments with Bank Pekao S.A. and ARiMR

The cooperation agreement between Bank Pekao and ARiMR also includes financial support for investment implementation in agricultural farms, special agricultural production sectors, and agricultural product processing. It also covers the creation or expansion of farms run by young farmers and the resumption of production on farms where losses have occurred due to adverse weather phenomena.

"The assistance offered in connection with Bank Pekao's cooperation with the Agricultural Property Agency of the State Treasury constitutes valuable support for farmers. Thanks to financial assistance, they will have access to the resources necessary to modernize their farms and increase production efficiency," said Magdalena Zmitrowicz, Vice-President of Bank Pekao, overseeing the Enterprise Banking Division. "In the near future, we will also introduce a procurement loan for processors, which will allow them to stock up on essential products for their continued, effective operations this season," she added.

In practice, financial support for investments consists of:

  • applying interest subsidies on loans granted to finance part of the investment costs;

  • providing guarantees or surety for the repayment of loans intended to finance part of the investment costs;

  • partial repayment of the principal of loans intended to finance the costs of purchasing agricultural land;

  • applying interest subsidies on loans granted to finance the costs of resuming production and the costs of restoring fixed assets in the event of damage;

  • providing guarantees or surety for the repayment of loans intended to finance operating costs.

ORLEN Group Acquires New Wind Farms
The ORLEN Group has signed a conditional agreement with EDP Renewables Polska to purchase 3 wind farms in Wielkopolska with a total capacity of 142 MW. As part of the transaction, an option to supplement them with photovoltaic assets (with a capacity of up to 159 MW) has also been secured, among other things, based on a common connection. Launched in 2021 and 2022, the farms produce as much energy as approximately 240,000 households consume annually. The acquired assets are not only among the most modern but also the most efficient wind farms in Poland. They are powered by, among others, 4.2 MW turbines, some of the largest currently used in Poland. The transaction is expected to be finalized this year. – We are undertaking one of the largest transactions on the domestic renewable energy market in recent years. The scale of operations and experience in acquisition processes allow us to conduct such operations effectively. We are consistently investing in this segment to offer our clients clean and competitively priced energy. By 2030, we will have approximately 9 GW of installed capacity in renewable sources, becoming a leader in the energy transformation of our region. Today's agreement will expand our RES portfolio with exceptionally high-quality generation units. The three wind farms being acquired are not only among the most modern in the country but are also characterized by their excellent location, ensuring high wind speeds, which guarantees a high degree of utilization of installed capacity – says Daniel Obajtek, CEO of ORLEN. The transaction includes the purchase of 3 wind farms located in Wielkopolska, near the towns of Ujazd (30 MW capacity), Dobrzyca (49.9 MW capacity), and Dominowo (62.4 MW capacity). The latter utilizes, among others, Vestas V136 turbines with a maximum height of 166 m and blades of 76.2 m each – these are some of the largest onshore units currently operating in Poland. The transaction is being carried out by ORLEN Wind 3, a company belonging to the Group. After its finalization, the concern will have approximately 900 MW of installed capacity in renewable sources. The farms were launched in 2021-2022 and are new, efficient assets with very high productivity and a long expected lifespan. An additional, integral element of the transaction are optional photovoltaic projects. These can be implemented by the seller, mostly based on cable pooling, meaning by utilizing an already existing connection. Once built, the delivered photovoltaic farms will be another significant expansion of ORLEN Group's RES generation capacity by up to approximately 159 MW. The implementation of these projects based on cable pooling is, of course, dependent on the completion of work on the currently processed regulations enabling this solution. The new assets are another investment by the ORLEN Group in renewable energy sources in Wielkopolska. The Przykona wind farm with a capacity of approximately 33 MW and the Gryf photovoltaic farm with a capacity of approximately 25 MW are already operating there. In the second half of July this year, Energa Wytwarzanie, a company within the Group, signed a preliminary agreement with Greenvolt for the Opalenica and Sompolno projects with a total capacity of 59 MW. Energa also plans to build the PV Mitra (65 MW) and PV Żuki (2.4 MW) photovoltaic farms. Offshore wind energy is also a significant direction for the development of RES capacity within the ORLEN Group. The concern plans to build its first wind farm (with a capacity of up to 1.2 GW) in the Polish part of the Baltic Sea. The start of construction for Baltic Power is preliminarily planned for 2024, with commissioning in 2026. In parallel, ORLEN Group companies at the end of May this year secured 5 additional locations in the Baltic Sea for the construction of offshore wind farms, which could host assets with a total capacity of approximately 5.2 GW. In total, the ORLEN Group already possesses 6 offshore wind farm locations with a potential of 6.4 GW. By the end of 2030, the ORLEN Group will have renewable energy sources with a total capacity of over 9 GW. This will include, among others, offshore and onshore wind farms, photovoltaics, as well as biogas and biomethane generation units. During this time, the concern will also produce energy using small modular nuclear reactors (SMRs). In total, by the end of the decade, the concern will allocate as much as PLN 120 billion to green investments. All of this, utilizing the synergies and potential of the merged multi-energy concern, is intended to ensure cheap and clean energy for Poles in the future. In total, this is about 14, maybe even 15 million people, meaning about 40% of the entire Polish population, who will be able to benefit from what the President so beautifully stated, though hopefully they won't have to use it for as long as possible - stated Mateusz Morawiecki during the ceremony of signing the act on free medicines for children up to 18 years old and seniors from 65 years of age.

- Medicines are only one area of our life in healthcare, and yet we had to start with what we started with, namely increasing admissions to medical studies, increasing the number of doctors and nurses. Please look at how many people are currently studying medicine. Today, doctors are very often returning from abroad to work in Poland. This is something that, had we said it 8 years ago, few would have believed would become a reality - he continued.

- Although I don't want to make this speech political in the broad sense of the word today, I will only mention or ask a few questions. Were there free medicines during the time of the Civic Platform government? Were there free medicines for pregnant women? Were there additional admissions for doctors? We knew back then that we needed more medical professionals in our healthcare system. Were there finally such substantial purchases of equipment or payments for excess services? Were all these investments in healthcare that appeared in the last 7 years made? These are rhetorical questions, of course, ladies and gentlemen, because I think 99% of Poles know the answer to these questions perfectly. Even those who are our opponents. They know the answer to these questions perfectly. We stopped the process of commercialization, and even privatization of some hospitals, because we knew it was a dead end, that trading in the health of Poles is not a good prospect for Polish society - the Prime Minister emphasized.

- Back then, during our predecessors' time, there was one fundamental disease in healthcare. That disease was indifference. Indifference to the fate of those who needed state support the most [...]. The primary source of all these social successes, including in healthcare, is the repair of the Polish budget, which was as leaky as Swiss cheese during the Civic Platform's time. It must be said, so that our dear compatriots, the youngest among them may learn, and the oldest are experienced in life, two words will suffice for them to realize how important elections are approaching.
