Tuesday's Political Agenda: 30th Anniversary of Freedom Celebrations in Gdańsk, Government Reshuffle, Ceremonial Senate Session, Rostowski Before SKVAT, PAD in Brussels

Exactly today marks 30 years since the first, partially free elections of June 4, 1989, when Poles freely elected all senators. The main celebrations for the 30th anniversary of freedom are planned for Gdańsk. There, in front of the European Solidarity Centre, the national anthem will be sung at noon, and the Declaration of Freedom and Solidarity will be signed.

At 2:30 PM, a discussion among local government officials will take place as part of the "Self-Governing Republic" panel. At 5:30 PM, a rally will begin on Długi Targ with the participation of the President of the European Council, Donald Tusk, and the Mayor of Gdańsk, Aleksandra Dulkiewicz. Additionally, at 8:45 AM, the leader of Civic Platform, Grzegorz Schetyna, accompanied by parliamentarians and leaders of the Pomeranian Civic Platform, will lay flowers before the Monument to the Fallen Shipyard Workers in Solidarności Square in Gdańsk.

Celebrations for the 30th anniversary of the June 4 elections are also being organized in Warsaw, where the national anthem will also be sung at noon in the Saxon Garden. Meanwhile, at 11:30 AM, a ceremonial session of the Senate will take place with the participation of the most important state officials, as well as senators from the current and previous terms.

At 10:30 AM, the President will swear in new ministers at the Presidential Palace to replace those who received mandates to the European Parliament. This will mark the government reshuffle that has been announced for many weeks. At 9:00 AM, Deputy Prime Minister Beata Szydło will hold her press conference.

In turn, the parliamentary committee for VAT fraud will today question former finance minister Jacek Rostowski – first at 10:00 AM in a closed session, and then in the presence of the media at 2:00 PM. At 3:00 PM, Prime Minister Mateusz Morawiecki will participate in the unveiling of the cornerstone for the monument to Prime Minister Jan Olszewski in front of the Chancellery of the Prime Minister.

At 6:00 PM in Brussels, President Andrzej Duda will meet with NATO Secretary General Jens Stoltenberg. A meeting with media representatives is scheduled for 6:30 PM. The last planned item is a meeting between PAD and the President of Ukraine, Volodymyr Zelenskyy, at 7:15 PM.

President Duda on Government Reshuffle: No One Was Dismissed Against Their Will
First and foremost, I congratulate and thank you. I congratulate you on these appointments to some of the absolute highest and most distinguished offices in the Republic of Poland, and I also thank you. Thank you for taking on this burden, Prime Minister and Ministers, because it is a great burden and a great responsibility. Participating in the governance of the Republic of Poland at the highest level of executive power, taking on responsibility for the commitments that have been made, that we have made and continue to make to our compatriots. I am convinced that you will rise to these actions and tasks. A moment ago, I thanked and bid farewell to the ministers and the Prime Minister who are now heading for new assignments. European assignments, other assignments, new assignments, interesting assignments. Assignments which – I am convinced – will also bring them personal development, although I told them that I believe this will also be development for the Republic of Poland. So that with this knowledge, these new skills, which they will gain during their service for Poland in the European Parliament and other places, they may one day return here to hold the most important offices in the state again, and then use this knowledge and skills for the Republic of Poland – stated President Andrzej Duda during a ceremony at the Presidential Palace. "There were no upset individuals. No one received this dismissal against their will. One could say: volenti non fit iniuria. No harm is done to one who is willing. But this is a certain transformation and a certain change. Some are moving on to new tasks, others are coming to perform them. The ministers who are moving on to new assignments are certainly looking back at their path over the past few years with satisfaction. Because, as we all know for sure, they have done a lot of good. Their hard work was not in vain. And the results they achieved in the recent elections also show that their service to the Republic of Poland was reflected in the acceptance they received, which was clearly demonstrated in the results they obtained in the elections. I wish you this.  May you also, one day, be able to conclude your service to the Republic of Poland in these extremely important offices that you are taking up today, with personal satisfaction and high social regard, which is probably the most important thing for all of us. Because we serve the Republic of Poland, and service to the Republic of Poland means that we also submit ourselves to the judgment of Polish society, and we look at this judgment of Polish society. - Finally, a personal digression. Yesterday, late in the evening, I had a long conversation with Prime Minister Sasin. We recalled in that phone call how, almost exactly 9 years ago, to the month, on July 7, 2010, we accepted our resignations from Minister Michałowski at Wiejska Street, in the presidential chambers of the Chancellery of the President. We were dismissed from the offices of undersecretaries and secretaries of state in the Chancellery of the President after the death of Lech Kaczyński. Today, I had the extraordinary honor of presenting these appointments to Minister Borys-Szopa and Prime Minister Sasin. And I will say this: we serve the Republic of Poland without interruption, and fortune turns on a wheel – concluded PAD.

PM Morawiecki: Inter-ministerial Cooperation to Be Even More Effective with New Ministers
I would like to sincerely thank those who, for the most part, are not here with us in the room. For the most part, because I did see Minister Brudziński somewhere there. But the ladies with whom we were just saying goodbye, thanking them with the President, are not here, and I want to emphasize that it was a great honor for me to cooperate with Prime Minister Beata Szydło, with the ministers, Minister Rafalska, Minister Zalewska, Minister Czerwińska, Minister Kempa, and of course with Minister Brudziński. I am very happy about this. I want to thank the President for such fruitful, good consultations, for the talks, also on the subject of the government and the Republic of Poland. These are always very inspiring, important conversations for me - stated Prime Minister Mateusz Morawiecki during the ceremony at the Presidential Palace. I want to wish our newly appointed ministers, as they jump into this speeding train, because one can say that this term is soon coming to an end, but we do not want to waste a single moment, and I know that you, ministers, will not waste a single moment, but will enthusiastically, after this 'velvet reconstruction', begin your work, hard work, which in large part will mean the continuation of this great work of your predecessors and building something new so that these vast numbers of Poles, sometimes I want to say: this silent majority, but these people who tell us their expectations, their views on the further repair of the Republic of Poland, and those who are not yet convinced of us, we are working for the good of all of them, and let us be aware that above all, we are all acting for the benefit of every citizen of the Republic of Poland - emphasized PM Morawiecki.

- I emphasize this in every speech I give when I talk about it. It was a great victory for Poles. The significant improvement in the standard of living of Polish society, the introduction of pro-family programs are very beneficial to Polish society and improve the quality of life for Poles. It is a great satisfaction for me that this is appreciated by people. Perhaps especially because, as I said, for these 30 years we have been striving towards Western Europe the whole time, and only now are we starting to catch up, because many mistakes were also made. Certainly, over these 30 years, very many people have also been wronged. I am thinking here, for example, of those who suffered from the liquidation of State Agricultural Farms (PGRs), who fell into poverty as a result and many people lost their sense of life because no alternative was created for them. This was done completely without any reflection on their future fate and on what would become of them – stated President Andrzej Duda during the ceremonial Senate session on the occasion of the 30th anniversary of free elections to the Senate.

The Key to Reconstruction: Strengthening the President's Control, Appreciating Morawiecki, a Signal for the YouTube Generation, and Promoting New Electoral Locomotives [ANALYSIS BY 300POLITYKI]

Piotr Zaremba is right that the new government's structure does not fundamentally alter the balance of power within the right-wing camp. However, this does not mean it lacks a political key. Through the nomination of Banaś to the Ministry of Finance and, in a sense, Sasin as Deputy Prime Minister in the "Gosiewski model," the President is strengthening his oversight of the government. There will be no room for speculation; the government is to firmly hold its course, without temptations of external interventions. An example of this is the anti-usury bill and how Jacek Sasin, even in a less prominent role, recently cut short all attempts to soften the bill's provisions at the Standing Committee. The new head of state finances is a man directly associated with the PiS President, but also loyal to Morawiecki, as - until now - the head of KAS, which is crucial for securing budget revenues.

On the other hand, in addition to the obvious link to PiS headquarters, Jacek Sasin was one of the PiS politicians most supportive of the plan to replace Prime Minister Szydło with Mateusz Morawiecki when the fate of the reshuffle hung in the balance for several weeks in late autumn 2017. And it is he, alongside the head of the Chancellery of the Prime Minister, Michał Dworczyk, promoted to a full member of the Council of Ministers, who visits the Prime Minister's office every morning with a briefcase of documents for decision-making. In this sense, it is difficult not to see the reconstruction as a strengthening of the Prime Minister, despite various rumors circulating over the election weekend. The choice of spokesperson is also in line with the preferences of Morawiecki's circle, but it was made with a certain artfulness to emphasize the Prime Minister's ties with traditional PiS, as the young minister's father - Edward Mueller - was a Member of Parliament for "Solidarity" and Porozumienie Centrum in Słupsk. As an interesting anecdote - on the occasion of June 4th - it is worth recalling that in May 1989, when today's government spokesperson was born, his father, during the election campaign for the Sejm, detected a wiretap set up by the SB in the Słupsk Civic Committee.

Piotr Mueller (born '89) is also intended to be the face of the government for the YouTube and Netflix generation. A gain for Zbigniew Ziobro's circle is the ministerial promotion of another young politician - Michał Woś (born '91), taking over the "minister without portfolio" position vacated by Beata Kempa. Although Solidarna Polska suffered a defeat in its bid for the (sports) ministry, it gains greater exposure for one of the most interesting and capable politicians of its generation. Despite Nowogrodzka freezing SP's assets, Ziobro's circle will likely benefit more from Woś than from Beata Kempa, after she lost the head of the Chancellery position and her role in organizing World Youth Day, which was perhaps crucial at that stage for cementing the ideological image of "good change."

Regarding the nomination of Elżbieta Witek, it can be said that it is both a preservation of the status quo and the prominent presence of former Prime Minister Szydło's circle, and also a person about whom Jarosław Kaczyński himself speaks with exceptional warmth and great respect. The new head of the Ministry of the Interior and Administration returns after a period of reduced political activity, mainly due to caring for the seriously ill Jolanta Szczypińska (the PiS President spoke about this in a long interview for Radio Koszalin after the death of the long-time colleague). Minister Witek will also be a strengthening force for Lower Silesian PiS, as the parliamentary lists, orphaned by the departure of Szydło, Rafalska, and Brudziński to Brussels, were also a consideration in the reconstruction.

Nominations in the social ministries: family and labor, and education should also be considered at the regional level - Piontkowski's promotion is related not only to his heading the Podlasie PiS structures, and Borys-Szopa not only because she represents Silesia, but both also have strong ties to Solidarity (the wife of the Minister of Education is the head of the regional teachers' "S").

The reconstruction highlights Morawiecki, but also ends the experiment with "speculative experts" like the former head of the Ministry of Finance. The government is to be more efficient and disciplined. The new Deputy Prime Minister will ensure this. The new spokesperson is a signal that the Prime Minister is increasing his ties with traditional PiS, but at the same time reaching for someone who - like himself - only occasionally parts with his iPhone.
