At 10:00 AM, the parliamentary extraordinary committee for animal protection will consider – in the first reading – the presidential draft of the so-called chain law, as well as a draft initiated by MPs.

The Sejm will commence its proceedings at 12:00 PM with procedural votes, followed by the first reading of the government's draft law on special measures to protect individuals participating in public debate.

At 3:00 PM, MPs will address five draft acts concerning cryptocurrencies – including government and presidential proposals. The debate on this matter is planned to last until 7:00 PM.

At 12:00 PM, the Council of Ministers will convene. The agenda includes, among other items, a draft amendment to the Act on Patient Rights and the Patient Ombudsman, a draft amendment to the Act on Public Benefit Activities and Volunteering, and the Gambling Act, as well as a draft amendment to the Act on Insurance of Agricultural Crops and Farm Animals.

PiS Vice-Chairman Mateusz Morawiecki will participate in the 2nd National Local Government Conference of the Union of Polish Local Governments in Rzeszów. A speech titled "Poland of One Speed - A New Program for Local Governments" is scheduled for 12:00 PM.

At 12:30 PM, the parliamentary extraordinary committee will discuss the government's draft provisions implementing the Act on the Status of the Closest Person in a Relationship and the Agreement on Cohabitation.

At 5:30 PM, the parliamentary justice and human rights committee will establish the list of candidates for members of the National Council of the Judiciary based on the register of judicial candidates indicated by parliamentary clubs.

- I don't think there's a place in the world that would decide to completely ban cryptocurrencies. Of course, we didn't account for such a scenario. We believe it is a financial instrument that functions on the market, but it absolutely requires fitting into the legal and regulatory order applicable in civilized countries - said Wojciech Balczun in an interview with Mariusz Piekarski on TVP Info's "Gość poranka" (Morning Guest).

- This initiative yesterday [PiS's bill], I have the impression, is an attempt to make a bit of a joke out of consumers - he added.

- Firstly, we don’t fully know how this all happened [regarding Zbigniew Ziobro’s trip to the USA], so this matter is being clarified. Secondly, our relations with the United States are unwavering and very strong in many respects, because they are economic and, of course, military relations - said Wojciech Balczun on TVP Info’s “Morning Guest”.

- So, I don’t expect this to undermine the foundations of Polish-American relations in any way - he added.

- I assume that voters and citizens alike are intelligent enough to realize that such maneuvers are a bit of a mockery of their intelligence and have absolutely no rational justification, other than an attempt to divert attention - said Wojciech Balczun in "Gość poranka" on TVP Info, when asked about the new PiS project regarding a complete ban on cryptocurrencies.

- We cannot swing from one extreme to another, from one gang to another. We have what is sometimes called the Wild West, and that is not good. This is the state of affairs in Poland today, de facto as a result of the fact that, as more and more signs in heaven and on earth suggest, the current Prime Minister, my successor, was leading Poles into a trap because he knew that ZondaCrypto was a bad cryptocurrency trading platform, he should have reacted immediately, as early as last autumn - stated Mateusz Morawiecki in an interview with Bogdan Rymanowski on Radio Zet.

- Who has special services, who has access to ABW, to top-secret and secret documents? Of course, the Prime Minister, Minister Kierwiński. If they say that ZondaCrypto today, this platform, was linked to Russians and that they had knowledge of this, why didn't they put it on the list of prohibited companies? The questions are piling up - he said.

- I did not sign this act, and I can say this: it is indeed very important to know what the modern economy entails. Tokenization will be a trend that will continue to progress - he noted.

- I know that, for example, some of our people there, like Mr. Jacek Sasin, a few months ago were in favor of deregulating this system. They were walking around, Janusz Kowalski, deregulating the system, allowing as much as possible. And now they are for a complete ban. Financial markets, the economy, above all, like predictability and I notice a certain kind of inconsistency here. Therefore, I am in favor of the entire class of crypto-assets, because we have various types, crypto-assets, electronic money tokens, which in a large simplification are stablecoins, although this is a concept from the European MiCA directive, and finally we have cryptocurrencies - stated Mateusz Morawiecki on Radio Zet.

- The [PZU-Pekao merger idea] hasn't collapsed. […] The steering committee, which is currently working, is still analyzing possible scenarios. What I keep emphasizing is, above all, securing the State Treasury's position and our current rights in this transaction, because we cannot afford to lose this position - said Wojciech Balczun in "Gość poranka" on TVP Info.

- Unlike a few months ago, when the main focus was on one scenario, we know there are several scenarios that can have a positive impact, primarily on releasing capital reserves - he continued.

- The process isn't closed - he indicated.

- I don't fully know what's in this project because I haven't familiarized myself with it yet. I wasn't consulted. Not all projects are consulted here. What's more, I will defend some people whose signatures are on this law - stated Mateusz Morawiecki on Radio Zet.

- In this case, we are dealing with a person [Zbigniew Ziobro] who cannot be sure of having a fair trial here in Poland. After such churlish remarks from the current Minister of Justice, that he will be brought back in a trunk, after such remarks concerning the fact that he must have his trusted judges, would you have confidence in such a justice system? - stated Mateusz Morawiecki on Radio Zet.

- I would propose that we not allow ourselves to be drawn into a trap, into a distraction, by Mr. Donald Tusk. This matter [concerning Zbigniew Ziobro] is very damaging to us, indeed, because it is a distraction that helps the current Prime Minister and a government that is not fulfilling its fundamental promises, its so-called specifics, and is not delivering on what it committed to during the 2023 elections and later while governing, such as the CPK - stated Mateusz Morawiecki on Radio Zet.

- There is no future party for us. I want to focus primarily on economic matters, on how to attract entrepreneurs to create new jobs, how to plug this budget hole, because even Solomon can't pour from an empty jug - stated Mateusz Morawiecki on Radio Zet.

- I know there is a group of people who dream of pushing me out of PiS, but I must disappoint them greatly. This is my party, and we will fight together, unless they leave, for victory in the 2027 elections - stated Mateusz Morawiecki on Radio Zet.

- According to Article 183 or 185 in the Polish People's Republic, there was such an article that allowed one to say: I refuse to answer [whether Zbigniew Ziobro is a softie]. I am more polite to my internal adversaries than they are to me - stated Mateusz Morawiecki on Radio Zet.

- I will oppose lifting [Szymon Hołownia's] immunity, because I believe the current Prime Minister is trying to blackmail the former Marshal Szymon Hołownia with leverage likely related to Collegium Humanum, and I would advise the Marshal to free himself from this blackmail - stated Mateusz Morawiecki on Radio Zet.

- Marshal Czarzasty and the current Prime Minister are behaving as if they are fulfilling a commission. Our raison d'état, an absolutely historical chance today, is to strengthen the presence of allied troops in Poland, to build an American division here, armed to the teeth. We have the opportunity to attract soldiers from Germany – stated Mateusz Morawiecki on Radio Zet.

- No, I will not watch [Zbigniew Ziobro's correspondence for TV Republika] because I believe it is a trap set by the current Prime Minister, my successor, for me in the sense that he must artificially create some topic to cover important issues. An important issue is the collapse of healthcare, with unemployment among young people rising by 20% - stated Mateusz Morawiecki on Radio Zet.

- A few days ago, a special group, a sort of staff, was established to rethink our strategy. This is also the purpose of my consultations with the chairman regarding these two lungs or two wings, meaning reaching different segments of voters in different ways. Poles expect a slightly different political aesthetic, different emotions, security, jobs, development. These are the expectations of Poles - stated Mateusz Morawiecki on Radio Zet.

- My relations with Jarosław Kaczyński are very good; we talk every few days, we discuss strategic issues, what to do to reach Poles - stated Mateusz Morawiecki on Radio Zet.

- I'm not planning to attend [Law and Justice leadership meetings] anytime soon. I won't be going, but I don't consider it a waste of time. I won't be going because I have my reasons - stated Mateusz Morawiecki on Radio Zet.

- If someone wants to discuss their issues there, if someone wants to kick for the same goal and enjoys that kind of sport, then it's not a waste of time for that person. Feeling in the minority is an understatement [I feel] 90 or 95% of that body was built that way, and not otherwise - he continued.

- I look at it, not just in critical moments, quite a lot hasn't been delivered yet [...] we have a year and a half to do that, after these 2.5 years, to get those things delivered - said Szymon Hołownia in an interview with Jacek Prusinowski on Kanał Zero, when asked if he reviews the coalition agreement.

- There's no point in constantly talking about the lack of money because of armament spending, but rather we need to think about how to creatively ensure that there is money for important things - he continued.

- To attract entrepreneurs here, as prime minister, I met with some owners 5, 6, 7 times so that multi-billion investments could create hundreds of thousands of jobs. Have you seen my successor, Prime Minister Tusk, meeting with company heads? I haven't - stated Mateusz Morawiecki on Radio Zet.

- It looks very bad, public media are still government media, this is not what we agreed to, they shouldn't look like this, someone put it well recently, they are on the government's beck and call - said Szymon Hołownia on Kanał Zero.

- I was a journalist for 25 years. My hands just fall to the ground with a quiet rustle when I look at it, because what of it if their propaganda is sometimes replaced by our propaganda. Does this serve anyone? - he continued.

- Let's not get caught in the trap of the digital tax discussion, where I've seen that the current Deputy Prime Minister Gawkowski has announced a digital tax 7 times already and hasn't come up with anything. The current Prime Minister avoids this topic like the plague, I do not avoid it - stated Mateusz Morawiecki on Radio Zet.

- Should I show you? I will show you how we effectively taxed American corporations through the tax during our 8 years in government. Should I show you? There is the CIT tax, which is being avoided through escapes to tax havens, through Luxembourgish-Irish schemes, this is the main problem. We need to enforce current law, and the digital tax needs to be introduced at the European level - he continued.

- We need to give Minister Sobierańska-Grenda more time, because she is a true professional and we need to give her a few months, a year, for the effects of her actions to start becoming visible - said Szymon Hołownia on Kanał Zero.

- Will it be possible to depoliticize State Treasury companies? We tried, our Deputy Minister failed at it, I'm talking about Jacek Bartmiński - said Szymon Hołownia in Kanał Zero.

- We believe that our bill submitted in this matter advanced things very significantly and I hope that our coalition partners will finally realize that State Treasury companies are not a joyful treasure chest that you dip into when you gain power to stuff your pockets for 4 years - he continued.

- I believe that issues of benefits, the "grandma's benefit," and widow's pensions represent truly vast sums of money, in the billions of zlotys, pumped into the pockets of Poles - said Szymon Hołownia on Kanał Zero, when asked about three things the coalition has managed to achieve.

- I'm not even mentioning things that concern specific groups, but they are also important, like IVF - he continued.

- Streamlining issues related to security and really moving forward in this area, because these are hundreds of billions of zlotys that we managed to secure from the KPO, which our predecessors couldn't obtain, with over 20 billion for this defense fund - he went on to say.

- I'm waiting for Law and Justice to propose banning the internet. That should be their next proposal and their next bill - said Szymon Hołownia on Kanał Zero.

- This cannot be stopped. Anyone who has some understanding of the cryptocurrency market and what is happening in the world today knows that cryptocurrencies were, are, and will be, and now the only question is how a modern state should behave towards this in a civilized manner - he continued.

- I understand that they are trying to find a way out of this whole Zondacrypto issue and the whole story with the president's vetoes, but they are acting foolishly, because of course this law will fail, it makes absolutely no sense. I mean, if their president signed a law banning the cryptocurrency market, I have the impression that we would already be living in a completely alternative reality - he went on to say.

- I believe that attempts to catch the president out at all costs do not serve the people, while failing to solve their problems - said Szymon Hołownia on Kanał Zero.

- Solving their problems could take place based on the amendments that we, as Polska 2050, submitted and which were rejected by the coalition for this [cryptocurrency] bill and the bill we filed, which, as we had indications, would be acceptable to the president. There are several mechanisms we introduced there, let's say, compromise ones - he continued.

- We did not convince [the Prime Minister of this] and I think it's a mistake [...] we will submit our amendments, the coalition will reject them, we will vote for this bill, the president will veto it, and we will be in exactly the same place and the savings of Poles will be where we were - he continued.

- I believe that we should, if there is a possibility to reach an agreement with the Presidential Center, and there will be no other president until '30, on something that serves the people, we should simply bury our party narratives, about 'me and no one else', and pass this bill that has a chance of being signed - he added.

- Unfortunately, nothing indicates this - said Szymon Hołownia on Kanał Zero, when asked if Zbigniew Ziobro would be extradited to Poland.

- As far as I understand, there is a tradition in the United States where all extradition requests that in any way touch upon politics are simply rejected by judges - he continued.

- It's an unlikely scenario that Zbigniew Ziobro will return - he added.

"First and foremost, I am waiting for that motion. I will see it with joy, because after everything I hear and everything that reaches me, I expect an opportunity for very many fiery speeches where I will be able to discredit the prosecution's actions," said Szymon Hołownia on Kanał Zero, when asked if he would renounce his immunity.

- Four bills concerning [cryptocurrencies] will be processed during this Sejm session - stated Włodzimierz Czarzasty at a press conference.

- Four, because a bill was withdrawn by PiS MPs [...]. A project from the Law and Justice Parliamentary Club has also been submitted to the Sejm, which completely prohibits the use of cryptocurrencies in Poland - he continued.

- This is an astonishing policy. I am referring to the policy of the Law and Justice Parliamentary Club. Because within these 4 bills that will be processed, there is also a bill submitted by Mr. President - he went on to say.

- First, we will process the 4 bills that are entering the Sejm today, during this Sejm session. Once the processing of these bills concludes, we will then process the bill from the Law and Justice Parliamentary Club, if [...] it is not withdrawn - he added.

- The question is this – if Mr. Ziobro has taken up employment, and we will be clarifying this, at some company, it means he has ceased to be a professional MP. If he has ceased to be a professional MP, then at this moment, in accordance with the law, we will treat him as a non-professional MP, so he will no longer receive any salary, because as of today, he receives, in accordance with the law, which pains me, 1300 PLN, which is 1/10 of his salary, nor does he receive an allowance - stated Włodzimierz Czarzasty at a press conference in the Sejm.

- No one will make our policy towards the USA dependent, rationally and reasonably, on one person, such as Mr. Zbigniew Ziobro. We will not link these matters, of course, but I want to state clearly that it is a shame for all of us that the former Minister of Justice has been evading responsibility for months. It is simply a shame - stated Włodzimierz Czarzasty at a press conference in the Sejm.

- I also want to say that we will not shy away from such opinions. If we were very dissatisfied with the former Prime Minister Orban for harboring Zbigniew Ziobro, who is being pursued by Polish law, in Hungary, then I do not know the current public opinion, and I doubt that this opinion will change if Mr. Ziobro has now fled to the USA - he continued.

- I never fought against the American people, against the American state, but foreign policy cannot be conducted on our knees; I always say that, and Poland is an actor in these matters. We are a partner in NATO with the USA, and if a situation arises where a citizen prosecuted under Polish law flees to the USA, then in my opinion, the USA should extradite that citizen to Poland - stated Włodzimierz Czarzasty at a press conference in the Sejm.

- Personally, I view the matter of the proposed constitutional amendment and the idea of a referendum as an attempt to cover up a corruption scandal linked to ZondaCrypto. This is because we all know that changing the Constitution requires a qualified majority, which does not exist in this Sejm - stated Włodzimierz Czarzasty at a press conference in the Sejm.

- I cannot imagine the extradition [of Zbigniew Ziobro] not happening, because the USA is our friend. Friendship obliges us in such situations, when potential bandits and thieves are on our territory, to send these people back to the appropriate country - stated Włodzimierz Czarzasty at a press conference in the Sejm.

- There is a law concerning the liquidation of WSI and the principles of publishing all attachments. This law is in effect. According to this law, if someone wants to publish an annex, this requirement means that the President should obtain opinions, mind you, from the Prime Minister, relevant Deputy Prime Ministers, the Speaker of the Sejm, and the Speaker of the Senate, and it is the President who manages this process - Włodzimierz Czarzasty stated at a press conference.

- This process is related to legislation and the law, not to trivialities or the whims of the National Security Bureau - he continued.

- We received a package from the BBN [...]. We don't know what's in this package, and there was no cover letter from the President's Chancellery with it - Włodzimierz Czarzasty said at a press conference.

- Of course, we can receive a package from the BBN, but then the President's Chancellery informs us that the BBN has been authorized to send any correspondence on this matter, because the law stipulates the management of the entire declassification process [of the WSI report annex] by the President's Chancellery - he continued.

- On my order, on May 6th, Mr. Minister Siwiec sent a letter to Mr. President Karol Nawrocki, which I will quote [...]. "Dear Mr. President, on April 23rd, '26, a shipment (package) addressed to the Marshal of the Sejm was received by the secret chancellery of the Chancellery of the Sejm from the National Security Bureau" - he went on to say.

- "The Marshal of the Sejm [...] is unaware of the nature of the shipment, its contents, or the purpose of sending it to the Marshal. The lack of this information prevents the Marshal of the Sejm from making a decision regarding the further handling of the shipment" - he added.

- "In view of the above, on behalf of the Marshal of the Sejm, I request that you provide the above information, Mr. President, which will allow the Marshal of the Sejm to take further steps in this matter. Should you make a decision not taking into account the aforementioned request, I ask you to arrange for the National Security Bureau to collect the shipment from the secret chancellery of the Chancellery of the Sejm" - he quoted another fragment of the letter.

- These are serious matters. These are matters concerning hundreds of our agents. This is not a game. [...] There is a law that is in effect and there are lawyers who interpret this law. [...] We can treat this package as a Kinder Surprise. This is an unserious story - he emphasized.

- A broad, very broad coordinating meeting [of the President]. It is clear that our main priority is the further strengthening of NATO's eastern flank and defense policy, its deterrence of Russia, the Russian threat, but it is also clear that from the perspective of the eastern flank of NATO, equipping the army, continuing defense spending on the NATO army, arms purchases, and of course infrastructure development are also important. The presidents will discuss all of this with each other - stated Marcin Przydacz at a press briefing.

- Mr. Włodzimierz Czarzasty, I believe this also stems from his communist biography; he has some sort of anti-American gene within him. I don't know if it's from his education or from Marxist values internalized in the 70s and 80s, but he harbors some aversion to the USA and does a great deal to spoil the good atmosphere. At a time when we are discussing strengthening American presence in Poland, and when we are working to ensure that arms contracts are not delayed due to the situation in the Middle East, Marshal Czarzasty is playing with American themes for his own petty emotions or minor political points. This is extremely irresponsible, and I appeal to this man to cease acting against the interest of the Polish State - stated Marcin Przydacz at a press briefing.

- The time for a decision has come on a matter that has been at the center of public attention for many days. I am talking about the verdict of the Court of Justice of the European Union, as well as the ruling of the Supreme Administrative Court in Poland. These are decisions [...] concerning so-called transcription - said Prime Minister Donald Tusk during a government session.

- For various reasons [...] we still lack legal regulations at the statutory level that would clarify the status of individuals who have decided to enter into a permanent same-sex union - he continued.

- We have committed ourselves, and I will personally ensure this, to abide by the rulings of both European and Polish courts [...]. Even more so, this is also a matter of human dignity and human rights - he added.

- I would like to apologize to all those who have felt rejected, humiliated for many, many years; the state has failed this test for many years. I hope that after the verdict of the tribunal and the Supreme Administrative Court, we will also find quick, necessary, additional legislative solutions in parliament - said Prime Minister Donald Tusk during a government session.

- I am obliging the minister, Deputy Prime Minister Gawkowski, and Minister Kierwiński to urgently, as soon as possible, determine the content of the regulation, and I am calling on parliamentarians to work as quickly as possible where laws will be necessary to describe the consequences of this decision - said Prime Minister Donald Tusk during a government session.

- To put an end to all speculation, I want to emphasize that both the decision to issue the decree and future legislative work, as well as the logic of existing laws which are in force and will remain in force in Poland, all clearly tell us this is by no means a path to adoption opportunities - said Prime Minister Donald Tusk during a government session.

- I would like this topic not to be the subject of speculation or unnecessary emotions. The decision on the decree will not be an opening to adoption by same-sex couples. This is also derived from current practice and existing regulations - he continued.

- Sławomir Mentzen publicly stated that the upkeep of Ukrainians in correctional facilities costs Poland PLN 1.2 billion. This is a blatant lie; the upkeep of all correctional facilities in Poland costs less than PLN 40 million - stated Adam Szłapka at a press conference.

"Based on diplomatic talks, we will, of course, strive for his return to Poland and for him to face justice. Minister Ziobro is a person who shaped the justice system in Poland for many years, and I repeatedly say that there are no sacred cows, and secondly, that honest people have nothing to fear. His stance clearly shows that he is truly in deep panic because he is fleeing Polish justice, and it also shows that he wants to be the holiest of holy cows, which casts him in a very bad light," stated Adam Szłapka at a press conference.

- You had 13 years [to regulate the cryptocurrency market], and now for a few months I've been hearing how concerned you are about the security of cryptocurrency exchange clients, that a law must be passed very quickly, a very bad law, because these clients must be protected. Where were you for the past 13 years? During these 13 years, the only changes in the law you made were regarding the taxation of cryptocurrencies - stated Sławomir Mentzen in the Sejm.

- If you knew for many months, as I understand it, that the Russian mafia was behind Zonda, then I have a question. If Zonda was taken over by the Russian mafia, then why did Minister Kierwiński not place Zonda on the sanctions list, in accordance with the law from 2022, because he had such an obligation? - stated Sławomir Mentzen in the Sejm.

"This is a conciliatory project, intended to ensure the government finally adopts some amendments to this act after two defeats for the ruling coalition, meaning after two failed votes on rejecting the president's veto," stated Zbigniew Bogucki in the Sejm.

- You, as a state, have wasted almost 2 years. So speaking on this matter, taking the floor is at best inappropriate. Throughout 2024, you did absolutely nothing on this issue. The project appears perhaps in February 2025, and reaches the president in November 2025, meaning after nearly 2 years of doing nothing, or at least 1.5 years of inactivity - stated Zbigniew Bogucki in the Sejm.

- Of course, we all await a just and lasting peace in Ukraine, and I am very glad that negotiations are progressing in this direction. However, I approach the words of Russian President Vladimir Putin with deep skepticism - stated President Karol Nawrocki during a press conference in Bucharest.

- I know from analyses by the National Security Bureau (BBN) what the situation in Ukraine looks like, and this information indicates that the Russian Federation, on one hand, has lost more territory in the war zone or the zone of military operations in recent months, since the beginning of the year, than it has gained. On the other hand, it is an objective fact, and a statistic accessible to all of us, that there are certain declines in the FR's economy - he continued.

- From this perspective, we see that peace, as I understand it, is also beginning to be in the FR's interest. I am a proponent of this, of course, I think, like every leader in Europe and the world, like most leaders, that a lasting and honest peace in Ukraine should come about, in which it is clearly defined who is the victim of this conflict and who is its perpetrator. However, Putin's words and what President Putin says must be viewed with deep skepticism, and I think that the potential for peace in Ukraine is in the hands of other negotiators - the president emphasized.

- Of course, in Poland, we are ready to host American soldiers, because it is good for Poland and for the states gathered in the B9 format - stated President Karol Nawrocki during a press conference in Bucharest.

- This problem, outside of legal regulation, beyond the law, and outside the implementation of the MiCA regulation, is caused, unfortunately, by the actions of the services, who did not, it seems, inform the Prime Minister himself. And I say this out of concern for Prime Minister Tusk, who nevertheless paraded with a ZondaCrypto t-shirt, so it's evident that information about this scandal did not reach the most important people in the state, including myself, and the law and proposed legislative solutions would not counteract this procedure - stated President Karol Nawrocki during a press conference in Bucharest.

- I hope a bill I've already received twice doesn't land on my desk a third time. So, let me repeat myself once again, because this is a fundamental issue – we are talking about two different things. The ZondaCrypto affair does not concern legislative solutions, and the public is being misled, whereas the best solutions are in the bill that came from the Presidential Chancellery, and I am waiting for such a bill to be signed - stated President Karol Nawrocki during a press conference in Bucharest.

- It does not apply when it comes to the Constitutional Tribunal, because the Constitutional Tribunal is the highest, most important court of law in Poland - said Bogdan Święczkowski in the "Gość Wydarzeń" program on Polsat News, when asked by Piotr Witwicki what he thought about the principle "one cannot be a judge in one's own case."

- In many rulings, the Constitutional Tribunal has stated that it can adjudicate - he continued.

- These rulings are not contradictory. Today's ruling very clearly states that the president is not under an absolute obligation to accept the oath, that extraordinary situations may arise [...] in which the oath will not be accepted. However, due to the principle of cooperation between authorities, as a rule, the president should accept the oath - said Bogdan Święczkowski on Polsat News.
