As stated in the justification, the primary objective of the revision is to minimize the risk of receiving incomplete reimbursement from the European Commission for the last payment request.
- The revision is limited to the minimum scope and aims to re-evaluate indicators to the most likely achievable values by the end of August this year. - stated the Ministry of Funds and Regional Policy (MFiPR).
Ministers will also address, among other matters, a draft amendment to the law on hotel services and the services of tour leaders and tourist guides, as well as several other laws.
At 2:00 PM, a public hearing will be held for the candidates for the position of Ombudsman: Sylwia Gregorczyk-Abram and Adam Borowski. The Marshal of the Senate, Małgorzata Kidawa-Błońska, who, along with the Marshal of the Sejm Włodzimierz Czarzasty, has patronized this event, will participate.

"The key aspect from our point of view is our joint decision that the first exercises, in which French and British troops will participate – exercises, such maneuvers – will take place in Poland this autumn. These will be exercises that will prepare the entire coalition gathered here in Paris for real security guarantees, not only for Ukraine but also for the region," stated Prime Minister Donald Tusk at a press briefing in Paris.
08:19
Tusk:
Poland Will Prepare for Permanent Presence of Allied Troops, Not Just American
- Following the recent speeches by, among others, Russian President Putin, speeches full of threats, and after the latest attack on Kyiv, it is clearly visible that this escalation, which I have been talking about for a long time from the Russian side, is still possible, and therefore, we have accepted with great satisfaction the final decision that Poland will host not only American soldiers, but also British and French ones - stated Prime Minister Donald Tusk at a press briefing in Paris.
- For now, these are exercises, but I announced yesterday to all leaders that Poland will also prepare logistically and financially for the possibility of a permanent presence of not only American troops, but also our allied forces in Europe - he continued.
08:42
Tusk:
Our Decision to Transfer 5 Patriots, in Full Agreement with NATO, Caused a Completely Unnecessary, Shocking Uproar
- Have you noticed what an uproar, completely unnecessary, frankly, truly shocking, our decision to transfer 5 Patriots caused, in full agreement with NATO, with the Americans, because we are acting together in this matter. These are not just Polish ideas; it's joint NATO action. So, we are not currently anticipating this type of donation - stated Prime Minister Donald Tusk at a press briefing in Paris.
08:43
Tusk:
I Do Not Accept Anti-Ukrainian Bidding in Poland
- I do not accept this anti-Ukrainian bidding in Poland, and as long as I am Prime Minister, Poland will actively participate, within its capabilities and without compromising our security, but we will actively participate in helping Ukraine in the face of war with Russia - stated Prime Minister Donald Tusk at a press briefing in Paris.
08:46
Petru:
In Early Autumn, I Will Propose a Broader Solution Than the Centre Union
- In the next two months, I would like to propose a solution that is much broader than just this formula, one that will be very liberal, very economic, somewhat uncompromising, and at the same time very strong in its message, which will not only take voters away from Konfederacja [...] but may also mobilize those who today have no one to vote for - said Ryszard Petru in a conversation with Marcin Zaborski on the program "Gość Radia ZET", when asked if the creation of the Centre Union doesn't mean he is not forming a new party.
- In early autumn of this year, I will propose a solution that will be broader than the Centre Union, which will involve a very strong programmatic offensive, and I hope our paths will unite - he continued.
- It must be a political party [...] I am looking for a formula where one can run in elections independently, because there is a large portion of voters who do not want to vote for either Civic Coalition or The Left, and at the same time want to vote on this side of the political spectrum, meaning they don't want to vote for either PiS or Konfederacja - he continued, when asked if this solution would be a political party.
- 60% of Konfederacja voters perceive voting for Konfederacja as the lesser of two evils. They are there to be taken - he added.

Tusk Comments on Czarnek's Statement and Praises PiS Government's Decision at the Start of the War:
Idiotic Words.
- What kind of Polish is that? An educated person, a strange formulation. In fact, I would say that it's not worth engaging with Mr. Czarnek for so long until he embarks on a path of pro-human values. Did it sound like that? And speaking quite seriously, it is precisely this bidding, which I mentioned, on anti-Ukrainian sentiment. This is deadly politics. These are idiotic words. Poland and the entire coalition today, yesterday in Paris, confirmed this obvious truth for us from the very beginning - stated Prime Minister Donald Tusk at a press briefing in Paris.
- I am very critical of the PiS government and President Duda, I am talking about that time when the war began. If there is one decision I can speak of only in superlatives, it was the decision to provide immediate aid to Ukraine, because thanks to that, Ukraine perhaps survived those most difficult days and weeks. So Poland has reason to be proud, and everyone here understands this. Incidentally, everyone in Europe understands that Poland was absolutely crucial in preventing Russia from seizing Ukrainian territories, and then, perhaps, moving further - he continued.
08:54
Zandberg:
Why Didn't 'Razem' Join This Government? Because Three Years Ago, When We Sat Down for Talks, We Were Told Nothing Would Change
- Why didn't 'Razem' join this government? Because three years ago, when we sat down for talks about what this new government should look like – MP Marcelina Zawisza represented us in those discussions – we were told that nothing would change. We were told that the changes promised to people three years ago before the elections would not happen. Regarding health, regarding science, regarding research, regarding development, regarding education, the plan was simply to keep things as they were - said Adrian Zandberg in Super Express's 'Morning Ring'.
- We came with specific matters to include in the coalition agreement concerning health, science, and development, and to all these proposals, we heard 'no'. We heard: your votes are not needed for a majority, so these matters will not be realized. And the fact that others also promised them before the elections? That was before the elections; before the elections, it doesn't count - he continued.
- We in 'Razem' have a different approach to politics. We believe that what is said to people before elections matters, because if people are deceived, if people are lied to, then most simply put, there is no reason for those people to believe us a second time and go to the polls - he added.
08:56
Petru:
I Like the Left's Strategy. They Clearly State Their Demands, and Simultaneously Don't Threaten to Leave the Coalition Like Pełczyńska-Nałęcz
- It's not a political group close to me programmatically, but I like their political strategy, it's called Lewica. Namely, Lewica strongly puts forward its demands [...] they state them clearly, and at the same time, they don't threaten, like Katarzyna Pełczyńska-Nałęcz from Poland 2050, to leave the coalition - Ryszard Petru said on Radio ZET.
08:57
Tusk asked about the absence of a European Arrest Warrant for Ziobro:
It is irritating that the coordination between the prosecution and the court does not look good.
- It is irritating that this coordination between the prosecution and the court, frankly speaking, does not look good. The court ruled that since we are unable to indicate the whereabouts of Zbigniew Ziobro in Europe, the European Arrest Warrant makes no sense. Some prosecutors believe otherwise, and in these disputes, I would say formal ones, what is most important is lost, namely the effectiveness of the Polish state in prosecuting alleged criminals, including former politicians - stated Prime Minister Donald Tusk at a press briefing in Paris.
- We have a lot of work ahead of us, and I don't want to lament the state of the justice system here, but rather the work of some of its representatives in the prosecution or judiciary, but I really have a lot to do here - he continued.
09:01
Petru on His Party's Independent Run and the Absence of a Joint List with Civic Coalition:
I See No Other Way to Win.
- Only then will those voters I care about not vote - said Ryszard Petru on Radio ZET, when asked if we would ultimately not see him and his party on a joint list with Civic Coalition.
- I see no other way to win the elections in 2027 from the perspective of the entire coalition, because this segment of voters may feel a bit surprised that we haven't done much regarding the people who work hard, the entrepreneurs - he continued, when pressed on the implication that he must therefore go into the elections alone.
09:01
Zandberg:
What has this government changed regarding healthcare? The queues have gotten longer
- What has this government changed? Regarding healthcare, for example, it has led to longer queues. Those who voted for bad healthcare budgets have brought this about with their votes - said Adrian Zandberg in the "Morning Ring" program of Super Express.
09:05
Tusk:
Żurek is in a sense a victim of our inability to truly reform the prosecution service. His hands are somewhat tied.
- Minister Żurek is truly determined, you know him. He is also, in a sense, a victim, much like his predecessor, Minister Bodnar, of the fact that, due to President Duda and Nawrocki, we are unable to genuinely reform the prosecution service. I know this to be true. These key changes in the prosecution service would require the president's consent in any case, according to the PiS-era law, which I believe is unconstitutional, but that's how they came up with it, and that law is in effect today, so sometimes, yes, I have the impression that Minister Żurek has much more desire than capability and his hands are somewhat tied - stated Prime Minister Donald Tusk at a press briefing in Paris.
09:05
Petru on Pełczyńska-Nałęcz:
She has rather socialist views, far from liberal ones; she is a proponent of tightening the screws.
- No, because she has rather socialist views, which are far from liberal ones, meaning she is rather a proponent of tightening the screws, rather than unleashing the energy of Poles – Ryszard Petru said on Radio ZET, when asked if a joint start of his planned party with Katarzyna Pełczyńska-Nałęcz was out of the question.
09:07
Tusk:
I'm Sorry, I Should Have Had More Imagination When Promising Swift Settlements
- I'm sorry, I should have had more imagination when promising swift settlements. I didn't foresee it would be so difficult due to, among other things, the situation in the prosecutor's office - stated Prime Minister Donald Tusk at a press briefing in Paris.
09:11
Petru Claims Poland 2050 Would Stay in Coalition Even If Tusk Dismissed Pełczyńska-Nałęcz:
I'm Convinced It Won't Happen.
- I don't think so. I don't think it will fall apart, no - Ryszard Petru said on Radio ZET, responding to the host's statement that if Prime Minister Donald Tusk, for example, dismissed Katarzyna Pełczyńska-Nałęcz, the coalition would collapse.
- No, I'm convinced it won't happen, no - he continued, when asked if he thought Poland 2050 would not leave the coalition if the Prime Minister dismissed Pełczyńska-Nałęcz.
- That is the Prime Minister's decision. [...] I haven't been advising the Prime Minister lately, so I won't be advising him, especially through the media - he went on to say, when pressed on whether the Prime Minister should dismiss Pełczyńska-Nałęcz.
- I am convinced, and this is not just my opinion, but also my knowledge, [the coalition] will not break up - he added.
09:13
Zandberg on Healthcare:
In the Fourth Year of Governance, the Rulers Have Nothing to Boast About, as They Have Failed Millions of People on This Matter.
- When we talk about healthcare, literally [the rulers] have done nothing. What's more, they have done bad things, because they voted for solutions that simply lengthened queues. After all, I remind you that the entire ruling majority, as one man, voted against Razem's amendments, Marcelina Zawisza's amendments in parliament, so [...] they also bear political responsibility for this - said Adrian Zandberg in the “Morning Ring” of Super Express.
- Now it's the fourth year of governance. In the fourth year of governance, those who rule usually have something to boast about. They come: “Listen, we've made the changes we promised. Now we're going for more.” But this ruling majority has nothing to boast about, because they have simply failed millions of people on this matter - he assessed.
09:17
Tusk:
Currently, a Ceasefire or Peace in the Near Future Seems Unlikely
- "At this moment, it seems unlikely that in the near future, in any short-term perspective, a ceasefire or peace will be achieved due to the absolutely rigid stance of Russia and Putin. Everyone expects an escalation of actions from Russia, and it is quite probable that Russia will want to prolong this war at least until winter," stated Prime Minister Donald Tusk at a press briefing in Paris.
09:18
Petru:
Breaking the NFZ Monopoly Would Be the Best Solution
"The best solution, of course, would be to break the monopoly of the National Health Fund (NFZ)," said Ryszard Petru on Radio ZET.
"We would have several funds operating at the national level, and thanks to this, we would have competition between them, and the valuation of services would become market-based, rather than top-down as it is today," he continued.
09:22
Zandberg:
I believe Poland is not doomed to choose between a poor government and an increasingly detached right wing
- I believe that Poland is not doomed to choose between a poor government that has disappointed millions of people, and an increasingly detached right wing that would like to take Poland back to the 19th century – said Adrian Zandberg in Super Express's "Morning Ring".
09:23
- I wanted to participate in this government meeting [next Tuesday] and we will be considering and adopting the first regulations and a draft law prepared by the Minister of Health - stated Prime Minister Donald Tusk at a press conference in Paris.
09:26
Zandberg on Czarnek's Words:
They Show the Extent of the Polish Right's Disconnection,
- Mr. Czarnek, as I've heard now, wants to cut off military logistics and supplies for the Ukrainian army because he has gotten so carried away pretending to be Grzegorz Braun that he'll soon be wearing an eye patch, growing a beard, and starting his meetings with "God bless you," probably hoping to win back voters that way. But the truth is, he's more likely to be driving voters towards Braun rather than winning them back - said Adrian Zandberg in "Poranny ring" on Super Express.
In his opinion: - These foolish ideas, these proposals to cut off Ukrainians from the ability to defend themselves against Russia, in my opinion, show exactly the extent of the Polish right's disconnection.
09:37
Pełczyńska-Nałęcz on the Second Tax Threshold:
It would be a huge political mistake if we didn't dare to make such a just and necessary change.
- If there are no changes regarding this matter [the second tax threshold], it will be a huge political mistake, one that our entire coalition would commit, and I am truly speaking here on behalf of all of us, because people expect… - stated Katarzyna Pełczyńska-Nałęcz on RMF FM.
- On behalf of the government and our coalition from October 15th, if there wasn't this courage for a tax change, which people greatly expect and which is honest and fair, then unfortunately our successors, who are already announcing it, will do it. It would be a huge political mistake if we didn't dare to make such a just and necessary change - she continued.
09:44
Pełczyńska-Nałęcz on the second tax threshold:
Domański is not the person who can decide on behalf of the entire coalition and he is aware of this.
- This is a question we are asking [whether there is political will for changes in the tax system]. I did not hear a "no" from Minister Domański yesterday. Therefore [I did not hear a "yes"] because Minister Domański is not the person who can decide on behalf of the entire coalition, and he is aware of this, and that is precisely a very honest and fair presentation of the matter. This is a political decision at the level of the entire coalition - stated Katarzyna Pełczyńska-Nałęcz on RMF FM.

Kosiniak-Kamysz Reacts to Czarnek's Words:
An Open Stand Against NATO and Poland's Interests.
- All those who today in Poland easily express the thesis that support for Ukraine is unnecessary are harming Poland. They are harming the security of the Polish state, acting to the detriment of the North Atlantic Alliance, and acting against the leader of the North Atlantic Alliance, which is the United States - said Władysław Kosiniak-Kamysz at a press conference.
- One of the resolutions of the NATO summit was further support for Ukraine. When I read statements yesterday, or hear statements from Mr. Czarnek, who says that we should stop supporting Ukraine and that the European Union should stop supporting Ukraine, it is an open stand against the North Atlantic Alliance - he continued.
- This is an open stand against the interests of the Polish state, it is an open stand against the national interest of the Republic, in which Ukraine must win, and cannot be defeated - he stated.
- From the first days of the war, we have been committed to ensuring that the Russian Federation does not end up at the Polish border from the Ukrainian side. So that Russian troops are kept as far as possible from the Polish border. So that they are worn down for as long as possible without the participation of the Polish army - he went on to say.
- This shows what the Polish security strategy is, which our government is implementing, and what the strategy of exposing us to danger is, which was proposed yesterday by the candidate for prime minister put forward by Mr. President Kaczyński with Braun's face, who says that Ukraine should not be supported - he added.
- This is an open stand against the resolutions of the Ankara summit, which President Trump and all other leaders signed. They are so pro-American that they don't want to listen to the United States on this matter at all - he emphasized.
10:25
- This morning, on the order of the prosecutor of the Regional Prosecutor's Office in Rzeszów, agents of the Central Anti-Corruption Bureau detained two former members of the Polish National Foundation: 64-year-old Maciej Ś. and 63-year-old Cezary J. - informed Jacek Dobrzyński on social media.
- The investigation concerns the abuse of powers and dereliction of duty in 2017 by members of the management board of the Polish National Foundation in connection with the financing of the "Just Courts" media campaign, causing the foundation a financial loss of no less than PLN 8.4 million - stated the spokesperson for the minister coordinator of special services.
Following searches and seizures conducted by CBA agents, the detained men will be transported to the Regional Prosecutor's Office in Rzeszów.

Kaczyński Reacts After Czarnek's Statement:
The Matter Will Be Clarified by the Party Leadership.
"Law and Justice stands and has always stood on the position that military aid, also provided by the EU for Ukraine, is absolutely necessary. The matter of Mr. Przemysław Czarnek's statement will be clarified by the party leadership" - wrote Jarosław Kaczyński on X.

Kosiniak-Kamysz on Interception of Russian Reconnaissance Aircraft:
Russia Remains Hostile.
- Today, after 12:00 PM over the Baltic Sea, approximately 30 km from Ustka, over international waters, a pair of our combat aircraft on duty intercepted a Russian Ił-20 reconnaissance aircraft. After making contact and signaling that it should leave this airspace, the aircraft departed towards Russia - said Władysław Kosiniak-Kamysz at a press conference following a government meeting.
- This is the first Russian attempt in a long time to approach our maritime border in order to reconnoiter our air defense systems. This demonstrates that the Russian Federation is still waging hybrid warfare, conducting reconnaissance, and is hostile towards all NATO countries - he indicated.
- Let this event serve as a reminder once again to all those who try to falsify reality and say that the war in Ukraine is over, that Ukraine should not be supported, how dangerous the Russian Federation is - he continued.
14:37
- We have adopted an act amending the act on hotel services and services of tour guides and tourist guides. This act primarily concerns short-term rentals. The discussion on this matter took place at the Council of Ministers. […] Today, this act is being passed in the version proposed by the Ministry of Sport and Tourism - said Władysław Kosiniak-Kamysz at a press conference after the government meeting.
A Central Register Will Be Established
- We are introducing a central register of accommodation facilities. These facilities must have their own regulations. There will also be verification; if the rules and norms of domestic peace, coexistence within various cooperatives and tenant communities, normal functioning, respecting quiet hours, and acting in accordance with good customs and practices are violated, such a provider of accommodation services may be removed from the register and, consequently, will not be able to perform these functions - he explained.
"It Will Not Disrupt the Hotel Market, While Protecting Tenants' Rights"
- This is the introduction today of a significant change in an area that currently lacks any regulation, but it is a change that will not disrupt the hotel market, nor will it eliminate the possibility of using cheaper accommodation […], while simultaneously protecting tenants' rights. On the one hand, those who rent out, and on the other hand, those who live next door. It was very important for us to find that subtle balance between economic freedom and the protection needed to be able to function and live normally in one's home, apartment building, or tenement house - he continued.
"We Are Introducing Clear Rules of the Game"
- We are introducing clear rules of the game, both for those who provide hotel services, accommodation services, often one- or two-day, short-term accommodation services, and we are also providing guarantees and assurances for those who use these services. The protection of tenants, their rights, the protection of residents, especially in large cities or resorts, is extremely important to us, and I am pleased that we have found such a solution - he stated.

Pełczyńska-Nałęcz Critically Assesses Government-Adopted Bill:
The Essence of Subservience to Lobbyists.
- Zero rights for local governments in establishing Airbnb-free zones. Zero rights for residents in deciding whether they want a brothel/hotel next door or not. Such a draft bill has emerged from the Council of Ministers today - wrote Katarzyna Pełczyńska-Nałęcz on X.
As she indicated: - I submitted a formal dissenting opinion regarding this project. As the only one.
In her opinion: - This is the essence of subservience to lobbyists. And zero listening to the needs of ordinary people. The exact opposite of what we should be doing today to win next year's elections.

"A drowning man clutches at straws... - I know that CBA officers are working very intensively at the Southern Hospital. That there are hundreds, thousands of different documents, people to be interviewed, computers full of documentation.
