President Karol Nawrocki has invited the President of the Supreme Medical Council, Łukasz Jankowski, to a meeting regarding the tragic situation of Polish Healthcare. The meeting is scheduled to take place on Wednesday, however, the exact time has not been specified.

Wednesday also marks the second day of the Sejm session. Debates will commence at 9:00 AM. The deputies will discuss, among other things, deregulation projects concerning the principles of employing ZUS medical examiners and simplifying procedures and protecting heirs from losing tax exemptions.

At 12:15 PM, the second reading of the government's draft amendment to the Act on the Provision of Electronic Services (the so-called DSA Act) is scheduled. The project aims to implement EU law.

At 4:00 PM, the second reading of the parliamentary draft resolution on the urgent need to secure the area around the Ministry of National Defence is planned.

At 9:00 PM, deputies will proceed to the second reading of the government's draft amendment to the Act on the functioning of hard coal mining and the Act on Personal Income Tax. This pertains, among other things, to enabling mining companies to gradually liquidate mines with state financial support.

- It is disturbing and essentially sad that 36 years after the fall of the communist system, a post-communist becomes the Marshal of the Sejm of the Republic of Poland, who speaks of the liberators, which were the soldiers of the Red Army in 1944 or 1945. A man who never cut ties with his communist past, his membership in the PZPR - stated Rafał Leśkiewicz in the “Morning Ring” of Super Express.

- It is difficult to say here that 36 years after the fall of the communist system, we have the Marshal of the Sejm that Poland deserves. Without a doubt, Włodzimierz Czarzasty, coming from a post-communist background, is an insult to the victims of the communist system, for example, from the 1980s - continued the president’s spokesman.

- It is normal for politicians to meet, and it is natural for the Marshal of the Sejm, having matters to discuss with the President, to request a meeting, and the President will certainly organize such a meeting. This is something entirely natural - stated Rafał Leśkiewicz in Super Express's 'Morning Ring'.

- First and foremost, the President expects that the bills he submits to the Sejm will be processed quickly. They will simply be put on the Sejm's agenda, go to committee, and be considered substantively by the MPs - stated Rafał Leśkiewicz in Super Express's "Morning Ring."

- It looks like the services slept through the first few hours or the first dozen hours. Because if a police patrol had actually appeared on the scene… - stated Rafał Leśkiewicz in the “Morning Ring” of Super Express.

- The President received information via the National Security Bureau (BBN) on Sunday around 10 am. Standard information that something had happened, that something had occurred. Only later, of course, when the special services started to act, did the President receive more precise information - he continued.

- I don't think it's possible to stop these Ukrainians. They left via Belarus, they are probably already in Russia or Belarus. There is no chance of stopping these two gentlemen, just as there is no chance of stopping and bringing back to Poland the killer of our soldier, Mr. Sitek - stated Rafał Leśkiewicz in Super Express's "Morning Ring."

- The government's narrative doesn't quite add up. First and foremost, the President did not block anything. In accordance with his prerogatives, the President invited the heads of services for a meeting at the Presidential Palace. They did not come because the Prime Minister did not allow them [to do so] - stated Rafał Leśkiewicz in Super Express's "Morning Ring".

- Therefore, the President has not received information about which officer candidates we are discussing, and among these 136 potential officers, there were not many who work operationally. Among them were primarily individuals who had undergone very short officer courses - the presidential spokesperson continued.

- Standard officer courses, for which officers serving in special services are qualified, have appropriate theoretical and practical knowledge. Until recently, to attend an officer course, one had to demonstrate theoretical and practical knowledge. Currently, there is no such entry threshold. There are two three-week courses organized by the special services - he noted.

- No [I didn’t vote with a heavy heart]. I approach this pragmatically. Coalition unity was more important, and that is the most important thing. This wasn’t a competition for the nicest speaker, the dream speaker, but for a speaker whose election was a consequence of the coalition agreement. […] This is the value – that we fulfilled the coalition agreement, meaning we are credible internally, we are credible externally to our voters from October 15th – said Piotr Zgorzelski in “Rozmowa Piaseckiego” on TVN24.

- It is possible that such a council [Cabinet Council on the healthcare situation] will be convened. First and foremost, the President will gather all necessary information to assess the situation, not just from information reaching the President through official channels, but he also wants to meet with representatives of the medical community - stated Rafał Leśkiewicz in the "Morning Ring" of Super Express.

-- There is certainly such a concept, such an idea on the table. I cannot answer whether it will take place this week or next. The most important matter is the swift processing of the bill amending the Medical Fund - he continued.

- The President yesterday, on behalf of the President, I submitted to the Marshal of the Sejm a presidential initiative concerning the transfer of over 3.5 billion zlotys from the Medical Fund at the President's office for the treatment of children and adolescents up to 18 years of age, because these services cannot be paid for, as there is no money for it, but one can ask where the President gets this money from - said Zbigniew Bogucki in the “Morning Conversation” on RMF FM.

-  This fund, which is attached to the President, should have been used long ago, within the last 2 years, however, Minister Leszczyna, fortunately no longer in office, instead of transferring these funds for investments, mind you, in oncology, did nothing with these funds - continued the Head of the Chancellery of the President of the Republic of Poland.

- So, the President, seeing this tragic situation in healthcare, says that patients are the most important, which is why he undertook this initiative. However, this initiative also aims to establish two additional sub-funds within this fund to prepare healthcare facilities for a crisis that could also affect us in Poland. We see the geopolitical situation, but also to create a fund for rare diseases for children. Seeing all these fundraisers for children on all platforms, the goal is to eliminate, or at least significantly reduce, these fundraisers - said Zbigniew Bogucki in the “Morning Interview” on RMF FM.

- These slogans [chants of 'down with communism' from PiS MPs] are purely political fodder for PiS's campaign. PiS has so many former communists within its ranks that Włodzimierz Czarzasty is truly a low-quality PZPR activist in comparison - said Piotr Zgorzelski on TVN24's 'Rozmowa Piaseckiego' (Piasecki's Conversation).

In his opinion: - If there were a hypothetical situation where Jarosław Kaczyński could govern Poland together with the Left – of course, I hope this never happens – he wouldn't hesitate for a second. He would take the Left on board and wouldn't even think about having any distaste for Włodzimierz Czarzasty.

- These shouts from PiS politicians in the chamber were so impolite, that's the mildest word. […] I called [the MPs] to order, we will see, we will assess [whether there will be penalties]. But it truly insults the dignity of parliamentarians - he assessed.

- What matters is what someone is doing now, not what they did in the past. What they did then is history. If [Włodzimierz Czarzasty] did anything wrong, he should certainly atone for it, but I don't know if there were any major… He wasn't in the party leadership [PZPR], he didn't make any decisions, so let's not exaggerate either - said Piotr Zgorzelski in "Rozmowa Piaseckiego" on TVN24.

- The President was not informed at all along this path, in those first hours, not informed, because what Donald Tusk is probably talking about is the RCB report from 9:43 AM on Sunday. This is an RCB report; when I was a voivode, many people received such reports, and this report concerned general information that there was some problem. However, there was no in-depth information. It was only the National Security Bureau, through so-called open-source intelligence, open sources, the ability to communicate with individual units, that we got to know what had happened - said Zbigniew Bogucki in the “Morning Interview” on RMF FM.

- We should trust Polish services, and Polish services are very unequivocal on this matter. And one of the problems [...] is that a Russian narrative appears in Poland's public space, and it is particularly a significant threat when Polish politicians with large reach repeat it, because then it is harder to combat - said Adam Szłapka in an interview with Renata Grochal on the program "Bez uników" (No Evasion) on Trójka.

- If one questions who commissioned and who is behind, who is the inspirer of these events [acts of sabotage], and speaks about these potential masterminds exactly as Russian propaganda would want, then it is perhaps unconscious, but it is still repeating Russian propaganda and one must be very careful about it, moreover, for example, MP Berkowicz is very active in this regard - he continued, when asked if Sławomir Mentzen is repeating the Russian narrative.

At 9:15 AM, the parliamentary Regulations Committee convenes to provide an opinion on two motions regarding the position of the Head of the Chancellery of the Sejm. The first motion concerns the dismissal of Jacek Cichocki from this function, and the second concerns the appointment of Marek Siwiec in his place.

- I think that Czarzasty's speakership will positively surprise. All those who look at it skeptically. I made this decision [to support him] consciously, without expectations. But I know that Włodzimierz Czarzasty will strive to be a marshal of reconciliation, he will reach out to PiS – said Piotr Zgorzelski in "Rozmowa Piaseckiego" on TVN24.

- The Polish state passed the test, but in the context of what we have just established, what the media has established, how the information looks, and how the situation actually was, then it cannot be said that Donald Tusk's government passed the test - said Zbigniew Bogucki in the “Morning Interview” on RMF FM.

- The President sees this terror of lawlessness that Minister Żurek is perpetrating on Donald Tusk’s orders. In the coming days, a council for the reform of the state's system will be established, which the President mentioned. Also, a council for a new constitution, and there will be presidential projects, at the latest by January next year, concerning the chaos unleashed today, unfortunately, by the ruling camp and a part of the judicial community - said Zbigniew Bogucki in the “Morning Conversation” on RMF FM.

"We will undertake all diplomatic actions to bring these individuals [perpetrators of sabotage acts] back, and the services will certainly act on this. Sooner or later, these individuals will definitely be apprehended," Adam Szłapka said on Trójka.

- The National Council of the Judiciary should be elected democratically, meaning by the Sejm. We can consider the specific forms and procedures for how this should look - said Zbigniew Bogucki in the "Morning Interview" on RMF FM.
 

- De facto, Zbigniew Ziobro is showing: yes, I feel guilty, I am guilty, and I am afraid of the justice system. Besides, this is not the first time that Zbigniew Ziobro, it's clearly visible, has tried to build himself up as a sheriff, but is in fact a coward - said Adam Szłapka on Trójka.

- It was very clearly visible how Poles are approaching this. Online, 96% of comments, meaning basically all comments, were very critical of Zbigniew Ziobro. He is, in fact, finished in Polish politics - he continued.

- I voted for the candidacy of Marshal Czarzasty. He is not the first person in Poland in a high position who, in the past, during the PRL era, was in the PZPR - Adam Szłapka said on Trójka, when asked if he was proud that the Sejm has a marshal who was in the PZPR and was involved in the Rywin affair.

- These shouts from Law and Justice truly fill me with hollow laughter, because, forgive me, but it was Jarosław Kaczyński who made Judge Kryże the Deputy Minister of Justice. Justice from a guy who sentenced people for participating in patriotic demonstrations on November 11th - he continued.

- In my opinion, that closes the case entirely. Mr. Kujda, a close associate of Jarosław Kaczyński, not to mention such repulsive figures as Piotrowicz [...]. These PiS communists are good communists, meaning, it's such extreme hypocrisy and so ridiculous when Kaczyński shouts... - he went on to say.

- I am certain he will be a good marshal - Adam Szłapka said on Trójka [Polish Radio Programme 3], when asked if Włodzimierz Czarzasty would be a good Sejm marshal.

- Because he is tough - he continued, when pressed on why.

- A foreign state sent well-prepared saboteurs. Only by a miracle did they not achieve their goal. The Russian GRU routinely hires subcontractors under a false flag for its dirty work. This time it was an act not just of sabotage, as before, but an act of state terror, as the clear intention was to cause casualties. This will be met with our response, not just a diplomatic one, which we will be informing about in the coming days - stated Radosław Sikorski in the Sejm.

- I wish to remind everyone of something that, until now, I thought was obvious to everyone in this chamber. It is not membership in the EU that leads to a loss of sovereignty, but the opposite – it was by shedding the communist yoke and regaining sovereignty that we were able to join the EU - stated Radosław Sikorski in the Sejm.

- Ukraine knows this, as it is fighting precisely to escape from the Russian world and join Western institutions. You knew this too, once. Have you already forgotten what limited sovereignty truly looks like? Encouraging the use of energy-saving light bulbs is not a loss of sovereignty, nor is a lost vote on some directive or trade agreement - he continued.

- The State Archive still holds a copy of the Constitution of the Polish People's Republic with Stalin's handwritten amendments. I ask for seriousness; think about what would have happened then if we had tried to leave the Warsaw Pact or the Council for Mutual Economic Assistance. Russian tanks would have crushed us, just as they did the Hungarians in 1956 or the Czechs in 1968 - emphasized the Minister of Foreign Affairs.

- Those who blame Ukraine for Russia's actions in Poland are political saboteurs, and Russia spends billions on fueling such sentiments, on disinformation, and propaganda. They want to turn a part of the public opinion against our neighbours, against the Union, and against refugees from Ukraine who fled to Poland from Russian bombs – said Radosław Sikorski in the Sejm.

- Why is Putin doing this? For the same reason he supported Brexit, financed the separatist movement in Spain, supports the nationalist government of Hungary and extremist parties that promise to tear the Union apart from within – he continued.

- The reason is obvious. As a Union, we are a giant towards Russia, and as member states, towards us, Russia is a superpower. Is it that hard to understand? – he went on.

- Jarosław Kaczyński did not have the courage to listen to my words, but he is the one who negotiated this treaty. And its ratification was confirmed, let's look at the ratification document, by the President of the Republic of Poland, Lech Kaczyński. Are these the Polish politicians who, according to Mr. Nawrocki's words, sold Polish sovereignty? If you now believe, Mr. Chairman, that you negotiated poorly or that your brother should not have signed this document, then instead of railing against Brussels, perhaps we should apologize to Poles first? - stated Radosław Sikorski in the Sejm.

- Mr. President. You have the right to private opinions. Naturally, the European Union, like any human entity, is not perfect; it can be criticized. But criticism, as we know from life, is divided into two types: that which aims to improve the object of criticism, and that which aims to discredit and destroy it - said Radosław Sikorski in the Sejm.

- I encourage the first type, and even proposing solutions. But by insinuating that European integration is a conspiracy against Poland, you are not helping the Union, nor Poland. You are preparing the psychological and political ground for leaving the European Union, for Polexit - he continued.

- If you and the right side of the chamber want to lead to this for reasons known to you, then say it clearly, instead of making up stories about threats to sovereignty - he went on to say.

- By the authority of the Prime Minister, I declare that when you [Karol Nawrocki] speak in an anti-EU spirit, you do not represent Poland's stance, but only your own and that of your office. Not even your voters, because you certainly did not run on a Polexit slogan - stated Radosław Sikorski in the Sejm.

- I very much ask for better cooperation than hitherto with the Council of Ministers, to which Article 133 of the Constitution obliges you - he continued.

- I have one more request. You will soon be going to Hungary, and that is good. The Ministry of Foreign Affairs is preparing professionally researched materials for you, as usual before your trip. Do not forget that you are going to a country whose government is simultaneously the most anti-Ukrainian and most pro-Russian in the EU. This convergence is not accidental. It is also a country that, under the rule of corrupt nationalists, has become the poorest country in the EU - stated Radosław Sikorski in the Sejm.

- This is also not a coincidence. Naturally, I do not expect you to bring back fugitives from Polish justice from Budapest, but you can advocate for the withdrawal of Hungary's veto on the disbursement of PLN 2 billion for the Polish Army's Modernization Fund and for the lifting of Hungary's blockade on the commencement of accession talks with Ukraine regarding the expansion of the EU - he continued.

- Russia has not only not backed down, but is escalating these attacks. As I said in my speech, when the intention of espionage and sabotage activities results in casualties, we are no longer dealing with sabotage, but with state terror. Consequently, and this will not be our full response, I have already decided to withdraw consent for the operation of the Russian consulate, the last one, in Gdańsk, which will be communicated to the Russian side in the coming hours via an official note - stated Radosław Sikorski at a press conference in the Sejm.

- What happened on the railway line from Lublin to Warsaw, the lack of an appropriate reaction from state services, is the crown jewel evidence that Poland is governed by irresponsible people, that the Polish state has collapsed under the rule of Donald Tusk - said Mariusz Błaszczak at a press conference.

- And this happened because the services, which were established to guard the security of our country, are occupied with the opposition. That the services have been harnessed into the party politics of Donald Tusk and his coalition, that they are being used to fight the opposition, which causes them to neglect the most important matters, namely ensuring security - he continued.

- I can confirm that, indeed, the first detentions are now occurring. Individuals involved in this are being detained by the ABW [Internal Security Agency] and by the police, and at this stage, I cannot provide you with further details - said the spokesperson for the head of the special services, Jacek Dobrzyński, at a press briefing in the Sejm.

- The aim of this action is also to try to sow discord internally among Poles, to divide Poles around this issue. To set one against another, and when Vladimir Putin watches the speech of the Minister of Foreign Affairs of the Republic of Poland in the Sejm today, I think a smile appeared on his face, that there are applauses, because that is precisely what Putin and the Russian Federation wanted, to set one against another, so that in the situation we are in, under threat - said Marcin Przydacz at a press conference.

- We must say it directly, instead of dealing with apprehending the perpetrators, instead of securing Polish infrastructure, including critical infrastructure, a minister of the Polish government is attacking not the Russian Federation, not Vladimir Putin, but is attacking the Polish president. A president who was elected not long ago by the votes of Poles - Marcin Przydacz continued.

- I appeal from this place to Prime Minister Sikorski for restraint. Mr. Minister, please exercise restraint, this is not the time for quarrels, this is not the time for your personal emotions. I understand that some things in life haven't worked out for you, that not all your life's ambitions have been realized. You say that the President, rather, should have been the Prime Minister, I know that you tried to become President 3 times. You didn't succeed, even your party colleagues didn't choose you, but please exercise restraint during this difficult time for Polish security - said Marcin Przydacz at a press conference.

- Today's speech by the Minister of Foreign Affairs was also one great scandal. The Minister of Foreign Affairs, in defending an incompetent colleague, the Minister of the Interior and Administration and the Minister Coordinator of Special Services, attacked the President of the Republic of Poland, which demonstrates a lack of competence - Mariusz Błaszczak said at a press conference.

- Donald Tusk's entire government has been compromised because the services did not react as they should have. The reaction was sluggish, and the fact that individuals suspected of sabotage were released from Poland is one great scandal in itself. They simply left - he continued.

- Therefore, we assess this attack by the Minister of Foreign Affairs, and yesterday by Prime Minister Donald Tusk, as a form of covering up the embarrassment - he further stated.

- The attempt to attribute too soft a stance towards Russia to President Nawrocki is complete absurdity. President Nawrocki is a man pursued by Vladimir Putin, and Radosław Sikorski, not so long ago, said that Russia should become a member of NATO; he wanted to let a Trojan horse into the North Atlantic Treaty Organization, he wanted to let Russia into NATO - said Marcin Przydacz at a press conference.

- If I hear Article 133 being cited in the Sejm today, it's a shame that the minister didn't quote the second paragraph, which states, “The President of the Republic of Poland appoints and recalls ambassadors.” Why did you paralyze the Polish foreign service? We currently have no ambassadors in 50 missions due to your decision - said Marcin Przydacz at a press conference.

- We believe that this entire conference and the attempt to attack the president is aimed at diverting attention from the incompetence of the Polish government and services subordinate to the Polish government. The act of sabotage was most likely carried out by two saboteurs, by two agents originating from the East, most likely from Russia. And where are these people, why didn't you apprehend them? They escaped, unhindered and un questioned, across the Polish-Belarusian border - said Marcin Przydacz at a press conference.

- We expected Radosław Sikorski to be the one to finish off the pack, and we were not mistaken. An attack on the President of the Republic, an attack on the opposition, Sikorski said nothing important, perhaps except for the fact that he admitted that state institutions are not functioning, because he said that only a miracle prevented a tragedy - Mariusz Błaszczak said at a press conference.

The resolution comes into force on November 24.

- The ordinance concerning kilometre allowances will be signed in the near future and will be effective from January 1, 2026. Why 1.5 months? Because this is an ordinance that concerns every male and female MP, and it must be discussed with everyone - stated Włodzimierz Czarzasty at a press conference in the Sejm.

- We must be aware that this is essentially a symbolic decision, although we at the Presidential Palace not only accept it but also praise it. We believe this is the direction in which we should proceed. Furthermore, the Presidential Palace knew in advance that such plans were possible to implement - said Marcin Przydacz at a press conference.

"If [Radosław Sikorski] makes threats and says he will appeal to Belarus and Russia to extradite these agents, is he joking? This is one big mockery. Soon, he and Donald Tusk will probably both say that they have decided to hand the investigation in this matter over to Russia" - said Mariusz Błaszczak at a press conference.

"When they say they will appeal to Belarus and Russia to extradite these people, why did they let them go from Poland? Firstly, why did they let them in, and secondly, why did they let them go?" - he continued.

"They are ready to say soon, I say this ironically, but soon they will be ready to say that they are handing the investigation in this matter over to Russia" - he went on to say.

- Mr. Marek Siwiec in this matter, there were lawsuits against Marek Siwiec, all the courts before which he appeared found him not guilty of anything. I want to share my private knowledge with you. Marek Siwiec was in contact with the Pope regarding this matter, and it was resolved. Therefore, I see no problem with this case - stated Włodzimierz Czarzasty at a press conference in the Sejm.

- I invite you, because I don't want to reveal everything. An address is planned for Friday, and I will refer to all these matters, including those you mention. - Those who are involved in this, the mastermind is known, those who carry it out are enemies of the Polish state and the Ukrainian state. - We need to put an end to the political sabotage of legislative actions. It cannot be that for partisan interests, or due to some political ambitions or aspirations, one group will block another. I'm referring here to whether someone won't sign nominations for future officers of our state services, I'm talking about vetos, I'm talking about endless quarrels or such foolish skirmishes in the Sejm. - On Monday, we initiated an investigation, and in the course of this investigation, which lasted several dozen hours, we obtained evidence indicating a very high probability that the direct perpetrators of these acts of sabotage of a terrorist nature were two Ukrainian citizens - said Przemysław Nowak at a press conference.

- The prosecutor has the material and has prepared a decision to present charges against these two men, however, it is not possible to carry out procedural actions with them, as they fled Poland during the night from Saturday to Sunday - he stressed.

- I can only state very generally that in this proceeding [concerning acts of sabotage], other individuals are currently detained. I cannot provide more detailed information in this regard. However, no charges have been brought against these detained individuals by the prosecutor, and these detained persons are not those for whom we possess evidence indicating they were direct perpetrators of these events - said Przemysław Nowak at a press conference.

"Great cooperation begins with a sincere conversation – that's how my first meeting with the new US Ambassador to Poland, Tom Rose, went," informed Władysław Kosiniak-Kamysz.
