Wednesday's Political Agenda: Government on Soldiers' Use of Firearms, Duda and Siemoniak at State Protection Service Anniversary

At 9:00 AM, Władysław Kosiniak-Kamysz will participate in the opening of the Polish Infrastructure Congress at the Copernicus Science Centre.

A government session is scheduled for 11:00 AM. Among the topics to be discussed are regulations that, as Cezary Tomczyk stated, will "strengthen the role of the soldier." This includes the right to use firearms, as well as legal support.

At 1:00 PM, celebrations for the anniversary of the State Protection Service will take place at the Royal Castle in Warsaw. The ceremony will be attended by, among others, President Andrzej Duda and ministers Tomasz Siemoniak and Czesław Mroczek. A speech by the president is planned.

At 4:00 PM, in the Presidential Palace, President Andrzej Duda will make changes to the composition of the Social Dialogue Council. A presidential address is planned.

Kowalski Departs Sovereign Poland
Today, I cease to be a member of Sovereign Poland. I have submitted my resignation. I will always speak in the highest terms of my colleagues from Sovereign Poland. Now, I am focusing on substantive work within the PiS Parliamentary Club and the "Simple Taxes" Parliamentary Team - wrote Janusz Kowalski on Twitter.

Zgorzelski Announces Meeting of PSL and PL2050 MPs at a Joint Parliamentary Club:

The Third Way Project Is Not Threatened.
- Evaluating the effect and election result the day after the results are announced is premature, I don't want to say unwise. Time is needed for analysis, to point out where mistakes were made, where more energy could have been invested - said Piotr Zgorzelski in an interview with Marcin Fijołek on Polsat News' "Graffiti". - Every group needs such time, including the Third Way. We, with our friends from Poland 2050, will be meeting at the next Sejm session for a joint parliamentary club, which will likely take place on Wednesday, a Sejm day. There, we will certainly be able to talk about what has happened and consider what lies ahead in a friendly, collegial atmosphere - he continued. - This project worked very well in the two previous elections […]. We are friends through thick and thin; in difficult times, we must support each other. I understand the emotions; I can control them better, others have different expressions. The Third Way project is not threatened in terms of any kind of collapse - he assured.

Nitras:

PiS and Confederation Show Us Exactly the Same Agenda on European Issues
"Today, one can say that PiS and Confederation show us exactly the same agenda on European issues," stated Sławomir Nitras on Radio Zet - stated Sławomir Nitras in his conversation with Bogdan Rymanowski on Radio Zet.

08:35

Nitras:

If I wanted to use that rhetoric, I could say Szydło and Kaczyński showed us people in their spot whom they themselves brought over
I would like to talk about serious politics. If I wanted to use that rhetoric, I could say that Mrs. Szydło and Mr. Kaczyński showed us people in their spot whom they themselves brought to Poland, but I would prefer to talk about serious matters, because the issue is extremely serious - stated Sławomir Nitras on Radio Zet.

08:37

Nitras:

Tusk is Today the Chief Architect of European Authorities

- It is true that Donald Tusk is today the chief architect of European authorities, but not only of who will be who, but also of what the agenda of this European government will be, to what extent it will perceive the problems of the eastern border, the Russian threat – stated Sławomir Nitras on Radio Zet.

08:39

Żukowska:

Razem Party Could Consider Entering the Government
- We are having discussions regarding the functioning of the club, which is an original club on at least, I believe, a European scale, because while being simultaneously in a coalition and in opposition, we are discussing how to arrange these relations with the Razem party - said Anna Maria Żukowska in the "Morning Interview" on RMF FM. - Yes, at this moment, we should remain in the government. I believe that the Razem party could consider entering this government. This would also be a situation in which they could have a greater influence on what is happening - she continued.

08:42

Regarding Civil Unions:

Two Things Seem Acceptable to Us." Zgorzelski on the "Boundary Condition
- To the best of my knowledge, the meeting [between Władysław Kosiniak-Kamysz and Katarzyna Kotula] will take place within the next few to a dozen or so hours. […] We will listen to Minister Kotula's proposals. I don't hide that she has spoken with me at least once on this matter. I see great determination in her activity, a will to push this project through in the form of a government bill - said Piotr Zgorzelski on Polsat News' "Graffiti". - For us, the boundary condition is Article 18 of the constitution, which states that marriage, meaning the union of a woman and a man, is under the special protection and care of the state. […] In the discussion within our parliamentary club, the prevailing view is that proposals from Lewica concerning both inheritance for one member of the civil union and access to medical information could be taken into consideration. These two things seem acceptable to us - he continued. - We are not prejudging whether we will vote for a bill on civil unions that would include other proposals - he stressed. - We believe that this [internal adoption of children] is opening a loophole for another step, which we absolutely do not agree to, namely the adoption of children by homosexual couples - he said.

08:46

Żukowska on abortion bills:

I hope that in the autumn they will all be decided in the plenary hall.
- The bills [on abortion] will be processed one by one. First, there is the one concerning the amendment to the Penal Code, i.e., the decriminalization of assisting in abortion [...] it will be voted on, as far as the committee is concerned, most likely the amendments will be on [June] 25, and then I hope a positive opinion will be sent to the Sejm. Later, there will be subsequent bills during the holidays, and in the autumn, I hope they will all be decided in the plenary hall - said Anna Maria Żukowska in RMF FM.

08:48

Zgorzelski:

I'm for reducing the number of religion classes in schools, but not the curriculum scope
- I believe it will not be detrimental to religion if the content that was meant to be conveyed is conveyed in its full scope. I am for reducing the amount of religion classes, but not the curriculum scope - said Piotr Zgorzelski in "Graffiti" Polsat News, when asked if he supports Barbara Nowacka's proposal to limit religion classes in schools to one hour per week.

08:53

Nitras on Kowalski's Departure: Impatient Pirates Flee the Pirate Ship

- [Janusz Kowalski's departure means] that this ship is taking on water, this ship, this pirate cutter, because I think that's a good comparison, Solidarna Polska was such an absolutely pirate cutter that sailed on Polish rivers and along the Baltic, and robbed honest, ordinary citizens. Because the authorities have seriously taken up these pirates, the more impatient pirates are fleeing this pirate ship. It is taking on water - stated Sławomir Nitras on Radio Zet.

08:54

Żukowska on Civil Partnerships:

If It Were a Priority for Prime Minister Tusk, He'd Do It in Two Days. There's No Such Determination.
- Minister Kotula is leading this project, it will be a government project, she is meeting constantly, working very hard to convince the Polish People's Party that civil partnerships don't bite and don't harm, and can apply equally to same-sex and different-sex couples. These couples can have children, we need to consider what happens in a situation where, for example, one of the partners dies, concerning the care of those children afterwards - Anna Maria Żukowska said on RMF FM. - If this were indeed such a priority for Prime Minister Donald Tusk, he would do it the way he did with the law concerning the border – two days, please, let there be a law. But apparently, among these 100 concrete points [...] there is somehow no such determination from the Prime Minister, which I deeply regret. I hope this will change - she continued.

08:57

Zandberg:

The New Government Has Stepped into PiS's Shoes on the Border Issue
- I believe that continuing PiS's policy, which is what is happening in practice today, is not a good choice on two levels. Firstly, because human rights are not just an empty statement used before elections that can be forgotten afterwards, but also because, in my opinion, what is visible at the border today is that this policy is ineffective – stated Adrian Zandberg in the program "Rozmowa Piaseckiego" on TVN24. - I hear different things from our voters, from Lewica voters, who are disappointed that the new government has enthusiastically stepped into PiS's shoes on this matter – he added.

08:59

Żukowska:

We Should Lie Down Like Rejtan in Government for Widow's Pension
- If I had to say what we should lie down like Rejtan in government for, what should truly be our banner, it is the widow's pension - said Anna Maria Żukowska on RMF FM.

08:59

Zandberg on the Left's Election Result:

The Price the Left Pays for Being Too Polite.
- This organizational matter, that is, whether we will have one club or two circles within the Left, is truly secondary to the fundamental question of whether left-wing voters have effective representation in parliament - said Adrian Zandberg in the program "Rozmowa Piaseckiego" on TVN24. - I believe this is the price [loss of support] that the Left is paying for being too polite. I believe this is the price the Left is paying precisely for not standing its ground. I believe this is the price because after this half-year, it's difficult to point to achievements from the Left's program that have been realized - he continued.

09:00

Zandberg on Civil Partnerships:

We Need to Vote It Through, Not Hope Tusk Will Deliver It.
- In my opinion, we should openly say today that if the PSL does not want to support civil partnerships, then we simply need to vote it through in parliament. We shouldn't delude ourselves that Tusk will deliver on his promise from over a decade ago and put his foot down on this matter, but if it doesn't work out, let's just vote it through in the Sejm – stated Adrian Zandberg in the program "Rozmowa Piaseckiego" on TVN24.

09:05

Biedroń and Czarzasty Will Not Run Again. Żukowska on When Leadership Changes in New Left Will Occur
- Then [in November 2025] there will be a change in the party, because neither Robert Biedroń nor Włodzimierz Czarzasty will run again - said Anna Maria Żukowska on RMF FM.

Here are the Consequences of Dismantling the PiS Government's Shield and Abolishing the 0% VAT on Food. Morawiecki Publishes a Graphic

- The current coalition government and its decisions are hitting Polish families' pockets harder and harder. Here are the consequences of dismantling the PiS government's shield and abolishing the 0% VAT on food. And from July 1st, it will be even more expensive - wrote Mateusz Morawiecki on Twitter.

09:56

Tusk:

Russia Doesn't Need to Organize Anything in Poland. PiS is Here.
- Russia is organizing and financing campaigns of hatred and fear in many European countries, based on lies and disinformation, leading to internal conflicts and chaos. In Poland, it doesn't need to organize anything. PiS is here - Prime Minister Donald Tusk wrote on Twitter.

10:31

Kosiniak-Kamysz:

CPK Matters to be Moved to the Ministry of Infrastructure from July 1st
- I understand some of the impatience; there were and are very high expectations following the change of government. We inherited a situation where the functionality of the state structure first needed to be put in order, because if railway matters were in as many as four ministries, if aviation-related matters were so muddled and tangled, with competencies divided because someone in the previous government wanted to have their own principality and one minister would negotiate with another, then a department of administration or parts of a department of administration would be moved to another ministry for the sake of personal peace. This made absolutely no sense. The end of this reorganization is July 1st, when responsibility for a significant part of aviation, including CPK, will return to the Ministry of Infrastructure. This is already happening regarding railways, regarding PKP – stated Władysław Kosiniak-Kamysz at a press conference.

10:33

Kosiniak-Kamysz:

Threats to Poland are the greatest since the end of World War II
- The issue related to the security of the Polish state is the number one priority of our activity, our actions, everything we do, because the threats to Poland are the greatest since the end of World War II. The hybrid war, which is being waged against Poland, is at the highest level of engagement from our adversaries from the East, our opponents, those who try to destroy democratic European states through acts of sabotage, attacks on the Polish border, disinformation, various types of fake news, and lies, thereby endangering the security of the Polish state – said Władysław Kosiniak-Kamysz at a press conference.

10:34

Kosiniak-Kamysz Outlines Key Principles of the Eastern Shield:

A Major Infrastructure Investment.
- The Eastern Shield is a project we adopted last week at a Council of Ministers meeting. It is a major infrastructure-oriented investment, encompassing three main principles: hindering the mobility of adversary troops in the event of armed conflict, facilitating the mobility of our own troops, protecting and strengthening the positions of our own forces, and protecting the population. These are the areas in which we define our actions, primarily of an infrastructural nature – stated Władysław Kosiniak-Kamysz at a press conference.

Suski on Tusk: Perhaps he offered to reimburse Germany for fuel. He's on his knees like a puppy before Germany

- They were caught red-handed, there was a recording. And according to international law, this is simply a scandal. However, I don't know what Donald Tusk discussed, because we don't know the course of the conversation. Perhaps he offered to reimburse Germany for fuel, after all, he's on his knees like a puppy before Germany. If it were PiS, Germany wouldn't dare to do such things, but here they are simply testing how much they can get away with Tusk and the pro-German grouping - stated Marek Suski in an interview with Jacek Prusinowski on Radio Plus.

- Well, he criticized... What would [PiS] have done? I think Germany wouldn't have dared to do that, whereas we would have simply banned such excursions from entering Poland - he continued.

Bodnar Seeks Arrest and Pre-Trial Detention for Romanowski; Immunity Waiver Request Submitted

- Prosecutor General Adam Bodnar handed over to the Marshal of the Sejm of the Republic of Poland, Szymon Hołownia, a request for the Sejm of the Republic of Poland to consent to the criminal prosecution, detention, and pre-trial detention of Sejm MP Marcin Romanowski today - it was reported in a statement.

12:54

Pact:

We Cannot Allow Tusk and the December 13 Coalition to Create Hell in Poland." PiS Proposes "Secure Border

- Donald Tusk’s aggressive tone at yesterday's press conference indicates that the government of the December 13 coalition is not in control of the situation related to the migration crisis. The migration crisis affects us both from the east, from the eastern border, which is illegally crossed by migrants, and from the west, when migrants illegally crossing the border are handed over to the Polish side by German services. This issue must be resolved because we cannot allow Donald Tusk and the December 13 coalition to create hell in Poland, like what is happening in Western European countries, where there are districts that remain beyond the control of state services, there are districts that the police of a given country do not enter due to the fact that these districts are de facto ruled by migrants - stated Mariusz Błaszczak at a press conference in the Sejm.

- We propose a pact, short, consisting of 7 points concerning border security in our country - continued the head of the PiS parliamentary club.

13:30

Błaszczak on Romanowski: Repression in the Style Experienced by the Opposition Beyond Our Eastern Border

- MP Romanowski is being attacked by the ruling majority. For me, this is revenge, for me, this is repression in the style we can experience, the style experienced by the opposition beyond our country's eastern border, because if the motion states that he is to be arrested so he doesn't tamper with evidence, then ladies and gentlemen. MP of Civic Platform, politician Roman Giertych, has organized quite a few press conferences on this matter. Whether he tampered with evidence or not. That is for the chief prosecutor to decide, as it turns out - stated Mariusz Błaszczak at a press conference in the Sejm.

14:26

Duda during the State Protection Service Day celebrations:

There has never been a situation where the protectee died, and those protecting him did not perish alongside him.
- Today, the State Protection Service is an absolutely professional formation, and I will once again refer to those whom the commander just mentioned [...] to those officers, to their memory, to those who, during their service, during the performance of their duties, gave their lives. Ladies and gentlemen, yes, our officers perished in two plane crashes, including one while standing by the side of the President of the Republic of Poland, Lech Kaczyński, being by his side until the very last moment, the last instant, they did not abandon him, they did not leave him or his wife - said President Andrzej Duda during the State Protection Service Day celebrations. - In Iraq, protecting the life and health of our ambassador, who survived that terrorist attack and for whom a colleague, an officer of the State Protection Service, then the Government Protection Bureau, gave his life. This is, if I may say so, a great, moving, extraordinary tradition that there has never been a situation, as far as we can recall, where the protectee died, and those protecting him did not perish alongside him - he continued. - I want to emphasize that you are carrying out your duties very well. Sometimes voices emerge questioning the competence and skills of the officers of the State Protection Service. One must be aware that this is an absolutely professional service, one hundred percent dedicated to the Republic and its tasks - he went on to say.

16:09

Tusk to State Protection Service Officers: Your Service is More Important Than the Mission of Politicians, Even Prime Ministers and Presidents
- I feel it well and I know what you go through on a daily basis. In a way, I spend more time with your husbands, brothers, sisters than you do, but also more than I do with my own family. I can say that the bonds that form between the protected Prime Minister and all those who dedicate their time, sacrifice, and unfortunately, sometimes also their health and lives to this protection, are extraordinary, because they are in a sense very familial. As you can guess, no one knows as much about me as your loved ones who serve here in the SOP. They know much more about me than my family does - said Prime Minister Donald Tusk during the celebrations of the State Protection Service Day in Warsaw. - Your service is special, in a sense more important than the mission of politicians, even prime ministers and presidents. Because they come and go. I am fortunate because I have been protected by people excellently prepared for this job for almost 20 years. In fact, I am here with you today, perhaps only thanks to the fact that I am protected by you. Those who are with me on a daily basis, who were with me 15, 10 years ago, know well what situations I am talking about - he continued.

16:13

Domański:

Excessive Deficit Procedure Triggered by High Deficit in PiS's Final Year in Power
When PiS took power in 2015, they inherited a deficit of 2.6% of GDP. In 2023, when they lost power... 5.1% of GDP. The excessive deficit procedure was initiated due to the high deficit in the last year of PiS's rule, Andrzej Domański wrote on Twitter.

16:23

Tusk to SOP Officers: I'd like to dedicate to you a project that will allow for more effective protection of the Polish state against acts of aggression
- Your service is often heroic, it is perhaps the most underestimated service in Poland. You have to be painfully discreet, very often hidden, and your main mission is to shield the protected person with your own body when needed - said Prime Minister Donald Tusk during the celebration of the State Protection Service Day in Warsaw.

- I know better than anyone how much in our homeland, in my personal life, depends on your efficiency, dedication, and professionalism. I wanted to bow very low to all of you - to you and your families - he continued.

- I would like to dedicate to you today a project that we adopted at the government meeting, which will allow for more effective protection of the Polish border and the Polish state against acts of aggression. This means that uniformed services, soldiers, and officers will be able to use, for instance, weapons more safely when they must, in self-defense, and above all, in defense of the state and the border, in critical situations. This was something that those who risk their lives and health daily for the security of our borders have been waiting for - he emphasized.

Hołownia Meets with Zelenskyy: Bilateral Security Agreement Among Topics

Sejm Marshal Szymon Hołownia, currently on a visit to Kyiv, met with Ukrainian President Volodymyr Zelenskyy.

According to the Ukrainian leader, the discussions focused on the situation at the front, Russian aerial terror, and cooperation to protect Ukrainian skies. Additionally, the politicians discussed the outcomes of the international peace conference held last week in Switzerland and preparations for signing a bilateral security agreement.

"We appreciate Poland's support for Ukraine's EU membership and are grateful for the comprehensive assistance to our country," he emphasized.

Earlier, Hołownia delivered a speech at the Ukrainian parliament, during which he stated, among other things, that the Polish Sejm "fully supports Ukraine's territorial integrity and all actions aimed at the de-occupation and reintegration of the Crimean Peninsula."

"Poland does not consent to the oppressive Russian regime murdering the Ukrainian spirit. To trample human life, state sovereignty, to decide which nation has the right to exist and which does not. Such tragedies have already occurred in our region, and our nations have experienced them very painfully. Therefore, today Poland, just like Ukraine, has no illusions. And it is doing everything to stop this nightmare," emphasized the Sejm Marshal.

18:17

Gajewska on the Shorter Working Week: We Are Analyzing. This Type of Solution Cannot Be Introduced Overnight
I don't know when, because we are still analyzing this issue within the ministry, the solutions that have already been introduced on a pilot basis in other countries. We are looking at how these pilot programs are performing in other countries. We are looking at how these solutions can be implemented, and it's not as if this type of solution can be introduced overnight - stated Aleksandra Gajewska on RMF FM. We are analyzing two versions of this so-called. And this is what is currently the subject of our analysis. We are comparing, looking at what practices have been used in other European countries, in which sectors it has started to function - she continued.

19:56

Kosiniak-Kamysz on migrants at the border:

These are not refugees, but organized groups attacking soldiers.
- The situation remains very difficult. For several weeks now, there have been ongoing assaults on the Polish border, attacks by organized groups. These are not refugees seeking to cross the border and find shelter in Poland; these are organized groups attacking soldiers and officers guarding the Polish state. In my opinion, these are groups prepared and trained by the special services of either Belarus or the Russian Federation - said Władysław Kosiniak-Kamysz in an interview with Bogdan Rymanowski on the program "Gość Wydarzeń" (Guest of the Events) on Polsat News.

20:03

Kosiniak-Kamysz Appeals to Border Activists:

Please Turn Back from This Path.
- Through this program, this broadcast, I also want to address all those activists operating on the border, urging them to always think about what they are doing. Help for another human being? I understand everything, I am a doctor, I have great sensitivity. But pointing out places where there are no Polish soldiers, saying "go that way," or communicating with each other and providing some directions, information on where it will be easier [to cross the border] – we are currently verifying and checking such information, but if it is true, then I very much implore you to turn back from this path, as it is simply dangerous for Polish soldiers and officers – said Władysław Kosiniak-Kamysz on Polsat News. - Let's separate humanitarian aid from assistance in crossing the border [...]. Illegal border crossing is a crime, so facilitating it is not an action for the good, nor is it a humanitarian action, but rather an action that poses a threat to the soldier and officer who are dedicating themselves to Poland, protecting the border today – he continued.

20:10

Kosiniak-Kamysz on Proposed Changes Regarding Soldier's Use of Force: It's Not a Blanket 'Do As You Please'
- The preconditions for using weapons must be met; they remain, and the rules for using weapons remain. But there is a provision in the Penal Code, an exclusionary clause that has been introduced, which states: if a soldier decides to use a weapon and even if they were to exceed these rules at that time, but acts in a defined situation, an attack on the border and a direct threat to their life, it's a bit like self-defense [...] exceeding even these rules in some cases is justified. [...] So it's not a complete statement, and it should never be interpreted as, 'do as you please.' No, there are specific rules for using weapons - said Władysław Kosiniak-Kamysz on Polsat News.

20:13

Kosiniak-Kamysz on the Potential End of the Third Way Project:

It Won't Happen.
"It won't happen," said Władysław Kosiniak-Kamysz in Polsat News, when asked if the Third Way project would not come to an end.

20:18

Kosiniak-Kamysz Proposes Alternative Solution on Religion Classes:

Let the People Closest Decide.
- Better quality of religion classes, at the first and last hour, if the local community wants two hours and the local government community wants two hours, then the state should provide such an opportunity. If they want one hour, then let's let the people closest to it decide, because Poland is diverse - said Władysław Kosiniak-Kamysz in Polsat News.

- Not in this way - he continued, when asked about the decision to reduce the number of religion hours in schools.

20:21

Kosiniak-Kamysz on a Joint Third Way Presidential Candidate:

Hołownia Meets All Criteria.
- I would like to allow for the possibility of voting for the PSL candidate in the second round [...]. PSL will certainly have its candidate [in the presidential elections], it might be a joint candidate [of the Third Way], I believe that Szymon Hołownia meets all the criteria - said Władysław Kosiniak-Kamysz on Polsat News.

20:47

Małopolska Still Without a Marshal. Kmita Fails Again

Łukasz Kmita from PiS was once again not elected Marshal of the Małopolska Voivodeship by the regional assembly. In a secret ballot, his candidacy was supported by 17 out of 38 present councillors, while 19 councillors voted against, and two votes were invalid.

This is another instance where Kmita, despite being the sole candidate and PiS holding a majority in the regional assembly, has failed to be elected Marshal.

20:52

Bosak:

Konfederacja Advocates Accountability for Irregularities

- We know that enormous funds were siphoned off from the PFR (Polish Development Fund), from BGK (Bank Gospodarstwa Krajowego), from many state treasury companies that had their own politically controlled foundations established. The expenditures of all these entities have not been disclosed, to be clear. We are staunch supporters of holding everyone accountable for all irregularities and crimes in this regard. Where there was only mismanagement that did not constitute a crime, we believe that making the accounts public should be the minimum standard. The same applies to RARS (Government Center for Social Investment), which was under Prime Minister Morawiecki, and to the Chancellery of the Prime Minister's reserve. All of this should be made public – stated Krzysztof Bosak on the program "Kropka nad i" on TVN24.

20:53

Bosak:

I believe PiS will not nominate Morawiecki; it would be suicide

- I believe PiS will not nominate him [Morawiecki] because it is a guarantee of defeat, but if Jarosław Kaczyński is a political suicide, which in my opinion he is not, then perhaps he will push for him – Krzysztof Bosak said on TVN24.
