The Minister of National Defence, Deputy Prime Minister Władysław Kosiniak-Kamysz, has signed a decision, countersigned by Deputy Minister Cezary Tomczyk, to repeal the decision establishing the so-called Smolensk subcommittee – the ministry announced in a statement.

"The subcommittee is being dissolved, and its members have been obliged to account for all documentation, property, and equipment used for the subcommittee's work by next Monday, December 18, 2023. From today, all authorizations and powers granted to the subcommittee members for activities related to the subcommittee's work are revoked. In the near future, a special team will be appointed to analyze every aspect of the dissolved subcommittee's activities," it was announced.

The Subcommittee for the Re-examination of the Aviation Accident near Smolensk has existed since 2016 and was headed by Antoni Macierewicz.

- The minister's first decision must have been prepared earlier. It's not as if the minister conceived of it just this morning; rather, he arrived at the ministry with this decision. KPRM Budget Short by PLN 3 Million for December Salaries
- As opposition parliamentarians, we warned that these structures of the Chancellery of the Prime Minister (KPRM) had grown significantly in recent years. Employment more than doubled, the budget of the Prime Minister's Chancellery was substantially expanded, as were funds whose allocation the Prime Minister decided on almost unilaterally [...] and outside of budgetary control. The first review brings quite surprising information - said Jan Grabiec at a press conference. - The Chancellery of the Prime Minister, managed until recently by the Prime Minister, a former finance minister, a financier, will lack funds for salary payments to its employees. The funds remaining in the budget are insufficient to pay salaries in December. [...] It turns out that there is a shortage of 3 million zlotys when it comes to wages. Of course, this primarily concerns the salaries of employees, civil servants, who carry out daily tasks related to Poland's security, relations with other countries, and European issues. [...] These funds simply do not exist - he continued. There are three reasons why the KPRM budget suddenly lacked PLN 3 million from week to week - What happened that the budget of the Prime Minister's Chancellery was so poorly planned? Well, from the initial analysis, there are essentially three sources for this sudden deficit of three million zlotys from week to week. Firstly, it is the issue of the new two-week government [...] which was not foreseen in the budget. And contrary to appearances, this is not only about the ministers' salaries for these two weeks of work, but also about the severance pay that ministers became entitled to. [...] Severance payments, also amounting to several months' salary, were paid out - unforeseen, of course, in the budget draft - he continued. - But above all, the bulk of these expenses are related to severance payments for employees at various levels: department directors, specialist employees, but also ministers from the Prime Minister's Chancellery. [...] Many of these dismissals occurred before Prime Minister Donald Tusk appeared here at the KPRM. This is because these severance payments were also supplemented with funds equivalent to holiday leave. In many cases, tens of thousands of zlotys were paid out, essentially out of concern for private interest, not the state budget's interest [...]. Because it is a rule that employees who are dismissed, or who resign themselves, have a notice period. During this time, they use their accrued holiday leave that has not yet been taken. Here, such steps were not taken; instead, employees were released from work duties or resignations occurred, and they were also given compensation for overdue leave. This amounts to over half a million zlotys - he explained. - The combined severance pay for some ministers amounted to over PLN 200,000. I am talking about individual cases where such sums appeared in the accounts of departing ministers [...]. The third factor that contributed to these unexpected expenses is the employment of over 100 people in the period preceding and during the election campaign. An additional 100 employees, both as experts and in other positions, were hired in the final stage of Mateusz Morawiecki's government. We will investigate in detail what their qualifications were and what tasks they performed - he announced. Initial assessments indicate a violation of public finance discipline.
