Thursday's Political Agenda: Prime Minister at EU Summit, President with Sejm Marshal for Hanukkah Menorah Lighting Ceremony

Prime Minister Donald Tusk today and tomorrow will participate in a meeting of the European Council.

At 4:00 PM, President Andrzej Duda, along with Sejm Marshal Szymon Hołownia and the Sejm presidium, will attend the ceremonial lighting of the Hanukkah menorah.

08:03

Lichocka:

Tusk's Biggest Opponent is the Polish Constitution
- It appears that Donald Tusk's biggest opponent is the Polish Constitution, and subordination to European law, rulings of the ECJ, and the expectations of the European Commission or Ms. von der Leyen is perhaps the overriding objective at the moment, the first priority when thinking about legislative changes, changes in the law. It is unprecedented, with what confidence Donald Tusk and his team are beginning to implement everything that Germany expects in Poland – said Joanna Lichocka in an interview with Michał Rachoń on the TVP Info program "Jedziemy".

Hetman on Taking Over Ministry: It Was a Great Pleasure

- It was a great pleasure, I am very grateful, because upon entering the ministry, both Minister Maląg and Minister Buda, her predecessor, were waiting for me. What's more, Minister Piechowiak was also present, as was the Director General of the ministry. There were no gifts, but there were flowers. I also reciprocated Minister Maląg with flowers - stated Krzysztof Hetman in "Rozmowa Piaseckiego" on TVN24.

08:04

Hetman on the "Safe 2% Credit" Program: I'd Like to Modify It Slightly

- I'd like to modify it slightly [the "Safe 2% Credit" program] so that it's open to more of our compatriots. Perhaps it can be made cheaper without incurring costs for the state budget. This conversation, I'm waiting for analyses, because yesterday I had a substantive discussion. I am to receive analytical information today - stated Krzysztof Hetman in "Rozmowa Piaseckiego" on TVN24.

08:05

Lichocka:

The Only Legal Path for Changes in Public Media is Through Legislation
- If [the new governing] authorities wanted to change public media in accordance with the law, the only way is through legislation. So, if they truly want to do this, let them write a draft bill. They have a majority in the Sejm, they have a majority in the Senate, let them get to work - said Joanna Lichocka on TVP Info.

08:11

Hetman:

If Konfederacja doesn't expel Braun, if they don't clearly condemn him, the Deputy Speaker position could be at risk

- In my opinion, if Konfederacja doesn't expel Mr. Braun, if they don't clearly condemn him, then the Deputy Speaker position for Krzysztof Bosak could be at risk - stated Krzysztof Hetman in TVN24's "Rozmowa Piaseckiego".

08:26

Czarzasty:

We Decided We Want to Take Responsibility in 12 Voivodeships. My Formation Adopted This Line

- We decided that we want to take responsibility in 12 voivodeships. If we had two voivodes, there would be significantly fewer of these voivodeships. My formation adopted this line, and I am satisfied. Consequently, there were no resignations - stated Włodzimierz Czarzasty in the program 'Graffiti' on Polsat News.

08:31

Czarzasty:

We Will Not Withdraw the Motion to Dismiss Deputy Speaker Bosak

- We have not changed our minds on this matter [regarding withdrawing the motion to dismiss Krzysztof Bosak]. The pleasant face of Mr. Sławomir Mentzen, the pleasant face of Mr. Bosak does not justify what lies in the hearts and minds of Confederation members. I will remind you, and I will always remind you, of Mentzen's five points, what he said about Jews, what he said about Europe, about women – stated Włodzimierz Czarzasty on the Polsat News program “Graffiti”.

08:39

Czarzasty:

I Won't Say a Bad Word About President Duda Regarding the Future, Because We Must Build It Together

- I won't say a bad word about the president regarding the future, because we must build this future together. It's good that he announced a National Security Council meeting for next week. Someone will be designated by the caucus [and will attend]. The rule is that an invitation to the National Security Council goes to the caucus, Anna Maria Żukowska became caucus leader two days ago, and she will decide with the leaders who will attend - stated Włodzimierz Czarzasty on the program "Graffiti" on Polsat News.

08:56

Wieczorek:

I Will Go to Poznań. It Cannot Be That the Minister of Science Sits in an Office, Solving Other Problems, While Students Occupy a Dormitory
- Of course, I will go [to Poznań for the student occupation of the "Jowita" dormitory]. It cannot be that the Minister of Science sits in his office, solving some other problems, while students occupy a dormitory there. One simply has to go and see what the situation looks like, to see what proposed solutions exist. The university is autonomous, therefore I am already in contact with the rector, so we will probably see each other today as well and see what proposals she has for solutions, and I am going full of hope - stated Dariusz Wieczorek in an interview with Bogdan Rymanowski on the program “Gość Radia Zet”.

08:59

Wieczorek:

Academic Teachers to Receive Raises Starting January 1st
- From January 1st, as the Prime Minister announced, and I also indicated this at the Council of Ministers [raises for academic lecturers]. The situation is as follows: Mr. Przemysław Czarnek presented a draft regulation giving these 30% raises. There is no decision on this matter yet, of course, he hasn't signed it yet, because strangely enough, the outgoing government forgot to include these raises in the budget draft - stated Dariusz Wieczorek on Radio Zet.

09:01

Wieczorek:

I Have a Vision of Science 4.0. New Technologies, Research, and Development are Key
- We are not planning any revolutions, but an evolution. There are a number of things that need to be straightened out, especially after Gowin's reform. I have a vision of Science 4.0. These new technologies, research, and development are the key things we must do if we want to keep pace with the West - stated Dariusz Wieczorek on Radio Zet.

09:02

Wieczorek:

We expect a clear signal from Confederation today, but we know there's a hidden agenda
- We expect a clear signal from Confederation today - will they thank Mr. Braun and say: we are expelling him, and then the issue is resolved. [Sławomir Mentzen says this is crude blackmail - Rymanowski.] Then they shouldn't give in, and what Mr. Braun did, what is that? That's also crude, I won't say what - stated Dariusz Wieczorek on Radio Zet. - We know there's a hidden agenda. If they expel Mr. Braun, 3-4 people will go with him, and by definition they will lose their parliamentary group leader, and they know what's at stake. They are calmly calculating because, after all, to have a parliamentary group you need 15 MPs - he added.

09:06

Błaszczak:

Kosiniak-Kamysz's Announcements Are Promising, But They Are the Implementation of a Course Adopted by PiS

- [Władysław Kosiniak-Kamysz's announcements are promising] absolutely. These are announcements of the implementation of a course that PiS adopted. The issue is credibility, not only of the new Minister of National Defense himself, but of the entire government. As for Donald Tusk, I would like to remind you that during his previous governments, over 600 units of the Polish Army were liquidated, especially east of the Vistula River - stated Mariusz Błaszczak in the program "Sygnały dnia" on PR1.

- I primarily conveyed information concerning Poland's security and emphasized once again what I have said publicly before, that we must primarily count on ourselves. This is a fundamental matter in terms of strengthening the Polish Army. Then allies will help us if the Polish Army is strong, that we must also build allied relations. I spoke about relations with the USA, which are very good, but all of this requires effort, determination, hard work, and above all, support from the Minister of Finance and the Prime Minister himself - he added.

09:07

Błaszczak:

We Must Guard Poland, This is a Message I Constantly Convey; We Have Done a Great Deal for Poland's Security

- We must guard Poland, and this is a message I constantly and incessantly convey. PiS will safeguard everything concerning security, as well as other areas, but security is key to our country's development. We have done a great deal. We have given the Polish Army a new face through the Act on the Defence of the Homeland, equipment that is already entering the Polish Army's inventory, in a record short time – we don't have time. Therefore, we are arming the Polish Army, replacing post-Soviet equipment with the highest quality equipment – said Mariusz Błaszczak on PR1.

09:09

Błaszczak on Commissions for Envelope Elections and Pegasus: It's All a Farce

- For now, we are hearing announcements about violating the rule of law, violating the constitution, for instance, we heard yesterday that the Polish ambassador to the EU will be recalled, without consultation with the President. This is not within the government's competence; it is the competence of the President of the Republic, or we hear other things, we can even read a German correspondent, Bachmann, who wrote in Berliner Zeitung that Donald Tusk's government will break the law - stated Mariusz Błaszczak on PR1.

- This, and the first commission [on envelope elections] and the second one [on Pegasus] that the editor mentioned, it's all a farce. The aim here is to paralyze the judiciary, to paralyze the services, especially those services dealing with corruption prevention. That is why these attacks on the CBA, that is why the decision taken yesterday by the government, also unlawful, concerning the dismissal of the head of the CBA - he continued.

11:04

Kosiniak-Kamysz Appoints Deputy Ministers

Deputy Prime Minister and Minister of National Defence, Władysław Kosiniak-Kamysz, presented nominations to Cezary Tomczyk and Paweł Bejda for the positions of Secretaries of State in the Ministry of National Defence, as announced by the ministry on social media.

11:44

Czarzasty:

We Filed a Motion to Dismiss Bosak as Deputy Sejm Marshal, and No Decision Will Cause This Motion to Be Withdrawn

- As the Left, we have been firm on this matter from the beginning to the end. Let me remind you – we were the only formation that voted against Mr. Bosak when it came to the Deputy Sejm Marshal position. We did not fall for nice words and the belief that Confederation would surely be very pro-democratic. All who thought so, their hopes were extinguished with a fire extinguisher – stated Włodzimierz Czarzasty at a press briefing in the Sejm.

- We will not change any decision in this matter. Ms. Żukowska, our party leader, has filed a motion to dismiss Mr. Bosak from the position of Deputy Sejm Marshal, and no decision will cause this motion to be withdrawn. That is what we thought, what we think, and what we will continue to think – he added.

13:17

Myrcha:

I'd Expect First Solutions Improving Polish Women's Situation Sooner Rather Than Later

- I assume that now that the government has been constituted and everyone can calmly get to work, I would expect the first solutions to improve the situation of Polish women sooner rather than later. We know this is not a problem for a single ministry; it concerns the Ministry of Health, but we are also talking about educational issues, about the prosecutor's office's approach to prosecuting these types of crimes or actions. Therefore, I assume that the majority coalition, which is entirely determined to improve the situation of Polish women, will probably present its first proposals on this matter within a few weeks - stated Arkadiusz Myrcha in the program "Rozmowa w południe" on RMF FM.

13:18

Myrcha:

Yesterday, Minister Braun Received Information from the National Prosecutor Regarding the Disgraceful Extinguisher Incident in the Evening. The Prosecutor Acted Swiftly.
Yesterday, Minister Braun, still in the evening hours, received information from the National Prosecutor concerning the disgraceful incident involving the use of a fire extinguisher. The prosecutor acted swiftly and presented a full schedule of the work plan for the District Prosecutor's Office in Warsaw. It is evident that they intend to clarify this matter comprehensively, considering every possible act defined in the Penal Code. As for Grzegorz Braun's earlier actions, which the prosecutor's office should or might be interested in, perhaps the information has not yet arrived [referring to the prosecutor's statement], and if it has, I hope the prosecutor's office will describe it quite comprehensively – stated Arkadiusz Myrcha on the RMF FM program „Rozmowa w południe” (Conversation at Noon).

13:25

Hołownia on Braun's Conduct: In Constant Contact with Bodnar. I Expect Prosecutors to File for Immunity Deprivation as Soon as Possible

- MP Braun has been excluded from this session until its end, which will last a bit longer. This means he will not be able to enter the chamber or the corridors, nor will he be able to speak, which goes without saying, that's obvious. The most severe financial penalty possible was imposed, and a request to the prosecutor's office regarding MP Braun was sent the same day. The prosecution is working on this, and I am in constant contact with Minister Bodnar. I expect the prosecutor's office to formulate a request for the deprivation of MP Braun's immunity as soon as possible, and that we will be able to vote on it in the Sejm session as quickly as possible - stated Szymon Hołownia in a conversation with journalists in the Sejm.

13:25

Hołownia:

Braun Banned from Main Sejm Building Today
I have issued an order to the Marshal's Guard today that Mr. Braun is banned from entering the main building today. If necessary, I will extend this ban for subsequent days because we all want to feel safe here. I also spoke at length today with the commander of the Marshal's Guard about the fact that on Sejm territory, where the main force for order and essentially the only one is the Marshal's Guard, the Sejm is extraterritorial, police, ABW, or other services cannot enter here; here the MG ensures security. We will have to conduct additional training for the guard and verify its procedures, so that no guard ever has any doubt, does not hesitate for even a second, if any MP does something that in any way threatens the safety of people, property, life, or health, they are to be treated here, on Sejm territory, as any other citizen would be treated - stated Szymon Hołownia in a conversation with journalists in the Sejm.

14:02

Szłapka on the KPO: We will not delay on this matter, I think the advance payment will be disbursed in December
- Yes, I think so [Poland's golden application for the first KPO payment]. I would have to check [when], but we will definitely not delay on this matter, however, the final decision on this matter will be made by Prime Minister Donald Tusk - stated Adam Szłapka during a media appearance in Brussels. - We are already at the end of the year, so there's no point counting on installments; we are rather talking about the whole amount. I think so [the entire advance payment, 5 billion euros, will be disbursed in December] - he emphasized.

14:04

Szłapka:

Bodnar Has Numerous Options to Implement Solutions Meeting All Milestones
- Minister Bodnar has been working for some time now, and directly in his office as Minister of Justice, to fulfill and complete all the milestones, so he is very advanced in this regard - stated Adam Szłapka during remarks to the media in Brussels. - There is a legislative path and solutions are being prepared here, but Minister Bodnar has a number of options related to his office to introduce solutions that will meet all the milestones - he added.

Klimczak on the Carriers' Protest at the Polish-Ukrainian Border: We Have to Drink the Beer Our Predecessors Brewed. However, We Must Face the Problem Clearly
- Everything is possible if one wants it. One needs to be consistent, to look the truth straight in the eye. And this truth is not easy. My government was not in power when this agreement was concluded, when European regulations changed. We today have to drink the beer our predecessors brewed. However, we must face the problem clearly. Talk with those whom this problem concerns. I have come to these people today, and I am extremely grateful that they have dedicated their time – said Dariusz Klimczak at a conference in Lublin.

Sustainable Investments with Cheaper Credit from BGK
PARTNER CONTENT

Purchasing urban transport vehicles, investing in water and sewage networks, installing photovoltaic systems, or building and modernizing phosphorus recovery facilities – these are just some of the projects that entrepreneurs can undertake with support from Bank Gospodarstwa Krajowego (BGK). Now, they can do so at a lower cost. BGK has introduced financing to support sustainable investments. Even entrepreneurs who are just beginning their journey with the EU taxonomy can benefit from preferential terms on investment and working capital loans.

Sustainability at the Core of the Strategy Sustainability support is one of the pillars of BGK's strategy. At the beginning of 2023, the bank obtained an ESG rating of "2" (on a scale of 1-5, where "1" is the best rating), awarded by the rating agency Sustainable Fitch. The agency recognized the bank's focus on Poland's socio-economic sustainable development in its operations and strategy, the implementation of internal regulations for ESG risk management, and efficient management in social and corporate governance areas. Since January of this year, BGK has been surveying entrepreneurs about ESG risks and is now introducing an offer that incorporates sustainable development criteria. For Whom and For What Investments? BGK is targeting its new offer to companies that, according to the EU taxonomy, have the greatest need for transformation towards sustainable operations. Firms planning investments that significantly contribute to achieving environmental and climate goals can also benefit. The bank identifies as many as 16 types of such projects, including: the purchase of urban transport vehicles, investments in water and sewage networks, the construction and modernization of phosphorus recovery facilities, the purchase of vehicles for selective collection and transport of hazardous waste before processing, and the construction and installation of photovoltaic systems. Each of these investments must meet just one technical criterion. Thanks to this, cheaper investment loans, or associated working capital loans for VAT, can be obtained by those enterprises that are only just becoming familiar with the EU taxonomy and its application principles. Benefits for the Customer:
  • no commission for granting investment loans and a lower margin,
  • lower fees for maintaining current or auxiliary accounts,
  • lower monthly subscription fees for electronic banking,
  • lower fees for domestic electronic transfers ordered via the ELIXIR system when using an investment loan,
  • individually determined quotes for treasury products.
"ESG activities are an integral element of our BGK strategy for 2021-2025. In its implementation, we stimulate financing and investments that are an important element of Poland's socio-economic sustainable development. When deciding whether to grant a loan, we ask our clients about environmental and social impact factors. We do this systematically – through an ESG survey. Now we are entering the market with a special financing offer. I believe it will be well-received and will help many companies carry out important and sustainable investments. And at the same time, smoothly navigate the ESG revolution," says Marcin Terebelski, Director of the "Industry Development" program at BGK.
Benefit, Not Compliance Already, large companies listed on the Warsaw Stock Exchange are required to report what proportion of their activities contribute to environmental and climate goals. This obligation is imposed by an EU directive on non-financial reporting. In the near future, other large public companies from the SME sector will also have to prepare similar reports. As Marcin Terebelski explains, the EU taxonomy defines which activities – and upon meeting what criteria – can be considered as contributing to the achievement of environmental and climate goals.
"Benefiting from BGK's sustainable financing offer does not mean compliance with the EU taxonomy. Taking advantage of the preferential terms of our offer is a financial benefit for those companies that have decided to implement an investment project in such a way as to achieve environmental goals. Additionally, they have properly documented it," emphasizes the Director of the "Industry Development" program.
The offer is financed from BGK's own funds and is valid from December of this year until the end of 2024.

European Council Decides to Open Accession Negotiations with Ukraine and Moldova

- The European Council has decided to open accession negotiations with Ukraine and Moldova – informed the President of the European Council on Twitter.

EUCO granted candidate status to Georgia. The EU will commence negotiations with Bosnia and Herzegovina once the necessary degree of compliance with membership criteria is achieved and has requested the Commission to present a report by March to enable such a decision.

Mastalerek:

The President Will Approach Every Law Calmly, Prudently, and Substantively

- First and foremost, I have not heard such voices from Prime Minister Morawiecki's circle; they are untrue. The President will approach every law in such a way that when it lands on his desk, he will make decisions - stated Marcin Mastalerek on TVN24's "Fakty po Faktach" program.

- To each of these laws, the President, who holds a doctorate in legal sciences from Jagiellonian University, will approach each of them calmly, prudently, and substantively - he added.

19:58

Mastalerek on KPO: The President Said Before the Elections That Regardless of Who Wins, This Money Will Come, as Poland Deserves It

- I think that the fact that the President said before the elections that regardless of who wins, this money will come anyway, because Poland simply deserves it. I think that what the President said before the parliamentary elections will come true - stated Marcin Mastalerek on TVN24's "Fakty po Faktach" program.

20:05

Mastalerek:

On one hand, nuclear energy is Poland's national interest, on the other, full trust in Minister Kamiński

- The President has trust in Minister Kamiński, as well as in the services, that is the other aspect I wanted to mention. I haven't discussed this, and I wouldn't want to mislead anyone. On one hand, nuclear energy is Poland's national interest, on the other hand, full trust in Minister Kamiński. Responsibility always lies with those who implement specific projects – stated Marcin Mastalerek in the program „Fakty po Faktach” on TVN24.

20:14

Mastalerek:

I believe Prime Minister Morawiecki truly believed in himself and wanted to have that majority

- Prime Minister Morawiecki said he would seek and believed he would have a majority. I think he simply very much wanted it to work out for him. I believe Prime Minister Morawiecki truly believed in himself and simply wanted to have that majority. The President upheld a tradition that existed in Poland and gave him a chance, because if he hadn't given him a chance, Prime Minister Morawiecki could be saying today that he would have had that majority – stated Marcin Mastalerek on the TVN24 program “Fakty po Faktach”.

20:35

Pełczyńska-Nałęcz:

Minister Bodnar's Ministry is Making a Monumental Effort to Outline a Path to Restoring the Rule of Law
- It was diligent, hard work with the officials. There is a monumental effort on the part of the Ministry of Justice, Minister Bodnar, to present the entire pathway to restoring the rule of law in Poland. This is, of course, a broader issue than just EU funds. Simply put, the justice system requires rebuilding - Katarzyna Pełczyńska-Nałęcz said in an interview with Monika Olejnik on TVN24's "Kropka nad i". - The most important decisions and discussions will take place tomorrow and are in the Prime Minister's hands. However, these are not just words. This is a whole sequence of actions within the justice system, both from the ministry's side, ministerial regulations, practical implementation, and a declaration that this practice will look this way, but legislative acts are also foreseen - she continued.

20:43

Gawkowski:

Tusk Achieved More with the EU Today Than Morawiecki Did in the Last Three Years
- I am very pleased [that Viktor Orbán withdrew his objection to starting accession talks with Ukraine regarding EU entry], it's good news for Ukraine, but also good news for Poland. These ongoing negotiations also offer a perspective that the plan for Ukraine's EU accession is being outlined, and on the other hand, difficult issues can begin to be resolved – stated Krzysztof Gawkowski in the program 'Gość Wydarzeń' on Polsat News. - When Donald Tusk left Brussels, finishing his mission as President of the European Council, he knew how to control Orbán with ease. Later, for the past few years, we've had problems with him; he was always the first to apply the brakes, pushing the pedal together with PiS. Today, Tusk is back, and Orbán has backed down again [...]. Tusk achieved more today than Morawiecki did in the last three years [in relations with the EU] – he continued.

20:45

Gawkowski:

The Ministry of Digital Affairs is overloaded because, in reality, there was no Ministry of Digital Affairs for two weeks
- The Ministry of Digital Affairs is overloaded because, in reality, there was no Ministry of Digital Affairs for two weeks. [...] As a result, authorizations expired, therefore new authorizations had to be signed, and the work is good, because it must be done, but when you suddenly get information that everything has expired because someone wanted to pretend to be forming a government for two weeks, then I have a complaint against PiS – said Krzysztof Gawkowski in Polsat News.

20:46

Pełczyńska-Nałęcz on EU Funds for Poland: I Hope for Good News As Soon As Possible
- I hope that this good news will come as soon as possible. We have nearly 60 billion euros guaranteed for Poland. As for the Cohesion Fund, that's 76 billion euros. However, the money from the KPO [National Reconstruction Plan] is to be invested by 2026. The money from structural funds is until 2029 – said Katarzyna Pełczyńska-Nałęcz in TVN24's "Kropka nad i".

20:51

Gawkowski:

If Regulations Allowed, I Would Bar Braun from Sejm Sessions for Four Years
- Well, have you ever seen a parliamentarian grab a fire extinguisher and attack religious symbols? We have an unconventional situation, don't we? Unconventional situations require unconventional decisions. For me, the decision by Mr. Hołownia, Marshal Hołownia, is one of courage. That is, for someone who slaps democracy in the Polish parliament, they should face the harshest penalty. If the regulations allowed, I would bar Mr. Braun from Sejm sessions for four years – stated Krzysztof Gawkowski on Polsat News.

21:01

Pełczyńska-Nałęcz on EU Funds: The Previous Government Lacked Fundamental Political Will to Do Two Things
- Applications for payment from the KPO have not been submitted. What's more, the appropriate formalities, important ones related to the rule of law, were also not completed, because this is what the problem arose around, concerning Cohesion Funds, i.e., structural funds. Both of these pools have been blocked, and consequently, we have a delay in these investments. Because good investments take time, and here we've lost two years from the KPO, we are in the third year of the financial perspective, and the money is blocked - Katarzyna Pełczyńska-Nałęcz said on TVN24's "Kropka nad i." - There was a fundamental lack of political will. I look at the officials in the ministry for which I took responsibility, and I must say that there is a huge number of competent, hard-working people there. I actually had the impression that they had been waiting for those two years to finally be able to cooperate with politicians who want to do everything possible to simply get this money flowing into Poland. There was a fundamental lack of political will to do two things. This is not about fulfilling the demands of the European Union. These are two things that are good for Poles - she continued. - First: an independent justice system, so that citizens feel that the justice system does not depend on, is not subject to pressure from politicians, but simply operates according to the law. […] And second: for money for investments in Poland's development, in the prosperity of Polish citizens to come to Poland. It is incomprehensible, but there was no will - she went on to say.
