Political Week Ahead: Morawiecki's and Tusk's Exposes, Sejm on Inquiry Committees, Constitutional Tribunal on Supreme Court Act, President in Switzerland, EU Summit

The political week will be dominated by Monday and Tuesday's Sejm sessions, during which Prime Minister Morawiecki will deliver his expose, followed by the new Prime Minister Donald Tusk. Additionally, the Sejm will appoint the members of the first investigative committee and – most likely – a second investigative committee.

The swearing-in of the new government by the President will most likely take place on Wednesday – this date was provided last week by presidential minister Wojciech Kolarski. The new Prime Minister will then most likely attend the EU-Western Balkans summit, followed by a European Council meeting.

This week also features the long-delayed Constitutional Tribunal hearing concerning the amendment to the Supreme Court Act – it was these changes that were intended to unlock funds from the KPO at the beginning of the year. The Tribunal is also expected to announce a ruling on Zbigniew Ziobro's motion – in essence, concerning the penalties imposed on Poland by the CJEU.

Morawiecki's Expose. On Monday at 10:00 AM, Prime Minister Mateusz Morawiecki will present the Council of Ministers' action plan in the Sejm, seeking a vote of confidence – the so-called expose. The debate is scheduled to last until 3:00 PM, at which time a vote will be held.Election of the New Prime Minister. Following the vote – and in the absence of obtaining a vote of confidence – an adjournment will be declared regarding the nomination of candidates for the new Prime Minister. At 4:30 PM, the election of the new Prime Minister will take place – the vote is scheduled for 6:45 PM.Tusk's Expose. The next day, on Tuesday at 9:00 AM, the new Prime Minister Donald Tusk will present the action plan and the composition of the Council of Ministers – his expose. The debate will last until 3:00 PM, after which votes will be held – the Sejm will also elect the members of the first investigative committee to examine the so-called envelope elections.Sejm on Another Investigative Committee. On Tuesday at 3:15 PM, the second reading of the resolution proposal to establish an investigative committee to examine the so-called visa affair will begin. Another item on the agenda is the second reading of the draft amendment to the electronic delivery act, followed by a block of votes at 6:30 PM, which in practice means that the Sejm will most likely appoint the aforementioned second investigative committee on this day.Constitutional Tribunal Ruling on Ziobro's Motion. Following another postponement, the announcement of the Constitutional Tribunal's ruling is scheduled for Monday at 11:00 AM – at the request of the Prosecutor General – regarding the compliance with the Constitution of EU regulations, based on which the Court of Justice of the EU imposed periodic financial penalties on Poland for ignoring rulings concerning the Turów mine and the Disciplinary Chamber of the Supreme Court.Constitutional Tribunal Hearing on the Supreme Court Act. Also on Monday at 12:00 PM, a hearing is scheduled – at the request of the President – regarding the amendment to the Supreme Court Act. In practice, the act, which partially reversed changes in the judiciary, was necessary to unblock KPO funds, but Andrzej Duda refused to sign it at the beginning of the year. The hearing had been scheduled several times but was postponed due to a lack of the required number of judges.President in Switzerland. On Tuesday, President Andrzej Duda and his wife Agata Kornhauser-Duda will pay a visit to Switzerland in connection with their participation in the High-Level Meeting marking the 75th anniversary of the adoption of the Universal Declaration of Human Rights. The exact schedule of the visit has not yet been published.Senate Session. On Wednesday at 11:00 AM, a one-day Senate session will begin. The agenda – for now – includes the second reading of a resolution proposal on the 42nd anniversary of the introduction of martial law in Poland and the second reading of a resolution proposal concerning amendments to the Senate's rules of procedure.European Council Summit. On Thursday and Friday, a European Council meeting will be held in Brussels, which the new Prime Minister Donald Tusk will most likely attend. Earlier, on Wednesday, the EU-Western Balkans summit will take place.
