Friday's Political Agenda: Tusk Meets Ministers, Senate Discusses IVF Funding and Energy Prices

As reported by Katarzyna Kolenda-Zaleska from TVN on Twitter, today Donald Tusk will present his entire government. All new ministers will appear alongside the new Prime Minister. A working meeting between Tusk and the candidates for ministers in his government is scheduled for this morning.

The Senate will resume its session at 11:00 AM. On the third day of its 2nd sitting – provided that reports are accepted by the relevant Senate committees – the agenda may be expanded to include, among others, 2 new bills: an amendment to the Act on healthcare benefits financed from public funds and amendments to support recipients of electricity, gas fuels, and heat, as well as certain other acts. A briefing by the Marshal of the Senate, Małgorzata Kidawa-Błońska, will take place at 10:55 AM.

Buda:

We are surprised why zero VAT on food is not an obvious parliamentary decision. There was resistance, hence Morawiecki's excellent decision
- We are surprised why such a fundamental issue as [zero] VAT on food is not an obvious parliamentary decision, and one of the first decisions at that. There was resistance and a fear that we would not manage to implement these regulations by January 1st, hence Prime Minister Mateusz Morawiecki's excellent decision to issue a regulation today or tomorrow that will extend VAT on food for a certain period, in order to give them a chance to process this bill in parliament - said Waldemar Buda in an interview with Adrian Klarenbach on PR24.

Lichocka on Potential Public Media Changes: "I Have the Impression There's More Post-Communist Muscle-Flexing Than Actual Action"
- If we were to continue to be a state of law and it were not to be broken, then public media could only be changed through legislation. However, it's not the case that every more or less barbaric idea of Donald Tusk and his potential minister Bartłomiej Sienkiewicz will simply pass. It will not pass. We have already introduced changes, for instance, the recent change concerning the statutes of Polish Radio and Television companies [...] I hope this has somewhat cooled the fervor of the Civic Platform company, - said Joanna Lichocka in an interview with Katarzyna Gójska on "Sygnały Dnia" PR1. - I have a slight impression that there is more muscle-flexing and scaring of people, scaring of journalists, creating an atmosphere of threat by the post-communist team, than actual facts, than actual action, - she continued.

07:51

Buda on the Envelope Election Commission: The Reason They Didn't Happen Was That Civic Platform Wanted to Replace Their Presidential Candidate. We Will Prove It.
- The intention of the initiators was certainly to create a political spectacle there, to hang a few PiS politicians on the political gallows. However, when we look at the details of this matter, I think it is slowly dawning on the initiators of this [envelope election] commission that they have made a very serious mistake - said Waldemar Buda on PR24.

- The boycott of the postal elections, the reason they did not take place, stemmed solely from the fact that Civic Platform wanted to replace their presidential candidate […]. There was an operation to block the elections so that Rafał Trzaskowski could be nominated in the meantime, which of course also did not help […]. The entire bombardment and boycott of these elections was subordinated to this. And we will prove in this commission that they are essentially responsible for this situation - he continued.

07:52

Lichocka:

PO is an external party, this is clearly visible with the energy price freeze bill
- Civic Platform is an external party, representing external interests. This is clearly visible with this bill concerning the freezing of energy prices, where they tried to introduce lobbyist provisions for the wind energy business, which is most often external, and it also has external media at its disposal – said Joanna Lichocka on PR1.

07:57

Arłukowicz:

Coalition has agreed on all positions. Everything is ready

- Yes, at this moment the coalition has practically agreed on all positions, ministers, deputy ministers. Everything is ready, we are waiting for Monday, I myself am waiting with great impatience and full commitment – stated Bartosz Arłukowicz in RMF24.

- I hope it will be so [that we will enter the ministries on Tuesday]. Yes, the candidates for ministers are currently preparing for their first decisions, these will not be easy governments. This is a difficult situation, firstly due to the state of the country, state institutions, secondly due to the state of the country, state institutions. Secondly, it is quite a large coalition – he continued.

07:58

Arłukowicz:

Morawiecki is levitating in some unreal world, and I sometimes wonder why he's doing this to himself

- They are in some complete cosmos, in a different reality. The truth is that today in the Sejm there is a stable majority of the former opposition, and now almost a ruling coalition. This is visible in every vote in the Sejm, and therefore Mateusz Morawiecki is levitating in some unreal world, and I personally sometimes wonder why Mateusz Morawiecki is doing this to himself, why he is harming himself so much – said Bartosz Arłukowicz in RMF24.

07:59

Lichocka:

Tusk was propelled by the great deception of the so-called Third Way during the campaign
- Tusk was propelled by the great deception we witnessed during the campaign, the so-called Third Way, which claimed to be a third path, not a route to Donald Tusk's government, but to something else. [...] It turned out that it was precisely about paving the way for Tusk's return to power. I think the PSL, which so eagerly joined it, is facing significant criticism from its own voters - said Joanna Lichocka in PR1.

07:59

Arłukowicz:

For Now, We Want to Urgently Clarify the Envelope Election Affair, But There Are Many Issues to Resolve, Such As Government Irregularities During the COVID-19 Pandemic

There are many investigative commissions that one would want to establish, in my opinion, there should be quite a few. On the other hand, my political experience tells me that if there are too many commissions, they will lose effectiveness. For now, we want to urgently clarify the envelope election affair; there are certainly many issues to resolve. Within my scope of interest are respirators, masks, and how doctors were exposed to infection [during the COVID-19 pandemic] – stated Bartosz Arłukowicz on RMF24.

08:07

Wieczorek:

Let's Calmly Await Tusk's Ministerial Appointments

- Regarding matters concerning ministries, these will be announced by the prime minister-designate Donald Tusk, and let's calmly await these announcements and see what happens. I see you already have the information, and indeed, it's true that I arranged and now know why, a meeting with Krzysztof Gawkowski at 8:45 AM to talk, and likely another meeting at 9 AM later - stated Dariusz Wieczorek in an interview with Grzegorz Kępka on Polsat News' "Graffiti".

08:11

Wieczorek on the new government: There's an idea to separate education from science

- The truth is that for now, we have all of this combined. There is an idea to separate it. To separate education from science, while of course, when it comes to science, the infamous NCBiR, where there have been so many scandals, is a very important instrument when it comes to research and development, including the development of new technologies and industry in Poland - stated Dariusz Wieczorek in "Graffiti" on Polsat News.

08:16

Wieczorek on PiS: They Cannot Relinquish Power with Dignity

- They cannot relinquish power with grace and dignity. They are doing everything to create problems for the next government. There is no doubt about that. I don't yet know how many more of these different mines have been left behind and what will come flying out of the cupboards in the ministries, but we should expect really significant problems - stated Dariusz Wieczorek on Polsat News's "Graffiti" program.

08:56

Żukowska on Whether the Left Will Agree to an Abortion Referendum: No

- No - stated Anna Maria Żukowska in a conversation with Bogdan Rymanowski on the "Gość Radia Zet" program.

08:57

Żukowska:

I Will Support Prime Minister Tusk's Government With All Its Consequences

- I will support the entire government. A vote of confidence is being held for the government, following the Prime Minister's expose, and the Prime Minister will be Donald Tusk. I will support Prime Minister Tusk's government with all its consequences. There is no vote on individual ministers, but on the entire government - stated Anna Maria Żukowska on the program “Gość Radia Zet”.

08:59

Żukowska:

From the Left, we will certainly have parity representation in ministries – 2 women and 2 men

- From the Left, we will certainly have parity representation in ministries – 2 women and 2 men. I think you are well-informed [Katarzyna Kotula and Agnieszka Dziemianowicz-Bąk] - stated Anna Maria Żukowska on the program "Gość Radia Zet".

- I think the name of the MP from Civic Platform, Okła-Drewnowicz, who has long dealt with the issues of seniors, aid, and programs for them, is also known here. I like her very much, I respect her, and I think she is truly prepared - she added.

09:00

Żukowska Asked If They Will Agree to All 100 PO's Specific Proposals: "We Won't Agree to All of Them"

- We won't agree to all of them - stated Anna Maria Żukowska on the program "Gość Radia Zet".

09:00

Gawkowski:

This Will Be a Good Government Where the Left Has Four Strong Positions

- We have all our commitments prepared. During the campaign, we spoke about why the Left wants to govern and why. We are bringing this to the meeting, but also a deep conviction that in a good team, we will also find left-wing postulates, because this will be a good government, a government in which the Left has four strong positions - stated Krzysztof Gawkowski in the Sejm.

09:08

Żukowska:

At the moment, the Left's stance is that the retirement age for women and men should not be equalized.

- At the moment, the Left's stance is that the retirement age for women and men should not be equalized. It should remain as it is right now - stated Anna Maria Żukowska on the program "Gość Radia Zet".

KGHM's Chief Transformation Officer: KGHM, Aiming for Its Own Nuclear Power Plant, Is Not Currently Committing to a Single Technology Supplier

- When we made the decision two years ago to invest in the development of SMR-based energy, we signed a preliminary preparatory work agreement with NuScale. At the same time, we hoped that other suppliers would gradually approach the stage NuScale is at, and that in two to three years, the readiness levels of various technologies would equalize. That is why, in our application to the Ministry of Climate and Environment for a principal decision, we included several technologies that we identified during our market review and that were at a stage of development allowing their inclusion in the prepared documentation. Therefore, the discontinuation of the NuScale project in the USA is essentially neutral for us, as we will be making the investment decision (including the selection of an SMR technology) in a few years, when we know which SMR technology is most mature for implementation, as well as most cost-effective from KGHM's perspective. This means that KGHM has not been left stranded - Piotr Podgórski, Chief Transformation Officer at KGHM, tells Business Insider.

09:59

Błaszczak:

Contract Approved for Acquisition of 152 Krab Howitzers for the Polish Army
- Today, I approved another contract, which is an important element in the development of the Polish Armed Forces. To the previously ordered six divisional fire modules of the Regina system, we are adding another six, meaning the order concerns the acquisition of 152 Krab howitzers along with accompanying vehicles, such as ammunition vehicles, technical surveillance vehicles, and vehicles intended for the command of individual units. This is a contract that was signed just moments ago, and it constitutes [...] an important element of strengthening the Polish Armed Forces, Mariusz Błaszczak stated at a press conference.

10:07

Błaszczak:

Today, the Polish Army numbers 193,000 soldiers. Building a 300,000-strong army is entirely realistic
- Today, the Polish Army numbers 193,000 soldiers. […] I can state very clearly that the goal we have set for ourselves, namely building a 300,000-strong army, is entirely realistic, entirely achievable. It only requires commitment and determination to achieve this goal. The Polish Army can number 300,000 soldiers, it can be the strongest land army in Europe, but one must want it, one must also be able to manage these processes and bring them to fruition - said Mariusz Błaszczak at a press conference.

10:42

Tusk:

Many Decisions Will Need to Be Made Literally an Hour After Government Formation
- This meeting was important to me because many decisions will need to be made literally an hour after the [government] is appointed. [...] I am talking here about matters from all areas of life. Today, this brief orientation for the future cabinet consisted of the information I expected from the future ministers regarding decisions that could halt, for example, very dangerous events or gigantic expenditures that PiS decided upon in these weeks and days after the elections - Donald Tusk said at a press conference. - PiS decided to use these last weeks to devastate, to demolish the Polish state. To throw money around with both hands for their own benefit. And we are trying to monitor all of this carefully. Whatever can be stopped, we will stop - he continued.

10:48

Tusk:

The New Year will begin with the payment of 800+, despite the propaganda and attacks from those who are leaving
- The New Year will begin with the payment of 800+. Despite this propaganda, despite the incessant attacks from those who are leaving, as we have committed, what Polish families are waiting for, because they heard it from the outgoing government and from me, will be realized - said Donald Tusk at a press conference.

10:50

Tusk:

I've Decided Wind Farm Issues Will Be Addressed by the New Government

- I have decided that the wind farm issues will be addressed by the new government, and that we will consider all the pros and cons regarding individual program points. I have full confidence in Minister [Hennig-Kloska] when it comes to matters of integrity – stated Donald Tusk at a press conference.

10:52

Tusk on Brussels Visit: We're Ready to Use Commercial Flights If Necessary

- For now, we are still considering how we will fly. If, of course, we receive the President's invitation. There have been concerning signals regarding the situation with special flights and the preparation of aircraft for their proper use. We are, of course, ready to use commercial airlines if necessary - stated Donald Tusk during a press briefing.

- Security of procedures has been raised in public discourse. As you can imagine, I am very sensitive to this matter, not concerning my own safety, but I would very much like for nothing else to happen in Poland. The current President, President Andrzej Duda, has experienced several heated, emotional moments related to the use of special flights, so I also present this as an illustration of how many seemingly minor, secondary issues we have, although the safety of the President or the government is not a trivial matter - he added.

10:53

Tusk:

Morawiecki Didn't Present the Budget to This Sejm, But We Have Guaranteed Funds for Teacher Raises
- As you know, there is no budget. Prime Minister Morawiecki did not present the budget to this Sejm; we must rectify this major omission by Morawiecki within a dozen days, but we have guaranteed [in our draft budget] funds for 800+. I also want to emphasize once again: we have guaranteed funds for salary increases for teachers. These promised 30%, I guarantee, will be paid - Donald Tusk said at a press conference.

11:00

Tusk Announces Poland's Accession to the European Public Prosecutor's Office
- One of my first decisions will be Poland's accession to the European Public Prosecutor's Office [EPPO], Adam Bodnar also informed our colleagues about this today - said Donald Tusk at a press conference.

11:01

Tusk:

My intention is to introduce a tax-free allowance of 60,000. We will adhere to the tax year principle

- I will do everything to implement the hundred points for one hundred days to the greatest extent possible, taking into account the fact that the parties forming the coalition have differing views on some matters. Therefore, the first priority will be the commitments written into the coalition agreement of the four parties that will form the new government. My intention is to introduce a tax-free allowance of 60,000, and we will adhere to the tax year principle, so it certainly won't happen within a hundred days - stated Donald Tusk at a press briefing.

11:01

Tusk:

Sikorski is the Candidate for Foreign Minister

- Radosław Sikorski is a Member of the European Parliament; he is not currently a Polish parliamentarian. That is, he is Polish, but in the EP and has been occupied by his duties as an MEP. He needs to sort out those formal matters there before he can become a minister. Yes, he is the candidate for the head of the Ministry of Foreign Affairs. He sent me, as he could not be here today, a written notification of what the other colleagues could tell me personally - stated Donald Tusk at a press conference.

11:04

Tusk:

An Audit is Natural, There Will Be a Personnel Review

- An audit is a natural thing. There will be a personnel review, it's clear that many PiS officials found their way into state offices, ministries, and institutions, frankly speaking, through connections. It functioned like a party clique, so this audit will concern both finances, the expenditure of funds, and legal and political possibilities for halting certain processes - stated Donald Tusk during a press briefing.

11:08

Tusk:

No Witch Hunt, No Revenge. But No Deal with Evil.

- As I have been saying with conviction for the past few months, there will be no witch hunt. There will be no revenge. There will be readiness for full agreement with everyone in Poland who wants to work sensibly and well. But there will be no deal with evil. If they broke the law, if they stole, if they lied using public money, they must answer for it - stated Donald Tusk at a press conference.

11:11

Tusk on Public Media: A Plan is Ready to Restore the Rule of Law. We Will Act Swiftly and Decisively
- Regarding public media, a plan of action has been prepared to restore the rule of law in this area as well. We will carry out these actions swiftly and decisively. [...] These will be among the first decisions - stated Donald Tusk at a press conference.

11:17

Tusk:

The NBP President Won't Face the State Tribunal for Monetary Policy, But We Will Seek Confirmation of Opinions that He Acted Unconstitutionally
- I am generally a walking compromise, in the interest of Poland, and also of this new government, that these institutions, which will be under the control of our political opponents, be it the President or the NBP President. The more harmonious the cooperation, the better. To live in agreement with the people and institutions they represent, I am entirely for that. But there will be no compromise with corruption, there will be no compromise with breaking procedures, there will be no compromise with breaking the law, so I perceive this as a good sign, readiness for harmonious cooperation from Mr. Glapiński with the new government. I'll put it in my own way, he's not doing us a favor; anyone who takes on responsibility, like the NBP or the President, must have this good will towards other institutions - stated Donald Tusk at a press briefing. - The NBP President will not face the State Tribunal for one monetary policy or another. He may have made mistakes, he did make mistakes, but that should not be the subject of State Tribunal proceedings. However, much indicates, and we will seek confirmation of these opinions, that he exercised his function contrary to the constitution and contrary to the principles of law. The NBP President, by law, is to be politically neutral - he added.

11:21

Tusk:

I've Appointed an Interdisciplinary Team Working on the Situation at the Border with Ukraine

- I have already appointed an interdisciplinary team that is working on this, concerning the situation at the border [with Ukraine] – stated Donald Tusk during a press briefing.

Biejat:

PiS Senators Filed a Motion to Reject the In Vitro Law Entirely. This is What PiS Politics Looks Like

- Right now, at this very moment, the Senate is debating the in vitro law. A short while ago, PiS senators filed a motion to reject this law entirely. This is exactly what PiS politics looks like. And today, when we talk about finally restoring funding for the in vitro procedure. A procedure that gives many families a chance to have children. A procedure that many people cannot use because they simply cannot afford it. PiS stands in opposition, blocking the happiness of many families. However, today we are happy because we have a majority in the Senate, and we know that this law will be passed today by a huge majority of votes, by a majority of people who understand how important this is for many Polish women and men – stated Magdalena Biejat in the Sejm.

- I believe President Duda has repeatedly declared his desire to support Polish families. This is the best way to show that support to families. President Duda represents, he comes from an environment that claims to want to support less affluent families as well. There is no better support for less affluent families than to refinance the in vitro procedure for them – she continued.

In Vitro Refundation Act Passed by Senate. Another Split in the PiS Caucus

The Senate has passed the bill on state budget-funded in vitro fertilization refunds. Earlier, the Law and Justice (PiS) party's motion to reject the citizen's proposal was rejected. However, in this vote, two PiS senators voted against it (Przemysław Błaszczyk and Grzegorz Czelej), and another four abstained (Anna Bogucka, Leszek Galemba, Józef Jodłowski, and Ryszard Majer).

A division also occurred during the vote on adopting the act without amendments. Three PiS senators voted in favor of the proposal – Przemysław Błaszczyk, Grzegorz Czelej, and Józef Jodłowski – while 22 senators voted against it, and three abstained. The act will now be sent to the president.

Kidawa-Błońska on IVF Reimbursement: I Can't Imagine the President Not Signing the Bill
- We are closing a very important stage of our work. [...] Hundreds of thousands of people got involved in this, so today in the Senate, despite the motion for rejection, we managed to vote on it quickly and efficiently, and I hope that now we are just waiting for the President's signature, because I can't imagine him not signing this bill [on IVF reimbursement], which is so needed by thousands of Poles - said Małgorzata Kidawa-Błońska in an interview with Polsat News.

16:54

PiS Announces Candidates for Electoral Irregularities Investigative Committee

The PiS parliamentary club has nominated Waldemar Buda, Przemysław Czarnek, Paweł Jabłoński, and Mariusz Krystian as candidates for the investigative committee concerning envelope-based elections, as announced by Rafał Bochenek on Twitter. Earlier, Michał Wójcik was reportedly considered as a replacement for Jabłoński.

17:28

Civic Coalition MP: We Will Significantly Reduce the Number of Undersecretaries of State

- Each minister will be assigned specific tasks and concrete areas that they will need to review, as well as concrete program proposals that all coalition partners have agreed upon today and will implement. Prime Minister Donald Tusk presented this government composition, his own authorship. He had to reconcile the interests, and in reality, the aspirations of all the parties that will form the new coalition, so that each of these political entities would have its representation and could oversee the areas for which they are ready - stated Patryk Jaskulski in an interview with Bartłomiej Maślankiewicz on the program “Punkt widzenia” (Point of View) on Polsat News.

- This government will certainly be much more modest. I know that here I might be revealing a bit of Prime Minister Donald Tusk's plans, but we will significantly reduce the number of undersecretaries of state. So, please don't say that this government will be larger than Mateusz Morawiecki's government. It will definitely be more modest - he added.

18:58

Sejm Publishes Session Schedule for the First Half of 2024

Next year, the Sejm will convene every two weeks for three-day sessions, according to the Sejm's work schedule for 2024. The exception will be the last session in July, before the parliamentary recess, which will traditionally last one day longer. The MPs on Wiejska Street will first appear in the new year from January 10th to 12th.

19:51

Ujazdowski:

Third Way Holds Stronger Position Than PSL, Prime Minister Will Have to Deal with a Real Coalition
- The strength lies in a greater coalition nature than before 2015, because certainly the Third Way holds a stronger position than the PSL, and the Prime Minister has a very strong personality, but he will have to deal with a real coalition. However, I consider this to be an expression of strength, because coalition governments are the European standard, not single-party ones - said Kazimierz Michał Ujazdowski in an interview with Piotr Marciniak on TVN24's "Fakty po Faktach" program.

19:57

Kwiatkowski on So-Called Neo-Judges: This Problem Will Soon Be Under Control
- This problem [so-called neo-judges] will soon be under control in the sense that it will certainly not grow any further, because the competition procedure is naturally initiated by the Minister of Justice. We have next week ahead of us, where we already have these declarations and these announcements; the Sejm will adopt at least two resolutions, one concerning the National Council of the Judiciary, the second concerning the Constitutional Tribunal - said Krzysztof Kwiatkowski on TVN24.

20:07

Kwiatkowski on Envelope Elections and the Roles of Kaczyński and Morawiecki: I'm Curious if Either of Them Will Reveal Who Gave the Final Orders
- Mateusz Morawiecki broke the law; this has been established in an administrative court ruling on the matter. To put it plainly: he illegally organized elections without a legal basis. In Poland, elections are organized by the National Electoral Commission with the assistance of the administrative apparatus, including the National Election Bureau. What turned out to be the case? That it was Poczta Polska (the Polish Post) with its mailboxes that was supposed to replace the electoral commissions - said Krzysztof Kwiatkowski on TVN24. - Morawiecki signed a specific document, breaking the law, but based on this document, the rumour mill suggests that Mr. Jacek Sasin issued orders to representatives of one of the companies, namely Poczta Polska. If you invite board members [...] to a committee meeting, and they have an obligation to attend, then I think they will gladly answer the question of who gave them orders. [...] I am curious about this one situation specifically, whether either of them [Mateusz Morawiecki and Jarosław Kaczyński] will say who actually issued those orders in the end, and it was the master of Nowogrodzka Street, Jarosław Kaczyński, who issued them - he continued.

20:10

Ujazdowski on Kaczyński and Gowin Before the Envelope Election Committee: 'Such a Confrontation Will Definitely Happen'
- Such a confrontation [between Jarosław Kaczyński and Jarosław Gowin before the committee on envelope elections] will definitely happen. First separately, and then together [I would question them], if you are asking, but I think someone will eventually reveal the source of the decision - said Kazimierz Michał Ujazdowski on TVN24.
