Tuesday's Political Agenda: Hołownia at Debate on Polish Entrepreneurship, Sejm Committees on Inquiry Committees and Creditor Aid, Constitutional Tribunal Ruling on Ziobro's Motion, Monetary Policy Council Meeting
Today, Sejm committees are convening – ahead of the Sejm session starting tomorrow. The agenda includes, among others, the first readings of two government bills concerning the law on social financing for economic ventures and aid for borrowers, as well as the consideration of draft resolutions to establish three inquiry committees. Furthermore, at 12:00 PM, the Sejm's Committee on Economy and Development will hold a session dedicated to a debate on the prospects for Polish entrepreneurship for the years 2024-2027. Representatives from the Business Council and other organizations grouping employers and consumers will participate in the meeting. Sejm Marshal Szymon Hołownia will take part in the debate. After the postponement of last week's date, the Constitutional Tribunal's ruling is scheduled for 11:00 AM – at the request of the Prosecutor General – on the compliance with the Constitution of EU regulations, based on which the Court of Justice of the EU imposed periodic financial penalties on Poland for ignoring rulings concerning the Turów mine and the Disciplinary Chamber of the Supreme Court. Today and tomorrow, the last Monetary Policy Council meeting of the year will take place, during which a decision on interest rates may be made.

Results of the Ninth Edition of the Strategic Investment Program – Illuminating Poland

The edition of the Strategic Investment Program focused on modernizing lighting infrastructure has concluded. Municipalities have been awarded a total of nearly PLN 1 billion for 1214 investments.

The list of investments that have received funding is available on the website of the Chancellery of the Prime Minister. In this edition of the program, each municipality and inter-municipal association could submit one application for support for the modernization of lighting infrastructure. The co-financing covers 80 percent of the investment value, with the local government's own contribution being 20 percent. One application could be for a maximum of PLN 4 million. The support concerns the modernization of lighting infrastructure, aiming to improve energy efficiency by reducing lighting's energy consumption. Applications for co-financing could not include the construction of new lighting installations replacing existing ones. Bank Gospodarstwa Krajowego (BGK) is the operator of the Strategic Investment Program – it accepted applications through the Polski Ład application and will disburse the program's funds. Applications submitted by local governments were analyzed by a commission for Program support operating within the Chancellery of the Prime Minister. The commission prepared recommendations, based on which the Prime Minister decided on the allocation of co-financing. Because I believe that in the situation we are entering today, a period in which we will be appointing a government [...] if we get bogged down, colloquially speaking, in three resolutions, in three committees and the procedures for appointing members to these three committees at once and objections to them, we certainly won't get out of it by Monday, and it will take who knows how long and won't be effective. [...] Let's appoint one [investigative committee], let's appoint the government, and then let's appoint the next two [investigative committees] [...] if we work efficiently, three committees will be in place and will start operating this year - he went on to say.

Self-Amendment Submitted to the Sejm: 300-Meter Wind Turbine Rule Removed from the Wind Law

A comprehensive, multi-page self-amendment to the bill submitted by MPs from Civic Coalition (KO) and Poland 2050 has been submitted to the Marshal's Office. In the new version of the proposal – which is an amendment to laws aimed at supporting electricity, gas fuel, and heating consumers – the controversial 300-meter rule, which was part of the so-called Wind Law, has been removed.

This provision was intended to mandate the construction of wind turbines at a distance of 300 meters from residential buildings. The stipulation regarding the distance of wind farms from national parks or nature reserves not being less than 300 meters was present in the original version of the project but has disappeared in the self-amendment.

The proposal – including the discussed self-amendment – is scheduled to be considered at tomorrow's Sejm session.
