President Andrzej Duda continues his visit to Dubai. At 8:00 Polish time, a family photo with heads of state and government leaders is scheduled, followed at 8:45 by participation in the opening ceremony of the high-level segment for heads of state and government, the World Climate Action Summit, during the Summit of Leaders at the 28th Conference of the Parties to the UN Framework Convention on Climate Change.

At 10:30, the President will attend the opening ceremony of the plenary session of the high-level segment for heads of state and government, and at 11:00, he will participate in the conference's plenary session. - I don't want to quantify it precisely right now, but to a large extent [inflation] is the responsibility of the NBP. Its main objective is inflation at 2.5% plus/minus 1, and Morawiecki only added extra fuel to the fire. In principle, however, the NBP is primarily responsible for the relatively high inflation in Poland. One must compare with other countries, not just with what was before – stated Ryszard Petru in the program "Jeden na jeden" on TVN24. - If someone is innocent, they don't hang a banner outside their house saying 'I am innocent.' The truth is, if [Glapiński] hangs such banners, it means there's something to it. And now I will say this: I am against a clean slate. I believe that in the case of individuals in PiS who committed crimes or broke the law, there can be no clean slate – he continued.

- However, I want to emphasize that if laws have been clearly broken, especially the constitution, and that is the case with the NBP. I am convinced that the constitution has been violated in two articles. Article 220, paragraph 2 of the constitution, precisely, and Article 227, paragraph 4 of the constitution – Ryszard Petru said on TVN24.

- I just wanted to point out that these are two very strong charges. Fundamental charges because no one in Poland has been brought before the State Tribunal for a long time. This motion for the State Tribunal must be substantively very strong, as little political as possible. The decision will, of course, be political at the end of the day, but this first charge, I say as an economist, with full responsibility, what the NBP did was dangerous for the economy, it led to increased inflation – he continued.

- [Morawiecki's budget postponement] is a trap for the opposition, to create little time, to cause nervousness, to enter this new year with the old budget, with higher electricity prices, and to blame it all on us. - There is no wind farm scandal. A group of people who have been blocking energy transformation for the last eight years, simultaneously reducing coal extraction in Poland and making us dependent on imports of fossil fuels, which led to the energy crisis, are attacking our bill today - said Paulina Hennig-Kloska in a conversation with Bogdan Rymanowski on the "Gość Radia ZET" program. - We have incorporated noise standards into this bill, which are intended to increase the safety of citizens living in rural areas [...]. The liberalization of regulations concerning onshore wind development has been promised by all opposition parties for the last seven years - she continued. - The applicant for this bill is Civic Platform, but I have been working on it for the last two weeks, I believe, and I think we have prepared a very good bill that requires clarification of regulations in certain areas to dispel doubts about our intentions - she went on to say.

- There were no lobbyists [...] the main lobbyist, who was invented by the Solidarna Polska milieu and proclaimed a lobbyist by Prime Minister Beata Szydło, turned out to be an employee of the Sejm Chancellery who directs documents to the system. This shows what an absurd attack we have been facing for 48 hours, and the question is who is behind it, because the main stakeholder and the main party interested in halting the energy transformation process in Poland is Putin - Paulina Hennig-Kloska said on Radio ZET.

- Wind turbines being built in Poland today have a noise level of approximately 104-105 decibels. According to the standards we have adopted, such wind turbines can be located at a distance of 546 or 607 meters [from homes]. This shows that we are within the norms, and even above the social norms that were recently considered good - said Paulina Hennig-Kloska on Radio ZET. - We will absolutely not back down from noise standards, because they are intended to ensure two things: firstly, the comfort of life for residents in rural areas [...] what is the second goal of these provisions: to prevent scrap metal from coming to Poland, so that we do not install noisy, environmentally unfriendly, and people-unfriendly installations here - she continued.

- This looks like an act written under lobbyist dictation. It's an act of almost 100 pages, with very specific, specialized references, and amendments to many other acts. It's hard to believe that a group of MPs dealing with energy prices and tariffs would suddenly produce dozens of pages of such provisions - stated Radosław Fogiel during the TVP1 program "Political Quarter of an Hour".

- This needs to be explained, this scandal is enormous. Indeed, the first Sejm session hasn't even concluded, and we already have this type of insertion. It's good that this is being highlighted, because Poles need to know what kind of team now holds the majority in the Sejm, as I don't rule out that this is just the beginning of this kind of repayment to various forces and entrepreneurs - he added.

- Yesterday, it turned out that in a parliamentary bill co-signed by MPs from Civic Platform and Poland 2050, which was intended to be a law to freeze energy prices, provisions were introduced through the back door that completely demolish the regulations regarding wind turbine construction, enabling expropriations for these turbines, including agricultural land, which is significant - stated Radosław Fogiel in the TVP1 program "Political Quarter of an Hour".

- There are no grounds to expropriate people based on this act. This is absolutely scandalous disinformation and fear-mongering by the United Right among the public. We have a legal opinion that clearly shows people cannot be expropriated based on this act. We will certainly present it at the commission – said Paulina Hennig-Kloska in Radio ZET.

- The PSL will now face many situations where they will learn about certain decisions that harm the Polish countryside. These are the parliamentary colleagues they chose - stated Radosław Fogiel on TVP1's "Political Quarter Hour" program.

- When this project is thoroughly analyzed, beyond the provisions concerning the support for electricity consumers [...], there are very important, very serious in their consequences, very risky provisions concerning the location of wind turbines. These are provisions that allow wind turbines to be built close to residential buildings; these are provisions that, in their essence, undermine the foundations of property rights, because changes to these provisions will allow for the expropriation of people in certain circumstances in order to create wind turbine investments - said Krzysztof Szczucki at a press conference in the Sejm.

- This project officially has the character of a parliamentary initiative, but even its superficial analysis indicates that MPs could not have prepared this project. These are very serious, very detailed, and very nuanced regulations. Today, we are asking a question here, directing it to all MPs: who is the author of this bill project, who prepared it, which lobbyist, which company interested in making large profits prepared this bill project? - he asked.

- That is precisely why we are submitting a request to the regional prosecution and the Central Anticorruption Bureau, so that these services can check who is behind this bill. After all, the MPs who signed this project – I draw your attention to the interview with MP Michał Szczerba – admit themselves in fits of honesty that they do not know the content of this bill project, which means they certainly did not write it - he stated.

Tests of a prototype 1MW cogeneration unit equipped with the Multifuel multi-fuel system, enabling the production of electricity and heat using hydrogen, natural gas, or their mixture, have been successfully completed. The prototype is unique on a global scale and utilizes an proprietary solution developed by ORLEN. The multi-fuel system can also be installed in existing generation units, allowing for their gradual transition to hydrogen fuel. The Multifuel technology will accelerate the use of alternative fuels in the energy sector, contributing to CO2 emission reductions in this industry. ORLEN has applied for patent protection for its invention.

ORLEN, in cooperation with Horus-Energia, has developed and tested the world's first multi-fuel system (Multifuel) for powering units that generate electricity and heat. Multifuel allows for seamless fuel switching – it can be hydrogen, natural gas, or any mixture thereof. The company plans to begin its commercialization as early as next year.

– The widespread use of alternative fuels, including hydrogen, is an essential element of the energy transformation and a prerequisite for achieving climate neutrality by 2050. The ORLEN Group supports this process, among other things, by developing bridging technologies that will ensure a smooth transition from fossil fuels to low- and zero-emission gases. Leveraging the experience, resources, and infrastructure brought into the concern by PGNiG, we have developed a world-unique technology whose application enables energy production using natural gas and hydrogen, depending on the availability of each fuel. The flexibility offered by Multifuel technology has been confirmed by successful test results, paving the way for the rapid commercialization of this solution – says Iwona Waksmundzka-Olejniczak, ORLEN Management Board Member for Strategy and Sustainable Development.

The high efficiency and reliability of ORLEN's proprietary technology have been confirmed by measurements of key operational parameters of the prototype cogeneration unit equipped with the Multifuel system. During tests, using over 0.5 tons of hydrogen in various mixtures with natural gas, the maximum electricity generation efficiency increased by over 5 percent (compared to factory parameters). This means that the prototype equipped with the multi-fuel system uses fuel more efficiently than standard units available on the market. Tests also demonstrated the safety of using hydrogen and natural gas mixtures in energy processes.

A distinguishing feature of the developed Multifuel system is its flexibility. Fuels – natural gas and hydrogen – are supplied to the energy generation unit through two independent systems, integrated with the control and monitoring system. Thanks to these, the proportions of the mixture composition can be arbitrarily changed, which is not offered by any other solution available on the market. Fuel doses are regulated automatically, without the need to reduce power, and parameter changes can occur within a single engine operating cycle.

Multifuel will be commercially applied as early as next year. ORLEN will offer it on a license basis, enabling the sale of cogeneration units with the Multifuel system as an extension to the range of special and conventional generation units. The Multifuel multi-fuel system can also be installed in already operating generation units, which will help reduce the costs of low-emission energy transformation. This technology can be successfully used in generation units powering industrial plants, heating plants, or public utility facilities.

The widespread application of the Multifuel system is facilitated by its simple design and scalability to different capacities of generation units. Additionally, the Multifuel technology, by enabling the generation of low- and zero-emission electricity and heat, can support and stabilize the National Power System – including the operation of energy storage, electromobility hubs, and hydrogen clusters.

The device has been registered with the Polish Patent Office. An extension of patent protection is also being developed for Europe and the USA.

- We want, regardless of the fact that we are functioning before obtaining a vote of confidence, before submitting the government to a vote in the Sejm, we want the government to work normally, to present concrete draft laws [...] The Council of Ministers is working very intensively, we met today and discussed projects - said Prime Minister Mateusz Morawiecki at a press conference. - We discussed a project that has long been called "2% credit" in the media. This is a credit that fundamentally increases [housing] accessibility for many Polish families, for tens of thousands of Polish families, and because it is so popular, we have decided to increase the funding for this entire project [...] The proposal made by Poland 2050 regarding credit holidays significantly limits the number of Poles who could benefit from the project known to you from our previous proposals [...]. Our proposal covers over a million Polish families [...]. In the new project proposed by today's opposition, the pool of people who will be able to take advantage of credit holidays is significantly reduced - he continued. - The second [project], which we have adopted directionally, but also want to lead to public consultation of this project [...] is a project concerning the local shelf. - We met today to talk primarily about what will happen in the Sejm on December 11th and 12th, how we imagine, how the Prime Minister envisions, what the Sejm can do in this matter, so that the process of realizing the will of the voters from October 15th finally smoothly comes into effect after two months. - I cannot say that today, because it will only be verified during the vote. In September, KGHM acquired a portfolio of eight photovoltaic installations with a total capacity of nearly 50 MW. The farms purchased by the copper company are located in the Lower Silesian, Łódź, Pomeranian, and Greater Poland voivodeships. The acquired installations will provide approximately 2% of KGHM's electricity demand coverage. The copper company is also pursuing PV power plant projects on its own land near the Głogów Copper Smelter, Cedynia Copper Smelter, Hydrotechnical Plant, and in the sand quarry area in Obora.

This project, which the MPs have submitted, goes broader and addresses the root of the problem. This is not surprising, we announced it during the campaign, our groups, that we want a change in this regard, this change must come quickly, because if it doesn't, we will have to freeze energy prices constantly, because this problem will not end - stated Szymon Hołownia during a press conference. - This act reaches the source of the problem, not just the consequences, but in our assessment, it should still be worked on in a few points. It will be worked on, amendments will be submitted so that it raises no one's doubts and its provisions cannot be over-interpreted - he added.

- How pleasant it is to see how wonderfully the Constitutional Tribunal is now working under the leadership of Ms. Julia Przyłębska. Postponing hearings, they couldn't convene, they debated whether they had a majority among themselves or not, and suddenly, as they got to work, they are inundating us with laws, just like the 14-day government of Mateusz Morawiecki. They are traveling around Poland, talking to nurses. It was truly worth winning these elections to see how vigorously this work is now going - stated Szymon Hołownia during a press conference.

- Climate change is progressing at an alarming rate. This is a global challenge, and for this reason, the entire international community should confront this problem face-to-face, in solidarity, sensibly, and in accordance with the principles of sustainable development - said President Andrzej Duda during COP28.

- However, too little attention is still paid to the human dimension, which is what gives meaning to the response to climate change.
