Tuesday's Political Agenda: Sejm on Inquiry Committees, In Vitro, RPD, and Trading Sundays; President at Congress of Rural Municipalities

The Sejm will resume its session at 12:00 PM – it will still be the first session – with a block during which a motion to reject, in its first reading, a citizen's bill proposing the refundation of in vitro fertilization will be voted on. Following this, work will be carried out in the health committee at 2:30 PM, and the second reading will take place tomorrow, meaning the proposal could be voted on this week.

In the aforementioned voting block, the Child Rights Ombudsman will also be elected. The candidate nominated for this position by the Civic Coalition club is Monika Horna-Cieślak.

At 1:30 PM, two bills will also be addressed – one from the government and one from the Third Way – concerning amendments to the act on restricting trade on Sundays. According to the PiS proposal, shops would be closed on Christmas Eve, and in exchange, an additional, though incomplete, trading Sunday would be moved to December 10th. Poland 2050, in turn, proposes that Sundays on which Christmas Eve falls should be subject to a trading ban. In return, shops would be open on the two preceding Sundays.

At 3:00 PM, the first readings of three draft resolutions to establish inquiry committees will begin – concerning the envelope elections, Pegasus, and the visa scandal. The debate on this matter will occupy the main part of the day – according to the current schedule, until midnight.

Furthermore, parliamentary committees – for petitions, constitutional responsibility, and legislative matters – will elect their presidiums today.

At 12:00 PM, President Andrzej Duda will participate in the XX Congress of Rural Municipalities on the 30th anniversary of the reactivation of the Union of Rural Municipalities of the Republic of Poland and will present state decorations.

Błaszczak:

The Idea of Continuity Has Prevailed, Security Has Always Been, Is, and Will Be PiS's Priority, Which is Why I Am the Minister of National Defence

- The idea of continuity has prevailed; security has always been, is, and will be PiS's priority, which is why I am the Minister of National Defence. I will continue everything we started in 2015, but of course, I am also listening to the opposition's demands, especially from the Third Way - stated Mariusz Błaszczak in the program "Signals of the Day" on PR1.

07:45

Błaszczak:

There's a custom we uphold, that the person nominated by the winning parliamentary grouping undertakes the mission to form a government

- There is a custom that we uphold, related to the fact that the person nominated by the winning parliamentary grouping undertakes the mission to form a government. President Duda nominated Mateusz Morawiecki and such a mission has been undertaken. This is all embedded in democratic tradition, and I know there are those who have democracy written on their banners, but in reality are anti-democratic, but we don't pay attention to that. We are demonstrating a very good initiative – stated Mariusz Błaszczak on the program “Sygnały dnia” on PR1.

07:54

Grabiec:

This is a cabaret troupe, Morawiecki presented a government to the president that has no chance of gaining support

- It's difficult to call it a government because it's essentially a bit of a cabaret troupe pretending to be a government. We are dealing with a situation where Prime Minister Morawiecki has presented a government to the President that has no chance of gaining support. Therefore, this is a purely PR move, purely technical, it has nothing to do with governing the country – stated Jan Grabiec on RMF24.

- There are officials associated with PiS who have appeared in ministries in recent years, and today they have received the pleasure of appearing in the Presidential Palace, and soon they will receive severance pay amounting to 17,000 zlotys – he added.

07:54

Grabiec:

We are ready to take responsibility. We still need to agree on an action plan for the first days and weeks.

- The ministries are a technical matter, but above all, we have agreed on the hierarchy of actions for the first days and weeks, because that is the most important thing, to have an action plan. Regarding this personnel matter, we are ready to take responsibility – said Jan Grabiec on RMF24.

07:55

Grabiec on COVID-19 Pandemic Irregularities: 'This Warrants a Parliamentary Inquiry'

- Certainly, [the issues of the pandemic] should be explained publicly, because there was enormous waste at that time and, I believe, actions taken in bad faith. It's not just about incompetent, irresponsible people in positions, but also about an attempt to exploit the pandemic to siphon public funds. I think this warrants a parliamentary inquiry – stated Jan Grabiec on RMF24.

08:06

Müller Gives Deadline for Morawiecki's Policy Statement

- It will likely be within that final two-week period stemming from the constitution, when the Prime Minister will present his policy statement, so that is the Monday two weeks from now. Probably [December 11th], but we'll see. This is also to be decided in conversation with Marshal Hołownia, who I hope will meet with the Prime Minister, at least to discuss the bills that the government has presented and will present within the next two weeks - stated Piotr Müller in an interview with Grzegorz Kępka on the program “Graffiti” on Polsat News.

- We want to prepare several bills within these two weeks that stem from the ten-point plan for Polish affairs that the Prime Minister presented - he added.

08:16

Czarzasty on Morawiecki's Government Swearing-in: The Event Was Invalid, a Waste of Time

- The event was invalid, therefore it was a shame, I apologize for saying this, because I wouldn't want it to sound arrogant - a waste of time. Incidentally, at one point I watched some report on television. Ladies and gentlemen, the president approaching this whole matter with such a very serious tone, saying that during these two weeks this government should rethink its concept of cooperation with the EU, with Ukraine, the issues of climate warming. It really makes an impression, because I'm wondering what words to use, It's truly laughable - stated Włodzimierz Czarzasty in "Rozmowa Piaseckiego" on TVN24.

08:34

Czarzasty:

The Government Cannot Be Dismissed Now, I Spoke with Constitutional Law Experts

- I am not aware of such plans [political plans to shorten Prime Minister Morawiecki's government's term]. We did not put this matter to the coalition. There is a concept, it suddenly appeared, to give this government, at this moment, a constructive vote of no confidence. But you recall, don't you, how the entire democratic side rightly mocked President Duda for pardoning a man who had not been convicted. I am referring to Mr. Kamiński. At this moment, this government should either receive or not receive a vote of confidence. Once it has that vote, it can then be dismissed - stated Włodzimierz Czarzasty in the "Piasecki's Conversation" on TVN24.

- I am certain of this [that the government cannot be dismissed now] because I spoke yesterday with prominent constitutional law experts, professors from the University of Warsaw, where I come from, and they told me no - he continued.

08:38

Müller Announces Gajadhur's Meeting with Carrier Organizations

- As far as I know, Minister Gajadhur probably has a meeting with carrier organizations tomorrow. I spoke with him about this yesterday, and he indicated that he has a meeting today or tomorrow with carrier organizations, among other topics, on this matter - stated Piotr Müller on Polsat News.

08:40

Müller on the Head of the Ministry of National Defence: We decided there would be no changes due to the highly sensitive nature of this ministry

- Ultimately, we, Prime Minister Błaszczak, Prime Minister Morawiecki, decided that there would be no changes in this particular position because it is a very sensitive ministry during this difficult time, and that's simply the decision that was made - stated Piotr Müller on Polsat News.

08:41

Müller:

Ozdoba Will Complete Tasks Previously Handled by Wójcik

- Minister Ozdoba will complete the tasks that Minister Wójcik had, including those concerning family matters and intervention topics that are still at the Prime Minister's Chancellery, as he dealt with these issues - stated Piotr Müller on Polsat News.

08:43

Czarzasty on the New Government: "A Quarter of the Press Information Appearing Is Not True"

- I value my partners for sticking to our agreement not to speak. Prime Minister Tusk will present it, and I believe that's how it should be. I can tell you that a quarter of the press information that is appearing is not true - stated Włodzimierz Czarzasty during "Rozmowa Piaseckiego" on TVN24.

08:46

Kidawa-Błońska:

This Government is Pretend, and These Women are Pretend There
- If this were a real government, if this were for real, I would congratulate the Prime Minister on such determination from the Law and Justice party that there are so many women in this government. But this government is pretend, and these women are pretend there, and I really looked at it with regret how women were involved in such a spectacle that will turn out to be a flop. [...] If they had a chance to realize themselves and have a chance to make decisions, I wouldn't judge them; maybe they would be good people. But this government will not last [...] it's only 12 days - said Małgorzata Kidawa-Błońska in a conversation with Bogdan Rymanowski on the program "Gość Radia ZET".

08:50

Czarzasty:

I'm Probably Not in Favor of Establishing Three More Urgent Investigative Committees

- With full respect for Barbara Nowacka, with whom I have the pleasure of sitting in the Sejm, I am probably not in favor of establishing three more [investigative] committees on an urgent basis. The time will come, because everything needs to be accounted for, but first let's deal with these three matters - stated Włodzimierz Czarzasty in the "Piasecki Interview" on TVN24.

08:54

Kidawa-Błońska on Government Swearing-In Ceremony: "Kaczyński Said He Created This Government, So Perhaps He Was Also Ashamed to Be There"
- I treat the affairs of our country, the state, very seriously, and I truly wish, even out of respect for the office of the President, that the President would treat citizens seriously. [...] My [absence from the swearing-in of the new government] was conscious, completely conscious - said Małgorzata Kidawa-Błońska on Radio ZET.

- I wonder why Mr. Minister [Przydacz] didn't ask where President Kaczyński, who is the creator of this government, was, why he wasn't there. He said he created this government, he is the father of this whole [government], so perhaps he was also ashamed to be there - she continued.

09:02

Kidawa-Błońska on Miller's Proposal: I Prefer Simpler Solutions That Don't Raise Doubts
- I would like us to stick to all the procedures that are in place, not to look for any experiments. I would like to be sure that everything we do goes according to plan and that there will be a new government in two weeks - said Małgorzata Kidawa-Błońska on Radio ZET, referring to Leszek Miller's proposal to shorten the functioning of the new government by submitting a vote of no confidence and naming Donald Tusk as the new Prime Minister. - Yes [it's better to wait two weeks] and be sure that no one will be able to accuse us of anything. [...] The move proposed by Miller is consistent with the Constitution, but I prefer simpler solutions that do not raise doubts - she continued.

09:05

Kidawa-Błońska:

Public Media in Poland Will Be Public in a Few Weeks, and Any Negative Change Can Be Reversed
- Regardless of what else they come up with in these next two weeks, public media in Poland will be public in a few weeks, and any negative change can be reversed [...] I am certain of that, every bad change can be altered, perhaps it sometimes takes a bit more time, but it's not the case that it's set in stone and nothing can be done about it. So, everyone who is celebrating and saying 'we've got it,' should reconsider, because they don't have it, and these changes will happen - said Małgorzata Kidawa-Błońska on Radio ZET.

09:11

Kidawa-Błońska:

Senate Will Not Accept Pęk's Candidacy for Deputy Marshal
- No, the Senate will not accept this candidacy [of Marek Pęk for Deputy Marshal] and I wanted to explain: the fact that every club has the right to have its representative in the Senate presidium is very important, because then the work of the Senate is better organized, but it does not mean that a club chooses someone, and the Senate must approve it. This is the right of choice. Being a Deputy Marshal or Marshal of the Senate means a person who must respond to and cooperate with the entire Senate, with everyone, regardless of their party affiliation. And Marshal Pęk evaluated representatives of the Civic Coalition in a very undignified way, he was punished by the Ethics Committee, and a Deputy Marshal and Marshal cannot have such a blemish - said Małgorzata Kidawa-Błońska on Radio ZET.

10:00

Morawiecki:

It Appears the Parliamentary 'Freezer' in Hołownia's Cabinet is Doing Quite Well and Still Operates

- It appears that the parliamentary 'freezer' in Szymon Hołownia's cabinet is doing quite well and is still operational. Key legislative projects for the wallets of Polish families - concerning electricity prices, food, and credit holidays - are still awaiting a vote. We must act now! - wrote Prime Minister Mateusz Morawiecki on Twitter.

- Mr. Speaker - for the umpteenth time, I request a private conversation and greater responsibility. Let's focus on matters most important to Poles - not on putting on a show - emphasized the head of government.

10:09

Błaszczak:

The 'Freezer' in Hołownia's Office is Active and Plugged In
- There was supposed to be no 'freezer' in the Polish Sejm, yet three very important projects for the financial security of Polish families are stuck in the 'freezer'. The first project concerns a zero VAT rate on food. [...] We presented a draft law on this matter, not a regulation, but a law, so that the mandate to enact such a law would resonate more strongly [...] this draft law is stuck in Marshal Hołownia's 'freezer' - said Mariusz Błaszczak at a press conference. - The second project concerned [...] credit holidays. In this case, Marshal Hołownia assigned a print number, sent this project to the Public Finance Committee, but the Public Finance Committee did not deal with the matter. And the third project concerns freezing energy prices. [...] Once again, I have written to Marshal Hołownia asking for these three projects to be put on the Sejm's agenda. I do not hear a positive response, so I am saying it directly [...] the 'freezer' in Marshal Hołownia's office is active, it is plugged in - he continued. - One more important matter concerning the draft resolution on sovereignty, that is, a resolution submitted by the Law and Justice parliamentary club regarding the Polish Sejm's objection to changes in EU treaties. This project was referred by the Marshal to the Committee on the European Union, and the Committee on the European Union did not deal with this project - he added.

10:11

Błaszczak:

Hołownia's Remarks About Popcorn, Buttons, and Liking Are Inappropriate
- Marshal Hołownia, one could say that the Marshal should be encouraged to be brave and to maintain more seriousness when presiding over the Sejm debates. The Parliament of the Republic of Poland is not a place that provides entertainment, therefore Marshal Hołownia's remarks about popcorn, about those buttons, about liking are inappropriate; this is not what the work of the Parliament of the Republic of Poland is about. The Sejm enacts laws binding in Poland, the Sejm selects authorities, therefore seriousness, Mr. Marshal, and courage - said Mariusz Błaszczak at a press conference.

10:17

Błaszczak:

Parliamentary Inquiry Committees are a Hoax
- We assess that parliamentary inquiry committees are a hoax. This is revenge as presented by the 'eight-star coalition,' we hope that the Third Way will remain true to what it said during the election campaign and that it won't be Donald Tusk, but rather the genuine Third Way - said Mariusz Błaszczak at a press conference.

10:22

Błaszczak:

In the previous term, the opposition had 10 committee chairs; today, PiS has only 5. This is a violation of democratic principles.
- In the previous term, the then-opposition had 10 parliamentary committee chairs. Today, Law and Justice has only 5, despite being the largest parliamentary club. I want to strongly emphasize this: it is a violation of democratic principles. It was supposed to be different, but we are witnessing a dictate from a manufactured parliamentary majority. I remind you that in 2015, when Civic Platform moved to the opposition, Grzegorz Schetyna became the chairman of the prestigious parliamentary committee, the Foreign Affairs Committee [...] - Mariusz Błaszczak said at a press conference.

- Mathematics indicates that out of 11 committee members [...] the Law and Justice parliamentary club should have 5 representatives - he continued.

10:28

Błaszczak on Horná-Cieślak's Candidacy for Children's Ombudsman: We Are Against It
- We are against this candidacy [of Monika Horná-Cieślak for the position of Children's Ombudsman], but our representative will explain why. It is important to us that children are not subjected to ideological pressure, and from the candidate's statements, including yesterday's statement, it directly results that she is open to such ideological pressure, I mean here Rainbow Fridays - said Mariusz Błaszczak at a press conference.

11:15

Sawicki:

A Clear Message to Ukraine – Enough Border Corruption. Either You End Discrimination Against Polish Transport, or We Will Block Your EU Membership
- We need to clearly tell the Ukrainian side – enough with corruption at the border. If you cannot deal with corruption, then the new government should not agree to any liberalization and no opening for Ukraine. Aid only in the scope of war and supplies, but no other cooperation, because Ukraine must understand after 32 years of its statehood that an oligarchic and corrupt system will not be tolerated in Europe and in Poland - said Marek Sawicki in an interview with Jacek Prusinowski on Radio Plus's “Sedno Sprawy” (The Core of the Matter). - It cannot be that some electronic system for releasing Polish cars and trucks from Ukraine has been created, in which those who are in corporations pay 200 dollars for passage, while those who are outside corporations have to pay 600 dollars to get through without a queue - he continued. - Either they abolish this system – and this needs to be said clearly, I will encourage Prime Minister Tusk to do so as well. Or they clearly tell the Prime Minister of Ukraine and President Zelensky that corruption at the border is over, and we have the right to free transport, just like you, just like us. Ukrainians on the Polish side, due to the low throughput of border crossings, waited 2 days, and we waited 12 days on the Ukrainian side. This cannot be the case, Ukraine cannot block our carriers with a corrupt system - the MP from PSL continued. - I believe that here [the new government] should very sharply and decisively tell the Ukrainians: either you stop discriminating against Polish transport, or we will block your membership in the European Union - he declared.

11:31

Sawicki:

We Gave Our Word Through the Coalition Agreement and Expressing Intent to Support Tusk's Government. Anyone Who Backs Out of This Word Loses Credibility
- There's no point in talking [with PiS], because we've already made an agreement. In life, and also in politics, a given word counts, and that word was given through the coalition agreement and through expressing the intention to support Donald Tusk's government. Anyone who were to back out of this word now would simply lose credibility - said Marek Sawicki in "Sedno sprawy" on Radio Plus.

11:39

Hołownia on Sejm Sessions: "We'll Be Working into the Evening Today. Adding Another Day of Session is Possible"
- Today is a busy day. We will try to do everything to avoid late-night Sejm sessions this term. We'll be working into the evening today, there's probably no way around it, and this is because it's the beginning of the term. Coordinating the timelines for the establishment of individual committees with the plenary session dates was very difficult, and we have a lot of work to do - said Szymon Hołownia at a press conference.

- We will try [...] to do everything, primarily with the Sejm staff in mind, not the MPs, because they will manage, to possibly add another day of session if it looks like we won't finish within normal daytime hours the day before - he continued.

11:49

Hołownia:

Zero VAT, credit holidays, freezing electricity prices – there was time for all of it. But someone decided the Sejm wouldn't work for 2.5 months
- We are in a situation where today all of us, Polish women and men, are bearing the consequences of the fact that the Sejm was effectively closed for almost a quarter, for almost 3 months. The last session of the Sejm of the previous term ended on August 30th. Subsequently, the President kept the new Sejm convened for as long as possible, without meeting until mid-November. This means 2.5 months without legislative proceedings on laws important for Poles - said Szymon Hołownia at a press conference. - Today, club-written draft laws are suddenly appearing concerning zero VAT on food. Regarding mining, a very important draft law was submitted to me last night, at the last moment, before the Sejm session. It needs to be adopted […]. Credit holidays, freezing electricity prices – there was time for all of this, ladies and gentlemen. But someone decided that the Sejm, I repeat, would not work for 2.5 months at a critical time of the year, when laws that must come into effect from January need to be adopted - he continued.

11:55

Hołownia:

I sent a letter to the Prime Minister inviting him to tomorrow's session to provide information on the Polish-Ukrainian border crisis
- A request from Konfederacja also arrived today through the Presidium to invite the Prime Minister to the Sejm to provide information to the high chamber regarding the escalating crisis on the Polish-Ukrainian border. There is a dramatic situation for the transport industry. I have considered this request and sent a letter to the Prime Minister today, inviting him tomorrow at 3:00 PM to the plenary session to inform the chamber about this situation - said Szymon Hołownia at a press conference.

To take advantage of the promotion and receive PLN 200 in starting pocket money on the child's account, simply meet a few conditions, depending on the child's age on the account opening date:

  • children aged 6-12 – open products included in the PeoPay KIDS Package (Konto Przekorzystne, Mój Skarb savings account, Mastercard PeoPay KIDS card, and the PeoPay KIDS app) and sign up the child for the promotion. New Game-Themed Backgrounds in the PeoPay KIDS App Pekao continues to develop the PeoPay KIDS mobile app and adapt it to the needs of children aged 6-12. Young users now have even greater possibilities to personalize their app – changing the background, icon, and financial coach. The bank has decided to expand the series of backgrounds in the PeoPay KIDS app to include those with gaming themes. The new backgrounds featuring games are not a coincidence. Pekao wants to support the passions of children and teenagers. The ability to personalize banking products is appealing to children, and they use it readily – 40% of children change their app background to one they've chosen, with the vast majority, as many as 80%, opting for gaming themes. They are even more eager to make their own choices with payment cards – as many as 75% of issued cards are selected with a special design, and only 25% of children use the six basic options. New Seasons in the Game within the PeoPay KIDS App The latest update to the PeoPay KIDS mobile app has brought changes not only in terms of gaming-themed backgrounds but also new seasons in the educational game for children. The game introduces the youngest to the world of finance in an engaging and attractive way. To access the new features, existing PeoPay KIDS app users only need to update their application. Benefits for the Child The PeoPay KIDS mobile app, Konto Przekorzystne, Mój Skarb savings account, and Mastercard PeoPay KIDS card, which together form the PeoPay KIDS Package, are banking products made available to children by Bank Pekao in 2020. Children readily save in virtual piggy banks and use their accounts in the banking app – they have logged in nearly 15 million times. By offering attractive financial education solutions for children, Pekao encourages parents to open an account for their child as early as possible. Independent management of their own funds in practice, with parental control, provides the younger generation with secure access to money, teaching them how to manage their own budget and use modern technologies. The bank also aims to teach children to save, which is why it has prepared an attractive promotion for them. Benefits for Parents Thanks to the PeoPay KIDS Package, not only the youngest but also adults benefit. They receive tools and support in educating their children financially, and they can also benefit from additional bonuses themselves. A parent who opens an account and a card with a gaming design for their child can receive 8,000 points in the Bezcenne Chwile program, equivalent to a reward worth PLN 100. For a parent to receive the reward, they simply need to meet two simple conditions by January 15, 2024. The first condition depends on the child's age:
  • parents open the PeoPay KIDS Package for a child aged 6-12, which includes Konto Przekorzystne, Mój Skarb savings account, a Mastercard PeoPay KIDS card with a gaming design, and the PeoPay KIDS app;
  • parents open Konto Przekorzystne and a Mastercard Debit FX debit card with a gaming or music design for a teenager aged 13-17.
The second condition is that the parent, within 30 days of signing the agreement, must make at least 5 payments using their Mastercard linked to the Bezcenne Chwile program. The functionality and innovation of PeoPay KIDS are recognized by financial market experts, as evidenced by numerous awards. The app has received, among others, an award from EFMA – an international non-profit organization uniting experts from the banking and insurance sectors, and the title of best implementation in the digital banking services sector, awarded by the Chamber of Electronic Economy. Konto Przekorzystne and Konto Przekorzystne for children were also recognized in 2023 as the best accounts in Poland within the Złoty Bankier ranking. The favorable pricing conditions and the wide range of additional services, also available in the banking applications, were appreciated. Details of the offer for children are available on the websites: PARTNERSHIP CONTENT

Hołownia:

Parliament to Convene on December 20th and 21st for Budgetary Works
- Next week, we will definitely be proceeding on Wednesday and Thursday, possibly on Friday, if we don't manage to conclude some points that come in the meantime. Later, Parliament will convene on the 11th and 12th [of December] for the exposé, as I understand it, of Prime Minister Morawiecki. I invited him yesterday, right after his appointment, to Parliament for a conversation about the exposé. I understand he will respond positively to this invitation, and that this week we will have an opportunity to discuss it – said Szymon Hołownia at a press conference. - In connection with the work on the budget bill, Parliament will likely convene on December 20th and 21st. […] Between the holidays, parliamentary committees will most likely be working; there probably won't be a plenary session, as it looks today, although reality is dynamic – he announced.

12:02

Hołownia:

I hope we can form at least one of the inquiry commissions by the end of the year

- We started earlier because we know this process will be long. Appointing an inquiry commission is a complicated matter. The resolution needs to be read the first time, then the second time, along the way there will likely be many motions, questions, and then there will be a complex process of selecting candidates for these commissions, to whom objections can be raised, so it will certainly take some more time. I hope that by the end of the year we will be able to form at least one of these commissions, but for that to happen, we had to start this process with three, as of today - stated Szymon Hołownia at a press conference.

12:11

Hołownia:

Parity in investigative committees – we are not at that stage yet

- Parity in investigative committees – we are not at that stage yet. Parity is something that stems from the decision of the Sejm Presidium. Today, we are at the stage of adopting resolutions to establish these committees. Once these resolutions are adopted, we will determine parity and set deadlines for candidate nominations – stated Szymon Hołownia at a press conference.

12:20

Hołownia to Błaszczak: 'Where Were You for 2.5 Months?' Speaker Questions Delayed Legislation

- Regarding Minister Mariusz Błaszczak's appeal, I highly value the minister, I value his sense of responsibility for the state, and at the earliest opportunity, I will ask him one simple question. Why did you not submit all these important projects, needed by Poles, to the Sejm between August 30th and November 15th, when they could have been dealt with? - stated Szymon Hołownia at a press conference.

- Now you come to the Marshal of the Sejm and say 'immediately, 24 hours, 48 hours, overnight'. Where were you for 2.5 months, Mr. Błaszczak? That is a question to which I would like an answer today - he added.

12:26

Hołownia on Morawiecki's Government Swearing-in: An Act That Defies Civilized Standards of Democracy, Power Transfer, and Political Culture
- Regarding my presence there [at the Presidential Palace during the swearing-in of Mateusz Morawiecki's government], I can say briefly, decisively, and brutally: I like theatre, but I don't always like the repertoire. I have the impression that what happened yesterday at the Presidential Palace – and I'm probably not the only one with this impression – is something that should not have happened in the Republic of Poland – said Szymon Hołownia at a press conference. - The voters very clearly and legibly indicated on October 15th who should govern Poland. First, a month of delaying the Sejm, then another month of simulating the formation of a government from a defeated majority. I don't like it. I see from the Sejm level how much time we are wasting – he continued. - Today we are in a situation where certain things need to be caught up on, and they are forming a government for 2 weeks. A government that will actually do nothing in Poland. Because in two weeks there will be a new government, and this government will leave with severance pay, and that will be the extent of its governing. For me, this is an act that defies civilized standards of democracy, power transfer, and political culture. Someone simply doesn't know how to lose. Formally, everything is in order, the president had the right to behave this way […], however, I, and not only I, have the right to judge. I believe this action is detrimental to the Republic of Poland – he added.

Morawiecki to Hołownia: I would sincerely wish for this chamber to work very hard on very serious matters
- Mr. Speaker, in a somewhat joking, jesting manner, he suggested that Poles buy popcorn and watch the Sejm session. Mr. Speaker, I would sincerely wish for this chamber to work very hard on very serious matters, rather than on substitute topics, or to establish some investigative committees, or simultaneously on topics that indicate that the representation of the largest parliamentary group in this term's Sejm is decidedly underrepresented, underestimated in parliamentary committees. This also offends the rules of democracy - stated Mateusz Morawiecki in the Sejm.

12:28

Morawiecki on Abolishing the 'Parliamentary Freezer': Mr. Speaker, There's No Time to Wait, Please Fulfill Your Promises
- Mr. Speaker, were these words about getting rid of the freezer just empty promises, or will they be followed by diligent, factual, serious, and real work on the bills that we have submitted to the esteemed chamber for processing? Mr. Speaker, there is no time to wait, a word has been spoken [...] please fulfill your promises - said Mateusz Morawiecki during a Sejm session.

12:40

Gawkowski to Morawiecki: Perhaps you could come here and present the interim government's exposé, as it will rule for 2 weeks

- Prime Minister Morawiecki, you are in good form today. You are lying as always. The perspective of what Minister Buda spoke about here is also not clear to everyone. For years, you spoke about the freezer not working, but for 1000 days, you froze EU funds. You are a political formation that hinders governance, and you, Prime Minister, delivered an exposé. Instead of such a short exposé, perhaps you could come here and present the interim government's exposé, because it will rule for 2 weeks, but the shame is that you cannot say, even though you are sitting together, what you want to do - stated Krzysztof Gawkowski in the Sejm.

12:42

Hołownia to Morawiecki: Regarding 0% VAT on Food, I Notice Some Inconsistency – You Did Not Include It in the Budget Submitted to the Sejm
- Regarding 0% VAT on food, I notice some inconsistency. You did not include it in the budget that was submitted to the high chamber. However, today this project, which has arrived – and it has arrived, I admit, in the Sejm – I immediately sent it for consultation. It is burdened with formal defects. We were obliged by these analyses to send it back to the applicants with a request for supplementation, and this is currently happening – stated Szymon Hołownia in the Sejm. - Laws concerning electricity prices – I am pleased with the Prime Minister's faith that the effectiveness of the government appointed yesterday will be great. However, I am also a political realist. I would very much like it if, in view of the political announcements that were made regarding the electricity price law, which will affect the decisions of the next government, to consider and process two projects – the one you submitted and the one submitted today by the representatives of the parliamentary majority. These projects will be processed in committee in the first reading from today – he continued.

12:48

Hołownia to Morawiecki: I've invited you to the Sejm tomorrow, and also for a discussion on the exposé. It will be a forum to exchange remarks.
- Mr. Prime Minister, we will proceed with it, just amend it [the draft bill on 0% VAT on food]. I am speaking very clearly and explicitly that it is under analysis. Thank you, Mr. Prime Minister, for your concern. Concern in politics is a rare commodity, and you are very concerned about me, and that's also good... But please don't shout when we are exchanging pleasantries with the Chairman of the Council of Ministers [to the MPs - ed.]. I am very happy that we are having such a good conversation - stated Szymon Hołownia in the Sejm. - You know that I have invited you to the Sejm tomorrow, at 3:00 PM, on the important matter for which the agenda was supplemented, namely the protests at the Ukrainian border. Then there will be an opportunity to meet. I have also invited you for a discussion as a sworn-in Prime Minister regarding the exposé, and I believe it will take place this week. It will be a forum to exchange remarks - stated Szymon Hołownia in the Sejm.

Horna-Cieślak Appointed Children's Ombudsman by the Sejm

In the vote on the candidacy of Monika Horna-Cieślak for the position of Children's Ombudsman, 444 Members of Parliament participated. 246 voted in favor, 195 against, and three abstained. The Sejm, by an absolute majority of votes, appointed Monika Horna-Cieślak to the aforementioned position.

Citizens' Bill on In Vitro Sent to Committee. Division within PiS Caucus. Kaczyński and Morawiecki Against Rejection

The Sejm has sent a citizens' bill proposing in vitro fertilization (IVF) reimbursement to the Health Committee. The parliamentary majority voted in unison against rejecting it, with the greatest division occurring within the Law and Justice (PiS) caucus.

76 PiS MPs supported the rejection of the proposal in the first reading, while 56 MPs voted against it, 43 abstained, and 16 did not vote.

PiS leaders, including Jarosław Kaczyński and Mateusz Morawiecki, voted against the rejection. Antoni Macierewicz, Piotr Müller, Małgorzata Wassermann, Marek Suski, and Janusz Cieszyński also voted against the rejection.

Among those within the PiS caucus who were in favour of rejection were Marcin Horała, Marlena Maląg, Paweł Szefernaker, Ryszard Terlecki, and Elżbieta Witek. Those who abstained included Paweł Szrot, Sebastian Kaleta, and Kacper Płażyński.

14:32

Tusk on PiS: It rather evoked sympathy, because everyone knows what game they are participating in and they had to pretend collectively

- It's not an easy situation for those participating in such undertakings. Well, they were a bit pathetic, I'm serious. It rather evoked sympathy, because everyone knows what game they are participating in and they had to pretend collectively. It certainly wasn't a pleasant task, but they have such a costly plan for all Poles. Hard luck, we'll have to observe this for a few more days - stated Donald Tusk at a press briefing.

14:35

Tusk:

We are Ready in Every Detail to Present the Government's Composition, Not Just Ministers, Its Program, and the First 100 Days' Outlook
I am ready today, and I have spoken with Marshal Hołownia. We are truly ready in every single detail at this moment to present both the government's composition, and not just at the ministerial level, but also below, the government's program, the first 100 days, the outlook for the first hundred days. We just have to calmly and without nerves continue to wait until the mission of the new government and the old Prime Minister Morawiecki is fulfilled. I'm keeping my fingers crossed that he completes this mission as quickly as possible – stated Donald Tusk at a press briefing in the Sejm.

14:42

Tusk:

We Will Apply the Law Precisely and Ruthlessly Against Those Abusing Rights

- We receive signals every day that someone has once again pocketed a certain amount of money by virtue of having time left, or has appointed someone to some positions. It is very important to me that the new government adheres to the highest possible legal standards. We will apply the law with extreme precision, but I would also say ruthlessly, against those who abuse rights, because in reality, what is in line with formal procedures is not always in line with decency, democratic standards, or common human sense - stated Donald Tusk at a press briefing.

14:43

Tusk:

We have a briefing this afternoon regarding carriers and the protest at the Ukrainian border anyway. If they're pretending they've formed another government, they could pretend they're doing something.

- Not in two weeks, I have a meeting with experts and those politicians who will be dealing with these issues today. So, this afternoon we have a briefing regarding the carriers and the protest at the Ukrainian border anyway. This is, by the way, something unprecedented. If they are pretending they have formed another government, they could at least pretend they are dealing with real problems. I am truly in shock that this inaction over the last two weeks is essentially unforgivable. Because in this way, we are endangering Polish-Ukrainian relations, and not safeguarding Polish interests – Donald Tusk said at a press briefing in the Sejm.

14:57

Tusk:

The Decision on Treaty Changes Rests with Poland. I am Skeptical and Will Voice This in Brussels.

- The decision on whether treaties will be changed, and in what direction those changes will go, will be in our Polish hands, just as it is for every other EU member state. In Poland, a significant majority of the political scene is very cautious and skeptical about this treaty change. I am among those skeptics, and I have warned and will continue to warn, if we are sworn in, that now is the time for a very ambitious European policy, but not necessarily one involving treaty changes as suggested in the European Parliament's work - stated Donald Tusk at a press briefing in the Sejm.

Sejm Discusses Investigative Committees. Konwiński: For the Past Few Decades, PiS and the SB Tapped Opposition

- This is a committee on wiretapping, on tapping the opposition. For the past few decades, PiS and the SB have been tapping the opposition. This is the conclusion of recent years – stated Zbigniew Konwiński in the Sejm.

15:35

Konwiński:

For the past few years, we've heard from our voters – you must hold them accountable. That's why we are obligated to our voters.

- For the past few years, we've heard from our voters: you must hold them accountable. That's why we are obligated to our voters. Today, we are commencing the process of establishing the first investigative committees, and in Poland, we are also beginning the restoration of true law and true justice – stated Zbigniew Konwiński in the Sejm.

16:05

We Will Vote for the Resolution on the Investigative Committee Regarding Envelope Elections. Czarnek Sets Conditions
- The Act on the Parliamentary Investigative Committee [...] stipulates that the committee shall comprise up to 11 members, with all parliamentary clubs being represented proportionally to their numbers in the Sejm. Therefore, we will submit candidacies for four of our members to every committee, including this one, and we must have four members on this committee if it is to be, of course, in accordance with the law - stated Przemysław Czarnek during a Sejm session. - If it is in accordance with the law, then we will indeed vote for the adoption of this resolution, for the establishment of this investigative committee regarding the envelope elections, because it is in our interest and in the interest of society to hear live on television how much you wanted to torpedo the functioning of the Polish state during such a terribly difficult time as the beginning of the coronavirus pandemic. We will prove this to you, but only on the condition that this committee operates in accordance with the law and on the condition that you adhere to the provisions of the Act on the Parliamentary Investigative Committee. I doubt it, but I would like to be mistaken - he continued.

16:37

Tomczyk to PiS MPs in the Sejm: Money and Impunity Should Be Your Election Slogan
- Money and impunity should be your election slogan. Because in reality, it's all about money in your governments, or about impunity. Today, there are almost no PiS MPs in this chamber. Morawiecki fled along with Sasin, but when it came to deciding on postal elections, it took exactly 113 minutes to pass the necessary law, which ultimately did not come into force – stated Cezary Tomczyk during a Sejm session.

16:41

Tomczyk:

Today We Tackle Envelope Elections and We Will Do It Very Well
- Today we are taking on the envelope elections and we will do it very well. In the name of what the true Prime Minister Donald Tusk spoke about, presenting his program, saying that first victory, then settling accounts with evil, then redress, and then reconciliation – said Cezary Tomczyk at the Sejm session. - Four people, four men. Mr. Kaczyński, Morawiecki, Sasin, and Kamiński. They wanted to conduct illegal presidential elections in Poland. They failed, but 70 million zlotys were irrevocably wasted. For the first time in history, presidential elections did not take place. You think this is a joke, that an investigative committee is not needed for this, soon you will see that it is completely different – he continued.

17:11

Scheuring-Wielgus on Envelope Elections: Sasin, Morawiecki, Kamiński, and Dworczyk Disposed of Over 70 Million Zlotys
- 76,507,400 zlotys – that's how much the envelope elections of Jacek Sasin cost, according to the Supreme Audit Office. The NIK report, commissioned by Krzysztof Śmiszek, leaves nothing but criticism for these would-be elections. The financial aspect is one side of the coin called 'envelope elections', and of course, this aspect is very significant, because it can be clearly stated that Jacek Sasin, Mateusz Morawiecki, Mariusz Kamiński, and Michał Dworczyk burned through, or rather disposed of, over 70 million Polish zlotys – stated Joanna Scheuring-Wielgus in the Sejm.

- For these 70 million, you could have, for instance, bought 4 million meals for children and youth at school, or purchased 1,000 respirators, which were desperately needed at that time. But let's be direct – Law and Justice has never cared about democracy, voting, or the health of Poles. It was solely about pushing Andrzej Duda through to another term as quickly as possible, without ceremony, preferably in the first round, amidst the COVID-induced chaos. The same Andrzej who danced to your tune for his entire first term – she added.

- Why are we doing this? Because you are asking this question. Honourable sirs, the answer is very, very simple: so that no one gets away scot-free. If there was fault, there must be punishment, so that subsequent ministers and subsequent officials know that the state is not a private farm – she continued.

- In a state, there are simply limits to everything. There are limits of the law and limits of decency. In our opinion, Morawiecki, Sasin, Kamiński, and Dworczyk have crossed both. Perhaps it is a larger group of people. If the investigation committee, and later an independent court, share this view, then these gentlemen and others will also be punished – she continued.

18:23

Sejm on the Pegasus Investigative Committee. Kropiwnicki: Abuse of operational control is one of PiS's greatest villainies
- Abuses of power are always very dangerous for citizens. But the abuse of operational measures is particularly important. This must be explained very thoroughly because it is a matter of state security, of all of us. [...] It is very important that, within the framework of the oversight function, what the authorities wanted to hide in recent years sees the light of day - and undoubtedly the authorities wanted to hide the fact that they were eavesdropping on citizens, rummaging through their phones - said Robert Kropiwnicki in the Sejm. - The abuse of operational control is one of your greatest villainies. The committee must expose all these PiS villainies. [...] Peeking into people's private lives, into their homes, distorting their SMS messages, what you did to MP Brejza - that is precisely ordinary villainy, and you should be ashamed of it. [...] Children suffered, his wife suffered, you wanted to crush the whole family just because he was the campaign manager of the largest opposition party. This is something that cannot be left unaddressed - he continued. - Who made the decisions to use Pegasus against specific individuals? [...] Who knew about this device and how was it used? But in the end, one must also ask: who passed information from specific operational activities to the media? - he continued.

19:00

Brejza:

Pegasus is a bag of crimes at multiple levels, and the commission will reveal it, point by point
- This morning I had one of the Pegasus cases in court in Bydgoszcz, where I was questioning a personal source of information for the services regarding my case. And who was this 'informant,' ladies and gentlemen? It was an associate of the governor from PiS, my opponent in the parliamentary elections. That's how it was put together. Who was the agent who participated in the Pegasus operation? She was the wife of a PiS councilor from near Inowrocław. This is a bag of crimes at multiple levels, and the commission will reveal it, point by point – stated Krzysztof Brejza in the Sejm. - This commission, in addition to restoring the meaning to the words 'law' and 'justice,' we in this chamber will restore the meaning, the value, to the words 'law' and 'justice,' but the commission will also send a signal on how to protect citizens so that such immoral, fabricated, wicked actions are not undertaken against Polish citizens in the future – he added.

19:25

Mentzen on Pegasus: How Does This Differ from What the SB Did in the Polish People's Republic? Konfederacja Supports the Motion for a Investigative Committee
- Pegasus was created to track down perpetrators of the most serious crimes. […] Meanwhile, it turns out that Poland is an incredibly calm and safe country, where there are no dangerous thugs, no organized crime, […] nothing bad is happening, and the bored services […] started surveilling opposition politicians. What must be in your head to consider Krzysztof Brejza, Michał Kołodziejczak, or Roman Giertych among the most dangerous thugs in Poland? – said Sławomir Mentzen in the Sejm. - What would happen next if, by some unfortunate coincidence, you were in power for a third term? Would we be watching interviews of opposition politicians with their psychologist or doctor on “Wiadomości”? Or perhaps you would broadcast the first-ever confession live from the confessional, because people have phones there too? How does such conduct differ from what the Security Service (SB) did in the Polish People's Republic? – he asked. - This whole affair is Poland's Watergate. […] This matter is a disgrace for the entire Law and Justice party […]. If someone involved in what happened here does not go to prison for many years, it means that as a state, we will not rid ourselves of our cardboard, paper-mâché, banana republic character anytime soon. Of course, as Konfederacja, we support the motion for an investigative committee – he concluded.

19:44

Kukiz on Pegasus Committee: Change the Resolution, and We Will Gladly Vote For It
- Since 1999, we've had maybe 10 [parliamentary investigation committees], and the overall results are that Rywin was convicted, Plichta was convicted, and that's truly very little, considering the work of these committees, and for many Poles, they were merely scapegoats, put forward by politicians implicated in scandals. The fundamental problem with investigation committees in Poland is that they are controlled by politicians, primarily to distract with spectacles from a potential lack of substance. They are also an excellent tool for political marketing, as every party official benefits from media attention and promotes themselves in the context of upcoming elections - stated Paweł Kukiz in the Sejm. - We were on the verge of creating a committee on wiretapping, which would cover the period from 2007, meaning also the scandal of wiretapping journalists, up to 2023, and I would gladly vote for such a committee. Change the resolution, add these 4 years; you previously agreed, in the last term, to this type of committee, and suddenly you changed your minds once you became the parliamentary majority. If you truly want decency, transparency, and clarity, then please, change this resolution, and then we will gladly vote for it - he added.

19:48

Gajewska:

It's not that PiS was deprived of a Deputy Marshal. We did not agree to a person who broke the law and parliamentary principles being one.

- Let me set the record straight about what you said, because it's not that PiS was deprived of a Deputy Marshal of the Sejm. We simply did not agree to a person who broke the law, parliamentary principles, and who represented certain attitudes and behaviors, being the Deputy Marshal of the Sejm. Ms. Marshal Witek - stated Aleksandra Gajewska in an interview with Bogdan Rymanowski on Polsat News' "Gość Wydarzeń" (Guest of Events).

19:54

Gajewska to Kanthak: You Will Be Held Accountable. Our Voters Asked Us About This

- There is also the issue of Pegasus. As I was leaving, a debate was still ongoing in the Sejm regarding this matter. Why did the ruling party decide to use a tool that was intended to counter the world's greatest criminals and terrorists to surveil a prosecutor who decided to initiate proceedings precisely regarding the envelope elections, a politician, and his family. Why did you do this to the state? And we want to know. This is what voters asked us, people we met on the streets. These were the most frequently asked questions. We will hold you accountable for many other scandals. We will do it, you will be held accountable - stated Aleksandra Gajewska on Polsat News' "Gość Wydarzeń" (Guest of Events).

20:56

Siewiera:

Cooperation with the Current Minister of Defence is Ongoing

- Cooperation with the current Minister of Defence is ongoing. It suffices to say that during this heated period, and it is heated in our parliament, perhaps this captures our attention to a large extent. It is also a heated period on the border of NATO's eastern flank countries with the Russian Federation. This cooperation must be ongoing and must be very practical, regardless of whether it takes place with the current or perhaps, in the future, a new Minister of Defence - stated Jacek Siewiera in the program “Gość Wiadomości” on TVP Info.

22:28

Jabłoński:

You're telling citizens Poland has a migration problem to create a smokescreen for your plans

- This might surprise you, but we will not be against the establishment of this commission, provided that the commission is thorough and substantive, that it will not be a propaganda stunt, which you are currently preparing. There is no need for you to get nervous, because this project, which has been presented, I think, quite well shows the legislative weakness, the internal contradictions of this project, which I will present shortly. It also shows the quality of your argumentation on this matter, but the issue is indeed important, because of the scale of this scandal, the scandal of your lie, the scandal of systemic deception that you are employing with the media favorable to you, against Polish citizens, to convince our citizens that it is Poland that has a migration problem, not France, Belgium, Sweden, Western European countries, but Poland – stated Paweł Jabłoński in the Sejm.

- You are telling citizens this also to create a smokescreen for your plans, because you are about to agree to the migration pact that the European Commission wants to impose on us – he added.

22:28

Joński on the Visa Scandal Inquiry Commission: This Commission is Meant to Give All Our Allies a Chance to Regain Our Credibility

- This is not about the incompetence of likeable bunglers; it's about something more. This matter concerns a deliberate, cynical operation trading our Polish security and that of our closest allies, and it depends solely on us. On an independent judiciary and on the seriousness of this chamber, or the lack thereof, listening to Minister [Jabłoński]. It depends on whether we regain credibility, Poland's image, or not. This commission is precisely meant to give all our allies a chance to regain our credibility – stated Dariusz Joński in the Sejm.

22:29

Nitras to Jabłoński: With this statement, you proved you should stand before a parliamentary inquiry committee, where there will be criminal liability for your words.

- Whatever you say here, one thing is beyond doubt, this procedure, Mr. Minister Jabłoński, looked like this: from your ministry. From the Ministry of Foreign Affairs, against Polish law, then you changed it, letters were sent. I don't know if by fax or email. Sent to Polish consulates around the world, you were to give these people visas. Someone in the Ministry of Foreign Affairs, we will clarify this, because Ziobro's prosecution office did not clarify it, took money for it. For illegally, against the law, forcing consuls, ordering consuls, who are the only ones authorized to issue visas – stated Sławomir Nitras in the Sejm.

- You can say whatever you want here [Mr. Jabłoński]. Because there is no criminal liability here. But with this statement, you proved that you should stand before a parliamentary inquiry committee, and there will be criminal liability for your words – he continued.
