Political Week Ahead: Morawiecki Government Sworn In, Sejm Debates Investigative Committees, In Vitro, RPD, and Lex Tusk, Constitutional Tribunal Ruling, Senate Session, and GDP Figures

The swearing-in of Prime Minister Morawiecki's government by President Duda and the ongoing Sejm deliberations – including the establishment of three investigative committees and the probable passage of a citizen-initiated bill on in vitro fertilization reimbursement – are the most significant political events of the coming days.

Furthermore, the Constitutional Tribunal will announce its ruling on Zbigniew Ziobro's motion concerning ECJ sanctions, the Senate will convene for a two-day session, and the Presidential Couple will participate in a meeting marking the International Day of Persons with Disabilities.

Morawiecki Government Sworn In. On Monday afternoon, the swearing-in of Mateusz Morawiecki's government will take place at the Presidential Palace. In accordance with the Constitution, the government will have two weeks from this moment to secure a majority in the Sejm.

President with Persons with Disabilities. On Monday, at the Presidential Palace, President Andrzej Duda and his wife Agata Kornhauser-Duda will attend a meeting on the occasion of the International Day of Persons with Disabilities. On Tuesday, the President will participate in the XX Congress of Rural Communes, marking the 30th anniversary of the reestablishment of the Union of Rural Communes of the Republic of Poland.

Sejm on In Vitro. The Sejm will resume its deliberations on Tuesday, continuing its first session, with a block of votes including a motion to reject in the first reading a citizen-initiated bill proposing the reimbursement of in vitro fertilization. This will be followed by committee work in the health committee, and on Wednesday, a second reading, which in practice means the proposal could be voted on in the coming week.

Sejm on Investigative Committees. Also on Tuesday, first readings of three draft resolutions to establish investigative committees will take place – concerning envelope elections, Pegasus, and the visa scandal. The debate on this matter is expected to occupy the main part of the day, scheduled to last until midnight.

Sejm on Lex Tusk and RPD. Wednesday is scheduled for the dismissal of members of the State Commission for the Investigation of Russian Influence on the Internal Security of the Republic of Poland between 2007-2022, more commonly referred to as the verification commission or lex Tusk. Earlier, there will be a first reading of another citizen-initiated project – proposing pay raises for nurses, among others.

Sejm on the Commissioner for Children's Rights. On Tuesday, during the aforementioned voting block, the election of the Commissioner for Children's Rights will also occur. The candidate nominated for this position by the Civic Coalition parliamentary club is Monika Horna-Cieślak.

Sejm on Trading Sundays. The Sejm will also consider two draft bills – one from the government and one from the Third Way – concerning amendments to the act on restricting Sunday trading. According to the PiS proposal, shops would be closed on Christmas Eve, and in exchange, an additional, albeit partial, trading Sunday would be moved to December 10th. Poland 2050, on the other hand, proposes that Sundays on which Christmas Eve falls would be subject to a trading ban, with shops instead being open on the two preceding Sundays.

Second Senate Session. On Wednesday and Thursday, the 2nd Senate session will take place. The agenda includes changes to the regulations, the appointment of standing committees, the election of chairpersons, and the selection of senators for the National Council of the Judiciary.

Constitutional Tribunal Ruling on Ziobro's Motion. Thursday is scheduled for the announcement of the Constitutional Tribunal's ruling – at the request of the Prosecutor General – on the compliance with the Constitution of EU regulations, based on which the Court of Justice of the EU imposed periodic financial penalties on Poland for ignoring rulings concerning the Turów mine and the Disciplinary Chamber of the Supreme Court.

GUS on GDP. On Thursday, the Central Statistical Office (GUS) will release the preliminary estimate of the Gross Domestic Product (GDP) for the third quarter of 2023.
