Saturday's Political Calendar: November 11th Celebrations, Civic Coalition and The Left in Warsaw, Kosiniak-Kamysz in Lesser Poland, Independence March, Kaczyński in Krakow

President Andrzej Duda, accompanied by his wife Agata Kornhauser–Duda, will participate in the celebrations of the National Independence Day. At 8:20 AM, wreaths will be laid before the monuments of the Fathers of Independence – Wincenty Witos, Ignacy Jan Paderewski, Ignacy Daszyński, Roman Dmowski, Wojciech Korfanty, and Józef Piłsudski. At 8:50 AM, a ceremony for presenting state decorations on the occasion of the National Independence Day will take place.

At 12:00 PM, a solemn changing of the guard ceremony will commence before the Tomb of the Unknown Soldier, with the Presidential Couple in attendance. A wreath-laying ceremony before the monument of Marshal Józef Piłsudski is scheduled for 1:20 PM.

Prime Minister Mateusz Morawiecki will lay wreaths at monuments at 10:30 AM. At 12:00 PM, he will participate in the aforementioned solemn changing of the guard ceremony to commemorate the National Independence Day, and at 1:10 PM, he will attend the wreath-laying ceremony at the monument of Marshal Józef Piłsudski.

At 9:30 AM in Gdów, PSL chairman Władysław Kosiniak-Kamysz will participate in solemn celebrations of the National Independence Day. Laying flowers and speeches by the leader of the agrarian party are scheduled for 10:45 AM. Meanwhile, at 8:20 AM in Warsaw, senior Marshal Marek Sawicki and a PSL delegation will lay flowers on the occasion of the National Independence Day.

A delegation from the Civic Coalition parliamentary club, consisting of Deputy Marshal of the Sejm Małgorzata Kidawa-Błońska and MPs Joanna Kluzik-Rostkowska, Czesław Mroczek, Michał Szczerba, Urszula Zielińska, Maciej Lasek, and Katarzyna Piekarska, will lay flowers on the 105th anniversary of Poland regaining its independence. At 8:00 AM, they will be at the Tomb of the Unknown Soldier; at 8:10 AM, before the monument of Józef Piłsudski; at 8:35 AM, before the monument of Wincenty Witos; at 8:45 AM, before the monument of Józef Piłsudski; at 8:55 AM, before the monuments of Wojciech Korfanty, Roman Dmowski, and Ignacy Daszyński; and at 9:15 AM, before the monument of Ignacy Paderewski.

The Left parliamentary club will traditionally lay flowers in three locations in Warsaw: at 9:00 AM at the Execution Gate within the Citadel; at 10:00 AM, at the monument of Ignacy Daszyński with the participation of Marshal Włodzimierz Czarzasty; and at 11:00 AM, at Grzybowski Square.

As we have heard, an address by PiS chairman Jarosław Kaczyński in Krakow is scheduled for 6:30 PM.

As every year, the Independence March will proceed through the streets of Warsaw, starting at 2:00 PM. According to the organizers, the purpose is to "celebrate the regaining of freedom and to raise the issue of national interest." – The advancing federalization of the European Union and the limitation of the sovereignty of member states, the war in Ukraine and mass immigration, the intensifying ideology of globalism. These are the challenges facing Poland. In the face of these, national pride is a duty – announce the organizers.

KGHM Denies Media Reports on Ending Cooperation with NuScale

KGHM strongly denies media reports about the termination of cooperation with NuScale. The American company has not terminated its agreement with the copper company. KGHM continues to implement its plans related to SMRs and calls for objective reporting on investments crucial for Poland's energy security.

Regarding statements about the American company and the future of small modular nuclear reactor construction, KGHM presents the following information:

On April 13, 2023, KGHM Polska Miedź S.A. submitted a request to the Minister of Climate and Environment for a primary decision, which is the first administrative decision in the permit and license system that an investor can apply for to build a nuclear power plant. In this application, KGHM indicated the following light-water reactor technologies intended for use in the Company's planned investment project: Rolls-Royce SMR™ (UK SMR™), NUWARD™, SMR-160™, BWRX-300™, and VOYGR™.

The technology of NuScale Power, LLC was indicated by the Company – solely for the purpose of processing the application – as the "preferred" technology due to the significant advancement of this technology's certification process before the U.S. Nuclear Regulatory Commission (NRC) in the United States. It should be emphasized that KGHM Polska Miedź S.A., as the second investor in a nuclear power plant overall and the first investor planning to build a small modular nuclear reactor (SMR) in Poland, received a primary decision from the Minister of Climate and Environment on July 13, 2023, covering all proposed reactor technologies, as per the Company's request in its application.

We wish to emphasize that the Company is currently concentrating on the most proven designs, which are pressurized light-water reactors (characterized, unlike boiling water reactors, by a lack of negative safety experiences), significantly simplifying and shortening the design work.

The approach adopted by the Company closely corresponds to the stance of the Council of Ministers expressed in the Polish Nuclear Energy Program.

KGHM Polska Miedź S.A., taking into account the guidelines of the International Atomic Energy Agency in Vienna and the OECD Nuclear Energy Agency (NEA) in Paris, intends to select the best reactor technology for its SMR project (in terms of economics, environment, and safety) in accordance with the best global standards, while maintaining transparency and competitiveness. In light of the above, the termination of the VOYGR-6™ nuclear power plant construction project being implemented in the United States as part of the Carbon Free Power Project does not have a decisive impact on the SMR nuclear project currently being implemented by KGHM Polska Miedź S.A., independently of any technology supplier and without the reservation of exclusivity. The preliminary work agreement concluded with NuScale Power, LLC on February 14, 2022, provided the Company with access to the technology supplier's technical data, necessary, among other things, to initiate the process of selecting the target reactor technology.

ORLEN Group Launches Central Europe's Largest Green Energy Investment

The ORLEN Group has made the final investment decision regarding the construction of the first Polish offshore wind farm, Baltic Power. The investment, which will add nearly 1.2 GW of power to the Polish grid in 2026, will be implemented jointly with Canada's Northland Power. Baltic Power will be capable of producing clean, accessible energy that can power 1.5 million households. The investment decision means the company possesses all necessary construction permits and has secured all farm components and project financing. As part of preparing the installation infrastructure for the offshore sector, the company has also commenced the construction of a terminal in Świnoujście.

"We are at a turning point, both for the ORLEN Group and for the entire Polish energy sector. We have begun the implementation of the largest investment in renewable energy sources in the country and the entire region. The Baltic Power offshore wind farm is one of only two projects in Europe that have reached the implementation phase in the last three years. Despite challenges related to the pandemic, supply chains, or the conflict on our eastern border, we are consistently acting according to the schedule adopted at the beginning. Within three years, we will launch the first offshore wind farm in Poland, but we also want to utilize our experience and the infrastructure built for subsequent projects. An example is the ongoing construction of an installation terminal for offshore wind farms in Świnoujście, which will be used for the Baltic Power project, as well as for five other farms planned by the ORLEN Group with a total capacity of 5.2 GW," emphasizes Daniel Obajtek, CEO of ORLEN.

The Baltic Power farm will generate electricity equivalent to 4,000 GWh, which is approximately 3% of Poland's current electricity production. This will help avoid the emission of about 2.8 million tons of CO2 annually. The installation of the farm's foundations will begin in 2024, and in 2025, the farm will feature 76 Vestas wind turbines, each with a capacity of 15 MW and a height of over 250 meters. The land-based power substation, which will enable the reception of energy from the sea, is already under construction. Baltic Power has agreements with the main contractors and suppliers that secure the entire supply chain – production, transport, and installation of all key farm components. Among them are the world's most experienced suppliers from the offshore wind sector, including companies from Poland. The total project budget is estimated at approximately EUR 4.73 billion and includes investment expenditures with insurance amounting to approximately EUR 4.05 billion, as well as financing costs and an additional reserve. The project will be financed through Project Finance – in September, the shareholders of Baltic Power signed credit agreements for a total amount of approximately EUR 4.4 billion with 25 Polish and international financial institutions. This is the largest financing secured for a single investment in Poland's history and one of the largest transactions of this type in the offshore sector in Europe. The terms under which the credit agreements were concluded attest to the very strong business fundamentals of the Baltic Power project.

"As Northland, together with our partner ORLEN, we are delighted to commence the construction of the Baltic Power project. Once operational, Baltic Power will power over 1.5 million households, making a significant contribution to supporting Poland's energy transition goals. We eagerly await the achievement of further construction milestones in the coming months," stated Mike Crawley, CEO of Northland Power.

As part of the preparations for the project's implementation, wind measurements, environmental studies, and geotechnical surveys were carried out, forming the basis for the design work. During the project's five-and-a-half-year preparation period, the Baltic Power team obtained 7 construction permits, requiring a total of over 150 administrative approvals from 40 different institutions. The farm's construction documentation alone exceeds 10,000 pages, and the number of all materials prepared by the Baltic Power team during this time is nearly 320,000 documents and studies.

As part of its preparations for strategic development in the offshore sector, the ORLEN Group is also commencing the construction of Poland's first installation terminal for offshore wind farms. This investment, being implemented by ORLEN Neptun, is being built in the port of Świnoujście and, upon completion in 2025, will be one of the most modern terminals in Europe. Its quays and storage yards will allow for the transport and assembly of the most advanced wind turbines with capacities of 15 MW and larger. The terminal will primarily serve the Baltic Power project, and subsequently support the implementation of projects by other developers and ORLEN Group's further investments in the Baltic Sea. In the future, due to its favorable location, the port of Świnoujście will be able to serve not only Polish investments but also those conducted in German, Swedish, or Danish waters.

The ORLEN Group has recently obtained concessions for the construction of 5 additional offshore wind farms with a total capacity of 5.2 GW. Four of the five concessions are located on the Odrzańska Sandbank, off the coast of Kołobrzeg, near the ORLEN Neptun terminal under construction. The fifth location is situated on the Słupska Sandbank and borders the area where the Baltic Power farm is being built. ORLEN Neptun is responsible for their implementation.

Offshore wind energy is one of the key development directions for the Group's modern energy strategy. According to the Strategy, by 2030, the ORLEN Group will achieve 9 GW of installed capacity in renewable energy sources. The implementation of all offshore wind farm projects currently in the ORLEN Group's portfolio will provide the Group with approximately 6.4 GW of capacity and contribute to achieving the company's emission neutrality goal by 2050.
