Friday's Political Schedule: Duda at Arraiolos Presidents' Meeting, Morawiecki at EU Summit, Tusk in Przemyśl, Trzaskowski in Silesia, Kosiniak-Kamysz in Podkarpacie, The Left on Tour

President of Poland Andrzej Duda, along with his wife Agata Kornhauser–Duda, will travel to Portugal, where the President will participate in a meeting of the Arraiolos Group member states' presidents. The welcome is scheduled for 11:00 AM Polish time, the family photo for 11:05 AM, and at 11:15 AM the President will participate in the 1st plenary session. At 2:00 PM, a working breakfast will take place, followed by the 2nd plenary session at 3:30 PM. At 6:15 PM, statements from the Arraiolos Group presidents to the media are planned. The final item on the agenda is the Presidential Couple's participation in an official dinner at 9:00 PM.

Prime Minister Mateusz Morawiecki will attend an informal meeting of EU heads of state and government in Granada. EU leaders will gather in Granada to begin discussions on priorities for the coming years. A review of the work done so far on increasing the EU's strategic autonomy will help prepare the new EU strategic agenda, a 5-year plan with general guidelines and political directions.

Technological Credit is support for companies that implement innovative technologies and launch the production of new or significantly improved products and services based on them. This support is aimed at micro, small, and medium-sized enterprises that operate in Poland and have creditworthiness.
"Thanks to our many years of experience, Bank Gospodarstwa Krajowego continues to implement European funds. This translates into increased competitiveness and the development of the Polish economy. A total of 300 submitted applications showed that Polish enterprises are still interested in investing in innovation. Therefore, thanks to the decision of the Ministry of Funds and Regional Policy, we were able to increase the budget for this initiative to over PLN 763 million and thus support more companies," says Tomasz Robaczyński, Member of the Management Board of BGK.
It is worth recalling that Technological Credit is a new edition of the grant-based form of support for the technological development of companies, well-known from the POIG 2007-2013 and POIR 2014-2020 programs. This is a solution that BGK has been implementing for 14 years. The significance of this initiative is highlighted by the fact that it is also the first competition to be concluded in the new EU perspective – the European Funds for a Modern Economy Programme.

Have these messages about security proven themselves anywhere? Who traded Poland's security in the marketplaces? Who failed to ensure food security, allowing thousands, millions of tons of grain from Ukraine to enter? Who failed to ensure Poland's position in the European Union, resulting in the fact that to this day there is no national recovery plan, which would be very useful. On Friday, October 6, 2023, a conference summarizing the year-long activities of the 116sos.pl platform was held at Psychological and Pedagogical Counseling Center No. 1 in Olsztyn. The conference was attended by Minister of Digital Affairs Janusz Cieszyński and representatives from NASK – the National Research Institute.

"The 116sos.pl platform is a project implemented by NASK and the Blue Line Institute of Health Psychology, as well as the Ministry of Digital Affairs. It was initiated and entirely funded by the ministry. Its goal is to increase Poles' access to psychological help in difficult life situations," stated Minister Janusz Cieszyński. The platform is designed for adults experiencing psychological and emotional crises, as well as for those seeking help for their loved ones. Its use is free of charge and fully anonymous. The pandemic, the war in Ukraine, the increasingly rapid pace of life, and new types of threats related to, for instance, disinformation are some of the factors causing growing stress and destructively impacting mental health. Pre-pandemic data indicated that approximately 8 million adult Poles suffer from mental disorders, which underscores the importance of striving to improve the quality and accessibility of help in this area. "Thanks to advanced digital solutions, individuals in crisis can contact the experts of the 116sos.pl platform by phone, chat, or email and receive immediate support through conversation. Psychoeducational materials can also be found on the website," said Minister Cieszyński. The 116sos.pl platform is a space for multichannel and effective assistance, accessible to every adult in Poland. The platform has been operational for a year, and concurrently, the free helpline 116 123 operates alongside it. Both the helpline and the platform operate 24/7, 365 days a year. Thanks to digital solutions, "Blue Line" consultants can support individuals needing help not only through telephone advice but also online: via a contact form and real-time chat. The platform also allows users to independently search for the nearest help center or browse a database of articles created and expanded by "Blue Line" experts. From September 2022 to August 2023, consultants on the 116 123 helpline answered 38,174 calls (over 3,000 calls per month) from individuals seeking support, totaling nearly 13,000 hours of conversations. Nearly 3,000 online interactions (contact form and chat) were also recorded. NASK – the National Research Institute, equipped with top-tier technological infrastructure, is involved in the project. Its key activities include developing cybersecurity, protecting internet users, and digitizing institutions and organizations serving society. It is NASK staff who ensure the security and anonymity of individuals using the platform – through the creation, administration, and technical support of the 116sos.pl service. They also develop work tools for consultants and ensure the platform is as user-friendly as possible. The refinancing amount can reach up to PLN 22,000 per semester. In the first edition of the program – during the 2022/2023 academic year, Bank Pekao S.A. granted nearly 1,800 such loans. The medical study loan aims to encourage young people to pursue medical degrees. Thanks to this, individuals who dream of becoming doctors will be able to realize their aspirations. The study funds are financed by Bank Pekao S.A. through a preferential loan. Students can benefit from interest subsidies, loan guarantees, and full or partial loan write-offs. All this is supported by the Medical Study Financing Fund established by the Ministry of Health in cooperation with Bank Gospodarstwa Krajowego (BGK). – The medical study loan is one of the elements of the “Package for Youth,” which comprises initiatives undertaken for students, graduates, and residents. Through this preferential loan, we are increasing access to paid medical education. Consequently, we are expanding the staffing resources of the healthcare system in Polandsays Piotr Bromber, Deputy Minister of Health.We are observing significant interest in the medical study loan. Since we launched the Medical Study Financing Fund, which has been over a year ago, nearly 1,800 students have already benefited from it, receiving a total of PLN 80 million for tuition reimbursement. In this way, as a Polish development bank, we contribute to increasing the number of doctors in Poland. This is one of the initiatives that aligns with our business model – Healthcare protectionsays Piotr Grzebalski, director of this program at Bank Gospodarstwa Krajowego. Since the beginning of October this year, Bank Pekao S.A. has been accepting applications for loans to finance study fees for the 2023/2024 academic year and subsequent years. The loan is disbursed in installments each semester to the university's account and can cover tuition fees for the entire period of study. Applications can be submitted within 21 days from the start date of the winter semester. After this deadline, it will be possible to apply for the loan only at the beginning of the next semester. To receive the loan, simply submit an application at any Bank Pekao S.A. branch. In addition to the application, you will only need an identity document and a certificate from the university confirming that the applicant is a student of a paid medical program conducted in Polish. The maximum amount of the semi-annual loan installment depends on when the student commenced their studies:
  • students starting their studies in the 2023/2024 academic year can receive a loan with a maximum installment of PLN 22,000 per semester, totaling up to PLN 264,000 over 6 years of study,
  • for students who started their education earlier, the maximum semi-annual loan installment is: PLN 20,000 for those who began studies in the 2022/2023 academic year, or PLN 18,000 for those who started studies in the 2021/2022 academic year.
