Thursday's Political Agenda: PiS's Fourth Proposal, Tusk Meets Kołodziejczak, Morawiecki at Kielce Fair, Glapiński's Conference, Duda Continues in Bucharest, Senate's Second Day of Session

At 7:00 AM, PiS will present its next, fourth program proposal. Individual elements are to be unveiled until the ruling party's Saturday convention.

At 8:50 AM Polish time, President Andrzej Duda will be welcomed by Romanian Prime Minister Ion–Marcel Ciolacu. A joint photo of participants of the opening session of the Three Seas Initiative High-Level Business Forum is scheduled for 8:58 AM, followed by the session itself at 9:00 AM, which will include a speech by the head of state. At 10:05 AM, the President will meet with Romanian Prime Minister Ion–Marcel Ciolacu.

At 9:00 AM in Kórnik, a press conference of Lewica will be held with the participation of Magdalena Biejat, Katarzyna Ueberhan, and Katarzyna Kretkowska. The topic: Mortgage credit installments must be predictable, and Glapiński's NBP is part of the PiS staff. Another Lewica press conference will take place at 12:00 PM in the village of Komorniki. The topic: The collapse of Polish schools under Minister Czarnek's rule.

The Senate will resume its deliberations at 10:00 AM and will review the report from the extraordinary committee's work on clarifying cases of illegal surveillance, their impact on the electoral process in the Republic of Poland, and the reform of special services. A press conference by senators on this matter will be held at 9:30 AM.

At 10:00 AM in Józefów, a press briefing by Polska 2050 will take place with the participation of Szymon Hołownia, Paweł Zalewski, and candidates for the Sejm from the Warsaw suburban constituency.

At 10:30 AM in the Sieradz district, a press briefing by PO chairman Donald Tusk and Michał Kołodziejczak will be held.

At 10:40 AM, Prime Minister Mateusz Morawiecki will participate in the XXXI International Defence Industry Exhibition MSPO in Kielce.

PSL leader Władysław Kosiniak-Kamysz will visit the Małopolskie Voivodeship. At 11:00 AM in Krakow, a press conference on the program of new investments will be held, and at 2:00 PM in Tarnów – a presentation of the Trzecia Droga team in this constituency.

School Voucher - Discover Poland". PiS Presents its Fourth Programmatic Proposal

- Poland is beautiful and has a magnificent history, and being Polish is a great pride. The education system should support this. Knowledge of Polish culture and history should form the basis of patriotic and civic education. I call this the pedagogy of pride. Therefore, starting from the spring of next year, as part of the "School Voucher - Discover Poland" program, we will finance 1-2 day educational trips for every class and every student in Poland. This means that next year, almost 5 million students will visit the most important places in Poland. We want every young person to be able to proudly refer to their own culture and Poland's achievements, to be proud of our beautiful language and national symbols. To this end, we will utilize the educational potential of Polish museums, science centers, historical city sites, and the beauty of the Polish countryside on an even larger scale - stated Przemysław Czarnek in a recording shared by PiS on social media.

Bartłomiej Sienkiewicz: Between the Column and the Palm. "An Illustration of the Path We've Traveled with Western Civilization Through Time, in a Convulsive Process of Defeats and Development" - BOOK EXCERPT
We are publishing an excerpt from the latest book by Kultura Liberalna Publishing House – "Honorable Mr. Deputy Sienkiewicz from the Diarist's Fragment". Is there still room for intellectual openness and freedom of thought in politics? How does historical perspective facilitate the understanding of Poland, torn between the symbolism of Sigismund's Column in Warsaw and the symbolism of the Palm at the de Gaulle roundabout? Why are young faces appearing precisely on the fringes of the political spectrum? The book opens with a premiere, extensive essay on contemporary Polishness titled "Between the Column and the Palm". In it, the author discusses the history of two locations on the Royal Route in Warsaw – Sigismund's Column in Castle Square and the Palm at the de Gaulle roundabout – to reflect on our contemporary conflicts over politics and culture, as well as on our own engagement in the public sphere. *** When Władysław IV ascended the Polish throne, he inherited a seemingly powerful state, yet already showing signs of crisis. His father, Sigismund III Vasa, had sat on the throne of the King of Poles and Lithuanians for nearly half a century, fostering the belief that a new dynasty, akin to the Jagiellons, had emerged. The son continued this dynastic ideological project, and thus, in 1644, in Warsaw, the capital moved from Kraków, a stone column dedicated to his father was erected. Sigismund's Column quickly became a central point of reference for the city and its symbol. This continued for centuries until modern times. In 2002, an artistic installation in the form of a palm tree, titled "Greetings from Jerusalem Avenue," was placed at the General de Gaulle roundabout in Warsaw. Made of plastic, not stone, it became another "symbolic pillar" of the capital of Poles, whose most important space was enclosed between Sigismund's Column in Castle Square and the palm tree at the intersection of Jerusalem Avenue and Nowy Świat, on the Royal Route. Joanna Rajkowska, the installation's author, initially considered it a one-year sculptural performance. Unexpectedly for everyone, the palm tree was accepted by Varsovians. A discussion began about leaving it permanently, and eventually, the city decided to keep it. It quickly became accustomed to, a kind of familiarity. Just as Sigismund's Column, a witness to the most important historical events for centuries, the palm tree began to accumulate its own collection of references. The Women's Strike marched here, the Independence March on November 11th circles around it annually, and the same was true for the large opposition rally on June 4, 2023. There is no major demonstration in the Polish capital that does not pass by the palm tree. Sigismund's Column is a clear ideological project – the glorification of the king as the defender of the Christian faith and the founder of a dynasty. The figure of Sigismund III Vasa holds a saber in his right hand, as if ready for use, and with his left hand, he supports a Latin cross – a deposit of faith and belonging to Western civilization. Let us add that he was a king who ruled over Catholics, Orthodox Christians, Muslims, and Protestants, Armenians and Karaites of their own rites, as well as a large Jewish community, faithful to the Mosaic religion. The Commonwealth was a great melting pot of cultures, nations, and religions, but the figure of the state's ruler unequivocally emphasized the prevailing religion. This was the era of the Counter-Reformation, the last offensive of the Catholic Church as a religious and political power before the era of secularization. There was another additional circumstance – Władysław IV Vasa, "the warlike Lord," as Pan Wołodyjowski respectfully calls him in "Fire and Sword," dreamed of an offensive war against Turkey, the ultimate defeat of the Tatars and the conquest of Crimea, and an end to the Ottoman presence threatening southeastern Europe. The ideological dimension of Sigismund's Column was like an illustration of these crusader plans. Due to the nobility's reluctance towards any offensive wars, these plans came to naught. Regardless of who was king, the nobility feared the strengthening of central power as a result of foreign military expeditions, which could lead to the limitation of their privileges and an increase in taxes. In any case, the message of Sigismund's Column was clear. During the years of partition, only nostalgia remained of this symbol: a nation without its own state perceived the column in Castle Square as a reminder of its past greatness, a visible sign that what was great and strong could still come to pass, that not all was lost, since we had such a glorious past. But it is entirely different with the palm tree at the de Gaulle roundabout. The author herself considered her project to be "left-wing," but did not specify its meaning. Thus, she created a space open to any interpretation. Some saw in the palm tree a reminder of the presence of Jews in Poland, murdered during the Holocaust; others saw in it the longing of northern people for the warmth and sun of the south – in a country where one cannot drink an espresso outdoors for half the year. This was a time when the aspirational exodus of Poles to holidays abroad, to Egypt, Greece, and Italy, was emerging. Or perhaps the strength of this installation lies in its absurdity? Taken out of its previous meanings, it is simply an artifact as if from a different civilization – alien, out of context, and beyond the Poles' previous emotional habits. In this context, the palm tree is a counterpoint to Sigismund's Column, an illustration of the path we have traveled with Western civilization through time, in a convulsive process of defeats and development, from the idea of one faith, one ruler, one worldview. Perhaps the Varsovians, who accepted it so quickly, subconsciously sensed that the lack of a clear message is like the present in which we are immersed. The present of various orders coexisting simultaneously, a multiplicity of ideas and choices exceeding any traditional community. How differently Mircea Eliade, the great scholar of religiosity and cultural anthropologist, described the human world. Eliade presented us, the modern people of the fulfilled industrial revolution, with an image of a world that not only lasted for thousands of years but, to some extent, still exists alongside us. A world of social rituals, rites, and customs protecting people from the unbearable uncertainty of our fate. He showed us why, without rituals, we are naked before chance, how much we need them during the great moments of human life such as birth, death, or starting a family. And how these impulses of communal life practice, expressing ancient beliefs and religions, are permanently and strongly rooted in us. For millennia, they accompanied human communities, providing support and security to everyone who was their member and accepted their rules as their own. Eliade is the creator of the concept of axis mundi – the axis of the world, a central place where what is above us – heaven, gods – connects with our reality and reaches under the earth, where other powers reside and another world exists. Axis mundi is a pillar, an obelisk, a soaring building, a pyramid, or a tree that marks a point connecting all worlds in a vertical connection. In cultures on all continents, we can find this motif. Pillars that Aborigines placed among their nomadic camps, Indian totems, sacred trees of Celtic, Germanic, or Slavic tribes in the forests of the Northern Hemisphere, Egyptian obelisks, or free-standing Greek and Roman columns. These various types of vertical signs marked the central place of people's lives – everything around was "their world," whose starting point was a totemic pillar or a sacred tree. When on Christmas Eve, we gather as a family around the Christmas tree, the "tree of life" – evergreen – we unconsciously recreate ancient axis mundi rituals, defining our space of what is most important, closest. Following Eliade, we cannot renounce them. Without them, it is impossible to form any lasting community capable of joint action. Their shapes are secondary; they are merely visible signs of the unending longing for a herd, our human circle that supports and protects us. If they are missing, because they have faded or become incomprehensible, people will find them in other religions, other communities, other symbols. At most, instead of stone columns, they will be made of plastic, but they will still be erected. For liberalism, the old kind, this was obvious: people live in communities, and both the individual and their community should be the point of reference for politics. For Adam Smith, John Stuart Mill, or other classics, there was no other world. Even more extraordinary is the turn of the 20th and 21st centuries. Suddenly, due to economic neoliberalism, the idea of ruthless individualism became the point of reference. The individual consumer, making "rational" market decisions, abstracted from their own culture, identity, and community. This anthropological error weighed heavily on the understanding of liberal thought, which allowed itself to be reduced to a primitive concept of a free market without any barriers. Consequently, human communities, our natural habitus for millennia, ceased to matter, becoming a collection of individuals devoid of any other characteristics. The ahistoricism of such an attitude was best summarized by John Gray, a thoroughly liberal philosopher: "The detachment of economics from history has led to widespread unreality in this field of knowledge. Classical economists knew that market laws are merely derivatives of human behavior. As such, they have limitations typical of all kinds of historical knowledge. History indicates significant regularity in human behavior, but at the same time, it reveals so much diversity that the search for universal truths becomes a futile endeavor. Yet recently, 'laws of economics' are invoked to support the idea that one type of behavior, the 'free market,' which has occurred sporadically in a small number of countries over the last few centuries – should become a model for life in every corner of the world. [...] The idea that the free market is the most effective way of functioning of economic life is one of the pillars of the campaign for a global free market. However, there are many methods of defining efficiency, none of which is free from value judgments." Gray saw, immediately after the attacks on the World Trade Center, the trap into which we had fallen, yielding to the force of politics and money harnessed to a universal idea that had subjugated the world. As further events showed, the reaction to this violence of ideas encountered resistance. Its source is the human predisposition to live in historical-cultural communities, which reluctantly yield to external attempts at transformation. *** Bartłomiej Sienkiewicz's book is available in bookstores and at the Kultura Liberalna publishing house's bookstore.

ORLEN Expands in Norway, Prepares to Launch Production from Further Fields

The ORLEN Group is strengthening its position in Norway and preparing to launch production from new fields. In the coming months, the concern will commence exploitation of the Tommeliten Alpha field, which will provide it with an additional 0.5 billion cubic meters of natural gas annually. This is one of nine investment projects initiated in the last two years, aimed at increasing gas production by the ORLEN Group on the Norwegian Continental Shelf. The raw material extracted from the new fields will be transported via the Baltic Pipe pipeline to Poland, bolstering the country's energy security and independence.

"We have built a strong concern capable of executing ambitious investment projects, crucial for Poland's energy independence. Norway is a strategic foreign market for us concerning natural gas production development. By the end of 2030, our own production of this raw material from our fields on the Norwegian Continental Shelf will almost double, reaching 6 billion cubic meters of gas annually. In just a few months, we plan to launch production from the Tommeliten Alpha field. In terms of resources, this is our second-largest field in Norway, which will provide us with half a billion cubic meters of gas per year. Simultaneously, we are developing further fields, which will ensure stable natural gas supplies for Polish industry and Polish families. Following the acquisitions of LOTOS and PGNiG, ORLEN has integrated their Norwegian assets to leverage synergies and increase our investment capacity in oil and gas exploration and production in this country. We have created an entity that ranks among the top 10 exploration companies in Norway in terms of resources and production volume," says Daniel Obajtek, CEO of ORLEN S.A.

Tommeliten Alpha is one of the larger investment projects currently underway on the Norwegian Continental Shelf. The final preparations for production launch are already in progress on the field. PGNiG Upstream Norway from the ORLEN Group holds over 42% stake in Tommeliten Alpha. The field's resources are estimated at 80-174 million barrels of oil equivalent, with the ORLEN Group's share amounting to 33-73 million barrels. In addition to natural gas, condensate and crude oil will also be extracted from Tommeliten Alpha.

PGNiG Upstream Norway (PUN) is already conducting production from 18 fields. In May this year, the company took over the assets of LOTOS Exploration & Production Norge – ORLEN's second Norwegian exploration company. The integration resulted in the creation of an entity that ranks among the top ten companies, out of nearly 30 actively operating on the Shelf, in terms of oil and gas resources and production. Specifically, the company ranks 8th in terms of natural gas resources and production, and fifth in terms of the number of licenses. PUN holds stakes in 91 licenses. In the last quarter of 2022, the production of ORLEN Group's Norwegian companies reached 88,000 barrels per day. Throughout 2022, the concern produced 3.5 billion cubic meters of natural gas from its Norwegian fields, which corresponded to over 20% of Poland's gas demand last year. Currently, ORLEN's oil and gas reserves on the Norwegian Continental Shelf amount to over 346 million barrels of oil equivalent.

In addition to Tommeliten Alpha, the ORLEN Group is implementing a number of other projects related to the launch of new fields. This year alone, the concern has obtained administrative approvals to commence preparations for the exploitation of the Alve Nord, Orn, Fenris, Tyrving, Andvare, and Verdande fields, as well as the Yggdrasil area. Their development will provide the concern with approximately 9 billion cubic meters of gas over the entire exploitation period. The fields are scheduled to be launched between 2024 and 2027.

In line with ORLEN's Strategy, by the end of 2030, the concern's production will increase to 12 billion cubic meters of gas annually, up from 7.7 billion cubic meters last year. Half of this raw material will come from fields in Norway. To ensure further dynamic production growth, the ORLEN Group plans to invest approximately 3 billion dollars on the Shelf over the next five years. This will translate into strengthened energy security for Poland, as gas produced in Norway is transported to Poland via the Baltic Pipe pipeline. ORLEN has reserved over 8 billion cubic meters of annual capacity within it. The concern aims for the largest possible portion of gas transported this way to originate from its own production.

We are committed to ensuring that Poland's economy undergoes a swift and efficient energy transformation.
