Thursday's Political Agenda: Parliament on Additional Funds for NFZ and CBA Liquidation, Sikorski in Brussels, Constitutional Tribunal on KRS Amendment

Parliament to Discuss Overtime Hours, Additional Funds for NFZ, and CBA Liquidation

The Sejm (lower house of parliament) will resume its proceedings at 9:00 AM with procedural votes, followed by a series of questions on current affairs. At 11:15 AM, at the request of the Civic Coalition (KO) club, it will hear a current information report on the effectiveness of the Polish government in negotiations concerning the so-called migration pact.

At 12:45 PM, the second reading will take place of the government's draft amendment to the Act on the National Centre for Research and Development. At 2:00 PM, MPs will proceed to the second reading of the KO-authored draft amendment to the Teachers' Charter, which, according to the proponents, grants teachers the right to remuneration for unfulfilled overtime hours more broadly than before.

At 3:15 PM, the second reading will be held of the draft ratification of the executive agreement between the governments of Poland and the USA. The project concerns the possibility of employing local civilian personnel on Polish territory by the US armed forces and organizations conducting military service activities.

Following this, the second readings are scheduled for: the government's draft amending the excise duty act (3:45 PM), the government's draft introducing housing benefits for Prison Service officers (4:45 PM), an urgent government draft postponing by one year the obligation to maintain electronic records of plant protection product applications (5:30 PM), an urgent government draft on the Medical Fund, thanks to which the National Health Fund will receive an additional PLN 3.6 billion this year (6:30 PM), and the government's draft equalizing pension entitlements for officers of the Customs and Fiscal Service and former officers of the Customs Service (7:30 PM).

At 8:30 PM, the first reading will commence of the government's draft act on the coordination of anti-corruption activities and the liquidation of the Central Anticorruption Bureau.

Sikorski Continues in Brussels

Today marks the second day of the visit of Polish Foreign Minister Radosław Sikorski to Brussels. "I will present the sabotage in Poland at the EU Foreign Affairs Council forum," announced the Deputy Prime Minister.

Kosiniak-Kamysz with Norwegian Deputy Defence Minister

At 9:00 AM, Deputy Prime Minister Władysław Kosiniak-Kamysz will participate in a conference dedicated to the "Kaszubia – Green Industrial District" project. The conference will be combined with the signing of the Baltic Declaration by the Minister of National Defence and the State Secretary of the Norwegian Ministry of Defence, Marte Gerhardsen, as well as letters of intent concerning cooperation within the "Kaszubia" project.

Constitutional Tribunal on KRS Amendment

At 10:00 AM, the Constitutional Tribunal will consider the President's motion regarding the Act amending the Act on the National Council of the Judiciary. This is a motion authored by former President Andrzej Duda, who referred the act to the Constitutional Tribunal for preventive control. The adjudicating panel will consist of Bogdan Święczkowski and Krystyna Pawłowicz.

Siemoniak Critically on Przydacz and Bogucki:

"Unfortunately, we have such presidential officials who remain in the active roles of politicians, as if they were members of parliament, and their sole mission is to attack the government," said Tomasz Siemoniak in an interview with Karolina Lewicka on "Poranek TOK FM," when asked about Marcin Przydacz blaming him, the Minister of Foreign Affairs, and the Prime Minister for the escape of saboteurs.

I don't know if these debates taking place in the EC are not reaching the Polish political class. Bryłka Criticizes Sikorski:

Where Swift Diplomatic Action is Needed, It’s Absent.

- Prime Minister Sikorski is very active on some issues, and on others, he is not very active. We had a debate all weekend about Polish-German relations, stemming from two reasons: the post by the German ambassador to Poland, who essentially called anyone expecting any satisfaction or reparations from Germany for the harm and damage caused during World War II a Putin collaborator – and there was no reaction from the Polish Ministry of Foreign Affairs in this regard – Anna Bryłka stated on Radio Republika.

- In reality, it was only after this auction was publicized by journalists, at the auction house that intended to trade and put up for auction memorabilia, and it turned out that these were simply items belonging to victims of German extermination camps, that after two days of media debate, there was some intervention from the Ministry of Foreign Affairs – she stated.

In her opinion: - Where swift action by Polish diplomacy is needed, that action is absent. When unfavorable trade agreements need to be blocked, that action is absent. It's only when there's a need to internally stir up some debate, polarization between one side and the other, that Deputy Prime Minister Sikorski becomes very active.

The co-chairman of Together (Razem) was referring to a post published by Marcin Fijołek: "I hear from the Sejm that one of the new Marshal's first decisions is to deprive parliamentary groups of participation in the Convention of Seniors."

The previous Marshal of the Sejm, Szymon Hołownia, invited representatives of parliamentary groups to the Convention of Seniors, although the regulations of the lower house of parliament did not require this.

According to the Sejm Regulations, the Convention of Seniors includes, among others, the Marshal, Deputy Marshals, chairpersons or vice-chairpersons of parliamentary clubs, and the head of the Sejm Chancellery has an advisory vote.

Additionally, representatives of agreements between clubs and parliamentary groups described in Article 8, paragraph 5 of the Sejm Regulations, parliamentary clubs representing at least 15 MPs, and parliamentary groups representing a separate electoral list on the day the Sejm term began, participate in the Convention's meetings (this rule therefore does not apply to Together, which ran in the elections as part of a joint list with, among others, New Left). The Marshal of the Sejm may also invite additional individuals.
