Parliament to Debate Motion on Ziobro's Immunity, Excise Tax and Sugar Levy Increases

The Sejm will resume its session at 9:00 AM with a series of current affairs questions. At 11:15 AM, it will hear a briefing, requested by PiS, on the "dramatic situation of the state budget after three quarters of 2025, and consequently public finances, resulting in expenditure cuts on important areas of the economy and public services".

The main part of the day, from 12:45 PM to 8:15 PM, will be dedicated to the second readings of several government deregulation projects.

At 8:15 PM, a voting block will commence, during which the Sejm will consider Senate amendments to two laws. At 8:30 PM, the third reading is scheduled for a government project concerning the update of the "excise roadmap" (effectively, an increase in excise duty on alcohol in 2026 and 2027).

At 9:30 PM, the third reading will begin for a government project aimed at improving road safety. According to the proponents, this involves introducing penalties for individuals participating in illegal races or rallies on public roads, as well as increasing penalties for reckless driving.

Meanwhile, at 10:30 PM, the third reading is planned for a government project to increase the sugar levy, which applies to sweetened beverages.

Finally, at 11:30 PM, the Sejm will hear a committee report on the motion filed on October 28, 2025, by the Head of Investigation Team No. 2 of the National Prosecutor's Office, requesting the lifting of immunity, detention, and temporary arrest of Zbigniew Ziobro.

Parliamentary Committees Discuss IPN and Motion on Ziobro

At 10:30 AM, the Parliamentary Committee on Justice and Human Rights will convene to review information on the activities of the Institute of National Remembrance and the Museum of the Cursed Soldiers and Political Prisoners of the Polish People's Republic in 2023 and 2024.

At 4:00 PM, the Committee on Rules of Procedure, MP Affairs, and Immunity will meet to consider the motion regarding the lifting of immunity, detention, and temporary arrest of Ziobro.

Senate Session Begins

At 11:00 AM, a two-day session of the Senate will commence.

President Receives New US Ambassador to Poland

Today, President Karol Nawrocki will receive letters of credence from the new ambassadors of Lebanon, Paraguay, and the United States at the Belvedere Palace. "On this day, the ambassadors will officially commence their diplomatic mission in the Republic of Poland," stated Marcin Przydacz, head of the Presidential International Policy Bureau.

The new US ambassador will be Thomas Rose.

Ministry of National Defence and Commanders on Voluntary Military Training

- There are several modules that we will start as early as November this year, the pilot program begins on November 22nd, we are ready for several tens of thousands of people this year, and full readiness will be achieved at the beginning of next year - he further stated.

- 132 units, mainly based on the Territorial Defence Forces, but with significant involvement of the General Command of the Armed Forces, are prepared to train all volunteers who sign up for the courses - he added.

- Our program 'wGotowości' will be implementable through the mObywatel application. [...] Like following a string, so to speak, each of us will be guided to choose the appropriate training - he emphasized.

Żurek Presents Draft Bill on the National Council of the Judiciary

- I would like us to first show citizens why the current law on the National Council of the Judiciary, why this body called the neo-KRS, is not in line with our constitution. Why Poles have to pay huge compensation for the actions of this body, why we have lost EU funds, and why we must restore the rule of law in Poland - said Waldemar Żurek at a press conference.

- The key to this assault on the rule of law was the shortening of the constitutional term of the National Council of the Judiciary by an ordinary act, which was unprecedented after Poland regained independence after the communist era. After democracy came a time of violating the constitution through ordinary acts. The political party or coalition that governed at the time did not have a constitutional majority, but tried to destroy the rule of law through ordinary acts - Waldemar Żurek continued.

Assumptions of the bill:

  • A judge with 10 years of service, who has been adjudicating in the same court for at least 5 years, can run for the KRS.
  • 6 judges from district courts, 3 judges from regional courts, 2 judges from appellate courts, one each from military courts, provincial administrative courts, the Supreme Administrative Court, and the Supreme Court.
  • Candidates can be nominated by: a group of active judges, the Supreme Bar Council, the National Council of Legal Advisors, the National Council of Notaries.
  • Every active judge will have the right to vote.
  • Elections will be conducted by the National Electoral Commission (PKW).
  • The PKW will verify nominations, organize public hearings, prepare ballot papers, and count votes.
  • Public hearings will take place 7 days before the elections, will be broadcast and recorded, featuring a candidate's presentation followed by a Q&A session. Anyone can sign up, although the PKW may limit participation in case of too many applications.
  • Each judge will be able to cast 15 votes. Candidates with the highest number of votes in their respective groups will be elected.
  • A Social Council with a parallel term of office will operate alongside the KRS. The Council will advise the KRS and ensure the active participation of social organizations. The Social Council will include individuals nominated by: the Supreme Bar Council, the National Council of Legal Advisors, the National Council of Notaries, the National Council of Bailiffs, the Main Council of Science and Higher Education, the Ombudsman, the National Council of Prosecutors at the Prosecutor General, and 3 representatives of non-governmental organizations designated by the Council for Public Benefit Activities.
