Parliament to Debate Motion on Ziobro's Immunity, Excise Tax and Sugar Levy Increases

The Sejm will resume its session at 9:00 AM with a series of current affairs questions. At 11:15 AM, it will hear a briefing, requested by PiS, on the "dramatic situation of the state budget after three quarters of 2025, and consequently public finances, resulting in expenditure cuts on important areas of the economy and public services".

The main part of the day, from 12:45 PM to 8:15 PM, will be dedicated to the second readings of several government deregulation projects.

At 8:15 PM, a voting block will commence, during which the Sejm will consider Senate amendments to two laws. At 8:30 PM, the third reading is scheduled for a government project concerning the update of the "excise roadmap" (effectively, an increase in excise duty on alcohol in 2026 and 2027).

At 9:30 PM, the third reading will begin for a government project aimed at improving road safety. According to the proponents, this involves introducing penalties for individuals participating in illegal races or rallies on public roads, as well as increasing penalties for reckless driving.

Meanwhile, at 10:30 PM, the third reading is planned for a government project to increase the sugar levy, which applies to sweetened beverages.

Finally, at 11:30 PM, the Sejm will hear a committee report on the motion filed on October 28, 2025, by the Head of Investigation Team No. 2 of the National Prosecutor's Office, requesting the lifting of immunity, detention, and temporary arrest of Zbigniew Ziobro.

Parliamentary Committees Discuss IPN and Motion on Ziobro

At 10:30 AM, the Parliamentary Committee on Justice and Human Rights will convene to review information on the activities of the Institute of National Remembrance and the Museum of the Cursed Soldiers and Political Prisoners of the Polish People's Republic in 2023 and 2024.

At 4:00 PM, the Committee on Rules of Procedure, MP Affairs, and Immunity will meet to consider the motion regarding the lifting of immunity, detention, and temporary arrest of Ziobro.

Senate Session Begins

At 11:00 AM, a two-day session of the Senate will commence.

President Receives New US Ambassador to Poland

Today, President Karol Nawrocki will receive letters of credence from the new ambassadors of Lebanon, Paraguay, and the United States at the Belvedere Palace. "On this day, the ambassadors will officially commence their diplomatic mission in the Republic of Poland," stated Marcin Przydacz, head of the Presidential International Policy Bureau.

The new US ambassador will be Thomas Rose.

Ministry of National Defence and Commanders on Voluntary Military Training

At 8:30 AM, at the General Staff of the Polish Armed Forces, the Minister of National Defence Władysław Kosiniak-Kamysz, Deputy Minister Cezary Tomczyk, Chief of the General Staff Gen. Wiesław Kukuła, and Commander of the Cyber Command Gen. Bryg. Karol Molenda will participate in a press conference dedicated to the launch of the nationwide program of universal voluntary defense training "wGotowości" (On Alert).

- We haven't made a decision yet, I think we will be making it tomorrow, we will be discussing this matter tomorrow - said Paulina Matysiak on Radio Republika, when asked how the Left parliamentary club would vote regarding Zbigniew Ziobro.

- We see the decisions Minister Żurek is making, what he announces, we also saw these ideas still proposed by Minister Bodnar, we remember [...] statements about fighting democracy, about applying the law as we understand it, etc. - said Paulina Matysiak on Radio Republika.

- Looking at these kinds of statements and proposals, it's hard to say that the rule of law is number 1 when it comes to the current coalition - she continued.

- These actions concerning the airport and the Y-line, of course, they are being taken, very large tenders will be announced shortly, and I don't think anything will happen here - said Paulina Matysiak in Radio Republika, when asked about the proposal to change the name of CPK and whether it would not be a pretext to curtail the project.

- It is also evident from the public statements of the decision-makers that the matter of the sold KOWR land might be a pretext to, for example, try to change the name. These are, I feel, symbolic actions, mock actions - she continued.

- Let's be clear, this name is not that significant, firstly, and secondly, I don't think that all those Poles who want this investment will suddenly, overnight, change their habits and routines - she went on to say.

- This year, we increased healthcare funding by over PLN 20 billion. Next year, we are increasing it by over PLN 25 billion. So, healthcare funding is dynamically growing year after year. For us, the most important thing, and this is what Prime Minister Tusk said – is that these funds, this money, should go towards patient treatment, ensuring services, reducing queues, and this is what I will be discussing tomorrow at the Ministry of Finance with the Minister of Health - stated Andrzej Domański in an interview with Marcin Fijołek on Polsat News's "Graffiti".

- The most important thing is structural changes. Let's not hide it, structural changes in the [healthcare] system are simply necessary, and it is the minister's role to present them - stated Andrzej Domański in "Graffiti" on Polsat News.

- I can only say that next year there will be no need to freeze energy prices, because energy prices will be below the 500 PLN level at which they were frozen - stated Andrzej Domański in "Graffiti" on Polsat News.

- There are moments for which one lives, and my hand certainly will not tremble. Sometimes one can wonder whether it's worth being in politics or not, but for such moments, for such votes, for voting for justice, for holding accountable individuals who committed what I consider terrible, reprehensible acts, especially concerning the Fundusz Sprawiedliwości (Justice Fund), my hand certainly will not tremble, and it is for moments like these that it is worth being in politics. That is also the meaning of being in politics - stated Andrzej Domański on Polsat News' "Graffiti."

- Mr. Ziobro is sick one moment, healthy the next. He's usually sick when he's supposed to appear before committees or when he actually has to face what he achieved as Minister of Justice. These scandals, these swindles, they all must and will be accounted for - stated Andrzej Domański on Polsat News' “Graffiti”.

- The entire current political landscape is a politics of revenge. Before the last elections, I repeatedly said that the "Cela Plus" [presumably referring to a specific electoral strategy or slogan] is not about exciting voters of Civic Platform or just Donald Tusk's program; this program is about revenge, although this revenge often has entirely functional underlying principles - stated Marek Jurek in Super Express's "Morning Ring" program.

- In my opinion, this is truly not about breaking the law, but about intimidation, that's what Minister Bodnar, and today his successor, was concerned about. What was the deal with the Fundusz Sprawiedliwości (Justice Fund)? For 30 years in Poland, the state, with the help of foreign funds, for example the Norwegian fund, whose operator was the Batorego Foundation, took care of the development of the third sector of non-governmental organizations, but in reality, this sector was meant to be a support for liberal politics. The rest were some incidental organizations - said Marek Jurek in the "Morning Ring" of Super Express.

- And now, what is happening is an attempt at intimidation, saying you shouldn't count on ever being able to benefit from public support in any way. It's better not to even consider it. This also shows society itself that there will never be any profound social change. It's a revenge for the fact that during the PiS (Law and Justice party) government, whether competently or not, an attempt was made to somehow fix this situation - Marek Jurek continued.

- The Olympics are ahead of us, not today. So if we were to grow [in the polls] today, we might fall at the Olympics. It's not about growing before the Olympics, but about winning at the Olympics. And that's how it's being prepared - said Przemysław Czarnek on Radio Wnet's "Morning Show".

- The Olympic Games are planned for autumn 2027. But they might be accelerated - he added.

- For the last 6 months, we have been working very intensively with the Chief of the General Staff, with Mr. Minister Tomczyk, with the entire team at the Ministry of National Defence and in the Polish Army on an extraordinary project, the largest in Polish history, of universal, voluntary defense training - said Władysław Kosiniak-Kamysz at a press conference.

- They will concern all Polish citizens who wish to take advantage of them. These trainings will concern the youngest, both in primary and secondary schools, they will concern working people and companies, as there will be both individual and group trainings, and they will also concern seniors - he continued.

- There are several modules that we will start as early as November this year, the pilot program begins on November 22nd, we are ready for several tens of thousands of people this year, and full readiness will be achieved at the beginning of next year - he further stated.

- 132 units, mainly based on the Territorial Defence Forces, but with significant involvement of the General Command of the Armed Forces, are prepared to train all volunteers who sign up for the courses - he added.

- Our program 'wGotowości' will be implementable through the mObywatel application. [...] Like following a string, so to speak, each of us will be guided to choose the appropriate training - he emphasized.

- Donald Tusk might even want elections in the spring because he knows that in 2027, by plunging the state into debt at such a pace and leading it into such an abyss so quickly, he might not even have above 10% anymore – said Przemysław Czarnek on the Radio Wnet morning program.

- In 2026, we will train approximately 400,000 people in total, individually, in groups, as part of education with the army, reserve training, and voluntary basic military service - said Cezary Tomczyk at a press conference.

- The bill on the uniformed family card has just been submitted to the Sejm. [...] We want this card, this special status for professional soldiers, police officers, firefighters, and their immediate families, to be something exceptional - said Cezary Tomczyk at a press conference.

- We are also introducing another element that we haven't spoken about before, namely the reservist card. The reservist card will, of course, apply to reserve soldiers and will entitle them to various benefits, discounts, use of sports facilities, and various concessions aimed at compensating for the time spent on military training - he further elaborated.

- I have hope, because I heard MPs from Poland 2050, including Minister Gramatyka, on Sunday, who submitted a motion to repeal the regulations that allow arrest solely because the alleged act is punishable by a high penalty. Therefore, I hope that Poland 2050 will reconsider and, although they vote to lift the immunity, they will not vote for consent to arrest Minister Ziobro - said Przemysław Czarnek in the "Morning" program on Radio Wnet.

- And then indeed there will be enough votes for Minister Ziobro to be charged, with an absurd indictment, but he will not go to jail in his very dramatic life situation - he continued.

He is alive only because he underwent complex procedures here in Poland and in Belgium, which cannot be applied in detention, contrary to Ms. Wrzosek's claims. - He is continuously undergoing medical consultations and oncological treatment, which cannot be administered even in Poland under normal circumstances. Imprisoning him, completely senselessly, without any basis, for 2 months, 3 months, or more, is a death sentence. Let's say it plainly - he emphasized.

- I would like us to first show citizens why the current law on the National Council of the Judiciary, why this body called the neo-KRS, is not in line with our constitution. Why Poles have to pay huge compensation for the actions of this body, why we have lost EU funds, and why we must restore the rule of law in Poland - said Waldemar Żurek at a press conference.

- The key to this assault on the rule of law was the shortening of the constitutional term of the National Council of the Judiciary by an ordinary act, which was unprecedented after Poland regained independence after the communist era. After democracy came a time of violating the constitution through ordinary acts. The political party or coalition that governed at the time did not have a constitutional majority, but tried to destroy the rule of law through ordinary acts - Waldemar Żurek continued.

Assumptions of the bill:

• A judge with 10 years of service, who has been adjudicating in the same court for at least 5 years, can run for the KRS.
• 6 judges from district courts, 3 judges from regional courts, 2 judges from appellate courts, one each from military courts, provincial administrative courts, the Supreme Administrative Court, and the Supreme Court.
• Candidates can be nominated by: a group of active judges, the Supreme Bar Council, the National Council of Legal Advisors, the National Council of Notaries.
• Every active judge will have the right to vote.
• Elections will be conducted by the National Electoral Commission (PKW).
• The PKW will verify nominations, organize public hearings, prepare ballot papers, and count votes.
• Public hearings will take place 7 days before the elections, will be broadcast and recorded, featuring a candidate's presentation followed by a Q&A session. Anyone can sign up, although the PKW may limit participation in case of too many applications.
• Each judge will be able to cast 15 votes. Candidates with the highest number of votes in their respective groups will be elected.
• A Social Council with a parallel term of office will operate alongside the KRS. The Council will advise the KRS and ensure the active participation of social organizations. The Social Council will include individuals nominated by: the Supreme Bar Council, the National Council of Legal Advisors, the National Council of Notaries, the National Council of Bailiffs, the Main Council of Science and Higher Education, the Ombudsman, the National Council of Prosecutors at the Prosecutor General, and 3 representatives of non-governmental organizations designated by the Council for Public Benefit Activities.

- Tusk's revenge has entered a new phase, in this case the filing of a motion to lift my immunity and the Sejm's consent to temporary arrest. One can say that Donald Tusk has reasons for revenge. As the Prosecutor General, the Minister of Justice, I supervised numerous proceedings in which representatives of Donald Tusk's party appeared as suspects of committing very serious crimes. It is enough to mention the case of Sławomir Nowak - said Zbigniew Ziobro at a press conference.

- It turns out they are important and more important to Donald Tusk. Some are so important that despite dozens of testimonies, cases do not end up in court, and the prosecution dismisses individual threads concerning important people from his circle. In short, Donald Tusk is a man surrounded by people who can be boldly called thieves, in colloquial terms, regarding whom the evidence gathered by the prosecution under my leadership has shown beyond any doubt that they should stand trial and face consequences for very large scandals, abuses, embezzlement, or corruption - said Zbigniew Ziobro at a press conference.

- In an earlier part of his statement, Ziobro pointed to the cases of Roman Giertych, Sławomir Nowak, Włodzimierz Karpiński, and Tomasz Grodzki.

- I will convey all information in due course. Donald Tusk would like to know all my plans, but I do not intend to fit into his narrative and help his criminal gang with what they intend. - Yes, it's true, I had a ticket purchased and I was supposed to return to Poland. However, I received information that another provocation was to be organized in a criminal manner, related to my arrest, allegedly under the pretext of some action in the act, or immediately after, based on some false testimonies. In normal circumstances, I would have dismissed such information, considering it absurd and improbable, but we live in Tusk's state - the former Minister of Justice continued.

- In the worst-case scenario, when it starts to be introduced, I don't know in which year, it could mean an increase in inflation of up to 2% - he continued.

- Regarding our further decisions, the decisions of the Monetary Policy Council (RPP). I will repeat once again what I have been repeating for a long time, similar to the ECB or the US central bank. We will make them depending on the incoming data and information - stated Adam Glapiński at a press conference.

- I am not declaring anything, we remain cautious and are not announcing any interest rate path - he continued.

- I think the moment is very close, perhaps next month, when we will be exactly at the inflation target, which is 2.5%. - The charges and the motion for the temporary detention of Minister Ziobro are motivated by politics. Not by law, but by politics. Otherwise, it is difficult to justify such a step from the illegally seized National Public Prosecutor's Office - said Andrzej Śliwka during a meeting of the parliamentary committee on rules, deputies' affairs, and immunity.

- There are no charges related to theft, because there couldn't be. There are no charges of receiving financial benefits in the form of bribes, because there couldn't be - he continued.

- There is no charge of fraud, no charge of money laundering, no charge of creating an election fund. There is also no charge of illegal campaign financing. There is no charge of mismanagement. I think this information is a big disappointment for the "Silni Razem" (Strong Together) pro-government editorial offices - he went on to say.

- The main charge under Article 231 is based on the finding that Minister Ziobro failed to fulfill his duties of proper supervision over the activities of Minister Woś and Minister Romanowski, and that their actions were taken without a legal basis – he continued.

I quote: "here, practically in accordance with the regulations, the disposing minister had full right, even after the competition protocol was drawn up, to allocate money to someone completely different from what resulted from the competition committee's recommendations. - Zbigniew Ziobro himself is providing the Sejm with arguments to vote in favour of consent for arrest and temporary detention in this regard as well - said Paweł Śliz during a meeting of the Sejm's Committee on Rules of Procedure, MP Affairs, and Parliamentary Immunity.

- Today he is holding a three-hour press conference, according to the media outlets that went there, from Budapest. This shows that he will obstruct proceedings, even in terms of the prosecution filing charges. So, how else can the prosecution act if not to detain and temporarily arrest Ziobro? Precisely to be able to file charges, even these ones - he continued.

- Ziobro himself has provided the material for his arrest and temporary detention - he added.

- The accusation concerning the health situation, which you are still raising. I wish to point out that it is the court that will assess whether a negative prerequisite for pre-trial detention in the form of illness prevents the application of this preventive measure. However, once again, ladies and gentlemen, Zbigniew Ziobro gives us no opportunity for reflection. Since an operation was performed, it would have been enough to present all the medical documentation to the commission. Anyone who has been to the hospital, undergone operations, has very detailed documentation - said Paweł Śliz during a meeting of the Sejm Committee on Regulations, MP Affairs and Immunities.

- If we invoke certain circumstances, then someone like the Prosecutor General, who headed the entire prosecution service, knows that one should refer to a specific document, evidence, and such evidence would be medical documentation. He did not submit such documentation, not even to today's commission. He could have done it, and finally, Mr. Zbigniew Ziobro, you don't need to be a softie, you don't need to be a wimp, you need to be someone brave and appear before this commission - Paweł Śliz continued.

- Over the last 2 years, you have been building a political repression apparatus. A forceful, unlawful takeover of the prosecutor's office, unlawful replacement of court presidents, unlawful replacement of heads of criminal divisions, removal of judges from criminal divisions of Warsaw courts who were appointed or promoted after 2018, and even if Iustitia judges disagree with the motions, ultimately hand-steering court panels in tripartite formations - said Sebastian Kaleta during a meeting of the Sejm's Committee on Regulations, MP's Affairs and Immunities.

- All of this serves exclusively the purpose of allowing such absurdities to be implemented, to implement a spectacle of political repression against the opposition, and the situation where Mr. Prosecutor Woźniak comes here and explains that a Member of Parliament should be thrown into custody because they criticize the authorities for unlawful actions, for breaking the law, Lukashenka could be proud of such investigators, maybe he will transfer you soon. Truly, today in Poland, we simply have Belarus - he continued.

- I think this primarily speaks to Zbigniew Ziobro. Because it was none other than Zbigniew Ziobro who repeatedly said - honest people have nothing to fear. Well, since he's not in Warsaw at a time when his fate is being decided, it means he's afraid. He's afraid of justice, of law and justice. That's the truth - stated Adam Szłapka in an interview with Piotr Witwicki on Polsat News's 'Gość Wydarzeń'.

- He's truly afraid. But he's not afraid of revenge, as he says, from us; he's truly afraid of the Polish judiciary. He was the Minister of Justice. He is the last person who should be fleeing from the judiciary. He is simply a coward, an ordinary coward - he continued.

- Everyone who knows Minister Ziobro closely believes that in reality, he is riddled with fear. He just puts on a brave face, sometimes playing the sheriff. Everyone saw that gun sticking out from the back of his trousers - said Waldemar Żurek in an interview with Justyna Dobrosz-Oracz on TVP Info's 'Question of the Day'.

- In my opinion, he has already harmed himself [Zbigniew Ziobro]. He has probably harmed himself more with that photo with Orbán. Because for many years now, we have seen that Orbán is Putin's closest man in Europe, trying to break Europe apart from the inside - said Waldemar Żurek in TVP Info's "Question of the Day".

- And at this dramatically difficult moment, when we are not even receiving reimbursements for military equipment supplied to Ukraine, Orbán, the former minister Ziobro, who on one hand says how much he cares about Poland, is having his photo taken and hiding under the umbrella of Putin's friend - he pointed out.

- In my opinion, this is much worse than not appearing before the Polish justice system - he assessed.

"Minister Ziobro, he thinks he's completely above the law: I'll shift these funds around. And how he defends himself – he says: but I didn't put it in my own pocket" – said Waldemar Żurek in the program "Pytanie dnia" on TVP Info.

- We obviously prepared such an opinion and doctors assessed what they saw, how Minister Ziobro behaves. We know that Minister Ziobro behaves in such a way that when he is a victim in some matter, he goes to the prosecutor's office. Then he is healthy. When he has a press conference, he is simply a very energetic politician - said Waldemar Żurek in "Question of the Day" on TVP Info.

- When he travels abroad, he gives a conference. Truly, a person who feels unwell and is sick avoids such an intense life - he continued.

- So on the one hand, Minister Ziobro shows all Poles that he is an active, intensely working politician, but the moment legal responsibility appears, he hides and tries to portray himself as a victim - he stated.

- In this way, anyone could avoid responsibility, but we have both detention centers and correctional facilities where there are hospital wards. And there is also a rule that when someone is admitted to a detention center or correctional facility, they must undergo mandatory medical examinations - he pointed out.

- I know people who have had cancer or are undergoing treatment. I know these cases, everyone of us does. […] And we know that then it is said: I have a clinic, which I attend on such and such a date, I am taking such and such medications. […] In his defense, of course, he has the right to show it, whether to the prosecution or the media. We have not seen a single document, a piece of evidence, that this is a therapy that requires a clinical hospital, a hospital of this kind, such a clinic, injections, or such procedures - said Waldemar Żurek in "Pytanie dnia" on TVP Info.

- These are all stories meant to evoke sympathy among us. Because, of course, I sympathize with anyone with a serious illness, and the same applies to Minister Ziobro. But if someone has recovered and is past a serious illness, but is healthy – and that is precisely how Minister Ziobro is behaving today, that he is healthy – then the tales that a correctional facility or detention might kill him are simply a lie - he stated.

- Besides, we must be aware that an independent court will decide on this - he added.

- No - said Jarosław Kaczyński when asked by journalists if he had spoken with Zbigniew Ziobro after the commission's decision regarding the lifting of his immunity.

When pressed on whether he knew where Ziobro was, he replied: - I don't know.

- I have not filed for political asylum in Hungary - Zbigniew Ziobro stated in an interview with TV Republika.

- I am in Hungary not because I left Poland after learning that the prosecution, subordinate and politically controlled by Mr. Donald Tusk, decided to formulate a false request for the lifting of my immunity, based on lies and manipulations, with the aim of filing charges and arresting me. I am in Hungary because for many weeks a conference was planned, ironically themed, on the rule of law in the European Union, including the violation of law in Poland, and I was one of the guests - he indicated.

- I did not flee Poland, in the sense that I did not leave Poland; this situation found me in Hungary. I was supposed to return to Poland now, of course, but I found out that a provocation was being prepared, which is intended to prevent me from responding to the accusations, which were also previously released in an unlawful, criminal manner by prosecutors Mr. Żurek or Mr. Żurek to TVN - said Zbigniew Ziobro in an interview with TV Republika.

- Neither the MPs nor I received a request to lift immunity, which contains content covered by the secrecy of criminal proceedings, yet TVN television received it. Why? To defame me, to attack me - he continued.

- Donald Tusk has already decided on Twitter that I will be arrested upon my return. I learned from very credible sources that a provocation is being prepared, which was supposed to involve my alleged arrest red-handed, based on slander, and possibly being brought to the Sejm in handcuffs - said Zbigniew Ziobro in an interview with TV Republika.

- I called several prosecutor and judge colleagues to ask what they thought, whether this was possible. And every one of them, without exception, after a moment's thought, told me that under the current conditions we are in, it is possible - he continued.
