The two-day Sejm session will commence at 10:00 AM with the swearing-in of MP Alicja Dąbrowska, who will take over the mandate from Andrzej Halicki. Following this, the first reading of the government's draft bill introducing zero PIT (Personal Income Tax) for young people will take place. The second reading is scheduled for tomorrow, suggesting that PiS (Law and Justice party) intends to expedite the passage of this proposal.
At 10:00 AM, President Andrzej Duda will participate in the opening of the conference titled "People and Climate - Solidarity and Just Transition," to be held at the Hilton Hotel in Warsaw. At 12:00 PM, the VAT parliamentary committee will question Maciej Bando, the president of the Energy Regulatory Office.
At 2:15 PM, according to the schedule, the second reading of the so-called special act on the Westerplatte Museum, proposed by PiS, will take place. This bill concerns investments in the construction of the Westerplatte Museum and the 1939 War Museum - a branch of the Museum of the Second World War in Gdańsk. At 5:30 PM, the infrastructure committee will convene to consider amendments proposed during the second reading.
President Andrzej Duda will visit Głogów and Lwówek Śląski in the Lower Silesian Voivodeship. At 4:00 PM, he will lay a wreath at the Monument to the Children of Głogów, and at 4:05 PM, he will meet with residents of the Głogów County. Later, at 7:15 PM, PAD (President Andrzej Duda) will meet with residents of the Lwówek County.
At 6:30 PM, a brief, 15-minute voting session is scheduled. It is possible that the Sejm will adopt the aforementioned special bill during this time. At 10:30 PM, the second reading of the presidential draft amendment to the act supporting borrowers in financial distress who have taken out housing loans, as well as the act on corporate income tax, is planned.
Also scheduled for today is the election of a new President of the European Parliament. Candidates can be nominated by a political group or a group of at least 38 MEPs. This will be followed by a secret ballot. The candidate who obtains an absolute majority of valid votes cast will win. A maximum of four rounds of voting may take place. The election of Vice-Presidents of the European Parliament is also on the agenda.

Nowacka:
Working Title is 'Civic Coalition and Local Government Representatives'
- The working title is 'Civic Coalition and Local Government Representatives' because that's how we are structured at the moment. We are waiting for the rest of the potential partners to make a decision - stated Barbara Nowacka in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".
- That's why we have established a campaign headquarters, we are working, and on July 12-13 there will be a program conference. We are ready. If they are unable to keep pace and join [potential coalition partners], it's difficult. Frankly speaking, that's their problem - she emphasized.
07:59
Nowacka:
The Coalition Should Be as Broad as Possible. We Are Governed by the D'Hondt Method, I Learned of Its Strength Very Painfully in 2015, Just Like the Entire Left

Budka:
It's Not Like 10 Years Ago When Buzek Became EP President or 5 Years Ago When Tusk Became Council President. Morawiecki's Only Focus Was Preventing Timmermans from Becoming EC President
- It's not like 10 years ago when Jerzy Buzek became President of the European Parliament or 5 years ago when Donald Tusk became President of the Council. We went to this summit as the Polish government with, in my opinion, a completely flawed assumption. There was no positive policy, no desire to achieve something, but the only thing Prime Minister Morawiecki focused on was preventing Frans Timmermans from becoming President of the Commission – said Borys Budka in a conversation with Wojciech Dąbrowski on the Polsat News program "Graffiti".
08:03
Nowacka:
Schetyna-Biedroń Conversation Took Place
- No, we did not meet [there was no Nowacka-Biedroń meeting]. Yes [the Schetyna-Biedroń conversation took place]. Please ask either Robert Biedroń or Grzegorz Schetyna - stated Barbara Nowacka in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation."
08:06
Nowacka:
This Friday and Saturday We'll Be Traveling Through Podlasie and Mazovia
08:08
Budka:
We'll have a Vice-President of the EP - Ewa Kopacz. Take note of Szydło's position
08:12
Nowacka:
There are things that, for purely moral reasons, should not be present in a campaign
08:21
Nowacka:
Schetyna could have appointed a stooge as chief of staff, but chose the ambitious Brejza
- Krzysztof Brejza absolutely defines the direction for the campaign staff. The moment the coalition issue is settled, all responsibility will transfer to the campaign staff. I am convinced that [Grzegorz Schetyna] agrees with this. After all, he knew what he was doing when he appointed a young, ambitious, energetic person as chief of staff. He could have appointed a stooge, but he chose the ambitious Krzysztof Brejza. So, he probably knew what he was doing - stated Barbara Nowacka in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".
08:25
Nowacka:
Biedroń Wasted Immense Potential
- I believe that Robert Biedroń has wasted immense potential and the enormous trust he gained over the years as a likeable MP, an efficient mayor of Słupsk, and in the last few months where he entered the campaign, he completely damaged this image, and frankly, it's a shame, because for all people with progressive views, it was a great hope - stated Barbara Nowacka in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".
08:34
- I think it's a rational decision [the nomination for the new head of the European Commission]. We accept it. We have achieved our goals, as the Prime Minister said, and he worked hard to achieve these goals. This is a good decision for Europe, because those who will hold key positions in the EU have a chance to unite, not divide - stated Piotr Gliński in an interview with Beata Michniewicz on "Trójka's Political Salon."
08:34
Karczewski:
It's not worth clashing with Warsaw. It has strengthened its position
- It's not worth clashing with Warsaw. Warsaw has strengthened its position. We have significantly strengthened the Visegrád Group's position. If we can be so genuinely happy, it is precisely because the Visegrád Group is consolidated, speaking with one voice - said Stanisław Karczewski in an interview with Marek Pyza on TVP1's "Political Quarter of an Hour".
08:37
Karczewski:
Positions are not important. What matters is our voice and that we are taken into account.
- Positions are not important. What matters is our voice and that we are taken into account. We are very consolidated within the Visegrád Group - said Stanisław Karczewski in an interview with Marek Pyza on TVP1's "Political Quarter Hour".
08:44
- We will also talk [at the PiS Katowice convention], perhaps one-third, generally speaking, about future intentions, plans, and proposals for the election campaign and, if God wills it and Polish society also agrees, for the next term - stated Piotr Gliński in a conversation with Beata Michniewicz on 'Trójka's Political Salon'.
- We are presenting a certain programmatic legacy, in this case also political, which has been implemented and is being implemented, as we are currently the ruling party. Based on this, we will also indicate new programmatic directions. They will be outlined in Katowice, and immediately after Katowice, we will prepare a concrete program. We will be properly prepared for the autumn campaign - emphasized the Deputy Prime Minister.
08:45
Karczewski:
The PSL Suffers from a Split Personality. They Don't Know Whether to Align with Leftist Groups or Not. We've Grown Accustomed to the Opposition Being Totally Opposed and Unable to See What's Beneficial for Poles.
08:48
08:52
„The Polish People's Party (PSL) has made a concrete proposal. Two blocs for parliamentary elections, because we have drawn conclusions from the European elections. The entire European Coalition, all parties, did not win in those elections, as PiS (Law and Justice) outpaced us by over 7 percentage points. If anyone believes that more of the same will yield a different result than in the European elections, I fundamentally disagree” – said the leader of PSL, Władysław Kosiniak-Kamysz, in a conversation with Piotr Kraśko on Radio TOK FM's morning program.
08:53
Kosiniak-Kamysz:
You Can't Win Elections Without Shared Values. And You Can't Unite Values on One List from Biedroń to the PSL
„You can't win elections without shared values. And you can't unite values on one list from Biedroń to the PSL. Such a list is unable to attract voters. Wings break. This is what Prof. Flis says, who states that if the wings are too wide, they simply break. It's impossible to combine left-wing ideals with centrist ideals, which we represent” - said the PSL leader Władysław Kosiniak-Kamysz in an interview with Piotr Kraśko on Poranek Radia TOK FM.
08:56
Kosiniak-Kamysz:
The opposition doesn't need to be united on one list to cooperate and unite in action
„The opposition doesn't need to be united on one list to cooperate, to unite in action. You can't convince voters if you don't have a defined program and values. There must be that common denominator. I don't see a common denominator for the parliamentary elections between the left and the PSL” – said the leader of the Polish People's Party (PSL), Władysław Kosiniak-Kamysz, in an interview with Piotr Kraśko on Radio TOK FM's morning program.
09:37
Brejza:
I Don't Recognize Władek [Kosiniak-Kamysz] Lately. With Whom Did the PSL Govern in 1997-2001 and 2001-2003? They Governed with Biedroń, Sierakowska, and Senyszyn. This is the PSL's Negotiation Tactic

PMM:
Our Project is Zero PIT, but 100% Chance for Young People for a Better Future in Poland
„This is a project that simultaneously aims to increase opportunities, improve prospects, and ensure that the job market possibilities for young people are better, increasingly better, like those of their counterparts in the West. Over the past years, since Poland's accession to the EU, 1 million 700 thousand inhabitants have left Poland. That's approximately the population of Warsaw, meaning an entire Warsaw has emptied out. This is a gigantic loss. We cannot afford another one. We must attract young people. This project is zero PIT, zero income tax, but a 100% chance for young people for a better future in Poland” – said Prime Minister Mateusz Morawiecki in the Sejm during the work on the regulations concerning the so-called zero PIT.
10:38
PMM:
Through PIT Reduction, We're Giving Young Workers Raises
- This project involves an investment of approximately one billion zlotys this year, as it will become effective in August if the Esteemed Chamber and Mr. President decide so. Next year, it will amount to at least 2.5 billion zlotys. This is a significant investment in young people, in providing them with opportunities to gain initial experience, and in ensuring a substantial amount of new funds remain in their wallets. Funds they wouldn't have otherwise, as employers were not prepared for such rapid salary increases. Through a reduction in PIT, we are giving young employees raises. A reduction of PIT to zero – said Mateusz Morawiecki in the Sejm.
10:39
Before the Sejm session began, the Prime Minister attended a meeting of the PiS party club, where he reported on the proceedings of the European Council summit. According to our sources, PiS MPs greeted the Prime Minister with applause in the column hall.
11:52
11:53
“This is a failure of Prime Minister Morawiecki’s government. I look with a smile at this self-congratulation. It reminds me a bit of the situation at the airport when the PiS delegation, led by Chairman Kaczyński, waited with flowers for the defeated, a symbol of failure, Prime Minister Szydło, 27:1. We all remember that. Today, PiS politicians believe they can hide reality with smiles and displays of good spirits, but they shouldn't have any. This is a failure. Ten years ago, Jerzy Buzek became President of the European Parliament, in 2014 Donald Tusk became President of the European Council. 2019 – where are we today? Where is Poland? Where are Poland’s opportunities, Poland’s political strength in the European Parliament, in the European Union, in Brussels? It’s not there. This is a failure not only of the Polish government. It is a failure of the philosophy of building and seeking adversaries, of creating arenas of confrontation, rather than building a positive structure where one can, by seeking strong partners, build a good Polish position. This did not succeed in these negotiations. Poland is outside the mainstream, outside the most important positions, outside the influence on policy. This is the image of the activity of the Polish government and the delegation led by Prime Minister Morawiecki” – said PO Chairman Grzegorz Schetyna at a press conference in the Sejm.
12:03
Schetyna:
"PSL isn't naming partners for talks, but those they refuse to work with. I can't imagine this party going it alone against other opposition groups. It would be suicidal."
"The PSL isn't naming partners for talks, but rather those they politically refuse to cooperate with in this election campaign. I am a politician with different experiences. I seek partners, which is why Civic Coalition, PO, Nowoczesna, Inicjatywa Polska, in cooperation with local government officials at all levels, from all regions, are building a broad center coalition. I say this, and I will repeat it. The Polish People's Party is the partner of choice for Civic Platform, for the Civic Coalition. I wish for all of us to know this and to confirm it. I am an optimist. I believe we still have some time to build the framework for this coalition, to establish its principles and programmatic foundations, to be prepared for the election campaign and for electoral victory. It is possible, and we will build it" - said the PO leader Grzegorz Schetyna at a press conference in the Sejm.
"I cannot imagine the Civic Coalition, as the largest grouping, not having its own initiative or its own idea for building a coalition. We are doing this today, and we will continue to do so tomorrow. I am convinced that in the coming days, we will show the next steps we will take to build this coalition" - he added.
"At the beginning of February, nothing prevented President Kosiniak-Kamysz from talking with SLD and building the so-called Polish Coalition then. So, if it bothers him now, I ask what happened in this election campaign that other partners bother him? I will not look for those who are against us; I will look for those who think like us and want to build a broad center coalition with us" - Schetyna explained - "I am convinced that political wisdom will prevail. I cannot imagine this party going it alone against other opposition parties, against PO and KO. That simply cannot happen, because it would be suicidal for the PSL".

The European Parliament has elected its President. This significant event marks a crucial moment in the functioning of the EU's legislative body. The election process for the Parliament's President is a cornerstone of its democratic mandate and reflects the diverse political landscape of the member states. The role of the President is to lead parliamentary debates, represent the institution externally, and oversee its work. This particular election follows a period of intense deliberation and negotiation among the various political groups within the Parliament. The outcome is of considerable interest to those following the trajectory of European integration and policy-making. The tweet from @manfredweber, linked as a reference, likely provides a direct statement or reaction from a prominent figure involved in this process, offering a glimpse into the political dynamics at play.

As 300POLITYKA has learned, Tomasz Szczegielniak – formerly deputy director of the Department of Domestic Events at the Presidential Chancellery – is moving to the Prime Minister's Chancellery for the position of Undersecretary of State. Szczegielniak also serves as a councillor for the Mokotów district of Warsaw.

Kukiz Apologizes to PSL:
If No One Was Apprehended, No One Is Imprisoned, Then I Was Very Wrong in This Assessment.
- But it looks like… On this occasion, I wanted to very sincerely apologize to the PSL, because for four years, the President and PiS had absolutely all the instruments to apprehend potential criminals. If no one was apprehended, no one is imprisoned, then it means I was very wrong in this assessment. Once again, I apologize - stated Paweł Kukiz in an interview with Justyna Dobrosz-Oracz on Wyborcza.pl, when asked about his archival statements classifying the PSL as a criminal group.

Nitras:
I Filed a Motion with the Sejm Presidium to Sanction Kuchciński
- In the assessment of Minister Andrzej Dera, speaking on behalf of President Duda, Mr. Kuchciński, as Marshal of the Sejm, by considering that the Penal Code is not a code and can be passed in one day, committed – and I quote: "trampling on the Rules of Procedure of the Sejm". What MP Kuchciński did cannot be compared to any parliamentary address for which opposition MPs are punished. MP Kuchciński must be punished if we are equal before the law – wrote Sławomir Nitras on Facebook.

- Please participate in elections. This is very important for strengthening our democracy. It is also very important for democratic debate. Because we often hear: "If someone did not participate in the elections, let them not discuss politics in Poland. They gain the legitimacy to discuss only when they vote." When they went and thus expressed their view on how Poland should be governed. Please participate in future elections, and for the recent ones, I thank you with all my heart - said President Andrzej Duda during a meeting with the residents of Głogów.

Donald Tusk, the former Prime Minister of Poland and current President of the European Council, took to Twitter to congratulate Ewa Kopacz on her appointment as Vice-President of the European Parliament.
The tweet, posted on July 3, 2019, reads:
"Gratulacje dla Ewy Kopacz z okazji wyboru na funkcję Wiceprzewodniczącej Parlamentu Europejskiego. Jestem pewien, że będziesz doskonałą wiceprzewodniczącą."
This translates to:
"Congratulations to Ewa Kopacz on her election as Vice-President of the European Parliament. I am sure you will be an excellent vice-president."
The announcement of Kopacz's appointment was met with widespread positive reactions, with many commending her extensive experience in European affairs. Kopacz, a prominent figure in Polish politics, previously served as Prime Minister of Poland from 2014 to 2015 and has been a Member of the European Parliament since 2019.

It was a great success. Not only for Poland, not only for the Visegrad Group, but I dare say it was also a success for all of Europe.
- It was a great success. Not only for Poland, not only for the Visegrad Group, which we managed to integrate, which is actually integrated and this pleases us greatly, because we can achieve more together, but I dare say it was also a success for all of Europe - said Mateusz Morawiecki in a conversation with Bogdan Rymanowski on the program 'Wydarzenia i Opinie' (Events and Opinions) on Polsat News.
20:00
- There was nothing personal. There was a conviction that today is a new era, a new beginning. A new beginning needs new ideas and new people - said Mateusz Morawiecki in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" on Polsat News.

PMM:
We Appealed to Your Conscience. I Said: You Can Outvote Us, Because You Will Have the Majority, But Do You Want to Start a New Chapter by Outvoting a Significant Part of the Population?
- We appealed to your consciences. At one point, I said: You can outvote us 70 to 30, because you will have the majority, but do you want to start a new opening in European institutions by outvoting a significant part of the population that we represent? The views of a significant portion of people representing nations will be brutally crushed - said Mateusz Morawiecki in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" on Polsat News.
20:12
- I spoke with her before the nomination, because I believed that to seriously support her candidacy, I had to talk to her. I also had the opportunity to speak with her after the panel in Davos, where we participated together, and I saw very sound views. Whether she said something in one interview or another, it doesn't prove anything yet - said Mateusz Morawiecki in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" on Polsat News.
20:17
- Of course, one should expect a very important, programmatic speech from the President, and I will try to present a vision for the next year, two, four, five years – said Mateusz Morawiecki in an interview with Bogdan Rymanowski on the program “Wydarzenia i Opinie” (Events and Opinions) on Polsat News.
20:33
Trzaskowski:
Timmermans Stays in the Same Position. The Polish Government Achieved Nothing
- The fact that Timmermans was principled on rule of law issues means that the new President of the European Commission will be just as principled, and Timmermans will remain in the same position. Consequently, the Polish government has achieved nothing - said Rafał Trzaskowski in an interview with Anita Werner on TVN24's "Fakty po faktach".
20:40
Trzaskowski:
We Have a Paradox. Everyone Was Accused, Including Me, of Allegedly Serving German Interests. Now We Have a German Politician, and It's a PiS Success That a German Woman Is Head of the European Commission
20:43
Trzaskowski:
I would urge my colleagues, especially from the PSL, to make a quick decision. We have a chance to win these elections only if we are fully consolidated.
- I would urge my colleagues, especially from the PSL, to make a quick decision, because we need to reach an agreement. We have a chance to win these elections only if we are fully consolidated – said Rafał Trzaskowski in an interview with Anita Werner on TVN24's "Fakty po faktach" (Facts after facts).
20:48
Trzaskowski:
I Hope We'll Agree So Quickly That We'll Be Able to Present the Program and Finalize Lists by the End of July
- The program is ready. The assumptions are ready and it will be presented very quickly. There will be a special convention that will discuss it in subgroups, when it comes to Civic Platform, as early as next weekend. I hope we'll agree so quickly that we'll be able to present the program by the end of July. Finalize the lists by the end of July and get to work with full steam, even though the work is already ongoing - said Rafał Trzaskowski in an interview with Anita Werner on TVN24's "Fakty po faktach".

Mazurek Comments on Krasnodębski's Candidacy Rejection for EP Vice-President:
Parliamentary Democracy's Rules Broken.
The decision to reject the candidacy of Polish MEP Zdzisław Krasnodębski for the position of Vice-President of the European Parliament is a demonstration of the breaking of parliamentary democracy rules. This is the opinion of Beata Mazurek, who commented on the situation on Twitter.
The former Deputy Marshal of the Sejm pointed out that the election of parliamentary vice-presidents in the European Parliament is usually a formality, a confirmation of the will of the national parliaments that nominate candidates from their respective countries. In this case, however, the majority in the European Parliament decided to ignore this established practice.
"The procedure in the European Parliament for electing vice-presidents is to accept candidates nominated by national parliaments. This is a political convention that has been followed for years. The decision to reject the candidacy of Zdzisław Krasnodębski is a clear signal that this convention has been broken," stated Mazurek in her statement.
She added that such actions undermine the principles of representative democracy and could lead to further politicization of European institutions. "By rejecting a candidate proposed by a national parliament, we are questioning the legitimacy of the electoral will of citizens of a given country. This is a dangerous precedent," she emphasized.
Beata Mazurek also expressed her solidarity with Zdzisław Krasnodębski and called for a return to respecting parliamentary norms and the spirit of cooperation within the European Parliament.
