At 8:45, the leadership of the Ministry of National Education and the new government plenipotentiary for the educational function of schools will hold their press briefing.

The government session will commence at 10:00. Among other matters, ministers will address regulations concerning the minimum wage and pensions for uniformed services, as well as amendments to tax laws. Prime Minister Mateusz Morawiecki will not participate in the Council of Ministers meeting, as he remains in Brussels.

This is because at 11:00, EU leaders will resume discussions on appointments to positions within the European Council, the European Commission, and the European Parliament. Yesterday, as a result of protests from Warsaw, Budapest, Prague, Bratislava, and Rome, Frans Timmermans' candidacy for the head of the EC was blocked.

At noon, at the seat of the Central Archives of Historical Records (Archiwum Głównych Akt Dawnych) in Warsaw's Old Town, the original Act of the Union of Lublin from 1569 will be publicly displayed. Representatives from AGAD and Deputy Minister of Culture Magdalena Gawin will attend the ceremony. The original document, dating back 450 years, will be available for viewing at the Archive's headquarters between July 3rd and 6th, and from July 8th to 12th.

- The largest debt at this moment, meaning the increase in debt due to 'Kaczyński's Fifth,' is astonishing. The economy is slowing, and energy prices will hit with double force, as they will mean significantly higher inflation, around 3.5%, and this will necessitate an increase in interest rates - said Ryszard Petru in a conversation with Piotr Witwicki on Polsat News's 'Graffiti'.

I don't have the impression that we exaggerated the tone of our opposition [to Frans Timmermans' candidacy], quoting the editor. We have no intention of backing down from anything. We maintain that he is not a candidate who meets our expectations for who the head of the European Commission should be. It is a confrontational candidacy. There is no doubt about it. However, the way Frans Timmermans speaks, his behavior towards countries in our region, not only Poland, but also other countries in our region, shows that he probably does not fully understand the specifics of our region - stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego." - We need a candidate who understands this and will unite Europe, not divide it - emphasized the Deputy Prime Minister. - Frans Timmermans, through his statements, behavior, and actions in recent years and months, has shown that he simply does not understand this specificity. For instance, his stubborn insistence on the Article 7 procedure against Poland without any serious reason, and moreover, not hiding the fact that there isn't actually a reason, because he himself publicly stated that it's not about ultimately punishing Poland or bringing this procedure to its conclusion, but only about grilling Poland - noted the PiS politician. - We are trying to make our partners in Western Europe, who support this candidacy, aware that it is not a candidacy that will serve European unity well - he said.

I have filed a motion with Strasbourg. Nowoczesna has a chance to receive 28 million zlotys due to the incorrect interpretation by the National Electoral Commission, but this needs to be fought for. As of November 2017, I am no longer the leader, so this is not my formal responsibility - said Ryszard Petru in an interview with Piotr Witwicki on Polsat News' "Graffiti". 

- The concerns are shared by all of us. These concerns are precisely that the candidacy of Frans Timmermans, firstly, threatens us today with an escalation of internal EU conflicts, further dividing the EU into the old EU and the new EU countries, meaning the countries of our region, and this does not serve the EU. We care about the EU remaining united, and that within this union we discuss serious problems rather than generating conflicts - stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I have the impression that it is precisely Frans Timmermans and the people who support him, this candidacy, who do not like the choices of Poles, they do not accept these choices of Poles, and this is a certain problem in Europe, because Europe today has this political and ideological face, this Western Europe, and it seems that the democratic decisions of our part of Europe, not only in Poland, but in Hungary, and also in Italy, are not accepted by Brussels elites. And this is not good, because democratic decisions should always be accepted, regardless of who wins - stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I think there are many candidates [for the head of the European Commission], names that keep appearing in the media, whom we would be ready to support. Such compromise candidates - stated Jacek Sasin in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- As far as I know, there is currently no such concept [for Beata Szydło to head the European Parliament]. There is indeed a concept for Prime Minister Szydło to play a very important role in the new power structure within European institutions. Please do not expect me to announce our negotiation strategies at this moment. This is the result of a larger puzzle, discussions, conversations, also influence, and the division of certain positions among parliamentary factions. It's a complex game, and this is not the place to reveal such negotiation tactics at this time - stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

When asked if Szydło would head one of the European Parliament committees, the Deputy Prime Minister replied: - We'll see. We'll see how these conversations go.

For now, district leaders have presented alphabetical lists of candidates for the European Parliament. Based on these, final election lists will be created. We are not yet at the stage of announcing who will run from where, or from what position - stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

Asked if Prime Minister Morawiecki would run from Kielce, the Deputy Prime Minister replied: - If I were to follow the media, so many different ideas are being floated. Internally, within the party, I'm saying how the situation stands. There are no such decisions. Such decisions have not been made. Therefore, we can only refer to what is in the media, what speculations there are.

- Within, I think, a few weeks, these lists will be ready. The calendar looks like this, and it also imposes the necessity for these lists to appear soon - added Sasin.

- It would undoubtedly be dishonest to say Timmermans is not a friend of Poland. I recall that, in his time, he received a high decoration from President Lech Kaczyński, stemming from the fact that he was recognized as a friend of Poland and a friend of the memory of Polish soldiers who liberated the Netherlands. He always had an exceptionally emotional, positive attitude towards Poland - Katarzyna Lubnauer stated in an interview with Krzysztof Ziemiec on TVP1's "Political Quarter Hour".

- I believe we will meet in the end together. I don't want to get ahead of events at this moment, discussions are of course underway. However, I believe that the political-mathematical calculation will prevail, which shows that the D'Hondt method awards bonuses for broad coalitions - said Katarzyna Lubnauer in an interview with Krzysztof Ziemiec on TVP1's "Political Quarter of an Hour".

- It's like this. I am grateful to Ryszard Petru for founding Nowoczesna. I believe he brought many valuable people into politics. „Decisions are likely to be made today, and it is worth noting that at this moment we are talking about something more than just the selection of candidates, the choice of individuals who will fill these important positions within the European Union, but we are discussing what the European Union will be like in the upcoming term. Will it be a Union of dialogue, compromise, and the development of solutions that are good and acceptable to all EU countries, or will it be a Union where the strongest countries forcefully impose solutions that are not always beneficial for other countries, other regions of the European Union” - said Minister Michał Dworczyk on Radio Jedynka.

"The program convention, or a convention that will be a brainstorming session with many intellectuals and politicians participating in dozens of panels and meetings. The materials developed there will certainly be used in some way for this program, a program we want to present in the autumn elections. We want to show Poles concrete proposals, but it can already be said that one of the most important goals of Law and Justice will remain human dignity, and we will strive to continue developing our country, Poland, towards such a solidarity-republican model," said Minister Michał Dworczyk in an interview with Radio Jedynka.

- The European elections were a huge personal success for party leader Kaczyński. There was a certain breakthrough in how undecided and wavering voters perceive the party leader. This is a fundamental defeat for the operation conducted by one of the newspapers in Poland, which tried to destroy Jarosław Kaczyński's image by portraying him as an oligarch who is almost conducting financial dealings on a scale of billions in Poland. Ahead of us lies another, certainly difficult day, where we will try to select the best individuals to lead the EU in these new times. It is extremely important that we can develop candidates with whom an enormous, enormous majority of member states, and ideally all of them, are in agreement. New times require new people, new ideas, new openings, and that is why the criteria we set for ourselves at the very beginning, and which are also formally captured, are very important. We want candidates to be chosen based on a certain geographical balance, but of course, it is also very important that they are candidates who have open minds, open hearts towards Europe, which, after all, is at different levels of development primarily due to historical reasons. Generally, these will certainly not be easy discussions, but I believe that today we will make very significant progress, and perhaps we will even manage to agree on personnel here, at the European Council level – stated Prime Minister Mateusz Morawiecki in Brussels. “For several days, the media have been reporting on another devastating NIK (Supreme Audit Office) report, which concerns the unclear, irrational, and non-purposeful spending of nearly 90% of the Justice Fund, managed by Minister Zbigniew Ziobro. We would like to remind everyone that the Justice Fund was established to help victims of crime, those harmed by criminal activity. This fund was meant to provide assistance to those most in need. Instead, Zbigniew Ziobro and his party colleagues from PiS changed the regulations in such a way that the fund has become a transmission belt for transferring financial resources to groups, foundations, and associations linked to Solidarna Polska activists. As NIK indicates, nearly 90% of the funds from this source were spent in an unclear, non-transparent manner, inconsistent with budgetary principles. Instead of helping crime victims, the focus has shifted to how to non-transparently transfer funds to entities associated with Solidarna Polska activists,” said Borys Budka from PO during a press conference in the Sejm.

- In my opinion, there will be two to three large, significant blocs. I don't know if smaller electoral committees will register at all, because if we look at the election calendar and this scenario, which in my opinion is the most realistic, meaning the president announces the elections on August 12th for October 13th, then by September 3rd, an electoral committee and candidates must be registered, and of course, signatures must be collected. So, 21 days is very little time, on top of that it's August, and ordinary Poles are increasingly less interested in giving their personal data, including, I would say, highly sensitive information like their PESEL number. Asked if the Kukiz'15 movement is capable of collecting signatures on its own within such a timeframe, or if it will require the help of a coalition partner, he replied: - In my opinion, it won't be possible. And not just for us, but also for other electoral committees of this size.

„I believe that by showing we are a tough player, the days when the Polish Prime Minister would go there basically just to take a photo with the other participants and sign the final protocol, if they were lucky enough someone would pat them on the back, those times are over. Unfortunately, many prime ministers behaved that way in previous terms. This whole thesis about going with the main current boiled down to us doing what the big EU countries demanded of us, and not always what the interests of a large, self-sufficient, independent state like Poland would require” - said Radosław Fogiel, Deputy Spokesperson of PiS, on Polskie Radio 24. 

If this candidacy can be blocked, then I am willing to take all the blame and shoulder all the opposition's whining, because it is simply a bad candidacy. This is a politician who, apart from being ideologically far from PiS, is a representative of the left, and I would say a progressive one. Furthermore, he is a person who has terribly politicized his role as Deputy Head of the European Commission - said Radosław Fogiel on Polskie Radio 24.

Unexpectedly, the second reading of the presidential bill amending the act on supporting borrowers in difficult financial situations who have taken out housing loans, and the act on corporate income tax, has appeared in the new version of the Sejm's upcoming session schedule.

In short, this is President Andrzej Duda's proposal regarding aid for "frankowicze" (borrowers with Swiss franc-denominated loans), submitted to the Sejm less than two years ago. The second reading will take place on Wednesday at 10:30 PM, so theoretically, the bill could be voted on this week – if there is the political will.

- Our idea is to create two opposition blocs. They must go in two directions to fight for the removal of PiS from power. One bloc did not work.
