Sunday's Political Agenda: PMM at a Special Summit in Brussels, WKK's Statement, and the 450th Anniversary of the Polish-Lithuanian Union

At 10:00 AM in Krakow, PSL chairman Władysław Kosiniak-Kamysz will make a statement.

Prime Minister Mateusz Morawiecki will be visiting Brussels. The head of government will participate in a meeting of the European Council members with the President of the European Parliament at 6:00 PM, and at 6:30 PM, he will attend a working dinner of the heads of government and states of the European Union. The special summit will be dedicated to filling the most important EU positions.

This year marks the 450th anniversary of the Union of Lublin. On this occasion, celebrations commemorating this event will take place today in Lublin. Participants will include the Speakers of the Sejm and Senate, the Speaker of the Seimas, as well as high-ranking state officials and numerous foreign guests, including delegations from Lithuania, Latvia, Estonia, the Czech Republic, and Hungary.


The celebrations will begin with a Holy Mass at the Lublin Metropolitan Cathedral at 10:00 AM. Afterwards, guests will lay flowers at the monument to the Polish-Lithuanian Union at 11:45 AM, and then move to the Centre for the Meeting of Cultures, where a meeting dedicated to the European significance of the Union's heritage and a concert will take place. Simultaneously, at 12:30 PM, a formal meeting of the Polish-Lithuanian Parliamentary Assembly will be held. The celebrations will also be accompanied by the official presentation of a commemorative postage stamp on the occasion of the 450th anniversary.


In turn, at 2:45 PM, a debate of the Speakers of Parliament will be held – "450th Anniversary of the Union of Lublin. The European Significance of the Union of Lublin's Heritage for Contemporary Nations and States." The agenda includes speeches by the Marshal of the Sejm, Marek Kuchciński, and the heads of delegations.

The leader of the United Right (Zjednoczona Prawica), Jarosław Kaczyński, stated that there is no possibility of forming a single electoral list for the Wiosna (Spring) party and the Polish People's Party (PSL) in the upcoming elections.

Kaczyński's comments, made during an interview with Polsat News, were a direct response to speculation about a potential coalition between the two parties. He emphasized that the United Right will run independently and will not compromise on its political platform to accommodate the Wiosna and PSL.

"We believe in our own strength and our own vision for Poland," Kaczyński said. "We have a clear mandate from our voters, and we intend to fulfill it without forming alliances that would dilute our message or compromise our principles."

The Wiosna party, led by Robert Biedroń, and the PSL, a centrist agrarian party, have been in discussions about potential cooperation, but a unified electoral list remains a significant hurdle.

The upcoming elections are expected to be highly competitive, with several political formations vying for power. Kaczyński's firm stance on the United Right's independent campaign suggests a strategy focused on solidifying its core support base and presenting a distinct alternative to potential opposition alliances.

8 Political Themes of July

July in politics is primarily about the continued preparations by parties for the autumn parliamentary elections. The Civic Coalition and PiS are planning their conventions, while SLD will make a final decision on their electoral strategy after announcing the results of their internal referendum. The PSL will also make their decision during a meeting of their Supreme Council.

July also features two Sejm sessions before the summer recess, which will last until mid-September. MPs will address, among other things, the special bill concerning Westerplatte, as well as the zero PIT (Personal Income Tax) for young people, one of the last unfulfilled promises from Jarosław Kaczyński's "fifth."

In the European Parliament, newly elected MEPs will convene for their first plenary session to elect, among others, the President of the European Parliament and the Vice-Presidents.

SLD Referendum Results. In the last weekend of June, an internal referendum was held within SLD regarding the party's strategy for the autumn parliamentary elections. Voters had two options: 1. I support the Democratic Left Alliance's participation in parliamentary elections in agreement with other pro-democratic political parties. 2. I support the Democratic Left Alliance's independent participation in parliamentary elections. As announced, the referendum results will be published on July 1st.

Election of the EP President. Newly elected Members of the European Parliament will meet for their first plenary session at the beginning of July. Their first task will be to elect a new President of the European Parliament, scheduled for July 3rd. Candidates can be nominated by a political group or a group of at least 38 MEPs. Following this, a secret ballot will take place. The candidate who secures an absolute majority of votes cast wins. A maximum of four rounds of voting may be held. The election of EP Vice-Presidents is also planned.

PiS Program Convention. From July 5th to 7th, PiS will hold its program convention in Katowice, featuring presentations summarizing their actions and outlining future directions. Additionally, according to unofficial information, over 50 side panels will take place. Stanisław Karczewski emphasized a few weeks ago that the July convention will be a "brainstorming session."

Dual Sejm Sessions. The Sejm will convene in the first week of the month on July 3rd-4th (a shortened session), and again from July 17th-19th. This latter session will be the last before the summer recess, which will last until September 11th. During these two sessions, MPs will address, among other things, the special bill concerning the Westerplatte Museum, the new Tax Ordinance, and the report on the Supreme Audit Office's (NIK) activities.

Sejm Discusses Zero PIT for Young People. The exact date for considering the bill introducing zero PIT for young people is not yet known, but since the act is to enter into force on August 1st, it will most likely be voted on during the first July session. Otherwise, the Senate might not have enough time before August 1st. The upper house convenes from July 10th-12th, and then again from July 30th to August 2nd. The government's bill is already in the Sejm and has been assigned a print number.

PSL Supreme Council. On July 6th, the PSL Supreme Council will convene to make a final decision regarding their participation in the autumn parliamentary elections. Piotr Zgorzelski stated in Polsat News, "There is neither time nor need to dazzle public opinion with our internal affairs." If the decision is made to run independently, the PSL will also elect their election staff.

Civic Coalition Program Convention. From July 12th-13th, a program convention will be held, during which the Civic Coalition – as announced by Grzegorz Schetyna on Radio Zet – will present "our findings, our program achievements, what we have worked on and built in terms of our program over the last 4 years." On July 19th-20th, a meeting of the PO National Council is scheduled, and from July 26th-27th, the election slogan and program will be presented, marking the start of the campaign.

PAD's Activities. On July 1st, President Andrzej Duda will participate in the Counselling Congress in Warsaw. On July 3rd, PAD will visit Głogów and Lwówek Śląski in the Lower Silesian Voivodeship, where he will meet with residents. These are – at present – the only planned activities for the president.

Decisions concerning climate protection, the multiannual financial framework, i.e., the EU budget, foreign policy, and of course, trade policy towards major global competitors. In such circumstances, Europe needs candidates who can unite, forge consensus, and compromise. Poland advocates for such candidates. We are engaged in numerous discussions, and I believe the debate will continue today. I am convinced that many delegations, most, if not all, states share the belief that we should find a candidate who, for the most important position of President of the European Commission, will be able to unite, build bridges, and seek compromises, sometimes transcending different opinions and divisions. I am confident that today there will be a constructive discussion, likely a long one, and also tomorrow morning, but I still believe we will find a candidate who is suitable for Europe for the next 5 years. Suitable also in the context of the strategic agenda we agreed upon, the most important points, and priorities within which Poland was very active and which were adopted – stated Prime Minister Mateusz Morawiecki in Brussels.

Asked about Frans Timmermans as a candidate for the head of the European Commission, the head of the Polish government replied: - Frans Timmermans is not a candidate for compromise. Frans Timmermans is, of course, a candidate who deeply divides Europe and certainly does not understand Central Europe, which is emerging from post-communist collapse.
