Biedroń:

Wiosna is doing well, it's the third political force in Poland. It's a hope on the progressive, left-wing side. Speculations about our demise are premature, very premature.

Wiosna is doing well, it's the third political force in Poland. Yesterday, in polls, we again achieved a quite good result of 9%. For a party that was founded in February and sent three MEPs to the European Parliament in May, we are doing quite well. Of course, it can always be better, especially in opposition. People are joining us. After the elections, 1,000 people joined our ranks. Next week, we will appoint an election staff, as well as regional staffs. Wiosna is preparing for elections. It is a hope on the progressive, left-wing side for Poland. [Speculations] about our demise are premature, very premature” - said Wiosna leader Robert Biedroń on Radio Jedynka.

07:25

Biedroń:

We Have Two Scenarios on the Table: Wiosna Alone or Wiosna with Left-Wing Forces

Today, there are two most probable scenarios for Wiosna. One, which we are preparing for, is Wiosna running independently, as in the May elections. This support gives us the mandate to prepare independently. 9% are results that guarantee we will cross the electoral threshold, which is why we are forming an election committee, strengthening our structures, and I am travelling around the country, I have been to several cities this week” - said Wiosna leader Robert Biedroń on Radio Jedynka.

The second scenario, for which I received a mandate to outline, is progressive forces together, the left, a common bloc that we would form with other groupings. Grzegorz Schetyna is rather preparing to run with Nowoczesna. This is evident from the composition of his committee. We have two scenarios on the table. Wiosna alone or Wiosna with left-wing forces” - he added.

08:04

Woś:

The Advocate General of the CJEU is Bulgarian. In Bulgaria, the Minister of Justice heads the disciplinary body for judges. We haven't gone that far.

- The Advocate General of the CJEU is Bulgarian. He stated here that the Disciplinary Chamber does not meet the criteria of independence. Just imagine, in Bulgaria, the Minister of Justice heads the disciplinary body for judges. Not like our judges. We haven't gone that far – said Michał Woś in an interview with Wojciech Dąbrowski on Polsat News's "Graffiti".

08:06

Woś:

We are ending pathology in Polish judiciary, and this opinion from the ECJ Advocate General reinforces that pathology

- Poland has the right to reform its judiciary. This reform is certainly what Poles expected and what is fixing the justice system. We are ending pathology in the Polish judiciary, and this opinion from the Advocate General actually reinforces that certain pathology, something unprecedented on a European scale - said Michał Woś in an interview with Wojciech Dąbrowski on Polsat News' "Graffiti".

08:32

Sawicki:

Little suggests a return to a 'grand coalition from Biedroń to Pasio,' who is a very conservative highlander from Sądecczyzna, recognizable as a farmer
- We, the farmers [members of PSL], following President Kosiniak-Kamysz's announcement, want to proceed with the Polish Coalition, meaning not independently, but open to communities, primarily to individuals and people who share ideological values and the PSL's program. It will likely be broader, not just PSL. However, little suggests a return to a grand coalition, as I termed it perhaps 3 days ago, from Biedroń to Pasio. Pasio is a man from Sądecczyzna who is very conservative. A highlander, but recognizable as a farmer [ludowiec] in his community and a multiple-term councilor of the Lesser Poland Voivodeship Sejmik, so I want to clearly emphasize that such a coalition from Biedroń to Pasio does not broaden the possibilities of gaining an electorate, but narrows them. This concept has already been tested, and the Grand Coalition for Europe will not invent anything new for these elections - stated Marek Sawicki in an interview with Beata Lubecka on Radio Zet.

08:38

Miller on Tusk's Chances for Head of the European Commission: "In Brussels, whispers suggest it's being considered, but it's a highly improbable scenario"

- In Brussels, whispers suggest it's being considered, but it's also a highly improbable scenario. There's a certain stalemate, which might be broken on Sunday – said Leszek Miller in an interview with Marcin Wikło on the TVP1 program “Kwadrans polityczny”.

08:39

Sawicki:

European Coalition Achieved a Good Result, 38%. Perhaps in Parliamentary Elections it Would Even Gain 40%, but PiS Will Win Again by 5-7% More, So It Will Be Another Defeat. Since That Variant Didn't Work, We Need to Look for Another
Grzegorz Schetyna, before those [European] elections, also claimed that creating a large bloc was a victory for the European Coalition. The EC achieved a good result, 38%. Perhaps in these parliamentary elections it would even gain 40%, but PiS will win again by 5-7% more, so it will be another defeat. Since that variant didn't work, we need to look for another. That's why we propose that Grzegorz Schetyna, since he has so strongly attached himself to left-wing circles, where Chairman Neumann also says Wiosna will not be in a grand coalition, but Wiosna politicians will be on the lists of this coalition, so let them form a liberal-left coalition. We will form a people's-Christian Democratic, people's-conservative coalition, and we will see what the effect will be – stated Marek Sawicki in a conversation with Beata Lubecka on Radio Zet.

08:43

Miller:

If the Civic Platform Pushed Away the Democratic Left Alliance, It Would Be Mainly Due to the PSL's Ambitions

- This is simply the election staff of the Civic Platform. If the Civic Platform pushed away the Democratic Left Alliance, it would be mainly due to the ambitions of the Polish People's Party. I am reading statements from PSL activists who say they would most gladly recreate the PO-PSL coalition - said Leszek Miller in a conversation with Marcin Wikło on the TVP1 program “Political Quarter of an Hour”.

08:45

Sawicki:

We Clearly Tell Our Partners: A PSL Electoral Committee, Open to Outside Partners. After the Elections, If Successful, We Are Also Open to Discussing Broadening the PSL Formula

- We clearly tell our partners: a PSL electoral committee, open to outside partners. After the elections, if successful, we are also open to discussing broadening the PSL formula beyond the peasant movement to center, Christian democratic, and conservative circles - stated Marek Sawicki in an interview with Beata Lubecka on Radio Zet.

08:47

Miller:

The First Ten Days of July Will Provide Answers on How and in What Form Opposition Groups Will Go to the Elections

- I think the first ten days of July will provide answers to all these questions, on how and in what form opposition groups will go to the elections. Undoubtedly, time is running, it's good from time to time to look at the clock and check the calendar - said Leszek Miller in an interview with Marcin Wikło on the TVP1 program "Political Quarter Hour".

09:07

Sawicki:

If PO Continues Close Cooperation with Left-Wing Circles, Zdrojewski and Biernacki are Ready to Talk with Us. Will They Be on Our Lists? There's Still Time, But Such Talks Are Underway

- We've been talking with these politicians [Bogdan Zdrojewski and Marek Biernacki] for at least two years. These politicians with a leftward lean in the Civic Platform are not happy. Consequently, if this agreement and close cooperation between the Civic Platform and left-wing circles are maintained, then naturally they are ready to talk with us about cooperation. Will they be on our lists? There's still time for that, let's wait. But such talks, I'll also say honestly, are being conducted - stated Marek Sawicki in an interview with Beata Lubecka on Radio Zet.

09:30

Gowin on the ECJ: We Will Respond to the Ruling, Not the Opinion. Poland is Among EU Countries That, Unlike Germany or France, Respect All Rulings
We will respond to the ruling, not the opinion. I can only say that Poland is among those EU countries that, unlike, for example, Germany or France, respect all rulings of the Court of Justice - stated Jarosław Gowin in an interview with Beata Michniewicz on 'Trójka's Political Salon'. - Regardless of how it [the case before the ECJ] concludes, yesterday's opinion and any potential ruling following it is, in my opinion, a manifestation of a dangerous expansion of the competences of the Community institutions for the EU. It is no coincidence that eurosceptic tendencies are appearing in the EU, in Western European countries - I say this with concern - because Poland's interest lies in a strong, united Europe, but this euroscepticism among Western European societies stems precisely from the fact that EU institutions are unduly interfering too deeply in the internal affairs of member states - he continued.

09:45

Gowin:

Szczerski is Qualified to be EU Commissioner. His Candidacy is Naturally Considered
The question of who will be the Polish candidate for EU Commissioner is secondary. The primary question concerns which portfolio they will hold. Depending on the portfolio, we will seek a specific person – stated Jarosław Gowin in an interview with Beata Michniewicz on "Trójka's Political Salon". - My opinion is that the Energy and Climate portfolio is an area we are definitely interested in, but I am also aware that following Prime Minister Morawiecki's justified veto, the chances of a Polish commissioner holding this portfolio are smaller – he continued. Asked if Krzysztof Szczerski is being considered, the Deputy Prime Minister replied: – Minister and Professor Krzysztof Szczerski, an outstanding expert on EU affairs, author of a very interesting monograph on this subject, certainly has the qualifications. - Naturally, he is one of the individuals within the United Right camp, and more specifically within PiS, because it is undoubtedly PiS, as the main party of the ruling camp, that will designate the candidate. Therefore, Krzysztof Szczerski is naturally being considered – he noted.

09:50

Biedroń:

If the scenario of uniting the left fails, I am open to new scenarios

This weekend, we have a meeting of the national council, the board, and all coordinators. I do not have a mandate from the Spring representatives for talks [with Civic Platform]. A good atmosphere is being created for a broad coalition. This is also a scenario, but one we are not considering because we don't have such a mandate, and a scenario where the left would unite and run in the elections yields about 15% in polls. That's a good start. If this scenario fails, I am open to new scenarios” - stated the leader of Spring, Robert Biedroń, on Polskie Radio Jedynka.

10:09

Bodnar:

The President is in a Major Quandary. He Rarely Vetoed Legislation. I Hope the Criminal Code Amendment Doesn't Come into Effect

I think the president is in a major quandary. It's rare for the president to have vetoed legislation. Whenever he made those important vetoes, it was during holidays. I hope that's what happens, that this amendment [to the Criminal Code] doesn't come into effect. I also pointed out that perhaps this is a moment for the president to consider establishing a criminal law codification commission, given that this is an issue that interests so many citizens” – said the Commissioner for Human Rights, Adam Bodnar, in an interview with Jacek Żakowski on TOK FM Radio's Poranek.

10:18

Sasin:

It's untrue that PiS is raising ZUS contributions. This mechanism, in place for previous years, surprised no one and drew no criticism. Those attacking us today accepted it then.

- A mechanism that has been functioning for 20 years. It absolutely hasn't changed. It is untrue that PiS is raising any ZUS rates. This mechanism, in place in previous years, surprised no one and drew no criticism. Those who are trying to attack us today accepted it then. When they were in power, I'm talking about the opposition, it didn't bother them. These are mechanisms that have been in place for many years, linked to wage growth – stated Jacek Sasin in an interview with Jacek Prusinowski on Radio Plus.

10:27

Sasin on ZUS Contribution Calculation Mechanism: Personally, I Believe There Should Be No Changes Right Now

- This is a very controversial issue, because then comes the period when there are consequences to whether one pays ZUS or not. This period arrives when the entrepreneur, every employee, cannot work, and what then, when there is no benefit? And so the issue of their support falls on the state, meaning on other taxpayers. In my opinion, this is not fair – stated Jacek Sasin in a conversation with Jacek Prusinowski on Radio Plus.

- There is always room for discussion. The willingness to discuss is always there, on our part, in every matter. Personally, at this moment, I can express my opinion on this topic. I believe that there should be no changes here – he continued, when asked if a change regarding the ZUS contribution calculation mechanism is possible.

10:28

Broniarz Ahead of ZNP Meeting with Piontkowski: I Hope the Minister Breaks His Predecessor's Bad Tradition and That This Will Be a Substantive Meeting, Not Just Empty Talk

According to the arrangements, ZNP representatives will meet with Minister Piontkowski. It is a shame that the minister is continuing the bad tradition of his predecessor, because it was the minister who used to choose which unions to talk to, creating a hierarchy of 'better' and 'worse' unions. We believe it would be much better, for the benefit of both sides, if we met together, rather than cherry-picking those who are deemed more worthy of discussion” – said ZNP head Sławomir Broniarz at a press conference.

I hope that Minister Piontkowski will break his predecessor's bad tradition and that this will be a more substantive meeting, addressing the real problems of our sector, rather than just empty talk, which was dominated by Minister Zalewska” – he added.

10:33

Sasin on the abolition of the so-called '30-fold cap': We believe it's not a proper mechanism that those who earn a lot are treated better

- Yes, we believe so. Besides, we have already made such an attempt before. We currently have a regulation on this matter adopted concerning next year. We believe that it is not a proper mechanism that those who earn a lot, very much, are de facto treated better than those who earn less. There should be absolute equality here. You earn, you pay the same burdens. Currently, someone who earns more relatively has lower burdens related to these contributions - stated Jacek Sasin in a conversation with Jacek Prusinowski on Radio Plus.

10:40

Sasin on the CJEU: The Government Does Not Share This Opinion. It's Just an Opinion, Not a Verdict. It's Not the Case That We Have to Immediately React to an Opinion by Preparing Legislative Changes. We Are in a Dispute and Will Likely Remain So. We Are Ca

- I do not share this opinion, and the government does not share this opinion [of the CJEU Advocate General], which has been issued. It's just an opinion, let's remember. It is not a verdict. It's not that we have to immediately react to an opinion expressed by someone, even a CJEU Advocate General, by preparing legislative changes. We are in a dispute here, and we will likely continue to be in this dispute - stated Jacek Sasin in an interview with Jacek Prusinowski on Radio Plus.

- Let's not get ahead of ourselves at this moment. Let's not say what will happen, if something happens. We are calmly awaiting this verdict - emphasized the Deputy Prime Minister.

10:53

PM in Wrocław: Transport, Communication – The Lifeline of the Economy. We're Allocating Hundreds of Millions, Billions of Zlotys to Investments
- Communication is the bloodstream for improvement and the best possible economic growth. We are fully aware that transport, communication, are the lifeline of the economy. It's an improvement in the quality of life for residents. This is the direction we are heading, the direction towards which we are allocating huge hundreds of millions, billions of zlotys for investments - said Mateusz Morawiecki in Wrocław. - I am glad that this symbol of Wrocław – Świebodzki Railway Station, located on a square that also has a beautiful name, Orląt Lwowskich Square – will have its railway function restored - the Prime Minister added.

NSA:

Chancellery of the Sejm Should Make Public the List of Judges Supporting Candidates for the National Council of the Judiciary

The Supreme Administrative Court (NSA) has ruled that the Chancellery of the Sejm should make public the list of judges who supported candidates for the National Council of the Judiciary (KRS). This decision was announced by Deputy Speaker Małgorzata Gąsiewska and relates to the information published on Twitter by Kamila Gąsior-Pihowicz, a Member of Parliament.

The link provided leads to a tweet by Kamila Gąsior-Pihowicz with the status update: "The Supreme Administrative Court ruled that the Chancellery of the Sejm should make public the list of judges who supported the candidates for the KRS. This is another victory for openness and the rule of law. I am glad that the court upheld our efforts to ensure transparency in the judicial appointments process."

This ruling is significant in the ongoing debate surrounding the judicial reforms in Poland and the composition of the KRS, which plays a crucial role in appointing judges. The demand for transparency in this process has been a key point for many opposition politicians and civil society organizations.

11:26

Gasiuk-Pihowicz after the Supreme Administrative Court ruling on lists of support for KRS candidates: The end of a secret state. These lists should be made public as soon as possible.

This ruling is clear. These lists should be made public as soon as possible. This is an obvious conclusion stemming from this ruling. The end of a secret state. It cannot be the case that citizens do not know whether candidates for the new, politicized National Council of the Judiciary were supported by 25 law professors or 25 judges delegated to the Ministry of Justice, whether what distinguished these individuals was special legal knowledge, or perhaps, rather, particular connections with the Ministry of Justice. It is worth noting that there are still doubts as to whether a sufficient number of signatures was submitted for all candidacies” - said Kamila Gasiuk-Pihowicz from Civic Coalition (PO-KO) in a conversation with journalists at the Supreme Administrative Court.

11:55

Civic Platform: No Greater Civilizational Task Than Environmental Protection; One Offer for Morawiecki: Meet Inga at the Sejm to Learn the Importance of the Undertaking

- The PiS government has admitted for the first time that it will not achieve the minimum 15% share of renewable energy in electricity production. What are the consequences? We will lose at least PLN 8 billion. That's how much we will have to pay for virtual renewable energy - said Gabriela Lenartowicz in the Sejm.

- There is no greater civilizational task today than fighting for the environment. For Prime Minister Morawiecki, there is one offer. Let him meet with Inga and those young people who are currently at the Sejm. He will learn a bit about how important this undertaking is - added Andrzej Halicki.

12:06

Piontkowski:

We Are Not Preparing Any Changes Regarding Teachers' Workload at the Moment

- Regarding the workload, I have clearly stated that this is a long-term solution, if at all, for the next term. We are not preparing any changes concerning teachers' workload at the moment - stated Dariusz Piontkowski after a meeting with ZNP.

12:10

Piontkowski:

I Declare My Willingness for Additional Funds for Salary Increases Next Year. I Am Discussing This with the Prime Minister
We discussed the need to calm down the mood and that, among other things, this is why we need to talk about teacher salaries. I clearly declared and confirmed, I have said this several times already, that I want to be a kind of advocate for the interests of teachers, as well as parents and students. Let's remember that school's primary purpose is to educate and raise well, but it's hard to imagine this without well-compensated and educated teachers – stated Dariusz Piontkowski after a meeting with the ZNP (Polish Teachers' Union). I am campaigning for additional funds for salary increases next year, in addition to the effects of this year's September and January raises. I am discussing this with the Prime Minister and ministers, but I cannot reveal the details at this moment – added the Minister of Education.

NRS Adopts Resolution on ECJ Advocate General's Opinion: Fails to Meet Legal Opinion Standards, Contains Internal Contradictions, and is Unilateral

The National Council of the Judiciary (KRS) - during its ongoing session - has adopted a resolution commenting on and evaluating the opinion issued yesterday by the Advocate General of the Court of Justice of the European Union.

The National Council of the Judiciary considers that the opinion of the ECJ's Advocate General fails to meet the standards of a legal opinion. It contains internal contradictions, is unilateral, and also formulates legal principles without indicating sources of law, or unfamiliar principles constructed solely for the purpose of the ongoing proceedings.

The full text of the resolution is available on the website of the National Council of the Judiciary.

President Sends Criminal Code Amendment to Constitutional Tribunal; Presidential Chancellery: Legislative Procedure Raises Serious Concerns
PAD skierował nowelizację Kodeksu Karnego do Trybunału Konstytucyjnego.

19:41

Wójcik:

The Key is the President's Focus on Procedural Issues, Not the Subject of Expert Attacks; The Issue is the Overly Harsh Criminal Law

- For us, the most important thing is that the element the President drew attention to were procedural issues, meaning the procedure for enacting the law, and not what was the subject of very strong attacks from various experts. Expert opinions, various institutes. The issue was that criminal law is becoming too harsh – said Michał Wójcik in an interview with Piotr Witwicki on the program “Events and Opinions” on Polsat News.

19:45

Wójcik:

We have full confidence in the Marshal's actions, after all, he has the appropriate services that decide on the procedure for passing a bill.
We have full confidence in the Marshal's actions, after all, he has the appropriate services that decide on the procedure for passing a bill. Now the question is whether this procedure was indeed correct. The President had the right to do it, and he did - said Michał Wójcik in an interview with Piotr Witwicki on the program "Wydarzenia i Opinie" on Polsat News.

20:00

Deputy Justice Minister: We Receive with Satisfaction the Fact That the President Had No Objections to the Bill's Content. The Decision Relates Solely to Procedural Matters. The Government or the Ministry of Justice Are Not Responsible for the Legislative
- The President's referral of the Penal Code bill for preventive review by the Constitutional Tribunal is his constitutional right. The preventive review of laws is a prerogative that presidents have used numerous times. This decision, obviously, does not prejudge the direction of the Constitutional Tribunal's ruling - wrote Deputy Minister of Justice Marcin Romanowski in a statement sent to the media.
"We receive with satisfaction the fact that the President had no objections to the content of the draft penal code, which toughens penalties for the most serious crimes, including those against life and health, or pedophilic offenses. The decision relates solely to procedural matters. I remind you that the process of legislative procedure in parliament is the sole responsibility of the Speakers of the Sejm and Senate and the legal services of their Chancellories, not the government or the Ministry of Justice. Therefore, we approach their decision on the adopted procedure for processing the Penal Code bill with confidence, as they have the greatest experience and competence in this area. We will calmly await the ruling of the Constitutional Tribunal."

20:12

Fogiel on PAD's Decision: The President's Obvious Prerogative. The Upside of This Entire Situation is That the President is Focusing on Procedural Matters. He Is Not Negating the Substance

- We will find out how things were when we see the Constitutional Tribunal's ruling - stated Radosław Fogiel in an interview with Piotr Marciniak on TVN24's "Fakty po faktach" (Facts After Facts), commenting on President Duda's decision to refer the amendment to the Penal Code to the Constitutional Tribunal.

- It's an absolutely obvious prerogative of the president, so it's difficult to comment on it. The upside of this entire situation is that the president is indeed focusing on procedural matters. He is not negating the substance of this amendment in principle - added the Deputy Spokesperson for PiS.

20:23

Kamiński:

I have no illusions about the Constitutional Tribunal's verdict. I wouldn't want anyone to think the president has done anything in the citizens' interest.

- This is, so to speak, a seemingly clever escape by the president from political responsibility. We must be aware of the consequences of this step in terms of constitutional procedures - said Michał Kamiński in an interview with Piotr Marciniak on TVN24's "Fakty po faktach".

- I fear I have no illusions about what the Constitutional Tribunal's verdict will be. I would not want any of our viewers to have any impression that the president has done anything in the citizens' interest - Kamiński added.

Brejza's Impressive Result, Not Starting First, Shows His 'Social Ear,' Says Politician

- MP Brejza has shown he has a social ear, because he achieved an impressive result without running from the top spot in a constituency where he had a very strong candidate on his list, namely Radek Sikorski. Voters Must Not Be Insulted for Voting for PiS. We Must Understand Why They Do It
- While fighting Law and Justice, we must not forget that PiS voters are people who are our neighbours. They live next to us, they work, they went to school with us. They are often our husbands, wives, fathers, mothers, etc. Voters must not be insulted for voting for PiS. We must understand why they do it - said Michał Kamiński in an interview with Piotr Marciniak on TVN24's "Fakty po faktach".

We disagree with it [the opinion of the ECJ Advocate General], because we don't have to agree with all opinions. When there is a ruling – Poland always adheres to the ECJ rulings. We adhere, we have repeated this many times, that we adhere and will adhere to the ECJ rulings – stated Radosław Fogiel in an interview with Piotr Marciniak on TVN24's "Fakty po faktach" (Facts After Facts).
