From 9:00 AM, the Sejm's investigative committee on VAT fraud will be questioning the former Minister of Interior and Administration, Bartłomiej Sienkiewicz.

Prime Minister Mateusz Morawiecki will be visiting West Pomerania. At 10:00 AM, he will attend a session of the Senate of the Pomeranian Medical University in Szczecin, and at 11:00 AM, he will visit the university's Medical Simulation Centre.

At 2:00 PM, President Andrzej Duda will appoint new members to the Social Dialogue Council.

Also today, the Advocate General of the Court of Justice of the EU will issue an opinion on the preliminary questions submitted by the Supreme Court concerning, among other things, the independence of the National Council of the Judiciary. Subsequently, likely a few weeks later, a ruling will be announced by the Grand Chamber composed of 15 judges.

- You, the editor, cannot know what decision the president will make. He has the right and can make various decisions. You are unequivocally assuming what decision the president will make. I do not have such knowledge. However, we have full trust in the Marshal of the Sejm, and moreover, the statement that was issued clearly shows the legal grounds for the Marshal to have made such a decision. It's a shame we're not talking about the document itself, but about the process [of its adoption] – stated Michał Wójcik in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". - If there is no death penalty, then it is the most severe penalty [life imprisonment without parole] that can be in the Polish system, it should be, and it is in various European countries. It exists in Great Britain and France – emphasized the Deputy Minister of Justice.

- I am surprised by what Ombudsman Bodnar says and has said. He must also be guided by regulations. The police acted based on regulations, in accordance with regulations. They could have used linked handcuffs. That was, is, and will be - stated Michał Wójcik in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- We should thank the police for quickly finding the person who - all indications suggest - committed this crime [Kristina's murder] and the prosecution - emphasized the Deputy Minister of Justice.

- In yesterday's formula, it was Civic Coalition + local government officials. I am not pre-judging what the coalition will be, because talks are ongoing and we will be arranging it. Every election campaign that precedes elections is a scenario for writing these coalitions. We have good experience before the local and European elections. In today's formula, it is like this [Civic Coalition], because it is Platforma, Nowoczesna, Inicjatywa Polska - stated Grzegorz Schetyna in an interview with Beata Lubecka on Radio Zet.

- He didn't run [a campaign before, Krzysztof Brejza], but he already has great experience in politics, as this is likely his fourth term in the Sejm. [He earned it] with a very good campaign in the Kuyavian-Pomeranian region, over 80,000 votes from the last place in such a difficult area. A person who functions very well, very open, capable of building relationships. Also a person with political experience, but at the same time with great energy. I believe he is a good person in an important role - stated Grzegorz Schetyna in an interview with Beata Lubecka on Radio Zet.

Asked if Bartosz Arłukowicz was supposed to be the campaign chief, and if he alone had blocked his candidacy, the Civic Platform leader replied: - That's not true. You heard incorrectly. I'm concerned about the sources of information. If the party leader decided that the campaign manager for the most important elections in 30 years, since 1989, would be someone who starts working in Brussels, five days a week, it would turn out to be a politically short-sighted and unimaginative person. If someone, like PiS, points to Brudziński and Szydło, who are newly elected MEPs, just like Arłukowicz, it means these are people who are meant to mobilize the electorate, not actually manage the campaign. I care about actual conditions.

- Arłukowicz will indeed be [in the campaign]. We've agreed on a major tour of presence here, in eastern and northern Poland. Of course, he'll be on the front lines, while those who will be organizing, dedicating 100% of their time, must be on-site - stated Grzegorz Schetyna in an interview with Beata Lubecka on Radio Zet.

- The SLD is conducting a referendum among its members on the decision until the end of the month. We have agreed that after this referendum and the internal decision is made, we will discuss the future - stated Grzegorz Schetyna in an interview with Beata Lubecka on Radio Zet. - We need good lists. Engaged, open female and male candidates who will run their own, individual campaigns, who will be among voters, convince them, and achieve an effective result - added the PO chairman.

“Platforma is very clear that we want to form the broadest possible coalition, we want the entities that created the European Coalition to remain with us, but time is running out, we need to prepare for the elections, we need to start real campaign activities. We are waiting for the decision of PSL, SLD, but it is not that we are waiting and doing nothing, because we realize that there may be a situation where we go to these elections alone with Nowoczesna and independent local government officials” - said Marcin Kierwiński from PO in an interview with Karolina Lewicka on TOK FM Radio's Morning Show.

July 12-13 will be our program convention, where we will present our output, our programmatic achievements, or what we have worked on and built in terms of our program over the last 4 years. We will present this and discuss it. July 19-20 will be the decision-making by the Civic Platform's National Council, but I believe also by our other partners regarding the coalition. And July 26-27 will be the presentation of the electoral slogan, the electoral program, and the campaign launch, because then also the president, it will be the time when President Duda will announce the elections. That's how we have it prepared - stated Grzegorz Schetyna in an interview with Beata Lubecka on Radio Zet.

"Grzegorz Schetyna believes in victory, and that is why from the very beginning he has been clear: let's repeat the broad coalition formula, let's fix the shortcomings that existed, and let's go to the elections together. In politics, everyone must want it. We are waiting patiently for these decisions. We are preparing for these elections, and regardless of the configuration we enter them in, we will go in to fight for victory" - said Marcin Kierwiński from PO in an interview with Karolina Lewicka on Radio TOK FM's Poranek.

- I'm only saying this is another electoral campaign offer because we don't know who this PIT deduction is intended for and how many people it will concern. I'm placing it among a million electric cars and a passenger ferry to be built at the Szczecin shipyard - stated Grzegorz Schetyna in an interview with Beata Lubecka on Radio Zet.

- This proposal doesn't exist, I don't see it. I believe it's a campaign tactic. If I hear that PiS says they are focusing on the young, that it will be a new beginning, and they talk about PIT for young people, then I want to see the draft, understand how it's supposed to work, and who it's meant to cover. How many young people will it affect - added the PO chairman.

- We will defeat them. We will run a good campaign. We have good candidates, good volunteers, determined to make the campaign energetic. We want to win these elections. We know where we made mistakes in the last campaign. We won't repeat those mistakes. There is full mobilization and I hope that soon you will get to know the next elements of our program, which – I am convinced – will be a very interesting idea for many Poles, that the country can be managed in a different way, that life can be different, and most importantly, we truly know that we must win these elections if we want to change Poland into the country we desire – stated Małgorzata Kidawa-Błońska in an interview with Jacek Prusinowski on Radio Plus, when asked if the Civic Platform would defeat PiS in the autumn.

In the assessment of the Advocate General, the Disciplinary Chamber of the Polish Supreme Court does not meet the requirements of independence stipulated by Union law. In particular, the National Council of the Judiciary (KRS) is an body whose task is to safeguard the independence of courts and the impartiality of judges within the meaning of the Polish Constitution, and its functions include conducting the selection of judges recommended to the President of the Republic of Poland for appointment. Therefore, to properly perform its duties, it must be free from the influence of the legislative and executive organs. Meanwhile, the manner in which the members of the KRS are appointed reveals irregularities that may threaten its independence from the legislative and executive organs - it was stated in the opinion of the ECJ Advocate General.

"The Advocate General believes that the manner of appointing KRS members involves the influence of legislative organs on the KRS and it cannot be excluded that the Sejm will choose candidates who do not have the support, or have little support, from judges, as a result of which the opinion of the judicial community may have insufficient weight in the process of selecting KRS members. Regardless of the aim of strengthening the democratic legitimacy and representativeness of the KRS, this regulation is capable of adversely affecting the independence of the KRS. Furthermore, following amendments to the Act on the KRS, changes to the method of appointing judges who are members of the KRS were accompanied by the premature termination of the terms of office of the existing KRS members. Regardless of the indicated purpose, which is to unify the terms of office in the KRS, it can be considered that the immediate replacement of the existing KRS members, linked to the new system of KRS appointments, further weakens the independence of the KRS from the legislative and executive organs. On this basis, given that judicial councils are crucial for guaranteeing the independence of the judiciary in the jurisdictions in which they are established, and that they themselves should be independent and free from the influence of the legislative and executive organs in the performance of their tasks, there are justified grounds to objectively doubt the independence of the Disciplinary Chamber in light of the role played by the legislative organs in the process of selecting the 15 judges who are members of the KRS, and the role that this body plays in the recruitment of judges who may subsequently be appointed by the President of the Republic of Poland."

„Door-to-door campaigning, direct campaigning, direct meetings. This is what we have been doing for several years, but it will be the backbone of the campaign. This will be the salt of the campaign. Conversations from door to door, from fence to fence. We need to sharpen our social listening even more, which has always been a strength of the Civic Platform. We are returning to our roots, to civic engagement” - said Krzysztof Brejza, head of the Civic Platform's campaign staff, in an interview with Wojciech Dąbrowski on Polsat News.

“We are awaiting the final ruling of the Court of Justice of the European Union, but the opinion itself is devastating for the legal provisions adopted in this chamber by the parliamentary majority. This so-called judicial reform is proving to be a huge embarrassment and scandal. It turns out that the new method of appointing key bodies for the judicial system in Poland is inconsistent with the provisions of the constitution and the norms of EU treaties. This opinion is devastating on fundamental issues,” said PO spokesperson Jan Grabiec during a press conference in the Sejm.

“The National Council of the Judiciary, instead of guarding the independence of the judiciary, is an organ of the ruling party, used to subordinate judges in Poland to the decisions of that party. The consequences of the ruling, which is to be made based on this opinion, could be dramatic for the Polish legal system. (...) If the ECJ issues a judgment consistent with this opinion, it will turn out that the appointment of all judges [appointed by the KRS] can be questioned. If these judges were appointed by an unlawful body, i.e., the KRS acting contrary to the rules, they were chosen improperly, then they are not judges today. If they are not judges, then the judgments issued by them may be challenged. We warned that what PiS is doing is like children playing with matches, unaware of the consequences of their actions,” he added.

“This is another example of Zbigniew Ziobro's recent embarrassment. Ziobro, if he had a shred of honor, would resign. We have a decision concerning the Supreme Court and retirement age. PiS withdrew from this change, but Minister Ziobro strongly justified it. We now have information concerning the National Council of Ziobro's Judiciary, meaning that the KRS was not elected in accordance with the principles of the Polish constitution. And we have an opinion regarding the Penal Code,” said the leader of Nowoczesna, Katarzyna Lubnauer.

“The government will certainly analyze this. We will see what the result of this analysis will be. Let's remember that this is an opinion, not a decision. Everything is in order and everything is fine. We respect various opinions and different views, but we don't necessarily have to care about them. The government will analyze this. This is not a verdict, it is an opinion” – said Deputy Speaker of the Sejm, Ryszard Terlecki, in a conversation with journalists in the Sejm, responding to questions from Justyna Dobrosz-Oracz and Radomir Wit.

“I am satisfied with this assessment, but we will see how it translates into a ruling by the [Court of Justice of the European Union]. I don't know what the authorities will do, what [such a judgment] will mean for them, but for us it's a signal that the Disciplinary Chamber can essentially be ignored, because it is directly mentioned there” – said the First President of the Supreme Court, Prof. Małgorzata Gersdorf, in a conversation with journalists. Her responses are cited by the portal wyborcza.pl.

“What has been presented in this opinion is a very serious signal, because it can be reflected in various directions in the ruling and can affect whether the rulings issued by the Disciplinary Chamber are at all valid. If this ruling questions the National Council of the Judiciary at all, then one can go further and say that all judges who have been nominated by this KRS to the president may unjustly hold their office” – she added.

– My attitude to this opinion [of the ECJ Advocate General] is that it is a highly internally inconsistent, inconsistent opinion, going beyond the scope of the European Union treaties, but in reality, it boils down to defending, de facto, pathologies in the Polish judiciary – stated Zbigniew Ziobro at a press conference.

– This is an opinion with which we fundamentally cannot agree – emphasized the Minister of Justice.

"The amount of social insurance contributions is determined with reference to the projected average wage. This mechanism has been in place for twenty years. The government is not introducing any changes in this regard. For several years now, we have observed a better standard of living and an increase in Poles' wages, which we also project for the coming year. Therefore, social insurance contributions will be automatically adjusted. Additionally, as of January 1st, 'Small ZUS' (Small Social Insurance Institution) is in effect, meaning lower social insurance contributions, proportional to revenue, for the smallest businesses (e.g., small artisans, hairdressers, etc.)," the Ministry of Family, Labour and Social Policy informed in a statement.

Filip Rdesiński announced on Twitter that he has resigned from his position as President of the Management Board of the Polish National Foundation (PFN). He stated that the decision was driven by professional considerations.

The tweet, posted on June 25, 2019, reads: "I have resigned from the position of President of the Management Board of the Polish National Foundation. This decision is dictated by professional reasons." The accompanying link leads to a tweet from Rdesiński's official Twitter account.

The Polish National Foundation is a state-owned entity established to promote Poland's image and economic interests abroad.

- That wouldn't be so bad. I mean, from the perspective of political purity and clarity, I can imagine a left-wing bloc formed by SLD, Wiosna, and Razem, which might have been something even very valuable. However, just a few months before the elections, seeing the current relations between these groupings and their leaders, it seems too difficult to me - said Aleksander Kwaśniewski in an interview with Karolina Lewicka on TOK FM's "Political Interview".

- The PSL is at a difficult moment. Today, it is not a party that can confidently say it will cross the electoral threshold. For a party that has existed for over 100 years, such an electoral defeat, practically the first in its history, falling out of parliament, could prove to be not just a painful blow, but a devastating one - said Aleksander Kwaśniewski in an interview with Karolina Lewicka on TOK FM's "Political Interview".

If someone from the opposition were to ask me today what the main elements of the campaign should be, I would say this: what Poland was doing before Kaczyński was investing in the future, for future generations. What PiS is doing today is spending the money we have here and now. This also has its justification, but that's how it is. It's a kind of ad hoc policy. We need to return to a policy for the future – said Aleksander Kwaśniewski in an interview with Karolina Lewicka on TOK FM's "Political Interview."

- When we introduced regulations stating that judges in the KRS would be selected in the same way, a huge outcry arose. And I would like to remind you of a very important fact, which perhaps some have already forgotten: the previous, then-current method of selecting judges was challenged, and the Constitutional Tribunal ruled that the selection of judges was constitutionally flawed, so we live in such realities - stated Andrzej Dera in an interview with Piotr Witwicki on the program "Wydarzenia i opinie" on Polsat News.

- This is astonishing, because one would think that the First President of the Supreme Court in this type of statement would speak based on rulings, not opinions. That's what judges are for, and they should know the weight of opinions. A court ruling is something else entirely. If the First President issues categorical judgments based on opinions, then I fear such judges. I will say it honestly - stated Andrzej Dera in an interview with Piotr Witwicki on the program "Wydarzenia i opinie" on Polsat News, when asked about the words of Małgorzata Gersdorf, who essentially said that the Disciplinary Chamber can be ignored because it is directly mentioned in the opinion of the Advocate General of the ECJ.

Opinions and rulings of the Court of Justice of the European Union (ECJ) regarding the Supreme Court (SN) confirm that the politicization of the judiciary by PiS (Law and Justice party) violates the Constitution of the Republic of Poland and European Union law.

- It's my role to advocate for procedural rights in such situations. In cases where, in my opinion, the entire detention was rather demonstrative - said Adam Bodnar in an interview with Piotr Witwicki on the program "Wydarzenia i Opinie" Polsat News.

- I am not here to analyze public sentiment. My office undertakes various interventions. Not all of them concern cases that are as loud and spectacular. Sometimes I even regret that some of the ombudsman's interventions go unnoticed - Bodnar added.

- I think it's an interesting idea. I think there are indeed a lot of emotions. September is a good time, we can use the holidays to prepare and think about the debate format. I, of course, accept the invitation of the Children's Ombudsman and am ready for such a debate – said Adam Bodnar in an interview with Piotr Witwicki on Polsat News's "Wydarzenia i Opinie" program.

"I don't want to think about what will happen if the [Court of Justice of the European Union] upholds this opinion [of the Advocate General], which seems highly probable to me, and states that because the National Council of the Judiciary does not meet the requirements, it cannot be considered as having, due to its composition and method of election, been deprived of its powers not only in relation to the Disciplinary Chamber but also to all judges appointed by the President at its request" - said prof. Adam Strzembosz in an interview with Monika Olejnik on "Kropka nad i" on TVN24.

„These are tales not backed by any legal analysis. One expects the Minister of Justice to employ methods and instruments used by a lawyer, not a historian or geographer. The narrative in Poland and abroad, not just from the Minister of Justice, that they are trying to fix the judiciary. It's not being fixed; it's being broken” – said Prof. Adam Strzembosz in an interview with Monika Olejnik on "Kropka nad i" on TVN24. 

- Grzegorz Schetyna has a different election program every day, or rather, he shows that he doesn't have one. When they had a broad European coalition, as they did for the European Parliament, it was impossible to define an election program. Now, I am also convinced that he is afraid to make concrete declarations because he doesn't even know who will run for the Sejm with him - said Piotr Müller in a conversation with Danuta Holecka on the program 'Gość Wiadomości' on TVP Info.

“This [Constitutional] Tribunal has stopped using the law and is now engaging in politics. I was the First President of the Supreme Court for 8 years. It never happened that I met with the Minister of Justice, the Prime Minister, or any other representative of the authorities outside of official situations. When I was the chairman of the National Council of the Judiciary [KRS] and one of my deputies started becoming very friendly with politicians, I took a firm stance. Either I would resign from the chairmanship, or he would leave his position as my deputy.
