Wednesday's Political Agenda: Senate on Teacher's Charter and Electricity Bill Amendments, Government-Local Government Joint Commission Session, Constitutional Tribunal on Łódź Printer Case

At 9:00 AM, a Senate session will commence, during which the upper house will primarily address the amendment to the Teacher's Charter and the so-called electricity bill – passed at an express pace during the last Sejm session. They will also elect their Deputy Marshal. Marek Pęk is the candidate. Marshal Stanisław Karczewski will hold a press conference at 11:30 AM.

From 10:00 AM, the Joint Commission of the Government and Territorial Self-Government will deliberate at the headquarters of the Ministry of Interior and Administration. At 11:30 AM, representatives of Wiosna (Spring) will present their proposals regarding climate change counteraction.

At noon, Minister Mariusz Błaszczak will participate in the celebrations of the Day of the Operational Command of the Armed Forces. At 1:30 PM, the Constitutional Tribunal will issue a ruling in the case of the Łódź printer who refused to organize an LGBT poster printing.

Furthermore, at 1:00 PM, the parliamentary committee investigating VAT fraud will question Jacek Skonieczny, former director of the Tax Control Department of the Ministry of Finance.

Płatek on Criminal Code Changes: Everyone Who Voted for These Changes Also Agrees to Hand Over the Justice System to Prosecutors

- The main accusation concerns the procedure of adoption by the Sejm, by the Senate, and the content that this bill proposal contains. We are talking about enormous changes to the Criminal Code which completely destroy and, in fact, lead to the total collapse of what we have developed over the last 200 years in the field of criminal law – stated Monika Płatek in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". She added:

"This is not a rapid pace of work, because reading the opinions on this matter alone takes more than two days. If we want to do it with understanding, we need to delve into it even more, and this means that all MPs from PiS, PSL, and Kukiz’15, by voting without understanding what they are voting for, agree to strip Polish women and men of their security, to deny basic principles which state that one cannot punish more severely than was previously foreseen if the act was committed earlier. One cannot apply law retroactively, and one cannot actually lead to the violation of fundamental human rights, which, for example, state that the death penalty is forbidden. Life imprisonment without the possibility of applying for conditional, early release is such a form. Therefore, in reality, all these MPs, both male and female, agree to deprive PiS voters, because they are the ones who mainly fill the prisons, of protection and the opportunity to safely stand before the justice system. What's more, everyone who voted for these changes also agrees to hand over the justice system to prosecutors, because in this law, what is happening is that we are effectively reducing judges to individuals who will set the penalty indicated by the prosecutor"

300POLITYKA was the first to learn the date of the fourth edition of Congress 590 – it will take place on October 7 and 8, 2019 (MON-TUE) at G2A Arena in Jasionka near Rzeszów. The date has been modified due to the President's obligations related to the V4 summit. Once again, President Andrzej Duda has granted his patronage to Congress 590 and will appear in Rzeszów alongside Prime Minister Mateusz Morawiecki.

- We are facing another, already the fourth, edition of Congress 590, one of the most important economic events in Poland. The growing number of participants each year proves that there is a significant demand among Polish entrepreneurs for a format of meetings and discussions that allows for breaking down barriers between the business and political worlds, and establishing a cordial understanding between entrepreneurs and the creators of regulations that define the framework for economic activity in Poland - Łukasz Oprawski, President of Congress 590, tells us.

This year's Congress 590 is expected to be record-breaking. Last year, over 6,000 participants took part in discussions at the G2A Arena in Rzeszów. According to the organizers, the Congress was covered by as many as 570 journalists, and half a thousand experts discussed issues in 104 panels.

The organizers announce the participation of numerous foreign guests, including representatives of the administration from most Visegrad Group countries.

The organizers foresee nine workshops, which are intended to be a practical complement to the discussions and debates held within the substantive blocks. During hour-long sessions, teams of 30-50 people will consider solutions to specific administrative and business problems (case studies). The developed solutions will be presented as proposals and postulates to the relevant public administration bodies.

Sejm Shortens Sessions Again: Evening Votes Scheduled

The Sejm Presidium, after consulting the Convention of Seniors, has amended the Sejm session schedule by cancelling the last day (July 5th - Friday) of the upcoming Sejm session planned for July 3rd, 4th, and 5th, 2019 (Wednesday-Friday), which is next week.

According to the preliminary schedule seen by 300POLITYKA, the session will conclude on Thursday evening. The last scheduled item is voting between 7:00 PM and 10:00 PM, followed by potential parliamentary statements until 11:00 PM.

The following day, on Friday, July 5th, the programmatic congress of PiS is scheduled to begin in Katowice.
