Tuesday's Political Agenda: Sellin-Dulkiewicz Meeting, Zero PIT for Young Workers, PAD and Błaszczak in Bemowo Piskie, Schetyna in Pomerania, Andruszkiewicz Briefing
Before noon in Warsaw, a meeting will take place between Deputy Minister of Culture Jarosław Sellin and the Mayor of Gdańsk, Aleksandra Dulkiewicz. The politicians are expected to discuss a parliamentary bill that would transfer Westerplatte grounds to the government's authority, which intends to establish a new open-air museum there to commemorate the battle that began World War II. "I want the city to cooperate with us as well, for city representatives to be part of a committee that will refine, for example, the concept of this museum. The concept exists, but we can still discuss various details" – Deputy Minister Sellin said yesterday on Radio Zet. A briefing after the meeting is scheduled for 12:30 PM.

The government session will begin at 10:00 AM. Ministers will primarily focus on the regulations concerning a zero PIT rate for young employees up to the age of 26. "[The bill] has already been adopted by the Standing Committee of the Council of Ministers. I am convinced that the government will adopt this law tomorrow and immediately send it to parliament. Of course, it then depends on the pace of work in the Sejm and Senate, and then on the signature that the president will provide, but we would like, and this is the scenario we are working on, for the law to come into effect from August 1st" – Minister Michał Dworczyk said in "Sygnały dnia" on PR1.

Also at 10:00 AM, a press briefing by the Deputy Minister of Digitization, Adam Andruszkiewicz, will take place. At 11:00 AM in Bemowo Piskie, President Andrzej Duda and Minister Mariusz Błaszczak will visit the 21st Podhale Rifles Brigade. The President will present general nominations to officers of the Polish Army there.

Grzegorz Schetyna will be on a visit to Pomerania. At 9:45 AM, a conference with the participation of Sławomir Neumann and local government officials will be held, at 10:00 AM – a meeting with local government officials in Rumia, at 12:15 PM – a meeting with Mayor Hanna Pruchniewska in Puck, and at 12:45 PM – a visit to the Hospice in Puck.

Furthermore, at 4:00 PM, the Senate committees for science, education, and sport, and for local government and state administration, will address the amendment to the Teachers' Charter, and at 6:00 PM, the Senate committee for national economy and innovation will address the amendment to the so-called electricity law. The upper house is scheduled to discuss these bills at a special session tomorrow.

Karczewski:

Bodnar Should Resign. I Must Say, the Senate Almost Rejected His Candidacy

- The police are acting efficiently, the police and prosecution acted very quickly. We have a suspect in this crime. Everything indicates it's him, as he confessed himself. And Mr. Bodnar is completely covering this up. We are not discussing how efficiently the police acted. We have shown that the justice system is working very efficiently, that the police are working efficiently, and the prosecution. So now we are not talking about how this murder happened, we are not analyzing these events, but about Mr. Bodnar's statement. And you, Mr. Editor, and I have essentially been caught in a trap, because we are talking about him, not about the bandit, not about what happened - stated Stanisław Karczewski in a conversation with Michał Rachoń on the #Jedziemy program on TVP Info.

- It is not intriguing, it is outrageous, what the spokesman is saying. The spokesman [Adam Bodnar] should, for the sake of peace, finally resign. We respect his term, his election, of course. I must say that the Senate almost rejected Mr. Bodnar's candidacy. We were literally two votes short. I regret it very much, because we would have had a different spokesman, even if he had been chosen by PO, he might have been better - added the Marshal of the Senate.

07:51

Karczewski:

Bodnar Has Become a Politician, an Instrument of Political Action, and is Attacking PiS. This Isn't the First Time.

- The Ombudsman should be apolitical. They are elected by politicians, but they should not be a politician. He [Adam Bodnar] has become a politician, an instrument of political action, and is attacking PiS, thus attacking the camp of good change, PiS, and United Right. This isn't the first time he's done this - stated Stanisław Karczewski in an interview with Michał Rachoń on the program #Jedziemy on TVP Info.

07:54

Karczewski:

I don't want to listen to Rzepliński. Every statement he makes is laced with hatred. As soon as he appears on television anywhere, I switch to another channel.
- You ask if I listen. No, I don't listen to Mr. Rzepliński at all and I don't watch him. As soon as he appears on television anywhere, I turn off the television and switch to another program. Believe me, I don't want to listen to this man because he is completely embittered. He simply hates PiS. Every statement he makes is laced with hatred, with the venom of hatred directed at PiS. He was a politician, he is a politician - stated Stanisław Karczewski in an interview with Michał Rachoń on the TVP Info program #Jedziemy.

07:59

Karczewski:

A Waste of Time for ECJ Judges. They Could Have Addressed Something More Useful. They Dealt with a Law That No Longer Functions

- It [the ECJ ruling] has no consequences because [the Supreme Court act] has already been amended. That's a good question [why the ruling was issued]. I can't answer that question. It's a waste of time for ECJ judges. They could have dealt with something more useful, with some other matters. They dealt with a law that no longer functions - stated Stanisław Karczewski in an interview with Michał Rachoń on the TVP Info program #Jedziemy.

08:05

Sikorski:

I think it would be very difficult for Tusk to become EC President. There is no precedent of holding the position without one's own country's support
I think it would be very difficult [for Donald Tusk to become President of the European Commission]. Well, there is no precedent of becoming president of the commission without the support of one's own country. I don't really see the PiS government wanting to put Donald Tusk forward for the role of commission president – stated Radosław Sikorski in a conversation with Wojciech Dąbrowski on Polsat News's "Graffiti".

08:09

Sikorski:

We're Declaring a Major Battle Over Something Secondary, as Poles Have Already Been Deputy Secretaries General of NATO

- We're declaring a major battle over something secondary, as Poles have already served as Deputy Secretaries General [of NATO]. Furthermore, if we are discussing this publicly, I assume it has already been agreed upon with the Secretary General, because if it were not agreed upon and something were to fail, it would be a great humiliation for both Poland and Mr. Szczerski. I hope it has been agreed upon, because if not, it's amateurishness - stated Radosław Sikorski in an interview with Wojciech Dąbrowski on Polsat News' "Graffiti."

08:13

Sikorski:

It's a Precedent That a European Constitutional Court Has Effectively Been Born

- I believe that this [CJEU ruling] is a precedent, that a European Constitutional Court has effectively just been born, and this strengthens the federalist character of the EU. I doubt this was PiS's intention - stated Radosław Sikorski in an interview with Wojciech Dąbrowski on Polsat News's "Graffiti".

08:14

Sikorski:

We Know What PiS Will Do in Their Second Term. There Will Be Politicization and Seizure of Private Media

- Of course [I will get involved in the campaign for the national parliament]. I will support my colleagues, not only in my own region of Kujawsko-Pomorskie. I managed to achieve a good result, but I ran that campaign for seven months. So this time I will also encourage our voters to draw conclusions from this violation of the rule of law and unprecedented nepotism or politicization of the state that we are witnessing - stated Radosław Sikorski in an interview with Wojciech Dąbrowski on Polsat News's "Graffiti".

- PiS is already announcing that they will sort you out, the private media. I suggest that you, journalists, not say this time that frightening people with PiS is passé. Because we have seen the consequences. We know what PiS will do in their second term. There will be politicization and the seizure of private media. It will be like Budapest, where it is already the norm for the state-party to control the media, all state institutions, and the economy. There will be unprecedented theft - he added.

PMO Prepares Offensive on Zero PIT for Young People. PM Morawiecki to Announce Program Launch and Unveil Plan for Youth

As 300POLITYKA learns, today at 13:00 Prime Minister Mateusz Morawiecki, in the presence of young people, will announce the launch of the 0% PIT program for young people, which the government will address at its 10:00 session. Representatives of youth organizations and associations will be invited to the Chancellery of the Prime Minister.

The Prime Minister will also participate in a Q&A session, and additionally, the #PlanDlaMlodych will be announced. Our interlocutors emphasize that the Prime Minister wants youth organizations from a broad spectrum to present proposals for changes and implementations in various areas, including ecology, taxes, science, work, and digitalization, throughout the summer period. A working group is to be established, which, under the leadership of government spokesperson Piotr Müller, will develop draft changes.

Furthermore, for the autumn, the government side announces a Congress for Youth, which is intended to be a forum for the exchange of thoughts and ideas. The project concerning zero PIT, after its adoption by the Council of Ministers, will be sent to the Sejm. The government wants the act to come into force from August 1 - as Michał Dworczyk mentioned yesterday - so the Sejm will have to adopt the act at one of its two July sessions.

08:28

Müller:

We Believe Further Stages of Justice Reform Are Necessary

Personally, and we as a government believe that further stages of the justice reform are necessary. We want to improve the functioning of the justice system so that cases are handled more quickly. In this regard, we have already achieved some successes, despite formal resistance, for instance, in the area of labor law, accelerating court proceedings, but there are still many important things to do” – said government spokesperson, Minister Piotr Müller, on Radio Jedynka.

08:28

Müller:

We Hope the President Will Sign the Amendment to the Penal Code

"We would like this bill [amendment to the Penal Code] to be signed by the President. We believe that issues concerning the tightening of criminal regulations regarding pedophilia, but not only, and regulations concerning so-called audacious theft, should come into force. We hope the President will sign this bill," said government spokesperson Minister Piotr Müller on Radio Jedynka.

08:30

Müller:

All promises related to PiS's new 'Five Plus' program will be fulfilled this term

"From August 1st, it will be possible to use this exemption, which is good news for young people who will be doing extra work during their holidays to prepare themselves financially for studies" - said government spokesperson, Minister Piotr Müller, on Radio Jedynka.

"These regulations [on reducing the tax from 18% to 17%] must be implemented within this term. This will happen in June-July, when these regulations will be adopted. This is also good news for everyone, because the reduction in income tax applies to employed individuals and retirees. We are trying our utmost to share the benefits of economic growth in such a way that every social group benefits. These regulations will be adopted this year, and we will close this matter. All promises related to PiS's new 'Five Plus' program will be fulfilled within this term" - he added.

08:31

Müller:

The current state of Westerplatte falls short of the standards we'd expect for such a significant historical site in Poland

The current state of Westerplatte, to say the least, does not meet the standards we would expect for a very important place in Polish history. It's a neglected site, even in terms of cleanliness. There is simply a mess there. We will be expanding the museum; there is a law that stipulates this area will be managed by the state, with compensation. Because the state as a whole should bear the burdens associated with commemorating such places,” said government spokesperson, Minister Piotr Müller, on Jedynka radio.

08:45

Dera:

We Changed the Law, But We Question the CJEU's Ability to Interfere in Matters Not Covered by the Treaty
- We recognize our law and the law stemming from the treaties that issues of the judiciary's organization are exclusively the domain of individual states. However, we have a problem today, and you won't change that because the discussions and controversies surrounding this ruling began much earlier and concern other countries. The question is, to what extent will this type of judiciary influence the independence of states. To be honest, this is the first attempt, and we'll see what the reaction of other states will be. We have changed the law [the Act on the Supreme Court], which is our state's reaction, but we question the Court of Justice of the European Union's ability to interfere in matters not covered by the treaty. This follows from the legal provisions. There is no legal basis. I can say that. That's my opinion. We don't want a conflict, but we will point out that this is too far-reaching interference by the Court in matters not covered by the treaty. We will repeat this – stated Andrzej Dera in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

09:34

Kosiniak-Kamysz:

I am a proponent of building a Polish Coalition that avoids religious wars and respects tradition

I am a proponent of building a Polish Coalition, meaning bringing together various circles around the PSL: centrist, Christian democratic, and rational circles, a new political center that certainly avoids any religious wars and respects tradition. I like some of the ideas [Kukiz’15] have, for example, a referendum day” - said the leader of the PSL, Władysław Kosiniak-Kamysz, in the program „Kwadrans polityczny” on TVP1.

09:42

Kosiniak-Kamysz on PSL's Decision Regarding Electoral Coalition: July 6th is the National Council Session
“On July 6th, we have a National Council session. We are a democratic formation, and all decisions are made collegially, in a democratic manner. This week, there will be a meeting of the executive committee. Following a review of the debate that took place within the PSL – from the municipality through the county and voivodeship, concluding at the national level” - stated the leader of the PSL, Władysław Kosiniak-Kamysz, in the program “Polityczny Kwadrans” on TVP1.

10:16

Kowalczyk:

Poland is a Climate Protection Leader, Exceeding CO2 Reduction Goals; Unrealistic Targets Should Be Avoided

- Poland is a leader in climate protection. Poland achieved the largest CO2 emission reduction since 1990, at 30%, and now there has been a discussion about increasing ambitions. This means that Poland is striving to fulfill its established commitments, while other countries have come up with the idea to further increase ambitions and CO2 emission reductions, which is currently difficult for Poland to achieve. We have always believed this, and the Prime Minister has also confirmed it. We need to fulfill our current commitments, not impose unrealistic new goals. Furthermore, we must also remember that we are starting from a completely different level. We are a developing economy, and it would end up with major industrial plants moving their production to Ukraine, or elsewhere. In the scale of global climate policy, this would have no significance, because they would emit CO2 there, and CO2 knows no borders. It's a global balance, and in this way, industry would leave Poland, and CO2 emissions would not decrease at all - stated Henryk Kowalczyk in an interview with Jacek Prusinowski on Radio Plus.

10:24

Schetyna:

We're Discussing Zalewska's So-Called Reform with Local Governments. The State Cannot Reform Schools While Undermining Local Autonomy, Agency, and Finances
"We are meeting with local government officials. Yesterday we were in Rawicz, Bojanowo, in southern Wielkopolska. Previously in West Pomerania. In various places. We are discussing local government, the problems that will arise from the government's bad decisions, concerning, among other things, Minister Zalewska's so-called reform. Today we see and are calculating the money that local governments will have to pay extra. We want to discuss how to help this matter, the residents, how to create a cushion against bad decisions and their consequences. It cannot be that schools, mayors, presidents, and local governments will have to salvage this reform, pay extra money, and this will come at the expense of residents. It cannot be that the state, while reforming schools, implementing an absolutely ill-conceived, chaotic reform, undermines local autonomy, agency, and the finances of local governments" - said PO chairman Grzegorz Schetyna in Rumi.

10:25

Schetyna:

We will fight the government that wants to strip local governments of their independence and agency. There will be no consent to limiting local authorities or civil rights.

"The situation where state authorities, the government, want to fight local governments, wants to strip them of their independence and agency, states through the mouth of the Deputy Minister of the Interior and Administration that greater competencies for local government mean a weak state – with such a government, we will fight, and to such a government we say that there will be no consent to limiting the power of local governments. There will be no consent to limiting civil rights. Today, this is the most important thing for us" – said PO (Civic Platform) leader Grzegorz Schetyna in Rumiya.

PAD Appoints Two Polish Army Officers to General Ranks:

Very Serious Tasks Lie Ahead of You, Gentlemen Generals.
“Very serious tasks lie ahead of you, gentlemen generals, but they are entrusted to soldiers, to men with extensive experience. General Lewandowski will command the Podhale Rifle Brigade, which will assume the VJTF role in 2020. General Błazeusz will take up a new position as Deputy Chief of Staff for Strategic Planning at NATO Headquarters in Brussels. Both roles are exceptionally responsible, directly linked to the security of NATO, its eastern flank today, as we also view it, and consequently, to the security of the Republic of Poland as well,” stated President Andrzej Duda in Orzysz.

At the request of the Minister of National Defence, Mariusz Błaszczak, President Andrzej Duda has appointed two Polish Army officers to general ranks. PAD presented the letters of appointment during his visit today to the Training Centre of the Land Forces’ Polygon in Orzysz.

Brigadier General Piotr Błazeusz, Chief of Staff of the General Command of the Armed Forces, has been promoted to the rank of Major General.

Colonel Dariusz Lewandowski, Commander of the 21st Podhale Rifle Brigade, has been promoted to the rank of Brigadier General.

Civic Platform Appeals for Veto of Criminal Code Amendment: Kropiwnicki Questions if President is a Lawyer or a PiS Pen Pusher

This poses a significant threat to the Polish penal system, as criminals may be released in the future due to the Criminal Code being poorly enacted because Mr. Ziobro and his colleagues were in a hurry. Hundreds of lawyers warn against this, experts warn against this, we warn against this, and we are warning just as we warned against sending Supreme Court judges into retirement. Back then, we also stated that it was unconstitutional” - said Robert Kropiwnicki from Civic Platform (PO) at a press conference in the Sejm.

We are appealing for Andrzej Duda to truly back down from this, as it will also be a test of whether he is a lawyer or just a PiS pen pusher. We appeal for him to quickly back down, to stop this bad bill” - he added.

This chorus of dissatisfaction, this chorus of critics is widespread in Poland. Apart from a few ministers, Mr. Ziobro, Warchoł, Piebiak, no one likes this Criminal Code. Everyone knows perfectly well what negative, fatal consequences it will introduce into the Polish legal system. President Andrzej Duda should veto this bill as soon as possible. He should not wait until the last day, not keep the entire legal community in suspense” - said Arkadiusz Myrcha from PO.

13:38

Sellin:

We Propose Gdańsk Authorities' Representatives Join the Honorary Committee for the Westerplatte Museum and the Council of the Museum of the Second World War

It is high time to build an open-air museum at Westerplatte, a museum telling the story of the defensive war of 1939. Various attempts and preparations to build this museum have been underway for over a decade. I believe that on the eve of the 80th anniversary of the outbreak of World War II, it would be fitting to announce that such an investment is possible. Institutions are well-prepared for this” - stated Deputy Minister Jarosław Sellin at a briefing following a meeting with the Mayor of Gdańsk.

There should be a consensual effort, aligned with all public authorities - both central and local. We encourage the Gdańsk local government to engage in such cooperation. We propose - as the organizer of the Museum of the Second World War and its branch, the Museum of Westerplatte and the War of 1939 - that representatives of the city of Gdańsk join the honorary committee for the construction of the Westerplatte Museum, so they can have an influence, as this committee will refine the concept of the open-air museum, so they can have an impact on how this memorial will look. We also propose that the city of Gdańsk delegate its representatives to the council of the Museum of the Second World War” - he added.

13:48

Dulkiewicz:

I Offered Westerplatte's Gdańsk-Owned Lands for the New Museum. Work on the Special Act Should Be Halted.

Thank you for the meeting and conversation about Westerplatte – a crucially important place for Polish identity” - said the Mayor of Gdańsk, Aleksandra Dulkiewicz, after the meeting - „The City of Gdańsk administers a significant portion of the lands on the Westerplatte peninsula. A year ago, we presented three development concepts for the area. Some of the lands belong to the State Treasury. The City of Gdańsk, as a district administration, is obliged to maintain them. Gdańsk allocates about a million Polish zlotys for the upkeep of the Westerplatte lands, while the State Treasury contributes 19 thousand zlotys. Today, I made an offer to the Minister. Listening to the voices of Prime Minister Morawiecki, Minister Sellin, and also during last week's Sejm committee, I made an offer that the lands owned by the City of Gdańsk could be contributed to the new institution. I know that the Minister is considering this offer. My proposal is that we co-create this institution, meaning we jointly take responsibility for it, for the shape of the commemoration and the exhibition. I hope the Minister will consider it. This is linked to the fact that work on the special act should be halted”.

Government adopts draft on zero PIT for under 26s:

We want as much money as possible to stay in your wallets.
“We want as much money as possible to stay in your wallets. Hence, zero PIT for those under 26. There aren’t many such solutions in the EU, at least I don’t know of any such solution, and I will tell you that if voters trust us, we want to do more in the next term, even more, so that tax preferences for young entrepreneurs and young employees are widely applied and utilized by you. Through various mechanisms. PIT, revenue-generating costs, tax-free amount. We are moving in this direction, so that burdens for young people are as low as possible,” stated Prime Minister Mateusz Morawiecki at the Chancellery of the Prime Minister (KPRM) during a meeting with young people.

PMM:

We Filed an Objection to the CJEU Against ACTA2. The Internet Must Be a Free Space for the Exchange of Ideas

- I am pleased and thank Prime Minister Gliński for ensuring freedom of discussion and the exchange of ideas online, precisely against ACTA2. We, PiS, have filed an objection with the CJEU against this ACTA2 solution. The internet must be a free space for the exchange of ideas. I know how much you value freedom, and so it shall be – stated Prime Minister Mateusz Morawiecki at the Chancellery of the Prime Minister, during a meeting with young people.

PMM and Representatives of Youth Organizations Sign "Plan for Youth" Declaration

- "The flagship project for young people, which we intend to further develop creatively and innovatively in the future, is the zero PIT tax for young people. We want this to be striking, to be an attractive offer precisely for all young people who are returning, or considering returning, from abroad, and who are contemplating whether to start their first job here or not. This is to be our fundamental assumption. A most friendly environment for young people," stated Prime Minister Mateusz Morawiecki at the Chancellery of the Prime Minister (KPRM) during a meeting with young people.

- "I want our discussion to be an important step towards developing a whole spectrum, a whole range of new demands formulated by young people, circles associated with various foundations and non-governmental organizations, but also simply by young people in all spheres of life, starting from the most natural for you, which is the digitalization of all public services, what troubles you most, what is most needed, through various demands that you would also like to regularly convey to us," he continued.

ECJ ruling pertained to an outdated legal state. We are surprised that this ruling was issued despite our amendments to the Supreme Court Act.
This ruling by the Court of Justice, which was recently announced, pertained to an outdated legal state. We are also a bit surprised that this ruling was issued, despite the fact that we made certain corrections to the Supreme Court Act within the framework of dialogue with EU institutions. We are awaiting further rulings and judgments from the Court of Justice – stated Piotr Müller during a press conference.

Müller on Westerplatte: I hope Sellin and Dulkiewicz will have a good conversation today. The special act will continue to be implemented. We are open to making potential amendments
- I hope that Minister Sellin and President Dulkiewicz will have a good conversation today. We are waiting for constructive remarks, but these remarks must relate to the factual state of care for this place, which is Westerplatte. We want this place to be under the special care of the state - said Piotr Müller during a press conference. - The special act will continue to be implemented. We are open to making potential amendments - added Müller.

Błaszczak:

In the EU, countries look after their own interests. With previous Polish governments, one could get the impression they prioritized interests other than Polish ones. The current government looks after Polish interests.

- Donald Trump looks after the United States, he is the President of the USA. Let us be aware that in the EU, countries look after their own interests. It was with previous Polish governments that one could get the impression they prioritized interests other than Polish interests. The Polish government, the current government, looks after Polish interests - stated Mariusz Błaszczak in an interview with Piotr Witwicki on the program "Events and Opinions" on Polsat News.

19:52

Błaszczak:

Szczerski is an excellent candidate for NATO Deputy Secretary General
Yes [Poland is lobbying for Krzysztof Szczerski to become Deputy Secretary General of NATO]. He is an excellent candidate. Minister Szczerski is an experienced diplomat, a politician. He was a Member of Parliament. He has excellent qualifications to hold such an office - stated Mariusz Błaszczak in an interview with Piotr Witwicki on the program "Wydarzenia i opinie" on Polsat News. - A candidate has been put forward, Minister Szczerski [for the position of Deputy Secretary General of NATO]. It's a pity that the editor did not quote Mr. Sikorski's statement from the Sowa restaurant regarding Polish-American relations. This also shows Mr. Sikorski's way of thinking - the Minister of National Defense continued, when asked about Radosław Sikorski's morning statement.

19:56

Błaszczak:

Our Role in NATO is Growing

- We are lacking Poles in important positions within NATO. Moreover, our role in NATO is growing. Today, together with President Duda, we participated in the certification of the 21st Podhale Rifle Brigade at the training ground in Orzysz. This brigade will begin its mission, its duty as part of NATO's spearhead, next year - stated Mariusz Błaszczak in an interview with Piotr Witwicki on the program "Wydarzenia i opinie" on Polsat News.

Piechna-Więckiewicz on Criminal Code Amendment: Unconditional Life Sentence. The Provision Concerns Human Rights Violations
Unconditional life sentence. The provision concerns human rights violations. This is not a philosophical issue. Szumowski:

If the opposition had a plan to fix healthcare, if health were their priority, the '6% law' would have been passed long ago

"For 8 years, I understand that the opposition's idea [to fix healthcare] was being implemented. I remember those times as a doctor, and generally, healthcare spending was meager, many times smaller than today. If [the opposition] had an idea for health to be a priority, as it is now, then perhaps the 6% law would have been passed long ago. We would be in a completely different reality. We have a plan to increase spending, the number of doctors, and nurses in the system, and we are doing it," said Minister Łukasz Szumowski on "Gość Wiadomości" on TVP Info.

Bielan:

Nearly 50 Rulings Currently Breached in the EU, and Poland Isn't on the List of Non-Compliant Countries with ECJ Judgments. This Ruling is Structural and Strengthens the ECJ's Position within EU Institutions
- We respect this ruling, but it is merely historical in nature, as the law was changed during the institutional dialogue with the European Commission. I am glad that the Court ruled that member states have the right to shape their justice systems, and we will continue this reform. The ruling is historical, and we will comply with it. Today, nearly 50 rulings are being breached in the EU, and Poland is not on the list of countries that do not comply with ECJ rulings. The Court quite recently ruled that there is no trust in the German prosecutor's office and that it has no right to issue European arrest warrants. Many states remain in dispute with the Court. This ruling is structural and generally strengthens the ECJ's position regarding EU institutions - said Adam Bielan on Kropka nad I.

Bielan:

Law and Justice Emerged on the Wave of the Penal Code Amendment Proposed by the Late President Lech Kaczyński, Who Demanded Stricter Penalties
- I voted for this Penal Code, so I would like him to sign it. That's why I am patiently waiting for the President's decision. The Code has been amended many times, including when we were in opposition. We can discuss the procedure in the Sejm or the Senate, but let's not hide the fact that there is no fundamental dispute here between maintaining a very liberal Penal Code and the proponents of stricter penalties, to whom leading politicians of our camp belong. Law and Justice emerged on the wave of the Penal Code amendment, presented by the late President Lech Kaczyński, who demanded the tightening of many penalties. In situations where we proposed either tightening or transparency, for example, a registry of pedophiles, the opposition and a large part of the media protested, and when criticism occurred, for example, of the Catholic Church, it turned out that the opposition wanted very severe penalties! Let's not hide the fact that there is a dispute on this matter, and let the public decide whether to liberalize penalties or to tighten them, which we have advocated for years - said Adam Bielan in Kropka nad I.

Bielan:

There will be no Commissioner representing PiS, but a Commissioner representing Poland. I don't want to comment on who is in the running, I am in the European Parliament.
- There will be no Commissioner representing PiS, but a Commissioner representing Poland. We do not have any candidates at this moment. Currently, discussions are underway regarding the appointments to five key positions: the Presidents of the European Commission, the European Council, the European Parliament, the head of the ECB, and the High Representative. The procedure is such that the President of the European Commission will be elected by a vote of the European Parliament, and then negotiations will commence between the newly elected EC President and the member states concerning the scope of responsibilities. If that becomes clear, I can certainly say that we will be very well prepared. I don't want to comment on who is in the running, I am in the European Parliament - said Adam Bielan on Kropka nad I.

Bielan on Juncker's remarks about Tusk: 'I'm not pleased by this malice, he was a Polish Prime Minister for 7 years'
- I am not claiming he is an enemy of Donald Tusk, but everyone in Brussels knows that there has been strong rivalry between them for years, which also stems from unclear competencies in many areas. Juncker is a very experienced European politician who has been active in these circles for many, many years. I think he has outmaneuvered Donald Tusk a few times. However, I can say that Juncker's malice towards Tusk did not please me, because despite disagreeing with him politically, he was the Prime Minister of Poland for 7 years. And if someone publicly mocks a Polish Prime Minister like this, I do not rejoice in it, and I am even outraged - said Adam Bielan in 'Kropka nad I'.
