Politics on Friday: Second Day of the EU Summit in Brussels, The Left Together, SLD, and Greens on Women's Rights

Friday marks the second day of Prime Minister Mateusz Morawiecki's visit to Brussels. The only scheduled item is the Polish head of government's participation in a working session of the European Council at 9:30 AM.

At 11:00 AM, a joint press conference will be held in front of the Sejm by The Left Together, SLD, and the Greens concerning the right to abortion. The parties will jointly commit to liberalizing abortion law. A plan for joint actions in this area will be presented at the conference.

Czarnecki on Vetoing Climate Neutrality Provisions: "A Polish Success, as It Was a Highly Unfair Proposal, Disregarding Poland's Efforts Over the Last Three Decades"

This is a Polish success because this proposal [for climate neutrality] was highly unfair, failing to take into account the efforts of, for example, Poland, which has made enormous strides over the last three decades. One could say that we passed the ecology exam. Compared to the situation at the end of communism, things are significantly better today” - said PiS MEP Ryszard Czarnecki on Jedynka radio.

Dolniak:

At the beginning of the term, the Sejm adopted a resolution on a specific number of marshals. What actions PiS will take, it's hard for me to predict. As of today, there is no motion for change.

- At the beginning of the term, the Sejm adopted a resolution on a specific number of marshals. This resolution has not been changed to date. What actions PiS will take, it's hard for me to predict. As of today, there is no motion for change - said Barbara Dolniak in an interview with Wojciech Dąbrowski on Polsat News' "Graffiti".

Dolniak on the amendment to the Penal Code: The President should not sign it. It was written hastily

- In my opinion, and not only mine, this widely heard opinion, from many legal luminaries, is that this passed law should not be signed by the president. It was written hastily - Barbara Dolniak said in an interview with Wojciech Dąbrowski on Polsat News' "Graffiti".

Dworczyk on RPD Interview: "Typical Manipulation. We Can Discuss the Specific Text. The Children's Ombudsman Clearly Stated He Does Not Approve or Tolerate Beatings or Spanking."

Gowin on the so-called "Democratic Package": I will persuade my colleagues from the other two parties that it's worth returning to this package

- Yes, I will persuade my colleagues from the other two parties that it's worth returning to this package - said Jarosław Gowin in an interview with Marcin Fijołek on the morning program "Seventh-Ninth".

08:40

Gowin on the Opposition: I Don't See a Leader, But Elections Aren't Decided Solely by Party Leaders. Events and Mistakes Largely Determine Elections.

- I don't see a leader, but elections are decided not only by party leaders. Elections are largely decided by events, which are something nobody has influence over, and by mistakes - said Jarosław Gowin in a conversation with Marcin Fijołek on the morning program "Siódma-dziewiąta".

08:40

Gowin on the Swift Pace of Legislation: Laws Should Be Made for the Long Term and Adequately Consulted

- In very few, truly exceptional situations, such a pace of work is justified. This was the case when there was a threat of matriculation exams being cancelled in some schools. However, law should be made for the long term and adequately consulted. I hope that in this regard, a positive difference is already visible in the past year - said Jarosław Gowin in an interview with Marcin Fijołek on the morning program "Siódma-dziewiąta".

Dworczyk on Media Repolonization: No Such Plans, No Draft Law. It's Obvious We Should Discuss Media Market Regulation and Learn from France and Germany
I don't know if there will be any repolonization of the media. I understand you are referring to Prime Minister Gowin's statements, where he said at a meeting with voters or residents that excessive concentration of a part of the media market in the hands of one company – whether Polish or foreign – is not good, and therefore it is worth considering solutions to regulate it. He also added that such solutions exist in France and Germany. These solutions involve one entity not being able to control too many percent of a given media market segment - stated Michał Dworczyk in an interview with Beata Lubecka on Radio Zet. Asked if Onet is the first target to be reclaimed because it belongs to a German publisher, the head of the Chancellery of the Prime Minister replied: - I will not speculate on unsaid words or unwritten laws. There is no talk of this at all today. The question is who will win these [parliamentary] elections and what PiS will propose as its program then. Every interested person will be able to learn about PiS's program in the summer. Therefore, PiS, as a formation that fulfills its promises, will certainly present a program, and then we will be able to discuss it. Today, it is pure speculation. - Deputy Prime Minister Gowin is the head of an independent party. He can express his opinion, just like any politician, any citizen in any democratic country - he added. - There are no such plans, no draft law. As for the fact that it is worth discussing media market regulation, that is obvious. It is worth drawing from good examples. Again, I will give the example of France and Germany here - emphasized the head of the Chancellery of the Prime Minister.

Gowin:

Traditionally, I want to run from Krakow, and also traditionally from the last spot

- Traditionally, I want to run from Krakow, and also traditionally from the last spot - Jarosław Gowin said in an interview with Marcin Fijołek on the morning program "Siódma-dziewiąta".

Dworczyk on Blocking Climate Regulations at EU Summit: "Poland Clearly Stated Our Goal is a Fair Distribution of Climate Protection and Energy Transformation Costs. The Proposals at this Summit Would Be Extremely Disadvantageous and Unsupportive for Poland
"Poland very clearly stated that the goal is a fair distribution of the costs of climate protection and energy transformation. The proposals that emerged at this summit would be extremely disadvantageous and unsupportive for Poland. This is because we started from a completely different starting point or level in the early 90s compared to other EU countries, the countries of the old Union, and achieving climate goals and fulfilling the assumptions adopted in Paris, later confirmed in Katowice, should be spread over time and the specific situations of individual countries should be taken into account," stated Michał Dworczyk in an interview with Beata Lubecka on Radio Zet. As the Head of the Prime Minister's Chancellery emphasized, the aim is to carry out these changes in a just manner, and the costs should be distributed fairly among all EU members.

Halicki:

In the coming days, we will determine the formula for the autumn elections. Two blocs, Christian democratic and social democratic, are possible, but a broader formula would be better.
In the coming days, we will determine the formula for the autumn [parliamentary] elections. The European Coalition fulfilled its purpose, as we entered the European Parliament with a very strong team. Of course, by gaining almost 40%, we weren't the number one party in Poland; we were just a little short. We need to mobilize even more, to strain ourselves when it comes to Poles, the voters. Should it be a formula as broad as the European Coalition? I believe it makes sense, but individual entities will decide - stated Andrzej Halicki in "Sygnały dnia” on PR1. - We will probably be closest to the final answer among the left-wing parties, meaning Wiosna and SLD - he added. - It is possible that there will be two blocs, a Christian democratic and a social democratic one, which would align with a certain logic, also concerning programmatic goals, but I believe that a broader formula would be better and more effective - said the Civic Platform politician. - If this scenario were unfavorable, meaning two separate blocs after all, it is obvious that the Civic Platform is in the Christian democratic current. We are in such a group in the European Parliament, and PSL is closest to us - emphasized Halicki.

09:16

Grabiec:

Spring and European Coalition's Combined Result is a Draw with PiS. We Cannot Afford to Say We're Taking the PSL and Leaving Spring's Voters to Themselves
"There is no such alternative [either the PSL as a coalition partner, or Spring]. We need to build a concept that accommodates the PSL and also accommodates Spring's supporters. I don't know what the future structural shape of Spring will be today. There is talk that internal discussions are also ongoing there regarding the continuation of this political project, but over 800,000 votes, people who cast their vote for Spring in the last election, are certainly opposition sympathizers. The combined result of Spring and the European Coalition is a draw with PiS, so everything is still in play. We cannot afford to say that we are taking the PSL and leaving Spring's voters to themselves" - said Civic Platform spokesperson Jan Grabiec in an interview with Jacek Żakowski on TOK FM Radio's Morning program.

Sawicki on Vetoing Climate Neutrality Provisions: "This is unfortunately a passive policy. It forgets about citizens, about the polluted environment"

This is unfortunately a passive policy. A passive energy policy, a policy solely in defense of mining, while forgetting about citizens, about the polluted environment – said Marek Sawicki in an interview with Beata Michniewicz on Trójka radio's "Political Salon."

09:34

Sawicki:

The PSL Achieved Success in the European Coalition. The Coalition Unfortunately Did Not Achieve its Predicted Success

- The PSL achieved success within the European Coalition. The European Coalition unfortunately did not achieve its predicted success, so in a sense, the Polish People's Party also did not [achieve success] in that regard - said Marek Sawicki in a conversation with Beata Michniewicz on Polskie Radio Trójka's "Political Salon".

09:42

Sawicki:

PSL to Propose a Constitutional Debate. The Constitution Requires Revision. We Invite PO and PiS to This Debate
This small PSL has its history and experience. This small PSL is the only party in the Sejm that has enacted a constitution. This small PSL will also propose a constitutional debate, because after 20 years of this constitution functioning, the constitution requires revision. We invite PO and PiS to this debate - said Marek Sawicki in an interview with Beata Michniewicz on the "Political Salon" on Polish Radio Channel 3.

SLD, Razem, and Greens Announce Plan to Introduce Abortion Law Liberalization Bill in New Parliamentary Term

We wanted to declare that there are issues important to us, regardless of whether it's an election campaign or we're already past the elections. One of these issues is the matter of women and their right to terminate pregnancies, as their peers do in Germany, Romania, or France. This is an issue that unites us” - said Marcelina Zawisza from the Together party (Partia Razem) at a press conference.

SLD is the only party in Poland that has twice brought about the liberalization of regulations concerning the termination of pregnancy. This will not be the end of our efforts. We have been fighting for this for years. Also in the next term, in which we intend to be [in the Sejm], regardless of which committee we run under, SLD will submit a bill to liberalize regulations on the termination of pregnancy” - added SLD spokesperson Anna Maria Żukowska.

It is impossible to liberalize these regulations immediately after entering the Sejm. President Duda's term will still be ongoing, and he will likely veto such a bill, which might not be so bad, as perhaps the veto could be overridden. A worse situation would be if the President referred the bill to the Constitutional Tribunal, because in its current composition, with individuals like Justyn Piskorski or Julia Przyłębska, they would declare such a bill unconstitutional, which would freeze the discussion on liberalizing regulations concerning the termination of pregnancy for years. That is why we want to do this wisely. First, restore democracy and the rule of law. We want to be in the Sejm to influence change. Democratic change, the election of judges, other judges to the Constitutional Tribunal. Judges for whom women's and human rights will be important” - she said.

PM on Vetoing Climate Neutrality Provisions: "You Cannot Compare Countries That Have Developed Freely for the Last 80-70 Years to Poland, Which Has Only Recently Been Able to Develop Relatively Naturally"
"You cannot compare countries that have developed freely for the last 80-70 years to Poland, which has only recently been able to develop relatively naturally. This historical perspective must be taken into account. This is precisely what I appealed for yesterday, and this was accepted yesterday," Prime Minister Mateusz Morawiecki stated at a press conference in Brussels. "We agree with various priorities, but we are showing how much we have done so far, how much climate policy has cost us. What was achieved yesterday is a great success, a balanced success, because on one hand we care about the climate, about clean air, and on the other hand, we care about the wallets of Poles," the Prime Minister added.

PM Morawiecki on EU Top Appointments: "We Will Strive to Achieve Such a Majority, but if June 30th Doesn't Work Out, We'll Meet Later"
"There is no risk that any negotiations [regarding EU positions] will take place outside the European Council, but there will be a great many discussions, conferences, and talks on this matter. The talks held so far have not reached a point where we can confirm the probability of any of the candidates being voted in, therefore, it can be stated once again, without naming names, that the current candidates have not secured a majority,” stated Prime Minister Mateusz Morawiecki at a press conference in Brussels. "Yesterday, we behaved very diplomatically and did not openly discuss any specific names in the forum, so please allow me to leave this discussion to internal bilateral and multilateral conferences, as we have agreed upon,” added the PM.
"I am cautiously optimistic that some candidacies will be worked out, but at the same time, voices were heard yesterday – I don't want to hide too much, the secrets of our discussion, because that's how we always agree – but it won't be an overstatement if I say that June 30th is a certain date, but let's recall the negotiations from 5 years ago. Back then, individual positions, the presidencies of the EC, RE, and Parliament, were only concluded in July or August, so nothing major will happen if we don't establish, if we don't secure a majority in the debate by the end of June. Of course, we will all strive to achieve such a majority, but if it doesn't work out on June 30th, we will meet a week later, two weeks later, at a subsequent date.”

Ombudsman:

I Appreciate Law Enforcement's Efforts in Apprehending the Alleged Murderer. However, Undignified Treatment of a Person is Unacceptable.
I have defended and will continue to defend human dignity regardless of the circumstances. This stems from my constitutional and statutory duty, as well as my inner conviction. I thank all those who in practice respect the right to dignity and who have understood the position of the National Preventive Mechanism against Torture concerning the arrest and treatment of the man suspected of murder in Mrowiny - wrote Adam Bodnar in a statement sent to the media.
I deeply sympathize with the victim's family. I will follow the course of this case and ensure the rights of the victims to a fair trial are respected. I appreciate the efforts of the law enforcement agencies in detecting and apprehending the alleged perpetrator of the murder. However, the undignified treatment of a human being is unacceptable. The abuse of repressive measures, humiliation, and the demonstration of state power and violence against an individual. Especially the creation of a lynching atmosphere by authorities and representatives who are tasked with protecting the rights and dignity of citizens. All citizens.
- Jakub A. has been arrested and is a suspect, not convicted, therefore he retains all his rights, including the right to the presumption of innocence and a fair trial. The right to dignity is inalienable - emphasized the Ombudsman.
As an experienced person, in a way, I am not surprised by the witch hunt unleashed by some politicians and media outlets. Nor by the subsequent wave of hate on social media. It hurts, but I understand that emotions are fresh, strong, and not everyone can control them. Such a cruel murder of a 10-year-old girl gives obvious cause for deep outrage. However, three things concern me. Firstly – the Police's reaction. Instead of a substantive response to the statement of a constitutional body like the Ombudsman, we received a handful of lectures, misrepresentations, and a completely self-satisfied statement from the spokesperson of the Police Headquarters. It's as if the memory of what happened, for example, in the cases of Igor Stachowiak or Tomasz Komenda, does not exist in this institution. I lament this and take the liberty of reminding you that the Police is a state institution where legal regulations and official procedures should apply. Regardless of political circumstances. Secondly – an attempt to include the murder case and the method of arresting the suspect into the election campaign. Although formally the campaign has not yet begun, some individuals on the public stage do not even hide that they are only interested in this matter from this perspective. This includes, unfortunately, former and current politicians responsible for the functioning of the justice system in our country. I don't need to explain why such an attitude threatens the rule of law and the protection of citizens' rights, such as the right to a fair trial. Thirdly – some media, mainly public television, are trying to involve my family matters in the dispute around the statement of the National Preventive Mechanism against Torture. I perceive this as an expression of bad faith and a breach of ethical standards. But I leave the assessment of this behavior to public opinion, the journalistic community, and citizens, whose moral intuition and common sense are always worth trusting. Finally, I want to emphasize that detention procedures and standards are important. Extremely important. Everyone in their life may encounter such a situation, or someone from their family, loved ones, or acquaintances. And everyone should know what rights they have. Whether the state is abusing its powers against them, not resorting to prohibited practices? This is precisely why the international community established institutions such as the National Preventive Mechanism against Torture. It operates under the UN Optional Protocol and for 10 years has been visiting places in Poland where persons deprived of liberty are held. Its tasks include signaling and taking a position in every case where there is a suspicion of inhumane treatment or torture. I recommend reading the latest report of the National Preventive Mechanism against Torture for 2018. We will publish it on Monday.

PM to Appear on RMF FM Tomorrow Morning

Prime Minister Mateusz Morawiecki will be a guest of Krzysztof Ziemiec on RMF FM on Saturday at 8:30 AM.

Schreiber:

I Dare to Say Leadership in PO is Being Questioned. As I Understand It, Tusk Also Wants to Weaken It

- I dare to say that [leadership in PO] is being questioned by some activists. As I understand it, Donald Tusk also wants to weaken it. However, he probably showed today that he is by no means someone who will change the election results in favor of the Civic Platform - said Łukasz Schreiber in an interview with Adrian Klarenbach on Polish Radio 24.

19:52

Jaki:

"Fortunately, everyone can choose today. If you want a mild state, weak towards criminals and organized crime groups, vote for the European Coalition and PO."

- In my assessment, the Ombudsman, at least in the first instance, should think about the family of the murdered person. We are talking about an innocent 10-year-old girl. Here, I somehow don't see his activity. Secondly, he should think about the police officers who, entering the home of a person who might have committed a brutal murder, also risk their lives. And here, I don't see concern for ensuring their safety, but quite the opposite, the use of these flex cuffs is being questioned, which is a disgrace, in my opinion, of course. And finally, the third element. Fortunately, everyone can choose today. If you want a mild state, weak, weak towards criminals and organized crime groups, vote for the European Coalition and Civic Platform - stated Patryk Jaki in an interview with Piotr Witwicki on the program "Wydarzenia i opinie" on Polsat News.

19:55

Zandberg:

We Must Be Realistic. There's Room for One List Left of the European Coalition. We've Learned This Lesson
I think what these last elections should teach us is that we need to look realistically, and a realistic perspective says one thing. To the left of the European Coalition, there is space for one list. We have learned this lesson - said Adrian Zandberg in an interview with Piotr Witwicki on the program "Wydarzenia i Opinie" on Polsat News.

20:02

Gawkowski on Razem: We Don't Differ As Much As Parties Within the European Coalition Do Today

- It would be difficult for us all to agree on one thing, because Adrian and I would probably be in the same party. The problem is that we don't differ as much as parties within the European Coalition differ today - said Krzysztof Gawkowski in an interview with Piotr Witwicki on the program "Wydarzenia i Opinie" (Events and Opinions) on Polsat News.

20:22

Jaki on Bodnar: "Civic Platform members once again side with criminals, perhaps to boost their support in prisons, which is already very high."
"Civic Platform members once again side with criminals, perhaps to boost their support [for themselves] in prisons, which is already very high. It is very strange that a person chosen by Civic Platform, the Ombudsman, does not primarily advocate for the rights of the mother of a brutally murdered girl, for the safety of police officers who enter an apartment and risk their own lives, but advocates for a person suspected of such a brutal murder. This is characteristic. You have a choice. You can vote either for Civic Platform, which regularly votes against increasing penalties for criminals, or for the United Right, which, as long as we govern, will treat such individuals with the full force and resolve of the state," said MEP Patryk Jaki in an interview with Danuta Holecka on "Gość Wiadomości" on TVP Info.
