Thursday's Political Agenda: PiS Political Committee, Sejm Debates Teacher's Charter Changes, Amber Gold Commission Report Amendments, and PM Morawiecki in Budapest for V4 Meeting

The Sejm will resume its session at 9:00 AM with topical information and questions on current affairs. At 1:00 PM, MPs will address changes to the Teacher's Charter, which are intended to guarantee educators an almost 10 percent pay raise from September 1st. The evening voting block, during which, among other things, a new member of the verification committee will be elected, will commence at 8:00 PM and is scheduled to last until 11:00 PM. MPs will most likely also adopt the aforementioned changes to the Teacher's Charter and the draft of the so-called electricity law amendment.

At 9:00 AM, the Sejm's investigative committee for VAT fraud will begin hearings. Maciej Berek and Magdalena Taczanowska have been summoned for today. At 10:00 AM, the Civic Platform's investigative team will convene to discuss the wiretapping scandal and the role of Marek Falenta. At noon, the investigative committee for Amber Gold will meet in a closed session. Half an hour later – this time with media present – committee members will consider amendments submitted to the final report.

Prime Minister Mateusz Morawiecki will be on a visit to Budapest, where at 11:20 AM he will participate in a meeting of the V4 heads of government, and at noon, he will attend a working breakfast of Visegrad Group leaders.

President Andrzej Duda continues his visit to the United States. Andrzej Duda will visit Houston, where at 11:30 PM Polish time he will meet with Mayor Sylvester Turner, and at 2:00 AM at night, the Presidential Couple will meet with representatives of the Polish diaspora and present decorations.

At 12:30 PM, the District Court in Warsaw has set a date for the announcement of the verdict in the trial of former Head of the Chancellery of the Prime Minister, Tomasz Arabski, and four other officials, concerning the organization of the flight to Smolensk on April 10, 2010.

At 3:00 PM, a meeting of the PiS Political Committee will take place, as confirmed a few days ago by Ryszard Terlecki. "The political committee will discuss the government changes that have occurred, as well as changes within the party, for example, the spokesperson's position, and will summarize the last election campaign," said the head of the PiS club in an interview with Polish Radio. "In addition, we will discuss parliamentary elections. The issue of appointing an election staff will be discussed," he added.

Also, today, the merger of the Civic Platform-Civic Coalition and Nowoczesna clubs is expected to take place. In the afternoon, the first session will be held, during which a deputy chairperson of the club representing Nowoczesna will be elected.

Gowin on Duda-Trump Agreement: This is not just President Duda's success, nor just our government's success. This is the success of all of us Poles.
This is certainly a success for the Polish state, and I would like to emphasize that this is not just President Duda's success, nor just our government's success. This is the success of all of us Poles, above political divisions – Jarosław Gowin said in an interview with Piotr Gocek on Jedynka Radio's "Sygnały Dnia".

07:38

Gowin:

First, we'll look for a coalition partner in the Kukiz'15 movement. However, if there were such a need, we shouldn't assume in advance that government cooperation with the PSL is impossible.

- If the PSL were to cross the election threshold, and the United Right camp needed a coalition partner, then obviously, we would first seek that coalition partner within the Kukiz’15 movement. However, if such a need were to arise, neither we – the politicians of the United Right, nor, as I advise my colleagues from the PSL, nor they, should we assume in advance that government cooperation is not possible – said Jarosław Gowin in an interview with Piotr Goćko on Polish Radio One's "Sygnały Dnia."

Wojtunik on the Falenta Case: The Government Has Total Power in the Security Sector and the Tools to Clarify It

I am a professional and I do not express opinions on my faith or lack thereof. I do not have the tools to verify [Marek Falenta's claims], however, today the state authorities, the state government, have total power in the security sector. Consequently, they have the full toolkit to clarify this matter, and it truly depends only on them whether they will clarify it or not, because all it takes is for the Prosecutor General or the Coordinator to summon their colleagues to one room. I mean officers from CBA and ABW who had contact with Falenta, and journalist Cezary Gmyz, who shared and published the recordings, or finally, even the president of TVP. They are all colleagues from the same pack, the same team, and all it takes is simply to ask these people: tell me, where did you get the recordings from. Today, the government has not only total power in the security sector, but also the instruments and possibilities to clarify it – stated Paweł Wojtunik in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:03

Neumann:

We are showing that we are preparing very seriously for these autumn elections, integrating. Lubnauer will be deputy chairwoman of the caucus

- This is a response before the parliamentary elections. We are showing that we are preparing very seriously for these autumn elections to the Sejm and Senate, integrating. Katarzyna Lubnauer will be the deputy chairwoman of the caucus, and we will be integrating these circles. The Modern Party remains. They maintain their integrity and subjectivity - said Sławomir Neumann in a conversation with Piotr Witwicki on Polsat News' "Graffiti".

08:04

Wojtunik Asked If CBA Had Contact with Falenta Before Eavesdropping Scandal Eruption: These Are Already Confirmed Matters

- These are already confirmed matters, confirmed by the parliamentary committee on special services, and also by the prosecution. Contact with a person is one thing, having conversations, obtaining information is another, and actively pursuing [them] is yet another. I cannot comment on the form of these contacts, but those who understand operational work will know what I'm talking about - stated Paweł Wojtunik in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego" when asked if the Central Anticorruption Bureau (CBA) had contact with Marek Falenta before the eavesdropping scandal erupted.

08:09

Neumann:

It's Good the President is No Longer Behaving Like a Waiter, Acting Like a Head of State in the US and Talking with Trump

- It's good that the President is no longer behaving like a waiter as he did before, acting like a head of state, is in the States and talking with Trump. This presence of an additional thousand soldiers has symbolic meaning, it's important. Let's just remember that we're paying for it in the end - said Sławomir Neumann in an interview with Piotr Witwicki on Polsat News' "Graffiti".

08:11

Wojtunik on Falenta's alleged CBA cooperation: I can neither confirm nor deny

- I can neither confirm nor deny that. It's an absurd situation when a person wants to be seen as a collaborator of the services. I am not aware of such a situation - stated Paweł Wojtunik in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego", when asked if Marek Falenta was a collaborator of the CBA.

08:16

Wojtunik:

After 5 Years Since the Scandal Broke, I Also Have Doubts Whether Everyone Involved Was Loyal to the State, Like I Was

- At that time, there was no question of any recordings. Absolutely not [we did not have access to recordings before the scandal broke], and this matter was investigated multiple times by the prosecutor's office as well. I can only speak about my own knowledge, and that of my deputies. After 5 years since this scandal broke, I also have doubts whether everyone involved in this matter, like myself, was loyal to the state, or perhaps was simultaneously loyal to other people or politicians. I'm talking about my subordinates and other individuals who were involved in this matter - stated Paweł Wojtunik in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:28

Wojtunik:

Falenta, as a convicted person, is not entirely credible, but this does not absolve the Polish state of its duty to verify this information

- We certainly did not have the tapes [before the scandal broke] and I did not possess such knowledge at the time that such tapes existed - stated Paweł Wojtunik in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- The discussion about whether Falenta is credible or not – of course, as a convicted person, he is not entirely credible, but the fact that he is convicted, that he tells unbelievable or perhaps even fantastic things for some, does not absolve the Polish state of its duty to verify this information - he added.

08:34

Neumann on 300POLITYKA's Article: Elections Are a Year Away, and Much Will Happen. The President's Performance Won't Be Judged Solely on Whether President Trump Pats Duda on the Back

- All comments suggesting that if the elections were today, they would be a foregone conclusion. I know one thing: the presidential elections are a year away, and much will happen. The assessment of the president's performance will depend on many other variables. It won't be solely about whether President Trump pats Andrzej Duda on the back - Sławomir Neumann said in an interview with Piotr Witwicki on Polsat News' "Graffiti," when asked about yesterday's 300POLITYKA publication.

08:35

Broniarz:

The Decision to Suspend the Strike Was the Only Right and Justified One

"Decisions in the [Polish Teachers' Union] are not made unilaterally. It was one of the most difficult decisions [to suspend the strike], made over three days by the Presidium of the Main Board. Facing the enormous dilemma of whether to continue the strike or suspend it, they had to weigh the pros and cons, and in my opinion, that decision was the only right, the only justified one" - said the head of ZNP, Sławomir Broniarz, in an interview with Beata Lubecka on Radio Zet.

08:35

Broniarz:

We Consistently Said and Still Say We Will Not Sign the Agreement in the Version Signed by Solidarity

After signing the agreement with Solidarity, the government was not at all interested in negotiations with us. It was a kind of spectacle that every time boiled down to the statement that if we signed this agreement, it would be good and everyone would benefit. We consistently said and still say that we will not sign the agreement in the version proposed and signed by Solidarity” – said Sławomir Broniarz, president of the ZNP (Polish Teachers’ Union), in an interview with Beata Lubecka on Radio Zet.

08:36

Broniarz:

ZNP has invited Minister Piontkowski to the next meeting of the Main Board
“The union has invited the Minister [Piontkowski] to the next meeting of the Main Board on June 18th. I learned from the media that the minister had not seen this invitation. There is a need for discussion. If the minister uses offensive statements or remarks that hinder communication, he must realize that he needs to sit down for talks with his partner,” said Sławomir Broniarz, chairman of the ZNP, in an interview with Beata Lubecka on Radio Zet.

10:25

Kukiz:

I'm Talking to Everyone. Like in Business. Those who support our flagship reform demands are our natural allies. Or maybe all of us together.
- The PSL is not just Mr. Kosiniak-Kamysz. It also includes other valuable individuals with whom it’s good to talk generally. I’ll have a feeling [about the direction] roughly until the end of next week. I didn’t know, for example, that Mr. Czarzasty would announce last week that he would hold a referendum in the SLD at the turn of June and July, or that the SLD would join forces with Civic Platform. You knew, because you are well-informed. Maybe you have time for reading. If I had known that Chairman Czarzasty would be speaking on your radio, I wouldn't have left the receiver - stated Paweł Kukiz in a conversation with Jacek Prusinowski on Radio Plus. Asked about an agreement with the PSL, he replied: - There are several such political options in our political market. I’m talking to everyone, and just like in business. Those who will be close to supporting, those who will support our flagship demands for systemic changes, they are our natural allies. Or maybe all of us together.

10:33

Kukiz:

If Such an Agreement is Realized, Where Poland Provides Logistics and Infrastructure and the US Provides Combat Power, it's a Very Good Deal

- If such an agreement is actually practically realized, where we provide logistics, territory, infrastructure, and the US provides combat value plus units of weapons, etc., then I believe it's a very good deal, as they say in American, and we will definitely benefit from it - stated Paweł Kukiz in an interview with Jacek Prusinowski on Radio Plus.

10:49

Gowin:

Given our geopolitical situation, the de facto permanent presence of American soldiers on Polish territory is simply priceless

All the details will be finalized soon and will be expressed in the form of a very precise agreement. Regarding security, given our geopolitical situation, the de facto permanent presence of American soldiers on Polish territory is simply priceless. By selling us the latest military equipment, the United States has thus demonstrated that they treat Poland strategically and in the long term as one of their serious partners” – said Deputy Prime Minister Jarosław Gowin at a press conference in the Sejm.

10:55

Waszczykowski on Polish-American Agreement: Partially Satisfactory, as Our Security Needs Are Much Greater and We Will Seek Even More Support from the USA and NATO

"This is partially satisfactory, because our security needs are much greater, and we will seek even more support from both the Americans directly and NATO as well. We are on the eastern flank, and likely for several more decades, we will be a country bordering a region of instability. To our east, NATO and the EU will probably not expand anytime soon. We will need further strengthening of our part of Europe" - said PiS MEP Witold Waszczykowski in an interview with Beata Michniewicz on Radio Trójka.

11:23

Porozumienie Forms Team of Politicians and Experts to Develop Proposals for Polish Cities. Gowin: We are strongly opposed to the concept of federalizing Poland.
In recent days, the idea of federalizing Poland has begun to gain traction in public discourse. We, Porozumienie, as one of the parties within the United Right camp, are strongly opposed to the concept of federalization. We believe it is not only contrary to the Polish constitution, which clearly defines Poland as a unitary state, but also contrary to Polish constitutional tradition, and most importantly, to the demands of geopolitics and security. At the same time, we – as Porozumienie – are the element within the United Right that most strongly emphasizes the importance of self-governance. Local government reform is the reform that has yielded the most positive results for Poland since 1989, which is why local government reform must be deepened, and in particular, a new development offer must be presented for Polish cities. It is they that concentrate the social intellectual capital which will determine the pace and direction of Poland's civilizational development,” said Deputy Prime Minister Jarosław Gowin at a press conference in the Sejm.

Therefore, within Porozumienie, we have established a team of politicians and experts who are developing an offer for Polish cities – both the largest metropolitan areas, as well as provincial cities, for the very important group of cities losing their socio-economic functions, meaning former provincial cities, as well as small towns and smaller localities,” he added.

Porozumienie is a party that fully represents Polish cities,” said Minister Jadwiga Emilewicz. „We have prepared an offer, the Miasto+ program. With this offer, we are reaching out to the residents of metropolises, medium-sized cities, and Polish towns.”

11:25

Święczkowski:

Besides the Case He Was Convicted In, Falenta Faces Two More Prosecutions in Different Courts; Four Preliminary Investigations Also Underway

- [Marek Falenta] was accused and subsequently convicted for 84 illegal recordings of politicians at Sowa & Przyjaciele. For this case, he received 2 years and 6 months. Marek Falenta spoke on various topics in his explanations in many places, and the court, in its justification for the verdict, clearly indicated that it assessed these explanations as unreliable - stated Bogdan Święczkowski in the Sejm.

- Besides the case in which he was convicted, Marek Falenta has two more cases brought by the prosecutor in two different courts concerning offenses, among others, related to the violation of provisions of the Fiscal Penal Code. Furthermore, four preliminary investigations are being conducted in which he has suspect status. One of these preliminary investigations is the investigation by the District Prosecutor's Office in Warsaw-Praga, which concerns further recordings that appeared in subsequent months and years and were illegally recorded. Currently, charges have been presented against him concerning eight such politicians and public figures whose conversations were recorded. The prosecutor is to supplement these charges with two more conversations - he added.

11:33

Święczkowski:

Prosecutors Will Question Falenta. He Will Be Able to Give Testimony. After He Testifies, We Will Assess Its Credibility

- We are taking into account what Marek Falenta is newly saying in these kinds of letters addressed to various institutions, and I assure you, Members of Parliament, that prosecutors will question the suspect in the investigation of the District Prosecutor's Office in Praga regarding these circumstances, and he will be able to provide explanations in this regard. After he provides these explanations, we will assess their credibility in the context of various circumstances and events, taking into account the fact that the court has already assessed the credibility of some of them, that Falenta was in a psychiatric hospital, and that the prosecutor's office possesses extensive documentation regarding his stay in various mental health facilities, as well as considering his other public statements and speculations appearing in the media - stated Bogdan Święczkowski in the Sejm.

11:43

Święczkowski Cites Falenta's Posts About Alleged Sex Tape Involving PO Politicians: Schetyna Said Falenta's Posts Were Absurd, Like Many Other Things the Businessman Said and Wrote

- It's worth recalling a statement on one of the social media portals, reportedly from Marek F., who wrote: "I heard there's a good sex tape from Western City in Karpacz with Trzaskowski and Schetyna as cowboys in the leading roles. Maybe you'll release that one. Apparently poor quality, because white dust is rising everywhere." And what did the Civic Platform chairman Grzegorz Schetyna say when asked about this incident? He replied: Falenta's posts are absurd, like many other things Falenta said and wrote. The politician unequivocally assured that such a recording does not exist: "it's as probable as me being in Karpacz at a rodeo with President Kaczyński." Given the above circumstances, the prosecutor's office will always investigate any information indicating that a crime may have been committed, will verify it, and if necessary, will present its findings to the public - stated Bogdan Święczkowski in the Sejm.

Jacek Ozdoba Nominated by PiS as Candidate for the Reprivatization Verification Committee

The PiS parliamentary club has nominated Jacek Ozdoba as a candidate for the so-called reprivatization verification committee in the Sejm. - Both his education and extensive professional experience indicate that Jacek Ozdoba is a suitable candidate for the committee - it was stated in the justification. The vote will take place this evening, between 8:00 PM and 11:00 PM.

Ozdoba is a lawyer, a graduate of the Faculty of Law and Administration at Cardinal Stefan Wyszyński University in Warsaw, a local government official in Warsaw, and a councilor of the Mokotów district for the 2014-2018 term, authoring the largest number of interpellations concerning Warsaw real estate issued in violation of the law and the legal consequences of reprivatization decisions.

Ozdoba is a Warsaw local government official, currently serving as a councilor for the capital city of Warsaw for the 2018-2023 term. In the past, he was an advisor in the Chancellery of the Prime Minister in the governments of Prime Minister Beata Szydło and Prime Minister Mateusz Morawiecki. He gained professional experience in Warsaw law firms specializing in criminal and administrative law.

Wassermann:

Tusk Failed to Coordinate Polish State and Intelligence Services, Both During and After the Amber Gold Scandal

"Deputies Brejza and Zembaczyński do not usually share information with the committee in advance. They most often surprise us. Deputy Paszyk submitted amendments today because that was the deadline. He will justify them. I can assume that Mr. Zembaczyński and Mr. Brejza will submit dissenting opinions, although a month ago they promised at the committee that they would submit amendments, but this would require a lot of work, as there are 700 pages," stated Małgorzata Wassermann from PiS, the chairwoman of the Amber Gold parliamentary investigative committee, in an interview with journalists in the Sejm.

"The role of Prime Minister [Tusk] was primarily to coordinate actions within the Polish state and to coordinate the actions of special services. Prime Minister Donald Tusk failed to fulfill this role, neither during the three-year duration of this scheme, nor after the scandal erupted. This is very strongly described in the report. There are comparisons of promises and statements made by Prime Minister Tusk with the actual effects and actions," she added.

Czerwińska on Arabski Ruling: Just, but Symbolic Sentence Given the Scale of Harm to Poland

"Today's verdict by the District Court in Warsaw, which found Tomasz Arabski guilty of neglecting his official duties during the organization of the flight to Smolensk on April 10, 2010. We consider this to be just, however, in our opinion, the sentence handed down is symbolic in relation to what happened, in relation to the scale of harm inflicted upon Poland and all those who perished, 96 people led by the President. This is the first instance. We await further developments and potential reactions from the parties" - said PiS spokesperson Anita Czerwińska at a press conference in the Sejm.

14:22

Terlecki:

Decisions on the campaign team, work schedule, and program convention in early July to be made during tomorrow's away meeting of the PiS club

“The beginning of our very energetic political activity. Yesterday was the PiS Executive Committee, today the Political Committee is meeting, which will discuss the changes that have taken place in the government, and are still happening, as more deputy ministers are being appointed. Finally, tomorrow will be a summary of this calendar - an away meeting of the PiS club, where we will talk about the election campaign that is starting before the October elections. Decisions will also be made regarding the election campaign team, the work schedule, and the program convention in early July. We are getting to work very energetically, decisively, and diligently before the elections,” said Deputy Marshal Ryszard Terlecki at a press conference in the Sejm.

MP Sitarski Leaves the Kukiz'15 Parliamentary Club

This morning, I submitted a statement to the Marshal's office announcing my withdrawal from the Kukiz’15 Parliamentary Club. I also discussed this with Paweł Kukiz. It was not an easy decision, but I assure you it was well-thought-out. In my opinion, the current position of the Kukiz’15 Civic Movement does not fulfill the ideological assumptions for which I resigned from my previous professional life and dedicated myself entirely to serving citizens. This involved investing time, energy, and also private financial resources due to the lack of state subsidies – MP Krzysztof Sitarski wrote on Facebook.

Brudziński Appointed Head of PiS Election Staff

- The meeting of the Political Committee has concluded, during which the Political Committee approved the preliminary decision to appoint a spokesperson and deputy, as well as Beata Szydło being appointed as the head of the Law and Justice election staff council, and Joachim Brudziński being appointed as the head of the election staff - informed PiS spokesperson Anita Czerwińska.

- Regarding the composition of the election staff council, MEPs with the highest individual election results will belong to the council - she continued. - We are working, we are fully mobilized, and we have not rested on our laurels. Hard work and preparations for the campaign are ongoing - said the PiS spokesperson.

Macierewicz on the Verdict in the Arabski Case: He Was Justly Convicted. It's Just Bizarre That the Sentence is So Low

- Mr. Arabski was justly convicted. He not only failed to follow the HEAD instruction, but he scoffed at it. Publicly, openly, he said he had never read it in his life, even though he signed it. He neglected his duties and is an accomplice to this tragedy. It's just bizarre that the sentence is so low - Antoni Macierewicz said in an interview with Magdalena Uchaniuk-Gadowska on "Puls Trójki".

Szeremietiew on Schetyna's Statement Regarding the Purchase of American Armament: He Should Not Comment on Matters He Clearly Doesn't Understand
I think Mr. Schetyna should rather focus on finding a way to remove PiS from power, rather than commenting on matters he clearly doesn't understand - said Romuald Szeremietiew in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" (Events and Opinions) on Polsat News.

20:07

Borowski:

It's also about ensuring Arabski isn't blamed for this disaster in the end. The causes are entirely different and known.

- It's also about ensuring that in the end, it doesn't happen that Mr. Arabski is recognized by Law and Justice and, so to speak, "blamed" as the perpetrator of this disaster. The causes of the disaster are entirely different and are known - said Marek Borowski in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" (Events and Opinions) on Polsat News.

Bugaj Asked if Schetyna Can Unite the Opposition: He's Already Lost. The PSL Decided to Go It Alone, and I Understand That Decision

- No. He's already lost. In my opinion, he lost in this election. I think the PSL decided to go it alone, and I understand that decision. Although by going as part of a bloc they would have had a better chance, by going alone they risk a lot, the PSL after this election will achieve a status within a bloc similar to that of Solidarna Polska with PiS - said Ryszard Bugaj in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" (Events and Opinions) on Polsat News.

Changes at the Chancellery of the Prime Minister: Close Associates of Deputy Prime Minister Szydło Depart

The name Paweł Rybicki has disappeared from government websites. One of Beata Szydło's closest associates was the director of the deputy prime minister's secretariat. On June 10th, a change occurred in the Public Information Bulletin (BIP), and his name was removed. As we hear, Rybicki is leaving the Chancellery of the Prime Minister (KPRM) but already has other professional plans. Meanwhile, other associates of the former deputy prime minister, Jarosław Rybak and Michał Nowak, have vanished from the list of political advisors and assistants.
