Political Chess: Zaremba on Minor Parties' Lack of Distinction from Tusk; Tusk Vows Accountability, Not a "Clean Slate"
-- BIDEN CONSIDERING TRANSFER OF IRON DOME ANTI-MISSILE SYSTEM TO POLAND – POLITICO CLAIMS: The US is reportedly considering a trilateral exchange where Poland, a NATO ally, would receive American Iron Dome systems and send some of its own air defense capabilities to Ukraine. This comes after Israel rejected Washington and Kyiv's requests to send the Iron Dome – a highly effective short-range anti-missile, anti-mortar, and anti-artillery system that Jerusalem relies on for defense against rockets fired from the Gaza Strip – directly to Ukraine. (Israel, a co-producer of the system, has veto power over transfers.) Van Hollen discussed the plan in a closed-door Pentagon briefing for Senators on Wednesday. He then stated that he views Poland, which acquired a Patriot missile defense shield from the US last year, as a promising partner. “Poland may be able to deploy its Patriot systems to Ukraine, where we already have Patriot systems deployed – it’s a kind of swap because as long as our two Iron Dome batteries remain under US care, there's no harm in that,” Van Hollen said.

-- POLAND, JUST LIKE WITH THE EUROPEAN CONSTITUTION AND THEN THE LISBON TREATY, WILL SOON FACE INCREASING AND VERY UNCOMFORTABLE PRESSURE. MOREOVER, IT IS NEVER GOOD FOR US WHEN GERMANY AND FRANCE DECIDE TO GO "SAILING ON THE OPEN SEA" TOGETHER – JAN ROKITA IN TEOLOGIA POLITYCZNA: “It is evident that the sudden German-French enthusiasm for EU enlargement stems from the fact that both capitals have realized that enlargement can be used as a great tool to force acceptance of Berlin and Paris's long-standing and repeatedly rejected ideas for structuring Europe. Furthermore, if these ideas can be pushed through this way, and if a further major enlargement does not occur, that would be even better. And if it were to happen, these new members would be classified into a second or third circle of integration, finally enshrined in treaties. A significant part of Central and Eastern Europe is already deciding to accept such a deal or blackmail, seeing it as their only chance to fulfill their dreams of a geopolitical restructuring of our region and an extension of the West eastward. It therefore appears that Poland, exactly as with the European Constitution and then the Lisbon Treaty, will soon face increasing and very uncomfortable pressure. Moreover, it is never good for us when Germany and France decide to go 'sailing on the open sea' together.
-- THE SIMPLIFIED VIEW ON EU ENLARGEMENT IS STILL A KIND OF MENTAL STAPLE UNITING POLES. LET'S FACE IT, I MYSELF HELD SUCH A VIEW FOR A LONG TIME, ALMOST UNTIL THE LAST WEEKS – STILL JAN ROKITA IN TEOLOGIA POLITYCZNA: “I have the impression that such a simplified view of EU enlargement is still a kind of mental staple uniting Poles, at least those with a broader worldview, regardless of their stance on the 'culture war,' or their party affiliations with Platforma or PiS. Let’s face it, I myself held such a view for a long time, almost until the last weeks.”

-- WE MAY DIFFER ON TACTICS OR PROGRAMMING NUANCES, BUT WHAT MATTERS MOST BINDS US – THE NEED FOR NORMALITY – DONALD TUSK IN CONVERSATION WITH BARTOSZ T. WIELIŃSKI IN GAZETA WYBORCZA: “First and foremost, a common goal has been forged. I call it the rebirth of Poland. We all feel that change is necessary and urgent. I have no doubt that a good government will be formed. We may differ on tactics or programming nuances, but what matters most binds us – the need for normality, for restoring security to Poles, for regaining a future for the youngest. When decent, rational, and honest people talk to each other, a lot can truly be agreed upon, and work can move forward rapidly – and it will. I am sure of it.”
-- THERE WILL BE NO "CLEAN SLATE." THERE WILL BE PROSECUTION, AN INDEPENDENT COURT, CRIMINAL SENTENCES, CONFISCATION OF LOOTED ASSETS, AND IMPEACHMENT PROCEEDINGS – TUSK CONTINUES WITH WIELIŃSKI IN GAZETA WYBORCZA: “There will be no 'clean slate.' There will be prosecution, an independent court, criminal sentences, confiscation of looted assets, and impeachment proceedings. This time, things have gone too far. Kaczyński is no longer even hiding the fact that he is deliberately changing the state's system, and there is a legal provision for that. He is replacing Western democracy with an Eastern satrapy, where independent institutions are being displaced by a network of oligarchs and strongmen. Theft of public money is becoming the norm if one receives political dispensation for it. Lies, shameless meanness, and corruption have become a new profession, a lucrative activity. The foundations of the social order have been infected and undermined. Such things are not treated solely symptomatically. There must be adequate punishment so that no one ever has the idea again to destroy Poland.”
-- THERE IS NO DOUBT WHATSOEVER THAT IF KACZYŃSKI WERE TO WIN, HE WOULD LEAD POLAND OUT OF THE EU BEFORE THE NEXT ELECTION – TUSK TELLS WIELIŃSKI IN GAZETA WYBORCZA: “It must be clearly stated what the stakes of this election are. There is no doubt whatsoever that if Kaczyński were to win, he would lead Poland out of the European Union before the next election, and then nothing could truly be fixed. Besides, just look at what is already happening; European money is not being accepted, borders with our neighbors and friends are starting to close, it's only a matter of time before he asks: 'Why is the EU even necessary?'”

-- IT IS HARD TO FIND ANYTHING THAT DIFFERENTIATES THESE PARTIES FROM TUSK'S OFFER. THIS MAY COST THEM VOTES, BECAUSE IF WE KNOW THE ORGAN GRINDER, WHY VOTE FOR THE MONKEY – PIOTR ZAREMBA IN INTERIA: “I had the impression, however, that the weakness of Trzecia Droga, and to some extent Lewica, although it only has to overcome 5 percent, is something else. It is hard to find anything that differentiates these parties from Tusk's offer. And since they are now categorically announcing that they will govern with him, indeed making it an important axiom, they appear destined for the role of younger siblings. This may cost them votes, because if we know the organ grinder, why vote for the monkey. The Hamlet-like nature of the Trzecia Droga leaders, appearing sometimes alongside Tusk, sometimes refusing to, only intensified the impression of their lack of seriousness.”
-- ALL THESE "PENSIONS WITHOUT TAX" OR "VOLUNTARY ZUS FOR ENTREPRENEURS" ARE FADING AWAY SOMEWHERE – ZAREMBA CONTINUES IN INTERIA: “The experts of Trzecia Droga tried, but when I ask friends what important ideas they associate with this formation, they can't really say. All these 'pensions without tax' or 'voluntary ZUS for entrepreneurs' are fading somewhere from memory. What remains are declarations accusing PiS of everything: from a lack of the rule of law to an intention of Polexit. But here, Trzecia Droga sings with Tusk.”
-- THEY ARE TREMBLING AT THE THOUGHT OF NOT CROSSING THE ELECTORAL THRESHOLD. AND AT THE SAME TIME, THEIR ENTIRE CAMPAIGN WAS AIMED AT SNATCHING VOTERS FROM SMALLER PARTIES – ZAREMBA CONTINUES: “The leaders of KO speak about Trzecia Droga courteously. They too are trembling at the thought of it not crossing the electoral threshold. And at the same time, their entire campaign was aimed at snatching supporters from smaller parties. This reveals the theatrical, artificial dimension of our political life, in which Trzecia Droga and Lewica are to some extent appendages of Tusk.”
-- THE HEGEMON WANTED TO SHOW THAT IT PAYS MORE TO VOTE FOR HIM THAN FOR TRZECIA DROGA. AND SO IT WILL SWAY UNTIL THE LAST MOMENT – ZAREMBA AGAIN IN INTERIA: “This does not mean that mutual trust between the hegemon and the appendages is complete. The KO campaign staff announced their internal research, according to which all three 'democratic opposition' parties will cross the threshold and form a government. Well, yes, but according to them, Trzecia Droga has 8.6%, close to the threshold. And what about the statistical error? Activists from Kosiniak's and Hołownia's bloc immediately began to complain that this was sabotage. The hegemon wanted to show that it pays more to vote for him than for Trzecia Droga. And so it will sway until the last moment.”

-- HOPE MAY QUICKLY PROVE ILLUSORY. IN A SITUATION WHERE PUBLIC OPINION CONSIDERS TRZECIA DROGA SAFE – GALOPUJĄCY MAJOR IN KRYTYKA POLITYCZNA: “But this hope may quickly prove illusory. In a situation where public opinion considers Trzecia Droga safe and believes it will cross the threshold, some voters will shift their votes to KO, and thus Hołownia's and Kosiniak's party will not achieve 8%, which, due to the proportional distribution of surpluses in districts, will most benefit PiS.”
-- PIS IS MOST COUNTING ON THE RESULT OF THE PARTY ULTIMATELY BEING SIGNIFICANTLY UNDERESTIMATED. WE SAW SUCH A SCENARIO IN THE LAST ELECTIONS IN HUNGARY AND LAST WEEK IN SLOVAKIA – MAJOR CONTINUES IN KRYTYKA: “PiS is most counting on the party's result ultimately being significantly underestimated. We saw such a scenario in the last elections in Hungary and last week in Slovakia. And although recently the ruling party's result was overestimated, that was at a time when PiS was polling above 40%, and admitting to voting for Kaczyński was not considered as 'embarrassing' as it is today, when the PiS leader appears tired from the campaign and avoids a debate with Tusk on his home turf on TVP.”
-- SO, THE SITUATION MAY ARISE AGAIN WHERE PIIS VOTERS ARE ASHAMED TO ADMIT IT – MAJOR WRITES FURTHER IN KRYTYKA: “So, the situation may arise again where PiS voters are ashamed to admit to pollsters that they are voting for Kaczyński's party, but in the privacy of the ballot box, they will decide differently, because the narrative about free courts is ultimately less convincing than the 800+ for every child.”
-- IT MAY ALSO HAPPEN THAT KONFEDERACJA IS THE MOST UNDERESTIMATED – MAJOR IN KRYTYKA: “It may also happen that Konfederacja is the most underestimated, because its voters deliberately deceive pollsters, feeling ashamed of Korwin and Braun, but still clinging to the hope of reduced ZUS contributions. Mentzen also likely counts on a latent, unrecorded by polls, dislike of Ukrainians.”
-- THE OPPOSITION ALSO COUNTS ON POLLING UNDERESTIMATION, BECAUSE OF PEGASUS – CLAIMS MAJOR: “The opposition also counts on polling underestimation. Voters who, after the Pegasus scandal, are afraid to answer phone calls, and the underestimation of the opposition in the last elections are expected to result in a pleasant surprise on October 15.”

-- DESPITE THE CLAMOR AND DISTURBANCES ORGANIZED BY THE MEDIA OF THE THIRD POLISH REPUBLIC, LARGELY BELONGING TO FOREIGN CAPITAL, THE POLISH CAMP MANAGED TO HIGHLIGHT THE ESSENCE OF THE POLITICAL DISPUTE – MICHAŁ KARNOWSKI: “Did these operations succeed? Fortunately, only partially. Despite the clamor and disturbances organized by the media of the Third Polish Republic, largely belonging to foreign capital, the Polish camp managed to highlight the essence of the political dispute taking place in Poland. It is simple. Ownership or the role of a slave working for foreigners. Dignified work and pay or back-breaking labor until death for pennies, because VAT mafias, often friends with the opposition camp, must take their share. Border security and a strong army, or a crazy policy of letting anyone who wants from Africa and Asia in. Sovereignty and our own decisions, or mechanisms for imposing foreign will on us, starting with the forced relocation of illegal migrants.”
-- GERMANY AND BRUSSELS ARE TRYING TO CLOSE THE SYSTEM, MAKING LATER RESISTANCE IMPOSSIBLE – KARNOWSKI CONTINUES: “The problem is that we are at a special moment. Germany and Brussels are trying to close the system, making later resistance impossible. Taking sovereignty away from Poland and other countries, which is the goal, will mean no return to independent politics. Not in this generation.”

-- DOMINIKA WIELOWIEYSKA BELIEVES TUSK WILL KNOCK OUT MORAWIECKI IN THE FIRST MINUTE – AS WRITES GAZETA WYBORCZA: “PiS will field Mateusz Morawiecki for the debate. The Prime Minister is quite stiff in his speeches, he lacks experience in such confrontations. Moreover, Tusk will knock out Morawiecki in the first minute by reminding him that the head of government once advocated for raising the retirement age, tightening KRUS regulations, and abolishing privileges for uniformed services. This will prevent PiS from spreading its wings and presenting its spin about how bad Tusk is. By the very decision to go to TVP, the leader of Civic Coalition has gained several points even among the hesitant and his critics. And the fact that Jarosław Kaczyński announced that he would not be at the debate has further boosted Tusk's gains from this maneuver.”
https://wyborcza.pl/7,75398,30272493,tusk-znokautuje-morawieckiego-bo-kaczynski-sie-boi-wielowieyska.html
-- GAZETA WYBORCZA PUBLISHES A POLL WHERE, WITHOUT UNDECIDED VOTERS, TRZECIA DROGA FALLS BELOW THE THRESHOLD: “Law and Justice leads in the poll with 30% support. Second is Civic Coalition – 25%. Only two other groups would enter the Sejm: Lewica with nine percent support and Konfederacja with 5% support. Trzecia Droga is below the electoral threshold with a result of 6% (as in the case of an electoral coalition of Polish People's Party and Poland 2050, the threshold increases to 8%).”
-- IT IS VISIBLE THAT AFTER SUNDAY'S ANTI-GOVERNMENT PROTEST IN WARSAW, PIS HAS LOST SOME GROUND, BUT THE OPPOSITION HAS NOT GAINED – WRITES AGNIESZKA KUBLIK: “It is visible that after Sunday's anti-government protest in Warsaw, PiS has lost some ground, but the opposition has not gained. Civic Coalition recorded 1 percentage point less support than in September, and Lewica – 1 percentage point more. These are changes smaller than the margin of error.”
-- IN THE GAZETA WYBORCZA POLL, THERE ARE A RECORD 22% UNDECIDED VOTERS, WHO ARE PRIMARILY ASSIGNED TO OPPOSITION VOTERS, WHICH WOULD GIVE TRZECIA DROGA UP TO 13% – AS WRITES AGNIESZKA KUBLIK: “But there is one extremely important catch. The group of people who want to vote but don't know who they will support yet is as high as 22%. This is 6 percentage points more than a month ago. And it is precisely this group of undecided voters that will determine Poland's future. In the poll, we checked their electoral preferences (we will describe them in detail on the weekend), but we are already showing what would happen if they voted in the elections as they declare now after further questioning by pollsters. The opposition would gain enormously, because then the election results would look like this: PiS – 32.9%, KO – 31.1%, Trzecia Droga – 13.2%, Lewica – 11.3%, Konfederacja – 6.5%, Non-Party Local Government Officials – 3.6%.”

-- IT APPEARS THAT AT THE FINISH LINE OF THE CAMPAIGN, THE ANTI-PIS MOVEMENT HAS BELIEVED EVEN MORE STRONGLY IN THE NARRATIVE OF A "BREAKTHROUGH" AND "OVERTAKING." THE PROBLEM IS ONLY THAT THEY HEARD IT FROM... THEMSELVES – RAFAŁ WOŚ IN SALON24: “On what basis do anti-PiS proponents build their certainty of victory? On the polling trend showing that in the last 14 days PiS has dropped by 0.7%, and Lewica and Trzecia Droga have risen by 0.4-0.6%? On the 'good energy' they saw at last week's march? On the fact that a large part of friendly media or polling agencies openly wishes them victory? Or perhaps because 'overtaking' was announced in 'Polityka' or 'Wyborcza'? And repeated in TOK FM morning shows or by Morozowski on TVN by anti-PiS commentators? Or that Onet has uncovered another chilling scandal, after which the scales will fall from the eyes of Polish women and men? After all, all of this together has long been acting like a large resonance chamber. Like the aforementioned wishing well, into which one shouts desires, and it spreads them and repeats them around with a loud echo. 'Breakthrough-rough-ough-ough!' 'Overtaking-king-king-king!' 'Democracy-cracy-acy-acy!'”
-- THOSE ALMOST 50 PERCENT OF ELECTORAL SUPPORT IS EXACTLY THE RESULT RAFAŁ TRZASKOWSKI ACHIEVED IN THE 2020 PRESIDENTIAL ELECTIONS – WOŚ CONTINUES: “Those almost 50 percent of electoral support is precisely the result Rafał Trzaskowski achieved in the 2020 presidential elections. So, one can say that all the work done by the old fox Donald Tusk in recent years boils down only to approaching that result. That is, to emphasize polarization so much (if someone tells me that Tusk does not polarize, I apologize, but I warn that I may spit out my coffee) that the entire anti-PiS bloc is gathered in one corner. And Tusk has indeed succeeded in this. He didn't force a single list, but in practice, he made Czarzasty, Hołownia, and Kosiniak his lieutenants managing different sectors of the anti-PiS electorate. The problem, however, is that this anti-PiS kingdom en masse is still too small. It lacks a majority. And this means that the anti-PiS movement has not fundamentally expanded since the 2020 elections. It hasn't reached new groups. It hasn't convinced them. And this is despite the fact that these last few years – objectively speaking – have not been easy. Because of the war, inflation, pandemic, etc.”

-- NEW VOTERS ARE ENTERING THE GAME, REACHING RATHER FOR APPETIZERS THAN THE MAIN COURSE. TUSK'S MARCH MOBILIZED DIFFERENTLY THAN INTENDED, BUT THE SCALES ARE TILTING TOWARDS DEMOCRACY – PIOTR PACEWICZ: “First measurements therefore indicate that Civic Coalition is not catching up to PiS and is not devouring the side dishes. On the contrary, they are becoming more and more full-fledged dishes.”
-- WE KNOW HOW MESSENGERS OF BAD NEWS END, BUT I MUST REMAIN ONE – PACEWICZ CONTINUES: “We know how messengers of bad news end, but I must remain one. According to Kraszyna's model, the Kantar poll does not give the opposition a clear victory, but a statistical tie with a slight indication (231 votes for KO, Lewica, and Trzecia Droga, along with the German Minority). Kraszyna tempers expectations, but his model works. For example, when applied to elections that have already taken place and whose results are known.”
-- FURTHER GROWTH OF KO ENCOUNTERS THE CEILING OF PLATFORMA AND TUSK HIMSELF – PACEWICZ CONTINUES: “In the OKO.press 'presidential poll' from 2019, Donald Tusk – along with Robert Biedroń – turned out to be an unelectable presidential candidate: 44% (the largest percentage of six potential candidates) indicated that they 'do not even consider the possibility of voting for him.' Also, in our poll from December 2022, 63% of respondents rejected Tusk's candidacy for Prime Minister. Donald Tusk is also associated by many with the politics of 2007-2015, when wages grew slowly, and some reforms (pension or junior high school) caused widespread dissatisfaction. People with more progressive views, on the other hand, remember Tusk's governments as hesitant in reforms that would require breaking the famous 'conservative anchor.'”

-- THESE QUESTIONS ARE NOT SOME "TÉRÉ FERE" DETACHED FROM REALITY. THEY ARE NEITHER ABSTRACT NOR BANAL. ON THE CONTRARY – RAFAŁ WOŚ IN INTERIA: “These questions are not some detached from reality 'téré fere.' They are neither abstract nor banal. On the contrary. Most of these four issues (and perhaps all of them) will appear on the political agenda in the coming months and years. And not just once. The EU will pressure Poland regarding relocation. That is more than certain. Proposals to raise the retirement age will be raised by the liberal part of the commentary and political class. Similarly, the sell-off of key state treasury companies (wasn't this recently mentioned by Ryszard Petru from Trzecia Droga?). And there will be yet another imitator of Agnieszka Holland trying to show that the border wall of the Republic of Poland is a sign of disrespect for human rights. He (or she) will be supported by many interest groups, many editorial offices, and many international organizations.”
-- ESPECIALLY FOR THE SUPPORTERS OF PIS, WHO – IN CASE OF TRANSFERRING POWER – SHOULD WANT TO MARK SEVERAL RED LINES THAT THE NEW GOVERNMENT SHOULD NOT RETREAT FROM – WOŚ CONTINUES IN INTERIA: “This argument should particularly appeal to PiS supporters, who – in case of transferring power – should want to mark several red lines that the new government should not retreat from. Of course, a referendum will not force anyone to do anything. But at least it will be a signal of the nation's will. Something that can be grasped during the decision-making process. But anti-PiS voters also have their well-understood interest in the referendum vote. Many of them do not have to be supporters of a later retirement age or the privatization of Orlen. Here they can express it. On the principle of: okay, let's get rid of Kaczor, but hands off these matters. Or vice versa – they can, in case PiS remains in power, show that there is still social demand for accepting migrants and raising the retirement age. And PiS will also have to respond to that. In any case: by voting, everyone will give a signal about what policy they desire and what they do not.”

-- IT IS A PITY THAT THE DEMOCRATIC OPPOSITION, OF WHICH LEWICA IS A PART, DOES NOT DIRECTLY ADDRESS YOUNG MEN AND ANALYZE THE PROBLEMS CONCERNING THEM – PATRYCJA WIECZORKIEWICZ IN KRYTYKA POLITYCZNA: “It is a pity that the democratic opposition, of which Lewica is a part, does not directly address young men and analyze the problems concerning them, hoping that they themselves will see the benefits that pro-social solutions would bring them, despite a narrative dominated by slogans primarily directed at women and minorities.”
-- IT IS DIFFICULT FOR ME TO COMPREHEND THAT A PROFESSOR OF SOCIOLOGY AND CO-AUTHOR OF UNDOUBTEDLY THE MOST IMPORTANT BOOK OF THE CURRENT ELECTION CAMPAIGN, JUST 10 DAYS BEFORE THE VOTE, SPEAKS IN A NATIONWIDE MEDIA ABOUT RESTRICTING THE ELECTORAL RIGHTS OF A GROUP WHOSE POLITICAL SYMPATHIES CAN DO US IN FOR A DECADE – WIECZORKIEWICZ CONTINUES IN KRYTYKA: “It is difficult for me to comprehend that a professor of sociology and co-author of undoubtedly the most important book of the current election campaign, just 10 days before the vote, speaks in a nationwide media about restricting the electoral rights of a group whose political sympathies can do us in for a decade. The journalist does not counter him in any way, and the said medium publishes it, completely unashamedly using a baiting slogan for the headline: 'For the good of democracy, men could vote a few years later.' In the comments, many (not all and not the majority) liberal feminists are clapping their hands, so the interviewer and the interviewed must be proud of themselves. People from the left-wing environment, and even university lecturers, also like it.”
-- AN IRRESISTIBLE NEED TO HARM ONE'S OWN ENVIRONMENT – WIECZORKIEWICZ'S CONCLUSION IN KRYTYKA: “I don't know and I don't intend to ponder whether Korwin is joking when he talks about taking away women's voting rights. Just as, as a young boy, I wouldn't ponder whether a scientist associated with the left wants to deprive me of these rights – the interview doesn't specify for how many years, but it doesn't matter much – or simply has a poor sense of humor and an irresistible need to harm his own environment.”
