Therefore, without other comprehensive changes, the reform is pointless. Secondly, it does not improve trust in the entire system, as there is much indication that PiS will use this money to plug current holes. How? It's simple – higher revenues to the Pension Insurance Fund mean a smaller budget subsidy covering the difference between contributions and expenses. And a smaller subsidy means more money in the budget for any expenses, for example, for… thirteenth pensions.
