Ukraine Reconstruction Conference

A two-day conference on the reconstruction of Ukraine begins in Gdańsk on Thursday. The official opening, with the participation of heads of state and government, is scheduled for 10:00 AM. Subsequently, at 2:00 PM, joint press statements by the leaders of Eastern flank countries are planned.

Kosiniak-Kamysz in Budapest

On Thursday, Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz will participate in a Visegrád Group meeting in Budapest.

The official welcome is scheduled for 9:00 AM, and working sessions are due to begin at 9:45 AM.

Thursday also marks the second day of the Senate session.

- Not everything was accomplished [during the PiS government], but there's no doubt that the pathology we're seeing right now did not exist. Healthcare was calm, there was more and more money, procedures were carried out faster than now, but most importantly, the mafia-like standards we're currently witnessing were absent. There were [PiS activists on supervisory boards and hospital management boards], but it's time for reflection, after what has happened, it's time for a major shake-up, and we will support all such ideas [banning party membership from leadership positions in healthcare] - stated Patryk Jaki in an interview with Bogdan Rymanowski on Radio Zet.

- The question we should all ask ourselves is whether the interests of Polish companies that want to invest in Ukraine are sufficiently protected and whether it is too great a risk for Polish companies, which in such a situation would need significant guarantees from the Polish state, ensuring that their businesses are not exposed to substantial losses when undertaking investments there - said Anna Bryłka in an interview with Roch Kowalski on "24 Pytania" on PR24.

- There is no doubt that the mafia state of Civic Platform (PO), what they are organizing now, it's a strong word, but I want to justify it, what they are organizing is a hunt for people who abused their poor activist, who of course had the right to take money from a public hospital for his new Porsche, to create a VIP lounge for them. It's roughly the same as during the first PO governments, when such deals were made in cemeteries, and now they have made a cemetery for themselves at one of the Emergency Departments (SOR-s) - stated Patryk Jaki on Radio Zet.

- In my opinion, President Zelensky perhaps didn't want to come to Poland for this conference at all, and perhaps the awarding of the Order of the White Eagle became simply a pretext for the Ukrainian side, for the Ukrainian side, for Mr. President, his wife, not to appear here in Poland - Anna Bryłka said on PR24.

- This is a matter for the prosecution, of course, and everything should be clarified. However, I am certainly very concerned by the fact that Prime Minister Donald Tusk is truly trying to sweep this matter under the rug. That is, before the witness, and I am referring, of course, to Dr. Emil Jędrzejewski, had even testified, the Prime Minister had already undermined the witness's credibility - Anna Bryłka said on PR24.

- The Mayor of Warsaw, Rafał Trzaskowski, has a duty to personally explain himself regarding this major scandal and to inform the residents of Warsaw, and the entire country, about a series of resignations that should occur - stated Sebastian Kaleta at a press briefing.

- Allegations regarding fundamental matters, patient safety, treatment standards, and human life have been made. Therefore, I want to state very clearly: this must be thoroughly investigated. Without any 'buts,' without sweeping anything under the rug, without protecting anyone due to their position, connections, or political ties - said Rafał Trzaskowski during a session of the Warsaw City Council.

- If these accusations are confirmed, those responsible, all those responsible, must face the consequences. If they turn out to be untrue, those who formulate them should also face consequences - said Rafał Trzaskowski during a session of the Capital City of Warsaw Council.

- In such a matter, there is no room for impunity, nor for casting accusations that can destroy patients' trust in the hospital and the entire healthcare system - he continued.

- This matter will be explained fully. Today's session, the presence of the media, all of you, and myself is the best proof that we are consistently, transparently, and painstakingly explaining this entire story, and I want to assure you that we will resolve it - said Rafał Trzaskowski during the session of the Warsaw City Council.

- Everyone has their own responsibility and the duties associated with it. Upon receiving information about possible irregularities, I immediately ordered an audit at the Southern Hospital and all municipal emergency departments - said Rafał Trzaskowski during the session of the Capital City of Warsaw Council.

- On June 8, Mr. Dawid Kacprzyk submitted his financial disclosure. Two days later, on June 10, the first public post by journalist Słowik appeared. The very next day, June 11, I commissioned an audit at the Southern Hospital. On June 15, the audit formally began, and already on June 17, two days later, we had the first findings from the audit - he continued.

- The hospital terminated its contract with Mr. Kacprzyk and sent a notification to the prosecutor's office regarding the commission of fraud. On June 18, the management of the Southern Hospital was dismissed - he went on to say.

- On June 19, the supervisory board was dismissed, and this week we also dismissed politicians from the supervisory boards of medical companies - he added.

- On the evening of June 23, on one of the television channels [...] appeared the former head physician of the Southern Hospital, who spoke not only about the supposedly enormous scale of irregularities that allegedly occurred in the hospital, but also about the deaths of people who were allegedly victims of the medical staff's incompetence and organizational chaos - he emphasized.

- Whether these words are grounded in fact will be determined by the prosecutor's office. But after such words, I did what was my duty: I filed a report with the Prosecutor General requesting urgent appropriate investigative actions - he said.

- According to current findings, there was no formal VIP room in the Emergency Department of the Southern Hospital [...] however, the way a room to which Mr. Dawid Kacprzyk had access was used is being clarified - said Rafał Trzaskowski during a session of the City Council of Warsaw.

- Based on the information so far, it concerns a room belonging to the hospital's Warsaw Center for Surgery and Spine, which was apparently used without authorization. It was most likely an unauthorized mechanism created outside of standard procedures, and this is precisely why this thread is being examined in the audit and will also be investigated by the prosecutor's office - he continued.

- Anticipating your questions regarding the accountability of my deputies, it is absolutely clear to me that if during audits or prosecution proceedings, procedural violations or turning a blind eye to irregularities are found, I will not hesitate for a minute to make a decision – said Rafał Trzaskowski during a session of the City Council of Warsaw.

- But today is a time for hard work, which we all must do together. [...] Facts are paramount, and I make decisions precisely based on facts. If accusations are confirmed, then I will react immediately – he continued.

- Based on preliminary findings, internal controls by the new hospital management, which will likely be the subject of prosecutorial proceedings, it was determined that on July 23, 2025, the former head submitted a notification dated July 21, '25 to the then-chairwoman of the hospital board, meaning he took the first step to draw attention to alleged irregularities - said Rafał Trzaskowski during a session of the City Council of Warsaw.

- The report lacked the signature of the former head and the members of the team he led [...] and it did not contain the facts required by law to initiate a detailed and thorough verification process - he continued.

- It contained no information regarding deaths. I don't know why the former head waited so many months to talk about it in an online interview - he went on to say.

- I don't understand why he not only didn't use the whistleblower path provided for in the law, but simply remained silent for many months, including 9 months after leaving the hospital, and contrary to his absolute obligations arising from the Penal Code, the Code of Medical Ethics, and the position of head, thereby allowing this whole situation we are witnessing to occur - he added.

- We wanted once again, in these times, as it cannot be otherwise, to appeal for support from citizens who back the right wing, our formation, the largest on the right and simultaneously the one that has proven itself, meaning it has been able to push Poland forward strongly in very difficult conditions, and this cannot be denied - stated Jarosław Kaczyński at a press conference.

- In connection with this, it is truly worthwhile to support us, and that is what we are asking for. This is currently a prerequisite for undertaking all those initiatives that are already tied to the election outlook, and which we are currently carrying out. Unfortunately, it is not possible to conduct even this campaign, which is associated with Professor Czarek, free of charge, but also many others - he continued.

- From what we know at the moment, of course this needs to be verified, but we already have a huge scandal. However, the question is whether this scandal is an isolated incident, both in Warsaw and on a broader scale, or if it's the case that PO is so confident in its power that it wants to build, or has even already built, a kind of infrastructure for the privileged - stated Jarosław Kaczyński at a press conference.

- These are the President's decisions, I will not get involved at this moment. The President has the right to evaluate these people. And I will not elaborate on what Mr. Patyra has done in various matters that are currently on the table. I can only say one thing, although of course, to be clear, this is entirely abstract, because I have not been president, I tried once and lost and I will certainly never be one, but if I were president, I would think very seriously about it - stated Jarosław Kaczyński at a press conference.

- I am very pleased that we are in Budapest. This is the finale of the Hungarian presidency in the Visegrad Group, but this is the first meeting for us, as defense ministers, for me, since I became minister. For three years, Hungary has not truly been part of our community; they did not share our reasoning, they did not see the threats from Russia, just as the entire Visegrad Group sees them today - said Władysław Kosiniak-Kamysz at a press conference in Budapest.

- We have agreed on concrete actions. The first agreement is support for fuel pipelines from western Germany to Central Europe, to Poland, to the Visegrad Group countries, to the Baltic states. This is very important for us; not all NATO countries want to support this solution yet - he continued.

- The second issue concerns my proposal: exercises taking place in each of our countries. Military exercises will involve all Visegrad Group states. This means that if there are allied military exercises in Poland, the Czechs, Slovaks, and Hungarians will certainly be present - he went on to say.

- The third thing is military mobility. I believe there is no point in waiting for European regulations, which are getting closer, but even today, within the Visegrad Group, we should decide on the easy transfer of armed forces between our countries - he added.

- Doctors should earn very well, and I also wanted to say that here, the proposal publicly voiced by one of our colleagues, that the maximum rate for a duty should be PLN 157 per hour, is, in our opinion, too low a rate - stated Jarosław Kaczyński at a press conference.

"Today, we are the safest countries in Europe, we are a beacon for Europe. One can walk safely through the streets of Warsaw, Budapest, Prague, or Bratislava at night, which is not the case in, for example, Paris, Barcelona, or London," said Władysław Kosiniak-Kamysz at a press conference in Budapest.

- I will also return the order, because I have a rather high rank. The Order of Yaroslav the Wise, which is the highest there, only I don't have the I class because I'm not president, I have II. This will be an expression of my attitude not so much perhaps towards Ukrainians, but towards the Ukrainian elites, and on the other hand, it is an act of loyalty towards our president - stated Jarosław Kaczyński at a press conference.

- It cannot be that Ukraine forgets the role that Poland played, especially in the first months, and continues to play today in terms of transporting military equipment. 90% of humanitarian aid and military aid transport goes through Poland - said Władysław Kosiniak-Kamysz at a press conference in Budapest.

- If Ukraine does not see this, does not want to see it, or wants to forget about the three million refugees whom we accepted without refugee camps, which absolutely deserves a Nobel Peace Prize for all Poles who opened their hearts and homes, I hope Ukraine will not forget about this - he continued.

- These contracts will concern various undertakings, from military ones, exchange of capabilities [...] exchanges concerning energy investments, Starlinks, also interconnectors [...] all of this has allowed Ukraine to survive - he went on to say.

- We will clearly set our conditions, Polish companies have the right to be present in Ukraine's reconstruction - he added.

- In my opinion, but at the moment I am speaking about my personal view, not the party's, as there has been no such decision by party bodies, Poland should start blocking clusters, further ones, because the first one has been opened, it might be opened as early as July, at least some claim so, negotiations concerning Ukraine's entry into the EU - stated Jarosław Kaczyński at a press conference.

- We also share, without exception, the opinion that the situation is very unstable, and various types of escalation can be expected in the coming weeks and months. I have said this many times before, we want to prepare ourselves as a group of states directly exposed to this risk, because we border Russia, Belarus, and Ukraine, and as a group of states, we will closely cooperate on all types of reactions should something bad, God forbid, happen - stated Prime Minister Donald Tusk at a press conference following the meeting of the Eastern Flank leaders.

- We all share the view that transatlantic ties, defense cooperation, as close as possible with the USA, are something that requires constant engagement and even a degree of sensitivity from us, so that they do not suffer due to various political turbulences. This is the position we will represent in Ankara at the NATO summit, and there is no doubt for anyone here that the American presence and cooperation with the USA serve the security of Europe and our countries well – stated Prime Minister Donald Tusk at a press conference following a meeting of the leaders of the Eastern flank states.

- Is this how you oversee a hospital that is your pet project? Is this how public property is supervised in the city? Is this how someone bleeds the city, how someone bleeds public money? Is this how a VIP lounge is organized? - Adrian Zandberg said during a session of the Capital City of Warsaw Council.

- I know, Mr. President, that this lounge, as you put it [...] that there was no formal room for Platform politicians. We all know this, because it would be against the law - he continued.

- The problem was that informal procedures are in place. Procedures are in place where public property is treated as if it were not public, but as if it belonged to the ruling party, and these are standards from 1990s Uzbekistan, not from a modern, European country. Simply put, and this must end, Mr. President - he went on to say.

- I wanted to hear concrete details today. I wanted to hear what you have learned and to identify who bears political responsibility for this. Today, I expected to hear not whether, but who and when, from the group leading this city has truly resigned, not just on paper - said Adrian Zandberg during the session of the Capital City Council of Warsaw.

- Instead, we heard a lecture on the Commercial Companies Code. That was not serious towards the residents, Mr. Mayor - he continued.

"Mr. President, you are giving a face to a system that is simply unfair. You are giving a face to a system where oversight is illusory, and unfortunately, the story with the Southern Hospital shows precisely that," said Adrian Zandberg during a session of the Warsaw City Council.

"Mr. President, I must say honestly, he reacted absolutely wonderfully, he did everything as he should have, quickly, swiftly, responsible decisions, resignations, removal of councillors from the supervisory board, ban on work, but Mr. President, too little, too late, unfortunately. The problem is that you did not notice this phenomenon earlier" - said Anna Maria Żukowska during a session of the City Council of Warsaw.

"Here we clearly have a problem with control, with oversight, with access to all this information. I don't know if the city doesn't interest you, because you are so rarely here, you don't care about what's happening in it, but if you dedicated more time to this city of ours, Warsaw, and not to other activities, then perhaps you would simply obtain this information yourself, earlier" - she continued.

- Everything that can undermine patients' trust and sense of security in the healthcare system should be explained very reliably and very accurately. My experience working in the sector, in hospital management, tells me that truly everything we can judge or draw conclusions from requires calm, of course consequences, but above all, the assessment of experts and authorities in the relevant fields - stated Jolanta Sobierańska-Grenda at a press briefing.

- When I hear Prime Minister Donald Tusk say that he would very much like, that it's his dream, that there shouldn't be situations in our country where municipal companies, where hospitals, are staffed by party activists, or he even used a harsher term - said Anna Maria Żukowska during a session of the Warsaw City Council.

- Mr. Prime Minister, nothing could be simpler. Please convince Mr. Mayor Rafał Trzaskowski, who is, after all, your deputy in the party, to ensure that oversight is not illusory, that the audit committee does not consist exclusively of members of this party, concerning whom there are suspicions that this committee is supposed to investigate, because this is a mockery of the oversight institution, no one will believe it, it's unserious - she continued.

- Mr. Mayor, reportedly you have good contact with the Prime Minister. If we don't do something, concerning the government side as well, a deep reform of healthcare, not only funding but also the management of available resources, we won't cover it up with such an incidental law written in one day concerning the disclosure of doctors' salaries, because that doesn't solve the issue, it's not the whole issue - she further stated.

- This must happen, otherwise the governing coalition, when it comes to the country, will simply lose the election - she added.

- With full awareness and determination, I want to emphasize that we are very keen on eliminating pay gaps, and I believe this is something we have all been talking about for a long time. However, I hope that at this moment, we will all have enough consistency to create a dialogue where this will be possible - stated Jolanta Sobierańska-Grenda at a press briefing.

- This is a modern lesson for the Polish nation – a government that acts this way, that kills truth with propaganda of success, that uses prosecutor's offices and courts to fight those who have the strength to assert their dignity, such a government will fall sooner or later. This is Poland – stated President Karol Nawrocki during the commemorations of the 50th anniversary of the Radom June 1976.

- I thought what I always think in such situations, that is, I think sensations are being created, people talk too much, they often say foolish things, and people get worked up about it - said Włodzimierz Czarzasty in an interview with Monika Olejnik on TVN24's "Kropka nad i" (The Dot Over the i), when asked what he thought upon hearing the words of Dr. Jędrzejewski, including those concerning deaths in a hospital.

- I understand that he will present evidence for this, show it at some point, and the prosecution and the court will deal with it, if necessary - he continued, after the host pointed out that he is a whistleblower.

- I'm tired of such rapid reactions to everything, to every word, because it only leads to escalation - he went on to say.

"Everyone has the right to say what they want, but I'd rather not say such things, to be honest, because that's why we want to build and are building an independent prosecution service and independent courts, as they were not independent under PiS, so that authorized people can make such judgments" - said Włodzimierz Czarzasty on TVN24, when asked about Prime Minister Donald Tusk's words suggesting that the credibility of Doctor Jędrzejewski and his statements seems questionable.

- This matter also showed what many people, including those from my own circle, and perhaps primarily from my own circle, have been saying about healthcare. Radical steps must be taken immediately regarding healthcare. There are truly abnormal things happening there - stated Włodzimierz Czarzasty on TVN24.

- I would think very carefully about supporting a referendum on recalling Mr. Trzaskowski. To be honest, we will do as the party in Warsaw and the council club in Warsaw decide. I will state my opinion, I would not support such a referendum - Włodzimierz Czarzasty said on TVN24.

- I believe this matter with Ukraine could have been handled differently, and just as President Nawrocki did not succeed in blocking SAFE, I believe, and I will put forward this thesis, that he wanted to ensure this conference was not as representative as it was and is. I consider this to be an unreasonable and unwise action - Włodzimierz Czarzasty said on TVN24.

- Yes. Yes, I do. I have the right to such opinions. I believe that the President, for some time now [...] has been fighting the government more than fighting for Poland - he continued, when asked if he thought "the president did it deliberately to topple the table in Gdańsk."

- There will be a government bill. We have just completed consultations within the coalition, and there will be a government bill based on a very good proposal with some changes from Prime Minister Kosiniak. These changes will concern the allocation of 90%, 95% of the potential profit from the National Bank of Poland also to healthcare, which is a postulate of the Left - said Włodzimierz Czarzasty on TVN24, when asked if he would unfreeze the president's proposal regarding "gold from the NBP."

- Regarding the president's proposal concerning SAFE, it will not be proceded with because it is incompatible with the Constitution. [...] In the near future, within, I don't know, 2-3 months, a government bill should be expected, and this bill will receive the support of all coalition forces - he continued.

- Incidentally, these funds will not exist. We are simply doing this in order to secure the future division of these funds, should they ever appear - he went on to say.

- It's a significant event for me, because I consider Mr. Wałęsa, unlike Mr. Kaczyński, unlike Mr. Nawrocki, a great man who, at the head of Solidarity together with other people, achieved a positive transformation - Włodzimierz Czarzasty said on TVN24 when asked about meeting Lech Wałęsa.

- No, I haven't always thought so, but I believe I have my own experiences, I have lived through things, I have understood a lot. Solidarity was certainly right at the time of the transformation. I belonged to that faction within the Left, primarily Mr. Aleksander Kwaśniewski's, which also saw the need for this transformation - he continued, when asked if he had always considered him great.

- It's absurd that I, with my history, speak well of Wałęsa, of President Wałęsa, while Mr. Kaczyński and Mr. Nawrocki, with their histories, speak ill of him - he went on to say.

- I consider him a great Pole - he emphasized.
