- Is this how you oversee a hospital that is your pet project? Is this how public property is supervised in the city? Is this how someone bleeds the city, how someone bleeds public money? Is this how a VIP lounge is organized? - Adrian Zandberg said during a session of the Capital City of Warsaw Council.

Procedures are in place where public property is treated as if it were not public, but as if it belonged to the ruling party, and these are standards from 1990s Uzbekistan, not from a modern, European country.
