Prime Minister Donald Tusk continues his participation in the informal European Council meeting.

At 9:10 AM, a welcome by the President of Cyprus, Nikos Christodoulides, is scheduled, followed at 9:15 AM by a meeting of European Council members with the President of the European Parliament, Roberta Metsola.

At 9:45 AM, the head of the Polish government will take part in a working session of the European Council. At 1:10 PM, he will attend a working session with heads of state and government, and the presidents of Egypt, Syria, Lebanon, and Jordan. A family photo is scheduled for 3:20 PM.

- This is a victory for a state-centric approach. Sławomir Cenckiewicz informed about this very extensively in his post, and later in TV Republika, also a very long interview where he spoke about why he made this decision. It was a decision based on responsibility for the state, for the National Security Bureau, for the President's administration, for the President himself - stated Zbigniew Bogucki on RMF FM.

- It's visible that there is a crack in the Presidential Chancellery and that Cenckiewicz himself somehow burdened them. Perhaps the President understood that his poll numbers were dropping, and after various statements by Mr. Bogucki or the fact that Cenckiewicz had no access to anything, despite holding such an important position, led to this resignation - Waldemar Żurek said in an interview with Agata Adamek on TVN24's "Jeden na jeden" (One on One).

- A convoluted explanation [from Cenckiewicz], in reality, this should have happened long ago - he added.

- It is nearing completion, the motion regarding what I announced on behalf of the President, therefore the issue of the competency dispute [concerning Constitutional Tribunal judges]. I think it will be in the coming days, at the latest in the first days of next week - stated Zbigniew Bogucki in RMF FM.

"I would like to remind you that President Nawrocki, myself, and no one from the Chancellery ever said that the President would not accept oaths [from Constitutional Tribunal judges]. No one, ever," stated Zbigniew Bogucki on RMF FM.

- I spoke about this – the President faced a very difficult choice, and it was the government majority that placed him in this difficult situation. That is, on one hand, the President had a powerful value, which is the efficient functioning of the Constitutional Tribunal in its full composition, meaning 11 people, and hence this was the main motive for the President's decision. And the President further states that this procedure, as soon as possible, there will be further vacancies. I appeal to Mr. Marshal to elect these judges with sufficient advance notice, as stipulated by the law, the Sejm's regulations, etc. - stated Zbigniew Bogucki on RMF FM.

- I have the impression that some journalists are looking for some second, third, or fourth layer of meaning. I can assure you [...] my cooperation with Sławek Cenckiewicz was very good - said Marcin Przydacz in an interview with Bogdan Rymanowski on the program "Gość Radia ZET", when asked about the real reason for Sławomir Cenckiewicz's resignation from the post of head of the National Security Bureau (BBN) and whether it was true that there was a conflict with him.

- What were the reasons? Professor Cenckiewicz explained it very well yesterday - he continued.

"Looking at who has become the spokesperson for the services today in Poland, it shows what a deep problem we have in Poland," said Marcin Przydacz on Radio ZET.

"I don't like anything, I don't like this figure, I consider it a scandal that such a figure is the face of Polish services today," he continued, when asked what he liked about the spokesperson for the coordinator of special services.

"No, I am bothered by the attempt to insult, for example, Professor Cenckiewicz, and above all, I am bothered by the lawlessness that this gentleman and these people are perpetrating," he added, when pressed whether he was bothered by Jacek Dobrzyński's past.

"The courts have spoken on this matter, these gentlemen lost in two court instances and what do they say? 'We don't care about any court ruling because we are above the law.' Is this what the rule of law looks like?" he added.

- I am very happy [that Cenckiewicz will support Czarnek], because it seems to me that Czarnek is significantly lowering PiS's poll numbers. When people see Czarnek, especially women, and they see the contrast between what Czarnek said a few months ago and how he is suddenly pro-women now for the needs of the campaign, which has already begun, then I think that if Mr. Cenckiewicz joins him, I also propose Macierewicz to be in the mix, and we have a great team. And I hope that then PiS will drop to 12% - said Waldemar Żurek in TVN24's "One on One".

- I don't think inviting him is good. Of course, I am expressing my opinion here. I don't believe any cooperation formats with Putin are good. The free world, the democratic world, which is on the side of the fighting Ukraine, should not, in my opinion, engage with Vladimir Putin in this way - stated Zbigniew Bogucki on RMF FM.

- In such a geopolitical situation, publishing any reports concerning the activities of Polish services during various periods of Polish statehood is simply absurd. We have already seen defense plans being disclosed, which Mr. Cenckiewicz also dug into, revealing them. This is something unheard of - said Waldemar Żurek in the "One on One" program on TVN24.

- If they are sitting in Moscow now, they are rubbing their hands, saying: we have useful idiots again, perhaps controlled by some special operation from Lubyanka, who will want to hand over various data to Russian intelligence on a platter, because we know there is nothing worse than these kinds of political stunts, which end disastrously - he stated.

- We know that disclosing such reports directly endangered the lives of various Polish collaborators and agents whom we had scattered all over the world. When I hear that someone wants to publish again in the current war situation, I truly congratulate them. Citizens should judge this. It is unserious - he continued.

- Today, the head of the party, and for a long time to come, will be President Jarosław Kaczyński. However, what will happen in 20, 30 years, I think Mateusz Morawiecki has all the credentials... - said Marcin Przydacz on Radio ZET, when asked if Mateusz Morawiecki would take over PiS.

- I'd venture to say in many years. Mateusz Morawiecki certainly has every reason to see himself as a leader of the broad right-wing movement - he continued, when pressed if this would be in 20 years.

- I think this is the President's decision [regarding a potential decoration for MP Litewka]. I even spoke with the President yesterday, after the tragic event, and the President also had personal contact with the late MP Litewka. I think the President has great sympathy for the late Łukasz Litewka. It is always the President's decision in the end - stated Zbigniew Bogucki in RMF FM.

- Of course, I don't rule out [such a decision] - emphasized the Head of the President's Chancellery.

- This is a question more for the Ministry of Foreign Affairs, because it is the MFA today that is halting this agreement. I believe that today, unfortunately, it is not due to the government's stance – said Marcin Przydacz on Radio ZET, when asked if we are close to an agreement regarding ambassadors.

- For some reason, over the past few weeks, the government side has neither accepted nor rejected this agreement. I have my own suspicion that they do not want this agreement, that they want to fight with the President using every possible tool – he continued.

- Yes – he went on, when pressed, "they, meaning who, Prime Minister Tusk and Minister Sikorski?"

- I have nothing to say on this matter - said Marcin Przydacz on Radio ZET, when asked if he had participated in joint government-presidential defense exercises.

- If that was the case, it means someone has broken the Act on the Protection of Classified Information here and should be held accountable not only politically but also criminally, and this is scandalous - he continued, after the host pointed out that "other government ministers, for example, have informed about this".

- I don't want to refer to this specific situation, because I know what you're talking about, but let's assume that it is as this one minister said, then a resignation is warranted for that - he went on.

- I don't want to confirm such things, but if it turned out that a minister of the Polish government is passing classified information, I wouldn't hesitate to say that in such a case, it must be stated that a minister of the Republic of Poland is an idiot - he added, when pressed whether he was referring to Minister Rutnicki, who said this on RMF.

- Mr. Bogucki threatened, on the X portal he also spoke about the elections that judges made to the National Council of the Judiciary, about this consultation at assemblies, and clearly stated that if any president convenes an assembly, they will face criminal proceedings under Article 231 for exceeding their authority. So Mr. Bogucki really should educate himself more - said Waldemar Żurek in the "One on One" program on TVN24.

- In all important matters for the judiciary, the court president can convene an assembly, also at the request of judges. This has happened in Poland now, and I am glad that Plan B for the National Council of the Judiciary is starting to work - he pointed out.

- The state should not be passive. We must do everything to ensure that legally elected judges [of the Constitutional Tribunal] can take their seats on the bench - said Waldemar Żurek in an interview with TVN24's "Jeden na jeden" (One on One).

- The competition [in the President's circle] is quite ruthless there for influence, and Mr. Cenckiewicz, whatever one may say about him, is a fairly honest man and usually lays it all out, what he thinks. - The mills of justice have begun to grind. I know one can always say it's Tusk's fault, but no, I have nothing to do with Mr. Cienkiewicz's resignation here. - Poland has received the final loan agreement text from the European Commission between the Commission and member states regarding the SAFE mechanism. This agreement was also sent yesterday [...] to the other 17 member states that are part of this mechanism - said Magdalena Sobkowiak-Czarnecka at a press conference.

- Our receipt of this final agreement text yesterday concludes a multi-week negotiation process between the member states and the European Commission. During these negotiations, member states submitted over 200 amendments to the European Commission, of which several dozen were Polish - she continued.

- Now we are entering a phase that might be less spectacular and more technical, meaning a few days where we need to make the final preparations before the agreement is signed – said Magdalena Sobkowiak-Czarnecka at a press conference.

- Yesterday, I also spoke with Commissioner Piotr Serafin, who is responsible for the budget at the European Commission. He assured me that not days, but hours after the agreement is signed, it will be the moment when an advance payment, the first part of the SAFE mechanism, will land in the Polish account. This will be 15% of the total amount, which in our case is almost 20 billion zlotys – she continued.

- So, we have a few days of intensive, very technical work ahead of us now, preparing us for the signing of the agreement – she added.

- I also want to reassure you, because of course for us, the end of May is a very important date, according to the SAFE regulation, the end of May is the moment when the window for member states to sign individual agreements closes [...] we are constantly working with the Armaments Agency and with potential contractors to be so prepared that as soon as the green light is given after signing the agreement [...] the process of annexing already concluded agreements and contracting new orders will begin - said Magdalena Sobkowiak-Czarnecka at a press conference.

- After yesterday's very good talks between Prime Minister Donald Tusk and President von der Leyen, I am confident that we will make it by May 30th - she continued, when asked whether the May deadline is negotiable or if Poland will be able to manage everything in time.

- Rely on yourself, on your own army, on those countries that are also afraid of a Russian attack, and rely on the United States and NATO, but there is no NATO without the United States - he continued.

- When we talk about the European SAFE, it is first and foremost a loan burdened with, unfortunately, very unfavorable conditions, and that is my primary reservation about it – Mateusz Morawiecki stated on Polsat News.

- There are many very serious lawyers, constitutionalists, who believe that the current government has no right to sign such an agreement, as it creates powerful international obligations [...] and for this, consent must be expressed in a law and it must be ratified, and I also subscribe to this view – he continued.

- This loan may have precisely this premise, it may fulfill the premise of illegality – he went on to say.
