- Today, CBA officials indeed asked us for a series of documents, starting from June 1, 2021, concerning subsequent changes to the 'Clean Air' program. The program changed very dynamically, its operating principles, but also the dynamics of granting subsidy applications, awarding subsidies, and completed investments - said Paulina Hennig-Kloska at a press conference.
The Minister of Climate on Two Changes "Loosening" the Program
- When the management boards in provincial environmental protection funds, in the National Fund for Environmental Protection, changed, when we started identifying problems, fraud, and when we began analyzing the operating principles and its safety for beneficiaries, two changes [...] loosening this program attracted our particular attention - she indicated.
As she said: - This was, firstly, in July 2022, when the pre-financing mechanism was introduced. This mechanism was introduced without any safeguards, without any necessary protective measures to protect the beneficiaries of this program. And in our assessment, it was then, among other things, that these frauds began to occur, where companies received money into their accounts and, more dishonestly, simply disappeared without carrying out any investment.
- Another such element [...] is January 2023, when the unit cost limits, i.e., the so-called maximum prices for thermal insulation elements, were abolished. [...] Then there were [...] sudden, large increases in the execution of individual investments - for example, window replacement increased by 140% then, roof insulation by 140%, external wall insulation by 70%. And then the infamous doors for PLN 40,000 also appeared - she continued.
